The makeover that is on the cards for the historic Town Centre, which is over 30 years old, comes after several complaints by residents, shoppers and hawkers. The complaints relate to the unhygienic conditions, lack of facilities for traders and crime in the area. The upgrading initiative is a project of the City of Cape Town in partnership with the Neighbourhood Development Partnership Grant (NDPG). The entire project will cost R28 million. Tenders have already been sent out and the closing date is next Tuesday. Work is expected to start in May. Mitchell’s Plain was established as a suburb in the 1970s, with the Town Centre as its heart. Families living in Mitchell’s Plain and did their shopping in the Town Centre as this was one of the places reserved for the coloured community during the Apartheid era. The Town Centre has had its fair share of challenges over the years. Health and safety, crime and the traders’ issues have been longstanding issues on the Mitchell’s Plain subcouncil agenda. Mitchell’s Plain subcouncil chairperson, Councillor Natalie Bent said she was “excited” and “welcomed” the Town Centre upgrade. “This will be the second upgrade project for the Town Centre. About two years ago the processes started and so far the taxi terminals have been completed and small changes have been made. This is being done
to make shoppers’ experience a memorable one,” Bent said. Lanes and squares will receive a face-lift; parking areas will be paved and the CCTV cameras and security services will be upgraded. Landscaping, electrical supplies and extra lighting are also on the cards. This will be the Town Centre’s second upgrade. In 2005/2006 the Northern Taxi Terminal was completed and in 2009 the Southern Taxi interchange was completed. These projects cost R135 million combined. “The people in Mitchell’s Plain are very lucky as they know exactly what is happening around them and in their surroundings,” said Bent. “Everything is falling into place in the Town Centre and as a subcouncil we will continue to put pressure on the Solid Waste department to keep the area clean. Lighting in the area is also a priority,” she added. Desma Abrahams, one of the fish traders, welcomed the upgrading of the Town Centre, saying it was “long overdue”. “The moving of all traders under one roof has benefited all the traders. The area is much safer as there is more visible policing; however we still need proper access to water in our area. “The structures are still incomplete, but this is the hub of the Town Centre and it’s about time that the area gets a face-lift,” Abrahams said. Another resident, May-Anne Bruiners added that she loved shopping and walking in the Town Centre, as it was a place “where bargains are the order of the day”. “The upgrading is a good thing and it has been a long 30 years. I am also glad that the traders have been moved to a central point and away from shop entrances, as it prevented shoppers from coming into

Ward councillor for the area, Dennis Williams, said so far the upgrade is still in its planning phase. “The steering committee has sub-
mitted plans and suggestions and hopefully these will be put in place,” said Williams. Kenny Brinkhuis, chairperson of the Mitchell’s Plain Steering Committee, told People’s Post that the Town Centre was going to be upgraded, but could not elaborate.

Merricksgoround stops in court Merricks-go-round grinds to halt MELISSA PAPIER
CHANNON MERRICKS, the man who allegedly wooed investors into buying into his World Cup get-rich-quick scheme, has appeared in the Johannesburg Commercial Crimes Court. Merricks pleaded not guilty to 28 counts of fraud when he appeared in court on 7 and 8 February. Charlene Labuschagne, the Johannesburg Court regional communications manager: South Gauteng, confirmed that the matter was heard recently. Labuschagne said: “A total of 28 counts of theft amounting to R2 325 726 were put to the accused. This was for the Contravention of the Collective Investment Schemes Control Act and for the Contravention of the Financial Advisory Intermediary Services Act.” The case was remanded for further hearing to 23 and 24 May. Merricks, the owner of Merricks Empowerment Consultants CC (Soweto Focus Point), approached schools in Cape Town last year with offers to lease out their classrooms and halls for the duration of the tournament. “2010 World Cup Events” agents were allegedly contracted by Merricks Empowerment Consultants CC to recruit homeowners for Merricks. Agents told residents that if their applications were approved, a 10% deposit would be paid into their bank accounts before the visitors arrived, with the balance paid within two weeks of the guests’ departure. Pastor Ivan Morris, the Western Cape head agent for Merricks, apparently recruited schools and home owners to provide accommodation during the World Cup, although his appointment letter does not state that he should recruit home owners – it mentions only schools and local businesses. Morris, who was to sign up 20 schools, would apparently receive R50 000 commis-
