Concerns raised over a ‘lack’ of traffic policing Drag racing causes mayhem on M’Plain roads, leading to an increase in accidents MELISSA PAPIER

T

HE lack of traffic police personnel has come under fire by the community following a recent spate of accidents in Mitchell’s Plain. The concern was sparked after pedestrian fatalities and an increase in drag racing in the area. CPF cluster chairperson, Michael Jacobs, voiced his concern about the lack of visible traffic policing. He said: “There are many dangerous roads in Mitchell’s Plain, yet there is no real traffic policing. “The MEC of Community Safety’s office needs to get their priorities straight as there are daily fatalities of children on our roads in Mitchell’s Plain. If you go to the more affluent areas you will find traffic police at every corner. Why can’t the same be done for Mitchell’s Plain?” His comment comes after a man was killed on Saturday in Westridge after two cars were allegedly racing. The incident took place at 15:45 on the corner of Dagbreek Avenue and Victory Road, Westridge. It is alleged that the drivers of a grey Toyota Corolla and a white Nissan Sentra were rac-

ing. The Toyota then collided with a horse cart carrying a 35-year-old man. The man died on the scene,” says Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station. A culpable homicide case was opened and police are still investigating the circumstances surrounding the accident. The police still require information on the registration of the Nissan. Anyone who can shed light on the matter can call investigating officer Detective Sergeant Vuyan Claasen on (021) 370-1600. This was the third incident in two weeks where innocent pedestrians were killed by negligent drivers. Securo Jephta (6) was knocked over on 20 February in Sentinel Street, Tafelsig. In a separate incident Mickyle Goff and his uncle Naim Engelman were walking to the Town Centre Library when they were knocked over by a speeding car. The incident took place on 14 February at the intersection of Spine Road and Paulsberg Street, Tafelsig. The pair were on their way to the library to complete one of Mickyle’s school assignments (“Road safety call after death of boy (11),” People’s Post 22 February). Following these incidents Jacobs has been very vocal and publicly expressed his views on the matter. Previous wall posts on Facebook by Jacobs highlights the lack of traffic policing in Mitchell’s Plain. “On average about 80 000 scholars must cross these killer roads to the 79 schools in Mitchell’s Plain on schooling days,” he wrote.

“Scholar patrol systems are certainly an aid to pupils, but it can never be a replacement for adequate visible traffic policing. We hold the City and Province directly accountable for the mayhem and carnage on our roads.” Yesterday Jacobs sent out a stern message to drag racers by posting the following on Facebook: “Dicers be warned, Mitchell’s Plain is waiting for you!” He listed the registration numbers of cars allegedly involved in drag racing on 2 March in Eisleben Road. Another resident, Jeff Hartnick, added that the situation on the roads in Mitchell’s Plain is “getting out of hand”. “These drag racers who indulge in this kind of reckless and dangerous behaviour are killing innocent people and something drastic needs to be done. Merle Lourens, Chief inspector for Traffic services for the City of Cape Town, told People’s Post that “there are not sufficient personnel to police the entire area”. “What we have so far at our disposal has to be split between various areas in Cape Town. We are addressing drag racing in all areas and we do have our operations daily. If there are specific concerns, we will address them accordingly. “We can’t patrol in one area alone day and night. We do have Law Enforcement and Metro Police who are assisting, but our resources are split.” Lourens added that there are traffic officers working in Mitchell’s Plain on different shifts. “If there any concerns we want people to contact us with these concerns,” she said. A WEEKEND of fun at the beach turned into tragedy for pupils of the Lithi-tha School of Skills in Khayelitsha, after two pupils drowned at the Blue Waters beach near Strandfontein on Saturday. The body of one of the boys has been found; however the body of another teenager is still missing. Both teenagers, aged 15, were part of a group of 400 pupils who were out on a school outing at the beach. National Sea Rescue Institute (NSRI) Strandfontein station commander, Mario Fredericks, says some of the children were in the water, when six of them were dragged into a strong current. “Four of the boys managed to make it out on their own and a bystander, Andrew Jafta, from Strandfontein, who had been on the beach with his family, rescued one of the boys from the surf and started cardio-

