TRAFFIC IN FENELON
Will the problem ever be solved? Not as I read about it. Why would I say that? Most people who live there, or in the close area, just do not want a bridge in their front yard. or over their roof tops All these years of procrastination have made the situation harder to rectify, but an answer is right there in plain sight and has been proven for many years. The major problem was, and is, using traffic lights to control the traffic flows. As I see it, they hold up the flow. How many times have you sat there and for how long, watching a red light that takes forever to turn
green for you and there is no traffic going the other way and/or any other traffic at all? Ever notice that in the north east section of Fenelon Falls, we have a major intersection with NO traffic lights, just four stop signs? How many bridge crossers use that intersection to get somewhere else, each day? So do a major test and turn off the traffic lights -just cover then up for now. Next, install the stop signs. Add signs that state wait your turn, first come, first right of way. You must come to a full stop at the white line and a count of five. Cameras could be put up to catch the “tail jumpers.” A good fine would be $1,000 for those who just follow the car in front of them and never come to a count-of-five full stop. Give this idea at least a full month testing that includes a long weekend and more vehicles passing through Fenelon. We taxpayers just may save a few million in wasted tax dollars on a Dream Bridge! NO BIKE LANES PLANNED
I recently attended the information open house at City Hall for CKL residents regarding the upgrades that will take place on Colborne Street in Lindsay. I was impressed with the thoroughness of the staff and their ability and availability to answer all questions regarding this project. However, I was very disappointed to see that there are no bike lanes planned for the section on Colborne St. East from Angeline Street to William Street. There are several reasons why I feel that we should not miss this community opportunity to add bike lanes to this street. Bike lanes would link the city’s largest outdoor activity park (Wilson Fields) to our riverfront trails corridor. It would provide a continuous East/West corridor for non-motorized vehicles. In a lengthy and occasionally heated Committee of the Whole meeting on September 10, City of Kawartha Lakes Council dealt with a multitude of issues. By the time the smoke had cleared, the meeting had clocked in at a little over three and a half hours.
Request to purchase land
The deputant, Darolyn Jones, was informed in 2016 that the garage built on her property encroached on the neighbouring city-owned lot by 1.5 meters. Over the last three years, a number of solutions, short of moving the garage, have been discussed. Jones was at Council to offer them two propositions. She would either buy 1.5 meters of the

With the support of her Councillor, Tracy Richardson, Jones told the City that she would appreciate their consideration in this matter. After much discussion, Council decided to offer the entire lot in “private sale” to Ms. Jones at a fairly appraised market value. Councillor Dunn was the only opposing voice to the sale claiming, “It is a dangerous precedent for the City to sell the lot privately rather than have it go to public auction.” A majority of Council, including the Mayor, supported the “private sale” of the adjoining lot to Ms. Jones.

2019 Flood Update
Fire Chief Pankhurst shared a report on the record flooding suffered by parts of the City in April, 2019. Chief Pankhurst told Council that, “the water was higher, stayed longer and was the most flood water measured in municipal history.” This year’s flood season lasted three weeks longer than normal, and was exacerbated by almost 100mm of rain that caused the Burnt, Gull and Black River water basins to surge over their banks. Pankhurst said at the peak, emergency officials were filling 1,600 sandbags a day. Much to many people’s surprise, the flooding did not meet the minimum threshold for the area to be declared a provincial disaster area. The Chief said that these events are going to become the new normal, and that for 2020 the Emergency Services people are planning three significant changes. First, they are going to pre-fill and pre-position 3,000 filled sandbags available for immediate use in areas where flooding is a seasonal event. Second, officials are going to begin meeting in February to get a better jump on the weather. Last, the City is going to post signs warning potential property buyers of the potential for flooding before they buy property in that area. Pankhurst hopes that next season more residents simply secure their properties and move in with friends and family during the traditional flooding season, making it safer for both residents and the First Responders.
Affordable Housing Targets
Hope Lee, Manager of Human Services for the City, presented a plan update regarding the stock of available affordable housing in CKL and the County of Haliburton. Lee hoped that the City, partnering with the provincial and federal governments, could create, renovate or subsidize 2,000 new units in CKL and 750 units in Haliburton by 2029. A goal of 200 new units a year caused some consternation among Councillors and the Mayor, who feared that the number of new units was too ambitious.

