Let me begin my tenure as the new President of the Colonial Heights Pam Comstock Chamber of Commerce by expressing my appreciation for the opportunity to serve the members of our chamber as well as our community. I look forward to working with all our members to make sure we continue to be a relevant and productive asset to our members, our Colonial Heights community, and the larger Tri-Cities region. Our desire will be to communicate regularly with you to make sure we do everything possible to build upon the past success of our chamber. As we move ahead together, we will be constantly seeking the input of your new ideas on how to support what we are doing and how to improve every aspect of the services we provide our members. Participation and involvement of our members is a key to our strength and also benefits the participants in their efforts to promote their own business or civic interests. Let’s all work together to improve our chamber, our business community, and our city. The chamber will be hosting community events, sponsoring networking activities, providing business and community seminars, and working in collaboration with others in our region. These efforts are made to strengthen our chamber and community and opportunities for involvement and participation are there for all of you. Social Capital - A surprising reminder for entrepreneurs Dr. John Thomas of the UVA Cooper Cen ter presented a summary of how communities are using a new approach to address challenging socio-economic situations at the Crater Community Hospice breakfast meeting at Virginia State University on April 2, 2014. The breakfast commemorated the 20th year of service to Tom Bandy the Tri-Cities and greater Crater district. Brenda Mitchell, CEO stated “CCH has many supporters who trust our organization and without which we would not be celebrating this milestone. It was an honor to have Dr. Thomas speak at our event and we hope all attendees will strive to increase collaboration and implement his suggestions. We are looking forward to another 20 years as a result of these efforts!” Dr. Thomas sighted seemingly identical problems that were addressed in old and new ways by different communities. After extensive studies into communities that have faced economic downturns in the last few decades, patterns of success and failure are evident in how communities try to revitalize themselves. Failure results from when there is suspicion of the motives of others. Successful communities execute power and leadership via web of organizations – multiple small hubs of shared interest. The successful social-economic responses to a community in crisis occur when organizations with shared understanding and values come together. They form hubs of leadership with members who share a high level of trust. There are two basic models to use for leading a community in challenging times: Big and well-resourced companies with a big commitment or small grass roots efforts with intense effort. In the communities that are rebounding and thriving there is a clear network of passionate yet fluid leadership. Groups form and grow dynamically. This new network style only happens in an atmosphere of trust. Of course such trust is the result of shared understanding – it must be both given and earned. As part of his research, the Tri-Cities region has been analyzed. His assessment of significant factors include 1. There are numerous non-profit organizations 2. The CCAM organization is an internationally recognized model for success 3. The local and national economy is improving 4. The military training hub is a huge asset 5. Long term business owners are missing In summary, when asked how local business can best serve their communities, Dr. Thomas offered a simple list. Perhaps surprising to many commu-

nity oriented entrepreneurs, he suggested the most important thing is focusing on the success of your own business. It makes sense of course. Businesses cannot give time, money or other resources unless they have something to give.

Update on Reverse Mortgages New Product – HECM Fixed Flex

A new (FHA) reverse mortgage product has been launched which features both a fixed rate AND line Rita C. Feasenmyer of credit that can be accessed after closing. This exciting new product has never before been available and caters to the vast number of seniors who feel more comfortable with the safety, security and certainty of a fixed rate loan program but also do not need all the cash up front. This program allows borrowers to access what they need at closing and access remaining funds via Line of Credit, Tenure (lifetime) payments, or Term Payments all with the comfort of a low competitive fixed rate.

“Financial Assessment” has been a hot topic in reverse mortgage circles for some time but as of yet, HUD has not set any guidelines. The only borrowers we are currently income qualifying for HECM loans are those who are purchasing new homes and retaining their “exit” home. All others remain essentially no-doc loans with added bonus that we also have no minimum credit score. Remember… borrowers who have trouble qualifying for traditional “forward” loans may find the low rate HECM a valuable financial tool! Until they change it…

What is H4P?

H4P is a HECM (Reverse Mortgage) that is used for the purchase of a home. FHA began allowing use of the program to purchase a home in January of 2009. The amount you need to purchase the house is based on the age of the youngest borrower and the total price of the home. For example, a 65yr old purchasing a $300,000 home would need a total of $149,187 +/- (about 50%) in TOTAL cash and we would finance the rest. Once they make the initial cash investment they are not required to make any additional mortgage payments. They only need to pay property taxes, homeowners insurance and association fees (if any). As the global markets continue to fluctuate, many investors Michael J. Colb and their portfolios are feeling the effects. Therefore, a sudden dip or rise in a portfolio may be the perfect time to take a look at whether or not one’s investments are truly diversified and assets are properly allocated among the different asset classes (e.g., equities, fixed income, and money market/cash equivalents). Asset allocation and diversification are techniques used to manage risk and attempt to balance the risks versus rewards of an investment portfolio. However, neither asset allocation nor diversification can prevent investment loss or assure a profit. For many investors, investing typically begins with the purchase of a stock, a bond, or a mutual fund . Over time, other investments may be added because many people understand it may not be prudent to invest in a single investment. However, simply “spreading money around” in various investment vehicles doesn’t necessarily create a properly diversified portfolio. A sound portfolio management strategy begins with diversification – that is, dividing investments among major asset classes. Since each type of asset class has unique characteristics, they will rarely rise or fall at the same time, creating somewhat of a buffer in your investment portfolio. An investor can then make finer distinctions within each asset class by combining different assets to help soften the risks and losses within the portfolio, although in no way do they eliminate them all together. The main objective of diversification is to match the characteristics of the various investments and their asset classes to percentages allocated within your investment portfolio so that the allocated percentages match the most important aspects of your personal investment profile. For example, your tolerance for risk of loss or ability to handle the ups and downs of a volatile market and what you ultimately seek to achieve through investing should all inform how you allocate your investment dollars to different asset classes. Investing according to your risk tolerance helps to keep you from making rash decisions when it comes to your investment portfolio. One way to measure your risk comfort zone is to ask yourself how much of a loss in a

one-year period you could withstand and still stay the course. Finding an appropriate match of your tolerance for risk against the different volatility levels of returns is the ultimate goal of asset allocation. For example, if the thought of potentially losing 10% of your portfolio’s value over the next year for the potential of gain 20% within the next five years makes you very uncomfortable, you may want to consider a more conservatively allocated portfolio. The potential for higher returns usually involves taking a greater degree of risk. Lastly, understanding how long you want to invest in order to meet your goals is important. In fact, it may be the thing that makes you choose one investment vehicle over another. Your personal time horizon extends from when you implement an investment strategy until you need to begin withdrawing money from an investment or investment portfolio. You may wonder at this point, how much should be invested in each asset class. The short answer is that asset allocation is more a personal process than a strategy based on a set formula. There are guidelines to help establish the general framework of a well-diversified and properly allocated portfolio but no two portfolios are alike. Please keep in mind, a properly allocated and diversified portfolio will not guarantee against a loss and there is no guarantee that an allocated or diversified portfolio will out perform Do take into consideration all your assets, e.g., your retirement savings and other investments, when you put together an asset allocation strategy or seek professional guidance. That way you can ensure that all your assets are working together to help meet your goals and objectives throughout all stages of your life.
