Eleven troupes gathered to battle it out for top hon ours, with the Angeliere Malay Choir from Ath lone walking away with the spoils. The team will now compete in the Top Eight competi tion, which will see the best teams in all divi sions competing against each other. That seg ment takes place on 19 March. The final show down, regarded as the Grand Final, will take place on 16 April, which will see the winners of the Premier’s Cup and President’s Cup clashing. Ultimatum for Oude Molen tenants TERESA FISCHER

LL lawful tenants of Oude Molen have been issued with letters informing them they have only three days to sign new lease agreements, which detail significant rental increases, in some instance up to 600%. These lease agreements do not include an option to renew after 12 months. Thirty-four tenants have refused to sign these new leases because they say their current leases are still valid. Last month stakeholders were taken by surprise by the announcement that the provincial cabinet approved the use of 14 000m² of land in Pinelands, Ndabeni and Oude Molen for a Health Technology Park, which would include the Biovac Institute as an anchor tenant. (“Consultation will come”, People’s Post, 1 February 2010) However, the Department of Economic Development and Tourism insisted the approval was merely the first step and public participation would follow. It added the proposal would affect only a “small portion” of Oude Molen. Oude Molen tenants argue the Department of Property Management’s “presumption of a natural
death” of the existing leases is legally inaccurate. Tenants were issued individual, hand-delivered letters dated Tuesday 15 February, to which they responded as a community on Friday 18 February. Hudson McComb, chairperson of the Oude Molen Steering Committee, writes that the new lease offers “grossly increased rentals without any added value” and are without legal basis. McComb says they see no just reason why the existing leases should not continue until a stakeholder and public participation process has taken place. According to these tenants, an automatic six-month renewal is implied in their existing leases, something they say is in accordance with the explanation given by representatives of the Department at the time. Regarding the rental increases, McComb refers the Department to a clause in the Principal Agreement, which he says should guide the Department in the legal extent of rental increases, regardless of the “assertion” of its “independent registered valuer”. Furthermore, McComb writes it is “disingenuous” to suggest that the tenants would spend months negotiating a lease only to terminate
its validity almost immediately. Mowbray resident, Ian Slatem, attended a special meeting at Oude Molen on Thursday 17 February. He describes this demand as “essentially an eviction” and adds the tactics are “rather brutal and probably not legally enforceable” Slatem says: “If the leaseholders sign they will be gone in a year, ready for the occupation by Biovac.” Alderman Brian Watkyns was not informed of the Department’s decision to issue new leases. He has previously criticised Province for “not deeming it necessary” to consult the ward councillor about the proposed Biovac development. He will meet with the Oude Molen representatives this week. However, the spokesperson for the Provincial Department of Transport and Public Works, Solly Malatsi, says the lease agreement of the occupants lapsed on the 30 September 2007 whereafter they continued on month-to-month basis. He says 21 letters were issued to inform tenants of the amended terms of the lease agreement. Malatsi says this is part of the process of “regularising” the occupation of the property in Oude Molen. According to Malatsi the threeday deadline was for tenants to indicate whether they accepted the new
market-related rental or not. He says this follows a meeting on 23 November last year between the Oude Molen Committee and officials from the Department where occupants were informed that the lawful tenant’s occupation of the property would be regularised. Malatsi says the letters were sent to the current lawful occupants of the units whose accounts are in good standing. He says there are 26 unlawful occupants who are currently disputing eviction and payment of outstanding debts and their case is ongoing. Regarding the increased rental stipulated, Malatsi says the “market related rental” was determined by a “credible, independent registered valuer”. He adds: “National Treasury Regulations and the Public Finance management Act compel our department to lease all immovable State property at market related rentals. It is worth noting that a relatively sizeable number of the lawful occupants have accepted the market related rental.” In response to any refusal to sign the amended leases, Malatsi says: “Appropriate action will be taken against anyone who attempts to occupy government property unlawfully.”
