Civil War submarine at City Point COLONIAL HEIGHTS — Scott Williams, local military historian, will present “The Raid That Wasn’t – The Alligator and the Appomattox River Raid” at 7 p.m. on Wednesday, March 12, at the Colonial Heights Public Library. Built in Philadelphia in 1862, the U.S.S. Alligator was the U.S. Navy’s first submarine. Shortly after it was launched, the Alligator was sent to City Point, where it was considered for action on the James and Appomattox rivers, including destruction of railroad bridges near Petersburg. This program is being sponsored by the Colonial Heights Historical Society and is free and open to the public. The public library is located at 1000 Yacht Basin Drive near the intersection of Conduit Road and Ellerslie Avenue.
Triad program COLONIAL HEIGHTS — Virginia Triad will host a free program on “Emergency Preparedness” at 1:30 p.m. Thursday, March 20, at the Colonial Heights Community Center, located at 157 Roanoke Ave. Guest speaker will be Gary Talley, Outreach and Community Services Programs manager with Virginia Department for the Deaf and Hard of Hearing. Talley also sits on the Virginia Emergency Response Team as a disability advisor for shelters and has worked for Arkansas Emergency Management for 12 years. In his presentation on “Emergency Preparedness, Talley will discuss causes of emergencies, what you need in your “to-go” kit, how to best prepare, and resources available before and after a disaster. Triad is a partnership consisting of Public Safety offices, seniors, and senior service providers who work to prevent the victimization of senior citizens. It is run by SALT (Seniors and Law Enforcement Together) councils.

ill Dance is from a small city but his big dreams took him to Broadway and Hollywood. After a career as a dancer and actor in his early 20s, Dance started to make a living by casting roles that brought some of Hollywood’s most wellknown films to life. The 62-year-old moved from Colonial Heights to attend the University of California Los Angeles in 1969, where he studied theater. He graduated from the university in DANCE 1973. Dance has over 200 films and TV series to his credit. He has cast for well-known titles such as “A Beautiful Mind”, the “Mad Men” TV series, “Alice In Wonderland,” “The Hangover Part II,” “Fight Club” and “Angels and Demons.” “Saving Mr. Banks,” one of his most recent films, was Oscar-nominated this year for best original score. The film depicts Walt Disney’s efforts to obtain the film rights to writer P.L. Travers’ stories about Mary Poppins. Disney’s daughter requested that a film be made about the lovable character. “Saving Mr. Banks” stars Emma Thomp-
son as Travers and Tom Hanks as Disney. Dance cast Kristopher Kyer to portray Dick Van Dyke and Victoria Summer as Julie Andrews. He was also in charge of background casting to create the look and feel of the period. Before Dance worked in casting, he reveled in the arts as a Broadway singer, dancer and actor, until the age of 26. He co-starred in “Gene Kelly’s Salute to Broadway.” After a national run, the show premiered on Broadway. The performing artist also danced for television productions. After his career on Broadway as a triple-threat, he said that he “just sort of fell into” casting. His first love is being on-stage and screen, but those in senior positions around Dance began to notice that he had another skill set waiting to be developed. The young performer had the potential to move an audience from behind the scenes as well. Dance took his first job in casting in 1979 for the TV movie “Valentine.” The show’s producer noticed Dance’s reliability, professionalism and organizational skills. “People watch you when you least expect it,” Dance said. That relationship was a gateway to Dance crafting what looks flawless on stage and screen to audiences. Dance was immediately asked to cast and assist for “Palmerstown USA” in
1980. The TV series centered around the lives of a black family and a white family during the Great Depression. Dance was the glue that kept the production organized and running smoothly. His reputation on the business side of the performing arts began to spread as he served as casting director on more productions. After learning the ropes casting for other projects, he opened his own casting company — Bill Dance Casting — in the mid-1980s. But even though Dance said that he misses being under the lights, he enjoys specializing in casting actors who can make films as realistic, accurate and emotionally charged as possible. “I like creating that intimate moment. I love when something appears real on film that it looks so effortless that it appears that it just happened. But it’s very arduous,” he said. Dance said the secret to creating that moment is attention to detail. In his background casting for “A Beautiful Mind,” which was filmed on the campus of Princeton University, he used actual mathematicians from the university to capture their unique personalities. Why did you decide to go into the funeral home business?
A
I loved how well [E. Alvin Small Funeral Home] treated my family when my grandmother passed away. They let me start working with them at age 15 while I was still in high school.

