From My Perch
You’ve probably noticed we’re spang in the middle of a municipal election campaign. This one is generating high interest, perhaps because Toronto Mayor Rob Ford (here’s wishing him the best possible outcome to his health problems) has put municipal politics on the world map, with his frightening shenanigans and runaway mouth. All of a sudden we see how important mayors—and councillors—can be. So many allcandidates meetings have been standing room only. I haven’t been to any candidates meetings yet. I’m saving myself. I’m the same way with Christmas—I do all my shopping at the last minute. It’s more fun. Well, the fun is about to start. Next week I’ll be at two meetings. The first is hosted by the Buckhorn Community Centre for all Municipality of Trent Lakes candidates. It’s Monday, Sept. 22, from 7 to 9 pm. Rev. Glenn Empey will be moderator.
Cover: Max Miller
Two days later comes my next one—Wednesday, Sept. 24, in Fenelon Falls—for the City of Kawartha Lakes mayoral candidates, and council candidates in Wards 5 and 6. You can find it at the Gord Innes Community Centre, 27 Veterans Way, from 7 to 9 pm. Deb Crossen of Magic 96.7 will be moderating. The Kawartha Promoter is cosponsoring it, along with Fenelon Forward, the Fenelon Falls Chamber of Commerce and BOB FM. And a little further along, don’t forget the Bobcaygeon debate— for CKL mayoral candidates, and council candidates for Wards 7 and 13. That’s at the BobcaygeonVerulam Community Centre on Oct. 8, also from 7 to 9 pm. The Promoter is sponsoring it too, with the Bobcaygeon Chamber of Commerce. Indigenous justice and environmental lawyer Lorraine Land (and my spouse) will moderate. Have your say—and hear the candidates—about quarries for example, or about whatever issues are important to you.

Keep politics out of the paper
Do you really think that a community paper editor needs to use the local issue of candidate sign vandalism to take pot shots at a Prime Minister and political view he doesn’t like? Trying to equate sign vandalism with wanting to cut the length of census forms is underhanded and takes the focus away from a serious municipal election issue. I would like to see you keep your political views out of The Promoter and stay focused on our community. David Bowland Bobcaygeon, ON
Caygeon Food Bank back on track
Over the past several weeks, the management team at Bobcaygeon Helps Food Bank has been actively recruiting candidates for several senior positions. Initial response to our appeal was not encouraging, leading us to consider a full review of our present programs. Recently, however, qualified individuals have volunteered and will be integrated into the foodbank team over the next few weeks. We expect that our food-assistance programs, including our Christmas program, will be substantially the same this year as last. We depend upon community support for donations of both food and money. Last year, 2013, we spent approximately $50,000 on our food program, as well as giving away all donated food.

Group seeks mayors support against wind turbines
Manvers Wind Concerns is posing a question to all of the CKL mayoralty candidates. As the potential mayor of the City of Kawartha Lakes your position on Industrial Wind Turbines, and your leadership on this issue , is very important to us. We would request that you provide an answer to the question below within 10 business days so that our members will be able to cast an informed vote in this very important municipal election. Your answers will be distributed to MWC and posted on our website at www. manverswindconcerns.wordpress.com on Monday, Sept. 29. Please answer the following question: Manvers Wind Concerns, representing a vast majority of residents, has been as a grass roots group, fighting the incursion of Industrial Wind Turbines into COKL for seven long years now. Many municipal politicians have said that they do not support industrial wind projects but because the Province makes the final decision, it is out of their hands. There are, however, ways in which a municipality can support a community. What do you know about this issue and what would you, as Mayor of the City of Kawartha Lakes, be prepared to do to support Manvers in its fight against the proposed Industrial wind projects in the Manvers area?”

