The land where the remaining flats are to be built is currently occupied by 60 shacks of people who do not wish to be part of the development. Negotiations are underway regarding alternative land for these residents. This is one of the main challenges still facing Amakhaya Ngoku; the other is non-payment of rent – R400 per month – by some individuals. In September, 18 families were evicted, in a week marked by violence and death threats. This followed a court order granted against certain defaulters, some of whom had not paid since they moved in two years ago. Others were found to be sub-letting their units for R1 200 a month. The evictions were costly. At R200 000, they crippled the finances of the project. However, the evicted tenants

IXTY families in Masiphumelele will celebrate Christmas in their new flats at Amakhaya Ngoku. They moved in two weekends ago, amid joyful singing. This brings the total number of families living in the two-bedroom flats to 232 since the first flats were occupied in September 2009. The peaceful move follows lengthy negotiations and crisis resolution efforts by the board, who asked Dr Lutz van Dijk, one of the founder members of Amakhaya Ngoku, to mediate. Dr Van Dijk says meetings were held with those people who had been wrongly overlooked on the waiting list. An official list was agreed to, which made provision for them to move into flats that may become available if certain beneficiaries continue to “boycott” rental pay-

Van Dijk says that only those with the means yet who refused to pay, would be evicted. There is a system of rent relief for those that genuinely cannot afford payments. Alternative methods to evict the tenants will be pursued if they continue to refuse to pay. Van Dijk thanked his donors, who had not given up on the project, despite its problems this year. He also thanked John Shaw and electrician, Rob Hughes, who worked around the clock, as well as the board that oversaw the move. He especially thanked Noordhoek artist Sonia Jacka, who sold an oil painting of Archbishop Tutu for R80 000, allowing electrical connections to be installed in all 60 flats. “Without these outside donors, it

would have been a different destiny,” says Van Dijk. The development is built on the old school site, which was completely destroyed by a fire in October 2006, leaving 352 families homeless. There was not enough land to accommodate RDP houses, so architect John Shaw designed alternative housing equipped with solar geysers, while avoiding the negative aspects associated with hostel dwellings. After paying rent for four years, residents will own their units, paying transfer costs of R7 200. Donors and government subsidies contribute to the project, which is driven by the beneficiaries. It is an independent project started by people who used to live on the site. “When we started everybody said we were crazy,” says Van Dijk. The development has been an ongoing struggle; it has endured political upheavals and survived three ministers of housing.

Here’s to you YESTERDAY we put the last People’s Post edition for 2011 to bed, and as we did so we reflected on how we covered community news over the past year. Community newspapers play a vital role in the global news arena; providing a platform to the voiceless thousands with scant chance of seeing their stories in the mainstream press. We asked ourselves many questions. Did we listen well enough? Did we acknowledge and powerfully convey our readers’ concerns? Did we consistently produce quality content? Are we worthy of the praise lavished on us by our loyal readers who describe our papers as “edgy”, “quality”, “preferred”, “the paper of choice”? Though hard to swallow at times, critical analysis is essential in our quest for excellence in journalism. In our business – the business of news – criticism or constructive feedback is as much of a factor as deadlines. Each week we hold our papers up to scrutiny and as we wind up this year, we have already begun developing our editorial vision for next year, and pinned down our strategy to elevate our papers and enhance our brand in a highly competitive playing field. Unlike other industries, the media does not wind down this time of the year. In fact, the opposite holds true as our last working day yesterday was one of writing, planning, layout and meeting production deadlines – with a little “breaking up” party thrown in. It’s easy for journalists to switch off their computers, but not as easy to switch off our creative buzz. Our three-week holiday may be just the trick, and is certainly welcomed by us. As we make our mental transition from hardworking journalists to holidaymakers, we wish all our readers and valued advertisers a blessed Christmas and prosperous new year. Parade: City responds THE City of Cape Town has responded to criticism that the decision not to close Kommetjie Road for the eMzantsi carnival was dangerous and contrary to the spirit of the event. “Cars squash parade spirit”, (People’s Post, 6 December), Councillor Grant Pascoe, mayoral committee member: tourism, events and marketing, responds: “The suggested onehour closure would have caused a major traffic back-up that would have taken hours to clear and would have resulted in a major outcry from motorists and perhaps even reckless behaviour by frustrated motorists, taxi operators, etc. The road is a major transport route and it is only closed in exceptional circumstances. The same traffic management system was put in place this year as last year. The high volumes of traffic from a number of communities causes huge traffic to build up very quickly. It is important to note that this is a single traffic lane in both directions. Please note that a detour via Simonstown is not an option.” Richard Bosman, executive director: safety and security: “No requests for a lane closure were received and such a request could not have been accommodated. Kommetjie Road is the main single lane route from areas such as Scarborough, Misty Cliffs, Kommetjie, Ocean View and Masiphumelele and therefore cannot be considered for a closure. Every year it is a challenge to accommodate both the parade and two-way traffic on the same roadway. A bottleneck is created at the Capri Road intersection. The City’s traffic services therefore requested that the event organiser keep the parade to the far left at this particular point, thereby allowing more space for traffic officers to ensure traffic flow. Once past this area, it is easier to accommodate the procession until it arrives at Kommetjie Road and Ou Kaapse Weg. This was agreed to by the event organ-

