Summer Fever is on the air, although the weather is still doing a full four seasons show.... People are starting to scurry about with the final preparations for the High Summer Season which usually arrives with the closing of the factories and builders and allied services holidays. There are already many visitors enjoying our area with us. So great to see families and friends relaxing together. Don’t miss the annual Street Carnival and turning on of the Christmas lights on Friday 16th December in the Main Street . The Tourism Team have coordinated a super selection of beach and other events. The clubs and theatres have a great line-up, the Plett animals are looking forward to meeting all our visitors, and the oceans and forests are beckoning. There are fun craft, puppetry and acting workshops. Lots of super activities to participate in and enjoy. The full program is in the latest Plet Summer Scene and additions are in this week’s What’s New too. Whatever you choose to do or not to do.. Have a fabulous fun filled week in our beautiful Bay.

Lunchbox Snacks What a great year Lunchbox Theatre has had and as we prepare for the festive season with all the joys that it brings, we would like to take the opportunity to help to make someone else’s Christmas a special one. 6th Letter from the Mayor

December 2011 Municipal Manager’s Disciplinary Hearing The judgment had previously been expected on 1 December, but due to Judge Combrinck’s calling in an additional witness, the decision is now expected by 16 December, with sentencing in January. Laugh or Cry We met with Dimension Data on 9 November for a report back on our IT systems, and thank goodness we addressed the systems side of our municipality as soon as we did. Bitou had been experiencing major challenges with our ICT infrastructure and applications over the past several years. Dimension Data offered to do an objective evaluation and to suggest recommendations based on industry best practice. They showed us photos of our WAN equipment nailed to poles in second hand tool boxes with no security and open to the elements, and batteries at a repeater site stored in a discarded fridge leaning against a pole. It is no wonder our systems are down more than they are operational. The network vulnerability assessment scored our municipality as High Risk, with no effective firewalls, outdated antivirus systems, vulnerability to hacking, sub-standard email security, sub-standard equipment and infrastructure, and poor installation standards. A lack of software and equipment policies is also a problem, and ineffective building security, as evidenced by three break-ins in the last few weeks, are just some of the horrors that emerged. I could go on but no point ruining your day as well as mine. We have cancelled Lefatshe’s contract effective 31 December and are urgently putting together a short term rescue plan for systems and equipment with Dimension Data to get us through the next six months. We are also working on a longer term solution. Once again my special thanks to Jeremy Ord for coming to our rescue and to the highly professional Di-Data team who have gone more than the proverbial extra mile to help us. Huysoord Farm in Green Valley While I am on the subject of poor management and disrepair, let me update you on Huysoord Farm outside Green Valley. This 196 hectare farm was purchased in 2009 for R9,2 million, with grant funding supplied by the national Department of Rural Development and Land Reform at the request of Bitou municipality. Another R2,3 million “Infrastructure development grant” was, obtained as well. The apparent intention was to relocate stray farm animals from the township and off the N2 and to develop an agricultural project there. The Acting Municipal Manager and I recently conducted an

inspection and I was horrified at what we found. The cattle that are there are thin and poorly cared for. All that remains of the beautiful old farm house on the property is a bare shell stripped of everything of value. Even the underground electrical cables supplying the outbuildings including what was once an abattoir have been laboriously dug up. All this apparently without the responsible persons noticing or reporting what was going on. It is a shameful mess and is now worth a fraction of its original price. We embarked on a project for which the municipality had neither the expertise nor the capacity. Nor is agriculture a function of municipalities. We are taking steps to salvage what can be salvaged and to ensure that the project can remain alive. We are currently working with the Western Cape Department of Agriculture for them to take over the property and the project before it deteriorates even further. In my opinion, the farm purchase was one of the biggest mishaps in this town and has resulted in the destruction of millions of rands in value. R28 m Land Fiasco Speaking of disasters, the Wavelengths vs Bitou matter relating to the purchase by the Bitou Municipality of land at an unrealistically inflated price was supposed to go to court on 1 December. Wavelengths had however not filed its heads of argument on time meaning that we could not file replying papers. They nonetheless insisted on going ahead on due date. Inevitably of course the matter had to be postponed and will now be heard on 28 February 2012. As time passes it becomes more and more evident that the deal was not kosher. Criminal charges are currently being investigated in parallel with the disciplinary charges already running. Ironically the deal was driven by the lawyer who now represents the Municipal Manager in the disciplinary hearing and who himself now faces disciplinary charges by the Cape Law Society for the role he played in the matter. R30m Loan Facility. Despite the fact that for the first time in many months our monthly income exceeded our expenditure for the month of October, council was forced to resolve to take up a R30m loan facility. Unfortunately this money is not for service delivery but goes towards filling in the many holes in our finances we inherited. The interest rate on funds taken up under this facility is 11.23% pa. Change of Speakers Cllr Brummer has stepped down as Speaker in an effort to protect the position of speaker from the continuous and unethical attacks launched on it by the ANC councillors. Under the circumstances where deliberate and calculated disorder prevented the council from doing its work and the courts failed to support law and order it was decided that instead of appealing the patently wrong judgment it would be more prudent to try this avenue. At our last council meeting of the year Cllr Dreyer was elected as new Speaker and was able to conduct a successful meeting.

