Stricter punishment for traffic offenders MELISSA PAPIER

A MITCHELL’S PLAIN community leader feels so strongly about the frequency of road accidents due to “a lack of visible traffic policing” in the area that he plans to lay an official complaint with the Public Protector to investigate the matter. CPF cluster chairperson Michael Jacobs has come out with all guns blazing, saying the situation is “bad and the community is suffering”. Jacobs’ outcry stems from a string of accidents in the past three weeks where innocent pedestrians were killed by negligent drivers. Last week a man was killed by a drag racer in Westridge. Before that, Securo Jephta (6) was knocked over on 20 February in Sentinel Street, Tafelsig. In a separate incident at the intersection of Spine Road and Paulsberg Street, Tafelsig on 14 February, Mickyle Goff and his uncle Naim Engelman were walking to the Town Centre when they were knocked over by a speeding car. The pair were on their way to the library to complete Mickyle’s school assignment (“Road safety call after death of boy (11)”, People’s Post 22 February). “The lack of visible traffic policing in Mitchell’s Plain has gone on for long enough. I will be laying an official complaint with the Public Protector in the week to investigate the matter,” said Jacobs. “The community is angry at the situation and people are going to take the law into their own hands.” Drag racers were blamed for the recent spate of incidents, he said. “We don’t want our communities to take the law into their own

hands; we know there is a capacity shortage and that there are not enough people, so why is the government not doing anything about it? We have thousands of unemployed people who want to earn a living – why can’t these people be trained and employed?” Jacobs said that in affluent areas, traffic policing was more visible than in the poorer communities. “Government needs to be held accountable for this problem; as negligent drivers are deliberately killing innocent people with their irresponsible behaviour.” Last week, People’s Post reported that the lack of traffic police personnel has come under fire from the community following the recent accidents in Mitchell’s Plain (“Traffic policing under the spotlight”, 8 March). Soon after the article appeared three children were knocked over in Ural Crescent, Tafelsig when the driver of a speeding car lost control of the vehicle. The children were knocked from the pavement, leaving a three-yearold boy dead and the two girls seriously injured. Lolita Carolus witnessed the accident and urged the authorities to deal severely with speeding motorists. A traumatised Carolus tells People’s Post that she was on her way home when she saw the driver walking out of a house, scolding and swearing at someone. “As he got into the car, I crossed the road to avoid him as he was very rude. In seconds, the car picked up speed and I thought to myself that he was not going to make the corner, when I heard a loud crash,” said Carolus. “At first I thought, it’s good that he went into a wall and not a person;

however when he reversed I realised that he had knocked over three children. There was blood all over and as soon as he realised what had happened, he fled the scene.” Advocate Ebrahim Arendse, a lecturer in traffic law at the Municipal Safety and Security Training Academy – who is also a traffic officer – says drag racing has increased tenfold over the past few months and agrees that the department does not have sufficient personnel to police the area on a 24-hour basis. “What irritates me as a traffic officer is that when we have a drinkand-drive road block in Mitchell’s Plain, some residents accuse us of selective enforcement, thus implying that we ignore the upmarket areas; which is untrue.” Arendse said residents also warn their family and friends about mobile speed enforcement campaigns thereby aiding and abetting unlawfulness. “It is not a secret that the locations of traffic road blocks are posted on Facebook and other forms of electronic media,” he said. He added that motorists will face the full wrath of the law from 1 April, when harsher punishments for traffic violations come into effect. “With Administrative Adjudication of Road Traffic Offences Act, No. 46 of 1998 (AARTO) being enacted by Parliament; it will hopefully encourage motorists to take traffic offences and resulting fines more seriously. “The system also brings with it improved fine collection procedures and more penalties for not paying within the prescribed time, eventually leading to confiscation of movable property and ultimately to being declared unfit to operate a

AU NATUREL: Cape Town was one of 50 sites around the world to partic ipate in a cheeky protest against oil dependency and the car culture on Saturday March 12 by celebrating the bicycle and the power and individuality of the human body. To symbolise the vulnerability of the cyclist in traffic, many cyclists were semiclad as they rode down the Fan Walk in Green Point. Photo: Nasief Manie/Foto 24 motor vehicle,” said Arendse. “The mere thought that your driving licence may be suspended or cancelled should be enough to encourage you to change your diving habits.” Spokesperson for Mitchell’s Plain Police station, Constable Jerome Voegt, says the 22-year-old suspect who knocked over the three children handed himself over to police last Wednesday. Allistar Goodwin appeared in the Mitchell’s Plain Magistrate’s Court last Thursday and Friday on charges relating to culpable homicide and reckless and negligent driving. The matter was postponed and Goodwin will appear again in court tomorrow for a formal bail application. He is currently detained at Pollsmoor Prison. It is understood that Goodwin is out on bail for attempted murder and he has no driver’s licence. Voegt said that on Tuesday 8 March at 14:15 police responded to a complaint of an accident in Ural Crescent, Tafelsig. “At the scene police discovered the body of a boy who was fatally injured and two girls with serious injuries, who were taken to hospital.” Mishka King (9), a pupil from

