Pagad blamed for damaging house of man accused of being a drug dealer TAMMY PETERSEN

A RONDEBOSCH EAST family’s house was petrol-bombed in the early hours of Monday 21 March – allegedly by members of Pagad. The incident came four days after a 60-strong group from the antidrug “movement” issued a warning to the mother of a man accused of running a tik-manufacturing business from their Heatherly Road house. The group allegedly threatened to “do things to him if he didn’t stop”. The young man’s mother, who does not want to be named to protect her privacy, says she was on the phone shortly after midnight when her 15-year-old daughter ran into the lounge and told her she had heard an explosion outside. “I went to the side of the house where the noise had come from and found a broken bottle with flames licking at one of our cars. As I ran to put water into a bucket to douse the flames, I saw a white Honda Civic speed off,” she recalls. But this was not the first time she had seen the car, the woman says. On Wednesday 16 March, a group of Pagad members in full Muslim attire had gathered outside her house. “I thought something had happened and as I stood outside my front door, I noticed that the men were saying their prayers and had covered their faces with scarves. When they were done, they came to my door and surrounded the property. I had no idea what was going on.” The leader of the group, whose face was also covered, approached her at her gate and accused her of allowing her son, who sells groceries from his home and is a partner

in a car parts business, to peddle drugs from their home. “I vehemently denied this because I know there is no truth to this nonsense. But he insisted that my son was a merchant and that he was making tik inside our house.” She heard a pounding noise coming from the side of her house and when she went to investigate, she saw a man throwing bricks at one of her son’s cars. “I started screaming at him and he jumped into a car that was parked at the side of the road.” Once the man was inside, the white Honda Civic sped off. “The man was with the Pagad people. No one stopped him from damaging my property and they simply ignored what had happened. I made it clear to them that if they could prove that we were involved in anything illegal, they could have us charged. I even invited them in to look around for themselves, but they refused. They left after that.” After dousing the flames and while she waited for the police to arrive, she says she again saw the white car slowly driving past her house. The next day her son visited a Kenwyn Pagad member to question the attack, and was allegedly threatened by Pagad members. “They told him that if he ever visited a member’s house again, they would bomb our home. How can our safety be threatened like this? “I believe that the people in the white car are involved with Pagad and are behind the attack on my house. They are victimising people without concrete evidence and using gangster-like tactics to bully people into submission. I refuse to allow anyone to make me feel like a criminal or to harass me and my children. I will never stand for it.”

Photo: Nasief Manie The woman also claims that a month prior to the attack, Hanif Loonat, the Nyanga Cluster Community Police Forum chairperson, visited her house and warned her that she is on a “Pagad list for dealing in drugs”. “He called it a friendly warning and asked me not to tell anyone that he had been there. What is he trying to do? Isn’t he supposed to be on the side of the law, which states that people cannot make wild accusations and take the law into their own hands?” But Loonat said the woman was trying to “shift the blame”. “She must take responsibility for what is happening in her house. I warned her of the list after I was told by people that her address was on it. I only told her to talk to her son so that he would stop what he is doing.” When asked what evidence he had that the man was dealing in drugs, he said that the man “admitted to a lot of people that he did”. Loonat denies being a member of

Pagad but agrees that drugs need to be removed from society. “I have always been against Pagad and their modus operandi. However, the community wants them so I am willing to liaise with them as long as they work within the boundary of the law.” He says he was called to the house in Kenwyn when the man approached the Pagad member. “The Pagad member thought that I had sent the man there but I knew nothing of it. The man was so arrogant and disrespectful with Pagad that I had to stop them from hurting him. He had the cheek to thank them for allowing him to waste their time. He’s lucky he wasn’t killed.” Osman Sahib, an executive member of Pagad, declined to comment on the bombing incident, but says that at the meeting at the Pagad member’s house, they warned the young man to “stop selling drugs to the people”. However, they have been warned that if it is ever found that they have broken any laws, the authorities will be forced to act against them.” JP Smith, the City of Cape Town’s Mayco Member for Safety and Security, says that the organisation is a part of the community, “whether we like it or not”. “It doesn’t help to ignore them and I would prefer to try make them part of a solution, not a problem. However, they will lose that support if they don’t cooperate within legal practices by being involved in misbehaviour or vigilantism.”

