Strandfontein land sale ‘unlawful’ Residents Association seeks legal advice to fight against the ‘illegal’ disposal of land MELISSA PAPIER

T

HE mystery of who gave the instruction to sell a controversial piece of vacant land in Strandfontein for a housing development has been cleared up. People’s Post’s report on the matter (“Locals fight to block housing plan”, 31 August 2010) said Strandfontein residents were pulling out all the stops to deny a developer the opportunity to build houses on a vacant piece of land they claim was earmarked for community facilities. At the time residents were in the dark about who made the decision to sell the vacant land. People’s Post also asked the Department of Transport and Public Works, but it failed to comment by the time the previous article went to press. Last Thursday, the Strandfontein Ratepayers’ Association (SRA) held a meeting in the Strandfontein Community Hall, where feedback was given to residents. They were told by the SRA and Strandfontein Community Task Team secretary Ephraim Stanfield that the verbal instruction to dispose of the land was given by Marius Fransman, who was the MEC for Public Works and Transport at the time of the sale. Stanfield said: “The person who received this instruction was Henry Isaacs, who was the head of the property management department. “According to the Western Cape Land Administration Act of 1998, only the Premier, with members of the provincial cabinet, has the authority to dispose of land. There are no minutes that exist of that meeting. The organisation has consulted with an advocate and all details were given to him. “Our advocate informed the organisation

that the sale was unlawful and according to the department, a similar group had lodged a similar complaint.” Marius Fransman, the head of the ANC, Western Cape, told People’s Post that at the time the Transport and Public Works department dealt with the matters and that his intention was “for the community to benefit directly from the land”. “If anyone suggests that things were done underhandedly, it’s a lie. The land was intended for the community and it was the intention to make sure that a community trust directly benefited and legal advice suggested that the proper processes be followed,” he said. Fransman added that he would avail himself to the residents of Strandfontein to deal with the matter and cautioned residents not be sidetracked by political mischief. N-Hance Property Development has applied for the land to be rezoned from community facilities to residential use to enable a residential development. The application is under review by the City of Cape Town. The site on which the development is proposed – about 2,5 hectares – is bounded by Welgelegen Avenue, Walvis Road, Barracuda Way and Dennegeur Avenue. A library and community health centre are next to the vacant land. The proposed development will include upmarket single and double-storey houses of varying sizes. Open space for recreational activities will be included. It is proposed that the development be enclosed. The Department of Public Works said the land was sold through tender, after it advertised the tender opportunity in the Provincial Gazette and other newspapers in August 2008. Residents claim it was only when the consultants began an environmental impact assessment in the area that they became aware of the proposed development. They also say the site has been earmarked for a multipurpose centre. A task team was established by the residents of Strandfontein

“We must fight for the community’s needs to be fulfilled first and ensure that what was meant for the community happens,” he said. Other residents shared Jacobs’ sentiments and were very upset about the lack of facilities in the area. They claimed that councillors only make empty promises. Jackson responded to concerns by saying that residents were “very lazy” to attend meetings concerning their community. “People are quick to complain, but they don’t want to be part of any organisation which can bring about change in the area. We need to work together to bring about change. Ward Forum meetings are the platform where this can happen.” She explained to residents that ward allocations were too little to cover the entire ward’s projects. People’s Post contacted the owner of NHance Property Development, Dr Mogamat Shafic Jacobs, for comment but he was unavailable for comment at the time of going to print.

Lane closure policy adopted AN operational policy for Lane Closure Applications was supported by councillors at the subcouncil meeting held last Thursday at the Portlands Community Centre. The matter came before the subcouncil in January and councillors asked that it be workshopped. The subcouncil requested that the Spatial Planning and Urban Design department compile an operational policy to deal with applications for lane closures in the area. The issue of lane closures has been a hot topic on the subcouncil agenda. According to residents, the lanes have become hotspots for criminal activities and dumping in the areas. A workshop on the policy was held recently and the directorates of Roads, Transport and Storm Water; Planning and Property Management gave an overview of their roles and functions regarding this aspect. The councillors were informed that the

operational policy is an administrative process. There is no framework in place to attend to applications regarding the closure. The policy aims to address this. The policy framework was then tabled. In the ensuing debate in the workshop, the identification of the crime lanes became a priority. With this in mind, the workshop agreed that a crime-mapping exercise should be undertaken. The police will be approached to assist with the identification of the lanes. A pedestrian count will be undertaken in affected lanes, after which the non-motorised transport section will be championed. Subcouncil chairperson, Natalie Bent, said she was glad some progress was being made as the community is crying out for help. “We support this policy and hope that it can assist in making Mitchell’s Plain a safer place,” she said.

