Letter via the Editor In response to : 'Local Plett's' letter: The 'sloppy individuals' that are an affront to your privileged eyes, are human beings, who can not afford designer clothes, and indeed, any clothes, due to abject poverty. In an attempt to assist our fellow neighbours, the council created this 'work' for them in an attempt to give them a chance of earning something. "As a local who refuses to give", and who wonders why they are there, you have completely missed the point: Here is opportunity to "give," yes give, to someone who has so much less than yourself, that your chump change, would make a huge difference to them. We locals should be prepared to "hand out to them" (them? is this us and them then?) as we have been blessed with affluence; born with a silver spoon in our mouths. Your conclusion that these poor people are 'parasites', is wrong: Climb down from your ivory tower, remove the blinkers from your eyes, and see the misery of so many around you. You will then realise, that the wealth gained during your lifetime, at the expense of the poor, renders you the parasite. All too often I hear of 'Christian values' from our locals, and all too often I see a lack of Christian behaviour. To all decent folk: Give, give and give to the many who are drowning in poverty and despair: Your small change does make a difference. Plett Round Table held their 4th Annual Bowls Day at thethPlett Bowling Club on Sunday 28 of August. As usual this much anticipated event on the social (more than sporting!) calendar was a resounding success and great fun was had by all! 20 teams of 4 came to enjoy a great day out in the sunshine, with lots of eating and drinking and of course some very competitive bowls! Some teams took it a bit more seriously than others, with some teams feeding their coaches a bit too many whiskeys-&-milk for breakfast! In addition to the bowls, Round Table also sold 150 Bandanas at the event. Proceeds from these go to the Sunflower Fund which raises money to increase the South African Bone Marrow Registry for those who need transplants, such as leukemia patients. What a storm we had on tuesday 23rd. We were having dinner with friends in Brackenhurst and it rained and winded for ever. We really thought we might have to stay over because her house was seriously rocking and rollin'. I felt quite safe with our year old house, but this morning discovered the dining room under water. I tried looking up from the ground to see if I could spot the missing link but eventually decided to get up on first floor outside balcony. Feeling quite fit I took a flying jump at the wall top and completely missed it and went flying halfway onto to the lower roof. The builders on the next plot were rolling on the ground laughing while I nursed my left hand scraped side. No problem decide to get chair and climb up all ladylike with the buiders staring to see what next would happen next. I got up and then cautiously pulled myself up into standing position and then onto tippy toes to peer at the offending top roof. Could not see anything wrong but as I was lowering myself with the builders all agog I ended up halfway onto the lower roof again. The builders are still hysterically laughing. Beloved is at golf so will hand over to my superior later. I just love talking - talking to strangers - anywhere, anytime, in the shops, in the queues, in the banks, at the tills and I have had some amazing experiences. I would say the majority of people have those stony faces because they are shy or used to being snubbed, or just plain rushed and late. I find a smile goes a long way too and can also lead to a chat almost immediately. You just have to say a few words and suddenly you have good friends if you gave them half a chance. In the super-market the packers park themselves halfway across the isles with boxes and stuff all around them. My irritable bad tempered side comes out and I imagine myselves giving this person such a shove with my trolley and see them go flying and clutching their wounds. Instead my sweet side comes to the fore and I bend to his/her face height and smile

It must be so awful for you trying to do a good job all crouched up like that and having to reach for miles for all the boxes and things?' Next thing I am rewarded with a big grin and he/she pulls him/herself almost into the shelf plus all the flotsam & jetsam and "I am so sorry". I take the opportunity to ask him where the marmite or something is and he/she is up and showing me where my entire shopping is and helping to push my trolley nogal. The staff that gather on corners of the isles having huge loud chats and looking so important are also a thorn in my side, but again, nothing like a sweet smile and "guys I am sorrry to break up your meeting, but at my age, I have become a seriously bad driver and I would hate to hurt one of you." Again my mind head had a bulldozer with vicious knives attached to the front, but with the smile the meeting instantly breaks up and now I have five very polite and helpful staff helping me to search for things all the while chatting about the cost of living etc. I talk to all the staff in the shops I regularly frequent and they all know me so well and why I am there. We
