ST JAMES: SIGNAL MASTS PROPOSED TO SMOOTH MANAGING TRAINS AND SERVICE
Prasa rail plan on track MONIQUE DUVAL @monique_duval
T
here are just eight more days for residents to have their say on a new project by the Passenger Rail Agency of South Africa (Prasa). Plans to improve the management of trains has seen Prasa apply to the national Department of Environmental Affairs to erect signalling masts in rail servitudes at 21 stations across Cape Town. According to the background document by environmental consultants Enviroworks the masts are aimed at managing trains and traffic on railway lines. In the Far South there are two planned masts. Situated at St James and Clovelly train stations, the masts are set to be 15m high. This is half the size of the 19 remaining masts which are set to be 30m high. In addition, antennas will be attached to these masts. According to the report there will be additional infrastructure which will be housed by containers. “Electricity supply and access roads to the different sites already exist. The structure will cover a total area of about 80m² and will be enclosed by a palisade fence with a height of 2.4m,” it says. For these proposed masts an environmental basic assessment process is required under the National Environmental Management Act (Nema). “The main objective of a basic assessment is to ascertain the impacts of a proposed development on the affected environment and to establish if identified impacts can be effectively mitigated or reduced,” the report says. Residents are now required to register as an interested and affected party to be kept up to date with the project information. Under Nema, Prasa has also applied for an exemption from pub-

Tony Trimmel, chairperson of the Kalk Bay/ St James Residents’ and Ratepayers’ Association (KBSJRRA), says they have received the report and will be registering with Enviroworks. He says as there is not any additional information available, residents are unclear about the impact.
“Also when people hear masts they automatically associate it with cellphone masts but these are for trains so the impact it will have is unclear at this stage,” he says. The association will be meeting this week to discuss the report and gather comments from residents. “If the residents are unhappy, we will have to raise their objections with Prasa but without any addi-

tional information, it is hard to tell,” he explains. South Peninsula Subcouncil chairperson Felicity Purchase says while little is known about Prasa’s plans, she says they were informed of a need to upgrade the signalling systems. Asked about the height restriction in the Far South, she says: “I suspect the 15m restriction may be
related to the close proximity of the railway to the sea.” Prasa and Metrorail were unable to answer additional questions about the masts at the time of going to print. young songstress from Masiphumelele is making waves as she fulfils her dream of becoming a musician. Anelisa Mahlungulu, is a fun-loving 16-year-old who is well known in her community for her vocal talents. The young girl has performed at talent shows and is part of the choir at Masiphumelele High School. Fascinated with classical music, she uses every opportunity to perform and warm the hearts of people with her sweet soprano voice. This week she will take to the stage at the Cape Farmhouse Restaurant in Scarborough for her first show. Following a series of events, she will soon be leaving her home in Masiphumelele and join Wynberg Girls High School in the hope of pursuing a musical career. Briony Esterhuysen of Gr8 Learning Outcomes explains after seeing Anelisa perform at school she was blown away. “Here this little star was and I thought we must do something and help her develop her musical talent, she says. Esterhuysen called in to a local radio show and after playing a voice clip, they were informed there were two sponsors who were willing to fund Anelisa.
With the aim of ensuring Anelisa gets into UCT to study music, Esterhuysen explains it became clear that she would have to go to a school which offered music. “We spoke to the school and they were glad to accept her as a termly boarder. She will now be able to do music as a subject and plans to start piano lessons, she says. In preparation Anelisa has been taking music theory lessons. Anelisa says she has always loved singing and with the help of her teacher Siseko Seti, she has learned many things. She is also part of the Masiphumelele Chamber Choir. Excited yet nervous, she says while she is sad to leave Masiphumelele, she knows her future will be bright. With Anelisa being the only child, her mother Olivia Mahlungulu says she will miss her child. She is excited for her daughter and says she could not believe everything that is happening. “As much as I will miss her, I am happy she will get a chance to live her dreams, she says. Esterhuysen says while they have managed to source funding for her school and boarding, Anelisa is still in need of bedding and pyjamas. V Anelisa will perform various solos at the Cape Farmhouse Restaurant on Saturday 19 July at 14:30 for 15:00. Tickets are R50. V If you would like to assist Anelisa, phone Esterhuysen on 082 358 8155.

