Two Metro cops jailed TAURIQ HASSEN

T

HE family of slain Lavender Hill resident Ebrahim Adams, who was killed by a bullet from a Metro Police officer in 2008, feels justice has not been served, after the sentencing of two of the officers involved. Metro Police officers Kelvin Pillay and Tyrone Steward were sentenced to eight and nine years respectively in the Cape High Court last week for covering up the killing. They were two of five officers who were on duty executing patrols in Lavender Hill on the night of Ebrahim’s murder in February 2008. Initially both faced charges of kidnapping, assault, murder, defeating the administration of justice and also for dumping the body, after Ebrahim’s body was loaded into the police van and dumped at an isolated spot off Baden Powell Drive. Jason February, the policeman accused of firing the bullet that killed Ebrahim that night, was never charged. His body was found in an open field in Grassy Park shortly after Ebrahim’s murder. February had been shot twice in the head, and an inquest docket opened. A post-mortem determined that he had committed suicide, and a gun was found in close proximity to his body. The other two officers involved, Gail Jacobs and Renier Swart, then turned state witness, with Jacobs eventually testifying in court. It emerged in court that on the night of the incident the Metro Police officers were patrolling through Grassy Park and Lavender Hill when they spotted a group of men in Fawley Court. The group scattered as the police arrived, which led to a chase on foot. Adams, who was part of the group, was on his way to the shop to buy a loose cigarette. Officers Jason February, Tyrone Steward and Kelvin Pillay tracked down Adams, who was hiding between a wall and a parked car. Eric Ntabazalila, National Prosecuting Au-

thority (NPA) spokesman in the Western Cape, explained that February then fired shots at Adams, fatally wounding him as a result. “The officers then requested that the police van be brought closer, where they loaded the body, and the body was later dumped,” says Ntabazalila. Pillay and Steward then dumped the body alongside Baden Powell Drive before fleeing. After dumping the body, the officers visited the Hillstar Traffic Department in Ottery, where they cleaned the blood from the van before returning it to the fleet, says Ntabazalila. Days later, February’s body was found in the bushes in Grassy Park, with a gun close by. Warrant Officer Wynita Kleinsmith, spokesperson for the Grassy Park Police Station, confirmed that Februarie’s body was located in some bushes close to the Zeekoevlei Nature Reserve, with two gunshots to the head. She also added that police opened an inquest docket, but “believed that the officer had committed suicide”. “The pathologist report suggested that it was suicide and a murder docket was not opened with police,” she says. Ntabazalila explained that it had been confirmed in court that February was responsible for the death of Adams, but committed suicide shortly after the incident. “No case has been opened and there were two more officers who turned state witnesses and were present at the court appearance,” says Ntabazalila. After the judgement, People’s Post spoke to a frustrated Fagmia Ismail, Ebrahiem’s aunt. “He never bothered anybody and always interacted with the community, so now he is gone and his killers get eight years. That’s ridiculous,” says Fagmia. “I am very upset at the short sentence, but I’m satisfied that they are not walking free, because they are dangerous men,” says Ismail. Salwa Ismail, Ebrahim Adams’ cousin, believed the sentencing was “too little”, and

REGAL: Simphiwe Dana epitomised the elegance of jazz when she performed on Saturday afternoon at the 12th Cape Town International Jazz Festival. Dana, the winner of seven South African Music Awards (SAMA) for her two albums “Zandisile” (2004) and “The One Love Movement on Bantu Biko Street” (2006), was one of the over 30 local and international acts that presented a sizzling array of jazz at the Cape Town International Convention Centre on Friday and Saturday. said the family was expecting anything over 15 years. “It will not bring my cousin back, but at least we could have been happy knowing that the people responsible for his death would have been behind bars for a long time. This is just a slap on the wrist,” says Ismail. But the thought of the officers serving time for the crime they had committed was still some consolation. “I am happy that they did not walk free, because these are dangerous people to have walking on the streets. They took my nephew’s life away, and you must sit and wonder who else they can hurt,” Ismail said.

Steward received an extra 12 months to his sentence for his role in assaulting one of the young men in the group on the night, Cheslyn Jacobs. Says Ntabazalila: “They were both found guilty and have already started serving their sentences, but the location cannot be confirmed,” says Ntabazalila.

Song of the Blackbird THE award-winning play “Blackbird” opened at the Baxter Golden Arrow Studio on Tuesday 22 March. “Blackbird” is British slang for jailbird. The principal characters in this 80-minute, one-act play, are birds with broken wings – psychologically crippled by an episode that left both their lives in tatters. Exploring the blurry line between passion and perversion, love and abuse, the play suggests that intimate relationships between adults and minors are taboo not because they’re abnormal, but because they’re all too natural. Blackbird will be running until Saturday 9 April, with nightly shows at 20:15. Tickets cost R100 and bookings are made through Computicket on 083 915 8000, online at www.computicket.co.za or at any Shoprite Checkers outlet countrywide.

Police nab fake music instructor TAURIQ HASSEN

A 45-YEAR-OLD man was arrested and charged with nine counts of robbery in the Cape Town Magistrate’s Court yesterday. The man, who is from Lavender Hill, is alleged to have lured nine different men from the Cape Town Gardens to the Liesbeeck Park in Observatory after pretending he was a music instructor. According to Sergeant Hilton Malila, spokesperson for the Woodstock Police Station, victims were then held at knife-point and robbed of their cellphones, money and other valuable items The incidents took place between May and November last year. “We initially got hold of a photo of the man and then sent it around, so he was placed on the most wanted list for a long time,” says Malila.