New candidates to stand for election TAMMY PETERSEN

ORE than half of the southern suburbs’ 34 ward councillors will not be standing for re-election as ward councillors in the local government elections after their names were left off the list of ward councillor candidates submitted by the DA to the Independent Electoral Commission (IEC) on Friday. The DA holds 34 of the 36 wards in the southern suburbs, Cape Town city area, and Atlantic seaboard. The party’s list of ward candidates for the local government elections, submitted on Friday to the IEC, excluded half of the current serving ward councillors. The official list of candidates contesting each ward will be released by the IEC on 12 April. Names have been left off the list for various reasons: in some instances, the ward councillor has opted to retire, and in others the ward councillor will stand for election as a proportional representative councillor instead of a ward councillor. The list merely confirms the candidates for the ward councillor positions, and not the candidates for the proportional representative positions. People’s Post obtained a copy of this list. A FRENCH national was spared jail after he knocked down a teenage girl as she walked along the pavement at the V&A Waterfront. The 17-year-old from Hanover Park is in a stable condition at Groote Schuur Hospital. Steven Dagan appeared in the Cape Town Magistrate’s Court for drunken driving on Friday. It is believed that Dagan lost control of his Volvo at the Waterfront City Lodge on the corner of Dock and Alfred roads around 04:00 on Friday. Cape Town Central police spokesperson, Warrant Officer Khunjulwa Sam says Dagan’s passport was revoked and he was released on bail of R2 000 bail after his lawyer called the prosecutor. Sam could not confirm the date of Dagan’s next court appearance because “the docket was still at court”. “We took tests at the doctor which confirmed that the man had consumed a lot of alcohol,” she said. Sam could not confirm the percentage of alcohol in his system. “We are still waiting for the docket to come back from court before we can reveal his blood alcohol level,” said Sam. Groote Schuur spokesman, Alaric Jacobs, says the teen underwent an operation.

PAGAD member appeared in the Wynberg Magistrate’s Court yesterday on a charge of being in possession of a stolen firearm. The 32-year-old man was arrested after members of the SAPS Flying Squad received a tip-off on Wednesday that the Penlyn Estate resident was in possession of an illegal gun, said Warrant Officer Ian Bennett, spokesperson for the Athlone police. “The members received this information while doing crime prevention patrols at the Pagad march in Manenberg. After ensuring that the information was of worth and the source credible, the members followed up and went to the house.” The officers conducted a thorough search of the premises, and found a revolver hidden under the mattress in a bedroom. “The firearm was tested, and our system confirmed that it was reported stolen in a Parow case in 2005. The gun will be sent to ballistics to be checked if it was used for any other crimes,” he says. Osman Sahib, an executive member of Pagad, denies that the gun was stolen, saying it belonged to another member of Pagad. The arrested man “was just keeping it”.

FOUR men arrested for the murder of a wellknown businessman in Surrey Estate will appear in the Athlone Magistrate’s Court today (Tuesday.) The supects aged between 40 and 44, were detained at Pollsmoor Prison following their previous court appearance last week. Last week People’s Post reported that Abdullah Daware (62) died at his business – Dicky’s Meat Market – on Monday 14 March. The killing happened just before the store closed, when three men stormed into the business and held up the owner, his brother and a staff member. Several shots were fired and Daware was hit six times. Two suspects were arrested at a house in Tarentaal Road, Athlone the next day and another two men handed themselves over at the Manenberg police station. Bennett says detectives worked tirelessly around-the-clock in the hours that followed the shooting, which led to the arrests of the suspects. “They gathered information, forensic evidence and studied video footage taken from security cameras in the shop. “Through tactful investigation, the detectives made a breakthrough and the day after the murder, the two suspects were arrested and the other two suspects handed themselves over to the police on the Thursday after the murder.” He says one of the suspects has been transferred to Mitchell’s Plain police station as there is a warrant of arrest out for him on many charges, including theft and robbery.

