No upgrade for the Strandfontein Pavilion
Colour explosion
Facilities at Strandfontein Pavilion and Mnandi Beach are in dire need of an upgrade MELISSA PAPIER
THE proposal to have the Strandfontein Pavilion upgraded will have to be put on hold due to a “lack of funding”. The upgrading of the area has been a long outstanding matter on the Mitchell’s Plain Subcouncil agenda, which has still not been addressed. On Thursday the councillors were informed that a lack of funds is stopping the upgrade from happening. The feedback was given to councillors during the subcouncil meeting in the Portlands Community Centre. The Strandfontein Pavilion is currently a “white elephant” and is in a poor state. The Strandfontein Pavilion and Mnandi Beach were both prestigious assets of the City of Cape Town. Today both these facilities are in a state of disrepair. Subcouncil manager, David Cedras, informed the councillors that the upgrading of the Strandfontein Pavilion has been “identified as a priority”. “The costing for the development of the area is still in the process of being finalised. Figures and a business plan need to be put together and ideas need to be brainstormed
before the funds can be allocated and made available,” Cedras said. He added that Law Enforcement at the Strandfontein Pavilion also plays a vital role in this process. “We need to get our ducks in a row and do our homework before approaching the City of Cape Town for funding,” he said. Commenting on the matter, councillors were outraged at the lack of funds for the project, as it had been a “long outstanding matter which has been begging for attention for months”. Councillor Danny Christians wanted to know when funding would be made available for the Strandfontein Pavilion. “We have all these beautiful assets along our coastline and no one is seeing their true potential or enjoying these assets. The upgrading should be made a priority and funding should be made available for the project within the IDP budget,” Christians said. Councillor Ikbal Salwary added that the initial proposal for a restaurant was a “good one” and suggested that it be established first, with the other “major developments taking place at a later stage”. Salwary said: “The people of Mitchell’s Plain
can’t wait this long for something to be done. We need to look at the initial proposal and then at the bigger picture. Have something started in that area and then move towards bigger things. The upgrading is the same as the Town Centre – it started small and has grown to become the heart of the community.” Councillor Martin Fienies shared Salwary’s sentiments, saying that the City of Cape Town should allow for the development of a restaurant and fleamarket and later look at the rest of the development. “Once we have some activity at the Strandfontein Pavilion, then the rest will follow. Only once we have an attraction there, will tourists stop and see what the pavilion has to offer,” Fienies said. Councillor Grant Pascoe suggested that the Sports and Recreation department conduct an economic impact assessment on the Strandfontein Pavilion to see if it would be a feasible economic opportunity. “Consultation needs to take place with other line departments to establish a plan of action for the pavilion. Tour buses are driving past the Strandfontein Pavilion to the Strand, even though we have Blue Flag beaches. We need to develop a

Why must more ratepayers’ money be invested in that place when we need money for other facilities in our area? A survey needs to be done by the City of Cape Town to see if it would be feasible to have the pavilion upgraded,” Jacobs said.

Strandfontein CPF meets
OUTRAGED: While councillors of Subcouncil 12 held their meeting in the Portlands Community Centre last Thursday, a group of about 30 people gathered outside to protest against water cuts and the trickle system. Leading the pack was Suleiman Stellenboom, a com munity leader who heads up the “Scapthearrears” campaign. Residents claim that those in arrears with their water accounts are being summoned to court by the City of Cape Town despite making arrangements to pay off their accounts. “Residents go the housing offices to make arrangements and there they are treat ed without respect and dignity. The officials demand that these people pay huge amounts towards their ar rears first before they qualify for the rebate,” Stellen boom said. Mayoral Committee member for Social De velopment, councillor Grant Pascoe, addressed the pro testers and listened to their complaints and grievances. Pascoe said he would arrange a meeting with the group and the relevant officials to deal with the matter. Photo: Melissa Papier

The audit is completed and it is up to the City of Cape Town’s Property Management Department to ensure the identified properties are properly packaged for public tender. This would allow businesses to develop the land, creating economic opportunities in the area (“Unlocking economic potential for M’Plain”, People’s Post 23 November 2010) At a subcouncil meeting held last Thursday in the Portlands Community Centre, councillors were informed by Ivan Anthony, the manager of the Urban Renewal Project (URP), that the report was not ready due to the “department having capacity problems”. “The report will be available at the end of March and will be presented at the next subcouncil meeting,” Anthony said. The report on the land is in accordance with the Municipal Finance Management Act, and contains details and recommendations on the disposal of the land. The current land audit report was initially funded by the URP, with the last phase being

