Over the past few weeks, I have received several emails and letters from people responding to the article that appeared in the November 1 issue of The Kawartha Promoter about the legalization of marijuana. A few of our readers who wrote in, expressing their opinions on the article. Unfortunately, they would either not allow us to print their name (as we do for any letter to the editor) or contained language that I would not print. Allow me to get a few things off my chest in response their reactions: 1. I do not “hate” marijuana. I believe, as I said in the article, that medical marijuana has many benefits to those who need it. But marijuana, like any form of medication or alcohol, can be misused and can, in some cases, lead to other social issues. Therein lies the danger. 2. The article was not intended to be “fear mongering”. I wrote the article to start conversations – it was not an in-depth investigative piece on the

I have never been shy about expressing my opinion about the role parents play in the lives of the next generation. I believe it is one of the most important jobs on the planet and one which should be taken seriously. Watch your kids, be a good role model, pay attention to where they are and what they’re doing. That’s my message regardless of whether it’s online, medications or whatever. I don’t know if it is the era in which I was raised, or the hard lessons we had to learn as kids from the other side of the tracks, but it seems today that almost any topic becomes a sensitive and divisive issue. I hold my position here at The Kawartha Promoter with the greatest respect and know that our readers trust in what we print. I apologize to those who were offended or “enraged” by the article in question.

GRANS UNITE

I am proud of my city and my riding! I am a member of GRAN (GRandmothers’ Advocacy Network). The support we have received locally is amazing! The theme and activities of the UNiTE Campaign in 2018 under the global banner Orange the World, mobilizes people to stand in solidarity with women’s human rights organizations and defenders who are working to end violence against women and girls. The City of Kawartha Lakes is one of the “government partners” for this initiative. For the third year, our City Hall in Lindsay will be lit up orange during 16 days of activism. You can see our Mayor, Andy Letham, proudly sporting an orange tie on the City website, along with an expression of support, until December 10. Our MP, Jamie Schmale, is supporting the campaign also and will be sporting an orange ribbon in Parliament for those 16 days. Sobey’s in Fenelon Falls has allowed GRAN to gather by the entrance/exit doors, proudly wearing orange on Saturday, December 1, giving out information about the campaign. It just makes us say “Orange we glad we live here in Fenelon Falls, in the City of Kawartha Lakes?” Dana Bachman, Fenelon Falls.

EXCITED AND CURIOUS

It looks like the landscape of Bobcaygeon is going to change again.This is exciting for all of us who enjoy a shake up every once in awhile. This summer, Kawartha Coffee Co. dressed up Bolton Street with its beautiful display of comfortable, relaxed patio seating, where people crowded to enjoy their coffee. Bobcaygeon 72 Bolton kept the town tapping their toes and our Trent-Severn guests flocked to the bustling sports bar. The opening of Studio 358 brought us exceptional choices in local art and taught us a little thing or two along the way. Of course, we can’t forget the delicious and exceptionally pretty new Bigley’s Sweet Treats Ice Cream Parlour.

Bobcaygeon’s main street is, in my opinion, the prettiest in the Kawartha Lakes. Not to mention how much pleasure residents and visitors get from just sauntering throughout the village I have noticed the possibility of new attractions hopefully coming in the near future. The Old School House has been sold and Good Pickin’s is moving. My grandfather went to the schoolhouse so I have a personal interest in its evolution. I only recently noticed the etched initials in the side of the building and am still trying to see if Grandpa marked his spot. Gilstorf & Gray just went up for sale. Of course, there’s the prolonged opening of what had been Lock 32 Pub, an institution since I was a kid, which is one of the few places to get a good solid meal throughout the winter. Not to mention the long anticipated opening of the Old Dog Brewery “Opening Soonish”! Although the “ish” has been edited there is still the persistent question of “What’s going on?” Also the Bobcaygeon Massage Therapy Clinic will be moving as the building has been sold. This leaves another space for something new. There are all kinds of possibilities and lots to wonder about. There are whispers of a New York style deli, perhaps a gourmet cheese store to help us with our wine pairings. Fingers crossed, we may even see something actually happen at the old post office (before the building falls down would be nice). Bobcaygeon has been a second home to me and my brothers and sisters, as Dad bought a piece of swamp on Nogies Creek back in the 60s. Over the years we have watched and listened to the town develop and grow. We’ve been extremely happy that this little gem has managed to maintain its small town appearance while inspiring large and small businesses to grow. We may look quaint but don’t be fooled. This is home to modern, forward thinking entrepreneurs as well as progressive, caring traditionalists. Who says you can’t do both? Informed and intelligent choices have obviously outweighed most of the possibilities for human misjudgment. Of course, there always has to be at least one misstep (Boyd Manor, for instance -- not sure how that ball got dropped) as we all have our momentary lapses in judgment. But on the whole “Bravo” to Bobcaygeonites! It is heartening to be able to enjoy the spectacle of a Canadian community that is vital, growing, changing but remaining true to itself and its originality, all the while continuing to go forward with politeness, concern and good old-fashioned Canadian niceness! BITTER SWEET FINAL COUNCIL MEETING

