DRIVER LICENSE AND LICENSE PLATE INFORMATION • New residents holding a valid outof-state driver license must obtain a Tennessee driver license no later than 30 days after establishing residency. All out-of-state licenses must be surrendered. • New residents must provide two proofs of their current Tennessee residence as well as proof of citizenship and a Social Security Number. • Hawkins County residents can renew driver licenses at the county clerk’s office in Rogersville. • For more information contact the Hawkins County Clerk at (423) 272-7002.

VOTING INFORMATION • The Hawkins County Election Commission office is responsible for registering county residents so they will be eligible to vote in the primary, general and, if applicable, municipal elections held for the county, incorporated cities, state and federal government. • The office is also responsible for providing county residents with locations and equipment to cast their vote in the elections. • Hawkins County is located in: - 1st Congressional District - 9th State House of Rep. BUILDING PERMITS AND OBTAINING AN ADDRESS • A building permit is required for the new construction of a one or two family residence within the county even though Hawkins County does not have county zoning. • You may apply on line and/ or obtain additional information by logging onto tn.gov/commerce/sfm/ homebuilding/index.shtml or by calling (615) 741-7071. • To obtain an address for a parcel of property that did not previously have an assigned address, contact the mapping coordinator at Hawkins County Central Dispatch (423) 272-8999. continued on page 7

Evidenced by our long-standing mission “to provide a learning community that challenges ALL students to realize their greatest potential,” Rogersville City School serves pre-kindergarten through eighth grade in a one-school setting in our independent school district. Rogersville City School’s outstanding staff works tirelessly to provide academic and support programs tailored to the strengths and needs of ALL our students. Rogersville City School is the crown jewel of the beautiful and historic Town of Rogersville, Tennessee. Our campus, located off West Broadway in the heart of historic Rogersville, was once the site of higher learning, providing a picturesque setting for the Odd Fellows Female and later Synodical Colleges. The Town of Rogersville purchased the historic property in 1919 and erected a public elementary/high school that was destroyed by fire in 1928. A new structure was built the following year and still stands – stately and historic, yet modern. Additions in the 1950s, the 1970s, and 2000 enhanced the facility and provided much-needed classroom space. Despite her age, our facility is well-maintained, reflecting the pride of our community and the heritage of our school. Great leadership is reflected in successful schools. Rogersville City School is indeed blessed by the support it receives from the Board of Mayor and Aldermen of our Town.

Our Board of Education, Reed Matney - Chairman, Todd Biggs - Vice Chairman, Barbara Combs, Gerald Trent, and Dr. Scott Trent, provides visionary leadership for our school and annually creates a strategic plan by working closely with our leadership team, outlining the goals for the coming year and beyond. The Rogersville Police Department supports school safety, provides full-time School Resource Officer Chris Pinkston, and is a constant presence in our building and at our extra-curricular events. We are thankful for the leadership and support of all these important community-minded entities. Rogersville City School has long held high academic standing in our state. (A review of past report cards at www.tn.gov tells our story of academic strength and prowess.) Initiatives, such as our blended learning project, Teaching, Technology, and Transformation, will help ensure that such standing continues. Blended learning combines digital content with traditional classroom teaching methods and has garnered nationwide attention in recent months for successfully engaging students. Currently, RCS is one-to-one (electronic device to student) 3-8 with 5-8 using Dell laptops. IPads are used in daily instruction by our 3rd and 4th graders. K-2 currently has a minimum of eight iPads per class with the plan to move one-to-one next school year. At that time, every child at Rogersville City School will have an electronic device to support his or her educational journey. Our students are excited about our technology immersion and integration, but our teachers are more so! A recent technology day saw teachers and support staff learning about formative assessment technology tools on their devices, such as Quizzizz, Quizlet, and GoFormative; QR codes; classroom management tools, such as Remind, Groovy Grader, Flash Cards, Pick Me, Spelling Notebook, and Teacher’s Assistant; and a continued on page 14

elcome to the Hawkins County School System. Thank you for your interest in our system. The Hawkins County School System is comprised of 18 schools and one alternative school. Our schools are located in the towns and cities of Bulls Gap, Rogersville, Surgoinsville, Church Hill, Mt. Carmel, and surrounding communities. We serve nearly seven thousand students. Our eighteen schools are composed of 11 elementary schools, four middle schools, two comprehensive high schools and a kindergarten through twelfth grade school located in the beautiful Clinch Valley. Our hard working and dedicated staff works diligently each and every day to accomplish the mission of “Educating and Graduating” each student and realizing the vision of producing graduates that are college and career ready. Our system strives to provide high quality educational programs using the latest technologies and teaching strategies. We offer our students Advanced Placement, Dual Enrollment and Dual Credit courses in conjunction with area colleges enabling our students to compete globally. Our Naval Junior Reserve Officers Training Corps (NJROTC) is one of the finest around and consistently receives superior marks in annual inspections by the Navy. We also offer a comprehensive and varied Career and Technical Education (CTE) program with courses in Agriculture, Automotive Maintenance and Repair, Business and Computer Applications, Construction, Cosmetology, Criminal Justice, Culinary Arts, Digital and Printing Arts, Family and Consumer Sciences, Industrial Electricity, Health Sciences, Robotics and Automation, STEM (Science Technology Engineering and Math), and Welding. The graduating class of 2016 was the first class that had the opportunity to earn a “Work Ethic Diploma.”