iser and her colleagues. In the past, the parade comprised a number of floats, vehicles and a dance/show which was put on at the Kommetjie Road and Ou Kaapse Weg intersection. Last year, the congestion was particularly bad and the City therefore engaged with the event organiser this year to ensure better management. Traffic management along Kommetjie Road followed the same procedure as in previous years. Traffic travelling towards Fish Hoek was diverted over on to the incorrect side of the road, straggling the centre line, while traffic towards Ocean View travelled along the shoulder. Traffic approaching the Kommetjie Road and Ou Kaapse Weg intersection was moved into the right turning lane and centre lanes. Again, as in previous years, the parade had the left shoulder, the left turning lane towards the cut-away and the left straight lane to themselves. The same procedure was followed down Ou Kaapse Weg to Sun Valley Mall. Traffic Officers coned off the area, allowing traffic to move towards the painted centre island before Buller Louw. This allowed more space than in previous years. The event organiser said the parade would only comprise four people and a fifth marshal, walking abreast – which they had been practising. This would allow more space to move traffic compared to last year. The event organiser also said that the number of floats had been reduced and there would not be a ‘show’ at the intersection as before. The event organiser also arranged 50 marshals from the community. City traffic officers explained to the marshals beforehand why they were needed, how to marshal the parade, where the problem areas were and provided information to ensure their and the participants’ safety. Traffic officers did not push the procession to the side and marshal people into a queue. The safety of the participants was clearly not compromised. Traffic officers requested that the first person on the left use the sidewalk as a guide before Capri Road and thereafter the shoulder towards Ou Kaapse Weg.”

Tuesday 20 December 2011 ACCIDENT: An unknown man was treated for a severe head injury, fractured leg and multi­ ple abrasions on Saturday 17 December, after he was hit by a car on the corner of Longboat Road and Ou Kaapse Weg. Cape Medical Response (CMR), Fish Hoek Fire and Res­ cue, False Bay Volunteer EMS and Fish Hoek police all attend­ ed the scene. Man drowns at St James A 47-year-old man from Lakeside drowned at St James beach on Sunday 18 December. Emergency services responded to a report of a drowning at 11:00. Darren Zimmerman of CMR said members

of the public had removed the man from the water and begun resuscitation. Paramedics took over and administered advance lifesaving procedures and drugs before transporting the man to False Bay Hospital, where he was declared dead on arrival.

Although Burghers’ Walk is open to the public it is not to be used by organised tourist groups. The City has asked tour guides not to bring their groups to Burghers’ Walk. A formal management plan for Burghers’ Walk is being developed, and will be available for public comment upon completion. Penguin monitors will be available during the week to give any further information required.

BURGHERS’ Walk in Simon’s Town reopened on Friday 9 December. That section of the Simon’s town coastline is home to one of only two land-based African Penguin colonies in South Africa, and the area provides nesting grounds for a significant portion of this colony of endangered birds. It was temporarily closed to allow for crucial rehabilitation. Entrance to Burghers’ Walk is free and the area can be accessed via the wooden gate in Bellevue Road and other access ways on Links Avenue. The City requests that any member of the public entering Burghers’ Walk familiarise themselves with the rules and regulations of the area, as stipulated on the signboards, and appeals to any member of the public wishing

Flying the flag for Cape Town’s beaches THE City’s Sport, Recreation and Amenities Department officially kicked off the blue flag season at a special event on Friday December 2 at the Muizenberg Pavilion where the coveted blue flag was raised by the City and local dignitaries. Muizenberg was awarded blue flag status in 2008 for its clean waters and attractive beach. It is one of the Cape’s best-loved beaches, with safe bathing, many family attractions and its brightly coloured beach boxes, reminiscent of childhood holidays. Cape Town has the highest number of blue flag beaches in South Africa for the 2011/2012 season, after all eight of its applications were successful, including Muizenberg, Camps Bay, Clifton Fourth, Llandudno, Mnandi, Silwerstroom, Strandfontein and Bikini. The City’s Mayoral Committee member for community services, Councillor Tandeka Gqada, officially opened the blue flag season. “The City is very pleased at this acknowledgement of our commitment to maintaining world-class beaches,” she

said. “The beaches that have attained blue flag status are important to residents and tourists alike and this status is especially encouraging going into the festive season.” Blue flag status is an internationally recognised standard of excellence awarded to beaches that excel in the fields of safety, cleanliness, provision of amenities and maintenance of environment. This voluntary eco-label requires that beaches meet 32 criteria spanning four aspects of coastal management: water quality; environmental education and information; environmental management; and safety and services. The status indicates that beaches are clean, have adequate ablution facilities and parking, are environmentally sound, are safe and secure to visit, and adhere to international safety and tourism standards. The accreditation is awarded for one season at a time and, if conditions change at the beach, it can be withdrawn. As South Africa enters its ninth year of running the blue flag programme, the City has sustained beach management standards, ensuring that Cape Town beaches rate among the best in the world.
