So I’m challenging everyone reading this editorial – take in one of the great events coming up at the Legion branch nearest you! There’s a list of them on page 29. It’s a simple way we can all give back to those men and women who sacrificed for us. Speaking of giving, it’s also time for the annual Terry Fox Runs throughout the area. Our cover shot this issue features Terry Fox on his Marathon of Hope back in 1980. Who can believe it’s been 38 years since this young man gave of himself to help others? On September 16, please help support those who are carrying on the great work of this young man.

I do not have good knowledge of how the park is about to be laid out regarding proximity of marine craft to swimmer, but I would like to add Electric Shock Drowning (ESD) to the mix of emotions and concerns. What we know about ESD today, should be a deciding factor to a well informed planner, as to where to place marine infrastructure regarding distance from swimming areas. The Ontario Marina Operators Association (OMOA) and the Electric Shock Drowning Prevention Association (www.electricshockdrowning.org) advise and encourage marine facility operators to disallow swimming around serviced (with shorepower electricity) docks and/or vessels equipped with shorepower (have 120/220V electrical power onboard). Simply put, and I try to advocate this anywhere and any time I can, a swimmer (be it human or pet) will become paralyzed, stop breathing and sink to the bottom, if there is an electrical flaw in a dock’s and/or a boat’s wiring system and that swimmer happens to enter the region of water filled with the killer current that is looking for the shortest route to ground - in fresh water, our bodies are a better conductor (due to saline

Our marine industry learned this only a couple of decades ago, as the phenomenon does not occur in saltwater regions due to the seawater’s higher (than a human body’s) electrical conductivity. ESD, I hope, will be in the minds of the planners and they will plan accordingly, in which case we have no further concerns about swimmers’ safety in the new park, because the setback between marina docks and the swimming area will have to be substantial. It has to be, because while the new docks will be built according to modern standards regarding ground faults and other electrical concerns, we have no control over the visiting boats and THEIR wiring, or their safety condition. ‘LOCAL’ HOSPITALS ARE IMPORTANT
What a colossal bad idea! Our decades-long experience in several parts of Ontario is that it is a challenge to preserve hospitals and services at the local level. So-called “integration” is not necessary. It is not a good idea. While hospitals have been built locally and supported over years by local residents, they too often are closed or forced to reduce services offered, all in the interest of centralizing administration and to save money. But the bigger, centralized model hasn’t saved money. It has simply meant that Ontarians are forced to travel more to get the appropriate service or to support family or friends receiving medical care. Fundraising events, from tag days to bake sales, have been held to help the local hospital and sometimes to fund needed new equipment. Local communities and dedicated individuals have organized voluntarily to provide this important backup only to watch LHINs take over and supposedly “rationalize” the administration of the local facility the community has helped build. We’ve watched the bureaucracy grow while local service declined. The hardship of more remote service and extended travel is added to the difficulty of coping

Since 2010, our property taxes have increased by 23.5 percent over a period of eight years. Our services provided by the City of Kawartha Lakes remain somewhat unchanged and our roads continue to worsen. What are our tax dollars being spent on? Our house and many others in Kawartha Lakes are being well served by both septic systems and wells. We, along with many other households, have been advised by the City that there is a mandatory requirement to hook up to city services – sewer and water – at our expense. The notion of replacing a functioning septic or well, at the owner’s expense is preposterous! Why would anyone convert to City services, spending tens of thousands of their own monies? Fortunately, this mandate has been remanded to a later date, but all recipients are forced to pay both sewer an water levies at a fixed rate determined by City. Is this a method of extorting more monies for the city without the delivery of the service? The old adage, “you get what you pay for” does not apply in this issue. We are paying for a service we have yet to receive! Our intention of writing this letter is to appeal to the numerous households forced to pay these unwarranted levies to contact their Council personnel and have this issue debated and reversed. There is no time like the present with the elections looming in the near future.

