Know Your Candidates: POLITICAL STATEMENTS
John Banken seeks re-election to Commissioner’s Court, Pct. 3 I am John Banken and I am running for re-election for County Commissioner of Precinct #3. I have been married to my lovely wife, Donna, for 51 years. I have lived in Bridge City for 48 years. We have two sons, Jayson and Jared Banken. Donna and I also have five wonderful grandchildren. I am a charter member of
Fellowship Baptist Church in Bridge City where I serve as a deacon and director of Sunday BANKEN School. Over a 15-year period, I served on the City Council of Bridge City and as Mayor. I am past president of Southeast Texas Regional
Planning Commission. I have served on several different committees appointed by both the Democrat and Republican governors of the State of Texas. I was a plant manager where I managed employees on a daily basis. I was responsible for multimilliondollar budgets without going over the budget. I also worked as a construction manager where I was re-
sponsible for multimilliondollar jobs throughout the United States. I bring those leadership skills and budgetary responsibility I learned in the private sector to my position as County Commissioner. I wish to continue helping to lead this county so that it will be a better place for our residents, employees and businesses. Orange County is a great
place to live and raise a family. We have come a long way in the last couple of years from a budget deficit to a surplus without raising taxes. We have had several new companies come to Orange County in the last several years bringing in several hundred permanent jobs. The tax base for the county is continuing to increase; our valuations are increasing which brings more reve-
nue for the county. I know the job and I know what it takes to get things done in an efficient and fiscally responsible manner. If re-elected as your Commissioner Pct. #3, I will continue to meet the needs of our citizens and our employees. God bless Orange County and our country.
John Gothia seeks election to Commissioner’s Court, Pct. 3 To the Citizens of Orange County and Precinct #3: • My name is John Gothia and I am running for Orange County Commissioner Pct. # 3 and would like your vote as the Republican choice. I graduated from Bridge City High School then attended Lamar University for Business before starting my career with Altria where I have worked for 30 years as a Manager. I am married to Glynis Wright Gothia, a Bridge City ISD
teacher. Our sons Hunter and Forrest are also graduates of Bridge City High School. For over 25 GOTHIA years I have been involved as a dedicated volunteer and board member for several organizations that help those in need in our community and also serve as a volunteer to help promote our area for Economic
Growth. I have lived in Bridge City for over 50 years and my family and I are proud to call Orange County our home. • I believe our County is at a major turning point in our future and we need someone with the leadership skills necessary to promote and grow Orange County. As your Commissioner I intend to capitalize on this opportunity. In recent years we have all watched as Orange County has not had the growth that is needed to
continue our quality of life while other communities around us have grown. Due to this our tax base has reduced, the budgets have had to be cut and services to the citizens have diminished as well as the employees of the county being negatively affected. I know how to balance a budget while remaining fair to all involved, and I also know that the way to increase the services back to the citizens and to the employees is through economic growth. I have the proven
ability to bring community and business leaders together to promote our County to business groups and other opportunist looking for expansion or new locations. • I have the skills necessary to manage the business of the county’s day to day operations along with the energy it’s going to take to return Orange County back to a prosperous and growing community. • My goal is to work hard to return Orange County back to being financially
sound by making it the best place to live, work and play. By doing so the children of our community will be able to remain in Orange County while enjoying the better quality of life and job opportunities. • I will make a positive impact for the citizens of Orange County by helping to realize the opportunity and I ask for your vote for Commissioner in Precinct #3.
Bobby Manshack seeks election to Commissioner’s Court, Pct. 1
To the Citizens of Orange County and Precinct #1:
I’ve had a few people ask me about my thoughts on community involvement and public service. Well, since 1985 public service has been a round-the-clock commitment for me. It all started when I became a Deputy Sheriff in the reserve division of the Orange County Sheriff’s office. I worked for the family business, but wanted to do something else in addition to that that made me feel like I was helping the community. What better way to volunteer my time than to help protect and serve our community that I love so much?