A total of eighty-eight (88) students earned this designation. The “Work Ethic” diploma is a set of standards related to the soft skills that local business and industry are looking for in their prospective employees and students who earn this designation are guaranteed an interview at 32 area companies if they meet the job posting qualifications. In addition, we have developed student internship programs with ZF TRW, Cooper Standard Automotive, Wellmont Health Systems, USave Pharmacy, and Hawkins Medical Center. We continue to recruit additional partners. Additionally, we offer industry certification in the following areas; EKG Technician, Certified Nursing Assistant, Emergency Medical Responder, Snap-on Tool and Multi Meter, ServSafe Food Handler, and National Center for Construction Education and Research. Additionally, we offer students an opportunity to earn a National Career Readiness Certificate which is recognized by over 14,000 employers nationwide. We also offer post-secondary credit in CTE fields with the following institutions; TN College of Applied Technology, Walters State Community College, Northeast State Community College, and Sullivan University.

host of other blended learning tools and apps. A blended learning committee comprised mostly of teachers leads this initiative and provides much of our in-house staff development. Additionally, we are proud that our Principal, Mrs. Rhonda Winstead, is a part of the prestigious Niswonger Foundation’s blended learning project for administrators. Rebecca Isaacs, RCS Superintendent of Schools, serves as the chair of the blended learning committee. Students are also involved in decision-making in our blended learning initiative and have been pivotal in providing ideas for a flexible seating pilot in 5th grade. (Check out video on our school website!) Through our Coordinated School Health program, some 2nd graders are exploring changes in their classroom configurations, as well, with the addition of standing desks. Technology is a wonderful tool to enhance our students’ learning but will never take the place of effective teaching. Fortunately, Rogersville City School boasts an outstanding, welltrained instructional staff that motivates and challenges our students daily. Rogersville City School recruits and maintains world-class certified and classified personnel and provides a competitive benefits package to our employees. While staff turn-over at our school is low, employment opportunities do occasionally exist and may be found on our website. Church Hill Elementary was recognized as a National Title Distinguished School for closing the achievement gap between students. McPheeters Bend Elementary was recognized by the Education Consumers Foundation for the third consecutive year for student growth in 2015. Hawkins County Schools was named to the 2015 College Board Advanced Placement Honor Roll and Cherokee High School was recognized by U.S. News and World Reports as a 2015 top performing high school in the Bronze category. A report released by the State Collaborative on Reforming Education (SCORE) recognized Hawkins County Schools as one of the top ten systems for ACT Composite Score growth for the years 2011-2015 and our ACT Composite average for the graduating class of 2016 was a 20.4 which exceeds the state average of 19.9. Additionally, Hawkins County Schools is proud of the fact that we have three of the sixteen East TN State University Roan Scholars selected over the last two years. Through the use of a continuous improvement model and data-driven decisions, we are a fast improving system. Hawkins County Schools improved its graduation rate from 74.9% in 2005-06 to 95.09% in 2015-16. Our ACT composite score has improved 2.4 points over the past three years from an 18.0 in 2013 to a 20.4 in 2016. The number of students meeting all four college readiness indicators (math, English, reading, and science) on the

ACT increased 5.8% from 2014-15 to 2015-16 and the percentage of students meeting ACT Hope Scholarship eligibility (21 ACT Composite or 3.0 G.P.A.) rose 12.4% from 2014-15 to 2015-16. As a school system, we are dedicated to providing the best leadership possible for our students and our schools. A Teacher Leader program was implemented in 2014-15. This program encourages teachers who aspire to lead within their school or become future school administrators to participate in training, activities and offer support to the administration and teachers within their school. The Hawkins County School District is fortunate to have a caring and supportive Board of Education who establish policy, and provide planning and fiscal oversight. Our Board was selected as the TN School Boards Association School Board of the Year for 2016. The Hawkins County School Board was selected out of 141 school boards across the state. To earn the award, the School Board was judged in six areas: Policy, long-range planning, promoting quality education, Board development activities, communication, and being a TSBA Board of Distinction. ith more than 25 “Top 40” hits stretching back to its first Billboard-charted single in 1985, the band Restless Heart has enjoyed one of the most successful careers in country music history, thrilling fans with blockbuster songs that are now considered country classics, such as “The Bluest Eyes in Texas”, “Wheels”, “That Rock Won’t Roll”, “I’ll Still Be Loving You”, “A Tender Lie”, and “Why Does it Have to Be Wrong or Right”. Some Served in Canadian Army

Floyd, the first Hawkins County resident who died in the war, had joined the U.S. Army before the U.S. entered WWI, but other Hawkins County residents joined the Canadian Army and went to France before the U.S. formally entered the war. Among them was Samuel T. Moser, a Private in the Canadian Army whom With the Colors From Hawkins County said was the second soldier from Hawkins County to arrive in France. Moser was the son of S.T. Moser of Rogersville. He entered service with the Canadian Expeditionary Forces on May 11, 1917, at Edmonton, Alberta, Canada. He sailed overseas on June 26, 1917, and landed in England July 4, 1917. Moser subsequently arrived in France, Sept. 17, 1917, and served there until Jan. 12, 1919. He was discharged in Canada on March 15, 1919. Another Hawkins County resident who joined the Canadian Army to take part in WWI was W. Julian Grigsby, who enlisted in the Canadian Army and rose to the rank of lieutenant despite being wounded and suffering “shell shock” in battle.

