Road works nears end

fter heavy rains put a dampener on progress, Westridge residents will have to put up with road works on Park Avenue for a little while longer. The R3m road rehabilitation project was meant to be completed at the end of last month but has been extended for a few more weeks. Ward councillor Eddie Andrews says use of the road has already resumed but delays was out of their control. “The project commenced on 3 June and completion date was

set for 30 June, we have passed that due to a weather delay,” he says. At the moment only one lane is closed at the one end of the road, while the exit to Dagbreek Avenue has been closed to traffic completely. A 1km stretch of road between Dagbreek Avenue and Wespoort Drive is being rehabilitated. Andrews says the work is near completion. “The traffic calming measures – including speed humps – were installed and roadmarkings have been done. There are some minor cleaning up and some small items to be completed and then the project is finished,” he says.

Both lanes will be done, Andrews confirms. The much-needed rehabilitation has been funded by the City of Cape Town. “Major cracking of the existing pavement structure resulted in continuous patching since 2012. An investigation proposed the rehabilitation to improve the structural and functional efficiency of the pavement,” Andrews says. He adds that the road serves as a public transport route for both buses and taxis. The road has also experienced large quantities of traffic as it serves two primary schools and links up to a high school.

Drivers on some of the other major routes in Mitchell’s Plain can also expect a smoother drive as other major roads with high traffic loads are in line for rehabilitation soon. These include sections of Baden Powell Drive and Swartklip Road. There is also a proposal to see work done on intersections such as the AZ Berman Drive and Spine Road connection and the one at Spine Road and Katdoring. These categories should be scored differently, he believes.

One of the criteria used to promote transformation is allocation according to race. This will see the majority of rights allocated to black-owned businesses, with less than a tenth going to businesses with coloured owners. Hout Bay resident Davina Jonathan says transformation is happening through BEE in all sectors, but coloured communities are not being adequately included. “Why are only 9% of the rights being given to coloured fisherman? They should be included under the Constitution,” she says. The process is also excluding small businesses, Jonathan believes, as they can’t compete with commercial fisheries. “Small businesses are often in the form of a co-op working with only two boats. They can’t pull in the same tonnage as a commercial enterprise. The current system is excluding the small man,” she says. At a public meeting in Sea Point last week, Armin Weimar of the Wild Benguela Harvest company, who had been in the industry for 43 years, commented that four categories should be created for applicants, which would encourage this transformation.

For the inshore sectors – which include lobster, net and abalone fishing – rights will be split between small-scale fishers and large-scale companies. This portion has yet to be decided, project manager Sue Middleton says, but is expected to be announced in October or November. Always a controversial topic, says Middleton, is the balance between awarding rights to historical holders and encouraging transformation. “It’s about balancing new entrants and current rights holders. The fishing sector is aging and needs to let the youth in.”

Grants for his siblings! A

South African social security agency (Sassa) official has been suspended after being linked to grant fraud. The official was based at the Mitchell’s Plain Sassa office. “On Monday 17 February last year, a member of the public consulted the offices of Sassa in Cape Town to lodge a complaint into alleged irregularities in the awarding of social grants at the Mitchell’s Plain local office,” says national spokesperson Kgomoco Diseko. This set the probe in motion as the complainant alleged that an official at the office was collecting money from residents in exchange for the successful processing of social grants, Diseko says. “In addition, it was also alleged that the official was processing applications for siblings.” An internal investigation by the fraud

management and compliance department of Sassa confirmed that social grants were processed by the official under investigation for 10 beneficiaries who were either directly related to, or the biological children of, the official, who applied for child support grants. The total of the social grants awarded in this fraudulent way amounted to R172 132.

Suspended The official was placed on precautionary suspension and will be subject to disciplinary action. “For the moment there is only one person suspended, but we are looking into the matter,” Diseko tells People’s Post. He says the investigation is already at an advanced stage and more officials will be suspended should they be linked. He adds that disciplinary action should be

carried out against the suspended official as soon as the end of the month. The case was reported to the police. “The social grants, in respect of both the perpetrator’s siblings, were processed without any physical social grant application files, nor did the siblings undergo any medical assessments in relation to the disability grants,” Diseko says. “The Mitchell’s Plain area is exposed to social pathologies, including violent crime, gangsterism, drug and alcohol abuse and poverty. It is therefore imperative that Sassa ensures that the right social grant is paid to the right person at the right time and place. Police visit almost 900 spaza shops A total of 234 suspects have been arrested in connection with various crimes in the Mitchell’s Plain police cluster over the past week. A further 29 wanted suspects were arrested during 11 tracing operations. Other operations included 18 secondhand goods shops and 854 spaza shops visited. “Police are constantly clamping down on criminals through intensive patrols, stop and searches of suspicious persons, regular raiding of houses – especially the