Residents are requesting that Athlone land be turned into public space

‘Make towers land a space for people’ M

ORE than 100 people from all over Cape Town gathered at the Joseph Stone Auditorium to give suggestions on how to use the land that used to be occupied by the Athlone cooling towers. The towers were demolished on Sunday 23 August 2010. At the time people had mixed emotions over the implosion of the towers, but in the end the towers folded. The Athlone Cooling Towers has been a signifi-

cant site for the people of Athlone and surrounding areas. It was an iconic building signalling where Athlone is situated. (“City bids Two Ladies goodbye”, People’s Post, 25 August). At the meeting in Athlone on Wednesday, it was established that most residents wanted a public space that would benefit everyone. People also signed a petition calling on the City of Cape Town to turn the land into a public space and not place it at the disposal of developers to do with as they wished. Leigh Meinart, founder of Tsiba Education – a private provider of higher education in business – says: “It’s important to remember that the Athlone Cooling Towers were built to separate

the areas of Langa, Pinelands and Athlone, and what we want now is integration. There must be parks, schools – something for the public to enjoy. “The meeting was a wonderful opportunity to hear from the community what they want. We as residents need to make the decision. We can’t allow politicians to decide what must be built on the ground.” She says what they don’t want is houses to be built on the open space. They would prefer instead to have a place where they would be able to meet different people. Patrick Mqolobe, chairperson of the Embo Initiation Forum in Langa, says all they want is a place for the youth. “We want anything that will bring the youth together, a develop-

The one thing that we are really adamant about is that there should be no liquor sold or clubs built on the premises. “There are many youths who are unemployed because they can’t find work, and they are in need of skills, so we can maybe have a place built on the land where the children will be able to learn skills, which will improve their opportunities to find work.” Deborah Posel, the director of the Institute for Humanities in Africa, says the meeting was important to create a platform for people to say what they want. “We’re glad that people came out and had a chance to say what they wanted to. Everyone feels a link to the land, and they need to be involved with what happens on the land.” She says that the bad smell which is looming in the air must be sorted out first, and it is something that is being looked at. People’s Post previously reported that residents were disgruntled over a bad smell in the air, which came from the Athlone Refuse Transfer Station (ARTS), where waste is

New health forum launched REYANA STEYN

he Klipfontein Sub-District Health Forum has been launched to ease health frustrations and poor service delivery. The official launch took place on Wednesday at the Heideveld Day Hospital, where their office is based. Isgaak Kamaar, chairperson of the Klipfontein Sub District Health Forum, says the main aim is to ensure health services are available for the people. “The forum will try alleviate the communities’ problems which they may encounter at a hospital or community health centre, and ensure that efficient and effective services are rendered. People need to speak to the health committees in their areas. The health committees will be able to liaise with the community and iron out whatever problems they may have.” The idea of the health forum was commissioned by the then MEC of Health, Marius Fransman, more than two years ago, after a struggle for resources was highlighted by the Cape Metro Health Forum. The Klipfontein Sub-District Health Forum is part of eight other sub-structures, including Mitchell’s Plain, Khayelitsha, the Northern, Southern, Eastern and Western suburbs as well as Tygerberg. All these substructures fall under the Cape Metro Health Forum. The forum will cater for people who have frustrations, concerns or complaints about the Manenberg Clinic and Community Health Centre; Hanover Park Clinic and Community Health Centre, as well as the Lansdowne Clinic, Silvertown Clinic and Community Health Facility and Dr Abduragman Community Health Centre.