Lost in No Man’s Land Other soldiers escaped serious injury or death despite harrowing incidents, according to With the Colors From Hawkins County. One such local resident was Gale Bray, an infantry soldier assigned to the 137th Division, who survived despite being lost for four days in the “no man’s land” between the opposing armies in France. The son of Lathe and Ella Bray of Eidson, Gale Bray was born March 1, 1891. He entered U.S. military service at Camp Gordon,

Lt. W. Julian Grigsby, a Hawkins County native who served in the Canadian Army during WWI. Ga., on 24 June 1918 and sailed from Boston on 1 July 1918 for France. On the Verdun front, on 12 Sept. 1918, Bray was engaged as a runner for his Regimental Headquarters when he became lost in the no-man’s land between the armies for four days before being rescued. He returned safely to the U.S. after his ordeal.

Awarded Distinguished Service Cross At least one Hawkins County soldier was highly decorated for his exploits during WWI, according to With the Colors From Hawkins County. Archie Cinnamon, a corporal in a machine gun battalion, was honored by both the U.S. and British Armies. The son of James C. Cinnamon of Rogersville, he was born in 1893 and entered service at Camp Sevier, S.C. Cinnamon sailed for France on 11 May 1918. He subsequently won the U.S. Distinguished Service Cross for putting machine gun nests out of action and also won the British equivalent of the same medal for the same exploit. This material was taken from the book, With the Colors from Hawkins County. It lists men from Hawkins County that were in World War I, published in 1920/21, with a selected number printed, by Pressman’s Home of Rogersville. From the Home Front to the Front Line How the Selective Service Act changed the course of history

On April 6, 1917, the United States declared war on Germany and officially entered World War I on the side of Great Britain, France and their allies. Six weeks later, on May 18, 1917, Congress passed the Selective Service Act. It authorized the president to increase the military establishment of the United States. As a result, every male living within the United States between the ages of 18 and 45 eventually was required to register for the draft. continued on page 30

The War Department (predecessor of the present Defense Department) subsequently placed elements of the Tennessee National Guard on active duty; others were called up later. When the war broke out, a relatively small number of Tennesseans already served in the peacetime armed forces, but the activation of the National Guard affected hundreds of Tennesseans. Still other Tennesseans joined the military services of their own volition. Nevertheless, the Selective Service, commonly known as the draft, provided the greatest number of men from the Volunteer State. Both the North and the South had used the draft during the Civil War, but this marked the first time that the federal government had conscripted Tennessee civilians. The Selective Service Act of May 18, 1917, specified that military and naval forces should be recruited by lot from among adult males between the ages of 21 and 30, later expanded to 18 and 45. Three (draft) registrations occurred on June 5, 1917, December 14, 1917, and August 24, 1918, respectively. A total of 474,347 men reported to the Selective Service, 368,242 of whom actually completed the classification process.

The nation eventually drafted 61,069 Tennesseans, 43,730 whites and 17,339 blacks, according to figures given in Stanley J. Folmsbee et al’s History of Tennessee (1960). Camp Gordon, Georgia, welcomed many of these hastily created soldiers into federal service. Military and naval authorities had implemented a policy that prevented large groups of men from a single state from serving in any one division overseas. Nonetheless, the 30th Division, nicknamed the Old Hickory Division in honor of Andrew Jackson, was made up of troops mostly from Tennessee, North Carolina, and South Carolina. The Thirtieth trained at Camp Sevier, South Carolina, prior to service in Europe. Elements of the 30th Division played a major, perhaps even decisive, role in breaking through the famous Hindenburg Line. The Tennessee Secretary of State’s website notes that World War I was originally termed the “War to End All Wars.” But while it did not end war, it was “a bloody conflict of immense proportions.” European hostilities had broken out in the summer of 1914 when two alliances failed to reach diplomatic solutions to complex problems. continued on page 31

“In 1916, U.S. President Woodrow Wilson had campaigned for reelection on the slogan ‘He kept us out of war’,” the Tennessee Secretary of State’s website says. “However, in 1917, Wilson convinced Congress to declare war on Germany after a series of (German) outrages against the United States. “The Allied Powers (Great Britain, France and Russia), were pitted against the Central Powers (Germany, Austria-Hungary and Turkey) in a struggle that would radically alter the map and sow the seeds of another world war. With a few notable exceptions, the fiercest fighting took place in France and tiny Belgium. The Atlantic Ocean became a battleground because of unrestricted submarine warfare, and theaters of war operated in the Middle East and the Balkans. “American troops, or “doughboys,” began arriving in France in 1917, though they did not participate in major action until 1918. The American public followed the campaigns enthusiastically especially in newspapers and letters from the front. “U.S. Army General John J. Pershing commanded the American Expeditionary Forces (AEF), at its largest consisting of four million troops, some two million of them overseas.” “More than 100,000 Tennesseans volunteered or were drafted into U.S. military service during the First World War, with six of them winning the Medal of Honor. Alvin C. York of the 82nd Infantry Division was perhaps the war’s greatest common soldier.