Searidge Park Primary School, sustained injuries to her jaw and right arm. She was released from hospital the same day. Andrea Pereira (14), a pupil at Tafelsig High School, also suffered serious injuries as she was flung against the wall. She was admitted to Groote Schuur Hospital and underwent surgery the same day. Andrea is in a stable condition and is recovering in hospital. The funeral service of Ezra Fielies (3) was held on Saturday. Family, friends and neighbours gathered at the Bazaleel Assembly Church in Tafelsig to pay their respects to the little boy. He was laid to rest at the Muizenberg Cemetery. Andrea was holding Ezra when the car slammed into them sending the boy flying into the air, his body hitting the windscreen, then landing on the pavement. Ezra was described as a “loveable little boy with a big smile”. A family friend, Laura Thompson, said Ezra had a way of creeping into one’s heart and was a blessing in the lives of his parents and the community. “Everyone will miss Ezra; he was a joy to us all.”

Scores arrested in police operations MELISSA PAPIER

MITCHELL’S Plain police arrested 140 suspects over the weekend during crime prevention operations. Operations started on Friday at 07:00 and continued throughout the weekend in all areas of Mitchell’s Plain, which led to a number of successful confiscations. On Friday 11 March at 20:00 police raided a house in Swartberg Street, Tafelsig and confiscated six stoppe of dagga. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police Station, says a 35-year-old man was arrested and appeared in the Mitchell’s Plain Magistrate’s Court yesterday on a charge relating to possession of drugs. On Saturday 12 March at 17:30, police raided a house in Windsor Street, Portlands and confiscated a 9 mm Norinco pistol and six 9 mm live rounds. “A 40-year-old man was arrested and he appeared yesterday in court on a charge relating to the unlawful possession of a firearm and ammunition,” Voegt said. Voegt added that the last week, was also “very fruitful” for the police, as various drugs were confiscated in Mitchell’s Plain – all thanks to information from the community. At 11:30 on Monday 7 March, police received information about drug dealing at a house in Netball Crescent, Beacon Valley. He said the police searched the premises and were assisted by Metro Police. “Police confiscated a black refuse bag half full with loose dagga, three parcels of dagga and 20 stoppe dagga. Two 21-year-old men were arrested,” said Voegt.

In light of the recent successes by Metro Police and the police, the City of Cape Town’s executive mayor, Alderman Dan Plato, said the continued clampdown on drug abuse has had a marked effect on crime in the city. “Cooperation between all of the enforcement agencies is key to these successes,” he said. Later the evening, at 21:00, in Garcia Street, Tafelsig, police received a complaint about a shooting incident. On arrival at the scene, they were informed that a person was shooting in the road randomly. The suspect was pointed out by the complainant and subsequently searched by police. “Officers confiscated a silver Taurus .38 revolver, four .38 live rounds and an empty cartridge. A 29-year-old man was arrested. He appeared (in court) on Thursday 10 March on a charge relating to possession of a firearm without a licence as well as discharging a firearm,” Voegt said. At 06:40 on Tuesday 8 March, in Metropolitan Street, Beacon Valley, police searched and arrested a 26-year-old man after finding a silver 7.65mm Browning pistol with nine live 7.65mm rounds on him. The man faces a charge relating to possession of a firearm without a licence. Voegt thanked the community for their continuous support during the crime prevention operations and urged the public to contact their local sector commanders with information on illegal activities. All the suspects appeared in the Mitchell’s Plain Magistrate’s Court on charges related to the possession of drugs and firearms. At the time of going to print, People’s Post could not ascertain the court outcomes.

