IN THE COMMUNITY The Utility Division of Colonial Heights Department of Public Works will be testing and flushing fire hydrants throughout the city starting Aug. 18 and continuing through Oct. 22. The city will be divided into four sections. Testing and flushing will begin in the Southeast section, Aug. 18 through Sept. 2, east of Interstate 95, from Ellerslie/Yacht Basin, South to E. Roslyn Road. Next, testing and flushing will be conducted in the Northeast section, Sept. 3-18, east of I-95, from Ellerslie/ Yacht Basin, North to Swift Creek. Testing and flushing will continue in the Northwest section Sept.19 through Oct. 6, west of I-95, from North city limits, South, to Old Town Creek. Finally, testing and flushing will be done in the Southwest section Oct. 7-22, west of I-95 from Old Town Creek, South, to Archer Avenue. Dates are subject to change due to emergencies or adverse weather conditions. Residents may experience some discolored water between these times. If this should happen, first run the cold water in your bathtub for about 15 to 20 minutes. If your problem does not clear up within this time period, contact the Utilities Division at 804-520-9393 between 7:30 a.m. and 3:30 p.m. Monday through Friday. After hours or weekends, call the Police Department at 804-520-9300 and they will dispatch Utility personnel to your home or business.

Back to School festival & movie The city of Colonial Heights will host its Back to School Festival from 5-7 p.m. Tuesday, Aug. 19, at the Soccer Complex, 1000 Yacht Basin Drive. This event is for Colonial Heights residents only. Families and children can enjoy games to earn tickets and redeem of school supplies. Following the festival, families are invited to stay and enjoy a free “Movie in the Park” on an outdoor 26-foot screen. The movie begins at 8 p.m. There is no cost to attend either the festival or movie.

-Ann Hoopsick, government watchdog Colonial Heights resident Ann Hoopsick and her husband Dave Hoopsick rarely miss a Colonial Heights City Council or Planning Commission meeting. Ann Hoopsick makes it a point to stay well informed on issues in the city and to let city officials know when she feels improvements should be made. Ann Hoopsick has written “letters to the editor” on topics ranging from homeschooling to the role of government in the lives of citizens. As a Dupuy Avenue resident, she strives to be knowledgeable about the city’s long-term project of widening the road.

Why are you so involved in local government?

I’ve learned to be informed and there is a lot to be informed about. We started coming [to meetings] about two-and-a-half years ago because we live on Dupuy Avenue and we started getting notices about the project. We started to realize that there is a lot going on and people need to be involved. Council needs a bigger point of view than just their own. They are just seven people.

Petersburg’s becoming a vibrant arts community P

etersburg is making a renewed push to promote the arts in the city. The effort to cement the city’s status as a vibrant arts community comes on several fronts. The art effort involves the renovation of the Ward Center for Contemporary Art, three major festivals and an expansion of Friday for the Arts! Over the last two months, the city has added performance art and expanded the locations and ease of access for Friday for the Arts! For 10 years, the monthly event has showcased the visual arts in the city’s downtown galleries, but now city officials want the evening to be just as alive — Brian Little, Petersburg’s with sound as director of Cultural Affairs it is with color, line and form. The city has booked street performers to do just that. The goal is to make Friday for the Arts! into a street festival influenced affair. The new Petersburg Public Library is also being used to showcase the visual and performing arts with live jazz scheduled throughout the summer. With the library included in the event, the city is using a historic trolley to cut down on the walking for the evening. The trolley shuttles riders for free from the library to prime stops for the event downtown and runs from 6 to 9:30 p.m. The city will also have a new place to experience the arts, even when it’s not Friday for the Arts! The Ward Center for Contemporary Art is scheduled to open in three months following renovations to the Butterworth’s Building at 132 N. Sycamore St. Private investor Isaac Ward purchased and rehabbed the space that will feature a 7,000-square-foot exhibition hall, 56 artist studios and several galleries. Petersburg has also brought the arts together with food, vendors and the sun, during two inaugural festivals. The River Street Festival kicked off in June and was organized by the Southside Virginia Council of the Arts and brought concerts, wine tasting, food and talent shows, to Petersburg’s streets. A Juneteenth festival on Pocahontas Island was inaugurated as a remembrance of African-American history that featured story telling, dance and music influenced by the African diaspora. In the near future, the city has yet another art form and event to look forward to. The Legacy Media Institute International Film Festival, formed from a partnership with the city and Tim and Daphne Maxwell Reid of New Millennium Studios, will be coming to Petersburg the weekend of Oct. 17-19. The festival could feature as many as 50 films. Brian Little, Petersburg’s director of Cultural Affairs, said that promoting the arts would impact economic development in the city. “It attracts people to localities and creates destinations for tourism, arts and culture, as well as leisure activities,” he said. It makes sense to promote the arts in Petersburg. Strengthening Petesburg’s position as a vibrant arts community not only improves the quality of life for area residents, it will help with the region’s long-term economic development.