Of humble origins from Fentress County, York won his Medal of Honor for heroism in the Argonne Forest. He was cited for killing 28 German soldiers and capturing 132 prisoners. France presented him with its Croix de Guerre medal. “The armistice of 11 November 1918 ended the shooting, but it was not until 1919 that the Treaty of Versailles formally ended the war. But the United States never ratified the treaty. Tennessee troops returned as heroes to grand homecomings all across the state.” In 1917 and 1918, approximately 24 million men living in the United States completed a World War I draft registration card. That accounts for approximately 98 percent of men in the U.S. who were born between 1872 and 1900. The total U.S. population in 19171918 was about 100 million individuals, so close to 25 percent of the total population is represented in the WWI draft-card records.

continues to serve generation after generation From Kits and Slapstixs, to M&Ms, Hershey Bars, and candy cigarettes, for 40 years, Vicki Newton Seay has served child after child as they walked into Persia General Store ready to buy as much candy as their pockets could afford. As years passed, Vicki watched those children grow into adults and bring their own children, then their grandchildren into the store. “I always loved to see the kids go through the candy store,” said Vicki. “I always try to keep the old candy and the new candy. The kids love that.” Vicki Newton Seay began running Persia General Store in 1976 at the age of 22. In high school, she worked for Jessie Drain, who owned the store for 25 years, and babysat for Francis and Jerry Knight, who owned the store for four years before opening South Side Restaurant across from Cherokee High School. Although candy is one of her favorites, it is just one of the many items sold at 104 Persia Road. The general store also sells groceries, hardware, deli meats and sandwiches, money orders, prepaid telephones, postage stamps, diesel and coarsen gas, and even rents out U-Hauls. Although she has several regulars from the Persia Community,

Vicki said she gets several travelers including University of Tennessee Football Coach, Phillip Fulmer. While on fishing trips, Fulmer stops in to pick up Vicki’s home cooked soup beans and corn bread. “You know, he’s just an everyday person,” said Vicki. “He comes in at eats all the time. He just comes in and says, ‘Vicki, what you got to eat?’ and I tell him to just come on in and see what he wants.” The employees of the Persia General Store all agree that working with each other and interacting with customers makes their job entertaining. “Working with these girls and these customers…” said Kristi Jarnigan, an employee for five years, “…that’s the best part about it.” The store takes pride in its dedicated, hard working employees who have stayed with the business for several years. Carrie Pridemore has been an employee at Persia General Store for 16 years. Since her retirement from Lear Corporation in Morristown in 2001, Pridemore has worked hard at the store stocking and cooking for customers who come in.

Last year, Pridemore said she caught pneumonia and was told by doctors she would not be able to return home without hospice care. A year later, she is still working hard while using her oxygen tank. Vicki’s brother, Charlie Newton, also started working for the general store at just nine years old and stayed with the business for 37 years. Now a Hawkins County Commissioner, Charlie continues to help Vicki daily with the business in any way he can— even if that’s just running simple errands. In celebration of her 40th anniversary, Vicki and her husband recently opened a commercial kitchen. Before the expansion, Vicki was cooking in a small area only large enough to prepare barbeque and hot dogs. Now, she has a roaster, deep fryer, grill, and sandwich station. The restaurant’s new menu includes rotisserie chicken, deli sandwiches, chicken Alfredo, Sloppy Joes, barbeque, soup beans, corn bread, and more. “I sort of moved to the kitchen because, after 39 years at the register, I was ready to move to the back,” said Vicki. While opening her new kitchen, Vicki said she was concerned that the wall between the front counter and kitchen would isolate her from staff and customers. When she decided to tear down the wall, Vicki’s husband discovered an old post office window— covered 50 years earlier.

Kristi says one of her favorite parts of her job at Persia General Store is dealing with customers. The store, which was originally opened in 1948 by Jessie Drain, also included the former Persia Post Office. Deciding to keep that part of the building’s history, what once was a window filled with letters and packages is now filled with hotdogs, hamburgers and fries. The new kitchen was just the beginning of renovations happening at the general store though. Within the next year, Vicki said she plans to open an expanded hardware room in order to make space for more merchandise. “I’ve made a lot of friends,” said Vicki. “ I’ve seen a lot of people grow up, and I really enjoy that. I’ve seen a lot of people change their lives, and that’s been a highlight for me.” Persia General Store is open 7 a.m.-7 p.m., Monday-Friday, and 8 a.m. -7 p.m. on Saturday. The store is closed on Sunday.

