CODES OF PRACTICE

NZTA CODE OF PRACTICE (COPTTM) TEMPORARY TRAFFIC MANAGEMENT CONTROL - WET (TTMC-W) NZTA has a Code of Practice which specifies the standard of safety garment that a worker must wear while working in or close to hazardous traffic areas. The Temporary Traffic Management Control Code of Practice (CoPTTM) states that each garment must include a certain area of fluorescent orange fabric, and a specific belt and braces configuration of 50mm wide retroreflective tape. This CoPTTM covers both the compliance of the design and the high visibility and retro-reflective material. A whole range of garments are specified, including vests, overalls, rainwear, shirts and polo’s. Vests and some other miscellaneous garments (shirts and polos): Must have an additional reflector tail (must be 150mm longer than the front) on the rear of the garment. They must have a minimum 0.21m2 of compliant orange material on the front and 0.27m2 on the back including tail. Sleeves, non compliant collars and plackets are excluded. Garments and reflective braces must be a specific length for a size S. Overalls: Must have a minimum of 0.3m2 of compliant orange material on both the front and back of the upper torso excluding sleeves and non compliant collars. This must extend to a point above the knee .Single or double hoops of retro-reflective tape must be added to both the sleeves and legs. Reflective braces must be a specific length for a size S. Long Sleeve Coat: Must have a minimum of 0.3m2 of compliant orange material on both the front and back of the upper torso excluding sleeves and non compliant collars. Single or double hoops of retro-reflective tape must be added to the sleeves. Long Sleeve Coat and reflective braces must be a specific length for a size S. As part of the CoPTTM, manufacturers are required to test and certify their garments at an NZTA approved testing laboratory. New compliance letters TTMC-W (Temporary Traffic Management Control – Wet) must be included on the compliant garments label to confirm that the garment meets the requirements. The fluorescent orange fabric used with the TTMC-W garments must comply to a ‘Wet’ luminance test (hence the ‘-W’ in TTMC-W). The wet test means that the fluorescent orange fabric must still achieve a certain luminance level, after influence of rainfall. As of 31st January 2014, it will also be compulsory for NZTA Transit garments to comply to the new CoPTTM standard. Make sure your garment has the TTMC-W label, and is tested and certified for the correct use.

STANDARDS

1906.4.2010 This standard explains the use of hi-visibility fabrics and retroreflective materials. It specifies the chromaticity levels to which fabrics need to be dyed in terms of performance and atmospheric pressures in order to comply safety standards. Natural fibre garments have a lower chromaticity level due to the nature of the fabric. However, only when a polyester garment is deemed a risk to the wearer in certain applications, should cotton or wool be worn in its place.

4602.1.2011 This standard refers to how a garment is constructed using fabrics compliant to 1906.4 above. There has to be over 0.2m squared of unbroken fluoro fabric on both the front and back of a garment in the upper torso (not including the sleeves). The fluoro must not be broken with non fluoro fabric within the 0.2m2 area on both the front and back from the top of the shoulders to the waist and MUST encircle the body up to that measurement, so no full side panels up to armpit level are permitted. This standard also explains the position of the retro-reflective tapes on the garment and the width and quantity used. These tapes should not detract from the 0.2m2 measurement required.

4399 This standard refers to the capability of a fabric to protect skin against solar ultra violet radiation (known as UPF = ultra violet protection factor). This standard is an additional bonus to the garment rather than an essential requirement for hi-visibility standards but often specified from specific industry users.
