OMPLAINTS about the unhygienic and poor working conditions of officers working at the Tafelsig Satellite Police Station has caused a stir among residents.

A resident, who spoke to People’s Post on condition of anonymity, says the conditions at the station are “appalling”. She said: “There is no running water in the container. It has no fan or heater, making conditions unbearable in both summer and winter. “The portable toilet is not locked and members of the public use the toilet as they please; there is no control. The place is never cleaned and is extremely filthy. “Due to the unhygienic conditions officers have to hold out on relieving themselves, as the area is too filthy. Female police officers have to go to surrounding houses and ask to use the toilets when they are on their menstrual cycle.” There are two officers per shift and the shift is from 06:00 until 18:00.

According to the complainant, the poor, unhygienic working conditions were taken up with station management in January, and, so far, there has been no feedback. People’s Post visited the station last Thursday to inspect the container. The outside mobile toilet door was wide open and there was a strong smell of urine and faeces. Faeces were thrown across the toilet seat and there was no running water to flush away the dirt stuck in the toilet. The container was very hot and stuffy. The two officers on duty at the time declined to speak to the media. It was also observed that there was no proper ventilation or water supply in the container. The paper was informed that if the officers needed to use the toilet they would have to ask the neighbours or go to the Youth and Family Centre in Kilimanjaro Street. first mobile police station moved into the area was placed on a field at the corners of Mount Blanc and Oranjekloof streets, Tafelsig, which borders the Tafelsig West and East sectors. The newly-renovated combat truck was designed to the specifications of a charge office. The centre is fully equipped with a safe, electricity and air conditioning. And it is public friendly. The unit was later moved to a different spot in Tafelsig, after it was found to be under-utilised by the community. The mobile unit is now situated in Waaihoek Street, Tafelsig. The CSC is an extension of the sector policing strategy, adding that “residents of Tafelsig will have direct access to policing services, and crime can be reported immediately. The residents no longer need to go far to report any incidents. Constable Jerome Voegt, spokesperson for Mitchell’s Plain police, thanked the community for their continuous support, and for “bringing the situation of the Tafelsig contact point” to their attention. Voegt said the Tafelsig Contact

Point was not a fully-fledged police station. “It is a satellite police station, which forms part of the strategy to enhance service delivery and increase visibility in the Tafelsig area. Thus it will not receive a water point, but within the new financial year a fan and a heater will be acquired.” He added that police had a contract with a cleaning company to empty the portable toilet once a week, adding that from now on the inside of the toilet would be cleaned by the cleaning staff from the Mitchell’s Plain police station, and the toilet would be cleaned and inspected on a daily basis. “The portable toilets will be moved from their current position to in front of the contact point in clear sight of the members working at the contact point. The toilets at the contact point are not for use of the general public; they are strictly for police members. The toilets cannot be locked from the outside and therefore stricter control over the toilet facilities will be exercised by the shift commander at contact point,” he said.

‘To hell with arrears’ MELISSA PAPIER

UNDREDS of residents of Mitchell’s Plain, Manenberg and Hanover Park literally sounded the death knell for their water arrears when they burned copies of their municipal accounts in a cardboard coffin. This fiery display was part of a protest to call for the scrapping of water arrears. The protest began on Thursday at the Town Centre Library and ended in a march to the Beacon Valley Housing Office to hand over a memorandum to the Mitchell’s Plain subcouncil demanding that the City of Cape Town scrap residents’ water arrears. Protesters gathered outside the Town Centre Library, where they were informed of the proceedings and reason for the march, which was arranged by the Mitchell’s Plain People’s Forum (MPPF) and community worker Sulaiman Stellenboom. It was supported by various civic and residents’ associations in the area, as well as Proudly Manenberg and community organisations from Hanover Park.