houses of those identified as targets contributing to the high crime rate for illegal guns, drugs, stolen goods, wanted suspects and shebeens,” says acting police cluster spokesperson Sergeant Zita Norman. Drug arrests amounted to 206 suspects and 71 drug houses were searched. Further raids at six shebeens also resulted in the confiscation of more than 34 000F of alcohol. Nine men were also arrested for illegal possession of a firearm and six firearms

were confiscated. “Crime against women and children is a priority crime and is highly addressed by police,” says Norman. Eight suspects were arrested for domestic violence and abuse and 112 cases were reported. Police also clamped down on traffic violations, issuing six fines to the value of R9 500. My ‘African cuisine’ hits the spot, says Jody SAMANTHA LEE @Samantha_Lee121

C

roissants, crepes, foie gras, macaroons and gateau are easy enough to make, but this local still prefers pap and wors. Chef Jody Africa from Woodlands says nothing beats a plate of his ‘African cuisine’. After completing his studies at Northlink College in 2008, Africa pursued his love of food as a career option. He says: “Growing up, I always liked eating good food,” he says. “But my mother was not a very good cook,” he jokes. “I don’t believe that I was born with the passion for food. It is something that developed over time.” Africa says his passion really developed in his second year of study. After several internships he is second in charge as a chef de partie at the Westin Hotel in the city centre. “I worked my way through the ranks. At the moment I am not really cooking but doing more of a managing role,” he says. But this is something he enjoys too.

In such a short time, Africa has grown and risen above his circumstances. But the Woodlands son has not forgotten his roots. He says his main inspiration was his older sister. “I grew up in a broken home and a bad neighbourhood, but I was determined to be someone and not be influenced by the negative influences. My sister was a level-headed person and a strong rolemodel and I wanted to be the same,” he says. His ambition is to move into another one of his passions while still pursuing a career in the food industry. “I don’t believe that you only have one passion in life,” he says. The 26-year-old says his first love is animal health. He has plans to embark on a fouryear course to become qualified in the field of animal behaviour. But for now he plans to enter more competitions and learn from other great chefs.

ess than a week after a lane in Portlands was closed, perpetrators deemed it fit to destroy the closure. The lane next to the Church of Nazerene in Nile Way was sealed off at the end of June after consultation with residents. Ward councillor Eddie Andrews says the wall was vandalised between noon and 18:00 on Sunday last week. “When these acts occur it gives the impression the perpetrators blatantly ignore the financial implications. Money that should have been allocated elsewhere must now again fund the lane closure. At this stage a meeting with stakeholders will be convened,” says Andrews. The culprits had broken down the vibracrete wall that was used to seal off the lane. As the vibracrete was not the strongest

measure, Andrews says they will also discuss the possibility of using alternatives. “There are alternatives and the bricks and cement option can also be considered,” he says. This is the second incident of this nature at this lane, comments Andrews. “At this stage the suspected reason could not be determined without first further consulting the community. However, it has to be stated that the lane was closed at the back end of a decade-long conversation to have the problematic lanes closed. In light of this the council has embarked on the pilot project to close identified lanes based on the safety concerns of the community,” he says. He says that the vandalism is a criminal offence and a criminal case will be opened at the police station. The suspect then started fighting with the resident and assaulted him with a firearm. “The suspect then ran outside and shot towards the house,” Williams adds. The resident drew his licensed firearm and returned fire. Firearm cartridges and a black Mecer monitor were recovered on the scene. A lawful Luger 9mm firearm was also examined. Two men have been arrested in connection with the incident.

he Mitchell’s Plain tactical response team has been hard at work clamping down on the drug scourge. On Wednesday 8 July at 11:35 the unit were on a routine patrol when they received information of illegal activities, says Lieutenant Ian Williams, police spokesperson. “[The unit] received information from the community about drug dealing and on searching the premises, officers found

large bags filled with dagga in a locked room. The confiscated dagga had a total weight of about 70kg,” he says. The officers confiscated four large 20F plastic bags, one large 20F white netted bag and one half filled large 20F white netted bag at a home in Tafelsig. A 42-year-old woman was arrested and faces charges of possession. She has appeared in the Mitchell’s Plain Magistrate’s Court.

