Shebeens not wanted MELISSA LE ROUX

OMMUNITY leaders of Grassy Park are all in favour of shutting down the Boys Inn shebeen – the only one operating in the area with a valid liquor licence. The Boys Inn shebeen in Third avenue, Grassy Park, allegedly operated without a liquor licence for about eight years, but have been operating legally for over two years now. Leaders of the community expressed to People’s Post their unhappiness about having this shebeen operating in the community with a valid liquor licence – as it is on a residential property that has not been rezoned, nor is it wanted by the community. According to the spokesperson for Specialised Law Enforcement, Assistant Chief Nathan Ladegourdie, the shebeen had been running for just over a year before complaints from the community started rolling in. He says that at the time the application was being proposed, it fell under the previous Liquor Act. “The application went through to the Liquor Board. They will not grant an application for a liquor licence if they receive notifications from the police that the business cannot comply with the law,” he says. Ladegourdie adds that the premises on which the shebeen operates has not been rezoned by the City of Cape Town – going against the law of operating this type of

business on a residential property. “It’s an average size house and the business is operated from the garage. There are many people that are all in agreement with having this shebeen shut down,” he says. The Western Cape Liquor Amendment Bill, which was approved in December last year but has not yet been promulgated, enforces four main changes to the Western Cape Liquor Act of 1989. The new bill will provide diverse consideration into liquor licence applications, removes the possibility of a special event licence being granted to a school, gives municipalities the power to determine trading hours and will no longer deal with payment of security for the costs of an appeal to the Appeal Tribunal, making it easier to appeal the granting or refusal of a liquor licence. According to Yaseen Meyer, Chairperson of the Grassy Park Community Policing Forum (CPF), shebeens are a major problem in the area. He says there are close to 90 shebeens operating illegally in the area. And even though shebeens are highly unwanted by residents in the community, applications to have liquor businesses operated from a residential property continue to flood in through to the Liquor Board (“No shebeens ‘in our area’’” People’s Post, 8 February). “They have a valid liquor licence, but we still have to check up on them to make sure that they are following the conditions of that licence. “Most people in the community are against this shebeen. These include the issuing of a written warning and spot fine and the serving of a court summons. The court case commenced after a direct summons to court was served to the owner, who appeared twice in the Wynberg Magistrate’s Court; on Monday 14 March and Thursday 24 March. The case is still in progress and the owner of the shebeen is set to appear again in court on Tuesday 17 May. Police officers at Grassy Park Police Station regularly visit the premises to inspect and make sure the conditions of the liquor licence

are being followed, as if they are not followed, the liquor licence can be revoked. “The owner of the shebeen went through all the correct channels to get their licence approved by the Liquor Board. If he deals within the specified hours, there’s nothing we can do. However, if they do not, and sell alcohol at a later time, we can intervene and take the licence away,” says spokesperson for Grassy Park police, Warrant Officer Wynita Kleinsmith. Once the new Liquor Bill is enforced sometime later this year, there will be a stricter clampdown on shebeens in communities. Ward councillor, Derek Smith, says people from all over Grassy Park are objecting to the Boys Inn shebeen. “We do not need that kind of place in our community. The people want to know all the time about

the status of the shebeen. “It’s important that we win this one because it would be a precedent for shutting down other shebeens in the area,” he says. Leaders of the community will not rest until all the shebeens in the area are completely shut down. Ian Lewis, Chairperson of the Grassy Park Day Hospital Health Committee, who is also a member of Lotus River, Ottery, Grassy Park Residents’ Association (Logra), says they do not want shebeens in the community. “I am totally against shebeens – whether they are licensed or not. The selling of alcohol should’'t be allowed in communities where our children learn and play,” he says. People’s Post attempted to contact the Cape Flats Shebeeners’ Association, but was unable to reach them for comment before going to print.

