If passion alone could win an Ontario Municipal Board (OMB) hearing, then the Citizens for Responsible Aggregate Development (CFRAD) would win their case against the Municipality of Trent Lakes - over the Dewdney Mountain Farms limestone quarry hands down. I expected a full house for the first day of the OMB hearing way back on May 20 and the crowd did not disappoint, filling the council chambers, spilling into the hallway and outside and even listening in through open windows. What I did not expect was a fully packed hearing room each and every day of the OMB hearing. While I could not attend all day, every day, I did pop in from time to time and always found a filled room. And, they weren’t quietly slumbering in their seats. Many were on the edge of
those seats as numerous experts and non-experts spoke at the hearing. Others took notes. And still others sent written reports, letters, even a poem to The Kawartha Promoter. These people also walked from the Valu-mart in Bobcaygeon to the Municipality of Trent Lakes office on the first day of the hearing and may repeat that feat on the last day of the hearing, June 13. But, alas, passion does not win an OMB appeal of an Official Plan or zoning bylaw amendment. Whether or not CFRAD lawyer Eric Gillespie did the job on behalf of the families who have backed this fight remains to be seen. But one thing is for certain. They have fought the good fight. And they are not the only ones. The owner and proponent of this quarry, Paul Ritchie, has also been front and centre at this hearing and is now very well versed on the opposition that he is facing and will likely take that into consideration if he is successful in moving his project ahead. editor@thepromoter.ca

Bobcaygeon Friends of Ferals
Feral cats are a problem created for the most part by humans. Some people fail to neuter their pets while others outright abandon them. These irresponsible actions are the prime reason unscheduled colonies of cats are cropping up. We can begin changing this and can do so in an effective yet humane way. Bobcaygeon Friends of Ferals (B.F.F.) is just getting started. Cats are trapped, neutered, vaccinated and returned back to their colony. Such programs are gaining popularity worldwide. Happily they are highly successful in controlling cat and dog populations. Diseases related to animals are generally species specific. Cats that are done are recognizable by a notch in their left ear. B.F.F. would like to acknowledge and thank Three Islands Veterinary Services, Fenelon Animal Clinic, Action Volunteers for Ava, Operation Catnip!, Bobcaygeon Seniors Centre, the late John Poyser and everyone that has donated or is involved. Big bridge turn out A gigantic thank you
to the wonderful people who came to Bridge 24 on Sat. May 24 and Sun. May 25 at 6:30 a.m. to welcome the anglers to our 34th annual Canada US Live Release Walleye Tournament. It was a great turn out. The anglers really appreciated your good wishes and cheers. As one angler yelled to us, “What are all of you people doing here at 6:30 in the morning? If I weren’t fishing I would still be in bed!” but, in the next breath, he yelled a big thank you to all of us for being there to give them support. Thank you to Bobcaygeon Public School for the enormous banner they made saying “GO ANGLERS, GO!” which we hung over the bridge. And lastly, thank you Emily Wilson for being our mascot “Wally” in our new walleye costume. The anglers enjoyed taking pictures of Wally and the supporters on the bridge. Since these anglers generate a lot of tourist dollars to our local community, it was heartwarming to see so many of you involved. Lynda Wheeler
Quarry poem
I know that there are many sides to this quarry story, but the only thing I can authentically write about is my perspective. I live on East St. S. in Bobcaygeon and from where I sit, the noise and air pollution have already reached a high level.