The 17-member CKL Council met for the last time on November 13 for more than four hours, and between the collective sadness expressed regarding the death of Gord Miller and the poignant going away speeches shared by defeated or retiring Councillors, the meeting took on a very somber tone at times. The meeting began with a moment of silence recognizing former Councillor Gord Miller’s passing. A vase of flowers decorated his regular spot, and those in attendance were encouraged to sign a Book

CITIZEN APPOINTMENTS TO THE BOBCAYGEON LEGACY C.H.E.S.T. FUND GRANT COMMITTEE ARE NOW OPEN.

The Committee makes recommendations concerning financial assistance through the Bobcaygeon Legacy C.H.E.S.T. Fund to non-profit, community based organizations and individuals that provide programs, projects, services, or activities that enhance the quality of life for Bobcaygeon residents in the areas of health, arts, culture, heritage, education and the environment. Applicant Eligibility: • an elector in the City of Kawartha Lakes residing within the boundaries of the Village of Bobcaygeon. • a Canadian citizen • 18 Years of Age or Older There are three possible positions for a 3 year term available. The meeting then began in earnest with an AGM report, budget requests, and deputations as the old Council met one final time in a “lame duck” session. Kawartha Lakes-Haliburton Housing Corporation AGM The Kawartha Lakes-Haliburton Housing Corporation is a joint venture between government and the private sector that provides affordable rental housing to many across the City of Kawartha Lakes and Haliburton. The demand for their units far outstrips availability. The KLHHC owns properties worth in excess of $130 million. Their properties include apartment blocks, townhouses and stacked row housing units. Currently, the KLHHC is liquidating 64 of their older units to provide the funding for new projects including Flynn Gardens, 5 Bond Street, and 68 Lindsay Street in Lindsay. Future planned projects include expansions of existing projects in Haliburton, Minden, and a new 30-unit housing project set for Fenelon Falls in 2020. The KLHHC already receives a $2.836 million subsidy from CKL council. For the 2019 operating year, there will not be an increase. Councillors O’Reilly and Strangway, who have spent the last eight years representing Council to the KLHHC, called the Corporation “a tremendous success story.” Kawartha Lakes Police Service Budget Request With 74 full- and part-time employees, the Police budget is one of the larger expenditures that the CKL Council must deal with. The Kawartha Lakes Police Service presented a 2019 budget request of $8.259 million, representing a 1.5 percent increase over 2018 operating costs. Lake Simcoe Region Conservation Budget Request The Lake Simcoe Region Conservation Authority, who received $41,604 from the City in 2018, presented a budget request to Council for $40,356 for the 2019 fiscal year. Councillor Strangway, who has spent six years as a Council liaison with the group, praised them as a “first class organization.”

Kawartha Conservation Authority Budget Request The Conservation Authority presented a reasonable guesstimate of what they feel they will need for 2019. Like their compatriots in Lake Simcoe Region, their final budget will not be compiled until December. The Authority hopes that they will be presenting a budget to Council that actually features a decrease to just over $50,000 for the 2019 fiscal year. Councillors Breadner and Dunn asked the Authority for a very specific line item breakdown of their needs when that document is finally compiled. Councillor Stauble asked about the phragmites eradication program the Authority was undertaking and the impact of this plant on local ecosystems. Councillor Martin wanted to know when work would be done on the Omemee Beach project and was pleased to hear that the phragmites plants, which are a dangerous invasive species, had been removed and that many tree seedlings had been planted to improve the look of the waterfront and overall water quality. Kawartha Lakes Library Board Budget Request The library system of 14 branches and 37 fulland part-time employees has seen branch visits up 7 percent this year. The new library in Omemee, which opened in 2017, has been a huge success. The Library Board has been hit hard by the elimination of a $30,000 provincial technology grant. For 2019, the Library Board has asked for a $53,349 increase in their budget, which amounts to a 2.2 percent increase over 2018. Councillors Breadner and Junkin wondered why the Library Board had not worked harder to find those savings internally, rather than simply coming to Council for more money. The