Fridge repair man leaves clients cold MELISSA LE ROUX

TWO residents of Steenberg claim they have been cold-shouldered by a refrigerator repair man who “delivers shoddy work”. Neighbours Kurt Abrahams and Shariefa Solomons are fed-up with the owner of Remfa Refrigeration and Air-conditioning in Grassy Park. They say Abie Fortune’s repairs to their cold appliances last only a short while. They also say that he is “impossible” to reach and does not honour his promise to return and fix his “shoddy work”. Abrahams was having trouble with his refrigerator in December last year, and a friend referred him to Fortune, the owner of the company. According to Abrahams, Fortune goes around making repairs to refrigerators that only last up to three days, and then doesn’t re-

turn to fix his mistakes. Abrahams said he paid R480 to have his refrigerator re-gassed and serviced, and just three days later his refrigerator stopped becoming cold.“I called and called Abie’s cellphone and home number, but I got no answer. When I finally got through, all they did – he and his wife – was make promises to come and repair it. Until today they haven’t kept their promises. Abrahams added that Fortune did not have his invoice book with him when he came to do the job, and after requesting one, said he had forgotten it. “I then gave him the money, trusting him to bring me my invoice. I called him, but there was no answer,” he says. Fed-up with Fortune’s empty promises, and after having tried everything to ensure that Fortune “does the right thing”, including threatening legal action, Abrahams got a second opin-

ion. “After he didn’t show up to fix my fridge, I had another gentleman take a look at it and he told me that my fridge had not been serviced,” he says. Fortune responded by saying that Abrahams is not being truthful. “He told me that the fridge stopped working after two months not three days. I did my job – which was re-gas his fridge – and I told him that there was no guarantee on the job. There’s no guarantee on gas,” he says. Abrahams’ neighbour Solomons says she had a similar encounter with Fortune. In November last year, she hired him to fix her two refrigerators, costing her R1 400. “I told him to tell me what was wrong with my fridges. He said they needed gas. He fixed it and then the next day the fridge was dead,” she says.

Collision claims man’s life A 41-YEAR-OLD man had to be cut out of his BMW by rescue workers using the Jaws of Life, after the driver of a Busy Corner truck collided with his car last Wednesday in Klip Road, Grassy Park. Grassy Park police spokesperson, Warrant Officer Wynita Kleinsmith, says the accident involved three vehicles; a Toyota, a BMW and a Busy Corner truck. It is alleged that the driver of the truck lost control of the vehicle, causing it to knock the BMW. It subsequently fell over, landing on the front of the Toyota. The driver of the truck and BMW had to be cut out of their vehicles. The victim, Christopher Wagner, sustained serious injuries and was rushed to Vincent Pallotti Hospital in Pinelands, where he died the next day. The driver and passenger of the Toyota were not injured, and the other victims

sustained minor injuries. . While on patrol in Grassy Park, Warrant Officer Eltino Botman, of Grassy Park Police Station, arrestedt two men aged 26 and 23 for possession of stolen goods on Wednesday 23 March in Torbay Road, Grassy Park. The following items were recovered from the suspects: one black Sony Playstation Two console, one black Sony Playstation adaptor, one grey Sony Playstation controller, one lead for a Sony Playstation, a Playstation game CD and a memory card. On the same day, the Grassy Park police also arrested six men for the possession of stolen goods. New candidates proposed Small mistakes have TAMMY PETERSEN

