How to Apply for Medicare By Amy Kennedy
You become eligible for Medicare health insurance in the United States when you turn 65. (Some younger people with disabilities also qualify for the federally-sponsored program.) If you are approaching age 65, there is a seven-month period during which you can apply for Medicare. You may apply during the three months before your 65th birthday, the month of your birthday, or three months after your birthday by visiting the Social Security Administration office near you. Part A Medicare helps pay for hospital bills, and Part B helps pay for doctor bills. (Part D is the prescription drug insurance program that went into effect in 2006 and it requires a separate application process.) Most people do not have to pay a monthly premium for Part A, which covers hospital bills. The Medicare taxes you or your spouse paid while working cover the cost. Whether you sign up for Part B, which covers doctor bills, is your choice. You will have to pay a deductible and monthly premium for Part B coverage. You may sign up when you first go on Medicare, decline the coverage, or sign up in the future. If you are still working or have group health insurance from your employer or your spouse’s employer, you might not have an immediate need for Part B. However, if you postpone signing up, the premium could go up by 10 percent each year. If you are 65 or older when you sign up for Part B, you have six months to buy any Medicare Supplemental (Medigap) policy you choose, no matter what your state of health. (This open enrollment period occurs only once.) If you are 65 or
older and working, and you have group health insurance from your employer or a spouse’s employer, you can postpone your open enrollment period. The Original Medicare Plan is available throughout the United States, while Medicare Advantage Plans (HMO, PPO, PFFS plans) are available only in certain parts of the country. If you have other plans besides the Original Medicare Plan available to you, compare the costs and benefits, then choose the plan that suits your needs best. The amount you pay for Medicare depends on which plan you choose and whether you have other insurance. If you choose a Medicare HMO or PPO, you won’t need to purchase a Medicare Supplemental (Medigap) policy. (Medigap is insurance that helps pay some of your uncovered costs in the Original Medicare Plan.) Under the Original Medicare Plan, you can go to any doctor or hospital in the United States that accepts Medicare. In a Medicare HMO or PPO, you will pay more if you go to doctors outside the plan network, and with a PFFS plan you can choose any doctor or hospital that accepts the Medicare plan. (If you need emergency care, you can go any doctor or hospital, no matter which Medicare plan you have.) If you are on a limited budget, costs in a Medicare HMO or PPO are typically lower. You may be able to get help from your state to pay some of your healthcare costs if you qualify. All Medicare plans pay for your healthcare costs away from home if you have an emergency or need urgent care. If you travel outside the country frequently, you should choose a plan that covers
healthcare outside the United States. As we get older, many of us have medical concerns that require the services of a specialist. With the Original Medicare Plan, PFFS plans, and PPOs, you can go directly to any specialist. With a Medicare HMO you can only see a specialist after your primary care doctor makes a referral. In January 2005 Medicare expanded coverage to include a one-time comprehensive physical exam after enrolling in Medicare Part B, plus screening tests for heart disease and diabetes. The exam must take place within the first six months that you have coverage. It includes an overall evaluation of your health, information about preventive care, and referrals for additional care if needed. The exam includes a review of your medical history, blood pressure check, vision test, and evaluation of drugs you take. Copyright © 2006 Publishers-Edge
Top Things to Remember 1. You have seven months to sign up for Medicare (the three months before your 65th birthday, the month of your birthday, and the three months after your birthday.) 2. Part B Medicare covers doctor bills and it’s optional. If you choose to enroll, you will pay a deductible and monthly premium. 3. The “Welcome To Medicare” physical exam (during the first six months of enrollment in Part B) includes screening tests for heart disease and diabetes.