MPPF administrator Cornelius Basson questioned why arrears could not be scrapped in Mitchell’s Plain when they had been in the Knysna Municipality. “The City has the power to bring some financial relief to poor people. However, they don’t want to do so, and this is not helping the poor,” Basson said. Stellenboom told residents the protest was aimed at getting the City to scrap all municipal arrears of the poor and to reject the water devices that were installed in the poor communities. He said: “People are being deprived of their constitutional rights by not having access to water. The estimate readings are so high and the poor people are expected to pay this, which is unfair.” After the address at the library, residents dumped copies of their municipal arrears into a “home-made” cardboard coffin and loaded it into a hearse that led the procession to the Beacon Valley Housing Office, where a memorandum was handed to Mitchell’s Plain subcouncil chairperson, Councillor Natalie Bent. With a fence and locked gate separating the

crowd, organisers informed Bent about their reasons for the protest. Only the organisers of the march and the media were allowed onto the premises of the housing office as Basson handed the memorandum to Bent. The memorandum stipulates that the City has 21 days in which to give feedback to the organisation regarding its demands. After accepting the document, Bent had a chance to address the crowd. However, as she spoke over the loud speaker, many of the protesters shouted that they were unable to hear her. In response, Bent got agitated and told protesters to “shut up”. This made protesters angry. They started to rattle the fence, wanting to attack her. She apologised to the crowd, asking them to be quiet. “The councillors in the different wards are there to help the people. If there are problems, people need to come to the cash office or my offices and I will assist them in making the arrangements,” Bent said. She added that she would not turn anybody away who came to her offices. In response to Bent’s offer, Stellenboom

said the people wanted to pay and make arrangements, but when they get to the rent offices, officials demand they pay huge amounts. However, when they go to the Shoprite Money market – an additional service by Shoprite stores where third party payments, such as municipal accounts can be paid – they can pay any amount without any questions asked. “Why must the city treat our people this way? Why can’t the city establish a help desk to work with the community? ” After the handover, a “home-made” coffin with copies of all the residents’ municipal accounts was set alight by the protesters, who chanted that the “DA (Democratic Alliance) should burn in hell”. Patricia Davis, a resident at the protest, said she supported the initiative, as her water account too was in arrears and she could not afford to pay. Davis said: “I have been to the housing office and the officials demanded I pay R800 before I was allowed to make arrangements. Where am I supposed to get this kind of money when I am unemployed?”

Police call for calm THE Mitchell’s Plain Police have called on the community to remain calm following a botched hijacking in Beacon Valley that left one man dead.

POLICE say crime prevention operations in Mitchell’s Plain over the weekend were successful, with 123 suspects arrested and various drugs confiscated. Operations started on Friday at 07:00 and ended yesterday morning at 07:00. On Friday 25 March at 16:30, police were conducting routine patrols in Calypso Square, Town Centre, when they spotted a suspicious-looking man walking past them. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, says officers stopped and searched the man and found seven bundles of khat in his possession. Khat is the young leaf of the catha edulis shrub, which is cultivated primarily in East Africa. Chewed in moderation, khat alleviates fatigue and reduces appetite. However overuse leads to compulsive manic behaviour, which leads to delusions, or a paranoid type of illness, sometimes accompanied by hallucinations. “A 28-year-old man was arrested and will appear on a charge relating to possession of drugs,” said Voegt. In a separate incident on Sunday 27 March at 03:10, police were doing routine patrols in Olympic Street, Beacon Valley, when officers stopped three men. “The men were searched and in their possession officers found 17 dagga stoppe. The three men face a charge related to the possession of drugs.” The men appeared in the Mitchell’s Plain

Magistrate’s Court yesterday on charges related to the possession of drugs. Last week also proved fruitful for police, as more drugs were confiscated during police patrols. On Thursday 24 March at 07:35, the Mitchell’s Plain police executed a search warrant at a house in Maureen Street, Tafelsig. “Upon arrival at the house, police searched the premises and confiscated two dagga stoppe. A 53-year-old man was arrested and will appear in court on Tuesday 19 April on a charge relating to possession of drugs,” Voegt added. The next day at 05:45, the railway police unit were doing patrols in Melkbos Street, Lentegeur, when officers spotted a suspicious-looking man. The man was searched and police confiscated 33 dagga stoppe. A 21-year-old man was arrested and appeared in court yesterday in court on a charge relating to possession of drugs. Voegt thanked the community for their continuous support during the crime prevention operations and urged the public to contact their local sector commanders with information on illegal activities. CPF spokesperson, Reva Fortune, commended the police and the neighbourhood watches for their outstanding work. “The structures in the sectors are working well with the police. The successes the police have shows that the relationship between the community and the police is bearing fruit and our approach to fighting crime is working,” she said. The meeting starts at 19:30. The incident took place last Thursday at 21:05 in Archer Street, Beacon Valley. Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, says Linga Mafu (46), deputy principal at Ludwe Ngamlana Primary School in Khayelitsha, was returning home from a school meeting when he was approached by two gunmen in his driveway. Voegt said: “On arrival at the scene, police discovered the body of Mafu lying outside house. It is alleged that two men wanted to take his car – a Toyota Yaris. Several shots were fired at Mafu, which killed him instantly. The men fled in a dark-coloured BMW.” Voegt reassured the community that the police are investigating “all possible leads” to find the “culprits responsible for the shooting”. “There is no reason for concern, as the alleged attempted hijacking and robbery was an isolated incident. There has not been any such incident in the last three months. The community and residents are constantly informed to report any suspicious vehicles or criminal activities to their sector commanders,” he said. It is understood that Mafu still had all his cellphone and valuables, as well as R3 000 in his pocket, at the time of the incident. Reaching for the sky MELISSA PAPIER