MORE than half of the southern suburbs’ 34 ward councillors will not be standing for re-election as ward councillors in the local government elections after their names were left off the list of ward councillor candidates submitted by the DA to the Independent Electoral Commission (IEC) on Friday. The DA holds 34 of the 36 wards in the southern suburbs, Cape Town city area, and Atlantic seaboard. The party’s list of ward candidates for the local government elections, submitted on Friday to the IEC, excluded half of the current serving ward councillors. The official list of candidates contesting each ward will be released by the IEC on 12 April. Names have been left off the list for various reasons: in some instances, the ward councillor has opted to retire, and in others the ward councillor will stand for election as a proportional representative councillor instead of a ward councillor. The list merely confirms the candidates for the ward councillor positions, and not the candidates for the proportional representative positions. People’s Post obtained a copy of this list. I’VE always been apprehensive about nuclear power. It started years ago when I attended a conference on energy in the Baxter Theatre complex. At the time there was concern about nuclear reactors, as tiny cracks had been discovered in the steel work and some reactors had been closed down for further investigation. A metallurgist from England explained, in a very scientific way, that little cracks get bigger and big cracks are not a good idea in a nuclear power plant. He knew what he was talking about because he had seen what little cracks did to the Comet jet airliner. That annoyed the nuclear physicists who, clearly, had territory to defend. I remember Dr Ampi Roux insisting that nuclear energy was the only alternative to dirty coal. At the time he was right, but the way he said it scared the hell out of me. He was emotional. He came close to stamping his foot on the floor like Rumpelstiltskin. The unspoken words were: “How dare this English upstart criticise my industry!”. The anti-nuclear lobby can get hysterical from time to time, but the scientists are people too and they also get emotional. And they are not nearly as smart as they think they are. This hit me like a blow between the eyes when I watched a British nuclear expert pronounce on Sky News that “the lesson we will learn from the Japanese disaster is not to put the diesel engines in the basement”. That needs some explanation. The Japanese reactors survived the force

of the earthquake but the emergency cooling systems, powered by diesel engines, failed because the tsunami took them out. Yes, the emergency diesels were in the basement! The relationship between earthquakes and tsunamis is part of general knowledge. When there is a quake anywhere there is a tsunami threat. The Japanese know this better than most. The giant waves even have a Japanese name. And it doesn’t take a rocket scientist to figure out that giant waves sweeping over the shoreline will tend to flood basements. But the Japanese scientists and engineers, with all their experience of earthquakes and tsunamis, put the back-up diesel engines in the basement! Where, I wonder, are Koeberg’s emergency diesel engines? Over the last week or so we have had plenty of assurances from nuclear experts. They have told us that modern reactor designs are better than the old ones, but what does it matter if the emergency cooling system depends on diesel engines in the basement? One would think that the earthquake and resulting tsunami that killed more than 200 000 people in Indonesia a few years ago might have prompted nuclear engineers to think again and move the diesels out of the basements. They have got the message now and we can all breathe a sigh of relief. The diesels will come out of atomic power station basements all round the world. But is it the only mistake the nuclear geniuses have made?

Metro cops behind bars Metro Police officers Kelvin Pillay and Tyrone Steward were sentenced to eight and nine years respectively in the Cape High Court last week for covering up the killing. They were two of five officers who were on duty executing patrols in Lavender Hill on the night of Ebrahim’s murder in February 2008. Initially both faced charges of kidnapping, assault, murder, defeating the administration of justice and also for dumping the body, after Ebrahim’s body was loaded into the police van and dumped at an isolated spot off Baden Powell Drive. Jason February, the policeman accused of firing the bullet that killed Ebrahim that night, was never charged. His body was found in an open field in Grassy Park shortly after Ebrahim’s murder. February had been shot twice in the head, and an inquest docket opened. A post-mortem determined that he had committed suicide, and a gun was found in close proximity to his body. The other two officers involved, Gail Jacobs and Renier Swart, then turned state witness, with Jacobs eventually testifying in court. It emerged in court that on the night of the incident the Metro Police officers were patrolling through Grassy Park and Lavender Hill when they spotted a group of men in Fawley Court. The group scattered as the police arrived, which led to a chase on foot. Adams, who was part of the group, was on his way to the shop to buy a loose cigarette. THE family of slain Lavender Hill resident Ebrahim Adams, who was killed by a bullet from a Metro Police officer in 2008, feels justice has not been served, after the sentencing of two of the officers involved.