PAYING TRIBUTE TO A REAL HERO
In 1980, Canadian Terry Fox inspired a nation. For 143 days, he ran close to a marathon a day to raise money for cancer research, hoping to help those afflicted with the disease that would eventually claim his life. In most communities on September 16, we will honour Terry across Canada by running, walking or donating to those participating in local Terry Fox Runs. Terry changed people’s attitudes toward the disabled and he showed that although cancer took his leg, his spirit was unbreakable. His journey took him through six provinces but his tenacity spread around the world. He said, “How many people do something they really believe in? I just wish people would realize that anything’s possible, if you try; dreams are made, if people try.” Just one month short of his 23rd birthday, Terry Fox passed away on June 28, 1981. For a lot of us, the
memory of this young man’s tenacity and willingness to do for others will be with us forever.

On September 16, registration for the Terry Fox Run begins at 9am at the Lindsay Recreation Centre. The routes of 1km, 5km and 10km are bicycle, stroller, rollerblade and wheelchair accessible. The event is also dog-friendly, but your dog must be on a leash. There will be one start at 10am. Officials will provide water stations and, at the end of the run, a free barbecue, free pizza, hot dogs and drinks will be available.

The organizing committee is putting the final touches on this year’s Terry Fox Run. We invite everyone from Bobcaygeon and the surrounding areas to join us on Sunday, September 16 for our annual Terry Fox Run. We are proud to announce that last year our community run raised over $10,000. On the day of the event, people will be running, walking, riding bikes and using wheelchairs. A team of dogs and their owners has taken part the last couple of years. We encourage participants to enter as a team to add some competitive fun to our event. Participants of all ages certainly support this outstanding community day. Registration begins at 12:00 noon at the Kawartha Lakes Retirement Residence, 60 West Street. After a rousing warm-up and send-off, the Bobcaygeon Terry Fox Run begins at 1:00 p.m. This year, participants will travel either 2 km, 5 km or 10 km along the very scenic Front Street and Riverside Drive. Free water is available for participants along the route and many signs will be posted to guide you on your way. The Kawartha Lakes Retirement Residence is once again arranging the food, BBQ and entertainment. There is also a Silent Auction with winners being announced shortly after 3pm. We sincerely thank the many local businesses who have been generous with their donations.

THE ARTISTS OF THE KAWARTHAS
Our area is rich in culture and art. The numerous events and studio tours throughout the year bring people from all over to meet local artists and experience their work. Now you can get that experience without leaving your living room.
Publisher Andrea Hillo has created a beautiful book, The Artists of the Kawarthas. It’s a limited edition collector’s ‘coffee table’ book with biographies of local artists and a sample of their work. Andrea says, “I had wanted to do the Kawartha area a few years ago after meeting Michael Dumas, his wife Ellen and Robert Bateman at an art event in the Buckhorn area. Michael was a huge factor in producing the Kawartha book and of course a major talent in the area.” Putting the book together took about six months as Andrea did her research of the 32 artists included. She also did site visits to studios to meet the artists. “I looked for a varied group of styles and mediums,” she says. “Here again, Michael Dumas helped with building the list of artists to call on. Because Michael is so deeply involved with the arts and the area, he was a great resource for building our team. He was so encouraging and helpful. I owe him lots of credit for making the book what it is.” There will be an official book launch on October 13 at the Colborne Street Gallery By Tim and Chris, in Fenelon Falls from 3 to 7pm. Most of the artists will be there to sign books, with a special $6 discount on the book that night only. The gallery will be exhibiting the group from the book starting October 5 and running until November 2. The book retails for $36 plus tax and will be available at local art shops and gift stores over the next month or so. The book can also be purchased online at www.theartistsbooks.com.

The Bobcaygeon Legion is organizing several upcoming events to help raise much needed funds. One element of the events will be the auctioning of some spectacular dollhouses. I have a lifelong passion and collection of dollhouses and, after seeing some for sale on Kijiji, I reached out to the seller. Her name was Sarah and the dollhouses belonged to her late mother. I sent pictures from my collection, and she asked me to call her father. I was invited to his home to see his wife’s collection and he offered to donate them to the Legion. His only request was that we mention that his donation was in the memory of his late wife, Nancy. The collection includes a stunning castle. Each room has been meticulously decorated and is a wonderful conversation piece.