funded by the City of Cape Town. The department will be responsible for preparing the documents for tender and overseeing the administration of the processes. One of the reasons the URP funded the project was to fast-track the disposal of land for economic development in Mitchell’s Plain. This audit comprised 2 000 properties, of which 200 were shortlisted. From the shortlist, 33 properties were identified as “A-list” properties with the highest potential for economic development. Of the 33, three were identified as priorities, and will be released for development and go out to public tender. Two of these properties are in the central business district and the other in Strandfontein. Subcouncil chairperson Councillor Natalie Bent said the report was vital for economic development in Mitchell’s Plain. “This report is needed as it’s been a long outstanding matter on the agenda and it needs to be resolved,” Bent said. Harry Mentor, chairperson of the Mitchell’s Plain Development Trust, who put a proposal forward to the subcouncil last March about the development of a business park in Mitchell’s Plain, said he was still awaiting feedback from the City. “The business park will create 500 jobs in the area immediately, yet the city is stalling on making the land available for the project to start. The trust already has investors wanting to invest in the business park. All we need is the go-ahead from the city. This will alleviate some of the unemployment within the area,” Mentor said.

Tribute to slain Mitchell’s Plain heroes MELISSA PAPIER
OVER 600 kg of dagga confiscated by the Mitchell’s Plain Police was destroyed in a bonfire on Friday as a tribute to neighbourhood watch members killed in the line of duty. On Friday, station management and the Community Police Forum (CPF), together with street committee and neighbourhood watch members and pupils from primary and high schools in the area gathered at the station to witness the destruction of the dagga. Earlier the same day, hundreds of litres of liquor confiscated by police were poured down a drain in Belhar. The ceremony honoured slain heroes Abduragman Sydow, Mervyn Jacobs and Vincent Naidoo, who died while trying to rid their community of drugs and criminal activities. Sydow was shot in Lentegeur in 2007, after he and a group of neighbourhood watch members walked to drug dealers’ houses asking them to stop dealing in the area. He was allegedly killed by a drug dealer. Following his death, communities took it upon themselves to deal with the problem by going to these alleged drug outlets and setting their homes alight. In September 2009, wheelchair-bound Vincent Naidoo and members of the Lariat Close Street Committee and Neighbourhood Watch were shot at when unknown men started shooting at the group while they were sitting at a bonfire on Lariat Street. Naidoo died at the scene and the rest were taken to hospital. A month later, Mervyn Jacobs was killed

allegedly by gangsters who shot at him and a group of street committee members who were at a bonfire to show their opposition to the sale of drugs in their communities in Hugenout Avenue, Tafelsig. Jacobs was a wellknown and respected karate instructor who taught for many years at the Eastridge Community Centre. Cluster commander for Mitchell’s Plain, Major General Jeremy Vearey, in his address, applauded the community structures for their contribution in the fight against crime. He said it was through the partnership between the community and the police that the police were so successful in their arrests and confiscations; adding that a number of houses have been seized by the Asset Forfeiture Unit. “A total of 5 910 drug arrests have been made. As this number increases by the thousands, we need to look at other institutions, such as education, welfare and justice, to deal with the other part of the problem. All the structures in the area, together with the police, are one force united in getting rid of the drug dealers within our community,” Vearey said. In his tribute to the fallen neighbourhood watch members, CPF cluster chairperson Michael Jacobs said the structures were strengthUP IN SMOKE: Brigadier Johan Brand (left) and MajorGeneral ened and built on the blood Jeremy Vearey dispose the drugs. Jacobs recalled that the anti-drug campaigns all started in March 2007, when mothers in New Woodlands complained about a drug house in Hans Aschenborn Street that was “poisoning and killing” the youth. “Management heard their cries and within two weeks the house was closed down. Structures in that area did marathon patrols to ensure that the place was closed down – and it worked. It was through community participation that we could make a difference in Mitchell’s Plain. We should never forget the principle of solidarity when we take up the fight against crime,” Jacobs said. He extended his assistance to the community of Lavender Hill and other areas plagued by gang violence, issuing a stern message to the gangs, saying “you will be crushed” by the community, which would be taking back their streets. He said that the aims and objectives of Pagad (People Against Gangsterism and Drugs) were are admirable “but they are giving the people false hope and they still need to work within the framework of the law”. “Government has failed the people and they need to be held accountable to the people. The community also needs to take responsibility, as it’s our own family members who are terrorising our community. People need to tell us where the guns and drugs are instead of covering up for their family,” he continued. Pupils attending the event were once again warned about the dangers of drug and alcohol abuse and its negative effects on the community. Brigadier Sharon Jephta, provincial head