Teenager’s body washes ashore THE body of a boy who drowned last week at Blue Waters beach washed up at Mnandi Beach last Thursday. The body was discovered at 14:30, after police were informed that a body was floating in the surf and had later washed ashore. This was confirmed by Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police Station. “Thulani Gunuza (15) was positively identified by his father on Friday morning at the Salt River Mortuary,” said Voegt. Thulani was one of two boys who drowned at Blue Waters Beach last week (“Fun at the sea ends in tragedy”, People’s Post, 8 March). The pupils, who were both from the Lithitha School of Skills in Khayelitsha, were part of a group of 400 pupils on a school outing at the beach. Thulani, his classmate, Xolani Alfred Tose, and other children were in the water when six of them were dragged into a strong current. Four of the boys managed to make it out on their own and a bystander, Andrew Jafta from Strandfontein, who had been on the beach with his family, rescued Xolani from the surf and started cardio-pulmonary resus-

There were no lifeguards on duty at the time of the incident. Colleen Saunders, spokesperson for Western Province Lifesaving, offered her condolences to the family of the victims. “At this point we are undertaking an investigation and our report will be forwarded to the city as per our normal protocols,” she said. People’s Post could not gain comment from the family or school at the time of going to print.

Residents ‘take back’ Wolfgat Reserve Operations conducted at Nature Reserve bear fruit MELISSA PAPIER

A LOCAL civic organisation, together with the area’s crime watch, held a crime blitz at the Wolfgat Nature Reserve on Saturday 5 March. They say the reserve has become a haven for criminals recently. Members of the Mitchell’s Village Civic Association, in partnership with Wolfgat Nature Reserve, patrolled in the area of the Tafelsig and Lost City communities bordering the reserve, with the assistance of the Mitchell’s Village Neighbourhood Watch team. Chairperson of the Mitchell’s Village Civic Association, Ricardo Norton, said the community has a beautiful asset “which we cannot enjoy due to the high crime rate”. Norton said: “We decided to take back our nature reserve from the criminals that give the nature reserve a negative image. “We face many challenges from the criminal elements that use the nature reserve as a hiding place to hide stolen goods, and where drug addicts also smoke their drugs, which poses a fire threat to our beautiful nature reserve.” The group patrolled from Huguenot Primary School along the

border of the reserve to Swartklip Road. The operation was conducted under the guidance of Jerome September, an Environmental Education officer and Selwyn Kondowe, a community partner who has experience in law enforcement. The group discovered a stolen car and came across a few illegal structures. It also discovered some stolen council water meters at the nature reserve. “Evidence of drug usage is also evident all over the reserve. Illegal dumping is a huge problem and we issued quite a few warnings to some of the offenders. “It is important that the greater Mitchell’s Plain businesses and communities support us in beautifying our precious nature reserve. “Our bio-diversity is under threat and it is everybody’s responsibility to take ownership and responsibility to save our biodiversity. “We should act now or our biodiversity will be lost forever,” Norton said. September highlighted the importance of forming partnerships with the communities bordering the nature reserve. “These types of ventures are bearing fruit because Nature Conservation does not have the

manpower to patrol the reserve on a regular basis. “The community is starting to see the value of Wolfgat Nature Reserve, and they are taking ownership of the area bordering the nature reserve,” he said. September added that it was sad to see that the communities living on the edge of the reserve cannot enjoy the benefits and services that it provides. “Affluent areas make use of public spaces, but within poorer communities some elements within the community use the reserve in illegal ways. “If the bordering residents found value within the nature reserve, then surely benefits can be obtained such as increased property values.” Norton said the partners involved in the operation were serious in their quest to make the reserve a safe place for the community to enjoy their precious resource, and “operations will be taking place on a regular basis”. He asked that residents and local business support the association in their quest to make the Wolfgat Nature Reserve a safe place to allow the surrounding community to benefit from ventures such as eco-tourism. Anyone wanting to assist in any way can call Norton on 073 107 6301 or September on (021) 392-5135 or 083 749 1073.

‘Conman’ on the prowl

Pre-election service for all MELISSA LE ROUX

DALEEN FOUCHÉ

IN AID of the upcoming municipal elections, Calvary H.O.P.E Ministries in Rocklands held a pre-election service on Sunday at the Rocklands Civic Centre. Reverend Oscar Bougardt says the main idea behind the service was to get political parties, members and the people of the church all together under one roof so that prayers may be said for the elections. “We’re getting lost in all the crime and corruption and I am not going to give up. We need to get back to the basics and get the church involved in politics. The country cannot be governed without the help of the church,” he says. Cape Town mayor, Alderman Dan Plato, took up the invitation to join the service. All political parties were invited to join the service; however, “only a handful” showed up. Although there were not as many people