Network Being Formed to Link Historic Sites

ake Jacobs, who co-owns the Thomas Amis Historic Site on West Bear Hollow Road with his wife, Wendy, is working to establish a network of Northeast Tennessee historic sites linked by a map that will show their exact locations and provide directions to them. During a Friday, March 3, interview at the Big Creek Visitor Center on West Bear Hollow Road, Jacobs said the network of important (if sometimes neglected) area historic sites will be called “Early American Trails.” “I’m interested in the heritage of East Tennessee,” Jacobs said. “Our whole purpose in being here is to develop interest in education about the heritage of East Tennessee.” The Big Creek Visitor Center, meanwhile, is probably the only information center dedicated to preserving the history of the U.S. Territory South of the River Ohio, Jacobs said. The trails, he said, will use the Big Creek Visitor center here as a hub and distribution point for promotional materials for historic sites located as far east as Abingdon, Va., and as far west as Knoxville, Tenn., and Middlesboro, Ky. “That’s why we did this,” Jacobs said. “We recognized that all these places are of great historical significance but they are sort of islands unto themselves. So what we’re trying to do. And I’ve become associated with all of them. I said lets all band together in a heritage tourism pact. That’s why I’m drawing a map that you will be able to go to any one of the sites and get a map that shows the rest of them.”

Map Coming Soon Jacobs said the new Early American Trails map, which is slated for production soon, is based on the first map of Tennessee, which was drawn in 1795 by General Daniel Smith. At that time, Jacobs said, what is now Tennessee was included in the U.S. Territory South of the River Ohio. The Territory South of the River Ohio had been established in 1790 after the original 13 colonies gave their western lands to the fledgling United States government. Numerous states, including Tennessee and Kentucky subsequently were carved from the Territory South of the River Ohio, Jacobs noted. He pointed out during a conversation with a Review reporter that Tennessee was spelled differently on General Smith’s 1795 map than it is today. The

Interestingly enough, Jacobs said, General Smith, who drew the 1795 map, was a guest at the Thomas Amis House, which still stands today during his efforts to survey was is now Northeast Tennessee before completing the 1795 first Tennessee map. Jacobs pointed out that Thomas Amis’ stone house, which was surrounded by a log palisade, was one of the few places travelers such as General Smith could find lodging on the Tennessee frontier in the 1780s and 1790s. While at the Amis House on Oct. 4, 1791, Jacobs said, Gen. Daniel Smith wrote a letter to then U.S. Secretary of State Thomas Jefferson “concerning the boundaries of settlements in Tennessee.” Smith was commissioned Secretary of the (U.S.) Territory South of the River Ohio and was in that position when he hand-drew the first known map of Tennessee. The walls of the main room in the Big Creek Visitor Center are lined with historical exhibits about the famous 18th and 19th century people who either visited the Thomas Amis House or played an important role in development of the United States in general and the State of Tennessee in particular. Jacobs said the wagon roads that traversed what is now Northeast Tennessee in the 1790s are shown on the 1795 map of the state. For example the wagon road that entered Tennessee in what is now Sullivan County from Virginia is shown on the 1795 map. Jacobs pointed out a sharp bend in that road on a copy of the 1795 map that he purchased from Hawkins County Historian George Webb. “That’s where you are standing,” Jacobs said, noting that the point where the wagon road turned sharply north at its intersection with Big Creek is where the Thomas Amis Historic Site and the Big Creek Visitor Center are now located.

Jacobs said the Big Creek Visitor Center is located in a house that was built in the 1850s for one of Thomas Amis’ granddaughters whose husband ran the mill that Thomas Amis had had built along Big Creek across what is now West Bear Hollow Road from the Amis Mill Eatery restaurant. The Visitor Center also has an exhibit about the American Civil War Battle of Big Creek on its second floor. At the back of the Visitor Center is a meeting/ dining space that is available for rental for family/business events, Jacobs said.

Members Sought Currently, Jacobs said, efforts are in progress to recruit the owners and operators of various other historic sites in Northeast Tennessee to join the Early American Trails network. “Early American Trails has also contracted with a photographer and drone operator to film all members’ properties,” Jacobs wrote in a document that describes the Early American Trails project. “The map and videos can be licensed to members for reproduction. As of March 3, the list of historic sites that will be part of the Early American Trails network had not been finalized, according to Jacobs who said he feels it is necessary for survival of both historic sites and the history they represent that the sites band together in a joint marketing effort. The Early American Trails network, he said, is an effort to jointly market as many of the area’s historic sites as possible. He noted that many historically important structures, such as the Powell House in Rogersville, are in need of restoration before they fall into total ruin. Another important historic site in Rogersville is the Rogers Tavern, Jacobs said. He noted that Andrew Jackson stayed at the Rogers Tavern near Crockett Creek in Rogersville and is reputed to have laid a stone on its hearth that came to be known as the “Jackson Stone.”

While the Jackson Stone has since disappeared, the Rogers Tavern building continues to stand. Jacobs wife, Wendy Jacobs, is the fifth great-granddaughter of Thomas Amis, builder of the Amis House, Big Creek Dam, a gunpowder mill, grist mil, blacksmith shop and other facilities that served the needs of early settlers and those traveling to new lands in Kentucky and Middle and West Tennessee. “We moved here in 2008 from Colorado because this is my wife’s heritage,” Jacobs said. “We bought the place (the Thomas Amis House and property) to preserve it. We started looking around and said ‘wow, there is all kinds of (historic) stuff here’. So that is what prompted this visitor center. For all of us (historic site operators) to survive, we’re going to have to combine somehow.” He noted that the Thomas Amis Historic Site as well as many other East Tennessee historic sites are privately owned and funded. Being privately owned and funded sometimes tends to be a burden, Jacobs said. He also noted that his wife is linked to another Northeast Tennessee historic property – the Cox House, which was built in 1774 near what is now Bluff City by John Cox, Sr. He, Jacobs said, also is Wendy Jacobs’ fifth great-grandfather. His wife, Jacobs said, also is linked to an early Greene County house built by Levi Pickering, another of her ancestors. He noted that members of Pickering family married Cherokees. “So she probably has Cherokee relatives somewhere as well,” Jacobs said of his wife. That, he said, is one reason a “Cherokee Room” is being developed inside the Big Creek Visitor Center. Jacobs pointed out that a Cherokee planting ceremony will be held at the Thomas Amis Historic Site in April while a Harvest Festival will be held there again in the fall. — By Bill Jones