Property owners will have to step up MELISSA PAPIER
BUSINESS property owners in the Town Centre will have to revamp their properties in line with the planned upgrade of the Town Centre. A feedback presentation was made by Paul Williamson, director for Economic and Human Development for the City of Cape Town, to councillors at the recent subcouncil meeting held on Thursday in the Portlands Community Centre, and plans are in full swing to have the area beautified. At the meeting councillors were informed about the plans for the Town Centre and what the upgrade entailed. People’s Post previously reported on the plans (“Town Centre to be upgraded”, 1 March), which stipulated that lanes and alleyways will be upgraded. This comes after several complaints about health, safety and crime by residents, shoppers and hawkers about the state of the Town Centre to officials. The upgrading initiative is a project of the City of Cape Town in partnership with the Neighbourhood Development Partnership Grant (NDPG). The entire project will cost R28 million. Tenders have already been sent out and the process is in the adjudication stage, with work expected to start in May. Williamson said lanes and squares will receive a facelift; parking areas will be paved and the CCTV cameras and security services will be upgraded. Landscaping, electrical supplies and extra lighting are also on the cards. In his presentation Williamson showed councillors’ images of how the Town Centre used to be and what has been done in the area by the city. This will be the Town Centre’s second up-

grade. In 2005/2006 the Northern Taxi Terminal was completed and in 2009 the Southern Taxi interchange was completed. These projects cost R135 million combined. After the presentation councillors could ask questions and make comments. Councillor Ikbal Salwary asked the city to re-look opportunities for informal traders in the area, as the unemployment rate in Mitchell’s Plain was “very high”. He suggested that more trading spaces be allocated in front of businesses in the Town Centre. In response, Williamson informed the subcouncil that allocating trading bays in front of businesses was brought before the subcouncil and it was reported that having the trading bays in front of businesses and alleyways was a health and safety hazard. Councillor Grant Pascoe said lots of money had been invested into the Town Centre in upgrades and that old business blocks also needed to be upgraded. “We need to look at the old properties in the Town Centre which are creating the slums in the area. “Property management needs to implement the Property bylaw so that businesses take responsibility for their properties.” Pascoe added that a building in the Town Centre was being renovated into a block of flats. He asked that the city look into the matter as the property is zoned for commercial use and not residential. Williamson told the councillors that the management entity of the Town Centre is crucial as this will determine its sustainability. “We want the Town Centre to be abuzz with activities seven days a week and have all residents come and do their shopping here. For this to happen all stakeholders need to work together,” he said.
‘I am not a conman’ DALEEN FOUCHÉ
THE man accused of stealing four furniture cushions from a Fish Hoek resident after offering re-upholstering services on 20 January, returned the cushions to the owner on Tuesday 15 March. This is the same day an article about the incident appeared in the People’s Post (“Conman on the prowl”, People’s Post, 15 March). Nicky Smit, the man accused by the owner of stealing the cushions, returned the items in the same condition they were when he took them. Smit, however, denies having stolen the cushions. He says he returned them before he even saw the article in the newspaper. Rodney Forest, the owner of the cushions, confirms that they were returned at 11:12 on Tuesday 15 March. Smit, who also took a R200 deposit for the cushions, which are worth R1 800, did not answer any of Forest’s phone calls or SMSes for over two months after the cush-

ions were taken. Smit admits that he did not answer Forest’s phone calls, but could not provide People’s Post with an explanation, saying only that he was “sorry”. Smit also admits that he used another business’s address as his own. He explained that he worked with Aubrey Petersen, owner of “New Art Fix” in the past, and had never changed the address. “But I have fixed it now,” says Smit. Aubrey Petersen, owner of “New Art Fix”, says he believes Smit will not use his address any more and is very happy that about this. Petersen, who has worked with Smit, says Smit does not necessarily steal his customers’ things, but just takes a “very long time”, to get the job done. “It can take him up to six months to finish a job,” he says. Smit insists that he is not a conman. Forest says Smit apologised to him several times, and accused him of “destroying his life”.

Police operations bear fruit MELISSA PAPIER
SCORES of suspects were arrested by the Mitchell’s Plain Police over the weekend, which led to the arrest of 128 suspects for various crimes and a number of successful drug confiscations. Operations started on Friday from 07:00 and ended yesterday at 07:00. On Friday at 07:50, the police were doing routine patrols in Lincoln Street, Beacon Valley officers noticed a suspicious-looking man walking in the streets. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, says the man was stopped and searched and police found a 9mm pistol in his possession. Voegt said: “Apart from the gun, 14 live rounds of ammunition were also found in his possession. A 27-year-old man was arrested and will appear today in the Mitchell’s Plain Magistrate’s Court on a charge relating to the possession of an illegal firearm.” In a separate incident on Sunday 20 March at 16:10, while patrolling in Silverstream Street, Eastridge, police stopped and searched a man. “In his possession the police found and confiscated a plastic packet containing 20 grams of tik to the value of R7 000. A 41-year-old man was arrested and he will appear in court today on a charge relating to possession of drugs,” Voegt said. Earlier last week, police operations bore fruit when more drugs were confiscated. On Monday 14 March at 13:35, the Mitchell’s Plain police were observing a house in
Sunderland Street, Rocklands when a woman was stopped in the road. “The woman was searched and police confiscated 20 dagga stoppe, three mandrax tablets and six half Mandrax tablets. The 52-year-old woman was arrested and she appeared in the Mitchell’s Plain Magistrate’s Court on Wednesday 16 March on a charge relating to the possession of drugs,” Voegt said. In a separate incident on Tuesday 15 March at 17:50, the police conducted routine patrols in the Central Business District in AZ Berman Drive when a suspicious-looking man was spotted by officers. The man was stopped and searched by the police, who confiscated 160 Mandrax tablets, to the value of R5 000. The 22-year-old man was arrested and he appeared in court on Thursday 17 March on a charge relating to possession of drugs. Voegt thanked the community for their continuous support during the crime prevention operations and urged the public to contact their local sector commanders with information on illegal activities. At the time of going to print, the court outcomes were not available from the police. Mitchell’s Plain Community Police Forum spokesperson, Reva Fortune, applauded the police for their successful confiscations in the area. “Our structures that are in place are working well with the police, which is resulting in the successful confiscations. “We need to continue these efforts in our fight against crime,” she said.

