HE Mitchell’s Plain Community Policing Forum is keeping a close eye on Tafelsig, following a recent spate of attacks on Somali shopkeepers. One Somali national was killed and his worker wounded. Another Somali had a gun pointed at him. And finally, a shop was looted. Reeva Fortune, public relations officer for the Mitchell’s Plain CPF, says they have been warning shopkeepers to close their shops earlier and switch off the lights. But a leader of the Somali community in Mitchell’s Plain says the incidents are isolated and not xenophobia-related. Fortune says that early in March, a shop was looted in Vancouver Road in Hyde Park, Tafelsig. “I am not sure about the details, but when we got there a whole lot of people were carrying things out of the shop. We advised the foreign owner to close his shop,” she says. This incident has put the CPF on high alert. “We are worried. Many of the foreigners keep their shops open until so late. This makes them more vulnerable,” she says. Aghmat Osman (20) was buried two weeks ago after he was shot in the stomach and killed during a business robbery in Sharon Street, Tafelsig on Monday 21 March at 21:25. His assistant, known only as Ali, was also shot in the arm during the

attack. He was taken to GF Jooste Hospital and later released. Cape Flats Somali Community chairperson, Abdulkadir Karakoos, says the robbers took about R2 000 in cash, plus cigarettes and airtime. Mitchell’s Plain Police spokesperson, Constable Jerome Voegt, said: “Upon arrival, police found a Somali national who had been fatally wounded in his stomach, lying in the tuckshop.” Just over a week later, on Wednesday 30 March, another Somali had a gun pointed at him while he was inside his tuckshop in Tafelsig. A neighbourhood watch member, who did not want to be named, says the shopkeeper called her between 20:00 and 21:00 to complain that a few boys in the area were throwing stones at his container. The watch member immediately called the police for help. But the Somali called her three more times after that to say the boys would not stop harassing him. Then at 22:30, the foreigner called her again to say that a man was pointing a gun at him. “He was frantic. He said that the police had still not come to his shop and now there was someone pointing a gun at him,” she says. His phone was switched off and when the watch member tried to call him

back, his phone was on voicemail. “I called the police and left it as is,” she says. The watch member says that when she heard no news of a shooting the next day, she assumed that he was safe. “No one was hurt and it was not a robbery. “I think that the men were just trying to get on his nerves or something,” she says. When People’s Post called the shopkeeper, he denied that he had any such incident at his shop. “No it’s not me. I was in Bellville. There are many people with my name,” he said. The watch member said that it was indeed his number that came up on the cellphone and that she suspected he was afraid to speak. Police could not confirm the incident. Voegt said: “I have checked and there was no such case opened up.” Karakoos maintains the latest spate of incidents are “not xenophobic attacks”. “With the drug problem in the Western Cape, this is the normal thing happening,” he says. Karakoos says that Osman arrived in South Africa a year ago. He left behind his wife and three children in Somali so that he could earn money and send it back home. Police have arrested two men – both 20 years old – for the attempted robbery and murder of Osman and attempted murder of his assistant. Police could not confirm the date of their next appearance.

munity. These incidents should be taken very seriously by the police.” . In a separate incident in Tafelsig, a man (37) was shot in the face in Irene Street on Tuesday 29 March at 20:10. Welcoming worship for leadership MEMBERS of the Young Chapel African Methodist Episcopal Church in Tafelsig have welcomed back the Reverend Clive Pillay as their minister. The Sunday 27 March morning worship was shortened and changed into a prayer breakfast to express their gratitude and thanks to the pastoral couple, Reverend Pillay and Beryl Pillay, for their input in the ministry. They were forced to change their meeting venue, which turned out to be a blessing in disguise, as members were

complaining about the unpleasant circumstances in which they worshipped. Drug survey findings ‘rock solid’ MELISSA PAPIER