NOORDHOEK: PLANS FOR CALMING MEASURES
Red light for traffic trauma MONIQUE DUVAL @monique_duval
A
new plan to tackle taxi and traffic woes in Noordhoek is on the cards. Following ongoing concerns about speeding, illegal stopping, the lack of a speed camera on Noordhoek Main Road as well as signage problems and the presence of unroadworthy trucks, City of Cape Town officials are now in talks over proposed traffic calming measures. South Peninsula Subcouncil chairperson Felicity Purchase explains the problem has worsened over the past year. She says as the area is home to many horse riders, a plan is being devised as the animals are startled by speeding vehicles. “Currently, the problem with the taxis is the random stopping along Noordhoek Main Road endangering other motorists,” Purchase says. The intersection of Noordhoek Main Road and Katzenellenbogen Street is synonymous with this. On Thursday 10 July, several taxis could be seen stopping at this intersection to pick up passengers. Purchase says to solve this problem they are considering the implementation of embayments to ensure taxis can pull over safe-
ly. “They will not be allowed to rank. The taxis must move forward and away from the crossing. They were notified about this,” she adds. Purchase explains several proposals have been made which include a four-way stop at Katzenellenbogen Street and at Avondrust Circle. There are also proposals for the road verge to be cleared and enough space to be made available for horse riders to ride safely. Purchase warns speedsters along Noordhoek Main Road should start slowing down as various traffic operations are in place. This is in addition to a proposal to have the speed limit reduced to 60km/h. This was evident on 10 July when a traffic officer could be seen operating a speed trap on Noordhoek Main Road. In a recent traffic report, 100 motorists were fined for exceeding the current speed limit. “The aim of these proposals is to make the roads safer for the Noordhoek community but we need the help of the community. It’s not only the taxis who are speeding,” she says. V What are your thoughts on these proposals? Starting with the word “Post”, SMS your experience to 32516. SMSes cost R1.

Waves of change for at risk youth M
uizenberg buzzed with excitement last week as young surfers gathered at the Surf Shack. It was a day of celebration as the Share The Stoke Foundation South Africa (STSFSA) donated 14 new boards to deserving young, disadvantaged children. In a statement STSFSA founder Rory Heard said the intention of the foundation is to provide social support and mentorship to children who are exposed to difficult situations daily. He believes having a positive activity, like surfing, to take part in can change the direction of many lives. “Seeing the tangible difference that learning to surf makes to the attitude, quality of life and lifestyle choices of children, whose lives have otherwise given them very little reason to believe in themselves or feel posi-
tive about the future, is what drives us and why we believe this is so important,” he said. The surfboards were given to children who had worked hard to learn to surf. The foundation also helps with various skills development programmes where they teach children and young adults to repair used surfboards, from identifying the damage to the finished board. At the heart of their work is a recycled board programme where surfers donate their old boards and they are repaired and donated to other partners including Waves For Change, 9Miles Project, Surf Shack Outreach Programme and the Western Province Development Surfing programme. With the help of FireWire and FCS International the foundation also equips young surfers with new boards.
Museum will be closed Due to stock taking, the Simon’s Town Museum will be closed from Monday 28 July to Monday 11 August 2014. V For more information phone Suzette Farmer on (021) 786 3046.

