Municipal Bulletin Routine Watermain Flushing
The City of Kawartha Lakes wishes to inform residents that crews will be flushing watermains in the below systems starting September 12, 2018 daily from 8:00am to 5:00pm. Flushing will continue until November 23, 2018. The flushing of watermains is necessary to remove sediment that gradually deposit in the water pipes. There may be brief periods when your water becomes cloudy or discoloured. To clear your water lines, simply let your cold water tap run until the water flows clear. Please check your drinking, cooking and laundry water before using. There may also be temporary pressure fluctuations during flushing. Residential Clear Bag Drop off Weeks at City Landfills October 1 to 14
Residents are invited to drop off residential clear bag waste and leaf and yard waste for no cost at all City landfills during regular operating hours from October 1 to 14. All waste must be in clear bags and regular clear bag requirements will apply. As this is a limited trial service being offered at the landfills please be prepared for longer wait times than normal. Staff will be making efforts to move traffic as quickly as possible. Children learn their behaviours at home, from film and TV, social media and each other. The pack mentality comes into play often with bullying, but there’s usually an instigator or pack leader who drives the negativity. Others just join in because sometimes it’s better to be on the attack than the one being attacked. I feel sorry for those who are going through this. And it doesn’t matter if you’re in school, or the workplace, or at a sporting event ... bullying happens. We all need to stand up against it. We can start by giving kids positive role models and help them develop a healthy sense of self-worth. That goes for adults, too. We can’t change other people, but we hold our heads high and take the high road.
In recent days, I’ve heard from several of my friends that their children were being bullied, either at school or on the playground. If you could see me, I’m shaking my head and wondering what the heck is happening out there! POSTAL INTERRUPTION A POSSIBILITY
As we go to press, Canada Post and CUPW, the union representing 50,000 postal workers, are still at the bargaining table. Workers across the country recently voted in favour of strike action that could result in action
September 26, if no agreement has been reached. The two sides have been negotiating separate contracts for urban and rural employees since late last year without success. Margaret Davies’ passion for lawn bowling was evident in her enthusiasm for the game. She worked tirelessly promoting the Bobcaygeon Lawn Bowling Club in our community, and fulfilled many volunteer club duties with diligence and commitment. Margaret died in 2009, and The Margaret Davies Tournament is played annually in recognition of her dedication to the B.L.B.C. This year’s tournament was held Thursday, August 30 and the winners are Gary Kylie, skip, Elizabeth Hull, vice, and Marilyn McBain and Fran Hanrahan who shared the lead position. The presentation was made by Ray Hull who, along with wife Elizabeth, were sponsored to this country by Margaret Davies. Submitted by Don McBain.

PAYING UP IN CASE OF A STRIKE
The City of Kawartha Lakes is encouraging all property owners to register to receive property tax bills and water and/or sewer bills electronically to avoid delays in the event of a possible Canada Post labour disruption. Registering for e-billing is free and available by visiting www.epost.ca. Have your property tax or water/sewer bill handy as you will need information from your most recent bill to register. In the event of a Canada Post labour disruption later this month, water/sewer customers that would normally receive a bill in October may pick up their bill at their local municipal service centre starting Friday, October 5.

A travel insurance Policy Booklet is broken down into several sections and the terminology will vary from one carrier to another. To help you weave through a Policy Booklet, here is a general outline of the key sections: • Eligibility: You must be ‘eligible’ to purchase the insurance before you complete an application. • Definitions: This explains the terminology used within the application and policy wording; some key words being ‘Emergency, Stable, Treatment’. • Benefits: These differ from one plan to another. For example, if you are repatriated home your benefits may include air ambulance with one carrier and economy air fare with another. • Exclusions & General Exclusions: These two sections list a variety of scenarios under which benefits are not payable. Important exclusions to look for are ones regarding pre-existing conditions, geographic areas, and risky activities. • Extensions: This explains how to request an extension when travelling longer than anticipated. We’ve been talking all summer about how important art and culture is to the Kawarthas. Now it’s time for one of the area’s premier events – the Victoria County Studio Tour. Now that our director is back from his vacation, the Choristers are back to regular practices on Tuesday nights. We are delighted that we now have some new members. Why not come out and join them next Tuesday? We always make newcomers feel welcome and they find out what fun we have while making music and eating cookies at break time. The Retirement Suites not only provides a room for us to practice but they also make wonderful cookies and sometimes muffins. Our accompanist, Vivian just loves the grand piano she plays on. On September 21, we will be joining with The Reunion Choir in Fenelon Falls to perform a concert. It will be held at the Fenelon Falls United Church at 7pm. We are looking forward to joining them as a massed choir for one number. There will be complimentary
refreshments following this concert. We would like anyone to come out and support both choirs. It does sound early, but we are already beginning to take a peek at Christmas music. Bob has really gone to town, purchasing brand new musical numbers. We have been taking a look at some of them and there will be a big range of different songs. Until next time....enjoy some pre-fall weather, sing in the shower and hopefully we will see you in Fenelon Falls on the 21st.