Bobcaygeon secondary plan
For the last 2.5 years, the city’s planning and development department has been working on a secondary plan for Bobcaygeon. Every municipality must have an official plan and in larger municipalities such as ours, individual plans for towns such as Bobcaygeon, Lindsay, Fenelon Falls, Omemee and Woodville. Your response may be ‘never heard of it.’ If not, kudos to you for following the yellow brick road of confusing announcements and 10-month time lags between meetings. At the first meeting I attended, we were told the plan would be 100% publicly-driven. And yet in practice it has been anything but. This plan is disjointed and lopsided without clear parameters. I wonder if any of us would load up the car, get the kids onboard and start the engine without checking if we had enough money for gas. That is what this plan is attempting to do. It really does not address the north and south integration of the village. It doesn’t even mention County Road 8, Duke Street, Highway 36 and County Road 24 as road entrances to the village or bike paths planned for Canal, King and Park streets. So I take it that nobody might want to cycle or walk over the bridges for a Kawartha Dairy ice cream or go to Kawartha Settlers Village or the Bobcaygeon Environmental Group’s newly-built Wilderness Park. How about designating enough residential expansion to accommodate 13,000 people without talking about the cost of the upgrades to the water and sewer treatment plants and who will bear that cost – the taxpayer or developer? A real plan would address these issues. We are at the end of the process, not the beginning. This is the product of two year’ work? I am videotaping these meetings which can be seen at www.kawarthalakessaltmedia.org . Please watch as this plan will dictate the next 30 years in Bobcaygeon. Once the parts of this plan are implemented, especially infrastructure upgrades,
we will be stuck with the consequences of a poorly thought out plan. The good news is that even at this late date, I think we are effecting change but we need the support of all the residents to ensure that this is the best plan for Bobcaygeon. Steve Clarke Bobcaygeon (candidate for Ward 7)
The final goodbye
The celebration of life for Beecher ‘John’ Poyser was held at his home on Head Street on Sunday, June 1. Many friends attended, some who knew him well, others who knew him simply as the ‘nice guy’ who rode by daily on his bicycle. City council will spend $29,000 to train a socalled Master Black Belt under its performance management program, which is aimed at saving money and improving services out of city hall. They also authorized CAO Mark Fisher to make the Master Black Belt a permanent position. Ward 7 Coun. Brian Junkin wanted to hold off on creating a permanent position saying he wanted more details. However, his motion was defeated. Ward 9 Coun. Andy Luff moved that the training, followed by the creation of a permanent position be endorsed, and got the support of the majority of councillors. Fisher said the candidate would come from the existing black belts at council and although there would be some costs involved, the program had so far exceeded targets and goals so the costs would be recovered.

Mitchell’s Bridge
The city awarded the contract for the new Mitchell’s Bridge at the meeting, to Premier Concrete Inc. of Londesborough for just over $3.7 million. In addition, MMM Group of Kingston will oversee the work for an additional $215,106.80. The 88-yearold bridge carries the Northline Road over the Burnt

Council is working on a downtown Lindsay parking strategy and will not charge for on-street meter parking between June 16 and July 13 as it compiles data. However, drivers will still be asked to park for a maximum of two hours only. The pilot project will cost about $8,500 in parking meter revenue but is aimed at providing valuable information to a future strategy. Ward 10 Coun. Pat Dunn said it was “ a real good news story.”
BIKEFEST BACK
BOBCAYGEON - Organizers of this year’s Bikefest say up to 15,000 people are expected for the twoday event June 21 and 22 in Bobcaygeon. Doug Hellawell told the Kawartha Promoter that they are excited to have Harley Davidson onboard this year. The corporation will set up on Canal Street where they will offer demo rides. Some of the other big names are GP Bikes of Whitby and Classy Chassis from Lakefield. They will be joined by more than 100 vendors at the fourth annual incarnation of the event that sees motorcycles take over the main streets. Hellawell added that they have the full support of the Bobcaygeon Legion this year. On Saturday, a Kawartha Kids Poker Run starts at the Legion. There will also be breakfast. It ends at Embers Grillhouse. Sunday sees the free-to-the-public event from 9 a.m. to 5 p.m. with live music, great food, show and shine and limited edition T-shirts this year. Hellawell said accommodations are all booked out and restaurants are stocking up. He added that although it is a motorcycle event, “we really keep it family-oriented.” There will be face painting for the kids and freezies and popcicles for sale.

OMB HEARING WRAPS UP
TRENT LAKES - Members of Citizens for Responsible Aggregate Development (CFRAD) will end their Ontario Municipal Board (OMB) appeal over the Dewdney Mountain Farms limestone quarry the way it began – by walking from Bobcaygeon to the Trent Lakes municipal office June 13 for the close of the hearing. They again will carry their CFRAD sign, wear their T-shirts and quietly walk to the hearing. The fate of the appeal now rests with the OMB’s Colin Hefferon following closing arguments. On June 4, City of Kawartha Lakes director of development services Ron Taylor clearly outlined that the city is worried about quarry truck traffic on Highway 36 and its impact on adjacent residential development. He said the city is worried about the structural impact on the highway and its eight bridge/culvert structures. Taylor told Hefferon the city wants any approved haul route restricted to within the County of Peterborough. If that cannot be done, he said the city wanted a haul route agreement with conditions to protect infrastructure and establish acceptable truck traffic levels. Taylor said the city had reviewed the traffic impact study and believes 48 trucks an hour will come through Bobcaygeon. He said the city had filed what he believed to be
a formal objection with the Ministry of Natural Resources but thought it has been treated as a comment only. He conceded that the city did not object to the development’s zoning and official plan amendments but reiterated that truck traffic is its major concern with 80% of traffic now projected to come onto CKL roads carrying some one million tons of limestone annually. “We don’t have any protection or tools in place.”