No need for one-way streets The memorandum on this matter being circulated by Transport for Cape Town Network Management concerning the proposal emanating from Sun Valley Primary School to have various streets surrounding the school designated as oneway (“Proposal for one-way streets”, People’s Post, 3 July) refers. This memorandum promotes the viewpoint of the school and displays very little regard for the interests of the residents of Sun Valley. It does not point out, for instance, that by making Coracle Street, part of Brigantine Avenue and part of Corvette Avenue, into a one-way, you are also effectively making Caravel Street, Boeier and Barque crescents, and the rest of Brigantine Avenue (for return trips) one-way as well, given that access to Corsair Way is the main requirement for most residents. Neither does it point out that there is already an agreement in place in the neighbourhood concerning the routing of traffic on the relevant roads for the dropoff and pick-up times of children at the
school. The school has circularised residents and posted its own signs for several years, and most of the residents comply. As there is only a “need” for such a routing for around an hour in the morning (around 08:00) and about the same time in the early afternoon (around 14:00), only on school days and only in term-time, to make the relevant roads permanently one-way is therefore an unnecessary inconvenience to residents who live and travel here every day, at all times, all year. With one week to go until the close of the process, I have met several residents on the affected streets who have still to receive the relevant memorandum. The school does have a concern, but I believe existing arrangements, coupled with some control, patience and commonsense by their pupils’ parents (many of whom are not Sun Valley residents) would represent a better solution than a restructuring of half of Sun Valley. MALCOLM ESTERHUIZEN, Sun Valley
Thanks for returning wallet Chris van Coller and Fish Hoek police have totally restored my faith in humanity. I had lost my wallet, complete with drivers license, debit and credit cards, various other cards and photos of my grandchildren, together with over R500 in cash. Van Coller found the wallet outside the Avenue Retirement Hotel in Fish Hoek, saw my details inside, phoned me and then handed it in at the Fish Hoek Police Station. When I picked up my wallet later that day
at the police station it was given to me intact – nothing missing, not even a rand. This has again proved that the average South African and police are public spirited and honest people. My sincere thanks and appreciation go to Van Coller and Fish Hoek police. They have saved me hours of having to replace everything, and the worry of whose hands my wallet might have ended up in. . I agree with Arendse. We were evicted from prime property in Constantia and Kirstenbosch. Phillip Petersen . We all complain about the bad state of the roads and water draining systems. Now they are repairing and replacing, and we will still find something to moan about. It’s only 10 days. Take alternative roads and get over ourselves. We are all enjoying the upgraded road to Kalk Bay [and] survived the road works. . As a Fish Hoek Valley resident for many years it is so shocking to be in the sad situation being an acquaintance of Henri Le Cour and knowing his life, dedicated to service to his fellow man, [was] snuffed out for a few personal items. So very unnecessary [and] devastating. We are not safe anywhere any more and will be avoiding all secluded areas in future to avoid being attacked by murderous villains. Concerned resident . A definite “no” to a one-way street at Sun Valley Primary School. Numerous parents drive with cellphones stuck to their ears, never mind the children in the cars. . “No” to a one-way street at Sun Valley Primary School. Why should I, as a ratepayer, be inconvenienced? The way some parents drive in Boeier Crescent leaves a lot to be desired. A one-way street will just make some think the road really belongs to them. Stop signs are also ignored. . I had an incident with “Shane” at the four-way robot on Kommetjie Road, coming back from the mall. He refused to move from in front of my car and hit the bonnet. I have a larger car, revved the engine and inched forward a couple of times to no avail. I eventually slammed my hooter, which is thankfully very loud. It scared the daylights out of him. I told my husband about it and he went back and spoke to “Shane” and told him to stop harassing me. We called the cops. Maz

. I have called the police many times about “Shane”. He has ran in front of my car, which I had to stop so fast that my kids got hurt. Then he lay in front of [the] car on[the] road. He hit my window and my kids where crying. He tried to grab me through the window. . I have had numerous experiences with this man. The latest was to bang on my car window, swearing while doing so. I just kept my hand on the car horn until he moved away. On another occasion, I have jumped the lights. I haven’t reported it to the police as I don’t trust they would do anything. . I was harassed by this man a while ago. He asked for money and when I said “no”, he banged on my window, slid his face down the passenger window with his tongue hanging out and his eyes were wild! I started hooting to draw attention to my problem and he backed away hurling abuse. Sharon James, Capri . This man has been pestering me for about two years. He went as far as to tell me what he would do to my daughter, who was in the car with me on one occasion, after I refused to give him a handout. . He has banged on my window many times and frightened me. When you drive forward or backwards, he follows you. He definitely needs to be removed. I have no complaints about the Big Issue guy. He is always very friendly. . I’ve been harassed before and my daughter was traumatised and scared. Deidre . My sister reported an incident three years ago, when this man terrified our small children by leaning against the window and baring his teeth at them in the back of the car. Things were better for a while as there was no sign of him, but he keeps returning. . “Shane” jumped in front of my moving car on a green light a few times to stop me. He is very persistent and doesn’t take “no” for an answer. I always try to time getting to the traffic lights on green for fear of being accosted by “Shane”. Cath