pulmonary resuscitation. “After paramedics made numerous attempts to resuscitate him, the boy was declared dead on the scene ,” says Fredericks. He added that police divers continued the search for the other boy, who is presumed to have died. No lifeguards were on duty at the beach. All the children were given trauma counselling before being taken home. Fredericks added that the search was called off on Saturday due to poor visibility. An inquest docket was opened by the police. A media inquiry was sent to Colleen Saunders, spokesperson for Western Province Lifesaving for comment but no response was forthcoming at the time of going to print. People’s Post contacted the Lithi-tha School of Skills for comment and was told by the secretary that the principal was unavailable for comment.

PUPILS from Mitchell’s Plain, some of whom have been out of school for a year, have been placed in schools in the area. This comes after an Eastridge resident spoke out against the Education Department’s lack of assistance in placing her sons in a school in the area. Ryan Hassen (14) and his brother Reegan (10) have not been to school since April last year, when the family moved from Kensington to Eastridge. Cecilia Hansen, their mother, told People’s Post that she was very frustrated at the delays by the Education Department in placing her children in a school. “My children have lost out on a whole year of school and this is frustrating and depressing to the children. “I am a single parent and need to work. This delay has caused me to be off work on many occasions and it has affected the family negatively.” Ryan was placed at Beacon Hill High School and his brother at Littlewood Primary School. Their mother says Ryan always spoke about studying mechanical engineering after finishing matric, finding a job oversees and working to support the family. “Hopefully now his dreams will become a reality,” she said. Seventy other children from Mitchell’s Plain have been placed in schools in the area since last week. Spokesperson for the Western Cape Education Department, Paddy Attwell, says Wood-

lands Secondary had agreed to set up two extra classes for grades 8 and 9 to accommodate the pupils, adding that all pupils looking for places were placed, except a few where “parents are not responding to telephone calls”. “The Western Cape is also experiencing a continual inflow of migrants from other provinces, including children of schoolgoing age.” There are places available in primary schools in Mitchell’s Plain. However, demand is mainly for high schools. Attwell said that over the past few weeks the district office has worked with seven schools to start 11 additional classes. Schools are working with learners and parents to provide support on a case-by-case basis. Schools will discuss the issues concerned directly with parents, as required. The department will continue providing access to places as required. Ismail Chothia, a community worker who assisted the family, says children who are not going to school are “being failed by the department”. “The right to education is being taken away from these children by the department. “As a neighbourhood watch member these children have often been spotted by members roaming the streets and getting up to mischief. “This makes them easy targets for gangs and drug dealers, and this must be avoided. I am glad that some of the children have been placed. However, there are more children in similar situations who need help,” he said.

Twenty­five years of giving REYANA STEYN

IN CELEBRATION of 25 years of service, the Islamic Social and Welfare Association (ISWA) will be hosting a gala event at Cape Town College in Kromboom Road on Saturday 12 March. The anniversary also marks the start of a five-year project for ISWA, which is situated in Belgravia Estate, to acquire their own premises and develop a learning centre for their school. ISWA offers counselling services, social intervention strategies, further education and training, poverty alleviation (through educational subsidies) and youth and children’s development programmes. These services are offered to people of all religions. ISWA’s doors were first opened in 1986 by Nurounihar Minton and Fowzia Ryklief, who

are still involved with the organisation. “The two women saw the need for trauma counselling and the non-profit organisation was born during the apartheid era. Families were dying from abuse and drugs and ISWA decided they must do something as the communities were disintegrating,” says Rushdy Siers, the CEO of ISWA. “As they continued to counsel people throughout the years they saw the need to do more to help the communities and started a few projects.” In 1987, ISWA rallied to support the international call for the rights of children, becoming one of many organisations which rallied to support the Rainbow Children’s Day campaign. In 1994, ISWA alone carried on the tradition of the Rainbow Children’s Day. The campaign came to an end in 2004, when the weekend was disrupted by a severe storm which hit Cape Town.