Voters are off to the polls today (Thursday, June 12) to elect their representative for Haliburton-Kawartha Lakes-Brock. We can safely predict that a former Member of Provincial Parliament (MPP) will represent the riding at Queen’s Park. That’s because the main contenders have all been MPPs: PC Laurie Scott is the current incumbent, Liberal Rick Johnson proceeded her and Don Abel was an NDP MPP for Wentworth North. WILDERNESS PARK OFFICIALLY OPENS
BOBCAYGEON – The new Wilderness Park will be officially opened at 2 p.m. June 21 with a festive ribbon cutting and tree planting ceremony. The park has been made possible thanks to the generous funding and support of The Ontario Trillium Foundation and the City of Kawartha Lakes have helped make this part a reality, Environmental Action Bobcaygeon said. The park offers three short hiking trails through mature forest with a tranquil backdrop of lush greenery and a chance to see many native birds and other animals. Spokesman Richard Fedy said the multi-route trail system also includes a comfortable 220-metre accessible trail that accommodates wheelchairs and walking canes. Another feature is the Pollinator Patch, showcasing local wildflowers, trees and shrubs, which will attract pollinating insects such as bees and butterflies. CANOEING FROM BOB TO CURVE LAKE
BOBCAYGEON - First Nations and non-First Nations youth will undertake a canoe journey from Bobcaygeon to Curve Lake June 26-28. Sponsored by the United Church,
Rev. Rodney Smith-Merkley of Trinity United Church in Bobcaygeon said the idea is to engage politicians and communities in thinking about the importance of our local waters and possibly picking up the challenge of becoming a “Blue Community.” Youth entering Gr. 9 up to 19 years of age will embark on the trip. It will begin with a public event Thursday, June 26 in Bobcaygeon. The meeting place is the Riverside Park near the Forbert Pool for a pay-by-donation BBQ at noon with ceremony and education at 1p.m., then the canoeists setting off at 1:45 p.m. Smith-Merkley said a “flotilla of friends” will be welcome to paddle, sail or motor with them for the first part of the journey to the locks. They will travel up the little Bob River, through Sturgeon Lake and Lock 32 into Pigeon Lake before camping at the Oliver Ecological Centre. Friday, June 27 will see the party paddle through Gannon Narrows to Day Care Island, owned by Curve Lake First Nation. Smith-Merkley said Kim Sedore will bring her 13-person big canoe, along with smaller canoes and kayaks to accommodate the paddlers. The group plans to arrive at Curve Lake behind the band office on Saturday, June 28 and finish with a community BBQ at noon. The “flotilla of friends” are welcome to join the group for the end of the trip as well.

On June 13 and 14, the community of Coboconk would like to invite you to the fifth annual Canada Fresh Water Summit festival on Balsam Lake. We will be celebrating this milestone by bringing back not just the most popular events from past years, but adding a few new events that are sure to be popular with visitors. Our water ski exhibition is returning along with a jet ski demonstration that will wow everyone as participants fly up into the air like they are wearing jet packs. (Google Rick Mercer CBC and jet pack for a look at this spectacular new on the water sport). Canoe and kayak costumed races allows young and old to get involved and the antique and classic boat show takes everyone back to early days on the water. Also new this year is a city-wide youth essay writing and poster contest on the topic “What does fresh water mean to you?” The top essay writer and poster will be recognized with awards at the event on June 14. And definitely not to be missed is PhytoLinks – an engineered floating treatment wetland system designed for large areas like storm water ponds. On display courtesy of WRAIN (Water Research and Innovation Network), this innovative science demonstrates how we can help retain the quality of our lakes, rivers and fresh water systems. The wharf in Coboconk was designated as a location of significance in 2009, as Balsam Lake was officially recognized as Canada’s highest body of fresh water, from which one can circumnavigate the world by seaworthy vessel. The festival celebrates this nationally significant body of water, and also highlights and recognizes the value of fresh water to our communities and lives and the importance of preserving this natural resource. We are ready to kick off the Ontario summer season, so come join us in Coboconk on June 13 and 14. Outdoor Worship Service Celebrates Water
Christ Church Coboconk is excited to be participating in the Fresh Water Summit celebrations this year. The Coboconk Royal Canadian Legion Branch #519 has a long and celebrated history in Coboconk. Since 1955, the Legion has played a strong role in the community, and virtually became Coby’s community centre when the new building was built in 1973. We are fortunate that our Legion and its dedicated volunteers play such a large role in our lives: taking the lead for Decoration Days, making history come alive on Remembrance Day in our schools, sponsoring the Fresh Water Summit Festival, and of course, organizing the Santa Claus parade each year. Many community events are held at the Legion; from fitness classes to community dinners. Special event rentals are always welcome, and the Legion has everything you might need to make your event a success: it is fully licensed, has a sound system and stage, great food available through the ladies auxiliary, all this for a $50 rental fee and you don’t even have to clean up. Coboconk Lions Club members - president Glenn Houghton, Murray Walker and Peter Visser – recently presented a cheque for $1000 to Paul McPherson, chair of the Ross Memorial Hospital Foundation’s board of directors. The donation will benefit patients in the ophthalmology department, where cataract surgery is performed. In recent years, the Eye Suite has undergone significant enhancements which have improved patient flow, reduced patient wait times and improved efficiency. RMH ophthalmology patients have some of the shortest wait times in the province.