On Friday 25 March, at approximately 04:45, police caught up with the man in his Lavender Hill home, after following up information received from the public. According to Malila, the man was arrested when detectives followed up information received during a “tracing for wanted suspects” operation. “Police investigations positively linked the suspect to nine previous reported robbery incidents in the police precinct,” says Malila. The suspect appeared in the Cape Town Magistrate’s Court yesterday where he was charged with nine counts of robbery. However, his case was postponed until Wednesday 6 March. “When he appears again, a formal bail application hearing will take place, but police are currently questioning the suspect in order for him to be linked with other outstanding crimes in the area,” Malila confirmed.

She also has a “unique take” on those issues women hold dear, such as children, weight, aging and food. New candidates proposed Small mistakes have TAMMY PETERSEN

MORE than half of the southern suburbs’ 34 ward councillors will not be standing for re-election as ward councillors in the local government elections after their names were left off the list of ward councillor candidates submitted by the DA to the Independent Electoral Commission (IEC) on Friday. The DA holds 34 of the 36 wards in the southern suburbs, Cape Town city area, and Atlantic seaboard. The party’s list of ward candidates for the local government elections, submitted on Friday to the IEC, excluded half of the current serving ward councillors. The official list of candidates contesting each ward will be released by the IEC on 12 April. Names have been left off the list for various reasons: in some instances, the ward councillor has opted to retire, and in others the ward councillor will stand for election as a proportional representative councillor instead of a ward councillor. The list merely confirms the candidates for the ward councillor positions, and not the candidates for the proportional representative positions. People’s Post obtained a copy of this list. Wards that have new candidates proposed as ward councillors are: . Ward 44 (Gugulethu, Heideveld, Welcome Estate and Vanguard Estate): Anthony Moses replaces Shehaam Sims. . Ward 46 (Manenberg, a portion of Hanover Park, Hatton, Mountainview, Newfields, Pinati, Surrey Estate and the south-

ern section of Penlyn Estate): Junade Hoosain replaces Abduragiem Orrie. . Ward 47 (Hanover Park): Antonio van der Rheede replaces Kenneth Lategan. . Ward 54 (Bantry Bay, Foreshore, Fresnaye, Green Point, Mouille Point, Robben Island, Sea Point, Three Anchor Bay and Signal Hill): Beverly Schafer replaces JP Smith. . Ward 56 (Acacia Park, Factreton, Kensington, Summer Greens, Windermere and Wingfield): Derrick America replaces Jacob Ridder. . Ward 57 (Mowbray, Observatory, Salt River, Table Mountain and Woodstock): Brett Herron replaces Cedric Thomas. . Ward 58 (Mowbray, Rosebank, Rondebosch, Claremont and the southern sections of Kenilworth and Harfield Village): Matthew Kempthorne replaces Owen Kinahan. . Ward 60 (Lansdowne, Rondebosch East, Sybrand Park, Crawford, Belthorn Estate and the western part of Athlone): Anthea Green replaces Patrick Hill. . Ward 61 (Simon’s Town, Capri, Castle Rock, a portion of Fish Hoek, Glencairn, Kommetjie, Misty Cliffs, Ocean View, Scarborough, Smitswinkel Bay and Sun Valley): Simon LiellCock replaces Nicki Holderness. . Ward 62 (Bishopscourt, Constantia, Newlands, Plumstead and Wynberg): Liz Brunette replaces Neill Ross. . Ward 64 (Muizenberg, Coniston Park, Hillview, Lakeside, Seawinds, St James, Kalk Bay, Sunrise Beach, Vrygrond and Marina Da Gama): David D’Alton replaces Demetri Qually. . Ward 65 (parts of Lotus River, and a section of Grassy Park):

Leslie Isaacs replaces Derek Smith. . Ward 67 (Pelican Park, Zeekoeivloei, a portion of Grassy Park, a portion of Lotus River, a portion of Retreat and a portion of Lavender Hill): Shaun August replaces Basil Lee. . Ward 68 (Lavender Hill, a portion of Retreat and Steenberg): Mano Ariefdien replaces Gerald Morkel. . Ward 77 (Cape Town City Centre, a portion of Green Point, a portion of Signal Hill, Gardens, Oranjezicht, a portion of Woodstock, Tamboerskloof, Vredehoek and Zonnebloem): Dave Bryant replaces Vivienne Walker. . Ward 78 (a portion of Beacon Valley, a portion of Portlands, Weltevreden Valley and Westridge): Edwin Andrews replaces Grant Pascoe. . Ward 79 (Beacon Valley, Eastridge, Goodhope, Mitchell’s Plain Town Centre and a portion of Portlands): Solomon Philander replaces Dennis Williams. The remainder of the wards’ current councillors will stand for re-election. The candidates for the two wards not held by the DA are Melanie Arendse (DA) in Ward 66 (Lotus River, Ottery East and a section of Parkwood). The current councillor is George March for the Independent Democrats. Magadien Davids will contest for Ward 48, which comprises Belgravia, a portion of Crawford, Gatesville, Belthorn Estate, a portion of Penlyn Estate, Athlone, Mountview, Rylands, Pinati, Bridgetown and Silvertown. The current councillor is the ANC’s Mustapha Murudker, who will not be standing for reelection.