CITY APPROVES STRATEGIC CIP
The Strategic Community Improvement Plan (CIP) for the City of Kawartha Lakes was approved by Council at the August 14 Council meeting. The CIP provides a range of financial incentives that may be used to support aesthetic and functional improvements to commercial, mixed-use and designated residential properties within the City of Kawartha Lakes. “The CIP is an important commitment and investment into our downtowns as our community hubs,” said Mayor Andy Letham. “Council recognizes the importance of vibrant and prosperous downtowns to our economy and the quality of life of our residents.” The CIP will make available grants, loans and tax relief to eligible property and business owners within Kawartha Lakes to encourage repairs and improvements to commercial and mixed-use properties, enable restoration of heritage buildings, create or retrofit affordable rental housing in mixed-use buildings and support downtown main street revitalization. The specific financial incentives that will be offered for this year will be determined by Council at a later date. The first intake of applications is expected to begin this fall. Interested applicants should contact the Economic Development division at 705-324-9411 extension 1395 for help and more information on the application process. A 20-day appeal period is now in effect for the CIP. Following this period, if no appeals are received
by September 12, 2018, the CIP will come into force and be considered in effect. Funding for the CIP financial programs was provided by the Kawartha Lakes Community Futures Development Corporation (KLCFDC), the Association of Municipalities of Ontario (AMO), the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), and the City of Kawartha Lakes. But there will be a lot of axe throwing on Saturday, September 15 at Fenelon Falls Secondary School. It’s a fundraising event to support the local athletics program at the school, hosted by Anchor Line Marine. The Cow and Sow will be catering and serving and the Peterborough Axe Club is bringing the boards to throw axes. Come in a costume as your alter-ego and you could win some great prizes, too. Each year The Coboconk & District Lions Club awards Citizen of the Year to an individual who has made an outstanding contribution to our community. The recipient this year meets those criteria and more. Born at home in Norland, Barbara Chynoweth attended Don Gola, a one-room school house for Grades 1 through 7, then transferred to the tworoom school house in Norland for Grade 8. She attended Fenelon Falls High School before entering the work force. Barbara retired eight years ago from Intact Insurance Co. and that’s when her real work began. An active community volunteer, Barbara has made a significant contribution: • President of the Norland Senior Citizens for the past three years, Barbara served 11 years on the organizing Committee for the Norland Summer Festival. Last year, she assumed the Chair of it,