Bobcaygeon Beach Park Redevelopment Public Open House Attend the Public Open House for the Bobcaygeon Beach Park Redevelopment project on Thursday December 6 from 6pm to 8pm at the Bobcaygeon Service Centre (second floor meeting room). The purpose of this meeting is to share the revised concept design with the public. The initial conceptual design has been revised based on public feedback and comments received at the June 21, 2018 Public Open House and online survey. The revised design will be presented during the December Public Open House. The design continues to have a focus on water recreation and community use by incorporating outdoor gathering spaces, multi-use pathways, playground structures, riparian shoreline improvements and boat docking. Board said they had tried, but more savings could not be found. Lindsay Business Improvement Association Budget Request The BIA asked for a $13,500 increase in their budget for a number of items, including to help pay the wages of their Community Liaison Officer, who is responsible for enforcing the two-hour maximum downtown parking limit, among other duties. Last year, this person generated over $10,000 in revenue for the City in tickets for parking offences. Kawartha Lakes Municipal Airport Board Budget Request The Airport Board reported a projected decrease in their operating deficit funded by the City from $45,000 in 2018 to $34,000 in 2019. Increases in hangar rental income and profit from aviation gas sales have put the airport on a firmer financial footing. Capital projects for next year include runway improvements, which will hopefully be done by June of 2019. Councillors Stauble, Junkin and Elmslie’s questions of specific budgetary line items in the airport request were answered to their satisfaction, while Councillor Dunn congratulated the airport on all the improvements they have made over the last decade.

City of Kawartha Lakes Proposed Budget A proposed budget was tabled for the 2019 year featuring a 4 percent tax levy increase. The increase was fuelled by major projects that include improvements to Logie Street, Kent Street beautification, the Bobcaygeon Beach project, and the second year of significant road re-gravelling across the City. The City is looking at a $4.3 million shortfall in 2019, which explains the tax increase. There will also be a projected $40 annual increase for City water and sewer users. The budget is to be available online by November 30, and Council expects to deliberate on the numbers in January and February. Councillor Elmslie questioned whether the City’s projected assessment growth numbers were accurate, while Councillor Junkin wanted to know why there was a $600,000 increase to the waste management budget. Many in attendance were surprised to learn that recycling had gone from a money maker for the City to a program that now costs the City more than $100,000 to manage. Collapsing prices for recycled material were blamed. Deputation from the Liquidation Sales Task Force – Jim Garbutt After eight years of debate and discussion, a proposal to limit and regulate the number of transient business liquidation sales in the CKL was passed. Goodbyes and farewells........... Mayor Letham thanked the departing Councillors for their service to the City and wished them well on their future endeavours. Coboconk Santa Claus Parade

Join in the Christmas fun on Sunday, December 2 at 1:30pm in Coboconk for the annual Santa Claus Parade. The parade runs from the Civitan Club parking lot at the top of the hill at the south end of Coboconk, through the downtown along Hwy 35, and ending in the Legion parking lot on County Rd 48. Donations to the Food Bank are appreciated and will be collected along the parade route. Bobcaygeon Christmas SANTA’S ON HIS WAY TO BOBCAYGEON!

On Saturday, December 8 it’s the annual Kinette’s Santa Claus Parade that starts at 5pm, leaving from Kawartha Dairy. The floats, bands, clowns and elves will make their way down Prince Street to Main Street to Bolton Street, finishing on King Street. Bundle up and bring the family to welcome Santa to Bobcaygeon. From 8:30am to 11am on December 8, the Kinettes host the Santa Claus Breakfast at the Lions Hall on Main Street. Children up to age 12 eat free, adults pay $4 each. Pictures are taken with Santa at no charge. All are welcome.