he Cape’s best under-17 sides will laceup their boots to do battle for the coveted Engen Knockout Challenge title next month. The 11th instalment of the annual tournament sees 16 sides battle it out to be recognised as the Mother City’s best team. But this year the winners will also advance to the Engen Champs of Champs to face-off against other regional winners. Engen marketing manager Brad Bergh says the national challenge will be hosted by Supersport United at Pimville Stadium in Soweto from Friday 10 to Sunday 12 October. “Each regional winner and the host club will participate for the top honours of being crowned the best under-17 team in the country,” he says. “In the other regions, I’ve seen (the prospect of being crowned national champions) really lift the competitiveness, passion, focus and level of football because the teams really want to get to that tournament in October.” Similar versions of the Challenge are also held in Port Elizabeth, Bloemfontein, Durban and Gauteng. People’s Post is the print media sponsor for the Cape Town event, which will take place at William Herbert Sports Complex in Wyn-
berg from Friday 1 to Sunday 3 August. The group draw for the event took place at Athlone Stadium on Tuesday, throwing up several intriguing clashes in the first round. Defending champions Ajax Cape Town have their work cut out if they are to win the tournament for a fourth consecutive year. The Urban Warriors were drawn in the proverbial group of death with ABC Motsepe League side Cape Town All Stars, the relaunched and resurgent Hellenic and youth football powerhouse Old Mutual Academy in Group A. Group B features Claremont-based ABC Motsepe League side ASD Cape Town, Grassy Park’s Milano United, Western Cape Sports School and Atlantic Nacional. Host club Santos have been drawn in Group C with ABC Motsepe team Glendene United, Blue Downs FC and Mitchell’s Plain’s Liverpool-Portland FC. Chippa United, recently promoted back to the PSL, fill Group D along with Pinelandsbased JMI Academy, Hanover Park FC and Grassy Park’s Crusaders FC. All Stars, Hellenic, WC Sports School, Glendene, Liverpool-Portland and JMI will compete in the tournament finals for the first time. Visitors’ perfect aim at darts tourney
Home advantage did little to help local players at the annual South African Darts Championships last week, as both the men’s and women’s singles titles went to players from other provinces. The tournament was held at the Good Hope Centre from Monday 7 to Friday 11 July, with senior and junior players from all nine provinces aiming for the bull’s eye. In the end, the men’s singles title went to Limpopo’s Roelof Burger, while Gauteng’s Vossie Oosthuizen won the women’s title. “This is my greatest achievement. It’s every young darts player’s dream to accomplish what I just have,” Burger said. “I will only realise (the magnitude of my achievement) when the shock has passed.”
The 31-year-old described darts as a “family sport” which he has been playing since the age of 12. He further emphasised that darts is a sport, not just a pub game. “Darts is hard work; you need determination to play it,” Burger said. “It’s a mental game which requires focus and concentration from the first dart you throw to the last. There is never a dull a moment. The tournament was serious from the first day – from the very first game.” Oosthuizen has also been dabbling in the sport since childhood. The singles title is her second major achievement in two years, after being the top performing women’s player and making

the Proteas team last year. She said her competitive edge, vast concentration span and skills come from never wanting to lose to her brother when they played as children. “If you are a natural, then darts is easy. But if aren’t it is a very difficult sport,” she said. “There must be something inside you that makes you love the sport. You can immediately see whether someone has the ability to play and wants to learn. It takes a lot of concentration to throw the dart in the exact place you want.” Yolande and Chantelle van Rooyen, from Cape Town’s Southern Suburbs Darts Association, took home the women’s pairs title,
while Algoa Bay Darts Association’s Lionel Beukes and Tinus Deyzel won the men’s pairs category. The women’s inter-regional title was won by Western Province, while Gauteng won the men’s inter-regional title. In the youth championships, Western Province’s Tayla Carolissen won the girl’s title and Eastern Cape player Dameon Steffens won the boy’s division. The mixed pair’s title also went to the Eastern Cape, with Steffens and Tamryn Blignaut finishing on top. Elizma Oosthuizen and Cassandra Bezuidenhout won the girl’s pairs for North West Province, while Dean Petersen and Alexander Faddel ensured the boy’s pairs trophy will remain in WP’s trophy cabinet. Province was also crowned the overall winner of the youth championships.