Father Bart Okere emphasizes oneness in the community

with

“When it comes to living out this message, the best way is by going out of one’s comfort zones.” – Pope Francis This is a message Father Bartholomew Okere, parochial administrator and priest at St. Henry Catholic Church in Rogersville, emphasizes to his congregation and in his personal life. Father Bart was raised in Southern Nigeria with six brothers and one sister. Unfortunately, one of his brothers passed away when he was very young. His dad was the Chief and mother was a princess in their country. In 1984, while in school to get his B.A in Philosophy, his father passed away at the age of 75. On March 3, 1990, Father Bart was ordained into the priesthood and shortly began working as the associate pastor at Maria Assumpta Cathedral Church in Owerri, Nigeria. In 1999, while he was the pastor at St. Columbus Catholic Church in Amaimo, Nigeria, his mother passed away at the age of 84. In 2005, Father Bart decided to come to the states for his Clinical Pastoral Education. He studied in Canon City, Colorado where he also volunteered at St. Thomas Moore Hospital. At first, he had expectations to return home to Nigeria but, in 2015, Father Bart became a citizen of the United States. “I try to go home every year to visit my family,” said Father Bart. “One of my brothers passed away in 2008, so now it’s five boys and one girl.” In August of 2016 Father Bart came to Rogersville after being the Priest Chaplain at CHI Memorial Hospital in Chattanooga. Since coming to St. Henry, Father Bart encourages his congregation

to ‘Live with love.” He works meticulously along side volunteers from the church to make sure that the doors are opened and welcome to anyone, despite denomination. The second Friday of each month, the women of St. Henry’s host a spaghetti dinner that is opened to neighboring churches. Father Bart described it as an “opportunity to fraternize and show that we are one.” A Lutheran congregation borrows the church for services and St. Henry’s allows the VFW to hold meetings in the fellowship hall. St. Henry Catholic Church’s mission statement states, “We offer our time, talent and treasure as we are able, being every mindful of our duties as stewards and our accountability to God. We welcome people of all faiths to join us in worship and study, and welcome back those who have left the Catholic faith.” The perish gives money to Habitat for Humanity, the Gatlinburg fire recovery, the soup kitchen, the food bank, The Shepard’s Center and support local churches. “God wants us to reach out and make the world a better place,” sad Father Bart. “Give people a smile who don’t usually have any smile and see the difference.” According to Father Bart, he would like to see St. Henry Catholic Church to be a missionary disciple church. He wants an inclusive ministry that is opening to everyone in the community. He also said he enjoys visiting and getting involved in other congregations in Rogersville. Recently, he has attended Cherokee High School’s Christmas Cantata at First Baptist Church and a cantata held at First United Methodist. “It has been a rewarding priesthood for me. People are so welcoming here.” St. Henry Catholic Church is located at 114 Highway 70N. Hawkins Habitat loo new homeowners, v T he Hawkins County Habitat for Humanity is in search of a homeowner family for their next home that will be built at Oak Grove Rd. in Rogersville. The homeowners must be first time home-buyers, low income, lack the ability to secure a conventional loan to buy a house and live in poor housing. “Hawkins Habitat for Humanity builds homes in partnership with the homeowner family,” said Executive Director, Marshall Stubblefield. “They have to put in a minimum of 500 hours of labor on their home or doing Habitat related jobs.” If interested in homeownership, first call Marshall Stubblefield at (423) 272-1830, Monday through Friday, 7 a.m. to 11 a.m. In order to prequalify, you must make at least $15 hundred in order to make house payments and maintain the house. Maximum income varies depending on the size of the family. If someone passes prequalification, they will receive an eight-page documentation

and must also offer support documentation. Hawkins Habitat is a branch of Habitat International. Although many believe former president Jimmy Carter founded the nonprofit, it was actually established in Americus, Georgia by Millard Fuller back in 1973. Jeff Campbell, Maurice DeWitte, Don Freeman, David Hale, Karen Halstead, Marge Lockhart, Doc McConnell, Stephen Nelson, Ann Newton, Jim Point, Eileen Queenor and Rick Witowski established Hawkins County Habitat in 1992. Since opening, they have built homes for 38 families. Most recently, the organization built a home at 909 Pine Ridge Rd. “That’s 38 families that wouldn’t have had a home, and would not have the opportunity to experience the American dream of homeownership,” said Stubblefield. Stubblefield became the executive director in 1996 after retiring from TRW. He retired early while still in good health