I started off as a Deputy Sheriff and within three years I was promoted to the position of Captain of MANSHACK the reserve division. During my time there, I served as a leader for up to as many as 42 peace officers. While in that position thousands of hours of street and marine patrol, along with warrant service, were logged. Some of the most memorable highlights of my tenure as a law enforcement officer include cutting a hanging victim down from a tree and administering CPR; pulling
•
a victim from an upside down, mangled vehicle that was on fire; locating and apprehending a subject involved in an aggravated robbery/shooting. In 2005, I left the Sheriff’s office to join the office of then Constable Keith Merritt – to date, I continue to volunteer my time and serve this office as a Deputy Constable because I still enjoy helping to protect and serve our community. In 1978, at the age of 22, I assumed the role of Vice President of Manshack & Sons, Inc. Manshack & Sons is a family-owned construction company that has been in continuous business since 1945. I also serve as Presi-
23 Years In the Tax Office
dent of Chasse Planning & Development as well as North Orange Water. In these capacities, we have invested millions of dollars in the local economy and currently provide full-time employment to 10 individuals. I have led the development of
eight residential subdivisions, creating upwards of 60 million dollars in tax base for Orange County. These projects provided dozens of jobs during development. That being said, economic growth and employment are very impor-
tant to sustain and enhance our community. I believe I would bring invaluable knowledge and experience in this area to my role as Precinct 1 Commissioner. In 2008, I was appointed

Ryan Peabody seeks election to Commissioners Court, Pct. 1 Ryan Peabody for Commissioner of Precinct 1 The Commissioner election for Precinct 1 is perhaps the most important vote in Orange County for the past twenty years. This single seat on Commissioners Court will determine if OrPEABODY ange County will continue to head down the same road it’s been going or will choose a dramatically different direction. As I drive around the county I see empty shopping centers. I hear people talking about an Orange County of the distant past that had a better quality of life. And I hear people ask: why can’t we have that again? The simple answer is that we can. We can recruit new businesses. We can get our financial house in order. We can put professionals on Commissioners Court. But in order to do this we must be bold. If you are looking for a Commissioner who is a hard worker with fresh ideas, then give me your vote. Don’t just vote for who you know. Vote for the most qualified candidate. Vote for a professional and give Orange County a fighting chance to flourish again. Give our community a chance to capture a quality of life we all want. I don’t want to drive to Beaumont for more restauPEABODY Page 6A

Johnny Trahan seeks seat as Commissioner Pct. 1 My name is Johnny Trahan and I am the conservative choice for Orange County Pct. #1 County Commissioner. A LC-M, Lamar State College-Orange, and a Lamar Graduate, born, raised Precinct 1. We will have some excellent opportunities in the coming years and I believe I bring a positive perspective to fully develop these opportunities. We have become a divided community and I see that there is a need for everyone to come together on these issues. I am a lifelong resident of Orange County, worked hard through different charities to make this a better place for over 25 years. I believe I can make a positive difference in Orange County. As a native of Orange, I understand and love this community and have the energy and passion needed for this position. I will do what is fair to all parties involved and use my education and business experience to find a fair solution to issues facing Commissioners Court over the next few years. Orange County has a
smart and talented workforce, business leaders who want to see our area thrive, and TRAHAN leadership to take advantage of our opportunities. I will listen and employ people’s ideas to solve our county’s issues and work to bring everyone together to pull in the same direction. I have the knowledge of our history and know how important the Sabine River has been to our success and what an asset Lamar State College-Orange is to our area. I also am aware of past mistakes and will steer clear of those previous errors. This will serve me in making fair and fiscally sound decisions for the county. I have volunteered in youth sports and high schools to help our children have better opportunities for recreation. I also have been involved with Lions, Kiwanis and Rotary, and through those organizations have helped provide scholar-
Cypress area residents. The commissioners oversee operations, budget, and implementation of that budget to ensure tax payers’ funds are allocated to the services that the residents most depend on. By partnering with other
ships for local high school students. We also have assisted local organizations in providing playground equipment and activities for special needs children. Through Kiwanis we were able to preserve the Christmas Parade which had been part of Orange for over six decades. I am currently President of CASA of the Sabine Neches Region, an organization dedicated to training volunteers to represent abused
and neglected children in our court system. I say these things because I want you to know, I have long been working hard to make Orange a better place to live. TE
OPINION CAN TRUMP BE STOPPED?
“Art of the Deal.” Getting elected president of the United States is his biggest reality deal. Think about this, he says he will appoint his children to run his blind trust. The millions Dick Cheney came way with would be a drop in the bucket compared to what Donald would end up with. I’m reminded of the snake story. “This guy came up on a snake that had been injured. He picked the very poisonous snake up, took it home, saved its life and nursed it back to good health. One morning, the poisonous snake bit the guy on the ankle. “I’m going to die,” the man said, “how could you do that after all I did for you?” The snake responded, “You knew I was a snake didn’t you?” That’s the same with Trump… His response will be, after his blind trust making billions, “You knew I was a businessman didn’t you?” He would love to be in the class of Warren Buffet and Bill Gates. he’s lied by several billions about what he’s worth. Would you vote for a Justice of the Peace, District Judge, State Representative, Governor or anyone else who filed for bankruptcy four times? If he makes it to the general election, many stories will come out on how he bilked hundreds of people who invested in his bankrupted deals. Many were senior citizens who invested their retirement. CNN touched on a small part of his scams on Monday night. He’s a shyster. The biggest scheme he’s pulling is on the Republican Party. He’s not a conservative, moderate or liberal. Trump can’t keep his ideology straight because he has none. Why would anyone buy into such outlandish statements as he will stop China from devaluing their money, build a wall and make Mexico pay for it? “The greatest president God ever created.” It seems unthinkable that a flamboyant reality television star, with no political experience and a penchant for insulting, could become one of the two finalists to become Commander-in-Chief and leader of the free world. None of which is to say that a Trump nomination is a done deal. He may win primaries, stringing together a series of victories, but the polling evidence is that he is less likely to win the general election. There is still talk that Trump can be stopped once the field narrows. Trump has a skeleton in his closet and it’s his tax returns. He may be pressured into releasing them but he will drag it out, possibly passed the point of stopping him. Mitt Romney is right, that’s where the boogie man is in his reality show. Super Tuesday will set the stage on the stop Trump campaign, that’s if Cruz wins Texas by a large margin.