CHRISTMAS IN KINMOUNT

Christmas officially comes to Kinmount with the lighting of the tree on December 6 and Christmas in the Village on December 8. The orchestra is coming to town! The Kawartha Lakes Singers are excited to be joined by the Northumberland Orchestra and Choir under the direction of John Kraus on Sunday, December 9 at Cambridge St. United Church in Lindsay at 2:30pm. The concert will also feature special guest soloists Jacob Abrahamse, Gillian Stecyk, Kyle Lehman, Stephanie Piercey Beames and Mary Taves. Included will be the Saint-Saens Christmas Oratorio, many Christmas favourites and a rousing audience sing-a-long. This year’s Kawartha Lakes Singers’ Christmas concert in Fenelon Falls will take place on Tuesday, December 4 at 7:30pm in the intimate setting of St. James Anglican Church. It will include “A Dylan Thomas Christmas” with narration, holiday favourites, sing-a-longs and a few surprises. Concert tickets are $20 and $5 for children under 12. On Saturday, December 8, Ken Reid Conservation Area will be host to a wonderful new festive-themed, community-focused, family event with a day filled with activities, fun, animals and a visit from Santa. Thanks to the overwhelming support of our entire community, Kawartha Conservation was successful in receiving a $10,000 award from the Aviva Community Fund to host the event. The free day-long event will run from 10am to 4:30pm and features a number of activities including horse drawn wagon rides, an interactive native wildlife display with hands-on education sessions throughout the day featuring a variety of native wildlife, wild bird

seed ornament making (the birdseed does contain nuts), kids Christmas craft activities from 11:30am to 1pm, as well adult Christmas crafting from 10:45am. There will also be a jingle bell interpretive nature hike along a portion of the Woodland Loop to the new accessible viewing platform overlooking the McLaren Marsh, and even Santa will be visiting Christmas at Ken Reid in the afternoon where parents and children can bring their cameras and have photos taken with the Jolly Old Elf. There was a huge sigh of relief throughout the area on November 16 when the Central East Local Health Integration Network (Central East LHIN) made the announcement that the Ross Memorial Hospital and Peterborough Regional Health Centre would not proceed with an integration plan. The Plan would have seen the two hospitals merge into one organization with two sites, a plan that had opponents rallying and protesting against the idea. At issue for many people was the possibillity of stripping some services at either facility in order to save money on operating costs. The two hospitals have been collaborating for years to enhance the quality of patient care and increase access to local services, and that’s how their relationship will continue. It was the proposal for complete integration that led the Ontario Health Coalition to jump in for a reality check. Natalie Mehra, executive director of OHC spoke at a forum in September, saying that “nothing good can come from the amalgamation. It’s really the death of the community hospital as we know it.” “Both hospitals approached the proposed integration optimistically and with our minds open to all possibilities and we received valuable feedback from system partners, staff and physicians, volunteers, patients, donors and the general public,” said Val Harris, RMH Board Chair. “Based on our comprehensive examination, we believe that now is not the time to integrate our two hospitals

FIRST FLU CASE CONFIRMED

Flu season is officially here, with the first labconfirmed case of influenza showing up in this region. According to the Haliburton, Kawartha, Pine Ridge District Health Unit, the first locally-acquired influenza case of the 2018/19 flu season has been confirmed in a person living in the Health Unit region (the City of Kawartha Lakes, Northumberland County and Haliburton County). The local finding is no surprise, say local health officials, given that influenza activity is increasing in many parts of Canada. “Typically, we see flu activity start to ramp up in mid- to late-November,” says Marianne Rock, Manager, Health Protection Division, with the HKPR District Health Unit. “Now that we know flu is circulating in our area, we encourage local residents to take precautions and protect themselves and their loved ones from becoming sick.” Getting the flu vaccine is highly recommended for anyone six months of age and older since it is one of the best ways to fight influenza, Rock adds. Locally, people can get flu vaccine from their health care providers or pharmacy. A full list of pharmacies offering flu shots in the area is available on the Health Unit’s website -- hkpr.on.ca. “Getting the flu vaccine early enough is important, as it can take a week or two for the antibodies to develop in the body to offer full protection against influenza,” Rock says. “With the holiday season on the horizon, getting the flu vaccine is also advised to stay healthy and reduce the spread of illness when getting together with family or friends.”

INDIGENOUS AUTHOR AT BOBCAYGEON LIBRARY

Many readers of The Kawartha Promoter fondly remember Doug William’s stories as told to Julie Kapyrka, ‘Minaajim - Good Stories From Curve Lake First Nation’. Gidigaa Migizi (Doug Williams) told stories about family, friends and the land with eloquence and humour. Our readers loved those stories published between June 2015 and January 2017. Gidigaa Migizi is still telling stories about the land, recently at the Pine Tree Lectures at Trent University and soon in Bobcaygeon at the Library on December 8 from 10am to noon. As well as bringing his wealth of stories to Bobcaygeon, Gidigga Migizi will also be selling his new book, “Michi Saagiig Nishnaaabeg: This Is Our Territory.” Published this summer,