in order to take on community projects. He scoped out several organizations for about six months before committing to Habitat. “I liked Habitat, because it’s not a program that hands out, but it hands up,” said Stubblefield. “Instead of just handing someone something, let them kind of do something toward earning it. Than they’ll have a little more pride in it.” Habitat for Humanity is completely a volunteer based organization. There are volunteer opportunities for anyone interested in construction, costumer service, fundraising, donations and helping with the yard sale that takes place at the Hawkins County office (310 Colonial Rd) Monday through Friday, 7 a.m. to 11 a.m. “We will try to fit a person into whatever they want to do to lend a helping hand.” Right now, the Hawkins County Habitat is in need of a volunteer who is willing to organize fundraising events and get

support from local businesses. If interested, please call Stubblefield or stop by their office. Due to funding, volunteers are only able to build about one home per year. It is around $75 thousand after purchasing land, develop the property, build the house and moving the homeowners in. As of now, the organization has raised $25 thousand for their next project. The organization has built as many of four homes year, depending on financial and community support. Donations can be mailed to: 310 Colonial Rd Rogersville, TN 37857, brought into the Hawkins County Habitat office or dropped off in the yard sale donation box. “We need community support,” said Stubblefield. “If people are willing to volunteer or donate I’d love to hear from them, because we have a place for them.”

Limitless Leisure

Hawkins parks offer endless opportunities for residents, visitors

W

ith numerous public parks open to residents and visitors, opportunities for outdoors sports, hiking and other leisure activities are limitless in Hawkins County. Those options will only increase, as at least two more parks are in the planning stages. Both Church Hill and Bulls Gap have secured funds to construct two new parks, additional attractions that are certain to enhance the county’s appeal to potential tourists and industry. Church Hill, which already has six municipal parks – A.S. Derrick Park, Jaycees Park, J.W. Sally Park, S.L. Taylor Park, Bill Castle Park, and Church Hill Skate Park, as well as the county’s Laurel Run Park, will be adding a new riverfront recreational facility. The town was one of 55 communities that was recently awarded $15.8 million in Local Park and Recreation grants from the Tennessee Department of Environment and Conservation (TDEC). A total of $1.9 million in Recreational Trails Program grants for a total of 12 parks and communities was also awarded.

“Local parks and recreation areas provide opportunities to gather, experience nature and enjoy outdoor activities,” TDEC Commissioner Bob Martineau said. “We’re grateful to be able to help fund these projects, which will pay dividends for our communities now and in the future.” The $500K grant received will be matched by Church Hill and used for the construction of the new riverfront park near the intersection of Holliston Mills (Old Hwy. 11W) and New Canton Rds. at the west end of the city. City officials have said the park is part of a 10-year plan for the property to include a number of features that are still in early planning stages. Part of the project also includes procurement of a right-of-way from Norfolk Southern Railroad, as the property lies on the south side of its tracks, adjacent to ICG Holliston. That park will be just downstream from A.S. Derrick Park, a facility with ball fields, playground and picnic areas, and Laurel Run Park, a 440-acre park with 37.5 miles of trails, in conjunction with Bays Mountain Park, three waterfalls, as well as an overlook continued on page 50

that rises 300’ above the park, which features a half-mile of riverfront. Inside Laurel Run Park is a paved, one-mile walking path along the Holston River, as well as a baseball/softball diamond, basketball court, tennis courts, playground, amphitheater, and picnic shelters. The area where the park is now was originally the setting for the 1984 movie, The River, starring Mel Gibson and Sissy Spacek. After shooting, the property was ceded to Hawkins County and turned into the park, which features lush vegetation and an abundance of wildlife. Laurel Run Park is open all year, excluding Thanksgiving Day and Christmas Day, with hours varying depending on the season. Shelter reservations are available for a nominal fee. Laurel Run Park also hosts the River Mile and the Laurel Run Ascent, an 11-mile trail race, sponsored by Mark Skelton’s Skelton Law Racing. Indoor/outdoor soccer, baseball, football, and basketball are offered by the City of Church Hill, Town of Mount Carmel and Town of Surgoinsville, which joined together to form a joint Recreation Department. In addition, Church Hill owns and maintains Church Hill Municipal Pool. Just downriver from Church Hill on the Holston is Riverfront Park in Surgoinsville, where the town’s Riverfront Festival is held annually each September. While the festival provides a weekend of music, entertainment,

food, and rides to Surgoinsville residents and visitors, the park is open year-round to the public. The park features a boat ramp, picnic areas, fishing docks, a walking trail and new restrooms, opened last fall thanks to a Recreational Trails Grant from the First Tennessee Development group, and additional grant funding from TVA. “People come here to walk all the time, and even people who don’t walk are just blown away by the crowds we have,” Surgoinsville Mayor Merrill Graham said. “Sometimes we have 40 to 50 people walking at one time, so these restrooms will be used and they will be appreciated. “We absolutely needed these restrooms here, and we are very proud and glad to have them,” Graham said. “With the park, boat ramp and river, its a wonderful addition. It’s built well and we couldn’t be prouder of the way it turned out.” A recently installed Civil War Trails sign also calls attention to the significance of the Holston River and nearby Lyons Store to the Civil War. In Southwest Hawkins County, also in planning stages is a city park for the Town of Bulls Gap. Bulls Gap Mayor Mike Solomon applied for a $100,000 Local Parks and Recreation Fund grant to help fund a proposed Bulls Gap Town Park, approved in March 2016 by the town council. “Whereas the Board of Mayor and Aldermen recognize the need for the development of a park in Bulls Gap and will ask for continued on page 51