big consequences TONY ROBINSON

I’VE always been apprehensive about nuclear power. It started years ago when I attended a conference on energy in the Baxter Theatre complex. At the time there was concern about nuclear reactors, as tiny cracks had been discovered in the steel work and some reactors had been closed down for further investigation. A metallurgist from England explained, in a very scientific way, that little cracks get bigger and big cracks are not a good idea in a nuclear power plant. He knew what he was talking about because he had seen what little cracks did to the Comet jet airliner. That annoyed the nuclear physicists who, clearly, had territory to defend. I remember Dr Ampi Roux insisting that nuclear energy was the only alternative to dirty coal. At the time he was right, but the way he said it scared the hell out of me. He was emotional. He came close to stamping his foot on the floor like Rumpelstiltskin. The unspoken words were: “How dare this English upstart criticise my industry!”. The anti-nuclear lobby can get hysterical from time to time, but the scientists are people too and they also get emotional. And they are not nearly as smart as they think they are. This hit me like a blow between the eyes when I watched a British nuclear expert pronounce on Sky News that “the lesson we will learn from the Japanese disaster is not to put the diesel engines in the basement”. That needs some explanation. The Japanese reactors survived the force

of the earthquake but the emergency cooling systems, powered by diesel engines, failed because the tsunami took them out. Yes, the emergency diesels were in the basement! The relationship between earthquakes and tsunamis is part of general knowledge. When there is a quake anywhere there is a tsunami threat. The Japanese know this better than most. The giant waves even have a Japanese name. And it doesn’t take a rocket scientist to figure out that giant waves sweeping over the shoreline will tend to flood basements. But the Japanese scientists and engineers, with all their experience of earthquakes and tsunamis, put the back-up diesel engines in the basement! Where, I wonder, are Koeberg’s emergency diesel engines? Over the last week or so we have had plenty of assurances from nuclear experts. They have told us that modern reactor designs are better than the old ones, but what does it matter if the emergency cooling system depends on diesel engines in the basement? One would think that the earthquake and resulting tsunami that killed more than 200 000 people in Indonesia a few years ago might have prompted nuclear engineers to think again and move the diesels out of the basements. They have got the message now and we can all breathe a sigh of relief. The diesels will come out of atomic power station basements all round the world. But is it the only mistake the nuclear geniuses have made?

MELISSA LE ROUX

TWO residents of Steenberg claim they have been cold-shouldered by a refrigerator repair man who “delivers shoddy work”. Neighbours Kurt Abrahams and Shariefa Solomons are fed-up with the owner of Remfa Refrigeration and Air-conditioning in Grassy Park. They say Abie Fortune’s repairs to their cold appliances last only a short while. They also say that he is “impossible” to reach and does not honour his promise to return and fix his “shoddy work”. Abrahams was having trouble with his refrigerator in December last year, and a friend referred him to Fortune, the owner of the company. According to Abrahams, Fortune goes around making repairs to refrigerators that only last up to three days, and then doesn’t return to fix his mistakes. Abrahams said he paid R480 to have his refrigerator re-gassed and serviced, and just three days later his refrigerator stopped becoming cold.“I called and called Abie’s cellphone and home number, but I got no answer. When I finally got through, all they did – he and his wife – was make promises to come and repair it. Until today

they haven’t kept their promises. Abrahams added that Fortune did not have his invoice book with him when he came to do the job, and after requesting one, said he had forgotten it. “I then gave him the money, trusting him to bring me my invoice. I called him, but there was no answer,” he says. Fed-up with Fortune’s empty promises, and after having tried everything to ensure that Fortune “does the right thing”, including threatening legal action, Abrahams got a second opinion. “After he didn’t show up to fix my fridge, I had another gentleman take a look at it and he told me that my fridge had not been serviced,” he says. Fortune responded by saying that Abrahams is not being truthful. “He told me that the fridge stopped working after two months not three days. I did my job – which was re-gas his fridge – and I told him that there was no guarantee on the job. There’s no guarantee on gas,” he says. Abrahams’ neighbour Solomons says she had a similar encounter with Fortune. In November last year, she hired him to fix her two refrigerators, costing her R1 400. “I told him to tell me what was wrong with my fridges. He said they needed gas. He fixed it and then the next day the fridge was dead,” she says.

N the surface, life in Lavender Hill seems to have returned to normal, following two weeks of tragic gang violence which led to six fatalities and resulted in both physical and emotional injury to community members.

