Spring is Sprung! Officially time to clear out all the winter clutter, get fit and outdoors and start all the things that the hibernation-mode has prevented us all from doing….but gale force north-westerly to westerly winds expected between Table Bay and Plettenberg Bay today and tomorrow so perhaps better to stay indoors before tackling the outdoor clearing. Another sad week for Plett We lost one of our true Plett heroes, Ray Farnham - NSRI Station Commander and businessman for many years, example to so many for his forgiving, loving, encouraging character, optimism, dedication, strength and genuine love of people. He meant so much to so many people . May his dear soul rest in peace. Remember to tell the ones you love often how you feel about them, try and help where you can, be patient and courageous, and let’s all continue to live the legacy Ray shared in Plett. Letter via the Ed Whatever happened to good old fashioned manners? It has nothing to do with years ago when.... or age....... It is just considered good manners and etiquette that when you get an invitation with an RSVP... to actually RSVP.. Don't people realise that as in wedding invitations the host pays per head for meals so RSVP...and if you say you are attending then can't make it to actually let them know....maybe they could have invited someone who really wanted to be there but were left off the list in preference to you...???? Meal still has to be paid for and people won't sit with empty tables that were catered for, for you.... I have seen many mothers who send out children's party invites, sit with too much food etc or maybe not enough because someone didn't have the manners to RSVP, not to mention the child's disappointment, what about restaurant openings, wine tastings etc etc..and others..... catering needs to be done...don't you think that someone is actually going to the trouble for you to enjoy the evening/day or make their children's day special... So please, next time you get an invite to a party, wedding, opening, tea etc... think on this, Someone actually thought of you and considered that you… yes you! … were important enough to receive an invitation. Running many miles for Marine Conservation The Otter African Trail Run has been dubbed ‘The Holy Grail’ of trail running and is listed as one of South Africa’s toughest trail runs. The Otter is a 42 km trail run set in the breath-taking Tsitsikamma National Park traversing the full 5-day hiking route of the Otter Trail. Stuart Palmer will be taking on the challenge of running thisthrace in under 8 hours on the 30 September. Letter via the Editor Driving down Plett’s Main Street I am always confronted by bright orange sloppy individuals in the form of Bitou car guards. I counted no less than 12 in the Main Street each watching about 4 bays. As a local, I refuse to give, give, give whenever I leave my car for a short period, and am sure there are many others who feel the same way. It seems a lot of older folk are intimated by their sometimes threatening behaviour. To have them standing next to your car window when you have been to clear your post box in less than 5 mins, is just not on. In the Plett greater area there are no less than 25 of them and this is in off season. One can’t help wondering what out of town visitors think. “Is crime so bad in Plett that this is why they have so many of them”. You don't hear of many cars being broken into at Market Square and they don't allow car guards, but have their own security personnel who are not always visible patrolling round the car parks. But all the time that people are prepared to hand out to these parasites, they will remain visible and intimidating. Oh well, I suppose after all this is a South African phenomenon. Local Plett. How egg whites heal burn wounds! A young man sprinkling his lawn and bushes with pesticides wanted to check the contents of the barrel to see how much pesticide remained in it. He raised the cover and lit his lighter; the vapors inflamed and engulfed him. He jumped from his truck, screaming. His neighbor came out of her house with a dozen eggs, yelling to another neighbor: "bring me some eggs!" She broke them, separating the whites from the yolks. The other neighbor woman helped her to apply the whites on the young man's face. When the ambulance arrived and when the EMTs saw the young man, they asked who had done this. Everyone pointed to the lady in charge. They congratulated her and said: "You have saved his face." By the end of the summer, the young man brought the lady a bouquet of roses to thank her. His face was like a baby's skin. Keep in mind this