Petersen explains that Smit offers his business address to all his “customers”. “Many people have come into my shop looking for him. One even came with a baseball bat, ready to kill him,” says Petersen. Petersen has known Smit for over 15 years, but does not consider him a friend, he says. He explains that Smit is a rep for an upholstering business and says he has done “a lot of work” for Smit. But Petersen says he rarely gets paid for the work he does. “He has owed me R3 000 for over three years.” Petersen says he has even gone, accompanied by police, to Smit’s address in Mitchell’s Plain. “But that is all that was done. I have no faith in the police,” says Petersen. Forest describes Smit as a “well-built” man in his 50s, of average height, who usually dresses in “grubby casuals”. Forest says he has met a woman at the Fish Hoek library who was also conned by Smit. “I am annoyed and humiliated that I fell for his tricks,” says Forest. When People’s Post phoned Smit on Thursday 10 March, he said he was on his way to Forest to return his cushions. Forest subsequently reported that Smit had not been in contact with him, adding that his cushions were still missing. When People’s Post tried to contact Smit again, he did not answer his phone. Warrant Officer Chris Cloete, spokesperson for Fish Hoek police, says Smit has been investigated in the past and the case was referred to the Public Prosecutor. He says Smit was never prosecuted. Cloete says in order for police to prove that Smit stole the cushions, they would need to prove that he has not started working on the cushions. Police must then further establish what his intentions were with the cushions. Cloete encouraged people to report previous incidents linked to Smit.

A MITCHELL’S PLAIN man offering upholstery services and free quotations is allegedly also stealing furniture and money from his customers, with his latest known victim being a Fish Hoek resident.

The congregation prays for the political par ties. Photos: Melissa Le Roux at the service as expected, Bougardt was happy to spread the message to those present. He plans to hold a prayer meeting on the eve of the local government elections, Tuesday 17 May.

SINGING GLORY: The Smith Sis ters from Mitch ell’s Plain brought song into the service.

Rodney Forest says a man knocked on his door on 20 January asking if he needed any work done on his furniture. “And I did,” he tells People’s Post. Forest invited the man, Nicki Smit, into his home and showed him his “custommade” furniture that needed to be re-upholstered. Smit offered Forest a free quotation for the work he would do. “He quoted me R775 for four cushions and asked for a R375 deposit to buy materials.” Forest says he only gave Smit R200 as a deposit. Forest picked out the material for his cushions. “Smit even made a call to confirm his supplier had the material in stock,” says Forest. He left two contact numbers and an address with Forest, and left with his cushions, worth R1 800, and the R200 deposit. “I never heard from him again,” he says. Following the visit, Forest made seven phone calls and left three SMSes, but could not reach Smit. Forest decided to open a case with the Fish Hoek police, but a constable at the station advised him that he should go to the Small Claims Court instead. Forest, however, decided not to leave the matter there. He visited the address in Grassy Park, given to him by Smit, but found that this location was for a different upholstering business, “New Art Fix”. Aubrey Petersen, who owns New Art Fix, says he is well aware of Smit and his scam.

Horsepower does not come cheap TONY ROBINSON

HAVE you noticed the motorcycles the Cape Town traffic cops are riding these days? They are 1300 cc Hondas and they cost about R150 000 each. Now why do the traffic police need such powerful motorcycles when their operations are confined to the municipal area where speed limits are between 60 and 80 km/h? It is true that speed limits do go up to 120 km/h on the freeways, but that is not where the work is. So what is the point of motorcycles that can race along at speeds in excess of 200 km/h? For less than half the price, the city could have bought versatile 600 cc bikes by the same manufacturer that are also capable of excessive speeds. That means they could have bought twice as many bikes or they could have saved a lot of money. How much money? Well, it would take a pensioner who lives in a modest home and pays about R500 a month in rates 16 years to pay the extra cost of a single superbike. No doubt the traffic department will have their own story. They will probably explain about the radios and other equipment the officers have to carry, but that’s all bunkum – radios have never been smaller or lighter than they are now and, anyway, the bike was designed to carry two. There is no way the equipment (whatever it is) could be heavier or less

compact than a pillion passenger. Anybody who has ever ridden a motorcycle (and I am one of them) will tell you that a 600 cc machine is more than powerful enough for traffic work. In fact, the lighter machine is better suited for use in heavy traffic. Buying the big 1300 cc superbikes for traffic cops is as extravagant as buying BMWs and Jaguars for building inspectors and social workers. Of course there was a time, under a previous city administration, when the mounted traffic officers disappeared and the new crop of officers tried to do the job in air-conditioned cars that cost even more than superbikes. Somehow it always took two cops to drive one car so this reduced the visible presence on the roads and it reduced their effectiveness because it is darn difficult to thread an air-conditioned Camry through a traffic jam to reach the scene of an accident. And once there, the car becomes an extra obstacle. The mounted traffic officer, on the other hand, can thread his/her way through traffic (even in gridlock conditions) to the scene of the accident to take charge and get the traffic flowing again. So it’s good to see the bikes back, but why the superbikes? We know that bigger bikes are nicer toys for boys, but that should not be a consideration. We must think of the pensioner who has to pay an extra 16 years worth of rates for the extra horsepower.

