It is constitution week !

A week to celebrate our country’s remarkable constitution (one that is recognised as one of the best in the world, making sure that all people are afforded freedom and dignity.) What a blessing to live in this country, and in Plettenberg Bay in particular, where Nature’s magnitude and magnificence inspires us to rise to our greatest good, despite some disconcerting circumstances on occasion. PAWS Outreach KwaNokuthula On Saturday 25th February a team of veterinarians and volunteers performed a very successfully outreach programme vaccinating, deworming and dipping dogs in Kwanokuthula. PAWS would like to thank Phizer for donating vaccines and Vets, Dr Kathleen Davis from Knysna AWS, Dr Janet Biggar from Canada, Dr Brendan Tindall of Robberg Vet Clinic and volunteers who gave freely of their time. Over 200 dogs were treated and there were many grateful pet owners. Vets were impressed by the general good condition of pets which is a reflection that PAWS is gradually succeeded in creating pet health awareness. There will always remain huge areas of ignorance that constantly needs addressing. On the 22nd of April, PAWS will be holding a mass Sterilization day in Kwanokuthula funded by money raised by Horse & Hound and

FREE Permanent Contraception (Sterilization) The Western Cape Department of Health has arranged a day to perform free permanent contraception (sterilisation) on Friday, March 2 in Plettenberg Bay Bitou residents who are interested in being sterilised are urged to visit their nearest

clinic as soon as possible to book an appointment for that day.

Communication officer for the Western Cape Health Department (Eden district), Nadia Ferreira explained, "Voluntary sterilisation is a free, quick, safe and easy procedure which takes about 20 minutes. Sterilisation should be considered when a person has as many children as he or she wishes to have." Male sterilisation is performed under a local anaesthetic. Patients are usually able to resume work the day after the operation. Female sterilisation is usually performed under general anaesthetic. Patients are advised to take a few days' rest after the surgery. It is important to note that sterilisation does not cure or prevent HIV/AIDS infection as believed by some. "Voluntary sterilisation is a positive step taken by responsible men and women who want to take charge of their lives to uplift themselves and their families by choosing this form of permanent contraception," said Ferreira. Letter via the Editor As I write this I am very angry. One of our elderly foreign visitors were on their way to Knysna when they were pulled over by a traffic officer, they were told they were doing 120km in a 60km zone, our guest said that was impossible, (I know for a fact they would not do that speed) the traffic officer then informed him he had to pay R1000.00, the wife by now was anxious, he told the officer he did not have R1000.00 to which he replied R500.00 then, not knowing what to do and having an upset wife in the car our guest handed over the R500.00 to which the officer replied, thank you, no fine paper and walked off, unfortunately being bombarded suddenly he did not get officers name. How disgusting is that, what must our visitors think when realising they have been robbed and how many has it happened to before? So sorry he did not get his name, I do not usually wish bad on someone but I truly hope this perpetrator of the law gets his come -uppance when he does this to the wrong person one day, hopefully he will be dealt with severely. Thought for the Week.

Psalm 73:28 [GNB] "But as for me, how wonderful to be near God, to find protection with the Sovereign LORD and to proclaim all that he has done!" The verse above comes from a psalm of Asaph, a poet and songwriter, a psalm in which he reveals to us some of his most intimate thoughts. In verses 1-5 he states: "God is indeed good to Israel, to those who have pure hearts. But I had nearly lost confidence; my faith was almost gone because I was jealous of the proud when I saw that things go well for the wicked. They do not suffer pain, they are strong and healthy, they do not suffer as other people do, they do not have the troubles that others have..." [Verses 2-5] Have you ever felt that way and have found it difficult to understand God's ways? Perhaps you are going through a very tough time right now and can't comprehend why God is not coming through for you, in spite of the fact that you love and serve Him with all of your heart; yet at the same time many of those around you who don't even give