Well, it;s come down to Super Tuesday in Texas, along with 14 other states. For the first time in a long time, the election in Texas is early enough for the state to play a part in the selection of a presidential nominee. It seems clear that Hillary Clinton will carry Texas for the Democrats. For Republicans it’s more uncertain. Even though Sen. Ted Cruz has an inside trace in Texas, will it be a big enough win over Donald Trump? Cruz can’t afford to just split the state delegates with Trump. If it’s a virtual tie or loss, Cruz is done. For the good of the country and especially for the salvation of the Republican Party, Trump as the nominee, is sure to be a drag on down-ballot candidates. It’s almost a sure bet he would cost the GOP the Senate. Fifty percent ofRepublicans claim Trump doesn’t have the temperament to be president, while 33 percent say they would not vote for Trump under any circumstances. Remarks Donald has made would have ended the campaign for lesser mortals but not Trump/ His fans rave over the preposterous statements like “Rapists from Mexico,” “McCain’s not a war hero,” “Blood coming out of her whatever.” The line of “Thousands of New Jersey Muslins celebrating 9-11” and worse yet, the word “Schlonged” that he used about HIllary not returning from the bathroom in time. Look up the urban definition; you can’t say anything worse about any lady, much less the former First Lady of our country. other things however, about the guy are more worrisome. Last week, during the Apple controversy, he said, “Why don’t we boycott Apple. Yes, I call for a boycott of Apple. I just thought of that.” CAJUN STORY OF THE WEEK It’s scary that we would have someone so compulsive with his finger on the BUT- Comeaux and Thibodeaux were talking TON. His twisted mind is to make voters one afternoon and Comeaux tells believe what he is saying and they’re buying Thibodeaux, “You know, I tink I’m ready for it. Don’t forget, with Donald it’s always the a little vacation, but dis year I wants to do

sumting different. De las few years, I took your suggestions about where to go. Tree years ago, you said I should go to Hawaii. I did an’Marie, her got pregnant. De next year you said go to Bahamas. Marie got pregnant again. And last year, you told me to go to Tahiti. Sure enough, Marie got pregnant again. Dis year I want to go some place cheaper so I can bring her with me.” CEST TOUT We’ve come on Election Day this coming Tuesday. We want to thank all the candidates who have participated in this special edition and have used us to get their message out throughout the campaign. It’s been very enjoyable for us here at the Record getting to meet and visit with all of the candidates. The office has been a beehive of activity with several candidates being here at the same time holding round robin conversations. Orange County citizens can be proud of the high caliber candidates who are running for office. Over the years, we have witnessed some awful dirty campaigns. This year that is not the case. Early voting is running above expectations. The high vote count in Vidor has highly been driven by the Constable’s race and a strong voter turn out for Ted Cruz. The Tea Party element hasn’t left a stone unturned in getting out the vote for Ted Cruz. The Republican debate Thursday night in Houston showed up Trump for what he is, a blow hard. I feel Rubio did the best job. Cruz held his own. But when you boil it all down, Gov. John Kasik matches up best with Hillary Clinton. He has a lot of experience, but he’s a long shot . On the other hand, no one has ever run for the office of president that has more experience across the board than Hillary Clinton. No one has been better prepared or has more knowledge about things the job incurs. That’s my take anyway. The Lunch Bunch will dine at PK’s Grill Wednesday the day after the election - it should be interesting. Everybody always welcome Democrats and Republicans. Chris Christie bridges relationship with Trump hoping to get VP spot. It’s your duty to vote. Take care and God Bless.
Wednesday is Texas Independence Day For The Record Many government agencies will be closed on Wednesday in observance of a Texas holiday. Texas Independence Day is Wednesday, March 2, and is an official Texas holiday. Many county offices will be closed on Wednesday in observance of the state holiday. The holiday commemorates the adoption of the Texas Declaration of Independence, which was signed on March 2, 1836, and signified Texas’ independence from Mexico. This day marks the official birth of the Republic of Texas. According to TimeandDate.com, the holiday is celebrated in many ways across the state, including festivals, re-enactments, music and even chili cook-offs. Other activities include story-telling sessions about how Texas won its independence from Mexico and became a republic during the 19th century. Celebrate Independence Day Independence Day is a day of family celebrations with picnics and barbecues, showing a great deal of emphasis on the American tradition of political freedom. Activities associated with the day include watermelon or hotdog eating competitions and sporting events, such as baseball games, three-legged races, swimming activities and tug-of-war games. Many people display the American flag outside their homes or buildings. Many communities arrange fireworks that are often accompanied by patriotic music. The most impressive fireworks are shown on television. Some employees use one or more of their vacation days to create a long weekend so that they can escape the heat at their favorite beach or vacation spot. Independence Day is a patriotic holiday for celebrating the positive aspects of the United States. Many politicians appear at public events to show their support for the history, heritage and people of their country. Above all, people in the United States express and give thanks for the freedom and liberties fought by the first generation of many of today’s Americans. The Statue of Liberty is a national monument that is associated with Independence Day. Public Life Independence Day is a federal holiday. If July 4 is a Saturday, it is observed on Friday, July 3. If July 4 is a Sunday, it is observed on Monday, July 5. Government offices and schools are closed. Some businesses may be closed as well. In some years, many employees use a proportion of their vacation days to create a long weekend. This can cause congestion in some places, particularly towards popular holiday destinations. There are many public events, parades, shows and fireworks displays. This may cause local disruption to traffic. Public transit systems do not usually operate on their regular timetables. About Independence Day In 1775, people in New England began fighting the British for their independence. On July 2, 1776, the Congress secretly voted for independence from Great Britain. The Declaration of Independence was first published two days later on July 4, 1776. The first public reading of the Declaration of Independence was on July 8, 1776. Delegates began to sign the Declaration of Independence on August 2, 1776. In 1870, Independence Day was made an unpaid holiday for federal employees. In 1941, it became a paid holiday for them. The first description of how Independence Day would be celebrated was in a letter from John Adams to his wife Abigail on July 3, 1776. He described “pomp and parade, with shows, games, sports, guns, bells, bonfires, and illuminations” throughout the United States. However, the term “Independence Day” was not used until 1791. Interestingly, Thomas Jefferson and John Adams, both signers of the Declaration of Independence and presidents of the United States, died on July 4, 1826 - exactly 50 years after the adoption of the declaration. It is also important to note that Native Americans lived in the country and each tribe had its own nation and government prior to the European settlers.