JAZZ: The International School of Kenya Jazz Band, a group of learners from Nairobi, are travel ling to Cape Town this month for workshops at the Cape Town Jazz Festival. They will play a free concert of their wind and jazz repertoire at the V&A Waterfront Amphitheatre at 14:30 on Thursday 24 March.

What’s the big idea? AS PART of their Great Texts/Big Questions series, the Gordon Institute for Performing and Creative Arts (GIPCA) will host Jane Taylor – writer, scholar and curator – on Thursday 17 March at 17:30. Currently Mellon Senior Research Advisor at the University of the Western Cape, Taylor will engage with John

Locke’s Letter “Concerning Toleration” (a key document in the early modern history of religious tolerance). This series, which is free, takes place at Hiddingh Hall, UCT Hiddingh Campus, Orange Street, Cape Town. For more information on the series, call (021) 480-7156 or visit www.gipca.uct.ac.za.

Taking a stand against bullying AN ANTI-BULLYING campaign was launched at Glendale High School in Rocklands on Saturday 5 March to combat the scourge of bullying in schools. The Non-Violent Schools Campaign of the Quaker Peace Centre, in partnership with the Metropole South Education District, arranged the campaign at the first Schools Indaba. About 200 teachers, learners and education officials from over 20 schools across the peninsula attended the event. Avril Knott-Craig, spokesperson for the Quaker Peace Centre, said bullying hinders learning at school. “Regrettably at many schools bullying is ignored because it is a hot potato that no-one knows how to handle. “Ignoring incidents of bullying contributes to a toxic atmosphere at the school and has a marked negative impact on general discipline.

“Parents, pupils, teachers and education officials can help to reduce the number of bullying incidents in the schools if they commit themselves to doing so,” Knott-Craig said. At the indaba pupils shared their personal experiences of bullying. A panel of learners also spoke to the curriculum manager about what kind of bullying is taking place at their schools and what can be done about it. A clinical psychologist conducted interviews with the pupils, and helped participants come up with action plans for driving the campaign at their schools. “The indaba provides a rare opportunity for pupils, teachers and education officials to work together to solve problems in the schools,” she added. For more information about the project call Avril Knott-Craig on (021) 685-7800.

Cape Town Carnival CEO, Michael Worsnip, expressed his happiness at the progress of the event. “Things are really starting to fall into place; our lead dancers are completing their final fittings, our community groups are having final rehearsals and the floats are being fitted with sound and other last-minute trimmings. The 2011 Cape Town Carnival is ready to rock Cape Town in a magical way,” said Worsnip.

The activities all take place between 12:00 and 20:00 daily. The festival, incorporating the “One City, Many Cultures” project, is supported by the National Lottery Distribution Trust Fund. Some of the artists who will perform at this year’s festival include Judith Sephuma, Jesse Clegg, The Rockets, Vicky Sampson, The Dirty Skirts, Chad Saaiman, James Bhemjee, Emo Adams, Nomfusi and The Lucky Charms, Virtual Jazz Reality, Die Heuwels Fantasties, the Glenn Robertson Jazz Band, Loukmaan Adams, Tucan Tucan, the Delft Youth Big Band and the Cape Town Philharmonic Youth Orchestra. With an attendance of about 28 000 people over the three-day period last year, the festival has grown into Cape Town’s premier free music festival, offering an annual platform for established and aspiring artists to showcase their unique talent to a diverse audience. To set the tone, The Rockets will perform at the Company’s Garden on Friday 18 March between 12:30 and 14:00. Lively buskers and festival marketing ambassadors will meander through the lanes of the Gardens to spread the vibe to those who frequent the inner city. Drivers licence a privilege, not a right