Coboconk Legion poppy chair Al Cumming and poppy committee member Lynn Drake present a cheque for $3000 to Erin Coons, executive director of the RMH Foundation. The funds will go toward the cost of purchasing a new ultrasound for the hospital. “A lot of members and people in the community need care at the Ross Memorial, and they’re often referred for ultrasound tests,” said Cumming. “We thought that by supporting this fundraising project, we could help the community.” Submitted

BOBCAYGEON - Globus Theatre at the Lakeview Arts Barn begins its 11th season this month with an extended line-up thanks to external funding that will see shows run until mid-November. Sarah Quick said they will be able to present one of their most popular shows ever when Sunshine Express runs Oct. 30 to Nov. 15 thanks to Celebrate Ontario. Do you remember the Sunshine Festival? There hasn’t been anything like it since the 1980s but Bill Walker is about to change all of that. Walker, who grew up in Bobcaygeon and Fenelon Falls, is putting the finishing touches on a beach festival for Fenelon Falls over the Canada Day weekend. Dubbed Sun, Surf, Spin, it is really two festivals in one: an outdoor provincial wide DJ search and championship and a musical festival. And if that isn’t enough, there are two days packed full of events at the beach park that will appeal to all ages. Despite being an event planner for things such as opening nights on Broadway in New York and Formula 1 racing, Walker said Sun, Surf, Spin is bigger and more important to him as he is a true believer in advancing local tourism efforts. He has been the event chairman for the tourism advisory board of the City of Kawartha Lakes and vice chair of RTO8. Walker said the plan is to do something 10 times better than the Sunshine Festival with amazing programming thanks to a myriad of local sponsors and tourism partners. And, he hopes to make it an annual event. Walker is estimating that 9,000 people will attend all of the events, bringing an economic boom to the town. See the advertisement on page 15.

The Gamiing Summer Lakeshore Festival promises to be one of this summer’s family highlights in the Kawartha Lakes June 21. “Our organizing committee has been working hard to line up a day of fun, great interactive exhibits of birds of prey, bugs and moths, bees, butterflies and frogs. Our puppet stage is set up for everyone who wants to try their hand on playing with puppets. MOSAIC ON THE MOVE
BOBCAYGEON - Brushstrokes of Bobcaygeon has gotten 100 artists to do six by six inch canvasses that members of the public can purchase in exchange for a donation in ‘the community art mosaic.’ All 100 pieces have been numbered and randomly mounted onto a backboard that will be displayed at community events this summer, starting with Unlock the Summer June 14. For $20, people attending the events can register to win a canvas. They will select a number between one and 100 and complete the registration for that number. Once all 100 numbers have been selected, the canvases will be distributed to the registrants, according to their corresponding number. Organizers said the purpose of the community art mosaic is two-fold. “It has not only brought people together in a creative fashion, but, in doing so, will support the young people of our community through the work of the Youth Unlimited organization.”