Community leaders and school principals have reported that many children in the area have been traumatised by the ongoing gang violence in Lavender Hill. PHoto: Liam Moses

THIS CITY WORKS FOR YOU

But according to locals and community leaders, leading a normal life will not be possible as long as gangsterism persists in the area. People’s Post visited Lavender Hill on Friday to speak to residents about how gang violence has affected their lives, and about how they are coping. Most residents did not want to be named for fear of reprisal by gangsters or the police. One woman (43), who has lived in Lavender Hill all her life, said she no longer feels safe in the area. “This is my community, I grew up here, but I don’t feel safe enough to walk around because you never know when the people are going to start shooting. And its always the innocent people who get hurt and killed,” she said. Community leaders in Lavender Hill say the gang war is being waged over turf on which to recruit new members and deal drugs. Another woman, also 43 and who has lived in the area for most of her life, said a lucrative drug trade drew young men and boys into the gangs. “Its not the gang violence that’s the real problem, it’s the drugs,” she said. “There isn’t any work, so the young people turn to drugs and drug dealing. The gangsters lure these kids in to sell drugs for them, and once they start selling drugs they become part of the gang. As a mother, it’s impossible to watch your children 24/7.” The violence seems to have affected everyone in Lavender Hill, and the entire community appears to be on edge. According to Rachel Claasen, principal of Hillwood Primary School in Lavender Hill, children at the school have all been affected by the violence, but have reacted differently. “Some of them are very aggressive and the children who have been directly affected – whose family or friends have been killed – are very traumatised,” said Claasen. “You can read it in their eyes. They are very quiet. They are all in counselling at the moment. Everybody is very tense.” Matthew Wilson (13), a Grade 7 Prince George’s Drive Primary School pupil, was injured in the same shooting that killed Dale Jordaan (15), Shaquille Jacobs (15) and Sergio Domingo (21). Wilson was shot in the chest on Friday 11 March and almost lost his life. Lameez Rabbaney, principal of Prince George’s Drive Primary, said all students at the school have had to undergo group trauma counselling. “You would be astonished to see what our learners have witnessed and what has happened to their families,” said Rabbaney. “Safer Schools and the Trauma

Centre have stepped in to help our learners deal with the trauma. They sent councillors to do group counselling, and then identified who was affected in such a manner that they need individual counselling.” Rabbaney would not go into detail about how students at her school had been traumatized, saying only that many had “witnessed the shooting”. She added that Wilson was back at home recovering from his injuries and would return to school at the start of the next term. Students at Levana Primary in Lavender Hill have also been affected, with around 20 students being scheduled for trauma counselling with Safe Schools. But Ivor Nober, the school’s principal, said that the situation was not as bad as he had expected it would be. “When the shootings started a few weeks ago there was a decline in attendance, but after a day or two the parents sent their children back to school,” said Nober. “Our school wasn’t affected as much as in 2004 and 2005. That was far worse. The gangs were in terrible conflict at the time, and the shoot-outs went on for weeks. Sometimes we had to close all the schools in the area by 11:00 each day.” According to Nober, the 20 students who were selected for the counselling had either witnessed the shootings or had family members killed or wounded. He added that if the gang violence reached the levels experienced in 2004 and 2005, the school would keep its students on the school grounds until their parents arrived to pick them up. Students at Lavender Hill High School have also managed to avoid the trauma that has struck many other children in the area. According to Faseeg Manie, the school principal, around five of the school’s students were traumatised by the violence and will undergo counselling. “In one case a 14year-old, grade eight girl witnessed the killing of one of the boys. She was so traumatised that she couldn’t attend school and couldn’t write a test that had been set.” Manie said that the traumatised students were receiving counselling from Resources Aimed at the Prevention of Cruelty and Neglect (RAPCAN) – a non government organisation that has been active at the school for three years. Philisa Abafazi Bethu, an NGO working in Lavender Hill, has also had to provide grief and trauma counselling to residents of Lavender Hill. According to Lucinda Evans, the organisation’s director, NGOs in the area have received a flood of requests for counselling. Evans said that the entire community could be suffering from “mass trauma”. “We need to assess if we need intervention on a wider psycho-social level,” said Evans. “We need to see if we need continual trauma debriefing for everyone in the area. We have been busy with bereavement counselling for the last three weeks. Our people don’t have the money to go to the trauma centre in Woodstock so they come to us.”

NOT KNOWING how to use a computer is a thing of the past for Wilfred Botha (83). He and Theresa Waverly (70) were the oldest in a group of 15 people who completed a one-month Introduction to Computers course at The Cape Flats Development Association (Cafda) in Retreat. Waverly, a resident from Muizenberg, says the course wasn’t difficult. “I knew the basics of the computer and I’m quite proficient with the mouse,” she says. She adds that the course was very interactive, and she cannot wait to acquire more skills through the advanced course. Waverly, who also looks forward to passing her drivers licence examination on Tuesday 12 April, says she has been on Facebook for three years, making friends with people from overseas, which keeps her busy. “If someone can give me a job, I can do data capturing. Speedsters drive Southfield residents around the bend RESIDENTS of two streets in Southfield are demanding that speeding drivers with no regard for the rules of the road be stopped in their tracks – and are calling on the city to help them achieve this. Fed-up with their streets being turned into racetracks by errant road users, the residents of Gull and Kingfisher roads are urgently calling for more traffic calming measures. Residents expressed concerns of how road users blatantly ignore the rules of the road and how having speed bumps would effectively cause them to slow down their vehicles. Raymond Quinton, who has lived in Gull Road in Southfield for nine years, claims he made countless appeals to ward councillor Jan Burger to have speed bumps installed on the road to help control the speed limit. “It has become a major problem, especially with youngsters and their fast cars, who come flying down the road,” he says. According to Burger, before Quinton moved into his house, the whole area, including Gull Road, was inspected by the City’s Road Calming Committee. “After the investigation was done they recommended that a threeway stop street be added to the road instead of speed bumps. It is not in my hands, it’s in theirs,” he says. However, Quinton did not concur with Burger’s claim. He says that the stop street only helped for about three to four months before the same problem with drivers picked up again. “Day and night, you can hear cars zooming down the road. When I stand outside, watering my lawn, and I can see them coming on from a distance, I’ll stand in the road to tell them to slow down. I get shown the finger and sworn at, but I don’t care, they need to know they shouldn’t