sion for each one. The project was labelled a scam (“Police warn against 2010 offer”, People’s Post, 23 February 2010) by Eugene Daniels, director of the Education Management District Centre (EMDC) Metropole South, who warned that, since schools are State property, principals may not enter them into lease agreements. Major General Jeremy Vearey, Mitchell’s Plain cluster commander, also warned residents not to get involved. Following articles about the project being a scam, Merricks distanced himself from “2010 World Cup Events”, saying his company had only been approaching schools for accommodation. “I would like to state without fear of contradicting myself that we have never contracted any company by the name of 2010 World Cup Events for any reason whatsoever,” he stated in a media release. Three days after the article of 23 February, Merricks and his team flew to Cape Town to “officially” launch the project at a meeting with prospective clients, residents and school principals on Friday 26 February 2010. Amid much fanfair, he treated everyone to a feast and expensive helicopter trips over the coast in a bid to convince them to sign up and invest in his scheme. He sold the concept of investing in the initiative to them, saying that in Gauteng 256 schools would be converted into “hotels” for the World Cup. Many chose to invest; others withdrew. A few months later, investors claimed that they had been defrauded out of millions of rands by Merricks. When confronted about these claims, Merricks assured investors that their money would be paid back into their bank accounts. Investors say this was not the case and that the scheme was a scam. Tired of excuses and empty promises, they laid criminal charges against Merricks in a bid to get back their money.
This finally led to Merricks’ court appearances in February. For investors, Merricks’ court appearance is a milestone. Caron Maintz, a teacher from Oval North High School, says she has not had any feedback regarding her case. Maintz says she lost R90 000 after she invested in Soweto Focus Point, which was to provide accommodation for tourists in the Western Cape during the World Cup. Maintz bought into a package that was to provide catering, laundry, transport services, tour guides and cleaners. “I heard that Merricks has appeared in court and will be consulting with my lawyer regarding the matter,” Maintz said.
She added that other investors who have kept quiet are now approaching her for assistance. “Some of us meet regularly to discuss the matter. What Merricks did to me was fraud as I cancelled my contract with him long before matters got worse.” People’s Post contacted Morris for comment, at the time of going to print, he could not be reached.

Mosque to mask mast MELISSA PAPIER
FIRST there were “palm-tree” cellphone masts in the middle of nowhere. Now cellular network, Vodacom, is installing cellphone masts inside the minarets of mosques. Already cellphone masts have been installed in mosques in Pelican Heights and Delft. If everything goes according to plan, the Al-Masjiduth Thaalith Mosque in Beacon Valley will be next in line. An Environmental Impact Assessment (EIA) is being conducted to establish the viability of building a cellphone mast inside the mosque’s minaret. The proposal has been given the green light by the mosque’s trust, says Meiraai Jacobs, chairperson of the Al-Masjiduth Thaalith Mosque. “Earlier last year Vodacom made the proposal to the Al-Masjiduth Thaalith Mosque Trust and they gave consent for the mast to be built in the minaret,” said Jacobs. “The board decided it was feasible as there was a monetary contribution which is to be given to the mosque, should everything go according to plan and all procedures followed.” Jacobs added that the minaret was chosen because, at 22 metres, it is the highest point in Beacon Valley. “If approved the mast will be built in the minaret, adding an extra six metres to the height and it will be enclosed, posing no disturbance to anyone,” he said. In earlier years minarets were used to make announcements and call worshippers to prayer. In the past the imam physically stood in these structures, calling people to prayers. Today many mosques use a sound system, where the speakers are placed in the minaret. Minarets are also seen as a marker to indicate to worship-

State your case on liquor law THE City of Cape Town invites the public to comment on new draft regulations for the Western Cape Liquor Act before Monday 7 March. The regulations will increase the opportunity for public participation in the consideration, granting and possible cancellation of liquor licences throughout the Western Cape. “According to the draft regulations, the application procedures for liquor licences have been made stricter, and the public will be given more time – 28 days – to provide input on each application,” says Councillor Taki Amira, chairperson of the city’s Liquor Policy task team. Applications will need to be published in local newspapers, and be displayed in a prominent place at the proposed establishment. “This empowers affected communities with the necessary information to actively participate in the granting of licences. In the past, an appli-