Choirs ready for final battle TAURIQ HASSEN
T
HE time has come to separate the boys from the men, as the Cape Male Choir Board (CMCB) has reached the grand final stage of the Malay choir competitions. Six teams will be battling it out for the prestigious title of best choir when they take part in the very first Keep The Dream Champions Cup on Sunday 27 March. Jordan Sporting Club from Manenberg, Silver Sounds Singkoor from Athlone, Ken/Fac Singkoor from Kensington and Factreton, and Capetonians Singkoor have all qualified for the final round of the competition. On Friday 11 March, Playboys Singkoor from Silvertown and Hamediahs Singkoor from Mitchell’s Plain qualified for the Champions Cup, after competing in the Challenge Cup. This part of the competition gave two teams an opportunity to sing their hearts out for a place in the grand final. Ebrahim Hull, president of the CMCB, was delighted at the outcome of the organ-
isation’s first year in existence and said: “It all went very well and the launch has been successful, but it’s not over, because the grand final is promising to be even more spectacular.” The board is integrated with the Keep The Dream Malay Choir Forum, which assists struggling choirs in finding their feet to perform on the big stage. The forum was established last year. “The standard of our first event has been really good and the top six teams have really produced quality entertainment for the crowds, which promises to follow through to the final,” says Hull. The Keep The Dream Champions Cup takes place at the Athlone Civic Centre on Sunday 27 March, with only 150 tickets still available at the door. Tickets can also be purchased from the respective choirs at R35 for adults, R20 for children and R25 for pensioners. Hull said the crowd is encouraged to hold on to their tickets, as attendees stand a chance to win a plasma screen television. For any further information or tickets call Hull on 073 651 9989.