Railway fencing problem discussed MELISSA PAPIER

THE fencing of railway lines in Mitchell’s Plain has long been an outstanding matter on the Subcouncil 12 agenda. At last Thursday’s meeting, however, councillors were informed about the way forward in addressing the problem. The matter has been in the public eye since 2006. The railway line in Mitchell’s Plain is not fenced and residents cross the railway line at great risk. Portlands in particular is of great concern for the subcouncil as the rail is traversed in order to gain access to goods and services at the Liberty Promenade Mall shopping complex. Kennith Snippers, acting subcouncil manager, informed councillors about the outcomes of a meeting with the various stakeholders. Snippers said that in 2010 the Roads and Stormwaters department used concrete palisade fences to barricade openings on the Portlands side of the rail in an attempt to stop the movement of people across the rail. “All fencing was broken by the people soon afterwards.” Two meetings have been held on the matter thus far; in November last year and in late January this year. These included councillors, the subcouncil 12 manager,

At the first meeting three options were discussed: a subway, an overhead pedestrian bridge and a signalised level crossing. All three options require the consent of the Passenger Rail Agency of South Africa (Prasa). The possibility of a subway was disregarded as it was unsafe for the public. “The SPUD was then tasked with exploring the spatial and cost implications to solve the problem,” he said. After the feedback, councillors had an opportunity to ask questions and make comments. Councillor Jameelah Daniles said nothing has been done about the matter since 2006. “We are nowhere near a solution to this problem.

How long must the people of Mitchell’s Plain wait for a solution? We seriously need to pursue the viable options given to us. Suggestions have already been made about this issue. What has happened to the previous correspondence on this matter? The transport department need to pull these records, because we can’t afford to lose more time on the matter,” Daniels said. Councillor Grant Pascoe added that while this problem was an ongoing battle for the City of Cape Town progress had been made behind the scenes. “Prasa has adopted a national rail safety campaign to educated the people, and this was one of the requests by the City from Metrorail. The challenge is that people are moving closer to Prasa land and its not fenced off,” Pascoe said.

Police operations successful A WEEKEND crime blitz netted 139 suspects for various crimes in Mitchell’s Plain. Several crime prevention operations took place from 07:00 on Friday until 07:00 on Sunday, leading to the arrests and a number of successful confiscations. On Friday at 16:30 police received a complaint of common robbery at a house in Bloemendal Street, Westridge. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, says upon arrival at the house the complainant informed the officers that she was approached by one of her father’s clients (the suspect) who then hit her in her face and took R300 from her hand. Voegt said: “The money was later recovered and a 28-year-old woman was arrested and appeared in the Mitchell’s Plain Magistrate’s Court yesterday on a charge relating to common robbery.” On Saturday 19 February at 10:45 police received a tip-off about drug dealing in Fir Street, Tafelsig. “On arrival at the house the suspect informed police that the house was the wrong address, but upon further investigation police subsequently confiscated 13 packets of tik. A 36-year-old man was arrested and he appeared in the Mitchell’s Plain Magistrate Court yesterday on a charge relating to possession of drugs,” he said. At the time of going to print, People’s Post could not establish the outcome of the court appearances. Voegt thanked the community for their continuous support during the crime prevention operations and urges the public to contact their local sector commanders with information on illegal activities.

Have your say about improving journalism THE Press Council of South Africa starts a series of public hearings this month in its review of its system. The review is intended to help improve the quality of journalism in the country. All people and organisations that would like to give oral evidence on ways in which the SA Press Code, the Press Ombudsman’s Complaints Procedures and the Constitution of the Press Council could be strengthened, are invited to the hearings. These will be conducted in Cape Town, Johannesburg, Port Elizabeth, Durban and Bloemfontein. Cape Town hearings will take place on Thursday 24 and Friday 25 February on the 26th floor of the Naspers Building, 40 Heerengracht Street. At least three members of the task team reviewing the system, will be

Hit-and-run THE Mitchell’s Plain police need the help of the public in solving a culpable homicide which occurred on Sunday 6 February in Baden Powell Drive, Tafelsig. The accident took place at 18:46, and involved a cyclist and a motor vehicle. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, said the driver of the vehicle drove away from the scene of the accident. “The police are looking for the driver of a white bakkie with the registration number DRW 013 WP. The type of bakkie is unknown. The victim was Asanda Dladlu, a 27-year-old man,” he said. At the time of the accident, Dladlu was wearing blue trousers underneath grey shorts, a grey Tshirt, brown belt and brown shoes. His family is requested to contact the investigating officer or the Salt River Mortuary. Watch takes action against thugs MELISSA PAPIER