You see a lot of cremations nowadays. I think that is just the change in the times.
Since you were born in Colonial Heights, what are
some of your best memories growing up in the community?
A
I love the smallness of the community. Everybody feels like family. And it’s the same thing at the Small Funeral Home, we treat everybody like family. When I was grow-
ing up, some of my best memories came from playing football with the recreation department.

How has the funeral business changed in the nearly two decades that you have been with the Small Funeral Home?

My wife and I are very active in our church, Second Chance Baptist Church in Petersburg. I handle the church’s website and my wife and I teach Sunday school. All I do after that is raise my girls. I have a 3- year-old and a 1-yearold. They keep me pretty busy.

Creating a musical legacy at CH school
T
he students at Tussing Elementary School have made a musical niche for themselves over the past few years. With the help of Michael Souders, a music teacher, students at the school have performed several songs that have become popular on the Internet. Souders first wrote a song for a PTO concert in 2009, which was a patriotic celebration. “I wanted something a little different so I wrote a song just for the soldiers,” Souders said. The song, “Thank You, Soldiers,” was recorded in the classroom by several of his students and was immediately posted to YouTube. The song now has over 2.4 million views. “We got 40 to 50 emails a day asking for free sheet music,” Souders said. Alfred Publishing, an educational music publisher, has since published Souders’ “Thank You, Soldiers,” and charges a small fee of $1.85 for the sheet music. Souders, along with his wife Angela, has written many songs, including “The Land of the Free,” “We’re Americans” and “Hero In This Place.” He says his students enjoy singing the songs he writes. “They feel like they are the owners,” Souders said. “We are creating new songs for people to use.” The latest song - “I Have A Dream” pays tribute to the Rev. Martin Luther King Jr. and Black History Month. “I Have A Dream” was introduced to Souder’s students at the beginning of January in preparation for Martin Luther King Day on Jan. 20. The song was carried over into February for Black History Month. Souders says the song was performed at the February PTO concert by his second-grade students. “The February concert is focused on loving each other and Black History Month,” Souders said. “I love to focus with the kids on community and national heroes.” To hear or to download sheet music of “I Have A Dream,” “Thank You, Soldiers” or any other songs written by Souders, visit his website at www.restored.faithweb. com. A new, fun way to play golf
A
strange new recreational craze is taking hold in the Tri-Cities. Think of it as a combination of golf and Frisbee. Disc golf enthusiasts say they love the sport because it is a cheaper and more accessible alternative to ball golf, which is played in much the same way. The sport has gained popularity not just here, but across Virginia and the nation. “It has the same frustrations as ball golf,” Evan Brockwell, a member of the River City Disc Golf Club, said. Similar to ball golf, where the goal is to get the ball into the hole in as few strokes as possible, disc golfers try to get discs, which are similar to Frisbees, to land in targets called holes in as few throws as possible. Holes can be a variety of targets, the most common of which is a raised metal basket called a Pole Hole. Players throw from tees on disc golf courses complete with the natural obstacles of any ball golf course. The discs are crafted to travel either left or right and at different distances to simulate the putters and drivers of ball golf. Some players have thrown the discs as far as 700 feet. Brockwell at first thought the sport was unusual, but seeing other players at a local course piqued his curiosity. “It’s crazy how my perception changed,” he said. Jerry Smollich, a fellow member of the River City Disc Golf Club, owns the proper tools, and he is quick to point this out. “They’re discs, don’t call them Frisbees or we will get offended,” he joked. Smollich also said he was drawn to the game because it’s an inexpensive way to have fun. In the Tri-City area, disc golfers can play at White Bank Park in Colonial Heights and on Fort Lee. Courses are also available at Goyne Park in Chesterfield, and at Gillies Creek Park and Bryan Park in Richmond. Other courses in the area and throughout the U.S. are listed on dgreview.com. Brockwell and Smollich aren’t the only people to be swept up by disc golf. The sport is growing by 15 percent annually. Brockwell said the goal is to bring disc golf to all types of people by increasing the number of women and children who participate in the sport. Getting people outside and exercising with a sporting activity — even one that combines a sport and a beach or park game — is a good thing.