Your first job and American employment To the Editor:

Remember with me back to the first day of your very first job. Perhaps you remember the excited and nervous pit that sat heavy in your stomach as you put on your most confident smile and walked inside. Or maybe you remember taking care to iron your uniform to neat perfection. Or maybe you remember realizing, after making your third pot of office coffee for the day, just how entry-level your position was. No matter what you remember about that first day of your first job, I’m sure you remember it clearly. It’s a part of who you are – it’s a part of your story. Work is a fundamental part of human character. For many Americans, a job is more than a means to a paycheck. A job is hope for a future that is better than today. It’s dignity. It’s an opportunity to better one’s life and the life of a family. So when we hear talk of jobs reports and see the rising and falling jobs numbers, it’s really more than just national data. Each statistic and each number represents a fundamental part of that person – their dignity and life’s dreams. When employment is high, families thrive, businesses grow, organizations invest in our communities, and our nation experiences prosperity. Right now in America, the overall employment outlook is a mixed bag of ups and downs. The bottom line? Job creation isn’t moving at the pace it should be in our nation, and there are real concerns about the long-term health of our nation’s economy. When it comes to jobs, I live by the following principle: government should be an enabler rather than a barrier to economic growth. This means Washington needs to get out of the way and allow businesses the freedom to work, earn, and achieve so they can create jobs. Truthfully, we hear a lot of talk coming out of Washington to that point. At the end of the day, however, it doesn’t matter if the jobs plan is a roadmap or a blueprint, or whether it has a snazzy headline or a #jobs hashtag. What matters is whether Americans see the differences in their communities, right down to the next door neighbor finding employment after a year-long search, or a niece securing a job before graduation, or a spouse receiving a much-deserved and long-overdue promotion or raise. When will we know the jobs outlook is improving in our nation? When Americans can see it in their own stories. As we work towards that goal, leaders in Washington need to do everything we can to pave the way for economic growth and job creation. The opportunities come up regularly, and the solutions are often very practical. We just need to grab hold of them and start enabling growth. I have published on my website policies that I champion to revive the American economy and bring more jobs to Americans – policies like repealing unnecessary and burdensome regulations to get government off the backs of businesses, overhauling our tax system to one that is simple and fair, and reinvigorating American manufacturing, to name a few. For example, one of the tangible ways we can achieve economic growth and help create jobs in the Commonwealth of Virginia right now is by addressing misguided regulatory barriers that are blocking economic development initiatives. In a catch-22 of sorts, economic development sites have been held up for years because the developers of the sites have been unable to find a company willing to

commit to a site until it is closer to completion. Yet, the Army Corps of Engineers (ACOE) won’t grant permits when the developer doesn’t have a company committed to the site. This type of red tape is unfair and it unnecessarily stifles economic growth. I’ve cosponsored the Commonsense Permitting for Job Creation Act, which would prevent the ACOE from holding up permits just because a developer lacks a committed company. This bipartisan and bicameral legislation will help draw employers and jobs – some to areas that have sustained economic development difficulties for a long period of time. Another way the government can act as an enabler to growth is to serve as a catalyst between job seekers and employers. In the coming weeks, I’m hosting job fairs in Virginia’s Fourth District to provide information on available employment with area businesses. These fairs are free and open to all constituents who are interested in learning about jobs in the area. In addition to meeting with area businesses, attendees will have the opportunity to meet with experts on resume writing, interviewing, and job searching. The fairs will be held in Chesapeake on July 28 and in Chesterfield on August 8. More information can be found on my website www.forbes. house.gov. When America is working, we are prosperous in more ways than one. Let’s work on moving the jobs numbers up – not for national statistics, but for individual purposes. Where is American leadership amidst crisis? To the Editor: Here are some events that need immediate government action from the top: Currently, there has been ongoing conflict between Russia and the Ukraine; A passenger airliner with 298 innocent people aboard was shot down over the Ukraine by a Russian missile; Israel has an all-out blitz aimed at Gaza/Hamas; Iran is continuing their nuclear “program;” A Caliphate is being established in Iraq by ISIS; our military is being cut back to World War I level; and our Southern borders are being barraged by a governmentsanctioned invasion of our country by immigrants. These are all American and world threatening events, and where is President Obama? Answer: At Democratic fund-raisers, on the golf course, or on vacation at Martha’s Vineyard. Is being AWOL when important deci-