treatment of burns which is included in teaching beginner fireman this method. First aid consists to spraying cold water on the affected area until the heat is reduced and stops burning the layers of skin. Then, spread egg whites on the affected are. One woman burned a large part of her hand with boiling water. In spite of the pain, she ran cold faucet water on her hand, separated 2 egg white from the yolks, beat them slightly and dipped her hand in the solution. The whites then dried and formed a protective layer.. She later learned that the egg white is a natural collagen and continued during at least one hour to apply layer upon layer of beaten egg white. By afternoon she no longer felt any pain and the next day there was hardly a trace of the burn. 10 days later, no trace was left at all and her skin had regained its normal color. The burned area was totally regenerated thanks to the collagen in the egg whites, a placenta full of vitamins. We have often been referred to as the 'Jewel of the Garden Route', This will hopefully become a reality once our income exceeds the unnecessary expenditure of the many court cases pending. I have spoken to many residents who were suitably impressed with the newsletters from the Mayor, with information long overdue, and hope that it will continue on a regular basis! The AGM of the Business Chamber was held last Monday and was well attended. Several topics were discussed such as the airport situation, the refuse transport and costs and of notable importance the arrival on 9th. September of the FLIR camera. The camera is equipped for thermal imaging, night vision and infrared recordings. The funds totalling R 70.000-00 were raised by the Chamber of Business and will be used to very great effect by the security fraternity for detection of criminals, under all conditions, day and night. It can also be used underwater to locate people in trouble. Jan was born in Bloemfontein in 1991 and began his music tuition at the age of 7. Mr Hugo distinguished himself in local art festivals, eisteddfods and passed all examinations for practical piano and theory with distinction. At age 11 he participated in the International Competition for Pianists ‘Virtuosi per Musica’ in the Czech Republic and at 12, won the Musicon Senior Primary Piano competition in Bloemfontein, and the Sanlam Music Competition in Cape Town. He was invited to further his studies in Italy when he was 13 and passed all his exams cum laude. During December 2006, he was invited to do a Master’s Diploma in Piano Performance in Imola, where he currently studies. At the age of 15, Jan won the category “Soloists 18 years old” in an International Piano Competition in Casale Monferrato, Italy. In the academic year 2007/2008, Jan was graduated with a Bachelor of Music Degree, cum laude, again in Imola. Jan has participated in various master classes with internationally acclaimed professors and pianists and has played recitals in Rome, Milan and Bologna, in important concert seasons of Italian music associations. What a month for variation in weather patterns and conditions for play. The rain has been wonderful and the warmer sunny days have made for good numbers on the green on tabs in days. We had a fun activity when we hosted a “Sponsors Challenge Afternoon”, Roger gave all who took part some tips on the game, as many had not ever played before, and members of our club were on hand on each rink to assist when needed. A big thank you to all who gave of their time to help Roger, especially Mike Dietrich for devising a scoring system. The games, much enjoyed, were followed by a braai and it seems this may become a bi annual happening. Congratulations to Chris from The Deck and Jane from French Bakery for this initiative. OBFC Vodacom Kick off Delay Vodacom League Club all over the Country are seriously considering defecting from SAFA to align themselves with the Premier Soccer League (PSL). Vodacom League Club, who play in a league administered by SAFA have been holding secret meetings to serve divorce papers on SAFA. The latest meeting was held at Fourways Hotel in Bloemfontein last week. The clubs say the subsidy grant from SAFA is peanuts compared to what PSL offers club in the ABSA Premiership and National First Division (NFD) Mvela. The Vodacom League sides get a mere R20 000 grant per season while clubs in the premiership under PSL receive R1,2 million monthly and NFD teams get R200 000 a month. The big worry for second division (Vodacom League) Clubs is that we receive R10 000 midseason with the rest paid at the end of the season. This has parted an outcry from the club. We

