LILY PAD MISSING
Recently, a $500 ‘Lily Pad’ went missing from my son’s dock on the Fenelon River just below the Falls. I purchased this ‘lily pad’ as a birthday gift for my five great-grandchildren in order for them to have a safer, fun place to swim and play in the water. Later, my son located it further downstream at a private dock. (He had markings on it that indicated his ownership.) When confronted with the knowledge it belonged to us, the lady said ‘she had purchased it herself’. At that point, a small boy standing beside her piped up and stated, “We didn’t steal it”! Clearly you did! I believe this to be a very poor way of teaching children honesty and respect for others’ property! And a hugely poor example for my grandchildren and great-grandchildren, while being deprived of their fun this summer. There is probably nothing anyone can do about this now, but if this lily pad could mysteriously be returned to our dock next summer, we would ignore this theft, no questions asked, and the issue would be forgotten! Proposed Capital Tax Increase By Pat Warren
City of Kawartha Lakes residents are facing a 3.5 percent capital tax increase in 2018. After starting with a capital tax increase of 4.5 percent in initial budget discussions, staff presented the proposed 2018 Tax-Supported Capital Budget, coming in at just over $35.6 million, at a recent Special Council meeting. Several factors resulted in this saving for taxpayers: a lower-than-anticipated OPP budget; the 100 percent funding of Ontario Works thanks to the province; and lower hydro costs for social housing. Prior to deliberations, the City reported that they have more than $3.2 billion in assets. These include $2.3 billion in infrastructure, road, and bridges; $305 million in facilities; $413 million in natural resources; and $103 million in equipment. This figure does not include social housing. These amounts show that the City is unique and infrastructure-intense due to the size of the municipality. Staff presented a roadmap on how the City can achieve and maintain long-term financial sustainability. To tackle the challenges, the City debentured $25 million over 10 years. Also, there will be $9 million more spent on capital in 2018 than 2017 and more money put into reserves, helping to close the gap in infrastructure needs going forward. Some of the highlights for 2018: over $20 million in roads and bridges including a multi-year gravel

Bobcaygeon and Lindsay. The project would have saved about $65,000 a year but the cost was estimated to be $1.4 million over two years. They argued the payback was too long and that technology would have changed in the meantime. Every year Councillor Stephen Strangway asks staff about the financial sustainability of the 21 water plants and 6 wastewater plants and is told that the systems are not sustainable. However, according to staff, the systems will become sustainable in 2018. Due to a multi-year grant from the federal and provincial governments and other cost saving measures, water and wastewater systems will no longer show an infrastructure deficit. Mayor Andy Letham commented, “I’m thrilled that we’ve turned the corner on our water and wastewater
budget. We are now spending what we need to maintain and upgrade our systems, and with the support from other levels of government, we can look forward to lower user rate increases. Going into the operating budget, we’ve already reduced our projected user rate increase for 2018 from 4 percent to 3 percent and we’ll finalize the numbers next month.” Council will deliberate the 2018 Operating Budget (including the Tax-Supported Operating Budget and the Water and Wastewater Operating Budget) on December 13 at 9am in Council Chambers, and on December 14 at 9am if required. Bass Lake residents living near the public beach and lake access point are ‘dropping the gloves’ because they’re fighting mad. They say that in the past two years, ‘weekend warriors’ on off-road vehicles like ATVs and dirt bikes have overwhelmed the neighbourhood with bad behaviour. At the November 7 meeting of Trent Lakes Council, Bass Lake resident Heather Iviney offered Council a long list of concerns: • Excessive speed and noise from motorized off-road vehicles • Driving vehicles into Bass Lake and getting stuck (bogging) • Stealing from nearby properties to find supplies or coming, in distress, looking for assistance from residents to rescue vehicles • Washing off-road vehicles in the lake with soap or ‘bogging’ • Running vehicles on property shorelines and confronting residents in violent situations when they