Shirley Zimmerman seeks election to Commissioner’s Court, Pct. 1 My name is Shirley Zimmerman. I am announcing my candidacy for Orange County Commissioner of Precinct 1. I live in Orange County by choice. My husband, Steve and I moved here with our family in 1992 when his employer transferred his job location to Louisiana. Orange County provided the closeknit community we desired to rear our family in and we’ve been very happy living in the Country Squire neighborhood and being a member of Community Church. My son graduated with honors from LSC-O and later Oklahoma State University while both daughters graduated with honors from LCM and at the top of their classes at LIT. I am also one of the proudest grandmothers named ZZ by my three year old grandson. Orange County is a wonderful place to live and has many positive attributes with a great future ahead. I have loved serving the community and citizens of Orange County for the past eleven years while employed by the Orange County Economic Development Corporation. The EDC is a Governmental entity just like the county is. As public entities, they are required to conduct busi-
ness differently than the corporate world. I have acquired the knowledge and underZIMMERMAN standing of how they operate. It is my working with the elected officials and countywide entities in Orange County that gives me the confidence that we will be able to work together well, making the best decisions for the people as we move the county forward. I am not one of the “good ole boys” and I will stand firm for what’s right according to my conservative Christian values. I think fairly, logically and am community minded. With Commissioner David Dubose announcing he would not be running for office again, the thought crossed my mind that maybe I could truly make a difference for the citizens of Orange County by stepping up to serve. Now I have that opportunity and am excited to offer myself as a full-time Commissioner to Orange County. Currently there is turmoil and transition going on within the county as officials have been tasked with bringing financial soundness back after dealing with three hurricanes.
I attended and received a Business Administration Degree with minors in Accounting and Computer Science from Oklahoma State University. I have developed budgets and helped make decisions with many different organizations over the years. I set up and have maintained the Orange County Economic Development Corporation financials and am currently serving as Treasurer on the Boards of the Bridge City Chamber and Christian Women’s Job Corps. I am straightforward sincere and I truly desire to continue doing all that I can to help the county to become a better place to live, work and play. Orange County is blessed with many great assets, one of which is the friendly, caring people who live here. I have grown to love the people and care deeply about the entire county. I have spent many years working and volunteering countywide to bring unity within various entities as well as the people within the county. I have worked with all three of the county Chambers of Commerce and was truly excited when I was the volunteer coordinator for the first Bassmaster’s Tournament. It was a huge responsibility where I was able to bring volunteers together from all over the
county. A saying often quoted in economic development is that “a rising tide floats all boats.” Anything good that happens within Orange County is good for all of Orange County. Instead of competing against each other we should be supporting each other and standing together. I want to help the county to make the best decisions for the entire county. If you look hard enough and handle things appropriately, there will usually be a solution to issues where everyone involved can walk away feeling good, a “win-win.” I strive to live by biblical principles and offer myself to public service as a person who wants to see this county work together in unity with integrity and transparency. As the first Republican woman to run for this position in Orange County, I want to see the county fiscally sound and working in harmony. I believe that with my fair and well-balanced attitude and dedication, I will be able to work effectively within Commissioner’s Court as well as bring unity within the County employees. The county has hired many good employees who deserve the respect of being ZIMMERMAN Page 6

my functions. I believe my business instinct, my education and an analytical approach to problem solving will give me the tools I need to represent Pct. 1 on the Commissioner’s Court with an even handed approach that is fair to citizens, tax payers and employees. I believe our employees are an asset to the county and should be treated as such. We must offer competitive pay and benefits to attract and retain good employees; we do not want to become a training mill for area industry or other counties. A well run County will make us more appealing to new business. I am truly excited and optimistic about the future of Orange County! I am a lifelong resident of Orange County and I believe our brightest times are still ahead. I have worked hard for Orange County the last several years to help grow our economy through the Orange Chamber and in my current position, and will continue to do so, in my role as commissioner. I have worked tirelessly on economic development and we need to become more aggressive on recruiting industry and business to our area. We can learn from the successes of other areas to succeed in attracting new business here. I have been to Golden Triangle Days for the last 4 sessions and served on the 2015 committee. I am the Chair for Golden Triangle Days 2017, where we will once again bring our issues to our leaders in Austin and attend informational meetings concerning transportation, water, education, and healthcare. I have developed a relationship with Senator Nichols and Representative Phelan and their staffs, so that we can team up with them on efforts to improve Orange County. We have an experienced hard-working workforce, the Sabine Neches Waterway, intra-coastal canal, railways, the Sabine River Authority Canal System, and an interstate that is near completion of an historic improvement. When we bring all of our assets together and work together, Orange County will grow. I ask for your vote for Leadership, Integrity, Experience and Economic Growth. Vote for Johnny Trahan for Pct. #1 County Commissioner. If elected I will retire from my current job of 34 years and become your full-time commissioner. Thank You Johnny Trahan