Prominent club owners from Western Cape, Eastern Cape, Northwest, Kwazulu Natal and Free State admitted they have been having meetings to defect from SAFA, with the first held in Rustenburg North West. One source said “we have spoken to SAFA and they are not willing to listen. Most of us have suggested that we’re not going to pay our registration fee (R10 000) for this season. We will delay the process. Another source said, “why should we be aligned to SAFA while they give us peanuts?” We are working to have the PSL to approve the proposal soon. Another complained about the travelling and venue booking, accommodation plus additional cost to pay referees. As for OBFC “it will be said if they fail to increase it. If they don't, I’m seeing a situation where we won’t honour some of our away games because of travelling costs. To have a happy team, you need a minimum of R150 000 to R200 000 per season. South Africans urged to be counted

President Jacob Zuma has urged South Africans to participate in the 2011 census, saying it will help to build a legacy for the country’s children. “By undertaking a census today, we prepare a legacy for our children… built on evidence and facts, a legacy whose development and growth can be sustained,” Zuma said on Monday at the 50-day countdown to South Africa’s third national census since the advent of democracy. “We urge all our citizens to open their doors to the census enumerators who will engage in this count,” said the President, adding that projections suggest the South African population could be around 50 million. “We need to know if that is true and how the population is distributed in terms of our settlements.” Knowing where the country’s population resides, their access to services and other information collected through the census will help government plan for the future, as well as to see how far the country has come and what still needs to be done, Zuma said. “We must obtain answers to questions such as, what must

the South Africa of tomorrow look like?” A total of 156 000 fieldworkers will descend on the country’s households when the census kicks off on 10 October until 31 October 2011. They will be fluent in the country’s 11 official languages as well as in Portuguese and French. The census will also inform South Africa on how far it has come with achieving the United Nations Millennium Development Goals (MDGs). National Planning Minister Trevor Manuel noted that there was some hesitation on people opening their doors for people they do not know. He said people administering the census will be identifiable by yellow bibs as well as an ID

card. People can also contact Statistics South Africa’s toll free number 0800 110 248 to verify the legality of enumerators. “We want to remove every obstacle to security,” said Manuel. All people within South African borders will be expected to answer the 75 questions in the questionnaire, which is expected to take 45 minutes to complete. People in hospital, prisons and other institutions will also be counted. “It is not about checking papers. People may be aware of the undercount which was very high in the last census. Now we want to overcome that,” Statistician General Pali Lehohla said. The undercount in the 2001 census was 17%. According to the Statistics Act, it is obligatory for citizens to participate in the census. South Africans were also called on to answer all questions in the questionnaire and to do so truthfully. “We will be misleading our country if we don’t do it truthfully,” said Manuel, adding that information will be kept confidential. The census will be conducted from 10 - 31 October, after which a post enumeration survey (to make sure of the findings of the census survey) will be conducted in November. The Friday we left school at 1300 in order to get to our match with the Christian school in Jbay. The field was not up to standard to play a game on and we saw that our own soccer field at Wittedrift is pretty good in comparision. We won the game 8-0, thanks to a hat trick from Dwayne, 2 goals from myself and goals from Walter, Gandre and Athi (Stokkie). We stayed at the JBay backpackers and we have to say that the accomadation was very good with us spending lots of money on the coffee machine. We went to bed at 2 o clock which was not a good idea as we were due to leave by 6h45, but it was a great time for everyone to bond together and get to know things that we never new about each other. The Saturday morning we left and we stopped to have our breakfast at McDonalds. We were invited to play a tournament at Linkin. There were six teams and were we dived into to groups of three. It was a mixture of ages even thou it was meant to be under 16. We played our first game of the tournament against St Georges which is one of the best soccer schools in PE. We drew the game 0-0 and in our second game

Then, suddenly, a change! Something shifted unexpectedly. The daily rythm shuddered. The feeling was like a bolt of lightning after a clap of thunder in a cape storm. Perspiration broke out involuntarily. Change was in the air; electrical. He sensed that even the animals seemed to sense it and themselves looked up and sniff the air for an unfamiliar scent;

suspicious of danger. the waterfolw took off in formation with their howls of protest. Then he glimpsed from the corner of his eye the movement. And he saw it. Yes, there, where the sun went to sleep every day and had always done in his life time, appeared a new creature. One that in all his years he had neither seen. there was only one very ancient myth in the folk-lore. It told of a legend of a creature abou the sie of a sea elephant but with a big white dewlap, and with moving spines on its side next round shapes like hermit crab shells and a face like a raptor. Some Shaman said that pale men-like rode on the creature. There was a long forgotten prophecy that they would again return. It had never occurred. Until now? The creatures he was observing now appeared far bigger even than a whale. It seemed to walk or even swim above the waves. It even made waves, but seemed to move slowly. It had great billowing white wing-like dewlaps that rode the wind somehow. And what seemed to be colourful feathers streaming from its spines. The new creatures were silhoutted against the dusky sky. They