BAD NEWS/GOOD NEWS The Measure of a Hero
Everybody needs a hero. Especially in this day and age when there’s threat of nuclear war, chemical war, mass shootings and catastrophic weather and more. But what is the real measure of a hero? Are we looking in the wrong place? The news headlines and social media might tell the story. On November 6, a police officer was shot and killed in the line of duty in Abbotsford, British Columbia. Constable John Davidson died in an exchange of gunfire with a suspect who had allegedly stolen a vehicle. Chief Bob Rich of the Abbotsford Police Department said officers were called about a possible stolen vehicle in the parking lot of a shopping complex at 11:30am. The caller blocked in the suspect’s vehicle while waiting for police to arrive but the suspect began shooting. Rich told the media that the Abbotsford police service trains officers that when somebody is putting people’s lives in danger and there’s an active shooter they no longer wait for cover, the first officer goes in. John Davidson was the first person in. He didn’t come out. “He died protecting you and me,” Rich said. The Abbotsford Police Department described Davidson as an “amazing colleague and friend” and “a dedicated police officer.” A hero! Davidson leaves behind his wife and three children. On November 7, baseball player Roy Halladay died in a plane crash off the coast of Florida. Halladay was a

By Pamela VanMeer, Kawartha411 pitcher for the Toronto Blue Jays for many years and won the prestigious Cy Young Award twice. By all accounts Halladay was one of the good guys. Friends and colleagues have described the 40-year-old as an all-round, all-star. “All-Star pitcher, All-Star person, AllStar father and family man,” Philadelphia Phillies chairman David Montgomery said at a news conference. News of Constable Davidson’s death came late Monday night. Halladay died on Tuesday. The lead story on a newscast at 5:30 was the death of Halladay. The death of Officer Davidson was almost 10 minutes into the news. Constable Davidson gave his life to save others. His death, in my opinion should have led the news. The good news is, if we take a closer look, we might have more heroes than we think. The definition of a hero is a person noted for courageous acts or nobility of character. Constable Davidson definitely fit into that category with his courageous acts. But Halladay did as well, just in a different way. He worked with the Make A Wish Foundation to help sick kids forget their circumstances for a while. Nobility of character. After taking some time to examine the issue, I think both are heroes in their own right. It’s Easy Being Green Big Green Goodbye

“You are the sum of the five people you spend the most time with?” Well, I have been at home for over five years, spending 90 percent of my time with my two kids under five. Because of this, I’m starting to get a little tantrum-ee, and sometimes I feel like throwing my food. Needless to say, I’m ready to get out of the house and get back to work. I’m ready to put my energy and passion into a career and in order to do so; sadly I must give up some of my volunteer obligations -- one being this column. I have enjoyed being an advocate for our precious natural environment in Kawartha Lakes and beyond through this column. Thank you for your ear, your complimentary letters, and every person who has approached me to tell me that they started to ... (insert small eco-friendly action that has big impact on our environment). I’ve even enjoyed peoples’ comments that I had “made their lives harder because their partner now makes them do ‘xyz’ because that’s ‘what Julia said.’” It has made it worth every last letter typed for this column. I will most definitely still be working on initiatives for our environment in our community
and I hope you will join me. Have no doubt that every decision you make in favour of the earth has a big impact and a ripple effect, and I appreciate every green action you take! LOCAL FOOD BANKS ASSISTING MANY IN CITY

It is hard to believe that in one of the wealthiest nations in the world people are going hungry on a daily basis. According to Global News, in 2014, almost 14 million visits were made to food banks across Canada. In that same year, almost a million individual Canadians reported having to utilize food banks on a monthly basis. And of that million, almost 400,000 were children under the age of 18. In the City of Kawartha Lakes, we are fortunate that a small army of dedicated volunteers has taken it upon themselves to ensure that local food banks are stocked and open for those in need. Kawartha Lakes Food Source, located in Lindsay, is a 4,000-square foot food distribution centre that stocks goods for its nine member food banks and assists, as it can, the many other charitably run food banks right across the City. KLFS also supports 21 different elementary and secondary schools in running their vitally important breakfast programs. The Food Source, through its member agencies, also supplies its clients with pet food, personal care items, baby food and diapers, household cleaning products and toilet paper. The food banks partnered with the KLFS feed over 1,000 people a month, and that number swells to more than 5,000 a month when children fed through school