THE South African National Biodiversity Institute’s (SANBI’s) Kirstenbosch-SA Chelsea Exhibit at the annual Chelsea Flower Show in London has been cancelled due to a lack of sponsorship. The exhibit has been shown at the prestigious event – which attracts more than 170 000 people over five days – for 35 years. Two years ago the exhibit lost its corporate sponsor and fundraising events were held at the Kirstenbosch Botanical Gardens to fund the expo. This, however, is no longer possible. The Kirstenbosch-SA Chelsea Exhibit has won 30 gold medals, two silver-gilt medals and three Silver medals over the years. Designers David Davidson and Ray Hudson, who have designed the exhibit 17 times, have consistently explored aspects of South Africa’s floristic beauty and presented innovative interpretations of our natural heritage. “This is a great disappointment in the lead-up period to what would have been a oncein-a-lifetime double centenary event in 2013, when Kirstenbosch National Botanical Garden and the Chelsea Flower Show – both established in 1913 – will celebrate their 100th anniversaries,” Davidson says. The exhibit also tours across the country for others to view its greatness. “Our Chelsea exhibit is a tried and trusted formula – it works well, wins big year after year and affords sponsors and partners exceptional marketing opportunities,” a press release says. One century of uncommon golf GERDA VON BENECKE

TANDING on the Rondebosch Common, it’s difficult to believe that this is where 100 years of golf all started. On 17 February 1911, the Rondebosch Golf Club was formed by “hard core” members who decided they would continue to play on the common after other players, from the Southern Peninsula, decided the common was just too far to reach by cart or horse, and instead found land in Ottery and formed the Royal Cape Golf Club. Rondebosch Golf Club celebrated its centenary last week. According to Judge Pat Tebbutt, who wrote “Golf under the mountain”, a book about the history of the club published to mark the centenary, what made those original members even more “hard core” was the fact that the common was not used exclusively as a golf course. The common, says Tebbutt, was not only originally used as a municipal dumping ground, but also had a cemetery and rugby fields on it. Awaiting a photo opportunity at the centenary week celebrations at the club, specially clad in his 1911 outfit, Tebbutt shows a photo in his book where fences were built around the course to keep cattle from spoiling a perfectly good putt – right next to Park Road. “You never knew when your shot would end up in either a cabbage leaf or a jam tin,” he laughs. Tebbutt, who has been a member of the club since 1983 and club president since 1995, began compiling the history of the club about nine months ago. His experience writing up the history of the club was “interesting” because it also incorporated the history of golf in South Africa and the Cape. Golf came to South Africa and the Cape in 1885 when Lieutenant-General Sir HD Oyley Torrens arranged a meeting to introduce the game to the Cape and start a club. The first members played at Waterloo Green, a military area in Wynberg, before moving to the Common in 1891 as the Wynberg course was too small. According to Tebbutt the club moved to its current location in 1937, to what was
then called Fraserdale Farm, a dairy farm. The course has undergone reconstruction three times to date, the first with the construction of the N2 in 1950, followed by the construction of the M5 in 1959 and finally when the Black River was widened in 1993. Tebbutt says in a way the book is also a tribute to Bob Steward, captain of the club in 1986, who worked for 18 years gathering information on the history after all records of the club were destroyed in a clubhouse fire that cost the lives of the caretaker and his wife in 1969. Unfortunately, says Tebbutt, Steward could never produce the history in a book as he died in 2007, and his widow allowed Tebbutt insight into his manuscript. But how is the club doing in 2011? “It’s going jolly well, thank you,” says Tebbutt with a smile. The club, with just over 1 000 members, is very proud of the strong woman’s section they now have, yielding nine women who have played for South Africa. Gilly Tebbutt, Judge Tebbutt’s wife, also a member of the club, is the only amateur woman golfer who has been included in the South African hall of fame. According to Tebbutt, local and international visitors can expect an extremely friendly atmosphere when arriving at the club and a well maintained course – definitely one of the top courses in the country. Theo Besaans, who has been a member of the club for 30 years and was captain of the club from 1992 to 1993, agrees. He says he chose Rondebosch not only because it played just like the club he played for while still in Pretoria, but also because of the “gees”, the relaxed spirit and the nice cross section of members the club has. The club celebrated last week with, among other activities, a dinner with guest speaker John Botha, who used to be pro at the club and who writes for a golf magazine. According to the current club captain, Roger Griffiths, the week has been a “brilliant success”. The weather also played along for a good week of golf. And the strong south easterly that blew during the centenary week? “Well, that’s golf in Cape Town I guess,” Griffiths says. A jolly hard core bunch, these Rondebosch golfers.