Trent Lakes Council needs to represent citizens on quarry issues
The North Pigeon Lake Ratepayers’ Association would like to commend CFRAD (Citizens for Responsible Aggregate Development) for taking on the fight against the proposed mega quarry and all its associated environmental issues. This valiant group of residents fought and paid for their stance with their own funds, and it cost them dearly. We thank them for their energy, drive, and ideals, but more importantly for their integrity and ethics. Their ability to take their fight to the Ontario Municipal Board is more than commendable, and something the new council should take note of. Win or lose, they fought with super strength and class and we are very proud of them. We wish the current Municipality of Trent Lakes council had shown similar conviction and courage in respect for the wishes of their constituents, neighbors and area residents. Could they have assisted in this fight against this environmental impact, road chaos, noise and dust pollution? By all means yes. But they gave the impression it was “not their problem” and thus passed the necessary approvals needed for the mega quarry to carry on. Did any one of your council step up to this very important plate throughout the debates? NO. We need a new council committed to truly representing the citizenry, who will promise to carry on with our wishes and stay strong against all the issues/concerns that area quarries and mining bring. We challenge council candidates, be they mayoralty or councillor, now. Let’s see who can step out at this moment and tell us what they will do for us in the very near future if elected. We challenge them to represent all of us as well as the few citizens who carried the brunt of the quarry burden for the last three years. Underground flooding like a flesheating disease
A proposed drainage ditch to deal with excess water problems on Matchett and Gee Crescents, and McGibbon Boulevard, in Lindsay’s Pearson Farms subdivision would be like putting on makeup to deal with flesh-eating disease, Mike Bodkin told City of Kawartha Lakes council members at the Sept. 9 council meeting.

The comparison was apt, as the underground water is eating away earth under houses and creating sink holes. Bodkin was part of a deputation of homeowners from the subdivision who said excessive water flowing beneath the area is “causing erosion under basement floors, driveways and sidewalks, has flooded four basements, worn out six sump pumps to date, created a sink-hole between two homes,” and is causing surface flooding as well as minor injuries to three pedestrians who fell on flooded sidewalks. Bodkin argued that the current proposed solution, to create a drainage ditch to carry away water brought to the surface by homeowners’ sump pumps, will only address the sidewalk problem. The only proper solution, he said, is that the underground water must be intercepted before it reaches the houses, that this must be done by the developer, at no cost to the homeowners, “and that it must be done in a timely manner.” The deputation urged the city not to pass a proposed amendment that would accept the surfacedrainage option and relieve the developer, J. Stollar Construction, of further responsibility, which is to install some kind of sewer system “directed towards removing the source of the problem rather than just negating the potential for sidewalk injury liability.” Council agreed, unanimously directing city staff to further negotations with the developer, with the aim of resolving the issue before winter.
CKL a ‘willing host’ for Pan Am Games
They called for a recorded vote, but once the $50,000 financial commitment was removed it was never even close, as council voted 13-2 to “declare itself a willing host” for the torch relay for Toronto’s 2015 Pan Am Games. Councillor David Hodgson said hosting the torch relay for the Vancouver Olympics was “our best celebration ever.” People flocked to it, he recalled. But councillor Ron Ashmore argued the Toronto games already show signs of waste and overspending, and don’t compare to the Olympics. People need us to be spending their money on other things, like social housing, he said. Councillor Heather Stauble countered that a number of athletes from this area are looking forward to competing in the Pan Am Games, and “it is causing excitement already.” After outgoing Mayor Ric McGee noted that the reference to a $50,000 commitment was not an official budget commitment, and suggested any monetary reference be removed to allow the budget committee a free hand later, there was a collective sigh of relief. It is the responsibility of council to balance many agendas as well as possible, McGee reminded the council More than 1.4 million tickets will be available to the 2015 Pan Am Games — which apparently will

Council supports food security strategy
City council has endorsed a Food Security Action Plan that commits it to waive (in whole or part) rental fees and insurance costs on municipally owned lands and facilities used for non-profit food security initiatives. In endorsing the plan at its Sept. 9 meeting, council also committed to: • Push the federal and provincial governments to develop comprehensive policies to address poverty and food security, including income security, employment, affordable housing, and transportation; • Support innovative food security initiatives like community gardens and community/collective kitchens; • Incorporate policies into its official plans related to food systems, healthy eating, community design and the built environment. • Help the Kawartha Lakes Food Coalition implement the Kawartha Lakes Food Charter and this Kawartha Lakes Food Action Plan With fully eight percent of homeowners in the CKL resorting to food banks to meet basic nutritional needs, the city clearly faces challenges in “food security”—which the United Nations defines as “a condition in which all people, at all times, have
physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life.” Not surprisingly, low or middle-income earners are one-and-a-half times more likely (12 percent) to be unable to meet their basic food needs. Sadly too, upper-level government policies seem designed to support food insecurity. People relying on government support like employment insurance or workers compensation are five times more likely than the city average (37 percent of them) to suffer from food shortages. And those on the Ontario Works program or the Ontario Disability Support Program are 12 times more likely (65 percent of them) to suffer some form of food insecurity. More than one in four of those people experiences “severe” levels of food insecurity. For children up to six years old in single-parent families, nearly 65 percent of them live in poverty in CKL.