breakfast programs are included. While affiliated with the Food Source, some smaller food banks also stock their shelves through the generosity of the local community. Cash donations, grants, fundraisers, food drives and church contributions help keep the doors open and the food distributed. Food bank clients are very often stereotyped, and not in a good way. You may be surprised to learn that the bulk of food bank clients are middle-aged couples or seniors who, after paying for rent, utilities, and transportation do not have enough money left over to put food on the table. In our area, demand falls in the summer when work is more plentiful, but spikes in the winter months after the tourists go home. The upcoming Christmas season puts a real strain on the local food banks as they try to provide something special for all of their clients. The KLFS is looking for the community’s assistance over the next two to four weeks to make this Christmas season a happy one for all their clients. Donations of food, money and in the case of Bobcaygeon Helps, children’s toys, would be much appreciated. In this holiday season, let us not forget those in need. Please support your local food banks. Give, and give generously. It will be a gift much appreciated.

Like Santa’s elves, the volunteers at the Bobcaygeon Helps Food Bank are busier than ever at this time of year. They’re getting ready for their Christmas Program, when they will share the spirit of the season with those in our community who require support. On a regular basis, the Food Bank helps about 130 households meet their basic caloric and nutritional needs. These include 215 adults and 125 children. Through the generous support of the community, everyone will be able to enjoy a Christmas dinner and

children under the age of 16 will find toys under the tree and treats in their stocking. Boxes for toy donations are already in place in many businesses in the Village. Financial donations are used to buy gift cards for food given to each family to allow them to plan their own Christmas dinner menu. On December 13, it all comes together. The cards are distributed and parents are invited to the “Santa Shop” to choose that special gift. It’s an emotional day filled with joy and gratitude. If you would like to donate a toy for a child, please drop it off, unwrapped, in a donation box. You can also send a financial donation by mail to Bobcaygeon Helps, Box 133, Bobcaygeon; use PayPal on the organization’s website; or drop by the Food Bank at Christ Anglican Church on the corner of Park and Sherwood on Wednesdays between 9:30 and 11am. Charitable Tax Receipts will be issued for donations of $10 or more. It doesn’t take much to spread a little cheer to make someone else’s Christmas special. goes to support the important work of the Scugog Library. • The second event of the Christmas season is also November 17, and is sponsored by the Port Perry BIA. There will be a tree lighting ceremony in downtown Port Perry, and Santa’s hut will arrive outside the Post Office. Bring your letter to Santa here for express delivery to the North Pole. Gather at Palmer Park for a candlelight walk, concert and the tree lightings. The tree lighting ceremony will begin at Water Street. Then, a Christmas carol procession will work its way up along historic Queen Street to Perry Street for the lighting of another tree at the Township Office. • On November 30, Santa arrives at his Queen Street headquarters in front of the Post Office to meet children of all ages. Santa will be available, until Christmas, on Thursday and Friday afternoons from 3 until 5, and Saturdays from 10 until 12, and 1 until 3. • On Saturday, December 2 at 5pm, the Scugog Chamber of Commerce sponsors the always magical Santa Claus Parade. This year’s theme will honour Canada’s sesquicentennial. The parade will start at the Fair Grounds on Reach Street, go south on Simcoe, east on Queen and along Water Street. • Also on December 2, complimentary horse drawn carriage rides through the downtown begin, and are available Saturdays from noon until 4 and Sundays from 1 to 4 through to December 24. • From December 3 to January 4, the Public Library will host the Baskerville Gingerbread Village. Santa’s Coming To Lindsay The special magic that is Christmas returns to the heart of the Kawartha Lakes on Sunday, November 19 with Lindsay’s 62nd annual Santa Claus parade. The parade, which showcases more than 50 registered floats and bands kicks off at 2pm at the Recreation Complex on Adelaide Street South. It will travel north on Adelaide to Kent Street, then east on Kent Street to Lindsay Street. The 2017 Lindsay Santa Claus Parade is honoured to be chosen as a recipient of the Canada 150th Celebration Grant through the City of Kawartha Lakes Community Partnership and Development Fund Program”. This funding has allowed them to bring an exciting new addition to the parade -- the MaracaTALL Stilt Drumming Troupe. Maracatall is a high-energy, high impact, multi-arts, stilt-walking drum core that can be seen and heard over 100 metres away. The parade will also include the Shriner’s MiniFire Trucks, an airplane from the Kawartha Lakes Municipal Airport, and all bands that participated last year. As always, Santa Claus closes out the parade. Don’t forget to bring along non-perishable food