The Kawartha Lakes Sport and Recreation Council is accepting nominations for the 4th Annual Volunteer of the Year awards. The KLSRC will continue with the tradition of celebrating the efforts of all volunteers at the recognition dinner scheduled for Wednesday, November 7. Sport and recreation providers and stakeholders will be invited to attend the event at the Lindsay Golf and Country Club. Once again this year the CKL community is also invited to submit nominations for the Volunteer Organization of the Year award. For the award, the KLSRC will consider organizations that demonstrate excellence in one or more of five core values: collaboration, communication, advocacy, inclusion, and physical literacy. founder, Paul Gregory and Street Soccer Toronto head coach, Bill Pagonis will be in attendance for a Q & A session. Street Soccer Canada began as an initiative by housing-advocate Paul Gregory to put together one team for the Homeless World Cup in 2004. It’s now a thriving network of over 20 soccer programs in a dozen cities across the country. Over those last 10 years, hundreds of marginalized individuals living in shelters or on the street have been given a chance to be part of a team. The cheese was sent to two prestigious competitions in July: The International Cheese Awards competition in Nantwich, UK and the American Cheese Society competition held this year in Pittsburgh, Pennsylvania. SUMMER ON THE ISLAND

It has been another busy summer on Big (Boyd/ Chiminis) Island, one that saw the community step up once again to help Kawartha Land Trust preserve and maintain our backyard treasure. An anonymous donation, specifically targeted toward dock installation, enabled KLT to replace the dock that was destroyed by fire 2 years ago. The new 6 x 28-foot floating dock and ramp, installed at the shore lunch spot on July 5 will allow easier access for those wishing to enjoy day use of the Island. The Bobcaygeon Communities in Bloom team and the CIB judges were among the first to use the newly installed dock, enjoying a lunch, educational visit and talk given by Warren Dunlop, Stewardship Chair for Big (Boyd/Chiminis) Island. The judges also viewed the newly installed plaque commemorating Bobcaygeon’s fishing families and the shoreline lunch location. This summer’s efforts also included ongoing trail maintenance, surveying for species at risk, shoreline restoration and cleanup, along with regular monitoring of the Island. The public also enjoyed paddling trips and ‘Forest Cruising’ educational tours hosted by KLT. Volunteers are needed to help manage the invasive Buckthorn shrub on the Island. A removal day is planned for October 27. Over 7,900 volunteer hours have been donated to the Island project to date. To find out more information, go to KawarthaLandTrust.org.

SUCCESS FOR THE TURTLES
Last year The Land Between charity and The Ontario Turtle Conservation Centre (home of the Turtle Trauma Centre) declared a state of emergency for Ontario’s turtles. This was because there were unprecedented numbers of turtles killed on roads and brought into the trauma centre for treatment. Turtle Walks were held across four towns this summer. The Walks raised more than $6,200 for tunnels and trauma care, supporting prevention (fencing and culverts that direct these vulnerable species under roads) and cure (trauma care at Canada’s only turtle