seemed to wobble closer and closer. They where trodding toward the Point where the Bay of beauty began. The excitement was tangible. Curiousity was electrical. Other strand lopers had now seen it to. It was to become a famous day remembered for generations in fables. The dusy evening that the dewlaped whales that walk on water were first seen coming from the salty suns sleeping spot. Much has been said in the newspapers about the financial position of the Bitou Municipality. Some said that the municipality is bankrupt and others that it experience severe cash flow difficulties. What are the facts? The financial statements as at 30 June 2011 indicates that the municipality’s assets still exceed its liabilities therefore technically it is not bankrupt. Fact of the matter is that the municipality does experience cash flow problems. Although the municipality still has investments and a positive bank balance, its unspent government grants is not fully supported by cash or investments. This is a contravention of the requirements of the Division of Revenue Act which is promulgated annually and therefore this needs to be rectified speedily. The reasons for the cash deficit of R25 million can be summarized as follows: The capital program funded from own reserves since the 2006/07 financial year up to the 2010/2011 financial year was much too aggressive compared to similar sized municipalities. An amount of R135 million was spent on improvement of infrastructure and other related projects in the municipal area. Another contributing factor was the growth in operating expenditure from the 2006/2007 financial year to the 2009/2010 financial year. Expenditure items like personnel expenditure, repairs and maintenance, finance charges and electricity purchases grew by more than 65% over a four year period. For the same period operating revenue grew by 47, 6 % whilst expenditure grew by 52, 9 %. Although the provision of housing is a provincial government function the municipality added on average an amount of R27, 550.00 per house, in total R9,4

million, from own funds .This was done to improve the quality of houses. In the long run this cannot be sustained. What has or will be done to remedy the situation? To ensure that the daily operating expenditure does not exceed the cash receipts a cash budget was introduced. Through this exercise savings of R13, 5 million over a 12 month period has been identified. In addition the provincial government will make a grant of R2 million available to subsidized the cost of providing library services. This has not been budgeted for in the original 2011/2012 operating budget. We are in the process to negotiate a long term loan facility of R30 million to re-finance some of the capital expenditure that was funded from own revenue over the past financial years. Our calculations show that the municipality will be able to service the interest and redemption payments of such loan. The loan will be sufficient to cover the cash backlog and to fund the budgeted 2011/2012 capital projects. In summary it can be said that the municipality currently do experience cash flow problems but is not bankrupt. This was also recently confirmed by the municipality’s Audit Committee. Furthermore the municipality is in contravention of the Division of Revenue Act by not having its unspent grants covered by cash or investments. We envisage to remedy this situation by instituting cost cutting measures, increase the revenue collection percentage from 92% to at least 95% and by concluding a loan agreement to re-finance certain capital projects previously funded from own revenue. 30 August 2011 DEON LOTT CHIEF FINANCIAL OFFICER SPECTACULAR VIEWS R3.495mil. Re development proposed on portion 38 gansevallei 444 Further to Mac Gander's call to all who appreciate and value the lagoon, I would like to add my own objections to this unnecessary proposal. 1. - the aesthetics of the lagoon will be further jeopardised, it is bad enough to have the unsightly Goose Valley and Turtle Creek blighting the aesthetics, please no more! 2. - we cannot allow any further development without proper planning for all of Plett! we need development to bridge the apartheid gaps between Kwanokuthula, New Horizons and town, not and no more in the pristine countryside, please! 3. - Access, parking, pollution, infestation of rats and vermin, light pollution and noise will follow this development! 4.- the thin edge of the wedge! other neighbouring land owners will want to follow this precedent for their own greedy gain! 5. - there is no need for this hotel, as Mac Gander correctly points out, if the Protea cannot be resurrected, why should anyone else do better? 6. - the lagoon will suffer. we are very fortunate to have a working lagoon open to the sea. Fish need the lagoon to feed and grow and feed and go out to sea. No wonder our sea fish stocks are so depleted,

Conservation Corner Rock Hyrax

More commonly known as the klip dassie (Procavia capensis), is a cute little animal resembling a large guinea pig. These little seen creatures make their home on Robberg where there are at least 5 different colonies. A colony can consist of up to 20 animals depending on the availability of food. They are 2-4.5 kg in weight with brown colouring on their backs. They have no tail but are equipped with leathery toes which enable them to agilely climb the steep rocky cliffs of Robberg. These animals are surprisingly the closest living relative to the elephant and the dugong. Most specifically because of the shape of their feet, their jaw and teeth, and the fact that their mammary glands are between their forelimbs. These amazing little animals are also the only animals that can look directly into the sun without damaging their eyes.