JB will now serve on my Mayco and will be freed up to concentrate his energies and skills on monitoring and investigating breakdowns in good governance and employee matters. Auditor General’s Report The A-G has completed its audit of our books and has presented its findings to the audit committee. The cost of this audit to the municipality was R1.8m. The report will be presented to council in the new year. New HOD Strategic Services and Town Planning. After the incumbent, Ralph Links, left due to health reasons, we advertised the position and having received no less than 14 applications, conducted interviews for this position. The position has been offered to Mr Dupre Lombard who is currently with Stellenbosch Municipality and he will commence duties on 1 January 2012. I would also like to take this opportunity to thank the municipal officials who have supported us during this trying time of transition for their efforts and loyalty to the municipality. I know you have been subjected to disinformation regarding your job security, so-called witch-hunting and much baseless scare mongering from those who wish to see Bitou Municipality fail. I assure you that your rights will be respected and proper procedure will be followed. Those few rotten apples, however, who seek to harm the municipality and prevent efficient service delivery must not expect the free ride to continue. Finally, I wish to welcome all our holiday makers and thank you, the residents, property owners, visitors, business people and all those who do not fall into any one of the above categories but still make up the Plett we love, a very happy Plettiday with fine weather and a prosperous and peaceful 2012. Teenagers convicted of robbery and murder of Richard Carr have been jailed by the Plettenberg Bay Regional Court. “Athenkosi Makazu was sentenced to 18 years imprisonment for murder and 10 years for house robbery with aggravating circumstances and housebreaking and theft,” said Captain Bernadine Steyn. Sibongile Ndzelani was sentenced to 25 years imprisonment for murder and 15 years for the other crimes. The men, aged 18 and 19, will serve their sentences concurrently. In the early hours of the morning on November 2, 2010, they broke into the home of Richard Carr and his wife in Navesink Crescent. When police arrived on the scene, they found Carr, aged 57, dead in the bedroom of the house, having been stabbed several times in his body. His wife, aged 42, was taken to hospital after being found with a stab wound in her right arm and several face injuries. What a wonderful evening we had on Friday, 9th December at the “Million Brushstrokes for PAWS” art exhibition and sale, all arranged by the redoubtable Barbara Rolfe! We pay tribute to a remarkable woman who painted 100 paintings in the course of about 6 months, arranged the exhibition and sale in a most professional manner, most of the time working from her home overseas. Apart from the energy she put into the paintings, she worked tirelessly in marketing and

All in all, the event was a resounding success and the paintings were sold in record time. Update on the PAWS Premises Project We are very pleased to be able to inform all in Plett and especially the incredibly generous donors to the project, that we have finally been given permission to build our kennels and clinic facility. We are building on the property alongside of the property leased to us by the Municipality. (This leased piece was where the building was originally going to be built). The new property is next to the water reservoirs near New Horizons on the N2. We have already begun with the digging of the foundations and hope to have the kennelling section up and running by February 2012. The clinic section will be built thereafter. We know that this process has taken a long time but it is very important that the correct decisions are taken and that we follow the letter of the law as we are dealing with public money. PAWS is most grateful to Council and the planning department for their assistance in this matter. We would also like to thank the PAWS Premises Project committee for all they have done to raise the funds to make this dream a reality. Thank you to all who have donated to this project. It is going to be wonderful having a base from which to work and a kennelling facility for housing the strays, injured animals and lost dogs and cats which are brought in. We wish all in Bitou a wonderful holiday season, a very Happy Christmas or Channukah and thank you all for your support of our charity.

Every year during the United Nations Conference on Climate Change a day is set aside especially for forests and forest related issues. About 1,050 people, including more than 200 official climate change negotiators, attended Forest Day 5 on the sidelines of the 17th UNFCCC Conference of Parties in Durban on December 4, 2011. The hot topic of the day was REDD+ funding and new threats related to the African continent. A new wave of deforestation is sweeping across Africa decimating wildlife and threatening the resilience of its

REDD+ (Reducing Emissions from Deforestation and Forest Degradation) is a mechanism aimed at channelling funding to developing countries like ourselves and the plus sign was brought in to represent activities like aforestation, reforestation and agroforestry. Agroforestry is the planting trees in combination with other useful plants to produce wood, fuel, medicines, fodder, fertiliser and food. This year The Green Ticket of Plettenberg Bay was selected to present at the Forest Day as part of the theme “Forest finance and issues related to reforestation and agroforestry”. The Green Ticket is active in forest restoration projects, environmental education and community development and also plays a vital role in sustainable biodiversity and forest advocacy in the Southern Cape. The day also had its own contentious issues to deal with. In one of the plenary sessions Albert Ackhurst stood up and challenged the panel about their definition of forests as currently most African countries (including SA) share the same definition for forests which sees no distinction between indigenous species and alien invasive species. This means that REDD+ funding can potentially be provided if we conserve our alien invasive stands. That could be disastrous seeing that alien invasive species severely deplete our soil fertility, our water resources & biodiversity and is a major cause of topsoil loss, habitat loss and erosion. Albert called for a more prudent definition that would exclude alien invasive species from REDD+ mechanisms. One can only hope that our officials heard the plea and act upon it. This year also saw renewed pressure from agriculture oriented organisations to be included in the climate change debate especially since adaptation will play such a vital role in future food security and