CELEBRATING 160 YEARS
The Bobcaygeon Agricultural Society is proud to present the Bobcaygeon Fall Fair from September 27 to 29 at the Bobcaygeon Fairgrounds. Their theme is Harvest the Memories & Celebrate 160 Years of Fall Fair Fun. They also have a new logo. The organization has teamed up with Bill Douglas of Douglas and Son to design the new fair logo, and it will be available for purchase on shirts and hats at the Farmers’ Market and the Fair. Thursday kicks it all off with the Toonie Night at the Midway beginning at 4pm. The Exhibit Hall in the Curling Club will be open from 5 to 7pm. Then the engines roar in the Grandstand for the Demolition
Derby beginning at 7:30pm. On Friday, you can enjoy the Hunter Horse Show at 8:30am. Gates open at 9am and the Exhibit Hall is also opens. The Midway opens at 4pm and at 6pm the Tractors and Truck Pull starts at the Grandstand. In the Byron Martin Emporium, Kelly Burrows entertains at 7pm, then the Ambassador Programs begin at 8pm. Saturday’s going to be busy from when the gates open at 9am until long after sundown. While the Exhibit Hall opens at 10am, the annual parade starts at 11am from Fountain Square and proceeds down Bolton Street into the Fairgrounds. Municipal election 2018
Heading into the municipal election on October 22, The Kawartha Promoter will provide profiles of all candidates in the City of Kawartha Lakes and Trent Lakes. Our political reporter, Kirk Winter, will conduct the interviews and write the profiles.
WARD 8 – City of Kawartha Lakes
Candidates: Wayne Hunt, Jack Morrison, Michelle Murphy-Ward, Tracy Richardson, David Watson and Heather Stauble Population Centers: Janetville, Pontypool and Bethany Tracy Richardson is a former media manager, and the co-owner of Pineneedle Farms in Pontypool. Richardson believes that the three greatest issues facing the City are growth, infrastructure improvements and future employment. Richardson notes that the 407 has almost arrived, and the City needs to be ready for the changes this event will bring. Richardson wants to see less City gridlock and more action on promoting the City and attracting new businesses. Local roads and side roads need upgrades, along with better lighting and proper drainage. Finally, Richardson would like to see the City delivering a higher level of customer service to ratepayers who call with concerns and complaints. Heather Stauble is a farmer, business owner, horse trainer and the incumbent Councillor for Manvers since 2010. Stauble wants to be a strong, reasonable and effective voice for Ward 8. Stauble would like Council to focus on the issues of road and bridge maintenance, refurbishing Manvers Arena, encouraging the Volunteer Management Board model right across the City, and seeing the City commit to a Lakefront Management Plan that will protect the

David Watson is a Certified Engineer Technologist and Senior Manager with a large regional municipality. Watson believes that the City needs to focus on job creation, fiscal responsibility, and an end to indifferent service from City employees when contacted by ratepayers. Watson would like to see affordable serviced land and tax incentives provided to companies who choose the City and create jobs. Watson wants to see Highway 35 upgraded for a faster connection to Highway 115 and the GTA. Watson also believes that tenders that come in over estimated City projections should not be accepted, as ratepayers can’t keep absorbing unlimited tax increases. Watson also takes issue with Ward 8 ratepayers having to drive all the way to Omemee to find a City Service Center, and wants City employees to treat residents with respect. Janet Clarkson and Peter Raymond are running for the position of Mayor in Trent Lakes. Clarkson, a former Mayor and gallery owner, believes that the amalgamation of the Works Department depots into one is ill advised and should be abandoned. Clarkson also believes that the new provincial government will have to be brought up to speed on issues like rural transportation and OPP billing. She is very focused on encouraging entrepreneurship in the City, especially from the young. Clarkson would like to see the transfer stations be more user friendly for all involved. Peter Raymond, a current Harvey Ward Councillor, believes that the biggest issue for Trent Lakes going forward will be the new provincial government, and the possibility of significant changes in provincial legislation. Raymond also wants to address the issue of soaring OPP costs. He says Trent Lakes has seen a 46 percent increase in policing costs in just three years. Raymond wants to see the refurbishing of the existing Public Works depots completed, continuing progress made on septic inspections, a Waste Management Plan, a Community Improvement Plan and a new Official Plan in partnership with Peterborough County.
Deputy Mayor
Both Adri Eastman and Ron Windover have put their names forward for the position of Deputy Mayor. Ron Windover is the incumbent Deputy Mayor. Windover, a small business owner, believes that the future of quarries, transfer station policies, the Works depots controversy and economic development are the key issues for the new council to focus on. Windover believes that Trent Lakes is deserving of a much better royalty deal from the existing quarries in the region, citing that Quebec municipalities get as much as four times the money from quarry operators in their province. Windover believes that all ratepayers deserve to drop their 52 bags of garbage at the transfer