A GROUP of dedicated neighbourhood watch members in Mitchell’s Village has taken the initiative and become proactive in their quest to end the spate of robberies in the area. Tafelsig West Neighbourhood Watch members were approached by residents to do something about an increase in robberies in Mongoose Street and the area towards Kapteinsklip Station. Elton Ismail, deputy chairperson of the Mitchell’s Village Civic Assocation, says residents approached the organisation to intervene as ‘Mongoose Street” was becoming a hotspot for gangsters and crime. “The area in question saw five to six robberies occurring in the morning and at night. This was a hotspot for gangsters to target people using the shortcut to get to the station.

The concerns of the community sparked the organisation to do something about the situation,” said Ismail. He added that since then the organisation has been looking at getting sponsorships from businesses to assist them in their crime-fighting operations. He says that two weeks ago, the watch received a caravan from ADT which it uses as a base for their operations. The caravan is in Mongoose Street at the start of the pathway where the robberies occurred. “Since we placed the caravan at the problematic spot, robberies have decreased by 95% and thugs have taken their criminal activities elsewhere. Now residents utilising this pathway can walk through the area without fear,” he said. The watch was started three years ago and currently has 28 registered members. Ismail said members are very dedicated and have a passion for the work they do in the com-

More arrests in Athlone murder

Road safety call after death of boy (11) MELISSA PAPIER

AN ALLEGED hit-and-run accident in which an 11-year-old boy and his uncle were killed has provoked outrage from residents. They are calling on officials to do something about the “dangerous intersection” where the accident occurred to prevent more fatalities. This comes after Mickyle Goff and his uncle Naim Engelman, who were walking to the Town Centre Library, were knocked over by a speeding car. The incident took place at 14:05 last Monday, at the intersection of Spine Road and Paulsberg Street, Tafelsig. The pair were on their way to the library to complete one of Mickyle’s school assignments. They were killed while crossing the road, when the driver of the car allegedly sped through a red robot. The car sent the boy and his uncle flying in opposite directions, with Mickyle landing metres away from the intersection while his uncle was dragged by the car until it came to a stop. Its understood that when the incident occurred the driver drove in another direction to the police station “to report the matter”. Residents held a protest last Thursday evening to highlight the dangers at the intersection. They gathered at the crossing with placards and pamphlets to voice their concerns and to pay their respects to the lives that were lost. CPF cluster chairperson, Michael Jacobs, voiced his concern about the lack of visible traffic policing in Mitchell’s Plain. He said: “There are many dangerous roads in Mitchell’s Plain, yet there is no real traffic policing. “The MEC of Community Safety’s office need to get their priorities straight as there daily fatalities of children on our

Counselling has been arranged by the district school psychologists for those who needed it. The sessions will continue as required. Adriaanse said: “Mickyle was a regular, playful 11-year-old boy who had his whole life ahead of him. He was a good student,” she said. Mitchell’s Plain police spokesperson, Constable Jerome Voegt, says a culpable homicide case was opened by the police and the circumstances surrounding the accident are being investigated “The Mitchell’s Plain police are currently investigating the incident and we are awaiting the post mortem results. The driver of the vehicle is also known to police and when the investigation is complete the docket will be brought before court for a decision in terms of prosecution,” Voegt said. Three men were arrested shortly after the murder and appeared in the Athlone Magistrate’s Court on a charge of murder and attempted murder last week. They were remanded to Pollsmoor Prison after their first appearance and the case was postponed until today. Three more suspects, aged between 16 and 20, were arrested on Wednesday at 01:30 in their Rylands and Kewtown homes by the neighbourhood watch members.