Robbers loot Palmyra Junction TERESA FISCHER
ROBBERS struck at Palmyra Junction at the weekend, smashing into three shops within four minutes, including a clothing boutique they managed to clear out in the early hours of Sunday 20 February. At 03:45 a lone security guard at the shopping complex on Palmyra Road was confronted at gunpoint and tied up while the robbers gained access to the stores. The morning after the incident, shaken tenants told People’s Post that they previously requested that additional security measures be implemented but that their concerns were “brushed off” by the centre manager. However, communications manager for the Rabie Property Group, Maggie Rowley, says security measures at the complex are “over and above those normally found in small convenience centres and are well within the industry norms”. She adds that the management team would continue to assess the situation. It is also alleged that guards are not given panic buttons, and that their only defence against trouble is a baton and pepper spray. Centre management however described this as as “standard issue”. Questioned about the guard’s lack of a panic button, Rowley would only say: “The guard was overpowered and his radio and cellphone taken before he was able to raise the alarm.” The gang of seven robbers drove into the parking lot in an Isuzu double cab on Sunday. There are two entrance points, one is gated and was closed, and the second entrance is directly in front of the security hut and does not have booms. The up-market Claremont shopping complex opened in October last year. Foot-

Rondebosch woman held up at gunpoint A WOMAN (43) was accosted at gunpoint by two unknown men in Keert de Koe Street in Rondebosch as she got out her car outside her house. The incident occurred on Tuesday last week at 14:00. She was ordered to hand over her handbag and her car keys. While this was taking place, a red car (description and registration number unknown) drove down Keert de Koe Street. When the suspects noticed the car they started to chat with their victim in what police described as an “extremely friendly” manner, to give the impression that nothing was amiss. As soon as the car passed, the suspects fled from the scene in the opposite direction. Police appeal to the occupants of the red car to make contact with the investigating officer, Detective Captain Nathan Arries, at Rondebosch Police on (021) 685-7345 or 082 469 2492. Claremont Cluster spokesperson, Captain Angie Latchman, provided the following
summary of successes. . Claremont Police held a sting operation in the vicinity of Main Road on Thursday 17 February, which resulted in four persons being arrested for drug trafficking. The arrested suspects, two women aged 31 and 42, as well as two men aged 32 and 33, appeared in the Wynberg Magistrate’s court on Monday 21 February. A similar operation was held in the Mowbray area on Thursday 17 February, which resulted in two men aged 21 and 26 being caught selling dagga to a juvenile. Police also recovered eight cellphones and a large amount of cash. The arrested suspects appeared at the Wynberg Magistrate’s Court on Friday 18 February. Both suspects are out on bail and will re-appear on Thursday 25 February. . On Tuesday 15 February, at 16:45, a police officer from Claremont was conducting foot patrols along Claremont Boulevard when he came across an unknown man carrying a sports bag. The man then became very un-
easy and dropped the bag. The officer picked up the bag and caught up with the man. Inside the bag, the policeman discovered an unlicensed pistol, with its serial number filed off. The suspect was immediately arrested for being in possession of an unlicensed firearm. The pistol will be sent for ballistic testing. The suspect (31) will appeared in the Wynberg Magistrate’s Court on Thursday 17 February and will re-appear on Tuesday (today). . On the same day, at 19:50, Mowbray Police received a call about a suspicious looking man following a woman walking in the direction of the Mowbray Railway Station. Police responded and upon arriving at the station approached a man fitting the description. When they searched him they found a cellphone, which was found to belong to a victim who was robbed at 19:00 near St Andrews Street in Rondebosch. The 21-year-old suspect appeared in the Wynberg Magistrate’s Court on Thursday 17 February where he was remanded in custody. He will re-appear on
Thursday 25 February. . Meanwhile, Rondebosch detectives arrested two people during a tracing operation of wanted suspects on Tuesday 15 February. The suspects were arrested at a residence in Hanover Park. Aged 20 and 21, the suspects were being sought on a theft case which occurred in Rondebosch in April 2009. They also appeared at the Wynberg Magistrate’s Court on Thursday 17 February. . During the previous week, on Tuesday 8 February, Mowbray police were conducting routine crime prevention patrols in the vicinity of Hornsey Road, when they spotted a stationery car, a silver double cab, with three “suspicious-looking occupants”. Police then searched the car and recovered a plastic bag containing 600g of dagga with a street value of R1 500 as well as a scale. The driver, aged 55, was arrested and charged with possession of drugs. He appeared in the Wynberg Magistrate’s Court on Wednesday 9 February and is currently out on bail.