cant was merely required to lodge an application at a magistrate’s court before this was gazetted,” Amira says. The proposed regulations will also add substance to the 2010amended Western Cape Liquor Act, such as setting time spans and determining volumes that may be purchased. The city’s task team will also be submitting comments on the regulations. “At the same time, we call on residents, civic organisations, ratepayers associations, neighbourhood watches and community policing forums to provide their input directly to the Western Cape liquor authorities,” Amira comments. The regulations are the final step before the new Western Cape Liquor Act comes into effect later this year, and before the City’s bylaw on trading days and hours, currently undergoing a legal review, comes into force. Lourens said: “One motorist was arrested for driving under the influence of alcohol and a further four for reckless or negligent driving. “Eight unroadworthy vehicles were suspended, five motorists were charged for participating in illegal street races, three drivers were fined for wheel spinning and a motorist is facing charges of inconsiderate driving.” Speed enforcement operations were also conducted in Ottery Road, targeting illegal drag racers. Officers issued 211 speeding fines in the north-bound lane alone, and 160 speeding fines in the south-bound lane. The highest speeds were recorded at 129km/h and 121km/h in a 60km/h zone. Along Prince George Drive, officers issued 124 speeding fines. “A number of successes have been achieved with the arrest of drag racers across the city. On Friday, 25 February a drag racer who had been arrested for reckless or negligent driving was found guilty in the Cape Town Magistrate’s Court. He was given a R20 000 fine and his driving licence was suspended for five years. The incident took place on the R300 on Sunday 27 February at 21:39. Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, confirmed that the Mitchell’s Plain police attended to an accident on the road on Sunday evening. Voegt said: “A white Honda V-tec was involved in the accident and the driver was fatally injured. An inquest docket has been opened and we are investigating the circumstances of the incident.” The driver reportedly lost control of the car, which crashed into the barrier, left the roadway and came to a stop about 50 metres down the embankment. Vanessa Jackson, spokesperson for ER24, says the control room received a call about a massive accident and all surrounding emergency services were dispatched. “At the scene paramedics could see a large amount of debris from a wrecked vehicle, but not the others involved. “Bystanders on the scene quickly alerted paramedics to the single vehicle that had rolled down a very steep embankment, and soon things fell into place of the accident.” She said it is believed a group of young men were racing their cars, when the Honda Civic that the young man, who was in his early 20s, was driving, suddenly veered out of control and started to roll. “In an instant, the car was crashing down the embankment, and the man was flung from the driver’s seat. He suffered extensive and fatal injuries, and paramedics declared

‘Neighbourhood watch’ woman arrested A number of drugs were confiscated by the police MELISSA PAPIER
A WOMAN believed to be a member of the Beacon Valley neighbourhood watch was among 66 arrested for various crimes by members of the Mitchell’s Plain police station. A number of drugs were confiscated during weekend crime operations which began on Friday at 07:00 and ended yesterday morning. On Friday 25 February at 20:37, police received information about a fight in Mitchell Avenue, Woodlands. Police spokesperson, Constable Jerome Voegt, said upon arrival at the scene police searched three suspects and confiscated a 7.65 pistol. “A 30 year-old man and two women were arrested and they appeared in the Mitchell’s Plain Magistrate’s Court on a charge relating to possession of an unlicensed firearm,” said Voegt. On Friday 25 February at 21:30 in
Saringa Street, Westridge police were doing routine patrols when their hunch about a suspicious-looking man paid off. Voegt said the man, who was walking with a friend, was searched and found in possession of tik. “A 21-year-old man and a woman were arrested and the duo appeared in the Mitchell’s Plain Magistrate’s Court yesterday.” They face charges relating to possession of drugs. In a separate incident in Bisley Street, Beacon Valley, at 21:30, police stopped and searched a woman from whom they confiscated 39 dagga cigarettes. “A 59 year-old woman was arrested and appeared in court yesterday for possession of drugs.” Its understood that the woman is a member of the local neighbourhood watch. On Saturday 26 February at 17:43 police were doing routine patrols in Biendonne Street, Westridge when
they confiscated tik from a 26-yearold man. Later, just after midnight, police found and confiscated heroin from a house in the area. “A 29 year-old man was arrested and he appeared in court yesterday,” said Voegt. In a separate incident at 21:05, police received information about drugs that was being hidden at a house in Freedom Park, Tafelsig. Police arrived at the premises and subsequently confiscated 223 mandrax tablets, 10 dagga parcels, 24 dagga stoppe and R4 827. “A 61-year-old man and a 46-yearold woman were arrested.” Voegt thanked the residents for their continuous support during the crime prevention operations and urged the community to contact their local sector commanders with information on illegal activities. People’s Post was unable to gain the court outcomes at the time of going to print.