A week later an appeal was made to the Great Moscow Circus and a special show was staged for more than 1 000 children and their caregivers. In 2004, the Minton School of Development was launched to help children. At the school they offer twoyear courses in project management for counselling, paralegal counselling financial management and a social auxiliary course. Participants must have completed matric. LOCAL school has teamed up with a skills development programme in a bid to empower the community with skills to gain employment. Highlands Primary School has formed a partnership with BALCO – an Adult Basic Education and Training (ABET) NGO started in 1998, registered and accredited with the Western Cape Education Department (WCED), the Umalusi organisation and the Department of Social Services. The partnership offers adult basic education and training classes, as well as computer literacy classes and skills development. BALCO also offers certified computer courses. The organisation has many centres throughout Cape Town offering similar courses. “An ABET class (NQF level 4) commenced last week at the school. An enthusiastic response was received from the surrounding community. A total of 42 people from aged 17 to 50 enrolled on the first evening,” says centre manager, Paulina Redelinghuys. “We saw a need for people to be educated in order for them to find employment, as the employment rate is high due to the lack of skills and education in South Africa.” Classes take place on Monday and Thursday from 17:00 until 19:00. Redelinghuys added that she was over-

whelmed by the response and would endeavour to motivate the learners to strive for success and achieve the desired results and education certificate they need to take their rightful place in society. “Highlands Primary principal Gavin Burgess, said that in future, BALCO would offer accredited computer courses to the learners of the school. “As a goodwill gesture the school has installed the Mediaworks programme in its computer lab. “This is a multi-learning area programme which will assist learners in all learning areas, via technology. The school is indebted to the enthusiasm and vigour shown by Paulina in launching this concept,” says Burgess. The centre encourages parolees and disabled people to enrol, and many have racked up good results. “We are calling on all who need adult education training to register for the courses to empower themselves and develop their skills. “The courses are not just for school dropouts, but for mature people as well, and for those who could never do matric,” Redelinghuys says. Drunk driver and passenger ‘assault’ traffic officers A DRUNK driver and his female passenger who allegedly assaulted two law enforcement officers on Saturday, have each been granted R1 000 bail and are set to appear again in the Laingsburg Magistrate’s Court on 11 April. The incident took place on Saturday at 19:45. The driver, from Mitchell’s Plain, faces a charge of drunken driving, common assault, resisting arrest and threat of violence. He and the woman, who faces charges of assault and defeating the ends of justice, appeared in court yesterday. Warrant Officer Lindikhaya Mkhontwana, spokesperson for Laingsburg Police Station, says a Provincial Traffic law enforcement officer was assaulted by a 52year-old man suspected to have been driving under the influence of liquor.

Mkhontwana said: “It is alleged the female passenger in the vehicle pushed the officer to prevent the arrest of the suspect. “ The driver pulled a baseball bat from the Mercedes-Benz Vito and assaulted the officer at the garage in Laingsburg.” He added that another traffic officer arrived on the scene to assist her colleague and she too was assaulted by the passenger. “The driver threatened the arresting officer that he would shoot and kill them,” said Mkhontwana. The traffic officer called for police backup and when they arrived, the driver fled the scene. A high-speed chase ensued in the direction of Ladysmith. The Benz was found abandoned with a flat tyre near Vleiland Road and when police searched the bushes close by, they arrested the suspects.