Keith Merritt seeks re-election as Orange County Sheriff To the Citizens of Orange County : My name is Keith Merritt and I am running for reelection to continue to be your Orange County Sheriff for the next four years. I do not consider myself a politician, but instead a very proud public servant. I am running on the Republican ticket. I have been your Sheriff for the past seven years. I won the election as your Sheriff and took office on January 1, 2009. I did not have an opponent for my second four year term as your Sheriff. I am asking for your continued support again for the March 1, 2016 Primary election to serve another four year term as your Sheriff. Many people have supported my career in Law Enforcement that began in 1979 when I first started out as a Reserve Deputy for the
Orange County Sheriff’s Office. I served as a Pct. One Reserve Deputy MERRITT Constable for the late Constable Jack Thompson. I then went on to become the Constable for Pct. One for fourteen years, then ran and was elected and took office as your Sheriff on January 2009. I currently hold a Master Peace Officers certificate with the Texas Commission on Law Enforcement. With that said, I wish to thank the many people that have supported me over the past 36 years not only in my Law Enforcement career but also as a friend. From 1989 to 2004 I was the trainer and handler for two Orange County drug dogs, Ali and Thor. This was a very rewarding experience

I attended and graduated the Noncommissioned Officer Candidate Course and was promoted to the rank of E-5 Sergeant. I received an Honorable Discharge in 1972. Before going into Law Enforcement I worked at Chevron Chemical in Orange for 15 years, as both an Operator and then promoted to Supervisor. I have been a member of the Orange Lions Club for over 18 years. I was named Lion of the Year in 2006 and again in 2015. I received my Private Pi-
lot’s license in 1997 from the Federal Aviation Administration. Since being elected as your Sheriff we have accomplished a lot at the Sheriff’s Office. But at the same time we have had very difficult challenges that we have been faced with and I am very proud to say we handled them professionally, while keeping in mind our commitment to protecting and serving the citizens of Orange County. I have the experience, knowledge and desire to carry out the duties of Sheriff. I sincerely care about the citizens of Orange County, the dedicated employees at the Sheriff’s Office and all
Orange County employees that share the same desire to be a public servant. My management style has and will always be to deliver professionalism, courtesy, trust and integrity to the citizens of Orange County. You deserve and will receive the very best in Law Enforcement services. All of the employees at the Sheriff’s Office hope that over the past several years we have gained your trust in every aspect. I thank you again for your support and friendship and I humbly ask for your vote to re-elect me as your Orange County Sheriff. Sincerely, Keith Merritt Sheriff

As your commissioner, I will be a good steward of taxpayer money with an “open door” policy; always there for you. I am the right choice, the exceptional choice and humbly ask for your support and vote. Let’s bring unity back into our community!

During this time I gave over 300 demonstrations and Drug Awareness talks using drug dogs Ali and Thor to all area schools in Orange County helping to educate over 30,000 students about the dangers of drugs. rants and shopping options. I want to have those options right on 16th Street and downtown! I am Ryan Peabody, but this election is not about me. This election is about all of us. This election is about the future of Orange County. A County Commissioner responsibilities include the following: economic development, contract negotiations, public policy, infrastructure, taxes, emergency management, budgets, grants, county litigation decisions, employee and retiree policy, liaison with federal, state, local and private partners. Commissioners have to be willing to make hard decisions. A Commissioner is not just a “Yes man” to special interest groups. The job of the Commissioner is to represent 100% of the people fairly and with integrity in all things. My qualifications and credentials for Commissioner are as follows: Education with both a college degree and a law degree, experience working in both private and public sectors, experience in business formation and development, a clearly articulated vision for controlled strategic growth, experience in emergency management and a flawless track record of Republican voting. Orange County can not afford to elect a commissioner with a “Nancy Pelosi” view point of, “I’ll figure it out when I get in there.” We need to elect a professional that is ready to hit the ground running from day one. We need to elect someone who is already familiar with the real challenges facing our county and who has a plan to fix them. The following chart contains credentials and viewpoints as expressed by the Commissioner Precinct 1 Candidates so that you can make an informed decision in this critical election:
FACT: Experience in the abatement process for economic projects. FACT: Commissioner John Banken is experienced in working with large projects and managing larger budgets. Job description of the County Commissioner: Commissioner John Banken has reviewed the duties of the County Commissioner and would like to share them with you. Orange County pays $63000.00 to Orange County Economic Development Corporation (EDC) for the combined budget from other agencies to fund the EDC. At this time the EDC has appointed a new full time director. At no point will a Commissioner act as a sitting director. • Sets the yearly property tax rate and approves the budget and employment level for the county; • Sets commissioners and justice of the peace precinct boundaries; •Calls, conducts and certifies elections, including bond elections; • Sets employment and benefit policy; • Establishes long-range thoroughfare, open space, land use, financial and law enforcement/jail needs plans; • Acquires property for rights-of-way or other uses determined to be in the public’s best interest; • Reviews and approve subdivision platting and wastewater treatment for rural areas;
• Provides rural ambulance services and subsidizes rural fire protection; • Addresses concerns of his constituents; • Appoints non-elected department heads and standing committees; • Supervises and controls the county courthouse, county buildings and facilities; • Adopts a county budget; • Determines county tax rates; • Fills vacancies in elective and appointive positions; • Has exclusive authority to authorize contracts in the name of the county; The commissioner’s court sets the county’s property tax rate and has the authority to grant tax abatements for economic development .
It appears my OPPONENT believes the only responsibility of a County Commissioner is Economic Development. YOU BE THE JUDGE!!
John Banken knows where his citizens live and their needs.” My community is important to me. The areas of Bridge City, Orangefield, Victory Gardens, Duncan Woods, West Orange, South Vidor and surrounding areas are vital to our economical growth.”