SERVICE DELIVERY: Mitchell’s Plain po lice are urging residents to call the sta tion’s switchboard with their complaints. The request came from station manage ment after it was found that the switch board was being underutilised and other telephone lines showed more strain. Con stable Jerome Voegt, spokesperson for Mitchell’s Plain Police Station, says it was found that people in distress or looking for an officer would call the operations room instead of the switchboard. “This placed immense pressure on the operations room, and often this was where calls were lost, resulting in unprofessional and inadequate service delivery to the community,” Voegt said. Calls made to the switchboard were more interactive, and residents could be informed about the status of their call should the line be busy, or be referred to a different extension. Calls can be monitored and traced from the switchboard. “On average from Monday to Friday between 150 and 250 calls are handled and at night only 15; this is way too little. LEADING THE PACK: Cassiem Gamiet has been elected as the new chairperson of the Mitchell’s Plain Community Policing Forum (CPF). Gamiet was elected on Tuesday evening at a special CPF meeting following the resigna tion of Ismail Chothia, the previous chairperson, earlier this month. Gamiet is a Lentegeur resident and has been actively involved in the Mitchell’s Plain community. He started out as a neighbourhood watch member in the 1980s and has since held various representative posi tions in the community. He served in the neighbourhood watch, the CPF, the subforum and various community or ganisations. He also served as a court assessor at the Mitchell’s Plain Magistrate’s Court. RARE WORKS: The Iziko South African National Gallery hosts an exhibition of works, “Photogra pher” by Ernest Cole, from Friday 25 February un til Saturday 30 April. Cole passionately believed in his mission to tell the world in photographs what it meant to be black under apartheid rule. He left South Africa to publish his book, House of Bondage, which was banned in South Africa up on production in 1967. He spent 23 years in exile, never returning to South Africa and leaving no known negatives and few prints of his monumen tal work. Cole died in New York in 1990. Never before exhibited internationally, these extremely rare prints, most of them made by Cole himself, are now to be seen publicly for the first time in a major exhibition. Pictured is one of his works of an earnest boy squatting on his haunches and straining to follow a lesson in the heat of a packed classroom. Cleaning the community THE Westridge CPF Subforum has taken back the streets and the community by cleaning up the area.
This project was launched on Saturday. Children and neighbourhood watch members and residents armed with paint and brushes started by painting away the graffiti on the walls in the area. In light of all the negative reports about the area, the subforum decided to take a pro-active approach in fighting crime. The residents started cleaning up the area near Silvermine Street and will move to different parts of Westridge every week. Golden education SOME Western Cape educators have been rewarded for education excellence over the weekend – deservedly so. Among them are Norman Henshilwood principal David Millar, who won the National Teacher’s Award in the category Leadership in Excellence in a secondary school, and Surrey Estate Primary School principal, Imtiaz Adams, who was chosen Western Cape provincial winner in the category Leadership in Excellence in a primary school. Their achievements are phenomenal, given the countless challenges modern-day teaching presents. Topmost is technology, providing entertainment and information-on-tap, and arresting pupils’ attention. They are also spoilt for choice by the worldwide web, which spells good news for distance learning, but does not bode well for traditional classroom education. Also in contrast to traditional education is Outcomes Based Education. Worst, though, is the scourge of gangsterism and drugs in some city schools, which detracts from learning, making educators’ jobs fearful and stressful. It is fitting that education is a human right, as enshrined in our constitution and so key that Finance Minister Pravin Gordhan has allocated more than R189 billion to the sector for 2011-12. While government chalks up billions of rands and resources to education, and educators honour their roles, the commitment that matters most is that of pupils. Measuring commitment is difficult, but the facts speak. Yesterday was World Maths Day, but our nation had little to celebrate as 70% of matrics who wrote mathematics last year failed the subject, which is a requirement for most jobs. That said, it is inspiring to read stories like that of Johanna Barnes who, at 74, was the oldest candidate last year to write Adult Basic Education and Training (ABET) exams. Since 2006, gutsy Barnes has been intent on getting her General Education and Training Certificate – and she’s only one mathematics literacy exam away from realising her dream. Her journey has been fraught with challenges, and continues to be. For her, education may be a human right, but not strictly an entitlement.