WHILE acknowledging that drug use in the area is a problem, community leaders are challenging the findings of a drug survey conducted in Mitchell’s Plain – but the head researcher maintains that the scientific results are “rock solid” as they have been analysed and approved by statisticians of the University of Stellenbosch. The results of the survey indicate that substance abuse prevalence in Mitchell’s Plain is three times higher than that of the rest of South Africa. Based on the results, Mitchell’s Plain has now been dubbed the “teen drug capital of South Africa”. This has caused a stir among community leaders, who have a different opinion on the incidence of drug use in their area. The study was headed by Dr Ali Hamdulay, healthcare executive at health risk management company Qualsa, who said that the data had been analysed and approved by statisticians at the University of Stellenbosch. Michael Jacobs, cluster chairperson of the Community Policing Forum (CPF), is one of the community leaders claiming that the survey findings is “not a true reflection” of what is happening in the community. He questions the accuracy of the results, saying that “no key roleplayers were contacted about the survey”. “People come to Mitchell’s Plain

and conduct surveys without contacting the police or the CPF and other roleplayers. Once they are done, they release statistics to the media which are not a true reflection as to what is happening on ground level within the community.” Hamdulay responded to Jacobs’ comment, saying: “The study was a scientific process and we approached the Western Cape Education Department to do the research, who granted us permission to do the survey.” He adds: “Consent was also given by the school principals, as well as the pupils. This was done on the basis that all information remain strictly confidential.” The survey was conducted by the University of Stellenbosch Division of Family Medicine and Family Care, and is based on a questionnaire completed by Grade 8 and Grade 11 pupils drawn from 12 Mitchell’s Plain high schools in 2007. The results were published last Wednesday in the South African Family Practice Journal. The study revealed that dagga is still the most widely used illicit drug in Mitchell’s Plain. Its use is three times higher than the national average, with an estimated 40 000 Mitchell’s Plain teenagers having used it in the year prior to the survey. In his research, Hamdulay said he found that dagga has the most damaging effect on school performance, as it impairs comprehension, time perception, verbal recall and the conversion of short-term memory to long-term memory.

“This is attributed to the widespread use of the drug by teenagers as it’s easily available and cheap. It has been found that dagga users are far more likely also to use more addictive drugs; the most addictive and popular being crystal methamphetamine, commonly known as tik. A shocking 9% of Mitchell’s Plain teens have used tik in their lifetime, while one in 20 of the suburb’s teenage schoolgoers surveyed had used tik in the previous year in comparison to the one in 100 who had used cocaine. Jacobs says though that he had personally visited schools in the area and spoken to learners about the survey. “Many of them boasted about lying in the survey, so how can the results be a true reflection?” he asks. “In Mitchell’s Plain there are school officers at all primary and high schools. If there are problems at the schools, the principals have direct access to the police to deal with the issues promptly. The school officers also patrol at the school in the morning and in the afternoons and provide pupils with extramural activities and sports after school,” he said. Further findings from the study reveal that drug abuse by teenagers is strongly associated with the use of drugs by others in the household, carrying a knife, attempted suicide and high-risk sexual behaviour, Hamdulay says. “We acknowledge that drugs are a problem in the area,” said Jacobs. “However, the police in partnership with the CPF, have implement-

Progress made in Jacobs’ murder FOUR people have been arrested in connection with the murder of street committee member, Mervyn Jacobs. Jacobs was killed, allegedly by gangsters who shot at him and a group of street committee members who were at a bonfire to show their opposition to the sale of drugs in their community, in Hugenout Avenue, Tafelsig. The incident took place in October 2007. Jacobs was a well-known and respected karate instructor who taught for many years at the Eastridge Community Centre. Ashraf Ryklif (36) was charged first, and now Alrich Alexander (26), has also been charged with the murder. Both men are from Delft. Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, confirmed that Ryklif and Alexander have been charged and appeared in the Mitchell’s Plain Regional Court last Thursday. Voegt added that two other suspects have

also been arrested, but could not confirm who they are. The two face a charge of murder, two counts of attempted murder and the illegal possession of a 9 mm semi-automatic gun and ammunition. The case has been remanded to the 20 June and all the suspects are still in custody.