come so fast down the road,” says an angry Quinton. He is not the only resident who feels there is insufficient road calming measures in the area. Marco Swatts, who lives in Kingfisher Road – parallel to Gull Road – says that prevention is better than cure. “It would be better to have speed bumps put onto the road before a serious accident takes place. “Kingfisher and Gull are both long roads and they link up with each other,” he says. Swatts fears for the safety of the children playing in the park in Kingfisher Road. “If a child runs across the road,

at the speed these drivers come down the road, they will never be able to brake in time.” He adds that the speed in which drivers drive is a seriously big problem on the roads. “I stay right on the corner and cars come sliding around the corners because of the speed at which they’re driving,” he says. Another Gull Road resident Claudia Connolly says it is impossible to reverse out of her driveway some mornings. “We cannot get out of our driveways quick enough as the cars are coming on so fast. The road is being used as a main road and we as residents obey the rules of the road but others who come driving down here don’t.” An application for a request to have speed bumps installed needs to first be put through the subcouncil, after which it will be forwarded to the department of transport, roads and stormwater for a traffic impact study. Only then will the investigation determine the best recommendation for the road.

Retreat resident, Mark Rossouw, who lives in Consort Road, went through the same procedure when he made an inquiry to Burger in 2009, about adding road calming measures to the busy road. An assessment of Consort Road was undertaken by the Transport Network Development, in terms of the City of Cape Town traffic calming policy, dated May 2008. The assessment included a range of factors such as speed, accident history, traffic volumes, pedestrian facilities, property access and population density, parking activity, pedestrian/cyclist activity and public amenities. And according to the assessment, the recommendation of implementing five speed bumps along Consort Road was made. However, Rossouw claims that Burger recommended they put traffic circles onto the road instead, and that safety measures will only be enforced in the 2012/2013 financial year, due to financial constraints. “This issue is of a serious nature and should indeed be fast-tracked as the lives of innocent victims and residents’ property are at risk. To have circles installed is going to cost more,” says Rossouw. “This matter was thoroughly investigated and I can only work within budgetary constraints. “No matter what ideas we have, we will have to abide with them unless the road calming committee has other suggestions to have the work done sooner than 2012/2013,” says Burger. He adds that because it was only approved by the City’s road calming committee this year, the budget has already passed for 2012 and traffic regulations are most likely to begin in 2013. Kevin Southgate, Community Policing Forum (CPF) Chairperson, says there are many roads in the area that need speed regulation. “Residents would have to apply to the council and go through all the various procedures if they would like to see changes in their roads,” he says.

District Six can never be recreated VERNA VAN DIEMEN

EVEN though billions will be spent on redeveloping District Six, it will still look vastly different and never recapture the spirit of the bustling, vibrant community it once was. Recreating the now-barren area would be virtually impossible, says Anwah Nagia, chairperson of the District Six Beneficiary and Development Trust. “If we built District Six exactly as it was then, we would have to squeeze everyone into 1 600 homes. Back then whole families lived in one room. We cannot recreate it.” Nagia also said that the homes back then were too “Eurocentric”, and that people were now receiving spacious, modern and better homes. Surrounded by open fields, District Six today looks like a desolate land, secluded from the rest of Cape Town. It was more than a month ago that President Jacob Zuma hosted a symbolic key handover to 44 returning families at the Second Homecoming Celebration held at the Moravian Church on Friday 11 February. The families have not moved into their houses yet. At the event, Zuma guaranteed that development in the area would be completed in the next three years. “The time is 36 months. Everything will be done and nobody can change that,” he said to huge applause. But the City of Cape Town’s manager for Land Restitution Pogiso Molapo, said 36 months may have been “an ambitious aim”. “We’re looking at five years for the project to be done,” said Molapo. The Regional Land Claims Commission, the City of Cape Town, the Western Cape Provincial Government and the District Six Trust have pledged to build 4 500 homes supported by medium-rise commercial developments. In 2003, the pilot phase was rolled out, in which 24 homes were built for residents over 80 years old. In 2004, exactly 38 years after the area was rezoned by the government, former president Nelson Mandela handed the keys to

the first returning residents. Only 68 houses have been built since then. In 1966, the government declared District Six a Whites-Only area under apartheid’s Group Areas Act, with removals starting in 1968. By 1982, more than 60 000 people were relocated to the Cape Flats townships. The old houses were bulldozed. The only buildings left standing were places of worship. With the fall of apartheid in 1994, the South African government pledged to support rebuilding. Annie Bam (87) returned to District Six five years ago. She was one of the first residents to move into a three-bedroom maisonette, much bigger than the one-bedroom she, her mother, grandmother and sister grew up in. She moved to Manenberg with five of her seven children after the forced removals and later moved to Rocklands in Mitchell’s Plain. The great-great grandmother said that although the area is not the same, she feels safe and has a sense of community. “It will never be the same but I can still ask my one neighbour, Auntie Moena, for something I need, and I belong to a seniors’ club in District Six,” she said. But she said this once-bustling area is very different. “It doesn’t feel like the same District Six as when I was a child. It was a place where we all lived together. It is so quiet now. Back then Muslims, Christians, black Africans, whites, Jewish people lived together. The Muslim children went to Sunday School and the Christian children went to Mosque. We used to play at the end of Table Mountain. The neighbours had their quarrels but we were like family,” she said. Laughing, Bam recalls an incident where she almost got into a fight with her neighbour after her dog stole their chicken. “I was standing in front of our door when she came past and I heard her say: ‘Dikgevreet van die hoender, nou staan jy hier! Kyk hoe lê die vere,’” said Bam. The next day, said Bam, the woman sent her a plate of baked fish as a peace offering. Like the rest of District Six back then, more than one family