can chat for ages about the fashion (in that type of shop) - photographs and cameras (in that sort of shop) and can even leave my camera at this particular shop and they know that I like to crop, and how I like to crop, and which pictures I would like printed - so I just leave camera and all and return later to find the CD made, the right pics printed and my camera cleared and ready to go again. I can stand for ages at the tills and complain to the people around me and then get into the business of what is good value and what we think of the new shelves, or the sale, or even the buildings going up around us. We discuss the loo situation in our two villages and the cost of food in restaurants. There is the holiday time to discuss when we cannot find parking and how badly people park. There is also the weather and what it costs to run a home nowadays. There is the medical fraternity, who I am sure are paying off lovely cars and homes to discuss plus all our ailments. There is so much to talk about and people generally love a little natter. As they say "a stranger is just a friend you do not know". Quite right. We thought that these words from Allison Turner are good food for thought Butterflies were symbols of the human soul in many ancient cultures. Aristotle actually gave the butterfly the name “psyche” which means ‘soul’ in Greek. Online, dictionary.com defines soul as “the principle of life, feeling, thought, and action in humans, regarded as a distinct entity separate from the body, and commonly held to be separable in existence from the body; the spiritual part of humans as distinct from the physical part.” I have always been fascinated by butterflies, how they flit and flutter from one place to the next. The colourful wings differ and brighten the world with beautiful combinations. The beautiful butterfly bodies that draw us near seem to crave our attention yet they want to be left in peace. When I envision a butterfly as a ‘soul’ I see the beauty and movement as help-

Isn’t our soul the part of us that is going to be remembered (and many believe the soul survives) when we leave this world? When we go to someone’s funeral, we hear about the person’s actions, how he or she impacted the world, what spiritually made that person tick. Some may not consider themselves spiritual but in my mind everyone is spiritual, regardless of their religious affiliation or lack of it. When your body is ready to leave this world, what do you want to be remembered for? What is it that is important for you? How do you want to make a difference? Each of us is here to make a difference. Butterflies can live such short lives ranging from a week to a year but their beauty and actions impact each of us every time we see one. I challenge you today to make a difference in the world. Set your intention to be the best that you can be. Hamba Kakuhle “Nando” In Memory of Sivuyile Mkita (Nando)
04/04/1984-02/09/2011 It was with deep sadness and shock that we heard of the violent death of Nando, a young man who tried hard to beat the odds and make something of himself. Many of us will remember his cheerful smiles and helpfulness when he worked as a car guard at Poortjies beach. Nothing was ever too much trouble and he never wavered in his politeness even when you did not have change for his tip. We tried to help by giving him odd jobs and we got him onto a course with Youth Futures Data. Sadly just before he started on the course that worthwhile organisation was forced to close its doors due to lack of funding. Others helped too and he was eventually employed at CTM where they trained him as a forklift operator. He was so very proud of this achievement and the future looked hopeful. We all know what happened next. There was the tragic plane crash and the eventual closure of CTM and Nando lost his job. He dearly wanted to carry on in the same field and only last week Peter van Vorstenbosch at Penny Pinchers set up an interview for him. At the end Nando was employed as a security guard. He told me that his employers were pleased with his work and his enthusiasm and that they had promised to help him to get a driver’s licence. But in the end the odds were stacked against him and over the weekend he was murdered. Nando, during your short life you really tried to rise above your difficult circumstances. In another time and place you would have flourished. Your death is a tragedy,
for you, for your family who depended on you and for our country where such violence is a daily fact of life for so many. A letter from Nick at Ingwe Greetings all nature lovers: As I am sitting here in the office and looking out to an amazing view of the indigenous forest, I have to pause from typing and attempt to warm my freezing fingers. As a person who loves winter I must admit that summer could really grace us with its presence soon! Anyway, the last few weeks have been very interesting on my side of the world. I was recently notified by the owner of a farm that he and his workers had come across a dead Impala. I at once inspected the carcass, and under the guidance of the Landmark Foundation, via telephone and sending pictures (I love technology!) the excitement grew to high measures – What was going through my mind at that point of time was that this could be a Leopard kill. We wasted no time in taking the necessary actions to try and catch and collar the suspected spotted feline. What was most interesting about this attack; was that the carcass was left under a bush very close in proximity to a dwelling. Whilst running around trying to organize the necessary protocols, a space of literally 15 minutes went by from when the carcass was last checked on and when I returned to the carcass, to my greatest surprise it was gone! Suddenly I got a little lightheaded, thinking…”What am I going to tell all these people I just phoned to help, that it is gone?!”