A GROUP of residents from Mitchell’s Plain and Strandfontein recently graduated as home-based carers equipped to assist their community.
NOTICE OF A MEETING OF THE COUNCIL OF THE CITY OF CAPE TOWN
About 26 learners completed a threemonth training course conducted by Glenlily Outsourcing. The course was run at the Beaconvale Frail Care Centre, Beacon Valley and was funded by the Western Cape Education Department. Elsabé Petrus, the coordinator, said she was “extremely proud” of the graduates and their achievements. “These learners are now equipped with skills to go out in the community and care for those who are terminally ill. “This is a huge achievement as there are many people in need who can’t afford private nursing care. By qualifying as homebased carers they can fulfil these needs,” said Petrus. The graduation took place at the Metropole South Building in Lentegeur on 28 February. At the ceremony, learners were dressed in nursing uniforms.
Eugene Daniels, director for the Education Management District Centre (EMDC) Metropole South, Rashaad Job, Institutional Management and Governance (IMG) head of Metropole South and Tony Spencer, the director of Adult Basic Education and Training (ABET) were among the guests. In his keynote address, Spencer said learning was a never-ending experience, and that all the learners who had received certificates had worked hard and deserved their certificates. Three learners received special prizes for outstanding achievements: Magdeline Lucus for Best Performance and Highest Marks; Alana Arendse for Second Best Learner; and Danielle Raga for The Most Improved Learner. The learners will now be able to go out to old-age homes and take care of those who are ill in their community. A database of all those who are ill in the community who need their services will be established. Petrus is in the process of finding out from other centres about advanced courses in home-based care to provide the learners with further training. Anyone who can assist with further education or who is in need of a carer can call Petrus on 083 670 6940.
A meeting of the Council of the City of Cape Town will be held on Wednesday, 30 March 2011 at 10:00 in the Council Chamber, 6th Floor, Podium Block, Civic Centre, 12 Hertzog Boulevard, Cape Town.
PROUD MOMENT: The learners who qualified as Home based carers re cently. With them is Elsabé Petrus, the coordinator (front row, second from left) and next to her is Khaya Dyiwili (In stitutional Manage ment and Govern ance (IMG) – Metropole South)
Please note that limited seating is available in the public gallery of the Council Chamber, and therefore seats will be allocated on a first come, first served basis. Should you wish to attend the meeting you are requested to contact Ms A Curtis on 021 400 3342 between 09:00-16:00. Law school on course THE South African Law School celebrates 15 years of legal skills training this year. The South African Law School is fully accredited by the Safety and Security SETA (SASSETA) to offer the National Certificate: Paralegal. In addition, the South African Law School is accredited by ICSA (Institute of Chartered Secretaries) – the internationally recognised and affiliated professional body which governs corporate governance professionals and their qualifications – to offer training for the CIS qualifications. The South African Law School offers its training, on both a parttime and full-time basis, from its modern campus situated in the Cape Town CBD. In 2011, the school will continue to offer its highly regarded parale-
gal course. This is the most comprehensive and in-depth paralegal programme offered by any private paralegal school. In addition to the required modules that make up the national qualification, the school offers seven additional law modules to supplement the training learners receive. With the upturn in the economy predicted to continue in 2011, the property market should also continue to recover. The South African Law School’s Conveyancing and Finances course – a highly successful intensive programme – will graduate conveyancing paralegals. The conveyancing programme includes 12 training sessions in the school’s dedicated computer training room on the GhostConvey software – the software most widely used in the conveyancing
process. The South African Law School is one of the few schools in the country accredited to provide training for the CIS qualifications. The school will be offering training for level 1 of the CIS qualification on both a part-time and full-time basis. The CIS qualification leads to a lifetime career in corporate governance. Corporate governance professionals are highly sought after and the qualification is recognised internationally. The School’s Administration of Deceased Estates course is a 14week intensive programme which covers the process of administering deceased estates from beginning to end. Full details of the South African Law School’s courses, training schedules and tuition payment plans are available on the school’s website www.lawschool.co.za, by emailing info@lawschool.co.za or by contacting (021) 422-5610.

A different struggle THIS week, South Africans observed Human Rights Day, commemorating the Sharpeville massacre which claimed the lives of 69 people and left 180 others injured on 21 March 1960 outside Johannesburg. Violence erupted as scores of men, protesting against carrying the dompas (an identity document indicating where black people were allowed to go), marched to the police station to offer themselves up for arrest, as they were without their passes. Panic-stricken Sharpeville policemen opened fire on the crowd. Fifty-one years later, laws may have changed but human rights are not automatically respected. It comes down to each and every one of us respecting the other as a worthy and equal partner. Yesterday's Human Rights Day commemoration at Athlone Stadium, attended by President Jacob Zuma, vividly demonstrated how the term “human rights” is empty without effort. Patricia de Lille, acting Premier of the Western Cape, was heckled and booed while delivering her address. Political affiliation is relevant only to the persons who chose to disrespect her because of the party she represents. It ought to be irrelevant in a context in which shared is history is commemorated. The complexity of South African society requires a tolerance for diversity. This country is made up of a wondrous array of different people – and our differences must be accommodated if we are all to feel at home within its borders. Respect cannot be legislated. While the many apartheid laws based on the absence of respect for citizens of this country have been dumped, this, as yesterday shows, does not automatically bring respect into our hearts. It is an attribute we must strive to acquire. It was fought for during many points in our history and if commemorative days such as Human Rights Day, Women’s Day and Youth Day hold any value to us, it lies in their reminding us of the mistakes of our past, and also in reminding us that the real work does not lie with our law-makers, but with ourselves.
THE feeding of baboons and monkeys has been outlawed in the Westen Cape and anyone not adhering to the new regulation will be fined. According to Fanie
Bekker, CapeNature’s executive director of Operations, the regulation applies in private and public spaces. Previous regulations regarding feeding baboons only who appeared before the subcouncil. Her insistence on getting a breakdown of how much of the city’s budget would actually be spent in Mitchell’s Plain (Subcouncil 12) was most impressive. My understanding is that the budget, in its present form, does not provide an exact breakdown of what amount or percentage of the budget each area would be getting in terms of capital expenditure, operational expenditure, etc. An exact breakdown in terms of what amount or percentage of the city’s 2011/2012, R22 billion budget would be spent in Mitchell’s Plain over the next year is important to me as a resident, because it would give me a better understanding on whether the city is dividing the budget on a fair and equitable basis. It is a simple concept, you cannot spend 3% of the city’s budget in an area that houses approximately 15% percent of the city’s people or 10% of the budget on an area that houses less than 1% of the city’s population! On the issue of Strandfontein Pavilion
Divide the budget equally ON THURSDAY 17 March I attended the Subcouncil 12 meeting at Portland Community Centre. One of the topics on the agenda was the 2011/2012 budget. A number of officials were called to appear before the subcouncil and I was totally dismayed to learn that the officials from the Housing and Solid Waste departments failed to show up at the meeting. More importantly, I was shocked to learn that the subcouncil has been trying to get officials from the Solid Waste department to attend meetings for close to one year with no success. Clearly, this is a major failure on the part of our political leadership at the subcouncil. However, I was pleasantly surprised by a councillor who used the opportunity to thoroughly question some of the officials
Keep supporting our soccer club THIS neighbourhood has had to deal with lots of housebreakings, gangsterism and drugs in the past. Since we established the Searidge United Football Club we have had fewer housebreakings, less gangsterism and fewer drugs in this community. We ask that we continue to remain united against gangsterism and drugs by sup-
porting the club and exchange ideas to make our community a better place to live in. Our park looks a mess, which means that our children have nowhere to play and only we as neighbours can make the government fix our park when standing together.
stipulated that people may not feed baboons along roads, but new laws empower CapeNature to prosecute people feeding baboons in their back gardens. and Mnandi Beach Resort, I need to state that it is criminal to see how the City has allowed these once prestigious assets to go to the dogs. How on earth could any reasonable human being allow this resort to proceed into its present state of decline where the ratepayers would have to pay millions of rand to restore it to its former glory? I propose that the city urgently set aside funds, employ local residents and commence with repairs at these two resorts as to allow our community to utilise it. Why should our people travel long distances to Camps Bay, Gordon’s Bay or Sea Point while we do have beaches and resorts on our doorsteps? If city leaders have any form of respect for our people then they would move swiftly in terms of providing us with the services we deserve and not spin their way out of doing their work. Finally, I believe that the City is investigating the possibility of starting a flea market at Strandfontein Pavilion. If so, I propose that the City speedily do a feasibility study and move to implementation as to create much needed employment opportunities for our local residents. ROZARIO BROWN Eastridge
We are currently making use of the square in our cul-de-sac of Sugar Loaf Crescent. We apologise for any inconvenience when our children will play from time to time in our square. We hope that the government will fix up our park field. Thank you for supporting and standing together as neighbours. K JULIES President: Searidge United Football Club