This is according to the Claremont Improvement District (CIDC), which says it is already benefiting from the appointment in January of two law enforcement officers – Luyanda Makabeni and Nicollette Sass – dedicated to ensuring that bylaws area are adhered to within the CIDC. Previously, Law Enforcement officers only operated in Claremont as part of a tactical law enforcement drive conducted in a particular area for a short period. After conducting a survey of the Claremont CBD, the CIDC’s Cleansing Manager, Simon Nkinga, identified four locations where the public gather to smoke. These are areas where there no pub lic bins close by, causing people to stamp out their cigarette butts on the ground. The cigarette bins are hy gienic and are not easily moved or vandalised due to their weight. The bins can be found at 176 Main Road, Sunclare Square in Dreyer Street, Claremont Bus Rank and in Toffee Lane. The executive manager of the CIDC, Abdul Kerbelker, says the move has the full blessing of the area manager for Solid Waste, Denver Stevens, who welcomes the move as an added initiative to keeping the public space clean and organised. A century of guiding
Woman assaulted in taxi TAURIQ HASSEN
POLICE are on the hunt for a taxi driver who allegedly sexually assaulted a woman in the Woodstock area last month. According to Sergeant Hilton Malila, spokesperson for the Woodstock Police Station, the woman was picked up in Main Road, Observatory by two men driving a white Quantum taxi on Thursday 13 January at 13:30. “The woman was alone in the taxi with the men and started noticing that they were going off the route. She immediately asked to be dropped off, but the men refused,” says Malila. WANTED It is alleged that the driver then pulled into a side street, where the assistant and driver then “sexually assaulted the woman”. “They were driving towards Cape Town when the incident occurred and the name of the side street could not be confirmed by the woman,” says Malila.
The woman was then dropped off in the Main Road and watched the taxi speeding off in the direction of the N2 highway. In 2008, People’s Post reported on similar incidents that took place on the Mowbray route, where passengers were driven in the wrong directions and eventually robbed of their belongings. In all previous incidents, a white kombi was used. However, Malila says that the latest incident could not be linked to any of the previous cases that were reported. “Police are currently pulling up all the previous cases reported to use this information in the investigation and to determine Photo: Supplied if there are any possible links, but for now, we can confirm there are no links between the cases,” says Malila. Prestigious post for children’s advocate PROFESSOR Julia SlothNielsen, of Rondebosch, Dean of the Law Faculty at UWC, has been appointed to the African Committee of Experts on the Rights and Welfare of the Child, having been nominated by the South African government. Sloth-Nielsen has had many years’ experience in
children’s rights, and has published extensively on children’s rights in leading national and international journals. She has also edited two books, one of which is titled “Children’s Rights in Africa: A Legal Perspective”. Sloth-Nielsen joined the Community Law Centre as a senior researcher and
coordinated its Children’s Rights Project while completing a doctorate degree in juvenile justice. The Committee is the treaty body established by the African Charter on the Rights and Welfare of the Child with a mandate to lobby African states to ratify the treaty and once they
have done this, to hold these states accountable for implementing the provisions of the Charter. This is the only regional body of its kind in the world. During 2010, Dr Benyam Mezmur (previously a doctoral intern at the Community Law Centre) was also elected.