Caring for an Aging Parent As U.S. Census Bureau reports can attest, the number of older adults in the United States is growing. Thanks to advances in medicine and an attitudinal shift toward healthier lifestyles, people are living longer, and the growing number of seniors is a testament to that. Still, the exploding senior population has also resulted in a growing number of adults caring for older adults. The recent economic struggles have also added to this number, as many adults have found that nursing homes or assisted living centers are no longer affordable in these tough times. For adults faced with the responsibility of caring for an aging parent, consider the following tips to make sure the transition goes as smoothly as possible. • Be prepared. While not all aging parents will need to move in with their sons or daughters as they get older, many will. Preparing for this possibility well in advance can
make the process go much more smoothly. Don’t wait until parents’ health deteriorates to the point where options will be limited. Also, by planning ahead, you’re able to consider what your parents want, whereas waiting until too late can limit their input, and possibly lessen their quality of life as a result. • Discuss the situation with your own family. Another way to make the transition go smoothly is to prepare your children for the changes that could come once their grandmother or grandfather moves in. Seek children’s input regardless of how young they are. Doing so will make them feel better about the process. For example, rather than telling a child that grandma will be taking their bedroom, ask them how they would feel if they were asked to move rooms, and explain to them the need for sacrifice for everyone. By including them in the decisionmaking process you’re letting them know their views matter, which
Involving kids in the decision-making when seniors are moving in is one way to ensure everyone is still smiling once Grandma or Grandpa make the move.
is often a problem when parents don’t discuss the issue with children beforehand. • Be sure your home is safe. Certain things are safe for young adults and children but much less so for seniors. For example, bathrooms are often danger zones for seniors, and slipping and falling can prove disastrous. Consider installing handrails in the shower to make
things safer for seniors. Other easy ways to make a home safer for seniors is to use higher wattage light bulbs to increase visibility, securing throw rugs to reduce the likelihood of slipping, and converting a firstfloor room into a bedroom to make it easier for seniors to get around the house and lessen their load.
Boomers: You Have a Say in Where You Age By Pam Warta and Cindy Gustafson (CSA Certified Senior Advisor) Comfort Keepers
Boomers have influenced and shaped almost every aspect of American life. They will also change the way the world thinks about aging. The myth, that when you get old you go to a nursing home, just isn’t true. Boomers are healthier and expect to live longer than the previous generations. They want to age in active retirement communities, assisted living facilities geared for their active lifestyle, or “age in place” in their own homes. The more financial assets the
individual has, the better position they will be in to hire caregivers for themselves to maintain their independence, whether they live at home or a retirement community or an assisted living facility. Some resources that can help pay for these services are: 1. Financial Planning: Investments such as IRAs, annuities, or personal savings. 2. Long-Term Care: policies to pay for in-home care without tapping into other investments that were saved for retirement travel, etc. 3. Planned Giving: Talk to your financial
planner for the many advantages these programs can give you to offset taxes on your assets. 4. Estate Planning: Your lawyer can help you create a financial plan that will provide for your needs as you age. 5. There are resources in San Joaquin County that provide non-biased, free information regarding long-term care insurance and financial planning. 6. Veterans Administration: Check to see if you are eligible to receive in-home care benefits available to many veterans and their spouses.
Contact the San Joaquin County Department of Aging’s Health Insurance Counseling and Advocacy Program (HICAP) at www.calmedicare. org or call your local senior center to make an appointment with a HICAP volunteer. To locate a certified financial planner in your area, contact the Financial Planning Association at www.fpanet.org. Baby Boomers have always taken control of their own choices in life, so why would you change now? Now is the time to put your retirement plan in place so you can continue to grab the moments in life as they come.

How to Select an Assisted Care Facility There are many things to consider when preparing to move into an assisted-care facility. One important facet to consider is the living space and accommodations. These will vary greatly, but are most important when deciding where to live. Some things to consider are listed below. Are there adequate community areas for resident use? One of the key components of moving into any multifamily community is the relationships you can build with your neighbors. The community areas will facilitate friendships. Is equipment (such as hobby supplies, easels, yarn, etc.) available and are the residents using the equipment? Whether you are continuing longtime hobbies or want to develop new ones, you may want to know if the facility can accommodate your hobby. Are the resident rooms furnished or unfurnished? Regardless of how much furniture you now own, some of it is probably going to have to go into storage or be sold. Your new residence is likely to have a smaller living space than where you currently live. What is the policy about personal belongings? You may have to give up even your most prized possessions. What is the policy for overnight guests? If out-of-town family come to visit, where are they going to stay? If your new residence has restrictions on overnight guests, you may want to find a nearby hotel that will accommodate visiting friends and family. Are there guest rooms available? What are the guest fees? Is outdoor furniture available for residents and visitors? A smaller residence can restrict your young visitors. An outdoor living space can help relieve some of the small-space stress of the grandkids coming to visit.
Is additional storage space available? Is there an extra fee? You are going to have personal belongings that you will just not have room for. Check on available storage areas for residents or find a low-cost storage facility. Does the residence meet the rules for people with disabilities? Most assistedcare facilities are going to have many accommodations for disabled residents. However, an older facility may not include some of the conveniences most new facilities will include. Can residents have automobiles? Many facilities provide transportation for residents and discourage selftransportation, or charge an additional fee for parking. Are there patios and courtyards available for resident use? Outdoor community living space is an important feature for residents who expect many visitors. Is there an area for resident gardening? If you enjoy growing flowers or a few of your own vegetables, you will want to ask about a community garden area. Is exercise equipment available? You might not want a large selection of free weights, but to keep in shape and feeling good, an exercise facility with a nice selection of easy-to-use equipment can be a feature that will keep you active and healthy. Does the residence provide security? An on-site security agent can provide a sense of comfort and feeling of a safer community. Are pets allowed to reside in the residence? If so, are there additional fees and or deposits? If you have a pet, you will want to be sure and find a facility that allows pets. You are going to have plenty of changes just by moving into a new home. Giving up your friend for life can add more stress.
Asking some of the above questions can help you find an assisted-care facility that is a great fit for your lifestyle, and
help make your experience smooth, and a move to look forward to. Copyright © 2006 Publishers-Edge

Arnold Palmer, Starkey wearer
Arnold Palmer knows how frustrating hearing loss can be, and what a difference today’s leading-edge hearing technology can make. As he says, “My Starkey hearing aids didn’t just improve my hearing, they changed my life.” That’s because Starkey hearing aids automatically fine-tune to different listening environments, so you can hear clearly under even the most challenging circumstances. Hear the difference yourself!