sions and actions must be taken, his meaning of leadership? However, he has been sending Secretary of State John Kerry out to investigate these matters. During his campaign — -which is the only thing that he is good at — he promised a “restructuring of America,” which, over the last six years, translates to the “Destruction of America,” and he is succeeding well at that. As a result, World War III could be imminent, if no positive and decisive action is taken by a REAL Leader of our country. America does not need a “figure head” for a president. We need one who leads from the front, not from behind. America cannot survive another two years of this imitation President. He should be immediately impeached for dereliction of duty and failure to live up to his oath of office. Congress needs to put all political differences aside and start the Articles of Impeachment moving now! President Nixon was about to be impeached for far fewer reasons, and no one was murdered at Watergate. Urge your respective Congressmen and Senators to get this moving immediately. They live as in Sodom and Gomorrah, their minds perverse and blown. I will claim their souls anytime now. You shouldn’t have left them alone. I am glad you worked long hours, and I am glad you were busy a lot. It would have been harder to sway them if you hadn’t been too busy to stop. At your schools I have been at work, making sex an acceptable game. You slept while I fought to keep prayer out, to add to your neglectful shame. You don’ t seem to notice the witchcrañ that I broadcast on your T.V. — it’s just innocent programming. Twitch your nose as they follow me. Add a couple of violent sitcoms; It’s funny to see heads getting blown in two. Now your little Tommy has his own gun and there is nothing you can do! The children are mine and you cannot reach them; their hearts are very cold, hard and black. I have showed them how to party with pot, cocaine and crack. You have been a tremendous help though, I could not have done it alone. If you had not forsaken your prayer life and the reading of God’s Word, these seeds I would not had sown. 57th annual BIB tournament in full swing

T

he Colonial Heights Optimist Club is hosting the 57th annual Boys Invitational Baseball tournament at Shepherd Stadium. Many of the same teams return year after year. It’s a tradition. “It’s the place to play; we try to make it like a Major League-type of atmosphere when we announce all of the players’ names and so that the players can hear their names on the radio,” said David Wells, Optimist Club chairman . “I think that’s a pretty cool thing. I think that the parents get a kick out of the way we treat their kids and I think that’s why they keep coming back.” Where else can a family come to a ballpark where the admission’s fee is $2 per person, and get affordable food prices while enjoying their

son or grandson plays baseball? “You won’t find a better tournament to play in this area I don’t think. There is that sense of pride knowing that you played in the BIB tournament and now your son gets to play in the BIB,” Wells said. “I think that’s why a lot of our regular teams keep coming back, they want to keep that tradition going.” When the BIB first started in 1957, there were only 12 teams that participated but now that number has grown to 16 teams. Those 16 teams encompass a wide range of towns that trace the Tri-Cities as well as in the Tidewater area of Southampton/Sussex and as far as Williamsburg and Newport News. Wells likes that there are also multiple teams from the same area including Prince