Currently, the City and Haliburton County are finding funding and partners to create only 50 new units a year. Mayor Letham raised concerns that municipal development costs, connection fees and building permit fees waived for the construction of affordable housing would simply be applied by another Council to new builds, making them unnecessarily expensive. Councillor Dunn called the goals “unattainable” while Deputy Mayor Elmslie and Councillor O’Reilly argued that the targets were realistic. Lee said the City hired an expert in the area of affordable housing to help write the plan, and in their mind “the goals are achievable.” Elmslie was disappointed to hear that there had been little movement on the City re-writing the by-law that currently only allows “granny flats” or basement apartments in Lindsay. He believes that these secondary units will be a part of the affordable housing solution for both the City and County. Council approved the long-term housing plan, and now wait to see what funding is available from Queen’s Park and Ottawa.
HIGH WATER BILL ADJUSTMENT POLICY
City of Kawartha Lakes Council has recommended changes to the High Water Bill Adjustment Policy that will be forwarded to the September 24 Regular Council Meeting for adoption. In July, Council heard a presentation from Jennifer Stover, Director of Corporate Services about the High Bill Adjustment Policy. The original policy was adopted by Council in April 2017 and established the expectations of Council as it relates to high water bill inquiries. High Bill was defined as two times the normal consumption for the same period in the previous year. Property owners can appeal to the High Water Bill Adjustment and Mandatory Service Connection Appeals Committee which is governed by the By-Law 2018-039 A Bylaw to Regulate Water and Wastewater Services in the City of Kawartha Lakes. Recommended changes to the policy include the following: • That relief be provided for obvious or hidden leaks, resulting in high consumption that occurs from circumstances beyond the control of the property owner. Instances such as leaking plumbing fixtures, water softeners, water-powered sump pumps will no longer qualify. • Instances of unexplained sudden large increase in consumption will now be considered for

The Curve Lake First National Traditional Pow Wow will be held on September 21 and 22. This year, the theme is Celebration of Waabaabagaa Giizis (“Leaves Changing Colour Moon”). There is a Sunrise Ceremony at 6am both days, with the Grand Entry at 12pm. Each day ends at 5pm. The Pow Wow is a drug- and alcohol-free event. The dancing, traditional foods, songs and stories celebrate the culture and connection to spirit and ancestors. The Curve Lake Pow Wow is held at Lancewood Park, 70 Whetung St E. In Curve Lake. The Kawartha Lakes Singers (KLS) is a 25to 30-voice choir directed by Arlene Gray with accompanist Gael Morrison. It is a 4-part harmony choir: Soprano, Alto, Tenor and Bass. The choir sings a variety of music including folk, pop, musical theatre, classical, Celtic, etc. Members have ranged in age from 16 to 70+. The award-winning choir recently celebrated their 10th Anniversary and is currently looking for new members in all four voice parts. KLS rehearses on Tuesday evenings in Lindsay from September to April or May and performs three concerts each season in Lindsay. This year, the choir will be joining forces with the Northumberland Orchestra and Choir under the direction of John Kraus for December concerts in Lindsay and Cobourg. In March, the choir will present a fun 1970’s music-themed concert in both Lindsay and Fenelon Falls. Finally, in April, the choir will once again join forces with the Northumberland Orchestra and Choir to perform “The Armed Man Mass” (a Mass for Peace) by Welsh Composer Karl Jenkins, as well as some pieces by the Kawartha Lakes Singers. SWING BRIDGE REHAB

We heard from Parks Canada awhile ago about the rehabilitation project for the Bobcaygeon swing bridge. We have reached out to them to find out more details about the start date and whether pedestrians will still have access to get from one side of the bridge to the other. We are waiting for that information, but in the meantime, here’s what we know. This fall, the swing bridge will undergo rehabilitation of its steel structure and replacement of its steel deck grating with a new wooden deck. The full project is expected to be completed in spring 2020. In order to complete this replacement, Main Street will be closed at the swing bridge for the duration of the project, an estimated 5 to 6 months. When we receive more information, we will pass it along. In the meantime, keep your eyes on our website (www.thepromoter.ca) and Facebook page.