Always cooking, baking and serving at Church suppers, bake sales and other events, she is always available to lend a hand. • I n addition, she is President of the Victoria East Women’s Institute and Treasurer of the local Branch. • As program coordinator of the Norland Leather Craft Guild, Barbara is also responsible for editing the publication for The Canadian Society for creative Leather craft. • An avid local historian, she belongs to the Haliburton Highlands Genealogy Society, and the Sheddon Historical Society. SENDING FAMILIES TO THE LEX
Cable Cable, a local telecommunications company, the Lindsay Agricultural Society, and the Boys and Girls Clubs of the Kawartha Lakes (BGCKL) have joined forces to send local families to the 164th annual Lindsay Exhibition (LEX). Hosted by the Lindsay Agricultural Society, the LEX is the fourth-largest agricultural fair in Ontario and attracts thousands of people each year. “For many families, attending the LEX is a nostalgic outing which signifies the transition into fall, and serves as an important way to stay connected to their community,” says Harry Stoddart, General Manager of the Lindsay Agricultural Society. “We’re happy to work with Cable Cable and the BGCKL to help facilitate this experience for local families.” Through an exchange of services partnership, the Lindsay Agricultural Society and Cable Cable have arranged to donate 10 single-day family passes to the
BGCKL. NEW BRANDING FOR LIBRARY
Kawartha Lakes Public Library is happy to officially announce its new brand, including a new logo design and tagline. Inspired by a constellation of stars and the connectivity of the City, the brand refresh has been an initiative of the Library Board for several years with a focus on highlighting the library’s unique identity, services and goals. The new logo and tagline were developed through consultation with library staff, who were asked the key question of what they think the library represents. Descriptive words that led the conversation were “guidance, navigator, provider and lighthouse,” indicating that the library is seen as a trusted resource. The new brand, which features stars in the shape of a constellation, not only represents a map of the library’s different branches, but also demonstrates how the Kawartha Lakes Public Library acts as a guide within the City. The colours of the logo, in various shades of blue and orange, match the City of Kawartha Lakes’ current logo in order to demonstrate the connection between Kawartha Lakes Public Library and the City. The tagline “Millions of Opportunities. One Exceptional Library” was chosen to represent the unique structure of the library. Though there are 14 branches, the library operates as one organization, providing opportunities and resources to all. Library Director Jamie Anderson said, “No matter where within Kawartha Lakes you live, you have access to the same services and programs in all our libraries.” The library offers a variety of public services, including access to internet browsing, selections of print or digital books and magazines as well as an assortment of DVDs, music CDs and the ability to stream movies. The library also provides a community space for people of all ages to play, learn, research and relax. Watermain Flushing Bobcaygeon and Fenelon Falls
The City of Kawartha Lakes would like to inform residents of Bobcaygeon and Fenelon Falls that the City’s Water and Wastewater division will be flushing watermains beginning the evening of Sunday, September 9, 2018. Crews will be working both day and night shifts until the routine watermain flushing is completed. The flushing of watermains is necessary to remove sediment that gradually deposits in the pipes. There may be brief periods of time when your water becomes cloudy or discoloured. Please note that this is not harmful. The Lindsay Exhibition is a five-day event, the largest annual event in the City of Kawartha Lakes. The 164th Lindsay Exhibition runs from September 19 to September 23, with activities and fun for the whole family. New for 2018 will be the Canadian Forces’ Sky Hawks Parachute Demonstration Team. The SkyHawks will be performing Thurs to Sunday (weather permitting). Based on the video and photos, they may be ignoring some laws of physics! The Story of Food is back with its interactive content in the Ag Pavilion. The dairy and beef cattle shows, horse shows, sheep, goat and pig shows will be there as well. HONOURING TOGETHERNESS
That’s the theme of the 2018 Pow Wow at Lance Wood Park on Curve Lake First Nation, south of Buckhorn on Saturday, September 15 and Sunday, September 16. Pow Wow means gathering or celebration and is still an important part of the lives of many First Nations people. This celebration consists of two days of dancing, contests and presentations, to re-establish old friendships and meet new people, with many vendors and performers in attendance. As part of the annual Pow Wow, there will be traditional foods and vendors who sell traditional crafts, artwork, jewellery and more. The sunrise ceremony is at 6am both Saturday and Sunday, with the Grand Entry at noon both days. In respect, here are some rules for those attending: • There are always lots of Elders who attend Pow Wows. If you want to approach an Elder with a question or a concern, proper etiquette suggests that you offer a small amount of tobacco to the Elder for sharing their knowledge. Any amount of tobacco is acceptable. Be courteous and patient as many times Elders take their time answering questions. • Every Pow Wow is different. Respect is the key to good Pow Wow etiquette. • Bring your own chair. The arena seating is reserved for the dancers and other participants. • Check with the Pow Wow host before taking pictures. Put your camera down for all memorial dances. • You must seek permission from the MC and the drum to record songs. Many Pow Wows disallow this practice. • Unless you are wearing regalia, you may dance only during social songs. The MC will let you know when you can dance. • Only those with permission of the Lead Singer may sit at a drum. • Everyone must stand and men must remove their hat during Grand Entry, Flag Songs, Invocation, Memorial, Veterans songs and Closing song. • Supervise your children. Do not let them in the dance arena unless they are dancing. • Do not touch anyone’s regalia without permission. • Absolutely no drugs, alcohol or pets are allowed on the Pow Wow grounds.