He also believes that multiple Works depots best serve the needs of “the biggest municipality in south Central Ontario.” Finally, Windover advocates for an expansion of cell phone access and high speed Internet right across the region to spark new small businesses setting up shop in Trent Lakes. Adri Eastman is a greenhouse owner and was the Lead Appellate in the Dewdney Mountain aggregate case that dominated Trent Lakes politics for the last six years. Eastman believes the new council will need to have more community discussion and commission an “unbiased study” before decisions can be properly made about the Works depot question. Eastman believes that there is wiggle room in the County bylaw that governs waste disposal that will hopefully allow for bonus bags to be available to all residents in the summer months. Eastman sees quarries as “necessary evils,” but believes more can be done with surrounding counties to ensure that aggregate development is “responsible development,” and road routes can hopefully be altered to move trucks away from population areas where accidents are far more likely to happen. Eastman says that with the help of Sustainable Peterborough, a potential marketing blitz is being contemplated to bring jobs and skilled workers to Trent Lakes. Her husband, a carpenter/contractor, cannot get the labour that he needs every building season. Eastman would also like to see a sustained push for Internet and cell phone access across Trent Lakes as another way to create economic prosperity.
HARVEY WARD
Ed Dewhurst, Peter Franzen and Kim Letto are all in competition for the position on council left vacant by Peter Raymond’s run for the Mayoral chair. Peter Franzen is a stone mason, former Councillor and former Deputy Reeve of Galway-Cavendish. Franzen supports the multiple depot option believing that one depot cannot service Trent Lakes safely, efficiently and effectively. He believes ratepayers will appreciate that local service of their roads is better. Franzen opposes any more quarries in Trent Lakes, believing that quarries don’t “pay their fair share”, and that the current royalty system with the quarries has to change with fees going up that should flow directly to Trent Lakes. Franzen is also committed to improving the delivery of local health care and continuing doctor recruitment. Ed Dewhurst is a semi-retired builder looking to give back to his community. depot sheds is not only the fiscally prudent path to take going forward, but will ensure that roads can be cleared in time. Dewhurst believes that a consolidation that worked for the municipal office and the fire department is not viable for plows and sanders. He wants the transfer stations to be open more hours, particularly during the summer months and believes that a 52-bag limit for permanent residents and a 26-bag limit for seasonal residents would be a good compromise solution for the issue of waste disposal. From his experience as a builder, Dewhurst wants to see Kawartha Conservation completely cut out of the building permit business, suggesting that the Conservation Authority is an impediment to timely development. He also wants to see economic growth in Trent Lakes, but always with an eye to protecting the environment. As part of that growth Dewhurst believes that quarries, which are already “well regulated” by the province, are an answer going forward in Trent Lakes. Dewhurst believes that the real economic impact of quarries is often under-estimated by those who live in Trent Lakes. Kim Letto has a background in corporate construction and is currently selling real estate in Trent Lakes. She believes that development in Trent Lakes over the next four years will be one of the key issues for council. With a proximity to both Peterborough and the GTA, people are moving to Trent Lakes looking for affordability and a lifestyle change. Letto likes the Five Year Plan the municipality has developed and looks forward to multiple housing projects soon breaking ground. Letto believes a compromise is necessary on the issue of quarries, where all new quarries need to be tightly controlled and regulated. She also believes that the operation of the various transfer stations only needs “minor tweaking,” and that the Municipality needs to do a better job celebrating the success that Trent Lakes transfer stations have enjoyed in meeting County goals for waste diversion. On the issue of the Works depots, Letto says it is clear that the three-building option is the only one that best ensures safety and timely service for ratepayers in the City. Finally, Letto hopes to see more money and infrastructure made available to ensure that cell phone service and reliable high speed Internet service is available to everyone in Trent Lakes, and that currently existing “dead zones” are eliminated.
GALWAY-CAVENDISH WARD
Carol Armstrong and Don Lacombe are running to represent Galway-Cavendish Ward. Lacombe, a former councillor, is hoping again to sit on Council. Lacombe believes that the
amalgamation of the Works depots is money poorly spent, and that the people will be far better serviced by currently existing depots in their own area of the Municipality, rather than from the proposed new depot near Bobcaygeon. He wants to see the Dutch Line Bridge repaired. Lacombe is frustrated by the jurisdictional arguments between Trent Lakes and Peterborough County while this “important ambulance and fire artery” stays closed. Finally, Lacombe wants to see dumping at the transfer station rationalized so that particularly cottagers get their tax money’s worth out of the facility. Carol Armstrong is a retired Xerox executive, with a background in rural economic development. Armstrong wants to see Trent Lakes Council spend more time on issues surrounding economic development, staff empowerment to solve problems and more opportunity for public debate and consultation on issues of importance to Trent Lakes ratepayers. Armstrong also supports the multiple depot option because it provides better levels of service for all involved. She believes that transfer station issues can be ameliorated by looking at hours, access, and improving attendant-ratepayer interactions. Armstrong opposes new quarries and wants Trent Lakes to scrutinize any new quarry applications, and ensure that the province continues to do its due diligence moving forward as the key approver of quarries.
COUNCILLOR AT LARGE
Greg Jackson and Terry Lambshead are both running for the position of councillor at large. Jackson is a semi-retired home builder, whose wife is the former CAO of Trent Lakes. Jackson believes that one central Works depot is the answer for maintenance and repair, while at all other times the equipment should be stored in the area it serves. Jackson fears that sinking significant money into some of the old depot buildings, like in Galway, is money poorly spent. Jackson wants to see other identification rather than just the dump card be accepted for dumping at the transfer station. Jackson would also