and Kelvin Pillay tracked down Adams, who was hiding between a wall and a parked car. Eric Ntabazalila, National Prosecuting Authority (NPA) spokesman in the Western Cape, explained that February then fired shots at Adams, fatally wounding him as a result. “The officers then requested that the police van be brought closer, where they loaded the body, and the body was later dumped,” says Ntabazalila. Pillay and Steward then dumped the body alongside Baden Powell Drive before fleeing. After dumping the body, the officers visited the Hillstar Traffic Department in Ottery, where they cleaned the blood from the van before returning it to the fleet, says Ntabazalila. Days later, February’s body was found in the bushes in Grassy Park, with a gun close by. Warrant Officer Wynita Kleinsmith, spokesperson for the Grassy Park Police Station, confirmed that Februarie’s body was located in some bushes close to the Zeekoevlei Nature Reserve, with two gunshots to the head. She also added that police opened an inquest docket, but “believed that the officer had committed suicide”. “The pathologist report suggested that it was suicide and a murder docket was not opened with police,” she says. Ntabazalila explained that it had been confirmed in court that February was responsible for the death of Adams, but committed suicide shortly after the incident. “No case has been opened and there were two more officers who turned state witnesses and were present at the court appearance,” says Ntabazalila. After the judgement, People’s Post spoke to a frustrated Fagmia Ismail, Ebrahiem’s aunt. “He never bothered anybody and always interacted with the community, so now he is gone and his killers get eight years. That’s ridiculous,” says Fagmia. .

‘Lance Armstrongs’ in the making MELISSA LE ROUX

CYCLING has always been a great passion of Igshaan Isaacs, founder, member and chairperson of Muhammadeyah Cycling Club in Ottery. Isaacs named the club after Muhammadeyah Primary School in Wynberg, where he has been teaching Grade 6 for 12 years. Started in 2005, the club has helped many youngsters accomplish great success with their cycling skills. Isaacs says if young cyclists have potential and want to enhance their cycling skills, the club helps push them in the right direction, enabling them to compete in races – and possibly become the next Lance Armstrong. “I started this club as a way of giving back to the community. “The main focus is to provide ways for children to have fun and learn how to ride their bicycles in a skilled way, but the club is open to adults too.” The club, which has 112 members, meets regularly at Ferndale Primary School in Ottery, where the members are taught how to apply advanced cycling ability on the track, road and mountain. Since 2009 the club has been funded by the

Pedal Power Association, which donated 10 road bikes and eight track bikes to them. “They have been very good to us. We need other sponsors as well as biking is a very expensive sport.” The club teaches its members a range of skills, such as those needed for competitive racing and how to control the bike by “playing around” with it, eventually learning how to stop without using the brakes. Some of the club’s top riders include 20year-old Dwayne Fisher of Manenberg, who participated in the Giro Delcapo last year. He was part of the first group to leave in the Argus Cycle Tour. Isaacs’ son, Ay-Yoob Isaacs (under-14) came first in the South African Track Championships and Ammaar Dolly came first in the Boxing Day Track race last year. “This is just some of the potential out there and if they want to follow biking as a career, we can help them go to a high level as we can provide them with full racing licences to go to provincial.” The next annual Muhammadeyah Cycle Club Criterium (a short course race) will be held on Sunday 24 April and local clubs are invited to participate. New plans for ‘dangerous’ field MELISSA LE ROUX

OTTERY residents are elated that a piece of land known as a “hotspot” for robberies may be turned into a sports field. According to some residents, the existing sports fields adjoining the land are too small. They say the open field, which is next to the Bruce Road Sports Field, serves no purpose other than providing a shortcut for residents to get to work, catch a taxi or go to the supermarket. Residents use the open, unlit field on a daily basis, day and night. It is claimed that gangsters of the neighbourhood dig holes in the field deep enough for them to fit in. When they see people approaching, they jump out and rob or stab victims. “They dig a hole and wait there until someone comes along. They can see you, but you can’t see them,” says resident Theresa Solomons. “It’s very dangerous for us to use, but we have no choice because it’s quicker,” says Klaas Mentor, a resident who has been using the path on the field for 20 years. He adds that people get up at 04:00 and 05:00 to use the shortcut so they can get to work. “The gangsters rob the people, they stab the people, all on this field. I will be very glad if they turn it into a sports field, because then I know it will be safe again,” he says. Early last year, the Rondevlei Subcouncil proposed to the City of Cape Town that the field be used for sporting purposes. The motion was denied at the time as there “was no money in the budget” to buy the provincial