Up to 2,100 people a month (40 percent children) rely on food banks, which are also seeing more and more visits from working people, seniors and homeowners. Unfortunately, food charity programs, like food banks, only
provide temporary short-term relief. The Food Security Action Plan calls for systems change to address the root causes of food insecurity with policies and programs at all three levels of government.

Aries (March 21 to April 20) You’ve probably heard the adage: There are no mistakes, only lessons. Well, this could very well apply to your situation, Aries. To be able to grow, we must experience trial and error and, above all, experimentation. Our failures are only part of the process of getting to the end. Also, yellow flowers may play a role in your life soon. Taurus (April 21 to May 21) Many changes are underway in your life, Taurus. Give yourself time to get used to them before abandoning them. Change, like the changing seasons, is part of life. A new romance may be just one of those changes that you will definitely like. Gemini (May 22 to June 22) Career-wise, like most Geminis, your job usually involves working with other people, and you work best as part of a team. We know you don’t enjoy the routine, mundane tasks that sometimes must be done—but be done, they must. So bear with it and just get the job done. Cancer (June 23 to July 23) Be careful of your actions, Cancer. Think before you carelessly hurt someone. If in doubt, include the person. Never exclude on a whim. Leo (July 24 to Aug. 23) Work seems to be consuming you, dear Leo. Try to pace yourself. Find time to play, as well. Enjoy the coming lovely autumn days and nights, and appreciate them while they last. Virgo (Aug. 24 to Sept. 23) On the job, Virgo, you sometimes appear to be fussy and harsh to your fellow workers. We know it’s because of your zodiac traits—you don’t like sloppy, untidy work—but try to understand that others may not be as devoted or as perfectionist as you. Your work climate will improve.
No Exclusions
Libra (Sept. 24 to Oct. 23) It’s better to walk the right path than to follow everyone else on the wrong path. This is an important lesson for you right now, Libra. Think for yourself. Just because everyone else is doing something, it doesn’t mean you have to as well. It may not be easy, but you need to blaze your own trail. Scorpio (Oct. 24 to Nov. 22) We sense you could use some fun and adventure in your life around about now, Scorpio—and maybe even some new friends. The Gamiing Nature Centre participates each year in the Great Canadian Shoreline Clean-Up. This year it’s Sept. 20 and 27 at 11 am at Omemee Beach. Why not help out? There’s more to life than Saturday morning cartoons. Sagittarius (Nov. 23 to Dec. 21) Be wary of those who may take advantage of you, dear Sag. You do not owe them anything. Focus on your own numerous and varied talents; work on improving your self-esteem— and then, move on. Capricorn (Dec. 22 to Jan. 20) You are strong, Capricorn. Think of all the hardships you have soldiered through during your life. Look at all you’ve accomplished. You can make it through these present difficulties, too, because you are good, decent and formidable. Aquarius (Jan. 21 to Feb. 19) “A human being’s first responsibility is to shake hands with himself”—Henry Winkler. Perhaps you have not received encouragement and expectations throughout your life, Aquarius. If you didn’t receive them from loved ones, there’s no reason why you can’t provide them for yourself. In fact, there is every reason to do just that, because you are so worth it. Pisces (Feb. 20 to March 20) Don’t get caught up in the flashy, ostentatious displays of popularity and success. There is someone out there who is meant for you—someone unassuming, yet amazing; someone who will inspire you and love you just as you are. You don’t need any bells or whistles, Pisces.

