Lieutenant Colonel Andre Traut, SAPS provincial spokesman, said the police suspected that the matter was gang-related but would not go into any further detail. “We suspect that the matter is gang-related and we won’t say more than that,” Traut said yesterday. “The men have been charged with murder.” Traut would not say whether the victims or suspects were affiliated to any gangs. He could also not confirm whether the murders were an act of retaliation. Khan was killed on the evening of Monday 14 March in 11th Avenue, Retreat. Damian Malan was the second person killed this past week. Malan was shot in Lavender Hill on Tuesday 15 March. Traut would not confirm where exactly he was gunned down. The latest victim of the gang war, Thurlong Rudolph, was killed in Steenberg on Wednesday night. Traut said the victims were shot several times but could not say exactly how many times. “We do not want to sensationalise the shootings,” said Traut. “We want to sensationalise the arrests that were made by the police,” he told People’s Post. Both Khan and Rudolph were killed beyond the borders of Lavender Hill, sparking fears that the violence had spread to neighbouring areas of Retreat and Steenberg. Kevin Southgate, chairman of the Steenberg Community Police Forum, says the gang war has definitely spread out to neighbouring areas. Southgate said all of the murders could be linked to two warring gangs. “We are very concerned that the violence is spreading to Retreat,” said Southgate. “We had shootings in Retreat and Steenberg. The thing is that the prevalent gangs in the area are the Junky Funky Kids and the Corner Boys, and all these shootings are related to these gangs.” Southgate added that the police’s belief that the shootings were gang related, combined with his knowledge of the area and the community, meant he was certain that the incident was re-
lated to the ongoing gang war in Lavender Hill. “Judging by the fact that the police have indicated that it is gang related and the comments from the local community, I am quite sure that they are related and related to the two gangs.” The latest deaths brings the total number of fatalities in the Lavender Hill gang war to six in March alone. A MAN scaled the fence of the Retreat public swimming pool on Sunday 18 March after he was robbed in the bushy field just behind the swimming pool complex. He ran to the public pool to get away from the robbers. According to Samantha Prince, one of the employees at the pool, the man was walking across the field when he was attacked by three people at around 10:00. Prince did not see the attack but said the man told her what had happened when she carried out first aid on his injured hand. “I was inside, waiting for the public to come in, and we heard shouting and screaming,” said Prince. “One of the life guards ran inside and

Metro cops make arrests in Lavender Hill Police visibility stepped up to curb gang violence LIAM MOSES
THE City of Cape Town’s Metro Police, deployed in Lavender Hill in an effort to curb gang violence in the area, made a number of drug-related arrests last week. The Metro Police's tactical response unit was deployed to the area after three people, who are all believed to have been innocent bystanders, were killed on Friday 11 March in a gang-related shooting on a public road. Yolande Faro, deputy chief of the Metro Police, said the unit will stay in the area for as long as is required. “Lavender Hill is an area where we wanted to deploy more staff, so we assigned that unit to the area,” said Faro. “How long they stay in the area depends on the crime threat analysis and what we feel. They will stay as long as we feel they are needed. We will obviously monitor the situation.” The shooting on Friday 11 March is thought to have been a revenge attack on the Corner Boys by the Junky Funky Kids. Apart from the three people killed, seven others were injured in the same shooting. Since then, three others have been killed and at least two others injured in shootings in Retreat, Steenberg and Lavender Hill (see Page 1 for more). On Thursday 17 March the unit arrested a 20-year-old man in possession of drugs with a street value of around R2 000

and over R200 in cash. The man was found with 11 Mandrax tablets, 10 packets of tik, 87 dagga parcels, 11 tik lollies and one plastic bag of dagga. Faro said the Metro Police arrested the man after a tip-off alerted them to a drug den in Depositon Crescent. “While we were patrolling, someone stopped the officers’ car and gave them information,” said Faro. “The person said that if we go to the house now we’ll find people packaging drugs. The officers went to the house and knocked at the door. The person inside, who had the drugs, saw who it was and ran through the back door. The police noticed and gave chase. They arrested him and took him to the Steenberg Police Station.” Another man was also arrested in De Valo Court, Lavender Hill that same day after being found in possession of one Mandrax tablet and dagga. On Saturday 18 March, one suspect was arrested in Seawinds after he was found in possession of a stolen gun. The gun was reported stolen at Milnerton Police Station in 2005. Also on Saturday 18 March, a man was arrested in Kammiesberg Street, Hillview after he was found with 12 Mandrax tablets. And 93 dagga parcels were found abandoned in Trevor Cilliers Street, Capricorn, Muizenberg. It could not be determined when the suspects would appear in court by the time of going to print.