Charles Watson’s childhood goal was to be an artist

harles Watson discovered an interest in art when, as a child, he drew a picture and colored it. From that time on, his goal in life was to be an artist. He has not received any awards for his work because he just recently started to show his creations. His artwork has been shown at the Miles Carpenter Museum in Waverly. When people see his work, Watson hopes they will see the great gift of the talent that God has given him. “I want people to feel, through God, anything is possible,” he said. Deborah Howser Burgess, 60, of Colonial Heights, passed away on Tuesday, July 29, 2014, at St. Mary’s Hospital. Deb was a loving and compassionate mother, daughter, sister and friend. for three years and was a member of Theta Chi Fraternity before enrolling in pharmacy school at the Medical College of Virginia. Jim graduated from MCV in 1958. After graduating from pharmacy school, Jim served in the Virginia Army National Guard. Jim began his pharmacy career working in his father’s drugstore before opening his own Rexall drugstore in Petersburg. Jim eventually sold his store and went to work for Peoples Drug which later became CVS. For many years with Peoples and CVS in Colonial Heights, he was the store manager and pharmacist in charge. Employees, co-workers, and customers, always spoke highly of Mr. Magee. After his retirement from full-time practice, Jim worked part-time for CVS, various independent pharmacies, and Walnut Hill Pharmacy which was owned at the time by his cousin Tommy Lee. Jim was an avid pool player who competed in and won several local and regional tournaments. He was very proud of the trophies he won. Jim enjoyed happy hour at various locations in The Fan and Shockoe Slip/Bottom. He also enjoyed tending to the yard at his Swift Creek waterfront home and vacationing in Virginia Beach. In the early morning of July 30, 2014, Lawrence Wayne Procise, 70, of Colonial Heights, passed away. He was born in Petersburg on Sept. 4, 1943, to Virginia Wilson Procise and the late Lawrence Lewis Procise. He was preceded in death by his brother, Donald Lewis Procise; his nephew, Todd Wade Campbell; his grandson, Blake Lane Jordan; and his faithful pets, Jake and Max. He was a man of many roles. He was an electrician at Honeywell for 20 years, a member of group IBEW 666, the Reliability Engineering Group, the Hopewell Moose Lodge and the Petersburg Eagles. Among his many qualities, he was a fantastic cook and a devoted family man. He was also a man who could tell a good joke; it was his sense of humor that endeared him to so many people. He was a son, a brother, a husband, a father, a grandfather, a great-grandfather, an uncle; and ultimately, he was a good friend toward everyone he knew. Lawrence Wayne Procise was a good man, and he will be missed by all who knew him. He is survived by his wife of 52 years, Shirley Procise; his three children, Tammera Ducey and husband, Robert James Ducey Jr., Sherrie Procise, and Larry Donald Procise and wife, Jennifer Walker Procise; his six grandchildren, Adam Ducey and girlfriend, Shawna Creeger, Andrew Starnes, Alyssa Starnes and fiancé, Jarid Abraham, Samantha Kozak and husband, Mark,

We are and have always been friends of the youth in providing activities that support our youth,” Wells said. “We couldn’t do the BIB tournament without them.”

Lillian Wilson Ross, 87, of Colonial Heights, passed away on Friday, Aug. 1, 2014. She was the daughter of the late Lewis R. and Dorothy Mayes Wilson. She was preceded in death by her husband, Henry J. Ross and four brothers. Mrs. Ross was a 59-year, longtime and dedicated member of Highland United Methodist Church, and a former lens inspector with Coburn Optical. She is survived by: a son, Henry L. Ross and wife, Cathy of South Chesterfield; two daughters, Brenda R. Murray and husband, Patrick of Glen Allen and Dottie R. Conwell and husband, Billy of Colonial Heights; four grandchildren, Kelly R. Adams and husband, Justin of Chesterfield, Jonathan E. Ross of South Chesterfield, Meghan R. Conwell of Chesterfield and Meredith L. Conwell of Colonial Heights; three great-grandchildren, Peyton Ross of Chesterfield, Landon and Corey Adams of Chesterfield; and two brothers, Ernest Wilson and wife, Elsa of Colonial Heights & Albert Wilson and wife, Cora of Chesterfield. The family would like to thank the caregivers at the Dunlop House Assisted Living and Tyler’s Retreat at Ironbridge for their wonderful care and compassion afforded to Mrs. Ross. A funeral service was held at 2 p.m. Thursday, Aug. 7, 2014, at the Colonial Heights Chapel of the E. Alvin Small Funeral Homes & Crematory, 2033 Boulevard, with the Rev. William Rawlings officiating. Burial followed at Sunset Memorial Park, Chester. The family received friends from 7 to 8:30 p.m. Wednesday, Aug. 6, 2014, at the funeral home.