OMEMEE – The Omemee Medical Centre has a new doctor with Dr. Richard Kondejewski beginning his practice June 2. The Kawartha Lakes Health Care Initiative (KLHCI) and Omemee Medical Centre made the announcement earlier this month. “It has been a pleasure to work with Dr. Kondejewski, the Omemee Medical Centre and Dr. Jane Clay to facilitate this recruitment. Many Omemee residents will remember Dr. Kondejewski from the time that he locumed for Dr. Ludwig. I am very pleased that he has decided to begin a practice on a permanent basis,” said Cindy Snider, the recruitment and retention coordinator for KLHCI. DRAGONS AWAKENING
PORT PERRY - Teams are gearing up for the 10th annual Dragon Flies Dragon Boat Festival June 21 in Palmer Park, Port Perry. Admission is free for the popular event, staged to increase breast cancer awareness, provide support for breast cancer survivors and raise funds for diagnosis and treatment at four local hospitals: Lakeridge Health in Port Perry, Ross Memorial in the City of Kawartha Lakes, Uxbridge Cottage Hospital and the R.S. McLaughlin Durham Regional Cancer Centre in Oshawa. Forty-one teams, including four breast cancer survivor teams, will compete for gold, silver and bronze medals. Organizers said that visitors will be impressed by the sight of the dragon boats with their colourful heads and tails forging ahead to the beat of the drummer commands as teams race to the finish line. The dragons will be officially “awakened” by special guests during the opening ceremony at 8 a.m. The highlight of the day will be to join in on the team spirit as the paddlers compete in the 200m sprint qualifying heats followed by the medal division races. At the closing ceremony the dragons will be “put to sleep” and medallions will be presented to the numerous division winners. Awards will also be presented for the best team cheer contest known as the “Tonsil Toss” and the “Best Dressed Team.” A special feature is The Kawartha Breast Cancer Survivor Race Challenge, where the four breast cancer teams will compete for honours. Following the race, the Breast Cancer Carnation Ceremony is held to commemorate the individuals who have lost their lives to breast cancer and to celebrate the lives of the many who have survived this disease. Visitors as well as participants have the opportunity to be involved in the ceremony during the Carnation Toss. There will be opportunities to purchase refreshments as well as to browse through Vendors Village and the breast cancer awareness display to learn more about The Dragon Flies and obtain information related to breast cancer. When it comes to health care and other issues that affect seniors, you can never get enough information. An upcoming seminar for local seniors will be an extremely valuable opportunity to learn about services that are available for them, as well as keep up to date on important subjects that concern that large demographic of our population. The annual Seniors Seminar presented by our federal and provincial members of parliament takes place Wednesday, June 25 at the Lindsay Exhibition building, on Angeline Street South. The half day will be chocked full of presentations by local organizations, including health care and anti-fraud measurements. In addition, dozens of local health and community support service agencies will be on hand to provide information about their programs and to assist anyone with inquiries. It’s a great way for someone who may be unfamiliar with all of the services that are available to get informed and to find out where to go, or who to see, when help is being sought. The event will include a lunch (with dessert compliments of Community Care’s meals program) as well as plenty of opportunities to network with the agencies and others in attendance. And best of all (besides the dessert)? The entire event is free for anyone to attend. In the past few years, the Seniors Seminar has been a very valuable event that offers local residents the opportunity to be aware of organizations that are here to be of service. LINDSAY LIONS CONTINUE “VISION QUEST”
Representatives of the Lindsay Lions present a cheque for $1000 to Erin Coons, executive director of the RMH Foundation. More than half of the donation is comprised of funds raised through the Lions’ pop tab program, which collects aluminum pop can tabs from 23 local schools for recycling. “We’re proud to support the work of the surgical team at RMH,” said Ken Huelin, past president and zone chair. Ken was accompanied by Lindsay Lions Chuck Golden, Nick Larocque, Dan Kuijpers and founding member Hank Tamblyn. The Lindsay Lions Club has donated $95,629.03 to enhance patient care at the Ross Memorial Hospital since 1994.

By John Bick Bobcaygeon & District Horticultural Society BOBCAYGEON HAS A POLLINATOR PATCH A few years ago, Joyce Bryon - as president of our horticultural society - suggested that we create a safe haven in Bobcaygeon for wild bees and butterflies to do our part to help stem the demise of these precious creatures. That happened on May 29 when 17 hardy volunteers created Bobcaygeon’s first public pollinator patch at our new Wilderness Park which opens on June 21. This was a collaborative effort of Environmental Action Bobcaygeon and the horticultural society. Within a couple of hours, they had dug holes,
added soil, planted, watered and mulched 21 varieties of 300 plants known to be pollinator favourites As well, 80 cedar trees were planted along the perimeter. All this was funded by a Trillium Foundation grant used for the creation of the entire park project: trails, parking and signage. As the patch gets established and flourishes, it will become not only a source of food and refuge for endangered pollinators, but a study site for students of all ages. This is so important because no matter how we feel about them personally, bees and other pollinators such as moths and butterflies are in big trouble worldwide. Reasons all have to do with habitat degradation caused largely by humans.