Local issues . Please people, break the silence about Mitchell’s Plain Day Hospital. Doctors talking to staff and staff selling food and making business while people are getting sick and are in pain. They don’t care; they don’t do their work properly. . I was shocked, to say the least, at the empty bookshelves in the pre-school section at Tafelsig Library. Literacy is a big problem in our community. Someone, anyone, please help to fill their shelves again. Our kids need a good start in life. Very Concerned General . To Metrorail and associates, I am very pleased about your new timetable. Before you start, please clean your filthy trains both inside and out, especially the windows. I can’t see through them during the day, what about at night? Disgusted commuter . So which experts back in the ’70s decided that building a nuclear power station practically on the Milnerton fault line was a good idea? And “they” still propose to build more along our coastline? Let’s “wake up” and see that alternative energy is really not that expensive in the long run. Pete . To the idea of hanging our country’s flag in front of our homes: just take a look at those mirror flags that now hang torn and faded from people’s cars. That is disrespect and not so proudly South African. Imagine what the wind will do to these hanging flags. Will that home owner care enough to keep it Proudly SA? Wendy, Muizenberg . I agree with what Amos is saying. Why can’t we fly our flags high? Our boys are doing our country proud and we are doing nothing in return. But everyone has a lot to say when
they’re not giving their all. Good luck boys. Shana . If Golden Arrow doubles its fleet and routes, it will reduce taxi violence. Each bus takes 80 passengers, which means 80 fewer cars on roads. I agree with Concerned Young Adult. I have been out of college for a year and I still don’t have a job for the field I studied in. Everyone says I don’t have experience but how will we gain experience if no one hires you without it? . We won’t employ Concerned Young Adult or her friends as we cannot fire her/ them if she/they are no good. . I rather buy Jive. It tastes far better than Stoney. I don’t buy Stoney any more. . AN average ward councillor in the City of Cape Town earns R29 057 a month but is also allowed to hold down a private job, as the job of councillor is considered a part-time one. There are 105 ward councillors in the city, amounting to a total annual cost of R36 611 820 annually. The mayor’s annual package is R1 000 219 a year. Included in this amount is a cellphone allowance of R35 964 per year and a travel allowance of R241 064 a year. Mayoral Committee members, the Whip and subcouncil chairpersons are paid R741 143 a year (R61 761 a month) and the city’s Speaker as well as Deputy Mayor get R789 355 per year, or R65 779 per month.
No provision is made for annual bonuses or 13th cheques. The role of the ward councillor is to chair the local ward committee, be responsible for handling queries and complaints within the ward, and resolve municipal disputes. Councillors also have to attend all subcouncil meetings, which take place 12 times a year. If a councillor is unable to attend, an apology must be forwarded to the Speaker’s office. However, if a councillor misses three meetings without an apology, he/she will be dismissed. Dirk Smit, the City’s Speaker, explains that the job requirements for councillors revolve around the responsibility for interaction between council and the residents within the ward. “The councillor also has to be ac-
tive in the various council committees and facilitate ward committees where the community gives feedback on council decisions within their area. “Also, the councillor must correspond with residents once every three months. This can be done either through a public meeting or in writing.” Councillors are allowed to be employed in the private sector, he explains, as the position of ward councillor is a part-time job. However, while Mayoral Committee members are full-time employees, they may apply for permission to have another job. . Complaints against a councillor can be made to Smit in writing and forwarded to dirk.smit4@capetown.gov.za via email, or faxed to (021) 400-5864.
One celebration is never enough THE “Tweede Nuwe Jaar” carnival is a significant aspect of the social history of Cape Town and continues today to form part of the city’s cultural landscape. “Ghoema and Glitter: New Year Carnival in Cape Town” shows how carnival participation has been passed on from generation to generation, while at the same tracing the changes to the carnival over time. The exhibition details the histories and performances of the
Nagtroepe (Malay Choirs), Christmas Bands and Klopse, who together make up the “Tweede Nuwe Jaar” celebrations. The exhibition draws on Iziko Social History’s new oral history and Carnival collections, which are included in the exhibition in the audio-visual stations, texts and images, as well as displays of artefacts. “Ghoema and Glitter: New Year Carnival in Cape Town” has been extended and runs at the Iziko Good Hope Gallery, Castle of Good Hope
until 31 July. The exhibition can be seen daily from 09:30 until 16:00. Adults pay R25 and R15 on Sundays; pensioners with SA pensioner cards pay R15 and students with SA student cards pay R10. Children between the ages of 5 and 16 pay R10 and R5 on Sundays. Booked school groups pay R5 per learner. OPEN-PLAN living is the new buzz word when it comes to home layout.