People’s Post launches new column by veteran journalist

Give value for money TONY ROBINSON

E

XACTLY why the City Council decided to table its draft budget on the day the national budget was presented in Parliament is difficult to understand. Cynics would say it was a case of dumping bad news on the public while their attention was on Pravin Gordhan and the upheaval in North Africa and the Middle East. Bad news? Well, every single increase announced is above the present inflation rate – and that makes it bad news for most of us. On the other hand, it could have been worse, as the increases are certainly lower than they were last year. But one would expect this to be the case a few months before the municipal elections. My own view is that the City bosses think they have done a good job and they certainly don’t see it as bad news. They just want to get it out of the way before the electioneering begins in earnest. So let’s look at the facts. Rates are to go up by 5.9%. Electricity will go up by nearly 20%; water and sanitation charges will go up by 8% (and 10% for each of the two years following the election) and refuse collection fees will go up by 5.5%. And the cost of running the City (the operating costs) will rise by

more than 12%. All this while the current inflation rate is under 4%! Last year we had a 14% increase in operating expenditure; an average increase of 24.6% in electricity tariffs; an 18% increase for refuse collection; a 10% increase for water and sanitation and a theoretical 9.3% increase on the average rates bill. So the budget may be less painful than last year’s one, but that is little cause for comfort to people who do not get the kind of pay increases the City Council has handed out in the last few years. Mr Gordhan told us in the national budget that the cost of public service salaries has doubled in the last five years. Whether or not municipal salaries were included is uncertain, but municipal workers and councillors have done pretty well. Perhaps well enough to lose touch with the economic realities that beset the rest of us. While the private sector has had to endure wage freezes, retrenchments, reduced working hours for reduced wages and other desperate measures to survive the recession, the public service has prospered. The bitter irony is that the private sector pays the taxes to keep the public services going in the style to which they have become accustomed. How much longer can we afford to finance these growing bureaucracies that are not exactly noted

Security at clinic under the spotlight Remedial work to start soon at local health facility MELISSA PAPIER

DAMAGE caused by vandals and thieves at the Mitchell’s Plain Community Health Centre (CHC) will soon be repaired. Since its opening in September last year the refurbished facility has been damaged by thieves who stripped the building of taps, electric cables, toilet seats, copper pipes and air conditioning equipment. The theft and damage to water pipes have left many of the toilets out of order, creating chaos and inconvenience to the patients. The Health Department confirmed that it was in the process of getting out tenders and repairs will soon be done to repair the facility. Risk-analysis assessments conducted after extensive vandalism at the centre show that security at the health facility is inadequate. One concern raised is that the security company is unclear on what their mandate is at the facility and how work should be done.

Parts of the centre were extended and revamped about six months ago, which cost the State over R39 million. In a media inquiry sent three weeks ago to the Health Department, People’s Post asked about the recent spate of vandalism at the centre. The department responded that it was not “aware of any incident of vandalism that took place that specific week”. Faiza Steyn, director of communications for the Health Department, said the different parts of the toilets that were stolen had to be ordered by the workshop section but they had already started replacing the items. “Security Risk Management did the assessment of the facility and made recommendations. The number of security guards were increased accordingly. “The other recommendations were also implemented but the supply chain management section is tasked with procuring items like security gates that were recommended. “The plan to curb vandalism is to implement the recommendations and have monthly meetings with the security su-

pervisors so as to monitor the performance and replace them if there is a need,” Steyn said. In a follow-up media enquiry sent to the department last week, People’s Post asked what the delay was in fixing the damages. A response has not been forthcoming. In late February the results of the assessments done by the department were released by the Department of Community Safety. MEC Albert Fritz expressed concern about security at the facility. The inquiry sent to the Department of Community Safety was referred to the Health Department and Steyn responded: “The provision of security guards inside and outside of the facility has been assessed and the number adapted to ensure more efficient and effective security support at the facility.” In addition, she said, other security measures such as extra security gates at strategic places would be installed within the next few weeks to monitor and control access flow of patients, their companions and staff. “These measures have been considered for both interim and long term.”