It will also cater for the Nyanga Clinic and Community Health Centre, Masincendani Clinic, Vuyani Clinic and Gugulethu Clinic and Community health centre. Each of these clinics has its own health committee, which is made up of community organisations. The office of the forum will be up and running from Monday 4 April and will be open Mondays to Thursday from 09:00 till 12:00. “The way it will work is if a person has a problem or a concern they will bring it to the attention of the health committee or the facility manager,” says Kamaar. “If the issue still isn’t sorted out, then they will bring it to the attention of the forum, which will then find the best way to try resolve it. If it fails to do so the problem will then go to the Cape Metro Health Forum.” He says it was also a way of interacting with the community and sharing information. In the past, problems went unresolved because information became logjammed at provincial level. He says: “With this partnership between province, the City of Cape Town and the community, it will be easier to get into government and see results for the people. We are looking at all the ways we can improve services. We also want to strengthen the health committees,” says Kamaar. The only way these families survive is by means of begging and skarreling (looking for items with a scrap value). I strongly believe we as the community should re-evaluate our morals and values so as to not allow situations like these to get to the point where they are being regarded as normal to society. Life often deals us blows which we struggle to handle, and more than often we end up with a life out on the street. We have a low self-esteem and it is difficult to pick oneself up from there. The one family with a daughter two years old, tattered dress, no shoes on her scruffy feet. is enough to drive you to tears, but as we have become accustomed to it, it is not good to get emotionally involved when one deals with situation of this kind. But when a child of this age is subjected to this kind of life, and we as parents just stand by and watch how her precious life is being destroyed by circumstances beyond their control. The other family has also been affected by the elements of nature. The wife could not withstand the harsh conditions of the weather, and has subsequently passed away due to an illness brought on by the tough conditions they were living under. There are the times when the Proteas, Stormers, Bafana Bafana and other sporting codes perform on the day and we as South Africans rally together to support them as one nation. It is therefore beyond belief that post the 1994 elections we still find that families are being cast out of society rather than being embraced in this democratic country of ours. We are one of the best economic structures currently, which could hold its own if compared to the likes of America, Europe and others. Where have we gone wrong? Why haven’t we done enough research to consider a dole system for the unemployed or destitute, as they are known? The two families that have been cast out by society have found solace in the fact that

That day, young Edrich Williams got his first taste of the Cape Argus Pick n Pay Cycle Tour and, even at the age of 52, he continues to pedal as well as that 21-year-old who finished the over 100 km race in three hours and 13 minutes. Williams took part in his 21st race last Sunday and crossed the finish line in four hours and three minutes. Underneath the suit he wears while working as a senior education specialist for the Education Department is the body of a man who plans to remain active until he collects his pension. “The weather fit my mood and it was great cycling on such a pleasant day,” he says. “This is the second time in all my years of competing that the conditions were so favourable. It made my milestone so much better.” Williams got his first bicycle after his father fulfilled his promise of buying him one if he made the Western Province athletics team. He was in Grade 11. “I used to pedal around Athlone with my siblings’ wheels but when I finally got my own one I was hooked. I travelled all over Cape Town with that bike – it was my most prized possession.” LIFE He says the most romantic thing he ever did was place a pillow on the crossbar for his girlfriend as he pedalled through the streets of Athlone. Next year they will have been married for 30 years. Williams, who has never been part of a cycling club, says his first tour was an exhilarating experience. “After that day in 1979 I was hooked. I would count down the days until I could race up Chappies and across the peninsula with other people who had the same amount of passion that I do. It’s addictive,” he says. His most special race was in 2004 when his son, aged 18, did his first tour with him. “It was amazing. Both of us did quite well but the results weren’t important. I was

O you think you can sing, but just never got the break you wanted?

Then get down to Club Atmospheer in Lansdowne on Fridays for open-mic night, and stand a chance to be selected to be signed by the Crazyworld Productions label. Those selected will be working with local singer, Brilynn van Rooyen, who is also the founder of Crazyworld Productions. He will officially be launching his CD, “Touch”, on Saturday 2 April at Club Atmospheer. Van Rooyen (28) from Kraaifontein has been working on the CD for six months. All 11 songs on it are original tracks he wrote with Gaby le Roux, a music producer. He says the album is “unique and uplifting” and contains “original soul R&B songs never heard before”. Other artists featured on the album include local artists Cleo Jane, Perfect-Stain and Tha-Leash. Van Rooyen has been on the South African music scene for 11 years, and has worked with other local artists such as Molly Baron, Redds and Aubrey Arries. Van Rooyen’s hits “Blow My Mind”, “Number One” and “Touch” are getting a lot of airplay on radio stations in Cape Town. The open-mic nights were launched at the club three weeks ago and the few musicians that have been selected so far will be performing alongside Van Rooyen and his live