counter cupboards lining both walls. However, lighting can sometimes be an issue, and some of this storage might have to be negated to make space for a window or two. The L-shaped layout The L-shaped kitchen can usually accommodate more than one person, as it most commonly leaves a nicely proportioned amount of free space in the centre of the kitchen. Having the benches on adjacent, rather than parallel walls, can save a tremendous amount of space. This layout is most commonly built into a corner, so it is essential to consider how to deal with the often awkward-to-reach issue of corner cupboards. The U-shaped layout For larger, squareshaped spaces, the U-shape layout allows for maximum storage and work-
ANTONELLA DESI
There are generally six main layout options that will suit most kitchens. They are: The one-wall layout Ideal for small rectangular spaces and for single homeowners or those who don’t cook or entertain too often, the one-wall layout comprises a row of storage cupboards on the ground with a countertop above, and a row of storage cupboards that are installed above the countertop. The two-wall layout The two-wall layout is best suited to a rectangular-shaped space, although it has to be considerably larger to accommodate the two rows of cupboards. It is common to have over-
space. However, since the cupboards and benches line three of the four walls, the floor area is reduced. So, unless the space is large enough to cope with the surrounding cupboards and benches, a Ushaped kitchen layout can sometimes feel a little cramped. For spaces that are just slightly too small for this layout, a clever design trick is to remove the cupboards from one wall and use it as a breakfast bench instead. The island layout Essentially, the island layout only really works for relatively large spaces. By definition, an island is a freestanding work area that can fit into any kitchen layout – it can either be fixed or mobile, and can serve a number of purposes, such as providing additional workspace or storage.
The true open-plan layout This layout consists of a kitchen area with no defining spaces between it and the rest of the living area, and is best suited to really small living spaces. It usually comprises one wall of below- and above-counter cupboards, with all the appliances, such as the fridge, stove and dishwasher all positioned on the same wall. It is a highly effective layout, but can be problematic, as the kitchen will need to look clean at all times as it is completely in line of sight. – Property24.co.za