The Daddy Of ‘Em All Returns This year marks the 161st Annual Bobcaygeon Fall Fair. Although some things have changed since the first Fair, the community atmosphere and traditional agricultural feel of the event continues. The Fair runs Thursday, September 26, Friday, September 27 and Saturday, September 28. There’s something for everyone, so you’re going to want to make sure you come out. Here’s a taste of what to expect: On Thursday, gates open at noon. The Midway offers “Toonie Night” beginning at 4pm and the Exhibit Hall is open at the Curling Club from 5 to 7pm. New this year is the Pro Rider Freestyle MX Stunt Team at the Grandstand at 6pm, followed by the Demolition Derby at 7:30pm. Friday, you can start your day with the Hunter Horse Show at 9am and be sure to visit the Poultry Barn. Browse through the Handicraft and Hobby Competition t

Vendors in the Byron Martin Emporium in the Arena will be there beginning at 2pm and the Midway opens at 4pm. The Truck and Tractor Pull revs up in front of the Grandstands at 6pm. Music with North Country Express starts at 7pm in the Arena, followed by the Ambassador program at 8pm. On Saturday, the Fairgrounds and Midway are open at 9am. There are plenty of other activities on the agenda, including cattle and horse shows. At 1pm, it’s the Children’s Dog Show, where prizes will be awarded. The Parade kicks off at 11am at the Fountain on Main Street and will proceed down Bolton and King Streets to the Fairgrounds. New this year on Saturday is the Craft Beer Tasting in the Byron Martin Emporium from 12 noon to 5pm. Prizes are up for grabs at the Talent Show that starts at 2pm. Pre-registration will be accepted until Thursday, September 26 by noon. Further entries will be taken from 12:30 to 1:30 at the booth at the Band Shell. No lip syncing is allowed and each performer must have their own instrument and CD with music. A Spelling Bee for children will be held after the Talent Show. The Saturday night dance will feature The Quarter Line Reunion Band at 8:30pm. Tickets are $15 at the door. General admission is $10 each day with children 10 and under admitted free. You can pick up a Weekend Pass that includes Thursday, Friday and Saturday admission for only $25 each. Parking is available for $5 only on Thursday and Friday and Handicap parking $5 only on Saturday. There is a free shuttle service that runs to the Fairgrounds from Tommy Anderson Park. Getting involved in the Fair is good for those of all ages. Volunteers are always needed. If you’d like to help out, call the Fair Office 705-738-3445. Everyone’s music from way back when was collected. I think Bob almost needed a truck to transport it home. He did exchange some with Christmas music for us to go over before the first practice. By the way, if you didn’t send in all the music you have, please let Bob or Cathy Bennett have it. There is a great deal of sorting out to do! Thank you to the Retirement Suites on West Street for allowing us to spend Tuesday nights practicing in your facility. Vivian really loves to play your grand piano every time we meet. We hope that more of your residents will come down and join us and enjoy a singalong prior to rehearsal. They are all very welcome. Think about joining us for the Christmas concert, there is plenty of lovely music to sing! We meet every Tuesday night at 7pm. Resort supports RMH
The Riverwood Camping Resort is a caring community located on the shores of the Scugog River south of Lindsay. It’s been family owned and operated for more than 50 years with campers who return season after season. Together, the campers look out for each other — and for their community. Riverwood owners Penny Wagstaff and Sue Lockhart and employee Teresa Brasier recently presented a cheque for $3,520 to Erin Coons, RMH Foundation CEO, to support cancer services at the Ross Memorial Hospital. “The funds were raised through a silent auction on August 10th,” said Penny. “We had so many campers
who really got behind it. They’re happy to support the hospital and its cancer services that impact so many people.” “We’re thrilled to accept this gift from the folks at Riverwood Camping Resort,” said Erin Coons. “The campers may not live here full time, but they understand the importance of having a full service hospital nearby. Their generosity will enhance cancer services including diagnostic imaging, cancer screening and surgical procedures and give patients their best chance to beat cancer.”
United WAY CAMPAIGN BEGINS
The United Way for the City of Kawartha Lakes has kicked off its 2019/2020 campaign. 2019/2020 Campaign Chair Inspector Tim Tatchell, Detachment Commander for the City of Kawartha Lakes Detachment of the Ontario Provincial Police is pleased to join United Way as Chair for this campaign, “Since relocating to the Kawartha Lakes in 2007, I have experienced an extremely caring and engaged community.