God a thought in their lives seem to prosper and flourish. Asaph clearly battled with this and, at one point in time even said: "Is it for nothing, then, that I have kept myself pure and have not committed sin? O, God, You have made me suffer all day long; every morning You have punished me." [Verse 13-14] Then in verse 16 he remarks: "I tried to think this problem through, but it was too difficult for me." Many of us have probably been there where Asaph was; we, too, have looked at life and have concluded that it just wasn't fair surely as believers we deserve a little better? Then, however, we see a dramatic turning point in Asaph's thinking where he says: "...until I went into Your temple. Then I understood what will happen to the wicked. You will put them in slippery places and make them fall to destruction. They are instantly destroyed; they go down to a horrible end." [Verses 16-19] Listen to his further confession: "When my thoughts were bitter and my feelings were hurt, Yet I always stay close to you, and you hold me by the hand. You guide me with your instruction and at the end you will receive me with honor." [Verses 21-24] The answers to our many questions about our daily life on this planet with all the aches and pains, all the hardships and sufferings can only be found when we, like Asaph, turn to God and spend time in His presence and then we, too, can say: "But as for me, how wonderful to be near God, to find protection with the Sovereign LORD and to proclaim all that he has done!" Conservation Corner Hello my name is Manon, and I am a volunteer at the Orca Foundation. Today we decided to tackle the problem in our seahorse tank! We were cleaning the tank one day when we spotted a sea anemone (species unknown). The problem is that they sting the seahorses, they eat the seahorse food and they seem to just keep multiplying! Many attempts have been made to banish them from the tank. However, all have been unsuccessful! We absolutely have to find a way to get

rid of them! Kim, Satu (other volunteers) and I searched far and wide on the internet, a way to eradicate these undesirable organisms. We searched information on three different species known to feed on anemones. These are namely filefish, butterfly fish and peppermint shrimp. One of these is bound to be fit for this laborious task. Free Maths Olympiad Teaching for Teachers Last week Basic Education Minister, Angie Motshekga, said her department was concerned over the number and quality of passes in mathematics and physical science, particularly given the specialised skills the country needed for its drive towards industrialisation, economic growth, and sustainable job creation. A very concerned Democratic Alliance Parliamentary Leader, Lindiwe Mazibuko MP, also said last week that almost 30% of students are taught mathematics by teachers with no mathematics qualification. National Professional Teachers’ Organisation of South Africa (NAPTOSA) spokesperson, Ezrah Ramasehla, welcomed Pres. Zuma’s State of the Nation address wherein he mentions investments in producing more teachers who can teach mathematics. With so many concerns about the state of the teaching of mathematics, the South African Mathematics Foundation (SAMF) in co-ordination with Dr Sudan Hansraj (UKZN) created a teacher development project, sponsored by Harmony Gold Mining Company.

The Harmony Teacher Development (HTD) project is a short course for teachers to improve their skills in solving Olympiad type mathematical problems. Notes from PAWS Our foundations have been dug for the kennelling section of our Clinic and we are hoping to have these up and running in the very near future. Our sincere thanks to Nuweplaas Kennels who have homed our adoption dogs for us. We really did not have anywhere else to go (other than fostering) to house these animals and we appreciate their help in this regard. In particular, we must give an enormous thank you to Jaki and Rebekah for their wonderful support and care of our adoption pets. They are to be commended for their contribution to our cause which often went beyond the call of duty! Fostering is another important facet of the PAWS plan of action and, although we continue to be

very grateful to those members of the public who willingly give of their time, funds and space to foster those animals in need of a temporary home. We thank Mandy Hammond for her dedication to the welfare of the dog population in the Bitou area. She and her family have welcomed all kinds and sizes of dogs into their home without question and we have been extremely fortunate to have her as part of our ‘family of carers’. Mandy has recently joined one of the vets in town to continue her work. We wish you all the best in your new endeavour, Mandy. Now that we are getting ever closer to having our own clinic up and running, and will soon be involved in the kennelling aspect of this, we have to give more time and thought to fund raising and the donation side of PAWS. The public donations of dog and cat food put in the baskets at Pick ‘n Pay, Melvilles Spar and Kwikspar are very much appreciated, particularly as we no longer get any help from our previous source of the supply of torn and damaged dog and cat food bags. We will be increasing the number of Jumble Sales we hold and ask you to bear in mind that we will be happy to either collect your jumble, or arrange a drop-off point for the donations. At one specific meeting in George he met Magda Benadé from Montavigus Projects; she is an accredited NQF assessor, facilitator and moderator, as well as SAFE assessor. Together they formed an alliance, Phillip is now is Magda’s co-facilitator for the Plettenberg Bay region and with enough training, will become a facilitator for this region. Philip, now with the backing of Magda, needed to find a sponsor to help fund, he met Chris von Christierson from Robberg Coastal Corridor Landowners Association (RCCLA), who was more than willing to sponsor, after several meetings, RCCLA was excited to sponsor five suitable candidates for a Recognition of Prior Learning (RPL) course. This opportunity is available for guides who are able to show proof of previous knowledge and experience. The assessor will supply you with the necessary guidelines, assignments and tests. Assessment Assessment is done continuously during the training sessions by observation, questioning, product samples and written communication using the relevant instruments such as evidence matrix’s, checklists, questionnaires, assignments, portfolio of evidence. All files will be moderated and verified after assessment has taken place for quality assurance purposes