Don’t take your vote for granted ALLOW me to use this opportunity to commend the millions of South Africans who made an effort to go out and register for the forthcoming municipal elections. On Wednesday, 18 May, we, South Africans across the racial, political and social spectrum, have an opportunity to start our own revolution by using our vote to bring about change within our communities. Too many South Africans are taking their right to vote for granted. Some of us have no idea what people went through in order for all of us to have the right to vote. By failing to even go out and register to vote is an insult to those who have paid the ultimate price so that we can live in freedom and have the right to choose our public representatives. Although some of us would argue that municipal elections are less important than general elections, I wish to differ, because local government elections give us an opportunity to directly elect the people we would like to represent our communities’ interest at municipal level. These elected officials usually live within our communities and in most instances are known to most people living within the area. By electing the best and most competent candidates into council we can ensure that our interests are best represented, especially when it comes to refuse removal, clean parks and communities, decent roads, clean drinking water, etc. In fact, by electing the best possible people to represent our interests at municipal level, we can ensure that we are not ripped off by council and forced to sell our properties due to unreasonably high rates and service charges. I urge all our people to start using their vote as a bargaining tool. Hold your elected officials accountable. Ensure that those you vote into power would firstly be

accountable to you, the ratepayer and then to their political masters. I would like to see more bylaws being implemented which could see a tangible improvement in the living conditions of all our people. I am not interested in counting how many times the neighbour’s dog is barking every hour. I would like to see my poor neighbour having a decent plate of food, have access to clean drinking water, have access to affordable electricity supply and have the security and protection that they deserve when calling on the Metro Police for assistance. I certainly would like to see our children having access to clean, safe and brightly lit parks to play in. These are important issues to me and many of my neighbours and these are the issues our councillors should be occupied with. Finally, I would like to call upon each and every registered voter to go our an vote on 18 May. Every single vote counts. Your single vote could determine who would be running your city. Don’t make the mistake of thinking that your vote is not going to make any difference, because if all of us should start thinking that way then no one would end up voting and the worst possible people would end up running the city. And, if you are unhappy with the way your current councillor has been representing you and your community vote for someone else or a different party. Do not let your voice go unheard. Do not allow the recent race debate to discourage you from voting; let it serve as a motivation to go out and make your mark. ROZARIO BROWN Eastridge

I AM a lecturer in traffic law at the Municipal Safety and Security Academy and do this in my personal capacity. In response to the article “Concerns raised over lack of traffic policing” last week; as a member of the traffic police and a resident of Mitchell’s Plain, I have the same concerns; however they must be raised objectively and holistically. Drag racing has increased tenfold over the past few months. I live next to the R300 freeway and can hear the noises these high powered vehicles produce over the weekends and sometimes during midweek. The traffic officials report to the MEC of Transport and not to the MEC of Safety and Security as alluded to by Michael Jacobs in the article. As stated by Chief Inspector Merle Lourens, the department does not have sufficient personnel to police the area on a 24-hour basis. Officers are withdrawn from Mitchell’s Plain to cover areas where they are needed. The problem that irritates me, as an officer, is when we do have a drink and drive roadblock the residents of Mitchell’s Plain accuse us of selective enforcement, thus implying that we ignore the upmarket areas. Residents also warn their family and friends about our mobile speed enforcement campaigns, thereby aiding and abetting unlawfulness. It is not a secret that the locations of traffic roadblocks are posted on Facebook and other forms of electronic media. It must also be taken into cognisance that our local Law Enforcement officers do not have powers to enforce moving violations in terms of the National Road Traffic Act 93 of 1996. This function is exclusively the domain of Traffic, Metro Police and our police members. Metro Police officers and SAPS members are traffic officers, but traffic officers are not police officers. The Law Enforcement officers’ mandate is to enforce municipal bylaws. I agree that the present system of traffic law enforcement is totally inadequate. Fines are either not paid or are substantially reduced by the prosecutors. In some areas courts will only accept the hearing of a limited number of traffic violations. Currently less

than 20% of traffic cases are finalised and the fines paid. Many traffic notices are not being considered by the courts and are left unconcluded. Offenders simply ignore notices. Ninety percent of accidents are preceded by traffic violations. It is difficult to trace offenders due to false number plates and forged drivers licences. Courts are overloaded with criminal cases and consider traffic violations minor or petty. Due to the above-mentioned difficulties the Administrative Adjudication of Road Traffic Offences Act, No. 46 of 1998 (AARTO) was enacted by Parliament and will hopefully come into operation very soon. AARTO brings with it a parity of fines which will encourage the road-using public to take traffic offences and resulting fines much more seriously. It also brings with it improved fine collection procedures and more penalties for not paying within the prescribed time, eventually leading to confiscation of movable property and ultimately to being declared unfit to operate a motor vehicle. Recent amendments to the National Road Traffic Act empower the magistrate to suspend driving licences for a conviction on a speeding offence of driving faster than 30 km/ h over the prescribed speed limit in an urban area and 40 km/h outside a rural area. The legislature therefore takes cognisance of the defects in the system and tries to rectify it with tougher sanctions. The mere thought that your driving licence may be suspended or cancelled should be enough to encourage you to change your diving habits. It should also be borne in mind that a driving licence is a privilege and not a right, and it may be taken away. Hopefully, the concerns of the Mitchell’s Plain and other communities, as this is not limited to Mitchell’s Plain alone, will be a thing of the past. The department must also come to the fore and fill the vacancies that exist and create more positions for traffic officers. ADVOCATE EBRAHIM ARENDSE Mitchell’s Plain