FIRST there were “palm-tree” cellphone masts in the middle of nowhere. Now cellular network, Vodacom, is installing cellphone masts inside the minarets of mosques. Already cellphone masts have been installed in mosques in Pelican Heights and
Delft. If everything goes according to plan, the Al-Masjiduth Thaalith Mosque in Beacon Valley will be next in line. The minaret was chosen because, at 22 metres, it is the highest point in Beacon Valley. In earlier years minarets were used to
make announcements and call worshippers to prayer. In the past the imam physically stood in these structures, calling people to prayers. Today many mosques use a sound system, where the speakers are placed in the minaret.

Where to from here for me? I AM a mother of three, staying at a shelter for almost a year and six months. The reason for us being at the shelter is because we’ve been victims of domestic violence for more than 14 years. Yes, the move to the shelter was a big step for us; not knowing what to expect, an unknown, unfamiliar place, but it changed our lives for the good. We’ve all had counselling, which we really needed. I, myself, have been empowered with a lot of skills. I attended workshops, support groups and many more to make me assertive and prepare myself for a better future. I am very grateful and thankful for all that opportunities. I stayed in the shelter for four months, after which I applied for second stage. That was a great achievement for me, al-
though I knew it was just for a certain period of time. My great concern now is my time at the shelter is long overdue. I am unemployed and need accommodation. I’ve got nowhere to go, no family support and the question I ask myself: “Where to from here?” The government supports us in many ways, having shelters available with very good services, counselling, workshops etc. but where they fail us is when it comes to leaving the shelter. Yes, you’ve been empowered but it’s difficult to get a job. So how can you afford a house if you are not financially stable? Are you forced to go back to your abuser/perpetrator or are you going from one shelter to another? They become diffident because their life is unstable
and that causes them to have a low self-esteem. Is that what we as moms want? No. We’ve come so far, and I mean, every parent has this dream all the time, because it doesn’t mean because you were abused you must stop dreaming. I’ve seen many clients that I befriend, come back after a few months of going through the same abuse, because they were forced to go back. What’s the use of having all the services available but there’s no happily ever after? I want to appeal to government, please not to stop at shelters. Highlights of proposed amendments LIFELINE TARIFF A new inclining block tariff has been introduced as recommended by the National Energy Regulator of SA (NERSA). Block 4 allows for lifeline customers exceeding the monthly permitted consumption of 450kWh due to bulk purchasing or seasonal variations to be charged at the new Domestic Tariff. FREE 50kWh Lifeline tariff customers receiving less than 450kWh per month will continue receiving the free basic supply of 50kWh. DOMESTIC SERVICE CHARGE The Domestic service charge no longer applies as it is now included in the energy charge. VERY LARGE POWER USERS (VLPU) These tariffs have been discontinued to align with the recommendation of NERSA to move to Time of Use Metering throughout South Africa. NEW 2 STEP DOMESTIC TARIFF The Domestic Low and Domestic High tariffs will be discontinued and be replaced by a new 2 step domestic tariff to align with the principles of the inclining block tariff. Highlights of proposed amendments COLLECTIONS PILOT RECYCLING PROJECT The City will provide free 140L wheeled waste containers to participating customers for the storage and collection of recyclable waste. The pilot project will be rolled out in the catchment area of the Kraaifontein Waste Management facility. RADIO FREQUENCY IDENTIFICATION TAG (RFID) The RFID tag will enable the City to track the location of a bin, to generate statistics and to amend the Billing system. The City will provide the first RFID containers free of charge whereafter the property owner will be liable for the replacement costs of these containers should it be damaged, lost or stolen. OLD AGE HOMES Old Age Homes were previously billed for containers equating to a third of the number of living units and had to use the City as a service provider. Old age homes to be reclassified as non-residential and may choose the number of containers required or to use private sector service providers. DISPOSAL - LOOSE BODY VEHICLES Loose body vehicles to be charged at an averaged carrying capacity of the container and not the carrying capacity of the vehicle as is the current practice. The above change may result in a saving for the customer.