To the Editor: Recently a friend here in Colonial Heights lost his dog. The lost dog was posted nearly daily on FaceBook as well as other sites. Animal Control was contacted. Flyers where posted around the city. If losing one’s pet was not bad enough, my friend was contacted by two Colonial Heights police officers and informed his signs were in violation of Colonial Heights city code and the signs could not be posted on city property. The signs were removed. I find it very upsetting that a beloved pet is missing and Colonial Heights City Code prohibits the owner from posting fliers seeking the return of that pet. What have we become? Would the case be the same for a missing child? Why are campaign signs often in the city right of way? Not to mention our First Amendment right being slowly controlled and taken away. Buddy Waskey Colonial Heights

To the Editor: I noted, and respected your front page, below the fold, story and picture on Colonial Heights’ Tussing Elementary School celebrating the Rev. Martin Luther King Jr. with song. While I find it not particularly inappropriate that they do so, I find it only appropriate if a full, balanced, non-biased history is celebrated by the students as well. As April of each year in Virginia is Confederate History Month, I look forward to reading in The ProgressIndex that Tussing students will similarly sing Dixie or the Bonnie Blue Flag, in “remembrance” of Robert E. Lee and Stonewall Jack-

It should not be lost on the Colonial Heights School system, nor the Tussing Elementary School administrators, that less than two football fields behind their school, is the remnant of Fort Clifton. Fort Clifton was the last and strongest Confederate defense of Petersburg, via the Appomattox River, by the invading U.S. forces, to subjugate the Commonwealth of Virginia to the tyranny of Lincoln and the federal government that we experience even today. It is only in the best interest of all students that they be encouraged to know and celebrate all sides of their city and state history. After all, there is a state holiday (Lee-Jackson Day) that deserves equal, if not more, recognition by Virginia students than a non-Virginian such as Martin Luther King. Jesse L. Grant supports ministry based at VSU To the Editor: As director of United Campus Ministries at Virginia State University, I
wish to express my sincere appreciation to Lilly Endowment for the recent $100,000 grant to support a new initiative for our ministry. The funds will support the first five years of an ongoing program to develop students into competent Christian leaders to coordinate projects that assist religious and community organizations in the areas surrounding Virginia State University. The grant proposal was a joint venture of VSU and United Campus Ministries. Although our ministry is housed at VSU, it is actually an ecumenical outreach program sponsored by the Virginia Annual Conference of the United Methodist Church. My director’s position is made possible by a conference grant to our ministry. I am most grateful for this organization’s financial support and spiritual encouragement for the many faithbased programs initiated on campus during my past four years as director. It is truly an honor to work with such a benevolent group. In addition to the Virginia Annual Conference support of my position, Virginia State University provides the use of office space, office equipment, and facilities on the campus so that our students have immediate access to our services. Our programming is supported by the James River District of the United Methodist Church, the Presbytery of the James of the Synod of Mid-Atlantic, and a board of directors comprised of volunteer people of faith stemming from a host of local churches in the Tri-City area. The fact that Lilly Endowment chose United Campus Ministries at VSU as a grant recipient affirms my belief that the tenets of this ministry are appropriate for the preparation of tomorrow’s spiritual leaders. economics who suffers from schizophrenia. “I wanted realism around him and it worked,” Dance said. “It may be a glimpse on screen, but it worked because he became a part of it.” Dance said that casting starts with a clear idea of what directors and producers want. But when he reads a script before casting, he also works from his own vision. “You become like a child in a playground, your instincts start to work,” he said. Dance then narrows down thousands of actors to six possibilities that he presents to the director. Dance isn’t the only one in his family to leave his mark on the arts. His cousin, Gloria Dance, owned the Gloria F. Dance School of Dance in Petersburg for 61 years before retiring in June 2013. In that time, she taught generations of Tri-City area residents how to dance. Gloria Dance said that she and Bill Dance could relate to each other through dance. “We were both so interested in it. We both realized that