Your SMSes Local issues . The lack of traffic policing as published in People’s Post is a concern, as reckless and drunken drivers are taking advantage. The area is a hot spot for danger, especially at roads such as Morgenster, Eisleben, Spine, Westpoort, Kilimanjaro, Swartklip, Highlands, Weltevreden, Alpine, Merrydale, Lavender, Strandfontein, Mitchell’s Avenue, Deduin Park Avenue and Baden Powell Drive. The community requests random roadblocks to apprehend these perpetrators, and more speed bumps. If they transgress, then take a photo of them. They are not above the law, so show no mercy. Boeta R . To help solve traffic problems in Mitchell’s Plain, reinstate the Metro Police who were dismissed due to strike action. . As a concerned resident I am so very fed up with our park and field not being upgraded. All the years we as residents and ratepayers have been fools. We are watched by our councillor, Sheval Arendse. I have spoken to him many times, but my requests fall on deaf ears. We as residents are dreading the winter to come. Miss Cotto . Please put buses back on the route going from Lentegeur to Spine Road and Westgate Mall. R.K, Woodlands General . Regarding “Vrot vrugte”: he stands with his bakkie on the pavement and you must give way for him, it smells like men’s pee, dog poop, fish guts and there are flies all over. Where are the

health and traffic departments? LBW . Thank you, thank you, to the kind lady who returned our African Grey Parrot! .There is a definite lack of ginger in Stoney ginger beer these days. Has anyone else also tasted the difference? L.S. . If we are proudly South African, then why don’t we fly our flag in front of our homes like they do in other countries such as America? If we can do this then we can really make ourselves proud, don’t you agree? Amos . Vandalism at state facilities is a great concern. I think it would help if security cameras are installed inside and outside the buildings and a security monitor deployed where there is not anyone on duty, and they can monitor and communicate with their colleagues. I am sure this will stop vandalism in its tracks. Concerned health worker . I’m concerned, not just for myself, but also for my girlfriends. We finished school, but now we can’t find jobs because we are inexperienced. How will we ever gain experience if nobody is willing to take a chance on us? Concerned young adult . It’s election time again and now you see all the existing councillors popping up like flies. Please people, don’t vote for big parties because once they have your vote they will say goodbye. Rather vote for smaller parties and give them a chance, because they might just be able to solve your council issues. Ceres

ATHLETIC ACHIEVERS: Mondale High again raised the bar when it came to achievements in schools athletics. Mondale High’s top athletes – after winning the A section championship for southern suburbs schools – did the school proud when they competed in the Western Cape champi onship at Dal Josafat Stadi um, Paarl on Saturday. The athletes and staff seen shar ing the success are, from left: Front Row: Walter Wil liams (coach), Valhaliem Raynard (head coach), Shannon Malotane (West ern Cape girls under17 high jump), Owen Bridgens (prin cipal), and Fadhi Samuels (Western Cape boys under 17 100m, 200 sprints). Back Row: Ielyaas Wesson, Clinton Heuwel, Damien de Lange, Aron Oakley. Lucian Hendricks (Western Cape boys under15 high jump), Shahied de Jongh, Darren Smith and Ricardo Vorster, who all competed in Paarl. Battlescarred Stormers brace for Bulls TASMIN CUPIDO

A

FTER a tough and hard-hitting physical encounter with the Highlanders the past weekend, the DHL Stormers will be nursing scarred and sore bodies in the run-up to the highly anticipated northsouth derby against the Vodacom Bulls on Saturday. The Stormers were 18-6 victors in last Friday night’s clash, ending the New Zealand team’s unbeaten run in the competition and remaining one of two unbeaten teams in the

Super Rugby competition. And Stormers head coach Allister Coetzee was happy with his team’s performance, despite their inability to, yet again, not cross the tryline. “Against a physical and motivated side like the Highlanders, I thought we performed well as a team, stepping up on defence and physically,” he said. “The collisions during the match was unbelievable and I think we had the upper hand. There was a noticeable improvement in the set pieces and on attack.” The loose forward trio of Francois Louw, Pieter Louw and Duane Vermeulen im-

pressed at the breakdown point, while the entire team pulled their weight on defence. But, despite Coetzee’s thoughts on the improvement on defence, the importance of scoring tries and gaining valuable bonus points eludes the Cape side. They have only managed to score one try in three matches, with all the points coming from the boot of flyhalf, Peter Grant – again. And the performance displayed on Friday evening did not really show any signs of the team’s intention to throw the ball wide to speedsters Brian Habana, Danie Poolman, Juan De Jongh and Gio Aplon.