lived in their Wicht Street home. Her father was a white man who joined the coloured army, said Bam. Her white family lived with them in the home. The realities of apartheid really hit Bam when her white cousin acted as if she did not know her when they bumped into each other at a tobacco factory in Kloof Street . “I said: ‘Hello, it’s Annie.’ But she looked down to scratch in her bag. I was so hurt. When I got home, I told my mom that I would never look at her again,” she said. But despite the pain, Bam said she still thinks about her family. “Sometimes I long for them because we grew up in one home,” she said. She recalls the day that she returned to her home suburb.

“It was drizzling that day. We had no key and we were standing outside the house with our furniture. I was so excited because I was living in town again,” she said. Bam needed to raise a bond of R60 000, which her daughter pays. The 44 unoccupied houses form part of the 114 units planned for the phase two pilot project. Most of the 44 claimants had to raise bonds of about R250 000 for the homes, reportedly valued at R1 million, says Nagia. “The balance of the 4 500 homes will be built in one go within three to five years. Those homes may be free of charge because we are able to crosssubsidise them with the planned commercial developments. “The homes will be exactly the

same as all the others, but it may be free because their shortfall will be cross-subsidised with the money made from selling or letting part of the land to private business,” said Molapo. The previous phases were not cross-subsidised. The commercial leg of the project will consist of big and small shops, offices and rental flats. Molapo said: “They had an option to wait for the last phase and may move back free of charge.” When People’s Post visited the site two weeks ago, builders were still hard at work and the homes were unoccupied. Molapo said the 44 families will move in once the City has issued Certificates of Occupancy, he said.

March in peace THERE can be no doubt in anyone’s minds that People Against Gangsterism And Drugs (Pagad) is back. Pagad claims it has never been away, but a recent resurgence in activity – including meetings and marches on drug dealers in Kenwyn, Manenberg and Sherwood Park – highlight the group’s absence in recent years. Welcoming back the “movement”, as it prefers being called, are the many embattled drug-ridden communities on the Cape Flats and more affluent areas such as Lansdowne. Pagad has committed afresh to its mission statement of “eradicating the evil scourge of gangsterism and drugs from society”. Pagad must be aware that their every action is under microscopic scrutiny. News of a Pagad member being arrested, allegedly for possession of a stolen firearm, and a member being suspected of petrol-bombing a Rondebosch East family’s house can only but cast aspersion on the movement. Pagad’s tentacles spread far and wide in the country, and in the Western Cape meetings are being held to establish more branches. Formed as a community anti-crime group fighting drugs and violence on the Cape Flats, Pagad made headlines in 1996 when Hard Livings gang leader Rashaad Staggie was burnt to death by Pagad members. This, and subsequent bomb attacks, resulted in the police adopting a tough stance against the movement. Community Safety MEC Albert Fritz, Nyanga Cluster CPF chairperson Hanif Loonat and JP Smith, the city’s Mayco Member for Safety and Security, say they accept the movement as long as it acts within the law. And therein lies Pagad’s challenge. While it is unanimous that there is a pressing need for Pagad to partner with the police, communities, politicians and religious leaders in combating the scourge of drugs, gangsterism and crime, the movement will earn the full support and respect of the people and authorities if it carries out its objectives in a peaceful, law-abiding manner.

Beware of conmen at bank I WOULD like to warn people in Mitchell’s Plain and Retreat, especially at Westgate Mall, to be careful when you draw money at Absa bank. In February – month end – I was in Absa bank to draw money (a big sum) without knowing there were three men watching me, one inside the bank, one outside, and the other one far outside. When I left the bank, the tall African guy followed me. He threw money on the floor,

which was in a bank packet, and said to me with a smile: ‘I can give you some of the R5 000.’, not knowing that they planned to “con” me. It’s disgusting how otherwise responsible people seem to ignore dangers or not being able to apply their mind properly. Others might as well like to blame Metrorail but I believe the mindset of the masses is just not up to it. Apparently South Africans don’t like to stick to the rules. HORST LINDSTEDT Vredehoek

the premises. In this case, the cashier closed her till and went to bring a floor manager and a wheelchair. In a nice way, the confused man was unhurriedly wheeled out. While the queue was slowed up for the three to four minutes it took for the cashier to start seeing to customers again, I thought it was okay really; the man was removed and maybe the floor manager gave him taxi fare. Your SMSes Local matters . I think the ANC is empowering the gangsters in Lavender Hill. Why are they set free after being arrested? Is this one free after being arrested? Is this one way of making us coloured people powerless? . A very big impressive cleaning up in Cafda with the use of very modern equipment – very positive. F Europa Councillor earnings . It is disgraceful that ward councillors earn so much in a city where money could be better spent on social development. Keya . Ward councillors should be glad about the salary they earn, and yet they don’t deliver. I think it’s only a few people who know who their ward councillors are. . Councillor earnings refer: did you know that they will earn R2 million in the next local elections? Is there a place for me on this gravy train as well? What must I do? . Wow! With those earnings of R29 000 per month as a councillor, no wonder you don’t hear or see them after the elections. Guess they are hibernating on how to spend their riches for the next five years. . So a ward councillor earns R29 057 a month and can also have a private job but if people with disabilities and pensioner have jobs, then their grants get halved. Please explain. Shakes . Councillors earn a lot of money and when something happens they are never around, like on Sunday when the cables were stolen and the whole area was affected from Topsham Road. Residents lost TV sets and other electrical appliances. Who is going to pay? People are heartbroken. Ottery