Murdered teen’s family finds closure LIAM MOSES
THE FAMILY of murdered Retreat teenager, Moneba Kruger, can finally move on with their lives after her murderer father was sentenced to life in prison last week. Moneba was 13 years old when her father, Rashaad Kruger, slit her throat in the bedroom of their Walton Road home in Retreat three years ago. Moneba’s mother, Nadia Kruger, who discovered her daughter’s body, said that she can finally move on with her life now that her ex-husband has been sentenced. “I’m feeling much better. My life has started again,” said Nadia. “It’s like I’m born again. All the dirty work that I had to do is done. I must look forward to spending time with my other children now. Moneba can rest in peace now that he has been sentenced.” Rashaad’s life sentence was delivered in the Western Cape High Court on Tuesday 15 March, only eight days before his daughter would have turned 17 – on 23 March – and almost three years after she was murdered. Moneba was alone with her disabled aunt and her father on Thursday 20 March 2008 when he slit her throat, locked her in the bedroom and left her to die.
Her mother discovered her body when she came home from work at around 17:00 that day. She had noticed that the bedroom door was locked. “I broke the door open and saw her on the floor. I started screaming ‘My child is dead!’ because I saw her lying in a pool of blood.” Rashaad was out on parole in connection with a rape sentence that he had been serving in Pollsmoor Prison 14 months before committing the murder. At the time, he was also out on bail after attempting to rape Moneba’s 17-year-old friend at knife-point in the bathroom of the family’s home. Nadia and Moneba’s brothers say their father had been very close with his daughter. Igshaan (28) says that he couldn’t understand why his father killed Moneba. “They were close. When he went somewhere then she would go with him.” “I don’t understand why he killed her either,” said Rashaad junior. However, Nadia is certain about her exhusband’s motive. “He was close to Moneba and they spent a lot of time together. The reason he did it is because she turned State witness in the rape case made by her friend.” All of the family say they have forgiven Rashaad, but that they will never be able to have a relationship with him again.

PLANS for a new 225-unit residential development in Lavender Hill are available for public viewing. The proposed Cuba Heights Rondevlei Project plans have now officially been released after 11 years of extensive planning, research and discussions by developers. Hans Smit, executive director for Housing of the City of Cape Town, says the project will provide houses for 225 families. He added that the city had initiated this housing project in 2007. “The current zoning is undetermined and the land will be sub-divided to single residential,” Smit confirmed. Cheryl Walters, Director for Planning and Building Development Management for the City, said the application was for the rezoning of the land from “Undetermined” to “Sub-divisional Area”, in order to permit residential development, public open spaces and roads. The site is earmarked for 225 houses, two public open spaces and roads in the area. She added that the application also sought approval of street names. The R22.5 million project will give families living in the informal settlements of Cuba Heights and Rondevlei, as well as families longest on the city’s waiting list from Lavender Hill and Vrygrond, the opportunity to qualify for housing. According to ward councillor Basil Lee, the developers, Tim Spencer Town Planning, first applied in 2000 but the application lapsed. “This project is long overdue in the area, especially for those who have been on the waiting list for a long time,” says Lee.
However, the planning continued, which allowed the developer to produce the proposed plans for the residential development. “This is an exciting project for the area and people can be excited at the prospect of receiving new homes, because they have surely waited a long time for this to happen,” says Lee. Smit confirmed that the city experienced some challenges over the years, most notably the Environmental Impact Assesment (EIA) regulations. “This had a major impact on the project, and it took more than 18 months for approval,” says Smit. Another challenge for the city was to determine whether the site was not significantly affected by future proposed plans for the Princess Vlei Parkway, says Smit. “Here, comment from the Provincial Road Engineers created further delays in the planning process,” says Smit. However, he highlighted that the project “has now finally been cleared for advertising”, which could see, upon approval, a civil contractor being assigned to it in August this year. “We have overcome most of the challenges, hence the length of time taken to get to this stage,” Smit said. The application plans can be viewed by the public, who have an opportunity to comment until Monday 28 March. The Grade 2 and 3 tea chers at Lourier Primary selected children from their classes who they thought showed creative talent. The art teacher at Kirstenhof Primary created a workshop for the stu dents to explore and express their talents. The children learnt about butterflies and then created their own butterflies with paper and pegs, learning about symmetry. They also created clay butterflies which they decorated, which will be fire glazed and then returned to the learners at Lourier. AN average ward councillor in the City of Cape Town earns R29 057 a month but is also allowed to hold down a private job, as the job of councillor is considered a part-time one. There are 105 ward councillors in the city, amounting to a total annual cost of R36 611 820 annually. The mayor’s annual package is R1 000 219 a year. Included in this amount is a cellphone allowance of R35 964 per year and a travel allowance of R241 064 a year. Mayoral Committee members, the Whip and subcouncil chairpersons are paid R741 143 a year (R61 761 a month) and the city’s Speaker as well as Deputy Mayor get R789 355 per year, or R65 779 per month. No provision is made for annual bonuses or 13th cheques. The role of the ward councillor is to chair the local ward committee, be responsible for handling queries and complaints within the ward, and resolve municipal disputes. Councillors also have to attend all subcouncil meetings, which take place 12 times
a year. If a councillor is unable to attend, an apology must be forwarded to the Speaker’s office. However, if a councillor misses three meetings without an apology, he/she will be dismissed. Dirk Smit, the City’s Speaker, explains that the job requirements for councillors revolve around the responsibility for interaction between council and the residents within the ward. “The councillor also has to be active in the various council committees and facilitate ward committees where the community gives feedback on council decisions within their area. “Also, the councillor must correspond with residents once every three months. Police clean up on drugs DALEEN FOUCHÉ