Acclaimed violinist returns THE brilliant young violinist, Zoë Beyers, has returned to her roots – and will give one concert in Cape Town. Beyers is now the associate leader of the prestigious City of Birmingham Symphony Orchestra in the United Kingdom. She will perform in an all-Mendelssohn programme, at the Baxter Concert Hall on Thursday 24 February starting at 20:15. She last played in Cape Town itself at least seven years ago. She will play the Mendelssohn Violin Concerto and, with Luis Magalhães, the Concerto for violin and piano. The Stellenbosch Camerata string ensemble, led by Suzanne Martens, will accompany. Beyers is on a South African concert tour at the moment, which is showcasing the release of her debut CD of the works which will be played at the concert. Nasson attended a college in a small Italian town called Duino, on the Adriatic sea. Some of the residences are in a converted castle, which she says was “not like a boarding school at all”. Trio of masters at the Fugard STEVE Newman, Errol Dyers and Hilton Schilder perform together at the Fugard Theatre as their band All in One, from Tuesday 1 March to Saturday 5 March. The trio of masters, all respected musicians and composers in their own right, pay homage to centuries of music practice in Africa and around the world. With Dyers and Newman on guitar and Schilder on percussion, they will perform their

Deadly tracks A COMMUNITY is in mourning after the death last Thursday of two toddlers knocked down by a train close to their home. Still just babies, the lifeless little bodies of brothers Salie (2) and Faiek (3) were found by their young mother Faieka Smith along the railway tracks between Nyanga and Heideveld stations. The devastated parent says she was cooking supper in the family’s Manenberg kitchen while her two boys were happily playing within earshot – until they found a way out of the property and wandered off towards the railway tracks. In their carefree, adventure-filled world, the innocent pair could not distinguish between danger and safety. The children were Faieka’s whole life. Now all that awaits her in her modest home, once filled with her children’s laughter, are silence and sadness. If the young mother could have turned back the clock, what would she have done differently? Would she have insisted that her precious sons play inside, ensured that the gate between her house and the street was fully secure, not chosen a house that close to the railway tracks? No parent would deliberately endanger their children’s lives, yet the foremost question asked when news of the toddlers’ death broke, was: “Where was the mother?” This raises the issue of responsibility, which in this instance should be ashamedly shared by the toddlers’ guardians, an apathetic community, vandals from the same community who make holes in fences for easy access to their homes and destructive thieves who steal life-saving fencing. Should the onus not rest on Metrorail’s shoulders as well? Despite vandalism and theft costing the rail operator millions of rands each year, they cannot neglect to repair and maintain fencing that is crucial in safeguarding the lives of the people living in the areas their trains plough through. No amount of remorse or hindsight can bring back the two little boys, but a lot can be done to prevent further loss of life on dangerous railway tracks.
THE government is proposing amendments to the Employment Equity Act to legislate that affirmative action should focus on national and not provincial demographics. The proposal is being criti-
cised for not taking the realities of population dispersions into account and almost calling for a re-engineering of people’s settlement patterns. The cartoon shows the proportionate
breakdown of the Western Cape’s economically active population (EAP) scratched out and replaced with the population percentages of the national economically active population.
