News on Proposed Garden Route Cycleway

While we have been relatively quiet over the holiday period, we have been busy, and there are lots of positive things to report: Minister Winde's latest newsletter of 17 January 2011 has admitted that: "2010 has come and gone and Minister Winde is frustrated that another year has passed us by without major progress being made with regard to the re-establishment of the Choo-Tjoe". We would echo his frustration at the passing of time with no progress being made. He is adamant that he will look only at the train, while other parties are starting to realize the merit of considering other alternatives, such as the Cycleway. Shaun van Eck, CEO of Knysna Tourism, has come out openly in support of the GRCA call to Minister Winde to commission a feasibility study for the Cycleway: Knysna Tourism has been very impressed by our dealings with your organization. There is no doubt that your group is committed and passionate and are an asset to our area. Our position is that we still hope for a reprieve for the Choo-Tjoe in some form in Knysna. We do, however, believe that cycling and walking are growing activities and that these would provide a very marketable alternative for the track. We agree that some form of preliminary investigation would be useful in guiding us in this scenario for the future. Best wishes from the beautiful town! She indicated her strong support for this call and promised to send a letter within the next few days to Minister Winde requesting him to commission a feasibility study. We have approached the Head of George Tourism, Levona Ferris, and asked for the support of their organization. She has agreed to consult the Council before publicly supporting the call for a feasibility study. We will be approaching other organizations for their support. It is our intention, some time early in March, to approach PGWC, indicating to them the organizations that support our call for a feasibility study to be conducted. We believe that we now have a much stronger case, and that they will find it very difficult to ignore the request. We will obviously keep you informed of our progress. Paws Report Back

In response to the letter via the editor published in the “what’s new in Plett” dated 9th December, 2010, paws takes this opportunity of reporting back to the public on the facts regarding the building of the animal clinic in the bitou area. All this information has been available for scrutiny by our supporters and the general public either at the paws monthly meeting or at our annual general meeting which was held on 1st September 2010. in 2002 the Bitou municipality gave us permission to use a piece of land close to the sewage works as their pound was already situated there. For various reasons, this proved to be unsuitable mainly because plans for building our clinic which were submitted to council were rejected because of complaints from adjoining property owners regarding noise, etc. coupled with the fact that the municipality refused permission on the grounds that problems would arise should there be a chlorine gas leak from the sewage plant. Our caravan and temporary buildings were also vandalised on an ongoing basis ( the caravan was stripped and sold for scrap by local youngster!), and animals removed from the municipal pound by owners who harassed our inspector continually even though the pound was controlled by the municipality. We still lease this land from the municipality and will use it to exercise the animals when the clinic is finally built. Hopefully, as we have put in an offer for the adjoin piece of land to the owner, we can look forward to finally erecting our long-awaited clinic in the very near future. This property will have to go through the rezoning and subdivision process which normally take years, but the municipality lawyers have assured us that they will expedite this procedure as quickly as possible and have suggested that we go ahead and start the building of the clinic. A committee has been set to do the preliminary work– finalisation of plans, putting up a billboard by SANRAL ( road), finalisation of the deal with the landowner, etc. we hope this all be done before the end of January 2011 and we finally go ahead. The paws premises project wasstarted in order for us to build this facility and they have done a magnificent job of raising the necessary funding for this purpose. Most of us will probably agree that it is not difficult to be cheerful when everything is going our way and when we have all we need, but that is not what David was writing about. The reason why he experienced joyous satisfaction even in spite of his present adverse circumstances was because God had put gladness in his heart – God was his source. If we are honest with ourselves, all of us have thought at one time or another that the accumulation and possession of things would bring us joyfulness, and maybe for a while it did, but we soon realized that most of the time it lasted only for a season. Snippets for the Week I will never understand exactly why, someone would stab a lovely Boerboel type female feeding 9 puppies, and leave her to die in the road. She was completely harmless, well fed and cared for. Her owner followed the blood trail and has been to every house in the vicinity for any information - all in vain. So many thanks to everyone who believes in our cause and to all who donate. We are spaying daily and I have managed to complete 4 roads in Kwanokuthula, since we started there in January. What a pleasure to drive there now - dogs playing happily, all sick, old and unwanted removed, many ignorant owners informed of the basic needs for their animals. I estimate that there are about a 1000 females that need to be sterilized in Kwano, as always, many man hours, much money, and Dr van Reenen, Dr Reitz & Dr Naude, making all this possible. Happy to say that a Grade 3 teacher from Pakamasami Primary has started teaching her class from the CVC Notebooks. They are written in Xhosa, easy to understand and contain a wealth of knowledge. Once her class understands the importance of taking care of an animal, she will be passing the books to the next class. Greenwood took part in the Western Cape Education ANA tests. Our learners did exceptionally well, with an average of over 80%. Our standard is obviously very high - Well done Greenwood! Greenwood was awarded the International Eco-School's flag. Eco-School is an international program of environmental and sustainable developmental education for schools. Well done Greenwood - the staff, coordinators and learners - who all worked so hard for this excellent achievement. Last week was a busy one for the Preschool. On Wednesday the Grade R class went on their termly community project to Theodora Crèche in New Horizons. The Preschool went to Poortjies lagoon for a fun outing and learnt all about crabs and other sea life. Greenwood's athletes did so well in their first interschool’s athletics. A big congrats goes to Challenge Gobo who represented Greenwood in Oudtshoorn at the SWD athletics last Saturday and came in 5th place in his race. Fire Drill was successful on Friday – Thank you to the Plett Fire Dept for all their help! Please support our school through the MySchool programme run by Woolworths! Local Government elections