General . I visited the Cape Town Stadium. It consists of bare, unpainted, concrete, dusty and dirty places. The seats are child-size and the playing field is small. This is a realisation that once again we have been taken for a ride. I am shocked at the waste of public money. Granny . Regarding abuse against women and children, why not focus on all forms of abuse, including abuse by women against men and by children against parents? Smiley . All the years I enjoyed watching the Cape Argus Cycle Tour on TV 2. Now they want R3,8 million for broadcast rights from PPA, which is a charity organisation. TV2, you should be ashamed of yourselves. Obviously someone wants to make a quick buck! Disgusted fan . When you suspect you are pregnant take a test, book early, take an HIV/Aids test and ensure a healthy pregnancy. . How can you obtain proof of residence if you can’t open an account with a basic of R6 000 a month? Matters of taste . Is there anyone who experienced cramps or upset stomachs after using All Seasons longlife milk? Ursula . I love Vimto but Jive is not being honest with the public about how Vimto is really supposed to taste. Shame on you Jive. Thank you . Thank you People’s Post and Kiwi and Toughees for the school shoes I won recently. John Europa .Thank you People’s Post for the Jamali tickets I won. My family and I had a fabulous time! Salwa

EDUCATION & TRAINING FEATURE WINDSOR 75 YEARS ON EDITORIAL PROVIDED AND WRITTEN BY PRINCIPAL MARK WILDSCHUT With a history of 75 years behind it, Windsor High is experiencing a rebirth rather than a placid retirement. Principal, Mark Wildschut refuses to use

“the label “former model C” to describe his school, but rather coins the term, “current model E”.Excellence is the underlying ethos in what we are about at Windsor High. It drives our vision to be the high school of first choice in the community which we serve in Rondebosch East. Providing opportunities for pupils to excel in a wide range of academic subjects, sporting activities, cultural and spiritual development, we are fast establishing and enhancing our facilities to take our teaching and learning to the next level.

Windsor High first opened with one class in 1935, moved to a house, then in 1938, the foundation stone was laid for the building in which we are housed today. Initially called Lansdowne High , c.1990 it was renamed Windsor in honour of the farmstead on which it is situated. We stand by our motto, En Avant, which is French meaning “onward” or “forward”. Taking the best from our past and the brightest of our future, we enhance the excellence of our present.”

Allweld Solutions, was established in mid-2008 with shareholders Simona Bovetti and Leigh Elves (also Managing Director of Allweld Marine & Industrial), to meet the challenge head on. The Company provides the opportunity for learners, irrespective of their educational backgrounds, to obtain practical welding experience and competency certification in a structure, dynamic, professional working environment ensuring their success in becoming gainfully employed.

Tungsten Inert Gas Welding (GTAW), Fluxcored Welding (FCAW) and Gas Welding on all materials - including carbon steel, aluminium, stainless steel, chrome and cast iron. A qualified Certificate of Competence is issued to the welder on successful completion of the training.

The Company's industry knowledge and expertise as well as the close association with Allweld Marine & Industrial sets Allweld Solutions apart and offers the client a unique solution to the problem of finding well qualified, suitably trained and skilled artisans.

Allweld Solutions' comprehensive database offers skilled labour at competitive rates and includes coded welders, pipe fitters, boilermakers, fitters, turners, heat treatment technicians, valve fitters, semi-skilled and general labourers.

Our training facility, conveniently located in Maitland near major arterial routes, comprises 20 individual training bays and a fully equipped 56-seater auditorium for theoretical training. The facility not only enjoys state of the art audio/visual equipment but also utilises the latest in welding technology. With two training officers, we ensure a ratio of 1:10 students and with each student having his own welding bay and using his/her own welding machine the practical training aspect is maximised. We offer Shielded Metal Arc Welding (SMAW/Stick), Metal Inert Gas Welding (GMAW),

Allweld Solutions' uniqueness is embodied within our in-house training facility whereby we are able to personally test and train welders ensuring that only top quality personnel are contracted to our customers. In addition, the training facility provides a constant source of well-trained welders for our database as the students are keen to hone their skills in a working environment. We manage the entire labour outsourcing process by ensuring timeous arrival on site with the personnel correctly attired to commence work immediately.