Pithy Pinelands poem has prompted purple prose
Respect Mama Claremont I DON’T think it’s sad that Mama Claremont has been there for so long. I think its heroic. Its encouraging to hear she won’t be bribed either. What is sad is our approach – which we only see in the mirror someone like her could hold up for us. Like Diogenes or Machig, she has a unique perspective. It’s in her reflection that we see our greatest fears. Why else would we make these utterly heartless comments on the burden of her stench and her corpse. She doesn’t need to be “managed”. She needs to be accepted. Above all the hardship of her life – that is surely the most important thing – to know that we’re okay with her being who she is. But we don’t do that in our society. Instead we fence in the parks and put a lock on them. The park in Obs – I can’t even go into – I need to apply for a key or something. And the taps? When the water restrictions came in, public drinking water in the parks was the first to go. We’re talking basic human needs.What with all our technology, the overproduction
of food, everyone working to the bone, we can’t offer this lady simple ablutions. Illich suggests that the beginning of the loss of our humanity, of our agency to choose, was when we accepted the institutionalisation of charity. We blame the government for everything these days – but who gave them that power? We did of course! And we continue voting in a system that needs reform. We choose every day to ignore our neighbours, and pay lip service to foreigners we’ve never even met. Living in dreams, when it comes to someone in the flesh, it’s too much to handle. How does this play out in our other relationships? Do we even know our neighbours? Love thy neighbour is a basic ethic. She’s getting on now. Moving her off to the dynamics of a home in another suburb doesn’t sound like love. It’s more like desperation and rejection.There’s no “solution” for Mama Claremont. Her plight is the tip of the iceberg of our own social dysfunction. DELANY Claremont

Tarred with the same brush ON Saturday 12 February, we, a racially mixed group ranging from 15 to 45 years, tackled Lion’s Head for the first time. Being aware of mountain crime, including the robbery of a tourist in the area a week before, we left our valuables in the car. What was a most enjoyable hiking trip on the way up turned sour when the teenage boys in the group, all from Khayelitsha, separated in order to descend at a faster pace than the rest. Walking down the winding path far ahead of the others, they were met with suspicion and fear – some of the hikers they encountered moved to the very outer edge
of the path, others froze their conversations mid-sentence when they had to pass the boys. What should have been a pleasurable experience of Cape Town as a city for all was suddenly marred by those obvious gestures of mistrust. We all know that mountain muggers come from impoverished communities, but not every aspiring hiker not wearing upmarket hiking shoes is a criminal-in-training. PEOPLE’S POST (31 January 2011) announced the appointment of a new CPF for the Claremont area. Can People’s Post tell us exactly what these people do? I asked an old timer on one occasion what they did, and he informed me that it was similar to a vicar’s tea party, when people in the village discuss issues which may include crime statistics. If this is in fact the case, I would never trust it as crime statistics in this country cannot be trusted. They may well be inaccurate or purposely doctored. What I can say for sure is that while busy on a project between Gibson Road and Rosmead Avenue in Kenilworth I was horrified to see all these street corner guard boxes, and can only ask the question: Exactly where are we going? Crime is rampant, and it is going to take a great deal more than a CPF to pull this one right. Regrettably some people still do not report incidents
– the CPF, with the private security providers, are working on that. In Claremont over the past two years there has been a reduction in total crime, but we still have too many incidents, in particular housebreakings and theft out of motor vehicles. There is much work to be done and that requires improved co-operation across police, the private security providers and the Claremont community (for example the Claremont City Improvement District, ratepayers’ associations and neighbourhood watches). I suspect that Mr Barry’s views are shared by many members of our Claremont community. Our CPF consists of hard working volunteers seeking to make an impact on criminal activity, but we need the support and assistance of more members of our community. Three actions that would make a difference are: . Stop leaving valuables in your parked car, it invites theft. . Stop giving money to beggars at robots, it only encourages more homeless vagrants into Claremont; and . Become more security conscious and report suspicious people, vehicles and behaviour to the police and security companies.
How to reduce traffic accidents CERTAIN organisations are promoting the driving of motor vehicles with headlights turned on during daylight. As dubious as it may sound, they claim that research has shown that this peculiar conduct reduces accidents. I wonder whether any person who cannot see traffic in broad daylight without headlights is fit to drive. Be that as it may, I have discovered other studies which aim to reduce traffic accidents. The first such study has found that very few accidents occur when vehicles are driven slower than 30 km/h. It therefore proposed a new national speed limit of 25 km/h on all roads (the extra reduction of 5 km/h is just to be extra safe). The next study found that exceedingly few accidents occur while all the vehicles involved are blowing their hooters. It should therefore be quite obvious that new law be promulgated to compel motorists to blow their hooters at all times on a public road.