we had expertise in our fields,” she said. Bill Dance even cast his cousin in the movie “True Colors,” directed by Herbert Ross in 1991 in a featured but non-speaking role. Gloria Dance said being in the business even for a short time was demanding. “It was the first time in my life I had swollen feet,” she said. Gloria Dance also praised her cousin for his accomplishments in the arts. “Bill is a typical person in the arts. He dresses beautifully, speaks lovely and he is perfect in his field,” she said. “He knows what he likes and what he’s doing. It would not surprise me one day for him to be at the top of his field.” Despite a career that has taken Bill Dance thousands of miles away to help make films, he is still connected to Colonial Heights and Virginia. “My Southern tradition and upbringing are still a part of me,” he said. “It’s my roots; I always come back. Judith H. Coleman, formerly of Colonial Heights, passed away at her home in Norfolk on Feb. 23, 2014. She was born Nov. 3, 1942, in Colonial Heights to the late Richard and Jane Hogwood. Judith was survived by husband, Fredrick Peterson; and children, Richard W. Coleman Jr., Jessica H. Miles, both of Colonial Heights, and Tammie L. Heath of Tennessee; nine grandchildren; and four great-grandchildren. She graduated from James Madison University with a BS in psychology and earned a MS from Virginia Commonwealth University in rehabilitation counseling, concentration in addictions. Stuart Alan Fink of Colonial Heights went to be with his Lord on Sunday, Feb. 23, 2014. He was born Oct. 2, 1946, in Johnston, Pa., to the late Joseph Samuel and Louise Ward Fink. Stuart was a retired machinist and engineer designer, but the most rewarding was being employed by the Life Church and Life Christian Academy. He became known to the preschoolers as “Mr. Fix It.” He was a United States Navy veteran. Born into an adventurous family who enjoyed boating on various waterways, camping and traveling led Stuart into becoming an avid yachtsman for 52-plus years, RV’er and motorcyclist. He was a member of Life Church, an Assemblies of God Fellowship, the Christian Motorcyclist Association for eight years, and president of CMA Virginia Christian Riders 2011 and 2012. He and Wanda were honored in being asked to start the Assembly of God Honor Bound Motorcycle Ministry at Life Church even though he had been diagnosed with cancer January 2013. They completed the Global University ministry course together and on Aug. 25, 2013, they received the Honor Bound colors, where he served as president, and the ministry was launched at Life Church, where his legacy will live on forever.
Stuart is survived by his wife of 43 years, Wanda D. Fink; son, Gary E. Fink and wife, Robin; grandchildren, Airman Joshua D. Fink, Steven C. Fink, Krystal D. Fink and Karen N. Majority leader: House budget has help for middle-class families GUEST

friend once told me to look at your checkbook, and that will tell you where your priorities lie. The state budget is the commonwealth’s checkbook. The General Assembly has seven days left in the scheduled 2014 session and finalizing the budget is the last, and arguably the most important, task we have left. I’m proud of this year’s House budget for two reasons. First, we take a conservative approach to budgeting by limiting the creation of new programs, and we set aside sufficient funds in the state’s savings accounts for emergencies. Second, we invest in the core functions of government that will help our middle-class families. College tuition has become incredibly costly. Tuition increases are pricing out the middle-class families who are trying to send students to Virginia’s top public universities. Our House budget adds an additional $20 million to further moderate the growth of in-state undergraduate tuition and fee increases. This investment contin-

We are also including $6.2 million to add 1,700 additional in-state undergraduate slots at the College of William and Mary, James Madison University, the University of Virginia, and Virginia Tech. We want Virginia students to be able to afford and have access to Virginia’s world class colleges and universities. Jobs and economic growth continue to be a top priority in our budgeting process. To support this effort the House budget includes an additional $1.4 million each year for the Virginia Tourism Corporation to advertise Virginia’s attractions in key markets. The goal is to expand online advertising and continue our substantial support for regional and local tourism grant programs. In maintaining our strong commitment to Virginia’s veterans, I’m carrying two key budget amendments that will assist veteran hiring. The first amendment provides for an Advanced Manufacturing Advisory Council to make recommendations to the governor and General Assembly on how to use veterans’ special knowledge and skills. This will help ensure a sufficient stream of qualified workers in high paying advanced manufacturing jobs. This amendment also provides a $25 million Treasury loan to develop an apprentice acad-