David Cagle seeks re-election as Constable, Pct. 2 To the Citizens of Precint 2: My name is David Cagle, and I am honored to be serving as the Constable of Precinct 2 in Orange County. I am asking for your vote and support for my re-election. I am married to Kathy (Whitehead) Cagle, and we are residents of Mauriceville. We have five children and five grandchildren between us. We are active members of First Baptist Church, Mauriceville. I have been the Constable of Precinct 2 for the past three years. I have punctually served all the civil papers that have come through my office, resulting in thousands of dollars being paid
to Orange County. I have diligently performed the duties of bailiff for Judge Dunn as preCAGLE scribed by law. I have worked closely with the local school district, assisting them with problems when they arise and providing security on the campuses. I have assisted with the Sheriff’s Office on calls for service when needed, seven days a week and patrolled the neighborhoods deterring crime and in response to citizen complaints. A Constable’s effectiveness cannot be measured by
numbers or statistics. Many of the duties of a Constable are not reflected with numbers. A Constable deals with people, not numbers. My duties also include dealing with people’s problems and attempting to solve them to the satisfaction of the parties involved. Some of the duties I speak of include: 1. Mediating the possession of personal properties involving divorce or separation of spouses. 2. Mediating and advising landlords and tenants on rental properties dispute. 3. Facilitating the custody of children involved n marital and/or family separa-
tions. 4. Mediating neighbor disputes involving property lines, loose dogs and/or noise disputes. 5. Investigating speeding vehicle complaints in neighborhoods. 6. Assisting school districts with children that have become combative or unruly. All of these duties I have performed for the past three years, along with the serving of civil papers and bailifing the court. An experienced Constable can settle these situations to the satisfaction of all parties involved without making an arrest. These people need Help and not be arrested. I have been a “Working
Constable” as my day starts by 7 a.m. with the school zones, followed by court room duties and then the serving of papers in the afternoon and late evenings. I have been active and available to the citizens. My cell telephone is connected to my office telephone and has been since I was elected, which makes me available to the citizens seven days-aweek. In conjunction with my other duties, I have been active in local civic and charitable organizations such as: The Mauriceville Crawfish Festival, Pinehurst Senior Citizen Labor Day Picnic, Orange County Sheriff’s Posse Rodeo, Special Angels Rodeo, Orange County
Cowboy Church Rodeo, Orange County Canned Food Drive, Mauriceville Youth Football Association, MDA Fundraiser, Orange County Youth Go-Texas Livestock sale and the annual Cops and Kids Picnic, just to name a few. This was all done for the betterment of our community. In closing, I look forward to continuing to serve the great citizens of Precinct 2 as your Constable. I will continue to be an active Constable that is available, competent and trustworthy. I need your support and I am asking for your vote. Please vote to Re-Elect David Cagle as the Constable of Precinct 2.
Weldon Peveto seeks reelection Constable, Pct. 4 To the Citizens of Precint 4: In 1996, you, the voters of Precinct Four, Orange County, honored my family and I, by electing me as your Constable. My family and I would like to take this opportunity to thank you for allowing me to serve you for the past 19 years. This time has been the most fulfilling and rewarding years of my life. When I took office on January 1, 1997, I vowed to you that I would run my office efficiently with honesty, integrity and to be available to you, the citizens. I sincerely feel that I have upheld
that pledge. A Constable’s first and primary duty is to serve the citizens and the Justice Court, which PEVETO I have proudly done. I have worked closely with all law enforcement agencies in and around Orange County. In the past 19 years my deputies and I have served over 9,000 civil papers, including citations, evictions, writs, subpoenas, child support papers and Peace Bonds, as well as serving the court as bailiff. My deputies and I have also
cleared over 6,000, traffic, truancy and hot check warrants, returning restitutions to our merchants. I take great pride in running my office cost productive and under budget to save you the tax payer. Some of the work that I am most proud of is working closely with the Vidor Independent School District by escorting the band and sports teams to and from their competitions. I also assist the VISD Police Department in mentoring our students in such classes as BULLYING, DWI and DRUG awareness and my CHOICES program. For the

past 19 years my deputies and I have donated hundreds of hours assisting the VISD with traffic control in the school zones. This is done at no cost to you the tax payers. In 2012 my deputies and I worked an extensive narcotics operation on several stores that were selling a drug known as “Bath Salts” over their counters to anyone who asked for them, including children. The operation concluded with 6 arrests, including the owner of the stores. The store owner pled guilty and received a ten year probated sentence. A total 663 units of “Bath
Salts” valued at over $30,000.00 were seized and taken off the street. From this case the Drug Enforcement Administration and Houston Narcotics were able to take down a warehouse in Houston, seizing over one million dollars’ worth of “Bath Salts”. My civic duties consist of being a past member the Vidor Chamber of Commerce and serving on its Board of Directors for 10 years. I am also a member of the Vidor Lion’s Club and the Conn Park Development Board. Being a member of these civic organizations is just one way that I can give a lit-
tle back to a city that has been so good to me and my family. I have been married to Diane Allison Peveto for the past 33 years. We have three children, Heather, age 40, Daniel age 30, a Tech Sergeant in the United States Air Force and Anna, age 24, is also Staff Sgt. And a proud member of the United States Air Force. Karen Fisher seeks position of Tax Accessor Collector To the Citizens of Orange County: My name is Karen Fisher and I want to thank you for considering me to be your next Tax Assessor Collector. I am married to Joe Fisher. We have eight children and 14 grandchildren. I attend Friendship Bible Baptist Church in Vidor, and have lived in Orange County for the past 42 years. I served on the Board of Directors for
the Greater Orange Chapter of the American Red Cross and I was also an Ambassador FISHER for the Bridge City Chamber of Commerce. I have worked in the Tax Office for 23 years. I was appointed the supervisor/office manager for the last 15 years in the Vidor of-
fice. I appreciate the confidence Mrs. Gunstream placed in me. As a supervisor I am required to do the daily and monthly reporting and balancing of all money collected. I handle customers on a daily basis. I am looking forward to bringing unity within the offices and the community. During my 23 years of service to the county of Orange I continue to work with property taxes and motor vehicle. It takes
an active participation in both areas of the Tax Office to run a successful office. When elected I will strive to stay up to date on all motor vehicle laws as well as continuing to study all areas of property taxes. Although a PCC is not required I am proud to say my hard work and diligence and my degree from Lamar University in accounting will earn me a PCC certification within a few months after being
elected. It is because of the love of my job and my appreciation for the people of Orange County that drives me to learn as much as possible. When elected my goal is to create a welcoming and friendly atmosphere. Even though paying taxes, titling vehicles, and dealing with the vehicle registrations are sometimes tedious I hope to make our offices a place people enjoy coming to and being greeted with friendly
employees. Ms. Gunstream is leaving behind a good group of professional women. She will be a hard person to replace and will be deeply missed. I am looking forward to continuing her leadership qualities. I am asking for your vote and would deeply appreciate your support in the upcoming Primary Election March 1, 2016. I may be contacted at 409-769-4833. Thank you and God Bless.