The final study I found is a true work of genius. It aimed at finding a solution to all road accidents – in fact, an unbelievable solution for zero road accidents! In this paradigm it was found that no accidents ever occurred between motor vehicles that had only three wheels. Strange, but nevertheless true. Therefore the study proposed that all motor vehicles have compulsory removal of one of their wheels (which wheel exactly can be optional) and we will enter a new era of road safety. QED. PS. The above studies were conducted by Prof UR Crazynski of the University of Upper Slovakia, as part of his doctoral thesis. PPS. I, for one, believe road accidents are caused by reckless driving and inconsiderate road use. If we all valued the safety of others as much as we value our own, THAT might make a difference. RARE WORKS: The Iziko South African Nation al Gallery hosts an exhibition of works, “Pho tographer” by Ernest Cole, from Friday 25 Feb ruary until Saturday 30 April. Cole passionate ly believed in his mission to tell the world in photographs what it meant to be black under apartheid rule. He left South Africa to publish his book, House of Bondage, which was banned in South Africa upon production in 1967. He spent 23 years in exile, never return ing to South Africa and leaving no known neg atives and few prints of his monumental work. Cole died in New York in 1990. Never before exhibited internationally, these extremely rare prints, most of them made by Cole him self, are now to be seen publicly for the first time in a major exhibition. Pictured is one of his works of an earnest boy squatting on his haunches and straining to follow a lesson in the heat of a packed classroom. NEW DRAFT BY-LAW RELATING TO THE USE AND CONTROL OF RECREATIONAL WATER AREAS AND BOATING, 2010 The City of Cape Town has released a new draft By-law Relating to the Use and Control of Recreational Water Areas and Boating, 2010 for public comment. The City provides for the public as well as organised sport clubs to access certain recreational water areas and to practice various boating and water sports activities thereon. An amalgamation of the old by-laws which make provision for these activities, as well as several changes and additions in a new draft by-law, were required in order for the City to uniformly and consistently manage its recreational water areas. One example of an addition is a provision that written permission may be given to certified water sport clubs to allow persons under the age of 16 years to pilot power boats up to 15 horsepower during approved events such a youth training academies. RONDEBOSCH will be the meeting place for the second Confederation of African Athletics (CAA) cross country championships on Sunday 6 March The cross country will follow a course at the Western Province Cricket Club sports complex and adjacent Rondebosch Boys High field. Fourteen countries, including Kenya, Ethiopia, Congo, Mozambique, Nambia and hosts South Africa will be taking part in the event. Senior men and women will compete over 12km and 8km repectively, while junior men and women will run 8km and 6km distances, with the course including a loop through Keurboom Park to the finish at the WPCC. A 4km fun run is included in the programme for local runners who want to experience the event. Runners will need to pre-enter this fun run by calling the WP Athletics office on (021) 699-0615 to secure entry. No entries will be taken on the day of the event.

Gallant Grant back for opener TASMIN CUPIDO
IT’S game time at DHL Newlands on Saturday, when the DHL Stormers take on the Lions in their opening match of the 21-week Vodacom Super Rugby competition. And with the addition of experienced flyhalf, Peter Grant, to the 35-man Stormers squad, head coach Allister Coetzee and the rest of the coaching team must be breathing a sigh of relief. In the Stormers’ warm-up matches leading up to the kick-off of their Super Rugby campaign, they experimented with youngsters Gary van Aswegen, Lionel Cronjé and Elgar Watts. While Van Aswegen impressed in the first two matches against the Maties and Ikeys, he displayed less than average performances in the Neo Africa Tri-series. Cronjé mostly strut his stuff in the number 15 jersey, while Watts was good on defence and attack, but lacked the ability to secure points with the boot. Grant has been contracted with Japanese club Kobe Kobelco Steelers since October 2009, missing out on the last Super 14 tournament last year as well as the 2010 Currie Cup.