Crazy season is upon us once more with Municipal Elections scheduled for April/May. “So what?” you may say. And then trot out one or more of the tried and tested excuses not to have to even think about who to vote for, let alone actually voting. But lets place the excuses in perspective. “There should be no politics in the municipality.” To some degree I agree that local government would be better without the political element, but it is not an option. Our Constitution stipulates that

it is a political beast and there is nothing that can be done about that. We have to live with it. It is part of democracy. With or without politics, putting the matter to the vote is still the best way of determining who should be entrusted with the job. That is democracy and a part of the hard-fought-for rights that we have as citizens. “It doesn't affect me, so why should I care?” But, depending on your status in life, it does affect you, to a greater or lesser extent, whether you like it or not! If you are indigent, the municipality has a huge influence on your daily life. You could be almost totally dependant upon the municipality for everything from your house to whether or not you get a temporary job. If you are more fortunate, you may not be so totally dependant, but for essential services like sewage and refuse removal, electricity and water supply, etc you are. The standard of these services and how much they cost, what you pay for your rates and taxes etc all lies in the hands of the municipality and the councillors. How well the municipal funds and resources are managed has a profound effect, not only directly on your pocket, but also indirectly on things such as your property value, the economic development and growth and welfare of the town, the crime rate, etc. The municipality is in fact crucial to your welfare. Given that, it is perhaps fitting to heed what Robert Brault said, “The ultimate folly is to think that something crucial to your welfare is being taken care of for you.” “I'm not interested in politics.” That is your choice, but as Plato said, “One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors.” George Jean Nathan endorsed this sentiment when he said “Bad officials are elected by those who do not vote.” Clearly, you should show some interest in politics. At least sufficient interest to

The continued existence of democracy in South Africa and Plett may very well depend on the interest you show in politics. To quote Robert Hutchins, “The death of democracy is not likely to be an assassination from ambush. It will be a slow extinction from apathy, indifference, and undernourishment.” “My vote can't make a difference.” This excuse is as old as democracy itself. The ultimate cop-out. In an election which is going to be as closely contested as we expect this one to be here in Plett, one single vote can indeed determine the outcome. Apart from that, consider what Elmer Davis said, “Applause, mingled with boos and hisses, is about all that the average voter is able or willing to contribute to public life.” It is always those who are too lazy and apathetic to vote who whine and criticise the loudest. This problem is by no means confined to South Africa or Plett, it is a worldwide phenomenon as can be seen from what one Bill Vaughan said about American voter apathy, “ A citizen of America will cross the ocean to fight for democracy, but won't cross the street to vote in a national election.” How true of us is that? “All politicians are the same. They're all corrupt. Just doing it for themselves etc.” Fortunately, that is not true. But many are, so all it means is that the voter has to put in a bit of effort to inform him/ herself of the characters and past performance of the candidates and their parties, and vote accordingly. Think about it and do your civic duty by registering to vote and then voting come election day.