like to see Trent Lakes stop wasting money, like “the previous council did” on studies and plans that they then abandon. Finally, Jackson would like to see the position of councillor at large be used to create a sense of Trent Lakes identity, breaking down the barriers between the three former townships. Terry Lambshead, the current Councillor from Galway-Cavendish, is looking for a new challenge on council. On the issue of transfer stations, Lambshead believes there is room in the county legislation for improvements like extended hours and an increase in summer bag limits for all. Lambshead also wants to see the transfer stations open on statutory holidays like Canada Day when the need for their services is overwhelming. Lambshead believes that the three existing Road depots can be brought up to standard for less than a quarter of a million dollars, and that proximity to the roads they are plowing will allow roads to be plowed more quickly after a snowfall, improving public safety. On the issue of quarries, Lambshead says he doesn’t like them. In an ideal world he postulates

that one quarry should have to be exhausted before another is opened. It bothers Lambshead that the province, the biggest single user of aggregate from Trent Lakes, wants to keep the production of aggregate flowing at the cost of roads and bridges in Trent Lakes being worn down. He is equally as concerned about double digit yearly OPP billing increases that are putting significant strain on Trent Lakes’ ability to pay.

The United Way for the City of Kawartha Lakes has kicked off its annual fundraising campaign, announcing Police Chief Mark Mitchell of the Kawartha Lakes Police Services as the 2018-2019 Campaign Chairperson. Chief Mitchell noted that donors, volunteers and partnerships are key to developing consistent funding for vital programs. “The City of Kawartha Lakes is a wonderfully vibrant community,” he said, “but there are those within this community who need our help. Whether it is in times of emergency or those dealing with chronic issues, the United Way is there with a variety of services to meet those needs. Kawartha Lakes Health Care Initiative (KLHCI) has announced that Dr. Brian Fagan is retiring from family medicine practice as of September 30, 2018. The Peterborough Family Health Team (PFHT) has opened a new clinic at the Morton Community Healthcare Centre in Lakefield that will provide acute and episodic care to patients. These patients will meet with PFHT Nurse Practitioner (NP), Lorie Dunford, who will provide permanent residents with continuity of care until they become connected with a family doctor, and seasonal residents with access to episodic care. The main goal of the PFHT Clinic is to connect unattached permanent residents to new family doctors who move to the community. The PFHT Clinic will operate on Mondays, Tuesdays, Thursdays, and Fridays from 9am. to 4:30pm.; however, these hours are subject to change during the busy summer months. Patients are encouraged to book an appointment by calling 705-651-4866, and walkins will be given the next available appointment. In addition to providing care, the NP will help connect patients with local support to help them manage their health care needs. NEW MENTAL HEALTH TRAINING
The Mental Health Commission of Canada (MHCC) has launched a new mental health literacy training program, specific to police, through a new agreement with the Ontario Provincial Police (OPP). Mental Health First Aid (MHFA) is training for those helping a person developing a mental health problem, or experiencing a mental health crisis. The new adaption called MHFA Police was developed in partnership with police services and mental health experts from across Canada and responds to calls to have more mental health resources available for police. “We are very pleased to be continuing our work with the OPP in our role as a trusted advisor on mental health and wellness,” said Louise Bradley, President & CEO of MHCC. “The OPP has made mental health a priority for our people and our communities,” said OPP Commissioner J.V.N. (Vince) Hawkes. “We continue to research and implement programs that may assist our officers whether they are focusing on improving their own mental health and wellness or working with a community member experiencing a mental health crisis.” Over 6,000 OPP personnel will be trained in MHFA Police over the next two to three years through a train-the-trainer model. The MHCC will be training the OPP’s first instructors later this month.