government-owned land. A second proposal has now been made. According to ward councillor George March, regular feedback is given to the subcouncil regarding the status of the proposal. He says the request has to go through many channels in the departments at the City of Cape Town before the piece of land will be granted for additional sporting ground. “The pathway next to the field is used as a shortcut by residents who go to work, the Post Office, the supermarket or even to get a taxi. There is a great need in the community for more sports fields, so that the youth can be more involved in sporting activities,” he says. March adds that the proposal for the field could take up to a year to be processed and approved. Grace Petersen (27), who has been walking on the field all her life, says the robbing and stabbing on the open land is “getting out of hand”. “Children also walk here on the field and it’s not safe for them. However, it’s the quickest way for us to get where we have to be,” she says. When People’s Post visited the field it was full of sand dunes high enough for criminals to hide behind. The area had no lighting fixtures, and one side was strewn with litter as a result of residents using it as an illegal dumping site. A stench rose from the dirt. March says that as soon as the City cleans the area, residents dump their waste on the same spot. Lucille Demonk, who has been living in Ottery for 35 years, says she’s very excited at the prospect of having another field in the community. “It would be safer as people are getting robbed when they walk across it during the day and night. My son was stabbed on his way home from work. It was reported to the police, but unfortunately the case was thrown out.

Another resident who also uses the pathway on the field, Marina Lewis, says there are too few sports grounds in the community. “A lot of youth in the area are using drugs because they have nothing else to do. If there were more sports fields, it would give them a chance to use their energy better. The field would also help to create jobs, as people can be employed to maintain the grounds,” she says.

According to spokesperson for Grassy Park police station, Warrant Officer Wynita Kleinsmith, patrols are done regularly in the area and there is visible policing as well. “A few incidents have been reported, but people should know not to walk over the field, especially at night. “They must rather take the long route, instead of shortcuts over fields. By the time they see a perpetrator, it would be too late and there would no way that they could run away,” she says.

Great senior moments THE Seniors For Life club had a blast participating in a sports day at the Rooikrans Sports Field in Grassy Park on Thursday 17 March.

The Seniors For Life members were divided into four groups: blue, red, green and yellow, and competed against each other. The green group walked away the winner with 64 points. The event was hosted by the committee members of the club. “We’ve never had a sports day before, so we thought we’d give it a try. The seniors all enjoyed it. They even want to have another one next month,” says chairperson of the club, Ann Lee. The club’s goal is to have competitions with different senior groups.

Isaacs, who has been Santos’ top goalscorer for several seasons in the Premier Soccer League (PSL), told People’s Post yesterday (Monday) that he is keen to continue his professional soccer career with a Gauteng-based club next season. But the 25-year-old marksman’s ambitions to leave the club at the end of the 2010-11 season have been shot down by an angry Goolam Allie, the chief executive officer of Santos FC. “Isaacs is contracted to play for Santos until 2014 and he is accountable to us and nobody else,” said Allie. When asked why Isaacs had missed several league matches, including the away games against Moroka Swallows FC and AmaZulu FC in recent weeks, Allie explained that Isaacs – like several

new challenge in life and that “too much is expected from him at Santos”, where he is required to fill the role of a fetch-and-carry midfielder besides working his way into goalscoring scoring positions. Isaacs says the other reason he wants to move on is that Santos has been reluctant to increase his wages.