UIZENBERG police prevented drugs worth R30 000 from reaching the streets after an intelligence-driven operation. Members of the SAPS, the National Intervention Unit (NIU) and Crime Intelligence Gathering (CIG), under the command of Captain Franklin Jeftha, targeted known drug outlets in the Seawinds area. After obtaining search warrants, a substantial amount of methamphetamine and Mandrax, as well as a firearm, were found at three houses. The operation began on Saturday 12 March, at 16:10, when a house in Potberg Street was searched. A 42-year-old man was arrested after the discovery of Mandrax and tik. That same evening, at about 20:10, a house in Langeberg Street was searched and a 22-year-old man was arrested for the possession of 43 packets of tik. The operation was concluded with a fol-
low-up raid in Potberg Street, where a 31year-old suspect was arrested after being found in possession of a pistol stolen in Woodstock earlier this month. Drugs, including five large packets of tik, were also found in the man’s possession. On Sunday 13 March, tik worth about R5 000 was confiscated at a residence in Drury Road, Vrygrond. A 19-year-old man was arrested and detained at the Muizenberg police station. Captain Stephen Knapp, spokesperson for the Muizenberg police station, says ongoing gang activities in the Seawinds-Lavender Hill area have emphasised the importance of intelligence-gathering in communities. “This, however, is only possible when these communities are willing to provide information to the police. ““These gangsters and thugs causing mayhem in our society need to be removed from our streets, and we are appealing to our communities to assist by providing the information necessary to achieve this, as it is only with your help that these successes can be obtained.”

A different struggle THIS week, South Africans observed Human Rights Day, commemorating the Sharpeville massacre which claimed the lives of 69 people and left 180 others injured on 21 March 1960 outside Johannesburg. Violence erupted as scores of men, protesting against carrying the dompas (an identity document indicating where black people were allowed to go), marched to the police station to offer themselves up for arrest, as they were without their passes. Panic-stricken Sharpeville policemen opened fire on the crowd. Fifty-one years later, laws may have changed but human rights are not automatically respected. It comes down to each and every one of us respecting the other as a worthy and equal partner. Yesterday's Human Rights Day commemoration at Athlone Stadium, attended by President Jacob Zuma, vividly demonstrated how the term “human rights” is empty without effort. Patricia de Lille, acting Premier of the Western Cape, was heckled and booed while delivering her address. Political affiliation is relevant only to the persons who chose to disrespect her because of the party she represents. It ought to be irrelevant in a context in which shared is history is commemorated. The complexity of South African society requires a tolerance for diversity. This country is made up of a wondrous array of different people – and our differences must be accommodated if we are all to feel at home within its borders. Respect cannot be legislated. While the many apartheid laws based on the absence of respect for citizens of this country have been dumped, this, as yesterday shows, does not automatically bring respect into our hearts. It is an attribute we must strive to acquire. It was fought for during many points in our history and if commemorative days such as Human Rights Day, Women’s Day and Youth Day hold any value to us, it lies in their reminding us of the mistakes of our past, and also in reminding us that the real work does not lie with our law-makers, but with ourselves.