For those who want to bike around Fenelon Falls, but haven’t got the wheels, Kawartha Works Community Co-operative (KWCC) has come to the rescue. The organization has announced that a 10 bike rental station has been built in Fenelon Falls. “We now have bikes available in Fenelon Falls as well as Bobcaygeon for tourists and residents to get around and explore the towns and trails,” says Jim Armstrong, Chair of KWCC.

Funding from Ontario regional tourism (RTO8) and a sponsorship agreement with Enbridge Gas have made the bike rental in Fenelon Falls possible. Other partners in the Fenelon Falls project include: • Trent-Severn Waterway providing the site for the bikes by the locks • City of Kawartha Lakes assisting in planning of the initiative • Spokes for Folks servicing the bikes Kawartha Works Community Co-operative was established in 2015 to enable the development of community improvements by sharing costs and resources on a not for profit basis.
MARQUEE TO LIGHT UP AGAIN IN FENELON

The official unveiling and lighting up ceremony of the newly restored Fenelon Theatre Marquee will be held on Saturday, September 29 at 7:30pm. The sign will be erected in a specially-built area at 15 Oak Street. On the 29th, the lights will be turned on shortly after dusk. A reception at the Maryboro Lodge (the Fenelon Museum) will follow the official ceremony. In the spirit of the movies that once flickered by the falls, everyone is invited to come dressed up as a glamorous version of themselves or their favourite movie star. Refreshments will be served and all the exhibits of the Museum will be open to peruse, including the original projector from the old theatre. The Theatre Marquee Restoration Group officially formed in the fall of 2016. Funding came from the Legacy C.H.E.S.T. Fund, Powerlinks, the 50/50 Community Project Capital Funding Initiative and the Kawartha Lakes Community Futures Development Corporation’s (CFDC) / FedDev Ontario’s Eastern Ontario Development Program (EODP). As well, there were many personal donations from the community as well as local business support including Fenelon Museum, Fenelon Falls & District Chamber of Commerce and Kawartha Lakes Film Circuit/Films by the Falls. While the brick building may be gone, Fenelon Theatre Marquee will once again light up the town whose name it bears.

TIPS FOR SAFELY CLOSING YOUR COTTAGE/TRAILER It would seem as though summer 2018 barely arrived, but with the arrival of our fall colours, we know the first snow fall is not far off. As this cottage season winds down many cottagers will be closing up their home away from home over the coming weeks. The top two cottage and RV insurance claims are due to damage caused by water and wind during the winter, or early spring. It is a good idea to take these few extra precautions (that may just end up saving you money and grief next year). 1. Inspect your roof, and clean out your eaves troughs. Water damage from leaks make up the majority of water-damage claims. 2. Shut off and drain your plumbing. Water left in pipes can freeze and burst in the cold winter temperatures. 3. Trim overhanging and dead branches. Heavy snow falls can cause branches to snap, damaging your cottage or RV. 4. Pack up all food and defrost the refrigerator leaving the door ajar to prevent mold and mildew from growing. 5. Remove fire hazards from inside and outside your property. Turn off and unplug all appliances. Also, toss or take away any loose papers, newspapers, old rags and chemicals left hanging around. 6. Have one last walk through to check everything one last time. Lock up and feel at ease. If available, it is always a good idea to have a friend or neighbour check in on your property while you are away. If this winter goes by as fast as this summer has, you’ll be back enjoying your cottage, damage free, before you know it.