New board strikes a chord TAURIQ HASSEN

A NEW board established last year to promote early Afrikaans and Nederlands music, is breathing new life into Cape Malay singing. The Cape Male Choir Board, which is integrated with the Keep The Dream Malay Choir Forum, will be hosting a competition with nine troupes taking part in two sections. The forum was established last year, to address the dwindling number of troupes and the remaining cash-strapped ones. Ebrahim Hull, president for the board, explained that the main aim of the board was “to preserve, protect, develop and promote the singing of early Afrikaans (Kaaps) and Nederlands songs”. “The Malay choirs’ potential is big in the Western Cape and in Cape Town and its Muslim community and with the proper exposure, it can even become national,” says Hull. Hull said many troupes struggled to financially support their “cultural sport”. The Keep The Dream Malay Choir Forum was established by a group of dedicated choir members from various groups to assist “struggling Malay choir groups”. “In some cases clubs lose out and all of this affects our cultural singing programme, because most clubs only stabilise and get their final choral groups together to practise and put every effort into the competitions after the New Year,” says Hull. Fareed Anthony, a former member of the Shoprite Jonge Studente, was delight-

ed to see new competitions and boards being established. “In the Muslim community, this is our World Cup and our beloved sport, so to see it growing with new teams entering every time, is extremely exciting,” says Anthony. “Maybe one day we will compete at the Cape Town Stadium, who knows,” he joked. The songs sung fall into four categories – traditional wedding songs, Dutch folksongs of various kinds, moppies (comic songs) and ghoemaliedjies (picnic songs). The instruments generally used are guitars, mandolin, banjo, cello with occasional violins and double bass and the ghoema (small Malay drum) for the picnic songs. The folk song is an important feature of the Cape Malay community, and can be heard on many social occasions, especially at weddings, where traditional love songs are sung. Making their much-anticipated debut on the big stage, The Heritage Cup competitions will take place at the Athlone Civic Centre on Friday 25 and Saturday 26 February, respectively. Section One, consisting of Proteas Singkoor, Hamediehs Sports Club, Ken-Fac Community Club and Silver Sounds Singkoor. Section Two has Hollywood Singkoor, Jordan Sports Club, Fabulous Playboys, Rising Stars and Young Broadways. The show costs R35 for adults, children between four and 14 pay R20 and pensioners can purchase their tickets at the door for R25. Shebeens feel the heat been doing very well in clamping down on illegal shebeens in the area. “In 2006 the police had over 200 shebeens on their database and the focus was to close them down. Since 2007 almost everyone has been closed down, with only about 30 currently still active,” Voegt said. During the operations 18 search warrants were served on various houses, which were all unsuccessful, with many complying with the Act or having small quantities on the premises. Voegt added that in terms of the Liquor Act, police are obligated to do regular operations and raids are conducted at various places to ensure that outlets comply. Traps are also set at suspected illegal dealers, when complaints have been received. “We found that a number of outlets don’t keep high volumes of stock any more, and the ones where complaints are received from the community are

CONSTANT raids and inspections by the Mitchell’s Plain Police have left illegal shebeens high and dry and the legal ones too scared to step out of line. On Friday the Firearms and Liquor Control Unit was out in full force visiting liquor outlets in the area, checking to see if the legal ones were complying with the Liquor Act and raiding and closing down the illegal outlets. At a recent crime meeting, it was noted that liquor was the biggest contributor to crime in the area and it closing down all illegal outlets was made a priority. The unit at the station was established in 2006, with eight designated police officers. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, says the unit has

treated as priorities. “With the constant visits to these outlets and by us hitting the pockets of these dealers, it ensures that outlets get closed down,” he said. He added that the first offence will be a fine of R1 500, the second time a fine of R2 500 will be issued and the third time the person will appear in court. There are 62 licensed liquor outlets in Mitchell’s Plain, which includes the bigger stores. The unit ensures that they comply with the times set out in the Act. While visiting some outlets, many of them had a case or two in their possession, claiming it was for a party set to take place over the weekend; however police said that they would be checking up on them throughout the weekend. WEEKLY operations by the Mitchell’s Plain Police station bore fruit when three firearms were confiscated during routine patrols in the area. At 19:30 on Monday 14 February police in Buttress Street, Tafelsig spotted a suspicious-looking man and stopped and searched him. Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, says police officers confiscated a Star 9mm pistol with seven live rounds. “A 32-year-old man was arrested and appeared in the Mitchell’s