The Bobcaygeon Kinette Club just held their November meeting at the Lion’s Hall. The Deputy Governor for our Zone was visiting the club that evening bringing us lots of news. The Kinettes are very busy at this time of the year preparing for their Christmas events. Don’t forget the Kinette Friendship Dinner on December 5 at the Legion. Time for dinner is 6pm. This dinner is for all ladies living alone in Bobcaygeon. The Kinettes prepare a full turkey dinner with all the trimmings. The ladies are entertained and Mr. and Mrs. Santa arrive bringing gifts. December 9 will see the Kinettes cooking up breakfast for their Breakfast with Santa at the Lion’s Hall. Children can have their picture taken with Santa if they wish to do so. Time is 8:30am. Cost is $4. Don’t forget to bring a donation of food or toys. December 9 is also the Kinette Santa Claus Parade. The theme is Canada’s 150th. The parade will start at 5pm from Kawartha Dairy. A few weeks ago, we reported about a group of women in Lindsay, the 100 Women Who Care, and one of their fundraising events. Not to be outdone, John Richardson sent in this item. An information session will be held for the new 100 Men Kawartha Lakes at 7pm on Tuesday, November
28 at Boston Pizza in Lindsay. The organization will officially start in March of 2018. 100 Men Who care is a non-profit organization that will meet four times a year. They’ll hear three 15-minute talks from local charities. The members will vote on which charity to support and each member will write a cheque for $100 to the charity with the most votes at the meeting. I enjoy meeting young people who are doing cool things. When Olivia Phillips came in to see me, I was struck by her poise and enthusiasm. Olivia has used her passion and obvious talent for art to illustrate the latest children’s book by author Janet Stobie. Elizabeth Gets Her Wings is the story of a young angel who earns her wings in a unique way. Janet’s words, with Olivia’s watercolour-inspired illustrations, is a delightful Christmas story. Olivia has a stall at the Bobcaygeon Farmers’ Market during the summer season, selling her artwork. She’ll be at several area craft shows with her art and copies of the book for sale, just in time for the holidays. From 10am to 2pm on Saturday, November 18 you can find her at the Dunsford Community Centre’s craft sale; on December 2 at the Lindsay Armouries. The book is also available through amazon.com. Olivia graduated from Guelph University with a Psychology major, but is now delighted to share her love of art with children through this book.

It will be another “night to remember” when the third annual Handbags for Hospice Charity Auction takes place early in the new year. The fundraising event in support of the Community Care Health & Care Network’s Hospice Services takes place Friday, January 26, 2018 in the ballroom at the Admiral Inn in Lindsay. In just two years, Handbags for Hospice has become a signature event for the Community Care Foundation and Hospice Services. The event is organized by a committee of dedicated volunteers, including returning chairperson Robyn McNabb. Last year’s event raised more than $37,000 towards Hospice Grief Support Services. A portion of the funds – just over $9,000 - went to the Kids and Teens Grief Support programs, enabling hospice to respond to the unique challenges of grief at different ages. ANTIDEPRESSANTS MAY EXACERBATE TINNITUS
If you take antidepressant medication in the class of drugs known as “selective serotonin reuptake inhibitors” (SSRIs) and experience tinnitus (ringing in the ears), you should know that your medication might be making your tinnitus worse. Marg was born October 2, 1927 in Ottawa and has been an active member of the community through the Ladies’ Auxiliary, Kinettes, the Legion, organizing Canada Day, and numerous other charitable organizations since moving to Bobcaygeon in 1967.