landscape friendly approaches to agriculture. Mitigation implies that climate change needs to be alleviated by practices that absorb or sequester carbon from the atmosphere and adaptation relates to changing farming practices on account of changing weather patterns. Around the Southern Cape this is already evident in changing land uses where farmers progressively get involved with the growing of olives, grapes and even honeybush tea, a somewhat more Mediterranean land-use approach on our denuded soils and more sparse and irregular rainfall patterns. The Green Ticket is also active in the creation of small and micro businesses for local communities that grow products for established markets. For this purpose they broker financing from Corporations that need to spend annually on enterprise development and corporate social investment. The latest achievement is the establishment of “Roots of Eden” a Kurland based micro business that grows trees, veggies and sceletium, a herbal remedy for stress. Kranshoek Library This library is definitely up to standard. They are the first in Kranshoek to have held a Christmas Play with and for the children of Kranshoek. On Thursday The 8th of December 2011 a group of children presented the play," The Birth of Christ", Together with a Spiritual Dance. A pity their was not something afterwards for the children, just to entertain them. Hopefully in the coming year the library will make fully use of John Koopman. These three ladies are very involved in the community, especially with the kids. For the past year with the help of Susan Swartz and John and his team they kept the children busy during the holidays. There are many activities to be enjoyed in and around the sea, but two of the most popular must be surfing and scuba diving. This is the safest and easiest way to get into surfing. Learn the basics from a Pro and then go off and practice. It may not be easy at first, but it will definitely be worth it! We as Siyakhula we would like to thank all the people that was involve since we started the crèche. The crèche has developed in the way that we can manage to supply our own kids with a startup kit for grade 1 such as school bags writing equipment and books this enable their parents to focus on the uniform. This year best attendance was received by Buhle Dobo. We could not achieve this kind of work without the help of the following people: volunteers of Orca foundation the Ocean Blue, Ann Holmes, Mary+ Ross and the others. The list is endless and this all comes to the friends of Qolweni. Because of this work we have achieved now Siyakhula has developed its own nursery where we accommodate 0-3 yrs. The kids are now starting from the nursery to Siyakhula pre-school to the primary school. BITOU MUNICIPALITY Fireworks and Sky lanterns: Fire Hazards and Risks The Bitou Municipality urges residents and visitors to please adhere to the probation of fire works / sky lanterns being set off in the area in the interest of public safety, as in various Acts that govern public safety and fire prevention. The risks and hazards associated to such celebrations pose the likelihood to cause injury and damage to property in case of fires starting. Due to the lower than usual rainfalls falling within the area, together with dry and windy conditions being experienced, these conditions being favorable for run away fires. Oriented Birds News Welcome again to our blog, it seems like mercy and goodness does ‘t follow us anymore as defeat becomes habit to our team these days. BITOU MUNICIPALITY ELECTRICITY CONSTRAINTS Due to the capacity constraints on the Eskom’s 132 kV overhead line feeding Plettenberg Bay, capacity increase to Bitou Municipality is not freely available. Eskom is however engaged in a project where an additional 132 kV overhead line will be constructed. The Bitou Local Municipality therefore decided that:All upgrades to consumers in our area of jurisdiction of existing electricity supply will be limited to a maximum of single phase 60 amps. All new development applications submitted henceforth will be assessed individually with regard to future electricity demand and the availability of the same. The following is an extensive list of what could be done to save electricity. Please follow the suggestions made in the document and forward to others who could also benefit. The electricity supply situation is serious and each one of us will have to make a contribution in order to avert total electricity outages. Tip 1 Reduce the temperature of your geyser to around 55 degrees so that you don't need to add too much cold water when you shower or do the dishes. Tip 2 Remember to keep the lid on the pot when you cook to conserve heat and energy. The size of the pot should match the size of the stove plate - this can save you up to 25% on the electricity you use while cooking. Tip 3 Try to boil only the water you need instead of boiling a full pot or kettle every time. Tip 4 Insulate your geyser by wrapping newspapers, old blankets or other insulating materials around it and the hot water pipes. Tip 5 Switch off lights, fans, computers and other energy consuming appliances when you leave the room. It will save you money. Tip 6 Turn off all stand-by modes every time you leave the house and before going to bed. Tip 7 Save water and electricity by washing your bed linen at 60 degrees instead of 90 degrees, it will still be clean! Tip 8 Use energy saving light bulbs. They last much longer and use less electricity and this saves you money in the long run. Tip 9 Reduce your electricity bill by doing all your ironing at the same time. As from next year January we will start paper and cardboard recycling This will be part of our major clean up campaign.