Ballers battle to hit it off THE Baseball Association of Western Province (BAWP) and the WP Softball Federation (WPSF) are engaged in a tense stand-off that has cooled the good vibes between these one-time close associates. What is upsetting the WPSF officials is that a revised BAWP fixture programme clashes with the forthcoming National Provincial Tournament (NPT) for softballers – and that threatens to deplete the provincial men’s softball squad. So much so that several top baseballers – who are also members of men’s softball clubs in the WPSF – have withdrawn from the WP squad that will participate in the NPT in Tshwane from 17 – 21 March. The problem is that they have committed themselves to the BAWP Major League competition that climaxes on the weekend 19-20 March – despite the softball officials calling a meeting with their baseball counterparts in an attempt to resolve the impasse in mid-February. One of the pressing concerns for the WPSF that came to light in a Softball South Africa (SSA) media release on Wednesday 23 February, is that the men’s softballers who have withdrawn from the WP squad “will lose the opportunity to to represent their country” in the 2013 World Championships scheduled for New Zealand. According to the SSA, the training squad for the championship will be selected at the national provincial tournament in Tshwane. The players who have withdrawn include SA baseball pitcher Carl Michaels, Tyrone Brandt, Lloyd Stevens, Leon Dodgen, DavidLee Alexander, Nigel Kerchhoff, Faizel Moosa and Che Adams from the title-chasing Athlone Athletics Baseball Club. They are all members of the Hamiltons Men’s Softball Club, with the exception of Dodgen and Alexander, who represent Devonshire. Greg Lendis, the president of the BAWP, said his management committee – comprising the chairpersons of all clubs – were “unanimous in its decision against postponing fixtures (19 and 20 March), as this was the last week available to complete the league programme”. The other contentious issue raised in the
media release from SSA vice-president Noore Nacerodien, is that Hamiltons were unable to field a team against arch rivals Pirates – in a knockout semi-final on Sunday 6 February due to BAWP fixturing matches for the same day. But Lendis said that blame should not be laid entirely at baseball’s door. “It must be noted that the WPSF did not inform us of their fixtures as well as the provincial championship”. “We serve our players and they have the choice to participate in any sport that they wish to do,” said Lendis. Denise Paulsen, the president of the WPSF, said yesterday she was hopeful her federation could persuade BAWP officials to change their stance on the matter at an urgent meeting later this week. “Softball and baseball do not need to be at loggerheads. We need to work together in the best interest of our members,” said Paulsen. What influences the Athlone Athletics’ baseballers’ commitment to their club most is that Athletics are close to regaining the Major League title they last won in the 1995/96 season. Another incentive for Michaels and company is that the SA Baseball Union (SABU) has been invited to participate to two major international events within the next three years They are the 2011 World Series in Taiwan in October and the World Baseball Classic hosted by Major League in America in 2013. Edwin Bennett, the executive director of the SABU, said yesterday that the SABU will decide at the end of March – prior to its senior inter-provincial tournament in George from 3-9 April – whether to accept the invitation for the World Series. Bennett explained that the SABU will then approach the Lotto Board for funding – like it had previously done – to cover tour costs. This saw each national player only contributing R2 000 in the past, thanks to the Lotto funding. The 2013 World Baseball Classic is an all-expenses paid venture for the 16 qualifiers – courtesy of Major League America. The SSA, on the other hand, does not enjoy the same good fortune as the SABU. The SSA has been unable to secure Lotto funding or major sponsorships for its men’s and women’s teams that participated in International Softball Federation (ISF) championships in recent years, like the 2010 World Se-