Stormers set for Shark Tank TASMIN CUPIDO

A

LLISTER COETZEE and the DHL Stormers will face their toughest opponents yet when they travel to Durban’s Shark tank to take on the Sharks in the Super Rugby competition on Saturday. And, despite a comfortable and convincing 51-16 win over the Western Force at DHL Newlands the past weekend, Coetzee and his charges will remain focused on doing the basics and targeting their opponents on respective weekends. “The competition is still young and we still have a long way to go,” said Coetzee. “This week we have a huge challenge

Hygiene & Bug’s ‘R’ Us

against the Sharks and, while the team’s confidence is growing, we will remain focused and respect the opposition.” And with the team overcoming the barrier of try-less matches, scoring six tries against the Force and securing the team’s first bonus point of the season, an enterprising brand of rugby was on display from the men in navy blue. They outclassed the men from Down Under in every facet of the game, with lock Andries Bekker being named man of the match. Coetzee also alluded to his team’s current mental state, saying they are in a “good space mentally”. Running, fast-paced rugby – a trademark often displayed by Cape rugby sides – was on show, with the likes of Gio Aplon and Dewaldt

Duvenhage impressing. The team will mostlikely be without the services of flanker, Pieter Louw, who picked up a serious knee injury, but this week will see the return of Springbok flak forward, Schalk Burger – so experience will not be lost in the side. The Sharks, coming from a 44-28 loss to the Crusaders at Twickenham on Sunday, will be looking to use the home ground advantage to pip the unbeaten Stormers on Saturday afternoon. The last time the two sides met was at the same grounds, with the Sharks winning 20-14 in on of the final round-robin clashes of last year’s season. At that time the men from the Cape were riding a wave of confidence and were in contention for a home semi-final in the last Super

14 competition. Then the pressure of playing in front of a packed Mr Price Kings Park mentally affected the Stormers, who missed too many tackles and gave away precious possession with poor handling and poor decision-making. Without a doubt, there will be an epic battle of the loose forwards with the Stormers trio of Schalk Burger, Fancois Louw and Duan Vermeulen taking on Keegan Daniel, Willem Alberts and Ryan Kankowski of the Sharks. Another great clash would have been the one between first choice flyhalves, Peter Grant and Patrick Lambie – but Lambie injured his hand in his team’s match against the Chiefs and is likely to be out for two more weeks. .

Santos star yearns to shine up north Top goal scorer considers move to Gauteng BRIAN GAFFNEY

E

RWIN ISAACS’ days at Engen Santos FC may be numbered.

Isaacs, who has been Santos’ top goalscorer for several seasons in the Premier Soccer League (PSL), told People’s Post yesterday (Monday) that he is keen to continue his professional soccer career with a Gauteng-based club next season. But the 25-year-old marksman’s ambitions to leave the club at the end of the 2010-11 season have been shot down by an angry Goolam Allie, the chief executive officer of Santos FC. “Isaacs is contracted to play for Santos until 2014 and he is accountable to us and nobody else,” said Allie. When asked why Isaacs had missed several league matches, including the away games against Moroka Swallows FC and AmaZulu FC in recent weeks, Allie explained that Isaacs – like several other

key players in the squad – was sidelined by injuries. Allie declined to comment further, besides saying that he will willingly show Isaacs’ contract (that expires in 2014) to anyone that needs clarity on the matter, at the club’s office in Lansdowne. But Isaacs – who has a history of going AWOL when things do not go his way at Santos FC – has stuck to his guns. “I am only prepared to play in Santos’ outstanding five matches in the league competition. I have told Allie that I want to leave the club,” said Isaacs. According to Isaacs, his contract with Santos FC finishes at the end of June – and it then becomes negotiable. Isaacs says he is keen to play for either of the glamour clubs – Kaizer Chiefs FC or Mamelodi Sundowns FC – in the PSL when he leaves Santos – which has dropped from third to eighth position on the PSL log since January. Isaacs says he feels he needs a new chal-

lenge in life and that “too much is expected from him at Santos”, where he is required to fill the role of a fetch-and-carry midfielder besides working his way into goalscoring scoring positions. Isaacs says the other reason he wants to move on is that Santos has been reluctant to increase his wages. A few years ago, Isaacs was also linked to a move to Chiefs – but Santos FC stepped in to increase his financial incentives in a successful effort to keep him at the club. Isaacs is once again the leading goalscorer, with six goals to his credit for Santos – who have hit the target 28 times in 25 league matches – despite him being out of action with a serious knee injury that needed surgery in mid-season.

KO Cup challenge

LOOKING SWELL: Collegians RFC scored handsomely when its sponsor Al tius recently announced a kit sponsor ship for its senior and junior teams at a function held at Cape Town Market, Ep ping. The Lentegeurbased club – now known as Altius Collegians – have also forged links with Randwick District RFC in Australia. Last week, Randwick coach Craig Morrison assisted with skills development programmes for coaches and players at the club. Seen sporting the new kit are from left: Front Row: Abduragiem Ismail and Adiel Ju mat. Centre Row: Dr Anwar Nagia (Al tius), Craig Morrison (Randwick District RFC, Australia) and Cassiem Smith (president, Altius Collegians). Back Row: Riefaat Jappie, Toriq Samsodien, Ashraf Petersen and Rafiq Manchest. Collegians also launched its website: www.collegiansrugby.com at the func tion. Photo: Rashied Isaacs

THE Safa Cape Town has again successfully negotiated sponsorship for the Coke Cup knockout championship this coming season. The entry deadline for the senior men and women clubs, as well as under-17s will be on Thursday 28 April. Clubs must liaise with their respective Local Football Associations (LFAs) regarding their entries in the competitions.