SIX pupils from Spine Road High School have been selected for a programme that will allow them to become Junior Pilots at the end of their training. The programme is a first for the Mitchell’s Plain school. It was introduced by a teacher at the school, Najma Schroeder, who enrolled a number of pupils in it. Pupils have to attend classes every second Saturday for the next two years. The course entails cadet training, stimulation exercises, flying sessions and academic lectures in geography and coordination. Chatting to People’s Post, Schroeder said she introduced the programme to the principal as it “was being offered to other schools in more affluent areas”. “This is one of the programmes offered at my son’s school. I think it’s a brilliant opportunity for the pupils and it gives them something to work towards. Many times pupils matriculate, go to university and end up working in fields other than what they studied. “At least with this programme pupils who want to become pilots can go through the programme and this would open up more avenues to the learners,” Schroeder said. Of the 30 applicants Schroeder enrolled, only six were selected: Shabnam Ajmodien, Shadieka Brukman, Sasha Johnson, Thaakirah Saban, Cazri Johnson and Rafiek Hendricks. The learners were selected on their academic ability and subject choices. All of them are in Grade 10 and studying geography, mathematics and physical science. During this course they will complete their Junior training during their Grade 10 year which follows in Grade 11. At the end of Grade 11 they would have completed a Basic Pilot Training course and receive their wings for Basic Training. This will allow them to fly a light aircraft. “The pupils will only be allowed to continue their training post-matric, where they can find employment with commercial airlines or join the South African Air Force (SAAF) on a permanent basis. The pupils will then be sponsored or they would have to apply for bursaries to further their studies. This is particularly suitable for students to become aviation engineers or to complete their training as pi-

Cazri Johnson said this was a “lovely” experience. “The programme has taught me discipline and made me appreciate the opportunity, as many youth were not as fortunate to be granted such an opportunity,” he said. Shadieka Brukman added that opportunities were “endless” with the programme as “we can do so much”. “There are lots of opportunities available to us in the Defence Force and this is an honour for us,” she said.

Redelinghuys added that Balco has also incorporated the Media Works computer programme, which assists in numeracy and literacy for primary school children. “Schools are overcrowded and there is little individual attention given to learners who struggle with numeracy and literacy. “With this programme we can assist those who have problems by offering individual attention,” Redelinghuys said. The cost for the Media Works programme is R200 per month, which will go towards the running costs of the recovery home. Space is limited and the class can only accommodate 15 learners per session. As an added extra, Mount Hope will also be offering computer classes to the community at a small fee, from 1 April. Redelinghuys added that aside from the Level 4 certificate, Balco will also offer computer classes with various packages for MS Office 2007; Bookkeeping and Pastel and Payroll. A LOCAL drug recovery home has teamed up with a skills development organisation to empower the community with computer skills so they can gain employment. The Mount Hope Recovery Home in Woodlands has teamed up with BALCO – an Adult Basic Education and Training (ABET) non-governmental organisation. Balco was started in 1998, and is registered and accredited with the Western Cape Education Department (WCED), the Umalusi organisation and the Department of Social Services. The partnership offers adult basic education and training classes, as well as computer literacy classes and skills development. BALCO also offers certified computer courses. The Mount Hope Recovery Home was started in May 2007 as a result of the drug pandemic in the community. The recovery home says it offers a safe environment for adults to confront the root cause of their addictions. Paulina Redelinghuys, the centre manager for BALCO, says the partnership started in January. About 50 in-house patients at the home have enrolled in the classes and “will be writing an external exam in October for their certifi-