emy in Prince George County and four regional Centers of Excellence throughout Southside Virginia. The second budget amendment provides additional dollars to expand the Virginia Values Veterans (V3) Inter-Agency Working Group. The funds will be used to develop an integrated approach to recognize veterans’ job skills and experience that meet business needs and to encourage business access for veteran hiring. We’re working to meet the commonwealth’s responsibility to our state employees by fully funding the state pension system at 100 percent of the required rates by 2016, three years earlier than required. In addition, if Virginia’s economy remains strong, and we meet our projections, a revenue reserve will be used for a state employee 2 percent pay raise in July of 2015. Finally, one of the best things we can do to help middle-class families is ensure the commonwealth is in a sound financial position should the economy take a downward turn or economic growth slows. To combat any negative impacts of slowed growth, $243 million has been allotted for a Rainy Day Fund deposit that brings the fund to over $900 million. In addition, $140 million has been set aside for a revenue reserve fund to absorb any potential future revenue reductions. This week also saw an election with significant implications for a key session issue – Medicaid expansion. House District 100, held by a Democrat the last 10 years,

won by President Barack Obama and Sen. Tim Kaine in 2012 elections, gave Republican Robert Bloxom a big win. This election was of particular importance because the main issue throughout the campaign was the candidates opposing views on Medicaid expansion. The Democratic candidate, with huge dollar support from Democrat PACs, supported Medicaid expansion, raising the minimum wage, and Obamacare. Bloxom, adamantly against expansion, won by 20 percentage points, and brought House Republicans to 68 members, a historic high. The voters spoke loud and clear in this election — reject Medicaid expansion in Virginia. Voters do not support Gov. Terry McAuliffe and the Democratic Senate’s tactics of putting expansion language in the budget. This puts funding for all other core functions in jeopardy. Teachers, police officers, firefighters, and agencies statewide are counting on an on-time Virginia budget. While this week was full of budget meetings, I was able to host a Manchester student group visit to the General Assembly; meet with my former intern and staffer, Lindsay Fisher; and Chesterfield County Treasurer Richard Cordell. Ruth was born in Parma, N.Y., on July 18, 1928. She was preceded in death by her husband, Leon Poole; recently deceased grandson, Joel Stuhler; sister, Dorothy Priestley; brothers, John, Frances and Robert Hemmerick. She is survived by children, Michael (Marlene) Poole, Rose (Tim) Beauchemin, Linda Santillo, Stephen (Linda) Poole, Janet (Robert) Noel and Karen (Jay) McCloskey; several grandchildren, great-grandchildren, greatgreat-grandchildren; and nieces and nephews. The family of Ruth wishes to extend our sincere thanks to Colonial Heights Health Care and Rehabilitation Center and the Cremation Society of Virginia. A reception was held following the service at the home of Ruth’s loving niece, Donna (Robert) Storey. Memorial donations may be made in Ruth’s memory to the Alzheimer’s Association.

Chini will now advance to the regional semi-finals to be held March 15 in Frederick and Middletown, Md. At the semi-finals, Chini, representing Virginia, will be competing against other state champions from Maryland, Delaware, West Virginia, North Carolina and the District of Columbia. Alex Chini, the son of retired Sgt. lst Class Roy Chini Jr., is a student at Tussing Elementary School. Roy Chini Jr. says that since his son won at the local level of the competition, Tussing Elementary has graciously allowed the family inside the school early in the mornings to practice free throws. Richey set VHSL records in winning the 200-yard freestyle (1:50.12) and the 500yard freestyle (4:54.33) events during the Class 3A championships at Christiansburg Aquatic Center on Feb. 22. Her efforts led the Colonial Heights girls team to a fourth-place finish. “It felt pretty awesome. I came to that meet to win — and I did,” said Richey, a junior. “I’ve always liked being able to represent my school. I’m really happy to bring state championships back to Colonial Heights.” Richey won a state cham-