Now this all took place in broad daylight, which means that whatever took that Impala down was watching me the whole time. I took a walk down to the forest and found the carcass which was dragged at least 100 meters from its original position; I started to breathe easy again and also kept looking over my shoulder too! The cage was set up with great difficulty, as the best position to set it up was on very uneven and bushy terrain. Finally after setting up the cage, all we could do is sit and wait. After the second day with nothing caught yet, we thought the suspected feline had abandoned the carcass, but upon closer inspection I saw that it still was providing something a tasty snack. So plan B was implemented, camera footage had to be taken. To have motion cameras available for this type of situation would be such a blessing to my project, and fortunately we managed to source one that has been set up nearby and move it to this location. This proved to be very useful, but sadly we did not capture any Leopard on footage; however we have fantastic footage of two Caracals (Felis caracal) on camera. Even though it may have been disappointing to find no Leopard, it was still a great sighting and recording of footage. Sightings of Caracal on this farm have been quite rare recently, so it has been a very special time for us to know that they are here still. But of course we are still waiting in anticipation for a sighting of that elusive Leopard roaming this area….! I would like to say thank you to all staff at Ingwe

Last weekend we said Goodbye to Ray in the fully packed Community Church where many tributes were made to this great man. Here are some facts of his life that are kindly shared by Rotary. Ray was born in 1951. He was a qualified engineer, professional pilot and a diver. He was a member of the Plett Community church and a dedicated Christian involved with counselling and the spiritual needs of others. One of his philosophies about life was “ we do not live forever; do what you can for your community now”. Ray Farnham was been a member of NSRI, Station 14, for more than 20 years and was Station Commander for 10 years. As a member of the NSRI he was involved with issues of life and death and no doubt faced critical moments himself, in the line of duty to others. Who has kept count of the rescues, searches, fires fought, lives saved, lives influenced, sea missions and animal saves that Ray has been involved in? What a selfless individual! The news reports and accounts of these events are regular and generally brief. Read and nearly forgotten. But, we are all reminded regularly of these deeds. Every Friday at 12o’clock, when we hear the siren, we are reminded of the NRSI. The community of Plettenberg Bay is proud of you Ray. We say thank you and are forever grateful for your dedication to the safety of those who venture out to

Letter via the Editor Beware the Rumour - it is often a Lie. I am sad to say that I have had an expensive experience supporting this statement. Like many other parents I have also heard the rumours about the declining standards in state schools. Hoping to give my daughter the very best educational opportunities, seven years ago I enrolled her in an international (and very costly) school system, believing that it will best prepare her for university entrance. During the winter holidays of 2011, her Grade 11 year, it became necessary (due to a number of reasons) to approach one of the local state schools, Wittedrift High, with a request for enrolment. The School asked her to write some of the papers of the June examinations, in order to determine her level of expertise. To my shock we found out that Wittedrift High School's standard is much, much higher in a number of subjects than that of the international programme which we believed to be superior to the "declining" state education system. My daughter had to spend the three weeks of the holiday attending extra classes in Maths and Science

From the Governing Body, the Management Team (Mrs Oelschig, our hero), down to individual educators, they all went out of their way to assist us even though they were not obliged to accept a learner at the FET Phase of schooling. It was only when I spoke to the Department of Education's Regional Office in George that I realized to what extent the School did accommodate us. By the way, the Department has only glowing compliments for Wittedrift High School, its Head, Mr André Bouwer, and its educators. The only thing I am upset about, as far as Wittedrift High School is concerned, is that they do not promote themselves more aggressively. The School is too modest about its accomplishments. I wonder if parents in Plettenberg Bay are aware of the excellent track record of this school. I have since found out that Wittedrift High School was rated 4th in the country on a list of schools compiled by the Sunday Times. In the 2010 Matric Exams the School was placed 7th in the Western Cape for Maths. When one