Municipalities were blindsided by the new funding formula with the Ontario Provincial Police. Policing costs are increasing because of cuts to provincial funding for mental health. “The percentage of police calls that are mental-health related is overwhelming.” Janet formed the municipality’s economic development committee, and got a medical centre built—for which the community raised $250,000. Both were campaign promises in her first run for mayor. She has also spearheaded negotiations between the county and Trent-Severn Waterway to get the hours of operation and funding restored. That, says Janet, is what has to happen with quarries. She wants to bring all municipalities affected by quarries together to negotiate with the province on aggregate issues. If the province has designated an area as having significant aggregate potential, “we can’t stop them.” The provincial aggregates act has to be changed. We have an opportunity in January or February, when it will be under review. We could do it, she says. We did it with the Trent Canal. Bev Matthews says: ‘Time to step up’ After 20 years on council, Bev Matthews has decided it’s time to step up and run for mayor. “I enjoy being on council,” she says. I love the debates and to me it is just common sense when it comes to decision making. I take great satisfaction in helping.” In the last term, Bev served as: chair of the water committee, vice chair of economic development, council liaison for the Buckhorn Community Centre, Buckhorn Regional Health Centre and the Buckhorn District Tourist Association, and member of the Nogies Creek Cemetery Board and Community Policing. Controlling costs will be an ongoing issue next term with hydro, propane, policing, and waste management, she says. “Council has to prioritize

expenditures to make day-to-day living affordable.” Bev would like to see tighter by-law enforcement by the new officer when it comes to property standards, noise, signs, litter and other issues. She also emphasizes the need for public consultation on the Community Improvement Plan. “Many heads are better than one.” For quarries, “having a haul route on municipal roads next to residential homes is not the way to go. I want the province to be more transparent and inform council so that we can inform our residents.” Bev would form an aggregate resource committee, “with both sides participating with a council member.”
(Trent Lakes, Deputy Mayor)
Peter Franzen makes environment a priority Quarry development is out of control, says Peter Franzen, who, with 10 years municipal council experience—including three as deputy reeve—is now running for deputy mayor in Trent Lakes. He says the township needs a quarry committee to develop guidelines, and should “consult with other municipalities to see how they have handled this issue.” His other concerns include: establish a curbside garbage and recycling program; include streetcare lights, sidewalks, and a parks walking track for Buckhorn in the Community Improvement Plan; include Kinmount in the plan; move septictank inspection to the municipal level; have three wards; do not purchase the Silver Sands property (Sandy Lake area—$395,000 plus). Ron Windover: honest team player seeks re-election Ron Windover is seeking reelection as deputy mayor because he believes experience and continuity are important. Having served on council for three terms, Ron is committed to ensure Trent Lakes has the best at the least cost, and remains

financially secure. Common-sense approaches are needed. Ron is a team player, honest, hardworking and community minded, showing respect for all ratepayers, including council and staff. I serve on many Trent Lakes and County committees. Communication is important. I value your input. Rick Aube stresses fiscal responsibility Rick Aube has been a cottager since 1955 and spent 12 years on the executive of the Beaver-CavendishBottle-McGinnis Lakes Association. He has been a permanent resident of Trent Lakes since 2010. With 30 years experience in securities finance, Rick will focus on: fiscal responsibility (prioritize spending), economic development, proposed OPP charges, quarry development (increase hauling fees, the environment and taxpayer costs), fairer representation, improved transparency and accountability, more community involvement through subcommittees, improved communication with surrounding municipalities, higher service to residents, ensuring the Community Improvement Plan includes all of the municipality, and a free tip day and extended hours at landfill sites.

Bobcaygeon Fall Fair The Bobcaygeon Fall Fair has been a family affair for Brittany Fell, 22, and for . . . well . . . for her whole family—ever since she was a child. Now finishing her second and final year of teachers college—her fifth year at Nippissing University in North Bay—Brittany is also completing her year as Bobcaygeon’s Fair Ambassador. She will hand over the reins to the newly elected 2014 Fair Ambassador on Friday evening, Sept. 25, just in time for the new Ambassador to take her place in the Saturday morning parade. Brittany’s year as Ambassador caps a lifetime of involvement in the fair. She has been attending and participating since she was a child, along with her