HAPPY MOMENT: The Eoan Group and the School of Performing Arts were invited to perform two of their dances at the FNB Dance Umbrella at the Wits Theatre in Gauteng on Saturday 26 and Sunday 27 Febru­ ary. It is the premier dance festival in South Africa. Called “The Mirror Crack’d” and “Words without Voices”, the dance pieces were choreo­ graphed by the sister/brother duo of Abeedah and Ebrahim Medell. They relate to the different challenges of life, and were performed by nine young people ranging between the ages of 14 and 26, from areas such as Kewtown, Silvertown, Bonteheuwel, Samora Machel and Mitchell’s Plain. These previously disadvantaged young people took the FNB Dance Umbrella to new heights with their stirling performanc­ es. The tour was arranged and paid for by the Eoan Group, and allowed these young people to tour for four days without placing a financial burden on their parents. Some of these young dancers had their first experience of travelling and performing on professional stages.

Equipped for school ABOUT 50 orphans and vulnerable children aged between six and 17 were elated to receive new uniforms and stationery packs on Friday 18 February at the Mitchell’s Heights Primary School. The event was organised by Islamic Relief South Africa (IR-SA) to mark the start of their “Ready for School” campaign. The annual campaign calls on the community to donate good quality second-hand school clothing to vulnerable children. Nasiema Isaacs, Orphans Project coordinator for the organisation, said the orphan and vulnerable children who received the new school uniform and stationery packs came from the broader Mitchell’s Plain area. “Each pack consisted of a personalised uniform, school shoes, stationery and books. The 50 children from our Tafelsig Orphans project form part of a national database of more than 2 000 children cared for by IR-SA,” she said. Beside the educational requirements, the humanitarian organisation also sees to the financial, health and social needs of these vulnerable children, through their dedicated Orphan One-to-One programme. This programme allows donors to not only assist orphaned and vulnerable children, but also widowed households. At the handing-over ceremony, the children were entertained by a gymnastics routine and were later presented with their gifts by Faried Isaacs, an IR-SA volunteer and the after care karate instructor. “We run an after-care facility from the Mitchell’s Heights Primary School where we offer various extra-curricular activities such as karate, arts and craft and gymnastic classes. “Our child care workers also spend a good amount of time teaching these children reading and writing skills and also help with their schoolwork,” she added. Women opposing abuse THE Mitchell’s Plain Network invites all organisations as well as the general public to the Mitchell’s Plain Network Opposing Abuse’s first health day in celebration of International Women’s Day. It will be held on Wednesday 9 March between 9:00 and 15:30 at the Beacon Vale Community Care Centre in Beacon Valley, Mitchell’s Plain. The initiative aims to create awareness and exposure for the organisation. Bumpy ride WESTERN CAPE MEC for Transport and Public Works, Robin Carlisle, boarded a train from Khayelitsha to Cape Town last week to experience for himself the troubles that frustrate regular commuters. Fortunately for Metrorail, which is thought to have been unaware of the MEC’s trip, everything ran smoothly, aside from the fairly empty peak-hour train arriving at its destination seven minutes late. In reports, Carlisle dubbed the journey “excellent” when compared to conditions on the same line a year ago. But while Carlisle’s efforts should be commended, his single novelty rail trip cannot compare to the everyday horrors that mostly poor commuters are forced to endure. For them there are no alternatives, and the recent 41c per litre increase in fuel costs may see their numbers swell in future. The flood of complaints from frustrated rail commuters seems never-ending. Last year, when Metrorail increased ticket prices and cited Eskom’s increase in electricity tariffs, imported materials used on the railway, labour, and the absence of automated ticket sales as reasons for the price hike, they also promised to raise service standards with the introduction of better facilities at stations just in time for the World Cup. But all too often commuters still find themselves stuck in overcrowded trains during peak-hour, targeted by criminals, and at times are even forced to disembark and walk to nearby stations alongside railway tracks because trains suddenly grind to a halt without any explanation. To the average commuter it would appear that Metrorail shows no respect to its customer. Carslisle has promised to meet with Metrorail to gain answers on faulty doors, security problems and generally poor conditions, demanding of Metrorail consistent service delivery. National Transport Minister Sibusiso Ndbele has promised 8 000 new coaches for the rail transport network, 1 000 of which should be sent to the Western Cape by 2015. One can only hope there is light at the end of the tunnel. Until then, commuters face a long road ahead.