Debbie Meaux seeks position of Tax Accessor Collector To the Citizens of Orange County: I am Debbie (Dubois) Meaux, and I want to be your next Tax Assessor Collector. With 21 years of experience in the Tax Office, dedication to Orange County and commitment to our community, I can to make a difference in our county. I embrace the opportunity to serve all of you. I am proud to say that I have been endorsed by the Sabine Area Central Labor Council, A.F.L. – C.L.O., Orange County Sheriff’s Office Employee’s Association, as well as former employees Pat Stracener – Interim Tax Assessor Collector and Chief Deputy, Yvonne Carpenter – Chief Deputy, Donna Bonin – Assistant Chief Deputy. It is an honor to say
these ladies supervised all Tax Office employees and they choose to endorse me. I have MEAUX worked in every department of the Tax Office and have had the opportunity to work with the 16 ladies in Orange Office and the 3 in the Vidor Office. I enjoy the challenge of learning new areas of the office and pride myself on the knowledge I gain each time I am given new opportunities to expand my horizons. Ten years ago I started assisting our current Tax Assessor, Lynda Gunstream, in calculating Effective Tax Rates for Orange County. I am the only candidate that has in depth experience cal-
culating these rates. It was after firsthand experience in working with this process, and not on a whim, that I decided I wanted to be the next Tax Assessor Collector. With this realization, I knew I would need to further my education. In 2011, I achieved my Professional Collectors Certification and since then, I’ve also obtained a New Tax Assessors Orientation Certificate which gave me further insight into the life of a Tax Assessor. I am proud to be the only candidate with either of these certifications. Currently, as the Reporting Clerk, I work one on one with county offices, banks and customers. Some of my duties are reporting weekly, monthly and yearly to the taxing entities, and daily balancing of all tax reports
within our office. It is my responsibility to ensure that the money collected from property owners are distributed to the taxing entities within the county. The reports I use on a daily basis are necessary for a Tax Assessor Collector to understand. I am also able to aid employees in problem solving aspects that pertain to both offices. My first sense of community involvement started with my parents Harvey & Lola Dubois who were the first to teach me to give and give back to my community. I was born the second of five children and raised in Orange. I attended St. Mary School and am a 1983 graduate of West Orange-Stark. My husband James and I have been married for 29 years,
and aside from James’s four year enlistment in the U.S. Navy, we have lived, shopped, worshiped & worked right here in Orange County. Our daughter Brittany and her husband Chris Lee are both educators in Orange County, and we have two wonderful grandchildren Lila and Reid. I am a founding member of St. Francis of Assisi Catholic Church, where I am active in several ministries including the ACTS community. For the past 8 years I have supported Orange County Relay for Life, my commitment includes being a team member, team captain and Committee chair for Survivors. If elected Tax Assessor Collector, I want to continue to expand the lines of communication between the
public and the office. I would like to offer different ways for the community to receive information about what the Tax Office can do for the public. I would also like to continue the education of our clerks to improve upon the excellent customer service already in place. It would be great to see our office become more involved in community events in our county. The Tax Office can be a face for Orange County. Please vote to elect Republican Debbie (Dubois) Meaux as your next Tax Assessor Collector. I am asking for your support and your vote. I can’t wait to make a difference in Orange County. #votemeaux You can reach me on Facebook at Debbie Dubois Meaux, PCC or email votedebbiemeaux@yahoo.com

Brandy Robertson seeks to remain as Orange County Clerk To the voters of Orange County: My name is Brandy Robertson and I was appointed County Clerk in January 2015 upon retirement of the previous County Clerk, Karen Jo Vance. I am running to remain in office. I am a 1994 graduate of West Orange-Stark High School and I am married to Roderick Robertson, also a West Orange-Stark graduate. He currently serves on the WOCCISD School Board. We have three boys who attend WOS. Two of them are currently seniors, who will be graduating in May. Together, we support everything our boys are involved in whether it be sports, student council, choir or National Honor Society. We are members of the WOS Baseball Booster club and the District Wide PTA and also volunteer in Project Safe Graduation. I have been employed in the County Clerk’s office since 2002. Since then, I have become experienced in microfilming, scanning, and now efiling. With this technology, most of our records
are now online for searching and viewing. Should we get hit with a disaster, such ROBERTSON as a hurricane, our office is able to get back up and running quickly. With Hurricane Ike, we were relocated into another building and were able to operate while the rest of the courthouse was still shut down. Due to digital imaging, we were able to help people get copies of their deeds so they could get started on disaster assistance and rebuild their homes. There are many things that the County Clerk’s office does. Our case load consists of probate, guardianships, civil suits, misdemeanor criminal and juvenile. I am able to work a case from the moment it is filed in our office until they are heard in court and disposed of. Some of my experience includes assumed business names, marriage licenses, birth and death, DD214 Service Discharges,