Plain Magistrate’s Court on Wednesday 16 February on a charge relating to possession of an unlicensed firearm and possession of ammunition,” says Voegt. At the same time, while police were doing patrols in Third Avenue, Eastridge, they stopped and searched a 45-year-old man. He was arrested for being in possession of an Astra 9mm pistol with 15 live rounds and appeared in court on Wednesday. On Tuesday 15 February at 10:30, police raided a house in Bluegum Grove Street, Westridge and confiscated 18 units of heroin and 24 packets of tik. “A man was arrested and

charged with possession of drugs. He appeared in court on Wednesday,” he added. At 12:00 on Thursday 17 February, police received a tip-off about an unlicensed firearm being hidden at a house in Peugot Street, Beacon Valley. “Upon arrival at the scene police searched the premises and confiscated a Musgrave rifle and four live R1 rounds. “A 23-year-old man was arrested and appeared in court on Friday on a charge relating to possession of a firearm without a licence, and possession of ammunition. Voegt thanked the community for

their continuing support during the crime prevention operations and urged the public to contact their local sector commanders with information on illegal activities. Reva Fortuin, spokesperson for the CPF, commended the police for recovering the illegal firearms. “We urge the community to contact the police about illegal firearms in the area, so that it can be taken off the street before it can be used for criminal activities,” said Fortuin. Community fed­up with tyre dumping TAURIQ HASSEN

ROAD users driving through Strandfontein are disgusted at the number of tyres being dumped on the side of the road.

FAMILY AFFAIR: The family of William and Margaret Collins held their sixth annual family reunion camp from 4 to 6 February at the Rotary Camp, Strandfontein. More than 180 family members attended the event. In the picture are all the children, grandchildren, spouses and their families.

The dumping starts from Beak Road in Pelican Heights, and continues towards Fifth Avenue in Grassy Park, where damaged tyres are peppered across vacant land. Hameed Khan, a Pelican Park resident, drives through Strandfontein daily and says the tyres would usually be stacked up and abandoned by dumpers. Ward Councillor Basil Lee was not aware of who the culprits may be, but called on the community to help monitor the situation. “We can have the City of Cape Town Law enforcement do regular patrols around that area, but the community would know best about what’s happening in that area, so we would call upon them to just look out for this illegal activity and report it,” says Lee. Some tyres are thrown in the hills, but can clearly be seen from the road, he says. “This must take place during the night, because on my way home, there will be fewer tyres,” says Khan. Khan reported the problem to the City on several occasions and “thankfully” the problem had been sorted out. “Council do come out and remove the tyres, but the situation does not stay the same for long, because people continue to dump, as council is just creating an empty space for another set of tyres to be dumped,” Khan added. People’s Post visited the area last week where several tyres were stacked up alongside the road, as if they were being resold. The tyres are clearly visible to drivers entering Beak Road in Pelican Heights, spread across an open piece of unkept land, also littered with building rubble, domestic waste and general refuse dumped there. Siva Moodley, a Pelican Heights resident, explained that the problems around dumping “need to be placed in the public eye”. “We need to create awareness around this burning issue in the area and educate people on what impact dumping has on

our area,” says Moodley. Surgrie Naidoo, another resident of Pelican Heights, confirmed that the tyres found on Strandfontein Road were removed by council, but says the “problem will return”. “It is a continuous problem in our community and it’s something we are becoming frustrated about,” says Naidoo. In the past, she says, dumping took place on a larger scale, with heaps of dumping materials and domestic waste found in vacant areas alongside the road. She says she cannot understand why this continues when the Muizenberg dumping facility is nearby. “It happens every single time and it is certainly getting out of hand now. People need to be made aware of this problem, so that they can report it when it’s witnessed,” Naidoo explained. Minutes after People’s Post had left the area, council removed the tyres, but people fear they will return. “It can look clean now yes, but tomorrow it can be worse and the next day will be even worse than before, so there is no real end to this problem, because there is nobody watching these dumpers mess up our area,” says Khan. Lee encouraged the community to regularly report these matters to council and requested that the community attempt to catch illegal dumpers in the act. “It’s very difficult to put law enforcement in place, because you don’t know when exactly they are dumping,” says Lee. He added that in the past, neighbourhood watches were asked to monitor the dumping problem, which proved to be successful, as quite a few dumpers were fined and forced to clean up the mess they caused. However, as a way forward, Lee suggested that the area be labelled a “hotspot for dumping” which could be monitored by Law Enforcement regularly during the evenings. “People should not be afraid to lodge complaints with council and they can remain anonymous if that is their wish,” Lee concluded. Deadly tracks A COMMUNITY is in mourning after the death last Thursday of two toddlers knocked down by a train close to their home. Still just babies, the lifeless little bodies of brothers Salie (2) and Faiek (3) were found by their young mother Faieka Smith along the railway tracks between Nyanga and Heideveld stations. The devastated parent says she was cooking supper in the family’s Manenberg kitchen while her two boys were happily playing within earshot – until they found a way out of the property and wandered off towards the railway tracks. In their carefree, adventure-filled world, the innocent pair could not distinguish between danger and safety. The children were Faieka’s whole life. Now all that awaits her in her modest home, once filled with her children’s laughter, are silence and sadness. If the young mother could have turned back the clock, what would she have done differently? Would she have insisted that her precious sons play inside, ensured that the gate between her house and the street was fully secure, not chosen a house that close to the railway tracks? No parent would deliberately endanger their children’s lives, yet the foremost question asked when news of the toddlers’ death broke, was: “Where was the mother?” This raises the issue of responsibility, which in this instance should be ashamedly shared by the toddlers’ guardians, an apathetic community, vandals from the same community who make holes in fences for easy access to their homes and destructive thieves who steal life-saving fencing. Should the onus not rest on Metrorail’s shoulders as well? Despite vandalism and theft costing the rail operator millions of rands each year, they cannot neglect to repair and maintain fencing that is crucial in safeguarding the lives of the people living in the areas their trains plough through. No amount of remorse or hindsight can bring back the two little boys, but a lot can be done to prevent further loss of life on dangerous railway tracks.