Bus passengers to surf The council wants to help commuters keep up to date on WhatsApp, social media and email without the danger of driving and taking your eyes off the road. The council plans to give passengers on all MyCiti buses free access to the internet while they ride along in the near future. The City of Cape Town has issued a tender for a service provider to install and operate a WiFi service on all MyCiti buses, it has announced in a statement. “Our vision is that passengers will be able to connect their own devices to the internet using the Wi-Fi provided on MyCiti buses. We want the service to be available on every operating MyCiti bus at all times whilst in service. “Basic use of the service will

be free. This means that each passenger will have use of a limited amount of data for a limited amount of time each day at no charge. The minimum no charge data allowance per day per passenger will no be less than 50MB,” the statement says. The tender process will be completed later in the year and will run on a pilot basis for six months, after which Wi-Fi will progressively become available on all MyCiti routes and buses over the following six months. The council believes that providing this internet access to residents will contribute to the social and economic upliftment of the city’s communities. The plan is also part of the City’s efforts to incentivise residents to get out of their cars and into MyCiti buses.

City of Cape Town volunteers have already commenced work on the project and will also form part of Mandela Day celebrations. “In a fitting tribute, the City is proud to announce that approximately 1500 ‘breaking new ground (BNG)’ units have already been handed over to beneficiaries of the Pelican Park integrated human settlements development,” says Benedicta van Minnen, mayoral committee member for human settlements. “This forms part of our continued efforts to increase the delivery of housing opportunities as a means of enabling redress.” The build week this week is a collaborative initiative between the City and Habitat for Humanity, the Nelson Mandela Foundation and Power Construction. It is expected that the remaining units – about 500 – will be handed over during December and early next year.

“Receiving the opportunity to own an asset is key to the empowerment of our previously disadvantaged residents and to the transformation of our city in general. There can be few greater tributes to the great man that we are honouring this week. His legacy continues to inspire us all to do more and to do better and to do it every minute of the year,” says Van Minnen. The Pelican Park project is integrated across the full spectrum of affordability, with 2024 totally subsidised homes (BNG) being built alongside 760 starter gap housing selling for R320 000, and 360 higher value homes (bonded) valued from R480 000 to R700 000. The total cost of this development is about R700m. The development will include two new schools and a regional clinic, as well as two properties zoned as places of worship. A commercial precinct was also opened in November last year in an effort to provide economic opportunities for the residents.

Brave sea rescuer a local hero

A

t just 24 years old, a brave life saver has been recognised for saving the lives of six people – and changing his own life in doing so. Robin Fortuin, a volunteer rescue swimmer for the National Sea Rescue Institute (NSRI), is a finalist in this year’s Centrum Guardians campaign. He is the only nominee from the Western Cape. Fortuin was selected for saving six people from drowning in a rip current at Monwabisi Beach when he was 21 years old. Fortuin joined the life savers in 2006 at the age of 15 and became an NSRI volunteer at 17. He currently works as a rescue lifeguard for Hilton Hotel in Abu Dhabi. His life ambition is to work on the water as a full-time rescue swimmer. His aspirations started when he sat and watched the NSRI crew training. This spurred his decision to apply to join Strandfontein station. After joining the team he soon realised

that sea rescue was his calling and has given him purpose in life. The motivation for his nomination states: “Against all odds, the then 21year-old saved six people from drowning in the treacherous rip currents at Monwabisi Beach.” NSRI station commander Mario Fredericks says that Fortuin contacted him later that aweful night to talk about what had happened. Despite saving the lives of six people that day, Fortuin was devastated that he could not save the seventh casualty. He kept asking himself: “What could I have done differently? What if I didn’t take those few seconds to catch my breath and gather my strength?” Fredericks realised that this young man’s life had been changed forever. The enormity of what he had singlehandedly accomplished was too much for him to comprehend at that time. On that day, Fortuin was an in-

strumental part of something infinitely larger than himself. He gave everything that he had, to give seven people another chance at life. Fredericks comments that Fortuin’s perspective on life has changed. “I believe that his appreciation for this gift of life reaches levels of understanding that few people will comprehend in their lifetime.” Although not nominated senior coxswain Vaughn and the NSRI Strandfontein volunteer crew also played a role in the rescue. The Centrum Guardians award is an initiative that showcases our nation’s multidisciplinary and highcalibre emergency and rescue services. “These amazing true-life rescue stories highlight the fact that rescue personnel devote their strength, stamina and energy to saving lives,” comments Natasha Macdonald, Centrum brand manager. Girl (11), cousin shot while hiding A

n 11-year-old girl is in a stable condition after being shot in the chest on Tuesday last week. It is alleged that the girl and her 20-yearold cousin were standing in front of a Fink Street shop with other people when a man approached them with a firearm. Police confirm that the two then ran away. As a result the cousin was shot in

the buttocks and the girl was shot in the chest. “At 20:18 police received a complaint of a shooting in Rocklands. The officers went to Strandlooper Street, where they found the man and child,” says Lieutenant Ian Williams, police spokesperson. He confirms the two had run from the scene and took cover in the yard of a Strandlooper Street home, Williams told People’s Post. Following swift police action, a suspect was arrested. Williams says that the police crime pre-

vention unit (CPU) were in the area conducting stop and searches, patrols and preliminary investigations which led to the arrest of the suspect. The suspect, a 17-year-old boy, was arrested by the CPU a few minutes after the shooting. Williams confirms that the boy was carrying an illegal firearm. “He is underage so he was not licenced to carry the weapon,” he explains. The firearm, with seven rounds of ammunition and two magazines, were confiscated. The suspect ap-

