The Third Annual POPS Ball | September 17, 2015 | 3
LETTER FROM THE PRESIDENT
Welcome! We are thrilled that you could be with us tonight. It’s our third POPS Ball, and we have worked hard to make it a most special evening with enhanced décor, a carefully chosen menu, and, of course, the magical music of the 65-piece Philly POPS orchestra. That music is the real centerpiece of the evening, and we invite you to dance the night away to the rich sounds of our magnificent musicians. We are happy to welcome Lt. Governor Mike Stack and his wife Tonya and are pleased that they have served as honorary chairs of tonight’s Ball representing the Commonwealth of Pennsylvania. We thank them for coming and are honored that we can share this evening with them. Tony and Susan Mahon have chaired this Third Annual POPS Ball with my wife, Dottie, and me. With their exceptional hard work, we have filled the room this evening with Friends of the POPS! Maestro Michael Krajewski dazzled us all last season with great programs, both during our concert series at the Kimmel and, most particularly, to packed crowds on Independence Mall for July 3 and at Wildwood’s beaches on July 4. The best news is this: Next season’s Subscription Series programs are even more fresh and exciting. We thank Michael for his ongoing infusion of creativity to the POPS’ programming and performance. We applaud Michael and Darcy Krajewski for the difference they have already made as newer members of the POPS family. Finally, we thank our musicians, who are the heart of our organization and whose music will make tonight and the entire season a series of unforgettable memories for us all. Tonight’s guest artist is Michael Andrew, who will thrill audiences during Sinatra: A Centennial Celebration, our first concert series of the 2015/2016 season. We’re lucky to sample his artistry in advance this evening. I know that all of you will want to enjoy that full program on October 9, 10, or 11. We would not be here tonight without YOU. This wonderful evening, this glittering room, the excellence of The Philly POPS orchestra — all of these things are due to the connection that we have with you through the transformative power of music. With great appreciation,
Frank Giordano, President and CEO Encore Series, Inc., The Philly POPS

Aetna aims to spend about $35 billion to buy rival Humana and become the latest health insurer bulking up on government business as the industry adjusts to the federal health-care overhaul. The proposed cash-and-stock deal, announced early Friday, would make Aetna a sizeable player in the rapidly growing Medicare Advantage business, which offers privately run versions of the federally funded health-care program for the elderly and some people with disabilities. The combination also would bolster Aetna’s presence in the state- and federally funded Medicaid program and Tricare coverage for military

personnel and their families. Health insurers are eager to do more business with government payers due in part to a Medicaid expansion fostered by the health-care overhaul and Medicare Advantage’s surging enrollment. The overhaul is expanding Medicaid coverage in several states as it seeks to provide health coverage for millions of uninsured people. Meanwhile, total enrollment in Medicare Advantage plans has tripled over the last decade to about 16.8 million people and is expected to keep growing as more baby boomers become eligible for the plans. Aetna’s acquisition of Humana would make it the largest provider of Medicare Advantage coverage, with 4.4 million members, a figure that could change depending on regulatory review. “Government markets are the most rapidly growing aspect of the system,” said Dan MendelSee AETNA on A2
The union representing Philadelphia police officers has challenged Commissioner Charles H. Ramsey’s new policy making public the names of officers in policeinvolved shootings. The union contends that Ramsey’s disclosure policy was implemented “without negotiating with or securing the approval of the FOP.” “This unilateral change is contrary to decades of past practice between the parties whereby the privacy rights of officers were valued and protected,” says the complaint, filed by Stephen J. Holroyd, a lawyer for the FOP. The complaint also contends that four proposed directives changing the department’s use-offorce policies “were contrary to the collective bargaining agreement between the FOP and the city.” “The city unilaterally implemented these changes in working conditions without first bargaining with the FOP or, indeed, even requesting bargaining with the FOP,” it says. Ramsey said Friday, “I think we’re within our rights to take the steps we took, have taken, and are going to take.” As for the complaint, Ramsey said, “They certainly have every See POLICE on A2

ATHENS, Greece — On a night filled with emotion and packed city squares, naysaying Greek Prime Minister Alexis Tsipras and his “yes” vote rivals made their final pitches Friday at bailout referendum rallies, as polls showed the two sides in a dead heat. More than 40,000 people gathered at the two rallies, half a mile apart, before Sunday’s vote on whether to accept creditors’ proposals for more austerity in exchange for rescue loans, or reject the deal as a show of defiance against years of economic austerity. “I’ve known this day was coming for months,” Karen A. Stout lamented about packing up her office. “I don’t know why I didn’t do it earlier.” It was fitting that Stout, who is leaving the Montgomery County Community College presidency to lead a national advocacy group, left the tangible things for last. She had already wrapped up countless other loose ends — pilot projects, graduation rates, budgets, curricula, groundbreakings — that will remain visible on the campuses long after she’s gone. During her 14-year tenure, Stout rose to national prominence as a community college innovator, working with the Bill and Melinda Gates Foundation, attending summits at the White House, and using MCCC as a test lab for data-driven programs to boost access, affordability, and student success rates. “There’s no one better in the country in that regard,” said Walter G.