band at the launch. His band consists of Arthur Gertse (drums), Mario Mentor (guitar) Joshua Daniels (bass) Bernard Damon(keyboards.) “I wanted to give people this platform to have their dreams come true,” says Van Rooyen. “It’s a workshop for underprivileged, talented people who can develop their talent and get the recognition they deserve.” Although only over 18s will be allowed into the club, younger talented people can contact Van Rooyen and they will also get a chance to strut their stuff. Various artists such as Bennie Mentor, Ricardo Murnevick (aka Psycho), Mondre Goosen, RIP (a hip hop group that consists of Josh Sedras, Malik Gaidien and Jean-Pierre Sedras) and 12 of Cape Town’s best dancers in a group called Venom have also been selected. Steven Taylor, a radio personality, will be MC for the night. The show will start at 22:00. The first 50 people will get a copy of Van Rooyen’s CD. There will also be free drinks on the night, ponsored by SAB, who have partnered with Crazyworld Productions. After the launch, the open-mic nights will take place every Friday at Club Atmosphere. Allweld Solutions' comprehensive database offers skilled labour at competitive rates and includes coded welders, pipe fitters, boilermakers, fitters, turners, heat treatment technicians, valve fitters, semi-skilled and general labourers.

Our training facility, conveniently located in Maitland near major arterial routes, comprises 20 individual training bays and a fully equipped 56-seater auditorium for theoretical training. The facility not only enjoys state of the art audio/visual equipment but also utilises the latest in welding technology. With two training officers, we ensure a ratio of 1:10 students and with each student having his own welding bay and using his/her own welding machine the practical training aspect is maximised. We offer Shielded Metal Arc Welding (SMAW/Stick), Metal Inert Gas Welding (GMAW),

Allweld Solutions' uniqueness is embodied within our in-house training facility whereby we are able to personally test and train welders ensuring that only top quality personnel are contracted to our customers. In addition, the training facility provides a constant source of well-trained welders for our database as the students are keen to hone their skills in a working environment. We manage the entire labour outsourcing process by ensuring timeous arrival on site with the personnel correctly attired to commence work immediately.

As part of a continuous focus to improve ECD-related services, the City of Cape Town has reviewed and updated its ECD Policy and also aligned it with the latest applicable legislation and requirements.

The final draft District Spatial Development Plans and Environmental Management Frameworks relevant to your area will be available for public viewing from Friday 1 April 2011 at your local library, subcouncil office or Planning & Building Development Management District office, or visit www.capetown.gov.za/en/sdf.

The draft policy may be downloaded from www.capetown.gov.za or will be forwarded by e-mail upon request to ecd.policy@capetown.gov.za. In addition, hard copies are available for viewing at all subcouncil offices, district planning, health and social development offices and public libraries.

Santos star yearns to shine up north Top goal scorer considers move to Gauteng BRIAN GAFFNEY

Isaacs, who has been Santos’ top goalscorer for several seasons in the Premier Soccer League (PSL), told People’s Post yesterday (Monday) that he is keen to continue his professional soccer career with a Gauteng-based club next season. But the 25-year-old marksman’s ambitions to leave the club at the end of the 2010-11 season have been shot down by an angry Goolam Allie, the chief executive officer of Santos FC. “Isaacs is contracted to play for Santos until 2014 and he is accountable to us and nobody else,” said Allie. When asked why Isaacs had missed several league matches, including the away games against Moroka Swallows FC and AmaZulu FC in recent weeks, Allie explained that Isaacs – like several other

key players in the squad – was sidelined by injuries. Allie declined to comment further, besides saying that he will willingly show Isaacs’ contract (that expires in 2014) to anyone that needs clarity on the matter, at the club’s office in Lansdowne. But Isaacs – who has a history of going AWOL when things do not go his way at Santos FC – has stuck to his guns. “I am only prepared to play in Santos’ outstanding five matches in the league competition. I have told Allie that I want to leave the club,” said Isaacs. According to Isaacs, his contract with Santos FC finishes at the end of June – and it then becomes negotiable. Isaacs says he is keen to play for either of the glamour clubs – Kaizer Chiefs FC or Mamelodi Sundowns FC – in the PSL when he leaves Santos – which has dropped from third to eighth position on the PSL log since January. Isaacs says he feels he needs a new chal-

lenge in life and that “too much is expected from him at Santos”, where he is required to fill the role of a fetch-and-carry midfielder besides working his way into goalscoring scoring positions. Isaacs says the other reason he wants to move on is that Santos has been reluctant to increase his wages. A few years ago, Isaacs was also linked to a move to Chiefs – but Santos FC stepped in to increase his financial incentives in a successful effort to keep him at the club. Isaacs is once again the leading goalscorer, with six goals to his credit for Santos – who have hit the target 28 times in 25 league matches – despite him being out of action with a serious knee injury that needed surgery in mid-season.
