GR 12 and Matric Private Candidates Last year we saw the need to organize matric private candidates for coaching them to write their matric certificates before or by deadline 2014. After much deliberation and negative perception we received permission from George’s Department of Education to start the classes on our own because Knysna private candidates programme had just been declared unworkable for some

reasons and subsequently declared redundant. Against this background information we decided to proceed and run separate Plett classes to satisfy the community’s need to uplift themselves against all odds. We agreed on a fee for each subject per month with the intention to get the ball rolling and look for any funding sponsorship and/or donation so we may have the classes for free to all (Plett community at large). Application to sit for the exams have already been submitted and forwarded to Cape Town. Presently less than half of these candidates could afford the fee for coaching which is R100 per month per subject or learning area. Most of them are unemployed and are struggling to have ends meet, hence need for financial assistance. Herein submit kind request for following: We then kindly request to be funded in terms of the coaching fees. Payment of monthly coaching fees to the facilitators which is subject to agreement between concerned parties ie: sponsors, donors, organisation and facilitators. Kindly avail resources, if you can, for the learners and coaches / facilitators eg: books, essential materials, internet, photocopying, stationery and communication learning material resources. Any of the above will be appreciated and highly so if more or all. Please kindly note that the above requests are subject to negotiation between the concerned parties.

Tourism Advisory Forum Meetings Department: Strategic Services The Department wishes to liaise with all role-players in the tourism and related businesses on tourism matters in the Bitou Municipality. Tourism is identified as one of the main economic drivers in the area. Tourism is also a wide ranging field with a variety of activities, uses, interest groups and beneficiaries. The Department would like to engage with all individuals and parties with an interest in tourism to better understand their needs and to provide them with opportunities to comment and give input in the tourism operations. To this end, regular monthly meetings will be held in various localities in the Bitou area, where all role-players may attend and participate in the discussion of tourism matters. Notice is hereby given of the second and subsequent Tourism Advisory Forum Meetings. The main aim of the forum is to discuss the way forward for tourism in Bitou and to consult on operational matters and budgets. All interested individuals and stakeholders from the different communities and tourism businesses in Bitou are invited to join in the discussion and debate, amongst others for the development of an all inclusive tourism strategy for the Bitou area. The agenda will be made available at the meeting. Chatterbox I think my mind is leaving me. There are so many incidences, it is quite frightening. I always hear people saying things like "and when I got there , I couldn’t remember what I was looking for". That is peanuts compared to the things that occur here. I have discovered I can only memorise two things to do downstairs at a time. I have to say them loud and repeat them over and over until the job is done. Like - empty washing machine and bring up photographs. So all the way down it is "empty washing machine and bring up photographs", "empty washing machine and bring up photographs" until I have done these things. I so often dash out of my bedroom, like a bat out of hell, with arms outretched as I run to the art room with a definite purpose, only to discover, no idea why am I there. I then return to bedroom, take up same position and hope the room-bed-whatever will remind me, but it never does. The other day I had my twin grandsons with me in JHB. They are nine and I bumped into and old friend, and she immediately went into complete soggy patch, and said