BRIDGING THE WEATHER DATA GAP

A new partnership with the Ministry of Natural Resources and Forestry (MNRF) will enhance weather monitoring in the eastern portion of the Kawartha watershed, filling a gap in precipitation data. Kawartha Conservation, in conjunction with MNRF has installed a new weather monitoring gauge station in Emily Provincial Park, which will provide critical weather and climate data for the eastern most portion of the watershed. The Emily Provincial Park weather monitoring station will enhance the existing weather monitoring network across the Kawartha Conservation watershed that includes real-time precipitation gauges at Indian Point Provincial Park near Coboconk, Port Perry, Ken Reid Conservation Area in Lindsay and a number of additional locations across the watershed. “The new weather monitoring station in Emily Provincial Park will provide important real time precipitation data,” explained Kawartha Conservation hydrologist Iryna Shulyarenko. “We will have access to real time information ranging from air temperature and humidity to precipitation and snow depth. “Having access to real-time weather and climate

data across the watershed allows us to track, predict and understand impacts throughout our watershed based on weather events,” added Ms. Shulyarenko. “The new weather station is an important tool in helping us better understand what is happening throughout the entire watershed.” Ms. Shulyarenko said the addition of the Emily Provincial Park monitoring station will enhance Kawartha Conservation’s flood forecasting ability as well as recognizing and addressing low water level conditions. Looking at the long-term perspective, the collected data will help staff understand changes in local climate and how those changes will impact the local ecosystem and communities across the watershed. The data provided by the monitoring station will be used by both Kawartha Conservation and the Ministry of Natural Resources and Forestry.

Don’s belief is that council should begin planning with a much longer timeframe when it comes to such things as landfill, road construction and accessibility for commercial development. He would also like to start a reserve fund for an assisted living facility in the ward. Council, he believes, also needs to provide venues and mechanisms to listen to the voices in smaller communities during the planning process.

Candidates: Mary Ann Martin, Pat Warren, Gerard Jilesen, Emily Nigro, Jeffery Farquhar, Ron Ashmore and Al Robb Population centres: Reaboro, Omemee, Downeyville, Dunsford, a sliver of Bobcaygeon, Snug Harbour, Pleasant Point and Victoria Place Mary Ann Martin, one of the incumbent councillors, is a former advertising executive and long-time school board trustee from Omemee. Martin is campaigning on a platform that pushes for consistent and equal growth across the city. Martin wants to see all ratepayers in the City continue to have access to their local libraries, arenas and service centres. Martin believes that thriving small towns are the key to the overall health of the City. Jeff Farquhar is a mechanical engineer by training, and currently operates a small business in the City of Kawartha Lakes. He believes that infrastructure renewal, debt financing and repayment

and development/ job creation are the three most pressing issues in this election. Farquhar also wants to make sure that the City has key infrastructure and zoning in place to allow all future growth. Ron Ashmore is a local farmer, former councillor and licensed mortgage agent. He believes this should be a campaign about attracting and keeping good jobs in the City so young people do not have to leave. Ashmore touts a plan entitled “A Thousand Jobs in a Thousand Days”, and believes that that kind of growth is possible if the City makes it a priority. Ashmore also wants to see the City get its “runaway” spending under control, and stop increasing the longterm debt. Al Robb is a small businessman and farmer who is campaigning on a platform of wise City spending, government transparency, and jobs for City residents. He believes that every dollar in tax money should be well spent, and that ratepayers have a right to know how their taxes are being allocated. Robb wants to see the City open for business and a culture of business that encourages and welcomes entrepreneurs relocating and expanding in the City. Emily Nigro is a Dunsford area resident who works in research and development at a dairy manufacturing plant in the City of Kawartha Lakes. She believes the key issues for the City moving forward are property and corporate taxation and City spending. She believes the City should be running a “lean and efficient” operation. Pat Warren is a small business owner, volunteer, and former councillor, both before and after amalgamation. She is running on a platform stressing getting the best value for each tax dollar via innovation. Warren hopes the City can work closely