THE government is proposing amendments to the Employment Equity Act to legislate that affirmative action should focus on national and not provincial demographics. The proposal is being criti-

What was a most enjoyable hiking trip on the way up turned sour when the teenage boys in the group, all from Khayelitsha, separated in order to descend at a faster pace than the rest. Walking down the winding path far ahead of the others, they were met with suspicion and fear – some of the hikers they encountered moved to the very outer edge of

the path, others froze their conversations mid-sentence when they had to pass the boys. What should have been a pleasurable experience of Cape Town as a city for all was suddenly marred by those obvious gestures of mistrust. We all know that mountain muggers come from impoverished communities, but not every aspiring hiker not wearing up-market hiking shoes is a criminal-in-training. Good work by the community IN response to the article, “State confiscates drug house”, last week in the People’s Post, this is a landmark case for Mitchell’s Plain, ground-breaking for the Western Cape and the prevalence of high drug use. Excellent work by our police and justice system and this made possible by the community. Sentences for drug dealers need to be harsher. Many lives have been destroyed – it costs the country millions. Schools, libraries, hospitals being vandalised, essential services, electricity being disrupted due to theft. Copper and other metals, computers stolen to support the addicts’ habit. The State has seized R1 million in cash from the drug dealer. Cape Town has only 26 registered drug rehabilitation centres as reported in last year’s community paper. MEC

for Social Services Patricia de Lille then stated that there is a need for more such facilities. Let’s trust that the State will put their money where their mouth is. This R1 million that was seized will be used to fund the shortage of drug rehabilitation centres in the Western Cape. Let this former drug house be turned into a drug rehabilitation centre and a skills centre for drug users, and they can regain there rightful place in society. The victims need to be put first. We can only be truly elevated in uplifting others. This house can only be called a safe house if it houses the victims of drug abuse and not merely a base where operations are conducted from. RONDEBOSCH will be the meeting place for the second Confederation of African Athletics (CAA) cross country championships on Sunday 6 March The cross country will follow a course at the Western Province Cricket Club sports complex and adjacent Rondebosch Boys High field. Fourteen countries, including Kenya, Ethiopia, Congo, Mozambique, Nambia and hosts South Africa will be taking part in the event. Senior men and women will compete over 12km and 8km repectively, while junior men and women will run 8km and 6km distances, with the course including a loop through Keurboom Park to the finish at the WPCC. A 4km fun run is included in the programme for local runners who want to experience the event. Runners will need to pre-enter this fun run by calling the WP Athletics office on (021) 699-0615 to secure entry. No entries will be taken on the day of the event.

The City of Cape Town has released a new draft By-law Relating to the Use and Control of Recreational Water Areas and Boating, 2010 for public comment. The City provides for the public as well as organised sport clubs to access certain recreational water areas and to practice various boating and water sports activities thereon. An amalgamation of the old by-laws which make provision for these activities, as well as several changes and additions in a new draft by-law, were required in order for the City to uniformly and consistently manage its recreational water areas. One example of an addition is a provision that written permission may be given to certified water sport clubs to allow persons under the age of 16 years to pilot power boats up to 15 horsepower during approved events such a youth training academies. The draft by-law also aims to align with the Merchant Shipping Act (57/1951): Merchant-Shipping Regulations of 2007. The public participation comment period lasts from 1 to 31 March 2011. Copies of the draft By-law Relating to the Use and Control of Recreational Water Areas and Boating, 2010 are available at subcouncil offices and City libraries for viewing purposes only.