This says so much about where we are as a country. It is clear that we are a deeply divided nation. We have not yet progressed beyond our black-white politics. Sadly we have not yet moved towards becoming a nation united around common principles irrespective of our political or economic perspectives. The behaviour of a huge section of the Athlone Stadium crowd will be to our shame as a nation. What does that say about our respect for human rights? Are we so divided that just because the highest office in a province is not held by one from my party, that I will show disrespect to that office? And the respect given to the deputy minister, who happens to be white, was in such sharp contrast to the disrespect shown to the Acting Premier of the Western Cape. What was the difference? It was not the colour of the skin so it must have been the intolerance towards those who hold a different political perspective. Our national celebration days should unite us. Yet we have seen over the years how this country failed to use our national days as opportunities to unite the nation. Why are these days turned into party-political rallying events? Should we not unite around the
events organised by our government? Why are political parties holding rallies on these days? More should be done by our government to ensure fuller participation by all political parties and leadership in the national events. Our people will see the example. They will follow. There should be no separate party-political rallies on our national days. And while opposition groups would want to complain about the lack of inclusion, they should accept that by organising their own rallies, they are becoming instruments of division. What was remarkable, though, was the recognition given to Robert Sobukwe and the leadership of his party in the events that are being commemorated in the current human rights celebration. Nation building begins by recognising that our freedom was not brought to us by one party but by a wide range of freedom fighters. That battle was fought on many fronts and it is time South Africa gives due recognition to those stalwarts. Nation building really begins when we start recognising the role played by the first nation, the Khoi people, in the fight against settlers who sought to dehumanise them and take their land. When we move from the fallacy that we are beholden to one party or a particular group only for the freedom we enjoy today, then we would have advanced on the road to building a true united South Africa. Historical meeting of young minds in Diep River brought about a positive experience that will help her in the future. “We are taught things that we are not taught in school. It’s great that we learn about things that are relevant in South Africa instead of the world,” she says enthusiastically. Another member of the society, Laaiqa Holliday, agrees with her classmate. “It’s nice to actually know what’s going on around you and knowing what the meaning behind a historical statue or landmark,” she says. She adds that the society is keen to help underprivileged schools with resources, which is why the four schools were invited to join their historical discussion. The youth dialogue took place in the South Peninsula High School’s hall.

A GROUP of pupils from South Peninsula High School in Diep River – fondly known as SP – came together with four other schools to discuss history at a “youth dialogue” on Sunday. The South Peninsula History Society was started last year to teach pupils more about South African and Cape Town history. SP invited four schools, Lawson Brown High School from Port Elizabeth, Fairmount Secondary School in Grassy Park, Crestway Secondary School in Retreat and ID Mkize Secondary School in Gugulethu, to join them in the discussion. “The Youth Dialogue is a way in which the youth can centre their ideas in a structural manner, where there’s minimal contact. It helps them to develop critical thinking skills and these learners are very critical minded. All the ideas at the dialogue are completely theirs,” says history teacher Dr Francois Cleophas. Each school presented a different topic, which was discussed broadly among the Grade 10 and Grade 11 pupils. With about 30 learners from each school, the aim of the dialogue is to help youth further their knowledge beyond the school textbooks, broadening their horizons to discover unknown historical landmarks. Grade 11 pupil Fatiema Hendricks, who was the speaker at the class presentation, says the history society helps her further her knowledge of history. “After being involved in this society, I understood my textbook more and it’s nice to have my knowledge broadened,” she says. WP softballers toppled WESTERN Province succumbed to new champions Gauteng North and Eastern Gauteng in the play-off phase yesterday at the national softball tournament in Tshwane. Province, after dominating the championship for several years, went down 7-5 to North Gauteng before losing 4-3 to Eastern Gauteng, with Northerns defeating

HULANI SERERO is close to leaving Ajax Cape Town FC to pursue a professional soccer career with Ajax Amsterdam FC in the Netherlands. Serero’s move to the world-renowned Dutch club was confirmed by George Comitis, the CEO of Ajax Cape Town FC, over the weekend. “There is little doubt that Serero will soon be joining Ajax Amsterdam. He was invited to a trial so that they can further assesses his ability to withstand the pressure of European soccer,” said Comitis. The good news for Ajax fans is that Serero (21) will not be lost to the Urban Warriors until after the end of the Premier Soccer League (PSL) season. Serero and Sameehg Doutie were on trial at Ajax Amsterdam early last year on the recommendation of Hennie Spi-
jkerman, a former technical director at Ajax Cape Town. Spijkerman is now the assistantcoach for Frank de Boer – the new head coach at Ajax Amsterdam. De Boer last week informed Ajax that he needs to have another look at Serero, who has shown excellent form for the title-chasers in the PSL this season. Ajax Cape Town FC, which is a satellite club of its Dutch namesakes, has since its founding in 1999 regularly concluded successful contracts for its star players with its Dutch namesakes. Serero is set to follow in the footsteps of ex-Ajax aces Benni McCarthy, Daylon Claasen and Steven Pienaar, as well as Cameroon international midfielder Eyong Enoh – a member of the current Ajax squad that is placed third in the Dutch Premier League. The Soweto-born Serero, Pienaar (now Tottenham Hotspur FC) and Claasen (now Lierse FC, Belgium) were included in the 22-player Bafana Bafa-
na squad that will face Egypt in an African Cup of Nations (Afcon) qualifier at Ellis Park, Johannesburg on Saturday 26 March. .