thinks of all the excellent schools in Cape Town and the Boland Area, this is an amazing feat. In the 2009 exams two Wittedrift learners were placed 1st and 2nd in CAT, in the province. Of the School's sport and cultural honours during the past two years, one can write a book. Learners from Wittedrift High have been accepted to the best universities in the country, where they again excel in academics, sport and leadership. Our initiative to raise money to help the Fieldband was sadly not supported very well, but thank you to those who did support , we managed to contribute a few hundred rand. There is such a lot of hectic stuff going on in New Horizons that I just had to write this letter as a warning to our parents. Do not find yourself in a comfort zone where you think you know where your child is and where you think that your child is safe. New Horizons is not safe anymore. People get robbed in broad daylight, gunpoint and threatened with knives. On Saturday night, I personally witnessed 2 muggings in our streets where weapons was involved. It was an absolute madhouse. Youngsters got robbed of their cellphones and cash. As parents we need to tell our children that it is not worth it to get hurt or even loose your life for a cellphone, or a R2. As the Bitou Kingdom Partnership, the CPF and other roleplayers we have established great relationship with our SAP and we have asked them to go back to the roots. Children on the streets after 23h00 will be stopped and asked why they are still out at that time, we will go as far as to escourt them home.This measurement will be put in place to protect our
children whether they like it or not. Too much going on at this stage to just be relaxed at home, assuming your child is safe and not involved in anny illegal activities. Please parents we need to talk to our children and keep them of the streets. I myself are busy with dancing on a Monday @ The New Life Centre, 18h00 in Saringa Rd. It has been well supported and a lot of young people are joining in every week. If your child has an interes in dance, that is the place to be. We need to keep our youth busy with good and uplifting activities. Thank you to everyone who helps towards keeping the Bitou CVC Charity Shop well stocked. We continue spaying daily and continue to reduce the amount of unwanted litters. This is a joint venture and without donations of unwanted goods, Dr van Reenen and the support of the public, we would not be able to continue with this vital project. A puppy re-homed from Kwanokuthula, who is now about six months old, has joined the agility classes offered by Brett on a Wednesday evening at the Rugby Field. She has shown immense talent to conquer these obstacles in a sterling fashion. After only her third session, she has already mastered following hand signals by her owner and thoroughly enjoys this activity. Most of the rescue dogs from the townships are in actual fact so intelligent and loyal, if you only train them correctly from an early age. Thank you to Joan and Roger Holmes for having supported our project from the very beginning and continue to do so. PROGRESS...made at the Mayoral & the special Council meeting was encouraging with the role players, namely councillors, behaving the way persons in that position should. 24 x items were on the agenda with most of them dealing with rezoning, subdivision, request for additional dwelling units and proposed 'Guide plan' amendments. A particular interesting one was the request of the 'Bramon Wine Estate' for the establishment of a winery and wine tasting facility on the farm Kirbywood no 302. The wine industry in Bitou is, according to some reliable source, starting to 'Boom'...cheers! ‘Bottoms up' as well for the decision for the early termination of the operating lease agreement in respect of the BMW X5, registration no. BMC 2009 WP, the previous Mayor's car. The total cost of the vehicle, with additional/optional equipment costing R 76.000.00, was R 598.929.82. The outstanding lease payments amounted to R 259.683. Early termination would reduced the outstanding payments by 50% leaving R 129.809-00 to pay with an equivalent amount saved. Besides the odd travel to other parts of the region it seems ludicrous to have such a luxury used for the travel from business to home...at a guess 3 kilometers a day. In these trying economic times any form of transport is acceptable which at present the mayor is doing traveling in is own car. Good for you Mayor Memory! Third Letter from the Mayor