What I find strange is how the councillor can commit himself to the upgrade of the Town Centre with clear time frames but he can’t even followup on more serious issues, such as people getting mugged and stabbed on the foot bridge while there are securities on duty. Like all the other parties going around making empty promises he is no different, but on the 18 May our people will be voting for these councillors, who just come along once a year with a boerewors roll and a T-shirt and our people fall for that. The DA claims they are better then the other parties, but, in my opinion, they are far worse then the ANC; all talk but no work. They involve themselves with things that are less important, while there are more life-threatening issues to look at. They all look good in the newspapers about how transparent they are and how they have an open door policy but it’s all a big joke. CONCERNED RESIDENT Portlands

Town Centre still has issues AS a concerned resident of Portlands (Golden Gate) living just behind the station, I would like to comment on the upgrade of the Town Centre. Since the traders have moved into the new development area it is now not only safer to walk in the Town Centre, but it is also a pleasure doing your shopping or just walking around looking at all the specials. I, however, have a big problem with the security company patrolling our Town Centre to ensure our safety. They are forever sitting in the little “hokkie” or busy playing cards (at night) or busy on their cellphones (playing games or on Mxit or Facebook). I have spoken to Mrs Hendricks on two occasions, already reporting a number of incidents to her. When I got no joy from her I then phoned a Mr Vollenhoven (one of the directors) of the security company as well as our ward councillor – Dennis Williams. None of them to date have come back to me with any feedback or explanations. This is extremely unacceptable, especially after our councillor wants to claim that he is so on top of things. We the residents of Golden Gate had two meetings in March and May last year

Lazy leaders, lazy voters IN RESPONSE to the article “Strandfontein land sale unlawful”, People’s Post 22 February. The Strandfontein ward councillor comments that “people should join an organisation which can bring about change”. The community are not informed that they need to belong to an organisation before they cast their vote for any political party or leader. Their vote is accepted without being part of an organisation. Votes are cast in the hope and belief that the party or the person they vote for will bring about change. That is the sole purpose of a candidate. To act in the interest of the community, whether a community member is present or not. Do people not have full-time jobs? When do they need to attend these ward council meetings? It is the council-

lor, president, mayor’s full-time job, besides attending meetings and charity events, to bring about change. Few organisations do exist in Strandfontein, as mentioned by the councillor, and ward allocations are too little to cover the entire ward’s projects. Strandfontein community has paid rates and taxes for many years, yet there is never enough funding for community projects. Traffic departments generate huge funds. International funding streams into the country from Global Health, the Red Cross and Rotary clubs. The residents are “very lazy” to attend meetings concerning their community. Residents should become “lazy” to cast their vote, especially if their leaders are “lazy”. Let’s trust the multipurpose centre will be built, the size of the convention centre. Arendse gets tough

Meeting adjourned SAFA Cape Town was forced to adjourn a general council meeting in Old Crossroads on Sunday after two ineligible LFA Crossroads members refused to leave the meeting. The situation became heated when Safa CT president Norman Arendse told Mike Siheke and Mlungisi Bleki from Crossroads to leave as they “were not accredited to attend the meeting”. Siheke and Bleki both served as

president of the embattled LFA Crossroads before a task team headed by Safa CT vice-president Eric Gum was appointed to take over the administration. Arendse said yesterday it would have been “disrespectful to the accredited task team” if he tolerated the presence of Siheke and Bleki at the meeting. Arendse said only accredited delegates will be allowed to attend the adjourned meeting on Sunday 13 March at Athlone Stadium, starting at 10:00.