Candidates: Charles Clarke, Patrick O’Reilly Population Centres: Southwest and southeast of Lindsay, Riverwood Park, View Lake Charles Clarke is a farmer and businessman operating a beef cow and sheep operation. He is also an auctioneer at the Kawartha Sales Barn. Clarke will be campaigning on a platform of creating industry and good full time jobs, better roads and improving access to health care by improved recruiting methods for new physicians. Clarke believes a combination of financial incentives and a cut in red tape for job creators will spur new growth in the City. Patrick O’Reilly is a long time councillor, farmer, auctioneer and real estate developer. He believes that the three most pressing problems facing the next council are keeping tax increases to acceptable limits,
repairing and rebuilding roads and infrastructure, and replenishing the City’s financial reserves. O’Reilly believes that new jobs in the City will be fuelled by the construction currently going on right across the region with building permits up 20 percent over last year, and major projects like the Adelaide Place expansion having already broken ground.

Here is a simple approach to make getting fit and staying healthy easy as 1-2-3.
Schedule Time
Make being active a priority. Many studios and gyms have special promotions this time of year. See what is available in your area and find a time that suits your schedule. The City of Kawartha Lakes launches a variety of fitness and wellness programs in the fall. Their community guide is widely available and registration is as easy as a click or phone call. Start Small There is no need for a grand gesture if getting out to a scheduled class is too intimidating. Connect with a friend and make a plan to get out for a walk every day. Being accountable to someone else will help motivate you to lace up your shoes and the social aspect will
help the time pass quickly. You will be getting fit without even realizing it! Celebrate Successes Creating lasting change takes time and it is easy to get discouraged when we don’t immediately see the results we are looking for. Don’t just focus on the numbers. How you feel says more about your overall health than the numbers on a scale or pedometer. With an aging population and a particularly high percentage of older adults in the Kawartha Lakes community, the role of caregivers continually grows in importance. An upcoming free information series has been designed to give local caregivers information, tools, strategy and resources to support them in their caregiving roles. Designed for the many people who provide care for a family member or loved one, Powerful Tools For Caregivers is part of the Central East LHIN SelfManagement Program. The series will be presented on Tuesday evenings for six weeks, beginning October 2. The sessions will be 6:30 to 8pm at the Community Care Health & Care Network, 34 Cambridge St. S., 2nd floor, Lindsay. The series will be led by trained class leaders Joan Skelton (Director of Community Support Services with Community Care) and Community Care volunteer Catherine Hennings. Local caregivers interested in the series are encouraged to sign up for the full series if possible. Preregistration required. “Caregivers need a wide range of support – emotionally, as well as the knowledge of what resources are available to them. IS QUIET ON THE MENU?
While you might know that excessive exposure to loud sounds is associated with hearing loss, you may not realize that the loudness and the type of music you listen to can affect your dietary habits. Recent research should give you something to think about when you eat and shop for food. According to a recent study, it was found that restaurant and café patrons made healthful food choices 10% more often when they listened to music played at 55 decibels than they did at 70 decibels. The study also found that diners who listened to classical music made healthful food choices 92% of the time, while those listening to heavy metal music only made healthy choices half the time. Our main goal is to help as many people as possible improve their hearing and thus their lives. If you think that Travel Insurance is a bit difficult to understand, you are not alone. Every carrier has their own questionnaires and perspectives on how they cover conditions and how you should interpret the medical questions. Understanding the application and the policy wording are the keys to determining what plan is best for you. Emergency Medical Travel Insurance is designed to cover losses resulting from sudden, unexpected and unforeseeable circumstances relating to an accident, injury, or sickness. If a pre-existing condition is considered ‘stable’ by the insurer’s definition, prior to leaving, you would be covered in case of an emergency. Understanding a Travel Insurance Application An insurance policy is a contract; be aware and take it seriously. process over the phone are all part of your insurance contract. When you sign the application form you are verifying that your declaration of health is true and accurate and not saying ‘as far as I know it’s right.’ If you answer incorrectly, your policy could be void and your claim would not be paid. If you are unsure about details of test results, or what conditions are being treated, consult with your doctor before applying for coverage. If there is a claim, your medical records will be requested by the insurer. It’s better to know in advance than to be surprised later.