The men in blue have the services of some of the country’s best backline players, but with scrappy ball from the forwards, they have been unable to execute and unleash the talents of these players. As can be expected, the battle against the Bulls will be similar to the match against the Highlanders, with a tough, physical and tight encounter on the cards. The Stormers, who lost to the Bulls in the final of last year’s Super 14, will be looking for revenge, but travelling to a sure-to-be packed Loftus Versveld will be tough and the team with the most hunger, drive and eagerness will be victorious in the end.

The subtle touches of Oranje T

.WO Dutch legends whose names are printed in gold in the annals of Netherlands soccer history are close to being acclaimed heroes – 9 000km from their native land. For Foppe de Haan and his fellow countrymen Ruud Krol – the coaches of Ajax Cape Town FC and Orlando respectively – the honour of walking the red carpet to the champions’ rostrum in May will be deserved for the two seasoned coaches. Indeed, either of their faces could be mirrored in the sterling silver trophy that is at stake for the Premier Soccer League champions for the 2010/2011 season. The destiny of the coveted cup will of course be influenced by the result of the clash between Ajax and Pirates at Newlands Stadium tomorrow (Wednesday), starting at 19:30. In the fiercely-contested league championship, pacesetters Pirates – with 50 points in the bag are a point ahead of Ajax, while Mamelodi Sundowns on 47 points and Kaizer Chiefs on 46 points are also in the race, after 24 matches.

The neck-and-neck tussle prompts De Haan to concede that “nothing less than victory” will serve the Ajax cause. De Haan’s no-nonsense approach when it comes to the game has transformed Ajax into one of the most exciting teams to watch in the league this season. His achievements include coaching the Netherlands to the UEFA European under-21 champions titles in 2006 and 2007, after serving as the head coach of Heerenveen FC for 20 seasons. And those successful experiences has inevitably helped De Haan to keep his young charges focused on the arduous task of matching Pirates – buoyed by a 3-0 first round win in Johannesburg in October. The rapid development of players like Thulani Serero, Khama Billiat, Sameehg Doutie, Sonwabile Lolo and Granwald Scott has marked Ajax’s progress thus far. Soweto-born Serero (21) and Billiat (21) from Zimbabwe (21) have each scored vital goals, while the pacy Doutie (22) is enjoying his best season since joining Ajax at age 17. Their efficiency is matched by Kensingtonborn midfielder Scott and defender Lolo, whom Ajax nabbed from African Tribes amateurs in Khayelitsha. The efforts of Tembinkosi “Terror” Fanteni and Serero to hit the target 11 and eight times respectively this season also augurs well for the match. The not-so-good news for De Haan is that the suspended Doutie will miss the crucial showdown. And Krol? the Pirates mentor was capped 83 times for the Netherlands and represented the Dutch in two World Cups. He was also a member of the star-studded Ajax-Amsterdam FC side that won the European Cup for three consecutive years (19711973) – missing out on the 1971 final due to a fractured leg. Notably in his heyday the versatile Krol could be depended on to play in all defensive and midfield positions for club and country. So no wonder Pirates boasts one of the best defensive records in the league this season – thanks mainly to Krol’s coaxing of defensive midfielder Andile Jali (21) and leftback Reuben Cloete into tough ball winners. Pirates have scored 34 times and conceded 16 goals while Ajax, on the other hand, have hit the target 36 times but have conceded 24 goals.

Photos: Gallo Images This of course is a worry for De Haan and goalkeeper Hans Vonk – his custodian at Heerenveen FC for several years before he moves Ajax Amsterdam FC and their Cape Town namesakes. But De Haan showed his hand when the long-serving flank defenders Brett Evans and Nazeer Allie – who were sidelined with leg injuries for several weeks – returned to the team that lost 2-1 to Free State Stars in the Nedbank Cup knockout championship over the weekend. The possible inclusion of both flank defenders with the centre back duo of Derek Descamp and Clayton Daniels could be De Haan’s ploy to snuff out Pirates’ free-scoring Katlego Mashego, Thulasizwe Mbuyane and Tiou Segolele. Pirates, since the inception of the PSL in 1995, have been crowned champions in 2001/02 and 2002/03, while placing second in