sister Holly, now 20, and brother Derek, 15. She recalls how she and Holly used to bake chocolate chip cookies and make other crafts at her grandmother’s home to enter in the fair. “Growing up, my family and I were always very involved.” And Derek enters his own cattle in the fair contests through the 4-H club. For Brittany, it started with her parents, who own and manage a beef farm between ‘Caygeon and Fenelon Falls, and who are both directors on the fair board. Brittany and Holly served as junior directors when they were younger. But really, it goes back much farther than that, as Brittany’s father’s family has lived in the same house, she explains, and operated the same—if evolving—farm “for 148 years or so.” So it’s a family farm that’s almost as old as the Bobcaygeon Fair itself—celebrating 156 years of history this year. “I always enjoyed the fair when I was a kid,” says Brittany. “But since I left home to go to university, I appreciate it even more. It’s a time to come home— and to see everyone: family and friends. “As the years at school have gone on, I don’t come back as frequently as I used to. But I always come home for the Bobcaygeon Fair.” Brittany’s year as Ambassador has included: participating in the parade (of course), helping hand out prize ribbons for the agricultural contests, attending a province-wide conference for the Ontario Association of Agricultural Societies, and

of course, participating in the “big Ambassador program” at the Canadian National Exhibition in Toronto in August. So what hasn’t she tried at the fair yet? Well, says Brittany, “I’ve always loved the talent show— the little kids especially are so cute. And my sister and I had singing lessons when we were younger, but so far I’ve been too shy to try out for it.” This year, she says, after getting a shot of confidence from her experiences as fair ambassador, maybe she’s ready to give it a try. We hope so. You can find everything you wanted to know about the fair at www.bobcaygeonfair.com.

These begonias won’t grow themselves
If you appreciate the lush hanging flower baskets that decorate downtown Bobcaygeon each summer, then Beautify Our Bobcaygeon (BOB) has a request for you. The BOB committee proposes hanging baskets on 58 sites in the downtown area again next year, but it needs “committed monetary participation
from businesses and community alike” to make the project work. They plan to hang baskets next year on King, Bolton and Canal streets, on the north side of the lock bridge, and in Market Square. “With your support, we hope to be able to expand in following years.” The committee is asking for donations of $50 per business and $5 per household. These can be dropped off at The Village Florist Shoppe on Bolton Street on or before the Sept. 30 deadline.

Don’t let your winning ticket go unclaimed
Check the pockets in that suit you’ve left hanging in the closet for a year now. Or look in the purse you stopped using last fall because it went out of style.
Somebody out there bought a lottery ticket in Lindsay last September that won them $12,660. But they’ve never claimed their prize. And time is just about up. Winners have up to one year to stake their claim. The winning numbers for the Saturday, Sept. 21, 2013 Lottario Early Bird draw were 1 – 19 – 26 – 44. The ticket in question was a combination play, with multiple selections resulting in multiple wins totaling $12,660.

Health & Wellness Soft drinks loaded with sugar
A new survey of Canadian mothers shows that, on average, moms are consuming three to four soft drinks a week. What’s more, the Ipsos Reid survey reports, 39 percent of them say they are not looking to reduce their intake of these drinks at all. Maybe that’s because only two in ten of those surveyed knew that an average container of soft drink contains 10 teaspoons of sugar. Forty percent of younger moms said they will substitute fruit juices for pop. But some fruit juices contain as much or even more sugar. A 355 ml glass of orange juice has over eight teaspoons of the stuff. The World Health Organization suggests the maximum daily sugar intake for adults should be six teaspoons—total. Statistics Canada says the average adult takes in a staggering 26 teaspoons per day. Staying hydrated is an important part of a healthy lifestyle, but excessive sugar consumption is linked to many serious health conditions including obesity, diabetes and dental cavities. Canadians should be looking for healthier options, says pharmacist Sherry Torkos, author of The Canadian Encyclopedia of Natural Medicine. You can probably guess that pure water contains no sugar. And it’s available for just pennies a glass, right from your tap.