"I have heard so much about them and they are so damn cute". She asked me what their named were. Nothing came to mind - not one name. It was as tho I had just met them. Eventually I had to ask them their names and they gave me look of real pity and a sigh and said "Justin" and "Conner" Their friends tell them I am odd, more odd than they think I would say. This morning I had the computer man in again and believe me, he got so cross with me, he said I am an ignoramous and impossible to treat. Eventually after two hours, I finally let him go, but I am non the wiser. I still cannot get data from my camera chip onto the computer and save it on flash drive. He looked at me as tho my brain is damaged I put things in the fridge that should go into the dustbin and vica versa. I lose things that I am working with and I have not even moved position. It is as tho' there is a black hole around me that swallows things up. It gets to the stage where I think maybe I never was really cutting this piece of half cut material, as there are no scissors around. I find myself holding a cap for something that is nowhere to be scene. Months later I will find the tube/bottle amongst my clothes. Keys, now that is a real danger zone. I think if beloved had his way the keys would be tied to a never ending piece of string and when I go out with that key, I follow the string home. I persist in locking our bedroom door when we are out and the amount of times we have been locked out of that room, due to 'missing key syndrome' is unaccountable. It makes Beloved so mad I sometimes think he may catch fire. My handbag is also a never ending pit. I put everything into it, cannot find it for the first twenty scratches then all of a sudden it appears on the top of stuff in the bag. I have been known to turn my handbag upside down at the departure checkout, at the airport, because I have lost my boarding pass. People watch in facination as I put everything back as nonchalantly as I can, while they quietly boil. Well darlings, my laptop has a mind of its own, so forgive its spelling. A Big welcome

to The inaugural Garden Route Harley Owners Group (HOG) Rally participants who will be at The Dunes Resort, Keurboomsstrand, outside Plettenberg Bay this weekend (16th - 18 March) The Harley-Davidson Experience Truck, with all the latest bike models, will be parked at the Market Square shopping centre in Plettenberg Bay for the duration of the weekend. The weekend's festivities will include a 'poker run' to favourite venues in the area on Friday afternoon, March 16. This is a self-guided ride to different destinations where each participant will receive a playing card. The person with the best poker hand at the end wins the 'jackpot'. On Saturday, March 17 the highlight of the rally is a marshalled ride through the newly restored Groot River Pass to Nature's Valley and the Bloukrans Pass to Storms River Village. Participants will gather at Marilyn's Diner for lunch, where there will be live entertainment and biker games in the street. Local bands, musicians Dave and Suzi known as Still Crazy and Port Elizabeth group Tom Boys will entertain the crowd in the evenings at the rally site at The Dunes Resort.. A traditional spitbraai will take place on Saturday evening, March 17. Buyers are packing for Plett again The Coastal town of Plettenberg Bay has been abuzz since late last year as buying activity has heated up significantly, according to Seeff Plettenberg Bay licensee Kevin Engelsman. After a slow start last year, his office has had the busiest December to February in five years, having sold 31 properties worth R 82 million. Sales range from a vacant plot for R 328 000 to a house sold in a joint sale for R 15.5 m. “It also helps that we now have more realistically priced stock on the market with sellers only having to discount their prices by about 10 to 20 percent compared to between 30 and 40 percent a year ago.” “Plett was at its busiest in years this past December and foreign visitors continue to flock into town. Local hospitality establishments

Most want great views and don’t mind older homes that they can remodel. Recent buyers have been mostly locals, but he says interest from foreign buyers has increased over the past three months. Seeff’s sales include a Norwegian who bought a R 3.3m house for the views. “Most recent buyers have been looking for some time and have now finally decided to buy. We worked with one buyer for about four years and who bought a R 5m house.” He says some of the good value stock includes a 1 039m² vacant plot with views of the sea and the Robberg Nature Reserve priced at R 595 000. A three-bedroomed apartment with luxury finishes and views is priced at R 1.3m and a 400m² family home with four bedrooms at R 2.15m.

Letter via the Editor It would be interesting to know what exactly is happening in respect of the road works being carried out on Robberg Road. These works were commenced way before the Xmas break and yet they are still working on the same areas. So far they have deposited tons of new base rock and cement which has been endlessly rolled, then dug up, rolled, then dug up to the point that we have all lost count as to how many times this has happened. One can only imagine that they continue to keep digging up what they have already put down due to the compaction tests not passing