MUGEN is developing a more potent version of Honda’s CR-Z sports hybrid with promises of Type Rlike performance. The CR-Z Mugen will see adjustments to both its regular 1.5-litre iVTEC petrol engine and Honda’s IMA hybrid system to boost the hatchback’s power and torque. Bespoke brakes and a revised suspension will be thrown into the deal. Furthermore, Mugen surmises that the enhancements made may
result in better fuel economy and cleaner emissions – in certain instances – but the tuner admitted that final performance figures were unavailable at this early stage of the car’s development. Lightness and aerodynamics are vital to the Mugen’s performance. A carbon-fibre bonnet and special Mugen alloy rims are just two of the light components employed. VICTORY over the Vodacom Bulls at Loftus Versveld for the DHL Stormers for the first time in eight years will certainly put an extra spring in the team’s step for the rest of the Super Rugby competition. The men from the Cape, who are now the only unbeaten team in the coveted competition, managed to trump the Pretoria men 2313 in a tightly contested, physical encounter last Saturday evening. And to add to the notches on the Stormers’ belt – a try from recently under-performing speedster Bryan Habana. The try was only the team’s second for the season, after the one by flanker Pieter Louw in the team’s opening match of the competition against the Lions. And, despite only scoring the sole try, head coach Allister Coetzee was impressed with his team’s attack. “We created a lot of opportunities and we know that we need to keep improving. The attack displayed against the Bulls is definitely a step in the right direction,” he said. Discipline was another reason for the Stormers’ victory. The Bulls constantly transgressed, giving flyhalf Peter Grant opportunities to add to the Stormers’ tally. The visitors remained the more disciplined of the two sides, only conceding six attempts at goal. Grant managed to slot six of 10 attempts at goal, while the Bulls’ usually accurate Morné Steyn only managed to convert three of six attempts. The set pieces and the breakdown points were dominated by Coetzee’s chargers. “We
always knew that we would have a challenge up front and there was certainly a physical intensity,” Coetzee said. “Although a battle, we managed to do well – we scrummed well and stole a couple of lineouts. The victory was a collective effort from the entire team. A lot of hard work went into the preparations for the Bulls match and the players accepted the challenge and stood up on the day.” But on Saturday the Stormers will face a team with a different style and approach to the game. They take on the Western Force from Australia who, despite being relatively inexperienced, always pose a threat on attack. After beating the Lions 27-15 at Coca-Cola Park in Johannesburg on Saturday afternoon, Nathan Sharp and his men will believe that they are able to compete with the Stormers. An interesting battle between flyhalfs Grant and wunderkind James O’Connor is likely to ensue, while the experience of captain Sharpe and fullback Cameron Shepherd will assist their team in the challenge. The battle between blind-side flankers Pieter Louw and Richard Brown should interest rugby lovers as well.
TRY TIME: DHL Stormers winger, Bryan Haba na, is congratulated by team mate Jaque Fou rie as Vodacom Bulls winger Bjorn Basson looks on. Habana scored his team’s only try in his team’s Vodacom Super Rugby victory over the Bulls on Saturday. Photo: Christiaan Kotze

Dutch fasttracking Ajax ace T
HULANI SERERO is close to leaving Ajax Cape Town FC to pursue a professional soccer career with Ajax Amsterdam FC in the Netherlands. Serero’s move to the world-renowned Dutch club was confirmed by George Comitis, the CEO of Ajax Cape Town FC, over the weekend. “There is little doubt that Serero will soon be joining Ajax Amsterdam. He was invited to a trial so that they can further assesses his ability to withstand the pressure of European soccer,” said Comitis. The good news for Ajax fans is that Serero (21) will not be lost to the Urban Warriors until after the end of the Premier Soccer League (PSL) season. Serero and Sameehg Doutie were on trial at Ajax Amsterdam early last year on the recommendation of Hennie Spijkerman, a former technical director at Ajax Cape Town. Spijkerman is now the assistant-coach for Frank de Boer – the new head coach at Ajax Amsterdam. De Boer last week informed Ajax that he needs to have another look at Serero, who has shown excellent form for the title-chasers in the PSL this season. Ajax Cape Town FC, which is a satellite club of its Dutch namesakes, has since its founding in 1999 regularly concluded successful contracts for its star players with its
Dutch namesakes. Serero is set to follow in the footsteps of ex-Ajax aces Benni McCarthy, Daylon Claasen and Steven Pienaar, as well as Cameroon international midfielder Eyong Enoh – a member of the current Ajax squad that is placed third in the Dutch Premier League. The Soweto-born Serero, Pienaar (now Tottenham Hotspur FC) and Claasen (now Lierse FC, Belgium) were included in the 22player Bafana Bafana squad that will face Egypt in an African Cup of Nations (Afcon) qualifier at Ellis Park, Johannesburg on Saturday 26 March. . Bafana Bafana Squad Goalkeepers: Itumeleng Khune, Wayne Sandlands, Darren Keet. Defenders: Morgan Gould, Sibonisi Gaxa, Bongani Khumalo, Prince Hlele, Anele Ngoncangca, Siyabonga Sangweni and Reuben Cloete. Midfielders: Andile Jali, Thanduyise Khumboni, Renelwe Letsholonyane, Steven Pienaar (captain), Daylon Claasen, Kagiso Dikgacoi, Siphiwe Tshabalala, Sifiso Myeni and Tiou Sengolela. Strikers: Kermit Erasmus, Bernard Parker, Davide Somme, Thulani Serero and Katlego Mphela.