ed various intervention programmes to address the issues at schools.” Chairperson of the Mitchell’s Plain Neighbourhood Watch Association (MPNWA) Vernon Fortuin, says he cannot comment on the situation at schools, but adds that there has been a “significant decrease in the number of people with drugs” in the area. “Neighbourhood watch members have found that while patrolling they have found fewer people with drugs, regardless if it was school children or other people. This is due mainly to the many busts by the police and the neighbourhood watches working in partnership, which has lead to the decrease in the supply of drugs in the community,” Fortuin says. He adds that it is becoming more difficult for drug dealers to sell from home as constant raids from the police are prompting dealers to sell from the street. “Dealing from the street has also become more difficult, with the strong neighbourhood watch presence. As we apprehend and search suspicious-looking people we are finding that very seldom, people carry drugs on them,” he says. One of the most shocking findings is that up to 70% of adolescents who use illicit substances have a socalled “co-morbid” mental illness, with major affective disorder being the most prevalent and depression the most lethal. One in three of the learners surveyed, who reported using illicit substances, had attempted suicide. “Alcohol abuse remains as seri-

Binge drinking, defined as having more than five drinks at a single session, was reported by 21% of the learners, with an average age of just 15. Learners have also admitted to having done so on more than three occasions in the previous month. Alcohol abuse was most often linked to violent interpersonal behaviour,” Humdulay adds. Lee Theron, a social worker at the Cape Town Drug Counselling Centre, adds that the statistics in Mitchell’s Plain do not show what’s happening in the community on ground level. “Out stats from our Mitchell’s Plain office show that tik and dagga are the most prevalent cases that are treated at the offices; however recent stats have indicated that there has been an increase in heroin usage,” she says.

Police find dagga plantation in garage WEEKEND crime prevention operations in Mitchell’s Plain have resulted in the arrests of 115 suspects for various crimes. Among the number of successful drug busts was the discovery of a dagga plantation and about R500 000 worth of dagga. On Monday 28 March, at 15:30, members of the Mitchell’s Plain Detective Service reacted to a tip-off from the community about a drug outlet in Rondevlei Park, Mitchell’s Plain.

A search warrant was obtained and police raided the premises. Spokesperson for Mitchell’s Plain police, Constable Jerome Voegt, said: “An undetermined amount of loose dagga and 40 dagga plants were found at the premises. A garage equipped to operate as a laboratory was discovered and various utensils and chemicals to produce dagga were seized by the police.” The value of the dagga is estimated at about R500 000. A 35-year-old man was arrested and the man appeared in court last Wednesday on a charge relating to the possession of dagga. Crime prevention operations started on Friday from 07:00 and ended yesterday morning, said Voegt. On Sunday 3 April at 16:30, the Mitchell’s Plain police were conducting routine patrols in Rolbal Street, Beacon Valley, when officers spotted a suspicious-looking man. Voegt said: “The man was searched and in his possession police found seven packets of tik and four-and-a-half Mandrax tablets.” A 24-year-old man was arrested and will appear in the Mitchell’s Plain Magistrate’s Court today on a charge relating to possession of drugs. Later the same day at 18:15, the police raided a house in Hawk Street, Rock-

Labour union first for Mitchell’s Plain LIAM MOSES

THE first-ever worker’s union office in Mitchell’s Plain officially opened its doors last week. The Independent Labour Union of South Africa (Ilusa) opened its first branch office at the Mitchell’s Plain Town Centre on Thursday 31 March. Explore the stars at the Observatory THE South African Astronomical Observatory (SAAO) in Cape Town will have a public lecture on Saturday 9 April starting at 20:00.