$100,000 in grant money with a 50-percent match of $100,000 consisting of the value of the land recently purchased by the town for the park (at a cost of $85,000) and a $15,000 cash contribution from the town; and recognizes that if funded, the property may not be converted to either than public use without permission; and agrees to completing the project within two years of funding,” the resolution stated. “We received a grant to help us with the development,” Solomon said in late Feb. 2017. “We’re working through the hoops we have to jump through because it’s federal money. Everything’s still a go.” The BMA voted in June 2015 to purchase about nine acres of land along North VFW Road just off Highway 11E as the site for the future town park. An architect’s drawing of the proposed park includes a softball field, a walking track, a soccer field, six picnic shelters, public restrooms and a senior center. Solomon said these are merely suggestions for use of the property, although he felt the walking track should be a priority. The mayor also said a proposed small soccer field could be a multi-use areas. “A soccer field is just a grassy area with two goals and chalk lines on the ground,” he said. “Move the goals and you can use it for picnics or lots of other activities.” During a town hall meeting, a member of the audience suggested that an amphitheater for outdoor musical performances

would be a good addition to the park. Solomon said that could certainly be considered. The mayor said he wanted public input about the types of facilities community members want to see in the new park. “I don’t want this to be Mike Solomon’s park,” he said during the public meeting. Solomon also told the citizens who attended the meeting that he had recently found at Bulls Gap Town Hall a 20-year plan that the Bulls Gap Planning Commission had prepared in 1969. That plan, he said, had called for construction of a town park, a swimming pool and a new town hall to be completed before 1990. But for whatever reason, none of those proposed facilities, including a town park, were ever built. “It all got sidetracked,” Solomon told the audience. This time, Solomon said, town leaders intend to complete a nine-acre park on land off North VFW Road that the board refers to as “the farm.” While the park is still in the works, the existing barn on the property is already being used as a Farmer’s Market during growing season. The barn has a central hallway with a concrete floor and two side hallways with gravel floors. The town will work initially to develop a gravel parking lot for the farmer’s market, the mayor said. Local residents have first priority for sale space in the market, but it is open to non-residents as well. continued on page 53

Not far from this proposed park is St. Clair Park, which offers a variety of activities for the entire family. Located off Melinda Ferry Road, St. Clair park features a baseball/softball field, covered picnic tables, playground, tennis and basketball courts and a building with restrooms. Dogs are welcome, but must be leashed at all times in the park. The park is free, open year round, except Thanksgiving Day and Christmas Day. It is currently open 8 a.m. to sunset. Just up the road in Rogersville is Rogersville City Park, a sprawling park on 42 acres of rolling hills, located between U.S. Highway 11W and Main Street along Park Boulevard. Well-spaced throughout this impressive municipal park are three pavilions (two with restrooms), five picnic shelters, a multi-purpose field with stage, two walking trails, one fitness trail, four, nicely-appointed children’s playgrounds, a duck pond, four lighted tennis courts, two outdoor basketball courts, horseshoe pits, six baseball/softball fields, a sand volleyball court and public swimming pool. The park’s field is the setting for the town’s annual Fourth of July celebration, as well as seasonal carnivals and youth soccer and football games. The ball fields host games of the Rogersville Parks & Recreation leagues. From March 15 through November 15, the pavilions are

available on a daily basis for $50 per day. The stage can be rented for $25. The pavilions and stage must be reserved in advance and are not available during Heritage Days weekend or Fourth of July weekend. The Rogersville City Pool is open Memorial Day through Labor Day. The pool hosts pool parties, swimming lessons and home meets for the Rogersville Flying Fish swim team. The Parks and Recreation Building, located off Main Street, hosts Music Junction, a free open microphone jam session, every Thursday night. Other times the building can be rented at a cost of $12.50 per hour with reservations. During Christmas season, the park hosts the town-sponsored Festival of Lights, when the park is illuminated by several thousand holiday lights and exhibits. The park is across the street from Price Public Community Center and Swift Museum, which commemorates the historic African-American Swift College and Price Public School of the late nineteenth and early twentieth centuries. The community center is a popular event locale available for rental. Located in downtown Rogersville, Crockett Spring Park is a joint project of the Town and the Rogersville Heritage Association. The park is the site of Rogersville’s first settlement, and the tavern and home built by founder Joseph Rogers is preserved on the site. Dedicated in Sept. 2013, Crockett Spring Park is a Certified Tennessee Arboretum, featuring 36 varieties of trees. A gazebo built to commemorate the bicentennials of both Rogersville (1989) and Tennessee (1996) is located in this peaceful

park, which features Crockett Springs running through it. A popular location for pictures, weddings and quiet picnics, the park and the gazebo may be rented. The park is maintained by the Rogersville Parks and Recreation Department and the Rogersville Tree Board.