4 September 2011 I would like to thank everyone for your continued interest in Plettenberg Bay and your outpouring of support. People have asked me how Bitou could have received an Unqualified Audit Report from the Auditor-General for the last three years while apparently maladministration and mismanagement in Bitou were escalating. How was this possible? The section below may help to explain. Clean Audits and Dirty Deeds. “In very simple terms, the audit process concentrates on compliance with the paper trail of how money is accounted for. I will use an example of an amount of R7085.50 spent at a local restaurant on 26.11.2010 and paid out of municipal funds. The paper trail shows that the till slip for R7085.50 is present. It has been certified by the department director; “It is certified that goods/services were satisfactorily received/ rendered and in order for payment.” There is a purchase requisition form, signed by the person responsible for the expenditure. It shows that the expenditure is correctly allocated to the correct budgeted expenditure code, Staff Entertainment. It is signed off by the director of the department involved, counter signed by the Supply Chain Manager and signed off by the Director Finance, certifying that; “The Director Finance confirms that funds are available and the approved tenderer does not owe Council any tax and service fees.” There is a matching order form signed off by the Chief Financial Officer. There is a payment advice document showing that the account was paid to the restaurant in the correct amount on 3.12.2010, well within the 30 day payment deadline. In as far as the auditor looking at this transaction is concerned everything is perfect. The paperwork properly accounts for the money spent and we are headed for an unqualified audit report. That is as far as the auditor's task stretches. What is not looked at and what is not his concern is that when one looks a bit deeper you see that this expenditure was apparently for a drinking session for 71 people. The till slip shows that towards the end of the evening, a round of 71 “Springbok” shooters were ordered at a cost of R20 each, so I'm guessing that's how many people took part in the party. We also see that they spent roughly R100 per person on liquor and nothing on food. It was nothing but a binge at the expense of the people of Plett. What is also of concern is that at the time this happened, the municipality was already in dire straits and effectively they were drinking out the last bit of cash the municipality still had. But... the paper work is A, OK and makes for an unqualified audit. An unqualified audit is the absolute nonnegotiable-minimum-standard that should be expected of a municipality. It is nothing to brag about and certainly does not mean that all is well in the organisation or with its finances.” I said in my last newsletter that I would divide my letters into Good News and Bad News. Sometimes it is hard to know which category things fall under so you can decide for yourselves. GOOD NEWS. Most expensive mayoral vehicle in the coun-
try The ex-mayor leased a R740 000 BMW X5 in 2009, the most expensive mayoral vehicle in South Africa at the time. It has now been returned to Avis. By early termination of the three-year lease we were able to save R130 000. This is one small step on the path to stomping out fruitless and wasteful expenditures in the municipality. Potholes and other annoyances In response to numerous complaints about the growing number of potholes, we have a plan to repair them. Unfortunately the roads have not been maintained as they should have been over the past several years, and now we are faced with no money to do anything but patch them. The overall rough and crumbling surface of Robberg Road shows the effects of long neglect which results in water penetration and ultimately potholes. But patch them we will, and at the same time we’ll clean storm water drains and open channels, repair unsurfaced roads, and clean rubbish from illegal dumping sites. Many of you will have noticed that Robberg Road’s potholes have been dealt with. The schedule for the remainder of Plett is as follows: Week of 29 Aug. Kurland Week of 5 Sept. Keurbooms/Nature’s Valley/Covie and rural areas Week of 12 Sept. Kwanokuthula Week of 19 Sept. New Horizons/Industrial Area/Bossiegif/Qolweni Week of 26 Sept. Plett South and city centre including Poortjies In addition, we’ve just been informed that Province has committed R63 million to fix our provincial roads, namely Robberg Road, Piesang Valley Road. and Wittedrift Road. Starting this month! Thank you, MEC Robin Carlisle! BAD NEWS. THE R28m LEMON Please forgive me if this comes across as a bit phantasmagorical, but this is just a layman's understanding of what seems to be a very complicated matter. Briefly, in December 2010 the Provincial Housing Department indicated to the municipality that they had budget available for purchasing land for the much-needed lowcost housing expansion of New Horizons. An amount of roughly R30m was mentioned. The ANC-majority Council instructed the Municipal Manager to identify suitable land and enter into negotiations with the owners. In January 2011 he recommended that council purchase two properties for a combined price of R28m from a landowner, based on a valuation provided by the seller. Despite our serious reservations regarding the actual value of the land expressed at the time, the then council