wills for safekeeping, marks and brands on livestock, and beer licenses to name a few. I am also experienced in recording commissioners’ court and preparing the minutes, which both the audio and minutes are also available online. I am also experienced in real property. Real property records are the bulk of our office and those records are also available online. These are just a few duties of the County Clerk’s office and there are more that I am equally experienced in as well. During my time as County Clerk, I have completed my required continuing education hours, prepared a budget with proposed budget cuts and implemented new legislative changes that affected the office. Also, with the help of Judge Peck’s office, we are in the process of taking over the birth and death records for the City of Orange. While I have years of public servant experience, the staff and I make sure that each citizen or attorney is our number one priority in the County Clerk’s office. It takes hands on experience

Trish Williams seeks election to Orange County Clerk To the voters of Orange County: My name is Trish Journeay Williams and I am running for Orange County Clerk. I am currently employed as a Deputy with Orange County Sheriff’s Office, assigned to the County Clerk at Law. I am married to Charles Williams, who also works with the Sheriff’s Office as a patrol sergeant. I have been in public service for over 30
years. I taught at Vidor High School from 1996-2007 and at Lumberton High School from WILLIAMS 2007-2011. I have a bachelor’s degree in Criminal Justice and hold a Master Peace Officers license. The previous county clerk
retired while in office. Subsequently, my opponent was appointed to the position until a new County Clerk could be elected. It is now time for the citizens of Orange County to choose their new county clerk. I am here to tell you that I have ample experience and qualifications that make me the right choice for this position. I am currently assigned to a court that is serviced by the
County Clerk’s office. We handle probates, guardianships, misdemeanor court cases and the local Child Protective Service’s caseload. I see cases from their inception; when they are filed, when they come to court and when they are disposed. I understand the process that it takes for the cases to be handled properly from beginning to end. I understand why things need to be han-
dled a certain way. I believe that the deputy clerks are too specialized in their individual capacities. They need to be more diverse and cross trained in different functions throughout the office. As your county clerk I will ensure that my deputy clerks are proficient in all aspects of the office. I will also make strides to modernize the office by updating technology.
My conservative values are backed by my true republican voting record. I look forward to serving you as your next “full time” county clerk. When you go to your ballot box: *Vote for 30 years experience *Vote 30 years committed public service *Vote for Trish Williams, as your full time County Clerk!
Smith seeks office of sheriff as ‘Constitutional Conservative’ To the voters of Orange County: About me. I am a Constitutional Conservative Sheriff and a life long Republican. A candidate who will uphold both the Texas and USA Constitutions. They both have a Bill of Rights to assure we as a people have no infringements placed upon us. They are meant to
restrain the government. I should not have to say which rights I will uphold. I MITCHELL understand them all to be God given rights. I should never be expected to buy them back. I am a citizen of Orange
County and I am not an officer. The Office of Sheriff is designed for the ability for a citizen who is not an officer to be a true liaison between the people and officers. It is a check and balance and when neglected you have a disconnect between the people and officers. After hearing many of the citizens express their mistrust and stories of abuses
committed by officers you now have a chance to restore order in Orange County by electing me to be your Sheriff. Our Founders never intended for us to be under police rule (police state). We are to be free and have liberty governed by our God our Creator. Government is intended to punish evil doers, not restrict law abiding citizens.
Constitutional order will be restored and “we the people”, will again be the rightful master of the office of Sheriff. Restoration will take one Constitutional Sheriff at a time to restore what has been lost. It is time to restore the Republic one County at a time regardless of what resistance there is. You as citizens and residents have the power to decide
what you want. I offer it. I will serve you first over the State or Federal Government. You should have no doubt about where I stand in regards to preserving your rights. David W. Smith Constitutional Conservative Sheriff Candidate
Deborah Mitchell seeks to remain as OC Democratic Chair To the voters of Orange County: As Orange County Democratic Chair, I have had to the privilege to serve and work with some of the finest “Yellow dog” Democrats. The past two years have been challenging and rewarding to say the least, our
party has lost Democratic candidates to their personal choices for jobs, lack of voter MITCHELL turnout and financial support. My accomplish-
ments include: Party visibility and awareness, volunteer trainings; our first successful banquet was held shortly after my election, the number of Precinct Chairs, certified Election staff and Voter Registrars increased. Monthly meetings are listed on the www.orangecountytexas.com website, Face-
book, and State Party website and local newspapers and overall attendance in party functions increase. With Precinct Chairs and engaged voters we will grow our party. I received the endorsement of the Sabine Area Labor Union, Active Party Precinct Chairs and Volunteers. My goal is to
continue our grassroots movement to recruit qualified candidates and “turn Orange County Blue Inside and Out”. I would like to challenge every Democrat to register to vote, vote every election, and support Democratic Candidates. I am the most qualified candidate running for Democratic
Chair because of my passion, integrity and leadership. I have a proven record of being cognitive of our party challenges and taking the necessary steps to work through each one with other Democrats. I will continue to listen and share. VOTE Deborah Mitchell OCDP Chair!