CLIMBING THE RANKS: The old South African Police force is remembered for its militaristic, patriarchal and separatist policies. The first intake of coloured women only occurred in 1981, and 19­year­old Constable Sharon Geldenhuys (now Major General Sharon Jephta) was in that group. On Friday 1 April she became the Deputy Provincial Commis­ sioner responsible for policing in the Western Cape. She is pictured here with Western Cape Police Commissioner, Lieutenant General Ar­ no Lamoer. Taking up her post, she said one of her priorities would be an aggressive crime­ prevention drive focused on drugs, liquor and firearms, as these are considered the main contributors to serious and violent crimes. Jephta first started working at Manenberg Po­ lice Station. Soon after that she had a seven­ year stint as an instructor at the Bishop Lavis Police College. In 1988 she was promoted to Grassy Park as a branch commander. She viv­ idly remembers her commander’s motivation, which read: “She’s on equal ground with her male colleagues.” She then made a conscious decision not to be equal to her male col­ leagues, but “to be head and shoulders above the rest”. Jephta also spent time in Mitchell’s Plain as a branch commander, and later visible police commander, where she started the first community policing partnership. In 1998, she became the station commander of Philippi Po­ lice Station, in a time of gang violence. Drug abuse shock SHOCKING statistics in a study conducted by the University of Stellenbosch serve as a reminder to parents to consider serious measures to protect the next generation in a fastpaced world plagued by substance abuse. The study, which targeted 400 pupils from 12 high schools in Mitchell’s Plain, was published by the SA Family Practice Journal last week. The study found that teenage substance abusers living in Mitchell’s Plain are younger than their European peers, increasing the risk of dependency at a younger age. It also revealed that the substance of choice for pupils in the area is tik, with its use having surpassed the use of ecstasy, cocaine and crack. Based on the study, dagga smoking in Mitchell’s Plain was rated at three times the national average of 10%, determined in 2007. But while results such as these are indeed shocking, the question remains: how will authorities and the families of youths respond to this information to make a tangible difference? Even if you are not immediately affected by drug abuse, you’re bound to feel the effects in terms of drug-related crime in your local neighbourhood. The police can only fight one aspect of this scourge – dealing with the criminals who perpetrate the crimes. The state is drowning under the ever-increasing pressure of drug addicted youths, with only a handful of state-run drug rehab centres serving the broader Cape Town area. In the case of adolescents and teens, it is really up to their parents, relatives, teachers and active NGOs to make the biggest impact on personal decisions. Parents, relatives and teachers are the roleplayers who should constantly serve as a moral compass in young people’s development towards adulthood. Having honest conversations about drug use and abuse, and using over-the-counter drug tests as tools to identify potential problems, could also be considered a tool. With local pupils currently on a week-long break, have you asked yourself what your children are up to? More importantly, should you find out what you’ve always dreaded, what will you do about it?

Stephanian diamonds are forever THE Stephanian Table Tennis Club is rallying its members – including its former ace players– to share in its 60th anniversary celebration this year. Stephanian, which was founded in 1950 by the Pastor, Andrews and Meyer families in Loader Street, Cape Town, intends honouring its stalwart administrators and players in recognition of their commitment, during its diamond anniversary year. Stephanian regrouped at the home of stalwart member, Pedro Meyer, in Pinati Estate, Lansdowne after the Group Areas Act forced residents in the Loader Steet area to move elsewhere during the 1970s. The club’s top players include Lola Jooste (WP and SA singles champion) and Pedro Meyer (SA champion for several years), as well as the younger Grizelda Ruiters. Lorenzo Santamaria and Shaun Jones went on to dominate provincial and national competitions.