Certification and DEDAT Registration Once learners receive their Certificate of Attendance and a Statement of Results, they will be able to register with the Department of Tourism and Environmental Affairs to be legally registered as Tourist Guides. Tourist guides are regulated by the Tourist Guide Act. Training commences in March 2012 and we wish them all good luck and will keep a close eye on their progress. A bumper year ahead for buyers With the outlook for the market predicted to remain relatively flat, this is one of the best years in which to buy property. If you don’t already own your own home or if you are looking for a second property, then now is the time to buy as the market is offering value not seen for years. Buying in a down market can be one of the smartest moves, but the bargain deals won’t last. By waiting for prices and interest rates to decline further, you risk getting caught up in a market on the upswing. On the back of renewed global economic uncertainty, both demand and property prices came under pressure last year as buyers and especially investors took a cautious approach. This has created one of the most favourable buyers’ markets in years. Interest rates are still at a 30-year low and mortgages are now more affordable than ever. Property prices are at the lowest levels in years and you are unlikely to get a better deal than what is on offer in the market right now. Given that properties are now taking on average between four and six months to sell, motivated sellers are quite willing to negotiate and buyers have a real opportunity to buy smart. While home ownership is not just about the investment potential, it is still a comparably safe way of investing money and, if you hold on to it long enough, history has shown that it will generally appreciate in value over time. While other asset classes such as the stock market can yield high returns, it also carries a high risk of potential loss of capital. Property on the other hand offers relative stability with the underlying potential of capital growth. For this reason, many investors tend to balance their investment portfolios by including property. Historically, house prices have escalated well into the upper teens and over twenty percent between 2000 and 2007 if we look at the ABSA House Price Index. Even in the two years leading up to the global housing market crisis of 2007, prices escalated at 14.95 on average. Following the crisis, there has naturally been a significant adjustment resulting in prices last seen about four years ago. A second home on the coast or in the country has become a popular option for many looking to escape the hustle and bustle of the ever growing cities to more tranquil surroundings at every opportunity. Many of the country’s quaint towns offer highly affordable prices for large homes and lifestyle farms. Similarly, there is still real value on offer in the smaller coastal villages such as the Cape’s West and Southern Coast. Here, buyers can still find lovely seaside homes and cottages, priced from around R1 million while vacant plots start from around R500,000. Even in the primary coastal markets such as Cape Town, Durban’s North Coast and along the Garden Route, there are excellent value investment properties in the market; many at prices last seen about four years ago. South Africa has over the past few years gained international prominence and has become one of the most desirable countries in the world to visit and own property in. There can be no greater commitment than owning a home here and if foreigners are seeing the beauty and value then we should too. In view of increasing international and domestic tourism, many coastal and urban areas experience high seasonal rental demand. This rental income can serve as a contribution towards an asset that could for example ultimately serve as your retirement home. Prospective buyers should do their homework – talk to the locals and work with a credible real estate agent who should be in a position to advise whether you are making a good purchase regardless of whether you are looking to buy your first home, a second or investment property. I was so excited to get a response from my column, from "concerned citizen". I know it was a smack on the knuckles, but, IT WAS RECOGNITION. I have been writing all the nonsense in my head for two years now. This is my first reply, which makes it worth it for me, as it does take time to write these things and I thought nobody was in the least bit interested - so I was about to give up. To get back to my "concerned citizen". My columns may sound flippant but actually my friends & us, do take drinking and driving seriously. There is always a selected sober driver or they call a cab. Luckily Beloved does not partake so we are always safe. Since my diet started nearly five months ago, I too am quite a boring party goer. Except for my four years living in Plett at the sea and two years in Mombasa, I have always lived inland. I cannot get over how things rust here and we are at the top of the hill behind town, not on the beach. My white appliances that arrived from Johannesburg spotless and shining after ten years, are rusting away before my eyes. The other day I moved one appliance and it kind of fell over to one side. On closer inspection, a wheel had rusted off. I find rust in the most peculiar places, like on metal parts of my handbags that are stored inside cupboards. Beloved's car, which is a Johannesburg model, is also rusting away. I told him the other day that pretty soon he would be driving along sitting on the seat, with only the steering wheel to hang onto. The rest will have rusted away. I suggested he trade it in, but Beloved, being Beloved, and very careful with money, decided to qualm my fears "his way". he took it to a panel beater, and a few days later, the van is back and looking brand new. I have this funny