Do you sometimes feel like you spend most of your supposedly free time, sorting through emails? You’re not alone. A recent analysis of 25 billion emails by Yes Lifecycle Marketing (YLM) shows consumers click on fewer promotional emails than a year ago, as they receive more marketing messages than ever. Email volume grew by nine percent in the last year, but the rates of opening emails dropped by three percent, and the rate of responding to marketing emails (by clicking on links) fell by 14 percent. That may be because more emails are now

NOT ANOTHER CHICKEN JOKE
Sometimes help comes from the unlikeliest sources, in this case, chickens. It seems that, unlike humans, chickens have the ability to restore lost hearing. In fact, all vertebrates (the defining characteristic of which is having a vertebral column, or spine), with the notable exception of mammals, have the same ability to restore their own damaged hearing. In the case of chickens, they have supporting cells in their inner ears that can replace “hair cells” that have been damaged by loud noises or other causes. With this in mind, researchers’ goal is to identify the mechanism behind chickens’ ability to repair harmed hair cells, as well as to find potential drugs that can do the same for humans. To learn more visit our website at “www.hearingdoctor.ca” or to schedule a hearing consultation, please call us at the number below. P.S. to capture the last big splash of autumn colour. Outreach Committee volunteers from St. John’s Anglican Church in Ida, work diligently all year to prepare for the spectacular fall fundraiser. Proceeds are shared by Homegrown Homes (705-876-0174), a non-profit organization that helps provide affordable housing for those in need; and Millbrook Foodshare, a local food bank. This year’s run will be held Saturday, Sept. 27, from 8 am to noon at McCamus Farm, three km west of Peterborough County Road 10 at the intersection of Stewart Line and Winslow Quarter Line. Participants can choose between the 10-km or 4-km run/walk. The 4-km run/walk follows an adventurous route through winding country roads, farmers’ fields, a golden corn maze, glimmering forest trail, and back to the farm. Registration is $30 for adults and $10 for under 18s. The 10K run/walk is a “roller coaster ride” of rolling hills and panoramic views of breathtaking fall colours. Registration is $35 for adults and $10 for under 18s. Participants collecting $100 in pledges will have their registration fees fully refunded. At the finish line, participants can feast on delicious local cuisine from nearby farmers’ fields— baked pork and beans, homemade vegetable soup, maple sugar tarts, fresh apples, refreshments and more—all included in their registration fee! Participants and winners also receive generous prizes from numerous sponsors. Pick up a pledge form from the Running Room on Hunter Street, Peterborough. Register there, or online at www.runningroom.com. The first 200 registrants will receive a gift bag. Info: cavanhillsrun@nexicom. net or 705-868-7585.

Workshops seek to manage waste the best we can
The City of Kawartha Lakes says it wants input, ideas and vision from its citizens about waste and recycling—“so we can have one of the most successful waste-management programs in Canada.” So the city is hosting two interactive, public workshops—one in Coboconk and one in Lindsay—to discuss “current and future waste management services and needs in the community.” If you want to participate though, you have to register. Staff will gather input and information at these workshops to incorporate into development of the City’s long-term Integrated Waste Management Strategy, called Making Waste Matter. The strategy has four themes—Reduce, Reuse, Recycle, Innovate—which the city hopes will be the focus of discussion at the workshops. The Coboconk workshop will be held Saturday, Oct. 18, from 9 to 11 am at the Coboconk Community Centre, 9 Grandy Road. The Lindsay workshop is scheduled for Wednesday, Oct. 22, from 6:30 to 8:30 pm at the Ops Community Centre, 2569 Hwy 7. To register, contact Angela at 705-324-9411, ext. 1158, or email aporteous@city.kawarthalakes. on.ca.

Fleming’s Frost Campus showcased in ‘Green Doors Open’ event
Fleming College’s Frost Campus in Lindsay will showcase its sustainable energy features on Saturday, Oct. 4, as part of Green Energy Doors Open, a free province-wide event. The Frost Campus will offer public tours of its Technology Wing from 10 am to noon. The wing features a geothermal heating system, windmill, green roof and sustainable building materials. Green Energy Doors Open features individual, community and commercial sustainable energy projects throughout Ontario, with the goal of educating visitors about green energy and highlighting the success of sustainable energies. The college is also seeking vendors from the green energy and sustainable building sectors to set up display tables and booths. There is no fee— but on-site sales are not allowed. Contact Kayla Smith at kayla.smith@flemingcollege.ca or 705749-5530, ext. 1142. Green Doors already has over 100 projects participating in this third annual Green Energy Doors Open showcase across Ontario and Alberta. Frost Campus is the only participant so far in the City of Kawartha Lakes. Interested in finding participating sites, or becoming a host or sponsor? Visit www. greenenergydoorsopen.ca. The goal is to inspire the move towards a greener future for the next generation.