More chances for jobs in the city W

ith a high unemployment rate across the country, the City of Cape Town is leaving no stone unturned in trying to create job opportunities. In the current financial year the municipality hopes to help thousands of unemployed residents with short- to mediumterm jobs through its expanded public works programme (EPWP).

According to a statement the City aims to create 42 500 temporary jobs through the EPWP programme which will see 2500 more people being employed – up from 40 000 in the previous financial year. The EPWP is a national government initiative launched in 2004, with the aim of giving unemployed South Africans a hand up through temporary jobs to earn some form

Suzette Little, mayoral committee member for social development and early childhood development, says the various City departments are required to submit plans as to how they will contribute to the EPWP employment scheme every year. “Our biggest contributor is utility services, in particular the solid waste management department where a number of the job seekers are accommodated. Transport for Cape Town, human settlements and community services are the other three top employers within the City for the programme. In fact, these four directorates were responsible for nearly 75% of all work opportunities created in the last financial year.”

section of the renovated building which houses the department of social development in Mitchell’s Plain has been reopened. The professional social welfare services provided by social workers from the department based at 45 Alpha Street, Wespoort Park opened its doors in June. “The ground floor of the building has been operationalised to allow us to bring much needed social work services much closer to the community. The social work intake section deals with all new cases, referrals as well as scheduled appointments,” says Pumeza Magadla, social work manager. “Most of the administration staff as well as social work teams will still be based at the regional office in Rosmead Avenue, Wyn-

berg until all sections of the building can be completed.” All registered and unregistered non-profit organisations providing services in the Mitchell’s Plain community, such as youth and faith-based organisations and arts and culture non-profit organisations, are being invited to register their organisations on the local database. “The aim of this is to establish a database of organisations in order to facilitate stakeholder engagements, to build the capacity of new and emerging organisations and to identify the service delivery gaps in the area,” Magadla says. Body-building award in Rocklands This year’s Mr and Miss Farnese competition takes place at Cedar High School on Saturday. The competition is open to men and women, with registration starting at 09:00. Prejudging for the event takes place at 10:00, with the main show starting at 18:00. Entrants must be at least 16 years old. Entry fee for juniors is R40, seniors R50. The overall men’s winner is set to win R1000 in cash. he battle lines were drawn at the Cape Sun Hotel last week as some of the world’s strongest chess players gathered to contest this year’s South African Open Chess Festival. The event was supported by the Western Cape department of cultural affairs and sport. Advocate Lyndon Bouah, chief director of sport and recreation, says: “In developing a winning nation it is important to improve international sports successes by supporting events at all levels. “Achieving an active and winning nation is underpinned by an enabling environment. “The staging of this event at the Cape Sun is part of our campaign to bring big sport events to the Western Cape.” South Africa’s first ever grandmaster, Kenny Solomon, marked his return to competition on South African soil, which was also his first tournament on home soil after officially receiving the title of grandmaster earlier this year. Solomon, originally from Mitchell’s Plain and a previous winner of the tournament, placed fourth in this year with a score of 8.5. “It was a tough tournament with a lot of strong players. I am happy that we were able to have four grandmasters participating this year,” he says. “It is important that foreign grandmasters participate in South African chess events – this is how chess can grow in our country.” The tournament also incorporated the SA schools individual chess championship. 6-year-old Dannon Siljeur from Retreat is a Grade 10 pupil at Reddam House Constantia and is the People’s Post/Supersport Let’s Play Sport star for June. Dannon is currently competing overseas in Malta as a member of the u.16 South African schools water polo team. He has already represented Western Province schools water polo at u.13, u.14 and u.15 levels. He is also an accomplished hockey player, having earned WP colours. Asked why he prefers hockey and water polo to more popular sports like rugby, cricket and soccer, he says he did play soccer when he was at primary school. But when he moved from St George’s Grammar School to Cannons Creek Independent School, soccer was not offered, so he took up hockey. “I played hockey in Grade 2 at St George’s so the sport wasn’t new to me and I moved straight to the u.13A team. I felt this sport was right for me as it was kind of like soccer, but with a stick. “Water polo was new at Cannons Creek and I started this in Grade 6. By Grade 7 I was playing in the Western Province u.13A team. I think water polo was easier for me because of my history in swimming. And I