Doug’s book is filled with history, creation stories, treaties and, of course, the stories of his revered uncles Madden and Makoons. Today, Gidigaa Migizi is recognized as a prominent leader. He is widely respected as an Elder, historian, ceremonial leader, language keeper and storyteller, past Chief and at times an activist. Doug has been very influential in the field of Indigenous Studies, holding the position as Director of Studies in the PhD program at Trent University for the past 10 years. When reading “Michi Saagiig Nishnaaabeg: This Is Our Territory,” the voice of Gidigaa Migizi can be heard clearly. Doug’s book of stories and histories is a must read for anyone who loves the land and learning about the people who have lived on it. The book is priced at $20. Everyone is invited by Truth and Reconciliation Community Bobcaygeon to meet Gidigaa Migizi on December 8.

intermission during the concert. You will be singing Christmas songs and carols along with us accompanied by a brass quintet and entertained by Kathryn Terry on that wonderful grand piano. Debbi Riseborough will also accompany us, occasionally, on the flute. Plans are in the works for our Annual Christmas party, which is always potluck. There will be a bare Christmas tree waiting for our annual trimming with decorations from members of the choir with their name and date of joining. It is one way of remembering past members at this time of year. This year we will be taking part in the Shoe Box project by filling decorated shoe boxes with items suitable for homeless women or those women at risk. We are saddened to tell you that a former member and dear friend, Mary James, passed away recently. She had a lovely voice and a wonderful sense of humour. She had been in hospital for a while. We will be hanging her decoration up on the tree. We send our condolences to her family. We will talk again after the concert and hope you join us on December 7 at 7pm at Trinity United Church. Tickets will be available at the door. Until then, try and keep warm and enjoy your shortbread cookies with some hot chocolate!

DO YOU WANT TO DANCE?

In 1971, a group of local musicians met in Bobcaygeon to plan for and create an old time square dance. One year later, their efforts paid off when, led by a group called the Kawartha Old Time Fiddlers, the Red Rock School began hosting a monthly dance. The dance eventually moved to the Seniors Centre in Fenelon Falls, where it ran until the Centre was destroyed by fire in 2007. Not to be deterred, the dance continued to survive until the new Senior’s Centre was built. Then it returned to its former home. In the spring of 2017 after 44 years in this area, the dance was about to be retired. It was given new life under the name The Fenelon Olde Tyme Dance and continues to meet at the Fenelon Falls Legion. The Dance is now on the second Saturday of the month from 1 to 4:30pm. It features a fiddle jam, square and round dancing, an open mic, complimentary snacks and prizes. Admission is $6. The next dance is on December 8. All are welcome.

MILESTONE IN FABRIC: With its first order of 60 hoodies, 76 North Street Inc. opened its screen printing and embroidery business in May of 2016. Less than a year later, the night shift team printed its 100,000th garment print. On November 15, 2018, another milestone was reached – the team printed garment number 400,000. “It was a humbling experience and so appropriate that our 400,000th t-shirt print was a Tragically Hip licensed print, which will be in retailers across Canada next week. Watching the counter on our automatic press turn from 399,999 to 400,000 and hear the cheering from our print team is something I will never forget,” says co-owner Mike Vaters. “We are honoured and grateful to all the schools, businesses and organizations in the Kawarthas for buying local from us. This enables Team 76 to give back to various projects in our community.”

SULTANS OF STRING

Folk music combines with the holiday season as the Sultans of String bring their Christmas show to the Academy Theatre on December 17 at 7pm. Sultans of String are fundraising partners with UNHCR, the United Nations Agency for Refugees in Canada. They are the world’s leading organization aiding and protecting people forced to flee their homes due to violence, conflict and persecution. One group in particular, called Gifts With Vision, provides so many different and meaningful opportunities for gift giving with a conscience. BEACH PARK PUBLIC OPEN HOUSE

Residents are invited to a Public Open House for the Bobcaygeon Beach Park Redevelopment project on Thursday, December 6 from 6pm to 8pm at the Bobcaygeon Service Centre (second floor meeting room). The purpose of this meeting is to share the revised concept design with the public. The design continues to have a focus on water recreation and community use by incorporating outdoor gathering spaces, multi-use pathways, playground structures, riparian shoreline improvements and boat docking. Landscape Planning Limited is leading the design project. A revised concept will be available to view under the Major Projects section on the City website by December 7.