resolved to acquire the land at that price. The Municipal Manager was instructed to enter into an agreement to purchase the land subject to the money being made available by the Provincial Authorities. The Provincial Authorities were advised that land had been identified and the price. They in turn later transferred R28m into the municipal account on condition that they would only make funds available from the R28m to the extent of what their valuers valued the properties at and that we would have to return the balance (if any) plus the interest to them. After some time the Provincial valuers obtained three separate valuations. R2.4m, R2.7m and R4.1m combined value for the two properties. In the meantime the municipality had obtained another valuation, which
amounted to R30m. The Provincial Authorities advised us that we could have R4.1m and that we should return the balance as agreed. At almost the same time the landowner served papers on us that he was applying for an urgent interdict for immediate payment of the R28m purchase price, or that the court order us not to deal with the provincial funds in our account in any way. And then came the shock.... Instead of the money being ring-fenced when we received it, it had been used for general expenses, such as personnel costs (including consultants) and various events held in the run-up to the municipal election. There is only about R14m in total in our current account. We have no overdraft facility in place – again as a result of the delays which prevented council from doing its work. So we had to inform the court that we only have R14m available which they have now frozen. This was a devastating blow to Bitou’s finances. Under a worst case scenario, the municipality will have to pay R28m to the landowner, who has subsequently applied to the High Court for relief, repay the difference between the Provincial valuation (R4.1m) and the money placed in our account by Province (R28m), and could therefore end up spending R24m of our own money on a property we may have already paid R28m for with Provincial money. The matter is set down to be heard on 1 December 2011. In the meantime it is being investigated by the Commercial Crimes Unit and a decision on whether or not to prosecute the case for corruption is expected from the National Prosecuting Authority this month. BACK TO GOOD NEWS. Organisational Design and Development Project Our Acting Municipal Manager, Duppie DuPlessis has managed to secure funding from Province to perform an organisational design and development project for Bitou. Bitou has not had a legal organisational structure (organogram) since 2008, and its employeerelated costs have escalated from R50m in 2007 to R90m in 2010. The scope of the project will be to review the current status and functionality of our organisational structure and skills, including a review of departmental functions, organisational design, staff and salaries, skills audit, and job descriptions. External skills and expertise will assist us to expedite this process and ensure that a rightsized structure is designed, proposed and implemented that will result in sustainable governance and a high level of service delivery. All actions will be undertaken in accordance with relevant labour laws and legislation. Consultation with organized labour and other key groupings and organisations will be undertaken. The project will begin in October 2011 and will be completed in approximately six months, with regular reports to the acting municipal manager and council. There will be no cost to Bitou for this…and tremendous benefit. We are very conscious of our first 100 days bearing down on us. My next newsletter will address this subject. How dare you call unique creations of God ‘parasites’ ? When last did you stand out in bad weather trying to make a living for your family. When did you feel hunger or panic that your partner and or children would not be able to go to school or even worse, get to eat at least one small meal a day ? Most Car Guards are sweet and friendly and are a joy for most of us to see and greet in the Main Street. They are just trying to make an honest living serving the motorists. And yes, there are many of them. We could all learn from their sense of sharing and giving everyone a chance to earn a little. Until you have or until you let us know your own sad story, have the courage to give us your name and please stay far away from any other human beings. You may contaminate them with your horrid attitude. Its people like you who cause division and blemish the loving caring local attitude that is part of the true local Plett culture. And to all the horrible people who may feel justified in thinking badly or judging fellow human beings after reading the disgusting letter … Wake up! God created these people too and more importantly His word encourages loving, caring and respect. If you try some of these ways, perhaps you wan’t be frightened by your fellow human beings.