feeling that one should not lean on that car at anytime . Have just got back from the big smoke, after seeing my daughter turn forty. I have told the kids that they are all getting older than me as I am staying at forty five, come what may. Once again I compared the sidewalks and streets to Plett. We really do have an incredibly clean and tidy town. Yes I know that Johannesburg is lots bigger and has many more occupants, but there is not one sidewalk that is kept tidy, unless it belongs to a private owner. The grass and weeds are so high at some intersections, one cannot see oncoming traffic. Added to that is the rubbish blowing around. I wonder what happens to the "cleaning up" money in that city. I believe when an overseas contingent is arriving, they do have a quick clean-up and the difference is amazing. Well done Plett, pass the news on. Their cars are mostly bigger and smarter and newer. The houses all have the highest of walls and the latest security thingies. We passed two private schools side by side, at lunch time, the mess was unbelievable and the students were just chucking rubbish left right and centre. When I was at school in Kenya - the rules were unbelievably strict about dumping stuff. We used to get "order marks" for that kind of offence, and "conduct marks" for more serious things like being cheeky. Three order marks made one conduct mark, and three conduct marks you were expelled!!!!! Taking that in mind these kids in Joeys could have been expelled after the first two weeks at school. Breekgoed,messe en vurke, wol, breinaalde en kombersies vir die mensies se bene in die winter. Asook n bed en beddegoed vir die siekeboeg wat die Roundtable aangebou het. Auntie Mienie sê sy was skoon emosioneel, baie aangedaan, want so iets het nog gebeur laas toe die gebou klaar was. In die meeste gevalle doen die komittee self hul eie fonds insameling. Die donasie wat hulle vrydag ontvang het is deur ‘;n fondsinsameling by die Hyatt Hotel in Oubaai ingevorder. Tans is daar 30 gestremde mense met verskillende humeure sê auntie Mienie. Volgens die dame was Sonop ‘n projek van Child Welfare SA. Die groep is al 14 jaar aan die gang sê auntie Julie Andrews wat ook al jare by die welsyn betrokke is. Hulle het op Sondae vergaderings gehou by oom Hekkie Corje se huis. Die plan, om ‘n Epilepsie groep te stig. Daarna trek hulle toe na die geboutjie waar die polisie kantoor tans is. Raadslid Dreyer toe nog Raadslid in Kranshoek, raai hulle aan om vir die grond oorkant die kantoor aansoek te doen. Op daardie tydstip was daar geld beskikbaar by die Housing Trust. Sy se baie van hulle projekte het nog nie gematerialiseer nie. Maar destyds was hul visie: tehuise vir gestremdes, oumense, mishandelde vroue en HIV gevalle. Niks is nog verlore nie, sê sy. By die geleentheid was ook die Field Band met projek bestuurder Bridjet en die founder van die groep Tony Lubner. Die meneer besluit toe aangesien hulle ook ‘n donasie van Nedbank ontvang klap hulle sommer twee vliee met een klap. By die geleentheid was daar net team leaders. Die twee van Plett was Fabian Lucas en Cheslin Louw. Die anders was soos Bridget dit gestel het, "today we are from all over. Hulle het die Sonop groep met musiek vermaak. Die Field Band is drie jaar gelede deur Tony Lubner begin. Hulle is altesaam 250 kinders. Hulle maak net van skool kinders gebruik omdat hul hoofdoel is om kinders van die straat af te hou. Die Field Band hou altesaam 30 funksies per jaar. Daarna hou hulle ‘n nasionale funksie in Oktober in Johannesburg.

Tourism Advisory Forum Meetings Department: Strategic Services The Department wishes to liaise with all role-players in the tourism and related businesses on tourism matters in the Bitou Municipality. Tourism is identified as one of the main economic drivers in the area. Tourism is also a wide ranging field with a variety of activities, uses, interest groups and beneficiaries. The Department would like to engage with all individuals and parties with an interest in tourism to better understand their needs and to provide them with opportunities to comment and give input in the tourism operations. To this end, regular monthly meetings will be held in various localities in the Bitou area, where all role-players may attend and participate in the discussion of tourism matters. Notice is hereby given of the second and subsequent Tourism Advisory Forum Meetings. The main aim of the forum is to discuss the way forward for tourism in Bitou and to consult on operational matters and budgets. All interested individuals and stakeholders from the different communities and tourism businesses in Bitou are invited to join in the discussion and debate, amongst others for the development of an all inclusive tourism strategy for the Bitou area. The agenda will be made available at the meeting. It includes the following generic items, but changes monthly as new issues arise: - The marketing strategy for tourism in Bitou - Attendance at Indaba 2012 - Events 2012 - Community tourism development - Tourism office operational plan Meetings Schedule: Day