Among the club’s rising stars are Mikail Meyer and Isgaak Jassiem – currently representing South Africa at the World Youth Junior Championship and African Youth Championship at the Good Hope Centre in Cape Town from 1 – 10 April. Stephanian currently uses the Blomvlei community centre in Hanover Park and the Belthorn community centre for competitions and practices. The highlights of the anniversary celebration will be the Stephanian masters championship at the Wittebome Civic Centre from Sunday 1 until Friday 6 May. The anniversary ball will be held on Saturday 7 May at the same venue. The deadline for masters entries is on Monday 25 April. Premier Cup vibe engrosses soccer BRIAN GAFFNEY

THE Metropolitan Premier Cup for under-19s reached new heights when some of the who’s who in South African football rendered impetus to the launch of the 23rd cup championship at Cape Town Stadium. Two much-revered VIP guests at the launch were the legendary Dutch coach Foppe de Haan – now at the helm of Ajax Cape Town FC – and former Bafana Bafana star Sibusiso Zuma. De Haan was the keynote speaker, while Zuma – currently spearheading the Vasco da Gama FC attack in the Premier Soccer League – was honoured as the first tournament ambassador. The Premier Cup championship – that carries R30 000 in prize money for the winners – will take place at Erica Park in Belhar from Wednesday 20 until Monday 25 April (Easter Monday). De Haan said he regarded the Premier Cup championship as being on par with the major youth championships in Europe. “When I watched the youth cup matches for the first time last year I was impressed by the football passion that prevailed, as well as the top-class organisation of the event.” De Haan, who ironically announced his retirement from toplevel coaching a day after the launch on Tuesday 29 March, urged young footballers to “live their dreams” and stressed that intense dedication and discipline should not be compromised if players want to play international soccer. The Ajax coach will return to Holland in May to spend time with his family.

Red alert for Stormers R

UNNING and elusive rugby should be on display when the DHL Stormers take on the Queensland Reds in round seven of the Super Rugby competition at DHL Newlands on Saturday. Both teams have always been intent on moving the ball through the backline, with “hard-topin-down” backs often gaining valuable metres and scoring on attack. The men from the Cape returned from Durban as the only unbeaten team in the Super Rugby competition, after beating the Sharks 16-6 in a tightly-contested match at Mr Price Kings Park on Saturday evening. They also ended the weekend on the top of both the South African conference and combined logs after the win. The win in the Shark Tank was the Stormers’ first since 2004, and head coach, Allister Coetzee, was impressed with his troops’ resilience in wet conditions. “The result certainly was pleasing; it’s tough playing in front of a packed Durban crowd,” he said. “The side showed resilience and composure in difficult circumstances. Despite an unsettling couple of minutes up front, they managed to gain composure and keep possession.” A lone try from skipper, Schalk Burger, was also lauded by the man in charge. He added that his team’s performance at the breakdown has been impressive. “With this Stormers team you can expect a physical encounter each time they play,” Coetzee said. “Their ability to handle, and more recently apply, pressure has been impressive. The entire team’s physicality is intense.” An overall effort was displayed by the men in navy blue, with outside centre, Jaque Fourie, again impressing on defence and attack. Meanwhile, Coetzee and his charges’ attention now shifts to the men from Down Under, who managed to beat the Lions 30-25 at Coca-Cola Park in Johannesburg on Saturday afternoon. The last time the two sides met it was the Reds who came out victorious, in a closely-fought 1613 encounter in Brisbane. And undoubtedly the biggest battle will be the

one between the fly-halves of both teams, Peter Grant (Stormers) and Quade Cooper (Reds). Both fly-halves have been in form, with Grant controlling the Stormers’ backline like a drill sergeant and Cooper using his ability to create gaps to get over the advantage line and break the opposition’s line of defence. And, with Cooper being in contention for a Wallaby spot, it will also be an opportunity for Peter de Villiers and the national selectors to assess how Grant would perform on international level. The battle up in the engine room will, more than likely, determine the winner in the end. But while most Stormers supporters would believe their team is likely to take home the spoils against the Reds, Coetzee is under no illusion. “Our focus is now on the Reds, who are a difficult team to stop once they get into the swing of things,” he said. “The competition is still young and we need to focus on each match individually and maintain our current performance levels.”