He was due to return to the Stormers squad in three weeks only, but the Steelers were knocked out of the semi-finals of the Japanese club competition the past weekend. It is still not clear when he will return to training at the Western Province Rugby Union’s High Performance Centre in Bellville. And Coetzee has made it clear that Grant is part of his plans for the match against the Lions, who staged a gutsy second half fightback, but lost 20-24, in their opener at the home against the Vodacom Bulls the past weekend. “Bash may be part of the 22-man squad even if he only returns from Japan on Tuesday (today),” Coetzee says. “I have no doubt that his fitness levels are good and that he is match ready. He is such a dedicated player and will, without a doubt give his all should he be selected.” The men in blue will also be weary of the Lions’ fighting spirit for the entire 80 minutes. Their desire to win was apparent against the Bulls, and this could’ve been achieved had flyhalf Elton Jantjies slotted vital penalties and conversions. The likes of winger Michael Killian and centre Waylon Murray were impres-
sive, and the Stormers would be doing themselves a favour if they kept their eyes on the two speedsters. The Super Rugby tournament has an entirely new format, with the five teams from each country, South Africa, New Zealand and Australia, forming a conference league, with each team playing a home and away match against the four other teams. Each team will play four matches overseas and four on home soil. This will bring the tally of round-robin matches to 16 for each team – four abroad and 12 in their home country. Six teams will play for a semi-final spot – the three teams ending at the top of the conference logs and the three teams – regardless of the conference – with the most log points. The two teams with the most log points will automatically qualify for a home semi-final and be on a bye the first week of the three-week long play-offs , while the other four teams will then battle it out. The semi-finals and the finals will follow the same format, with the home final being awarded to the team with the highest number of points at the end of the conference leagues.

WHEN it comes to the allocation of astroturfs, the grass will not be any greener at Grassy Park in the foreseeable future. But the Greater Wynberg LFA – which has its headquarters at the Rooikrans Avenue Sports Complex in Grassy Park – has vowed to “fight on relentlessly for the astroturf it was denied in 2009. The Lotto funding for astroturfs in rural and township areas formed part of the 2010 World Cup Legacy Project programme. “An injustice has been committed and we depend on the Promotion of Administrative Justice Act (PAJA) to correct the wrong. We intend to fight for fair play for our
children and our community until justice is done,” said Faiek Cassiem, the president of Greater Wynberg. The not-so-good news regarding the astroturf for Greater Wynberg is a sequel to an ongoing war of words between the association and SA Football Association (Safa) Cape Town. The latest twist to the row is that Safa president, Kirsten Nematandani, and Minister of Sport, Simphiwe Mncube, have been drawn into the fray following correspondence on the matter from Greater Wynberg to Mncube’s office. Nematandani subsequently disclosed that Safa endorses Safa Cape Town’s stand. He also advised Mncube that Safa Cape Town is the
“highest decision making body” in the Cape Metropole. According to Safa correspondence sent via Safa Cape Town to all the local Safa Cape Town-affiliated associations, there were “no records showing any process was followed that resulted in the first turf allocation to Grassy Park (Greater Wynberg)” in April 2009. Safa also had no objection to Safa Cape Town – with president Norman Arendse at the helm – setting aside a decision on the Grassy Park astroturf project. A fresh process that followed resulted in Grassy Park (Greater Wynberg) not qualifying for the project. A task team appointed by Safa Cape Town then allocated the astroturf to the Helderberg FA at Lwandle.

The Greater Wynberg LFA was one of the first successful applicants for the international standard astroturf – courtesy of R3 million in funding from the Lotto Board. The board disclosed at the time that 27 astroturfs would be laid across South Africa within three years at a cost of R81 million – and that Greater Wynberg was to be one of the first nine associations to benefit from the funding. But the association’s enthusiasm to become the first affiliate of the Safa Cape Town to receive an astroturf was dampened when Safa Cape Town questioned the procedures that Greater Wynberg had followed. This resulted in the relocation of the astroturf to Lwandle, which Safa Cape Town task team regarded as being more in need of such a project. Cassiem is, however, adamant that the Greater Wynberg LFA – which draws its membership from

Grassy Park, Phumlani, Retreat, Lavender Hill, Steenberg and Vrygrond – is being unfairly treated. “Where is the Fifa Fair Play policy now?” asked Cassiem. Cassiem believes his association deserves an astroturf on the grounds that it too is a home for footballers from several needy areas. He also rejected the claim by Norman Arendse (Safa Cape Town president) that his association had not “followed the correct procedure” in applying for an astroturf in 2009. “Mr Arendse has never been to our LFA to watch our players at matches in Grassy Park, Retreat and Vrygrond,” claimed Cassiem. Cassiem, in correspondence from Greater Wynberg, declined to comment further on the matter, saying it was “sub judice” as the association had filed an objection in terms of the Promotion of Administrative Justice Act.