A LOCAL band is sharing its love of music by offering music lessons to the youth of Mitchell’s Plain The Bac-on-Trac band was started in 1992 by Anton de Vries, a musician from Woodlands. The “versatile” band plays all genres of music, including jazz, gospel, ballroom, house and R&B. De Vries has been playing the saxophone since childhood and played in various bands before starting his own. The other band members are David Velasco (bass guitar and vocals), Marvin Gilliland (drums) and Sean May (piano). All the band members live in Mitchell’s Plain, except Gilliland, who lives in Bonteheuwel. They have vast experience in the music industry as they have been making music for well over 10 years. Chatting to People’s Post at his home, De

Vries said music has always been his passion, and he loves sharing this with others. “The band has grown in many ways over the years and we’re at the point where we would like to give back to the community by passing on our love for music to those who share the same passion and love for music,” he said. The band has played at various clubs across Cape Town, such as Las Vegas, Club Joy and Explosions, and has also done several community gigs. They are offering music lessons for all instruments at R30 per hour. Registration is R30 and classes will take place at 8 Mount View Street, Woodlands on Mondays and Wednesdays from 19:00 to 20:00, and Saturdays from 10:00 to 11:00. MORE than half of the southern suburbs’ 34 ward councillors will not be standing for re-election as ward councillors in the local government elections after their names were left off the list of ward councillor candidates submitted by the DA to the Independent Electoral Commission (IEC) on Friday. The DA holds 34 of the 36 wards in the southern suburbs, Cape Town city area, and Atlantic seaboard. The party’s list of ward candidates for the local government elections, submitted on Friday to the IEC, excluded half of the current serving ward councillors. The official list of candidates contesting each ward will be released by the IEC on 12 April. Names have been left off the list for various reasons: in some instances, the ward councillor has opted to retire, and in others the ward councillor will stand for election as a proportional representative councillor instead of a ward councillor. Bad service at Mitchell’s Plain day hospital I AM a pensioner nearly 80 years old. I had an appointment for the 22 March to collect my tablets at the Mitchell’s Plain Day Hospital. I had to stand in a line for almost an hour. When I got to the counter I was told that my name was not on the list for tablets collection. I was then told to go stand in a line again at cubical Number 1, and then when I got to the window,

I was again told to go to counter Number 2. At this counter I received my folder and was told to go back to the pharmacy again. District Six can never be recreated VERNA VAN DIEMEN

EVEN though billions will be spent on redeveloping District Six, it will still look vastly different and never recapture the spirit of the bustling, vibrant community it once was. Recreating the now-barren area would be virtually impossible, says Anwah Nagia, chairperson of the District Six Beneficiary and Development Trust. “If we built District Six exactly as it was then, we would have to squeeze everyone into 1 600 homes. Back then whole families lived in one room. We cannot recreate it.” Nagia also said that the homes back then were too “Eurocentric”, and that people were now receiving spacious, modern and better homes. Surrounded by open fields, District Six today looks like a desolate land, secluded from the rest of Cape Town. It was more than a month ago that President Jacob Zuma hosted a symbolic key handover to 44 returning families at the Second Homecoming Celebration held at the Moravian Church on Friday 11 February. The families have not moved into their houses yet. At the event, Zuma guaranteed that development in the area would be completed in the next three years. “The time is 36 months. Everything will be

done and nobody can change that,” he said to huge applause. But the City of Cape Town’s manager for Land Restitution Pogiso Molapo, said 36 months may have been “an ambitious aim”. “We’re looking at five years for the project to be done,” said Molapo. The Regional Land Claims Commission, the City of Cape Town, the Western Cape Provincial Government and the District Six Trust have pledged to build 4 500 homes supported by medium-rise commercial developments. In 2003, the pilot phase was rolled out, in which 24 homes were built for residents over 80 years old. In 2004, exactly 38 years after the area was rezoned by the government, former president Nelson Mandela handed the keys to the first returning residents. Only 68 houses have been built since then. In 1966, the government declared District Six a Whites-Only area under apartheid’s Group Areas Act, with removals starting in 1968. By 1982, more than 60 000 people were relocated to the Cape Flats townships. The old houses were bulldozed. The only buildings left standing were places of worship. With the fall of apartheid in 1994, the South African government pledged to support rebuilding. Annie Bam (87) returned to District Six five years ago. She was one of the first residents to move into a three-bedroom maisonette, much bigger than the one-bedroom she, her mother, grandmother and sister grew up in. She moved to Manenberg with five of her seven children after the forced removals and later moved to Rocklands in Mitchell’s Plain. The great-great grandmother said that although the area is not the same, she feels safe and has a sense of community. “It will never be the same but I can still ask my one neighbour, Auntie Moena, for something I need, and I belong to a seniors’ club in District Six,” she said. But she said this once-bustling area is very different. “It doesn’t feel like the same District Six as when I was a child. It was a place where we all lived together. It is so quiet now. Back then Muslims, Christians, black Africans, whites, Jewish people lived together. The Muslim children went to Sunday School and the Christian children went to Mosque. We used to play at the end of Table Mountain. The neighbours had their quarrels but we were like family,” she said.