muster. Who are the contractors involved in this job and do they know what they are doing? The dust from all this is terrible, not to mention the continuous waiting at either end to go along this stretch of road. The controls at night are a joke. One comes out of an entrance in the middle of the works not knowing which way the traffic is flowing. It is hard to put into words the saturation of LOVE and the beautiful spirit that floated around the Cape Argus cycle tour this last Sunday. 260 Sabrina Love cyclists from Plett and around the country and world, wound our way around the Cape peninsula with people on the side of the road calling out ‘GO SABRINA”!! We all spent our hours in the saddle (varying in the extent of the hours!!), riding in PINK for our Sabrina Love Foundation and Sterreweg. The energy and determination to conquer the tour and just be a part of it all was amazing. What a great honour to have everyone participate and share the incredible journey and privilage of cycling on such an exquisite HOT day to benefit all our Sabrina children. No wind, such a blessing when it blew like mad the night before. We awoke to a perfectly still day and as everyone gathered in the starting shoot of JJ the mass of pink grew like a great big bubble. Our colours stood out a mile and everywhere you looked there was a Sabrina top making its way to the finish. You have all made the

change to many lives here in Plett from your enormous effort and energy of riding for Sabrina Love. A Thought for the Week. Genesis 50:20 [MKJV] "But as for you, you thought evil against me, but God meant it for good to bring to pass, as it is this day, to save a great many people alive." I have just finished reading an amazing book called "God meant it for good" in which the author, R T Kendall, looks at the life of Joseph, the son of Jacob, as it is revealed to us in the Old Testament. In a nutshell, Joseph received two incredible dreams from God showing him a glimpse of the future in which he, at some point in time, would be highly exalted and honored and that even his own father and brothers would submit to him and bow before him. Being young and impulsive, in stead of waiting for God to fulfill all these things at His time and in His own way, Joseph made the terrible mistake of sharing all of it with his brothers. The outcome was that they wanted to get rid of him and so they sold him as a slave to some Midianites, who in turn sold him in Egypt to Potiphar, a eunuch of Pharaoh and the chief of the executioners. However, God was with Joseph and God's plans and purposes are never thwarted and soon thereafter Joseph was put in charge of Potiphar's house. For a while things looked bright, but then Potiphar's wife falsely accused him of rape and Potiphar had him jailed. In spite of his circumstances Joseph did the best he could and eventually became an overseer over all the other prisoners. Years passed and then two new prisoners shared a dream with him which God allowed Joseph to interpret - the correct outcome lead to Joseph being called before the Pharaoh in order to interpret a dream that Pharaoh himself had

of the adversity that Joseph encountered? Those of us who are Christians have also received wonderful and precious promises by God, some for this life and others for life here after. We, too, often have to face trials and hardships and sometimes severe setbacks - although for the majority of us these adversities are not nearly as bad as those that Joseph had to deal with - and yet, often the first thing we do is to doubt God and His Word or even rebel against Him. If there is one lesson to be learned from Joseph's story, I believe that it is the truth that we, like this young man, should never give up and grow faint in our faith, but should steadfastly keep on believing in God and realize that whatever happens: "God meant it for good". The apostle Paul understood this truth and wrote to the believers in Rome: "And we know that all things work together for good to those who love God, to those who are called according to His purpose." What’s New at the Municipality?

Here are some interesting new developments at the Municipality... STAFF The vacant position of Municipal Manager has been advertised. The closing date was 9 March 2012. The Executive Mayor and his advisors will shortlist the applicants, conduct interviews and appoint a new Municipal Manager as soon as possible. Mr Thys Giliomee is presently the Acting Municipal Manager. Five other senior officials have also decided to leave our services before serving out their contracts. According to the latest mayoral letter, amicable arrangements between them and the municipality were agreed. The following posts were vacated:

Manager Town Planning Supply Chain Manager Legal Services Manager Human Resources Manager Manager Electrical Services “Oom” Thomas Nqolo fro the office of the executive mayor, has resigned due to serious illness. He has served the municipality faithfully and diligently for many years. Some of the posts mentioned above will be advertised in due course, after the appointment of the new Municipal Manager. ADJUSTMENT BUDGET TABLED Bitou has tabled its adjustment budget. Within an election year you cannot change the budget in any way within the first six months. Within the adjustment budget provision has been made for a Mayoral Intervention Fund. The purpose of this fund is to provide funding for education, health, sport, general upliftments and especially the Expanded Public Works Programmes (EPWP). The purpose of this programme is to specifically alleviate poverty. For every Rand we spend, the Department of Public Works (National) will give us R1-00 plus. Examples of EPWP projects include alien clearing, cleaning of beaches and cleaning of dumping sites. All this will kick in this month. The new Council will have its own first zero based budget as from the 1st of July 2012. WARD COMMITTEES Public participation in Local Government is essential. This has been delayed due to financial constraints, but the municipality are now ready to roll it out. There will be six Ward Committee members per ward except for Ward 1, where there will be ten. Ward 1 is geographically the biggest and has a number of separate communities which must be catered for. The focus of the Ward Committees will be to provide input to Mayco and Council regarding issues and problems in their communities. They will no longer receive the Mayco and Council agendas as Council feels this is reactive instead of being pro-active. Issues identified by the communities will be forwarded to Mayco and Council for attention. The Ward Councillor will then give feedback to the communities via the Ward Committee. The sectors that will be used are still to be determined but would include sectors

such as religion, sport, and culture. Advertisements will appear in the local media for interested sector leaders. The applicants will be evaluated and Mayco will make the appointments. Those appointed are there to serve as representatives of the community regardless of political affiliations. ORGANIZATIONAL DESIGN (OD Design) The Western Cape Government has funded Bitou Municipality to the tune of R1,9m to go out on tender to do an organizational design for the municipality. The company that won the tender was PricewaterhouseCoopers (PWC). This process has started and within the next 7 months, starting from the Municipal Manager down to the lowest graded employee, everybody’s skills will be assessed, job descriptions will be formulated and performance contracts will be drawn up. The size of the staff compliment will also be evaluated. This exercise is to enable the municipality to be a far sleeker and more efficient establishment to deliver services at the highest level with the least financial implications to rate payers and tourists. This also includes the restructuring of all existing departments to enable more hands-on employees to do more work more effectively.

What’s New in Tourism ? A number of positive developments have taken place on the Tourism Front. There was an urgent requirement to create a new voluntary association, independent of political control, to run tourism. It was realized that it would be very difficult to create a new Association from scratch. To short cut this process, an approach was made to the Guest Accommodation and Activities Association (GAA) which has a very large membership base. The GAA already represents accommodation establishments, restaurants, adventure operators and businesses. The GAA accepted the challenge and it is hoped to transform this organization into the new Plettenberg Bay Tourism Association.

Running in parallel to this process, the municipality is engaging all communities in consultative meetings to determine the wishes of the communities. The whole process will be concluded by the end of June 2012, so that a new Tourism Association will be ready to operate as from the 1st of July 2012 (new financial year). The new association will sign a service level agreement with the municipality. This agreement will spell out exactly what the municipality requires of the association. The Tourism Association should not only be tasked with marketing the town from a tourism point of view but should also market the town as a business destination. The Business Chamber has been invited to engage with the present process. Everybody needs to work in the same direction to get our town back on its feet economically. It is envisaged that a far closer cooperation with Knysna be fostered. We can achieve far more by cooperating with our neighbours than competing for an ever decreasing slice of the pie. Letter via the Editor ANTI DRUG CAMPAIGN I feel so overwhelmed by the chain reaction the anti-drug campaigns has brought to our community. A group of young adults has decided that it is time for another march again, another attempt to take the streets of New Horizons and declare war against all drug activities. It is a combined attempt by various youth groups in and around Plettenberg Bay. The starting point will be : PINETREES NEWHORIZONS @ 9h00 on Saturday 31st March 2012. From there the group will be moving towards the sports grounds, where lots of activities will be presented. Activities include : music, songs, dancing and much much more.