Laughing, Bam recalls an incident where she almost got into a fight with her neighbour after her dog stole their chicken. “I was standing in front of our door when she came past and I heard her say: ‘Dikgevreet van die hoender, nou staan jy hier! Kyk hoe lê die vere,’” said Bam. The next day, said Bam, the woman sent her a plate of baked fish as a peace offering. Like the rest of District Six back then, more than one family lived in their Wicht Street home. Her father was a white man who joined the coloured army, said Bam. Her white family lived with them in the home. The realities of apartheid really hit Bam when her white cousin acted as if she did not know her when they bumped into each other at a tobacco factory in Kloof Street . “I said: ‘Hello, it’s Annie.’ But she looked down to scratch in her bag. I was so hurt. When I got home, I told my mom that I would never look at her again,” she said. But despite the pain, Bam said she still thinks about her family. “Sometimes I long for them because we grew up in one home,” she said. She recalls the day that she returned to her home suburb. “It was drizzling that day. We had no key and we were standing outside the house

with our furniture. I was so excited because I was living in town again,” she said. Bam needed to raise a bond of R60 000, which her daughter pays. The 44 unoccupied houses form part of the 114 units planned for the phase two pilot project. Most of the 44 claimants had to raise bonds of about R250 000 for the homes, reportedly valued at R1 million, says Nagia. “The balance of the 4 500 homes will be built in one go within three to five years. Those homes may be free of charge because we are able to cross-subsidise them with the planned commercial developments. “The homes will be exactly the same as all the others, but it may be free because their shortfall will be cross-subsidised with the money made from selling or letting part of the land to private business,” said Molapo. The previous phases were not cross-subsidised. The commercial leg of the project will consist of big and small shops, offices and rental flats. Molapo said: “They had an option to wait for the last phase and may move back free of charge.” When People’s Post visited the site two weeks ago, builders were still hard at work and the homes were unoccupied. Molapo said engineers had still not issued Certificates of Occupancy because construction was still in progress. .

Allweld Solutions' uniqueness is embodied within our in-house training facility whereby we are able to personally test and train welders ensuring that only top quality personnel are contracted to our customers. In addition, the training facility provides a constant source of well-trained welders for our database as the students are keen to hone their skills in a working environment. Isaacs, who has been Santos’ top goalscorer for several seasons in the Premier Soccer League (PSL), told People’s Post yesterday (Monday) that he is keen to continue his professional soccer career with a Gauteng-based club next season. But the 25-year-old marksman’s ambitions to leave the club at the end of the 2010-11 season have been shot down by an angry Goolam Allie, the chief executive officer of Santos FC. “Isaacs is contracted to play for Santos until 2014 and he is accountable to us and nobody else,” said Allie. When asked why Isaacs had missed several league matches, including the away games against Moroka Swallows FC and AmaZulu FC in recent weeks, Allie explained that Isaacs – like several

new challenge in life and that “too much is expected from him at Santos”, where he is required to fill the role of a fetch-and-carry midfielder besides working his way into goalscoring scoring positions. Isaacs says the other reason he wants to move on is that Santos has been reluctant to increase his wages. A few years ago, Isaacs was also linked to a move to Chiefs – but Santos FC stepped in to increase his financial incentives in a successful effort to keep him at the club. Isaacs is once again the leading goalscorer, with six goals to his credit for Santos – who have hit the target 28 times in 25 league matches – despite him being out of action with a serious knee injury that needed surgery in mid-season.
