The current dry conditions have increased the risk of fire in County parks and wooded areas in Westchester and the Hudson Valley region, he said. In recent days, a number of number of large brush fires have occurred around the County.

Commissioner Richard G. Wishnie of the Department of Emergency Services noted that New York State has issued a high fire danger warning for Westchester, which indicates that an elevated fire potential exists due to dry conditions, low relative humidity and strong winds.

“Conditions right now are very dry – we haven’t seen rain for a number of days – and the risk of fire in our parks and wooded areas is very high,” Wishnie said.

Brush fires have occurred in the last few days in Saxon Woods Park in the Scarsdale/ White Plains area and in Cortlandt, Greenburgh, Harrison, Lewisboro, Mount Pleasant, New Rochelle, North Castle, North Salem, Ossining and Pelham Manor.

Latimer also noted that a statewide outdoor burn ban is in effect through May 14. This

ban is an annual occurrence because the risk of outdoor fires generally is highest in the spring. Details on the burn ban can be found on the New York State Department of Environmental Conservation web site: dec.ny.gov.

Latimer provided a few safety tips for residents and visitors to follow to prevent outdoor fires:

• Where camp fires are permitted, limit their size and never leave one unattended. Make sure it has been fully extinguished before leaving a campsite.

• The burning of tree limbs or other organic debris is not permitted while the burn ban is in effect.

• Safely dispose of any charcoal used in a grill or ashes from wood burned in a fireplace.

• Extinguish cigarettes and other lightened materials safely and do not drop them in any wooded or grassy area.

• If you observe any smoke or small fire in any park or wooded area, please call 911 immediately so it can be quickly contained.

“When conditions are this dry, a small brush fire can spread rapidly and grow significantly in size in a very short period of time,” Wishnie said. “We are asking the public to take precautions to prevent a woodland fire. A simple, careless action could trigger the beginnings of a serious fire.”

EVERY DAY, WE’RE DELIVERING CARE THAT’S ANYTHING BUT “EVERYDAY”

Latimer, BOL introduce school bus camera legislation

Westchester County Executive George Latimer and Board of Legislators Chairwoman Catherine Borgia are pleased to announce their efforts to increase safety for our school children. This bill would authorize the county to work with local districts to equip cameras on school bus stop signs and enforce penalties on drivers who fail to stop at them.

This authorization is required under New York State Vehicle and Traffic law§ 1174-a, which “imposes monetary liability for failure of a motor vehicle operator to comply with school bus red visual signals and stop arm,” for any jurisdiction, including Counties, Towns & Cities which maintain any roads.

Latimer said: “The safety of our school children is paramount to all of us in government. This simple legislation satisfies the requirement by New York State Law to authorize these cameras and penalties in Westchester County. I look forward to continuing our great partnership with the Westchester County Board of Legislators to improve the safety conditions on our roads for school buses and school children.”

Board of Legislators Chairwoman Catherine Borgia said: “Installing cameras on school buses stop signs is a practical, simple way to protect our children’s safety. Let’s make the roads safer for everyone, starting with our most vulnerable passengers.”

Legislator Colin Smith said: “School buses are slow moving vehicles carrying our most precious cargo - children. Now with the use of cameras we can hold impatient and careless drivers accountable for putting lives at risk for the sake of shaving off time from their commute.”

Legislator Vedat Gashi said: “We saw the effectiveness of school bus stop arm cameras in Somers. This safety feature is necessary to hold reckless drivers accountable. I look

forward to working with County Executive Latimer and my colleagues to expand the program to the rest of Westchester and keep children and families safe.”

Legislator Erika Pierce said: “Distracted drivers pass stopped school busses every single day in our county, putting our children at risk. Despite best efforts, the scale of the problem is beyond what our police and school bus drivers can handle. They need access to programs like this to help them keep our kids safe. I am pleased that Westchester can play an important role in getting this done.”

Under this the County is authorized to enter into agreements with school districts for the installation, maintenance and use of school bus photo violation monitoring systems. Each school district located within the County that would like to utilize the program must enter into an agreement with the County. Once a school district has entered into an agreement with the County, cameras will be installed to the external portion of school buses owned or operated by that school district or privately owned and operated. The County will cover the costs of the program.

A driver who violates the new law will be liable for the following monetary penalties:

• $250 for a first violation:

• $275 for a second violation committed within 18 months of the first violation:

• $300 for a third violation or subsequent violation all of which were committed within 18 months from the first violation: and

• an additional penalty of $25 for each violation for the failure to respond to a notice of liability within the prescribed time period. The penalties will not be counted as a ‘conviction’ on a driver’s record nor will be used for motor vehicle insurance purposes.

White Plains Hospital ranks in Top 10% for patient experience

White Plains Hospital announced today that it has been awarded the Outst anding Patient Experience Awar from Healthgrades for the eighth time. This honor places White Plains Hospital among the top 10 percent of hospitals nationwide for patient experience, making it one of just eight hospitals in the state to receive the honor this year.

For its annual patient experience analysis, Healthgrades evaluated Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) patient survey data against 10 patient experience benchmarks to identify the institutions displaying what it calls “an unwavering commitment to prioritizing positive patient experience during a short-term, acute care visit.” Of the 3,138 hospitals evaluated, only 419 hospitals achieved the Healthgrades award.

“With these awards, we are helping consumers identify the highest quality care in their community by celebrating the hospitals that consistently deliver better-than-expected clinical outcomes,” said Burt Kann, EVP and Head of Product at Healthgrades. “Our mission is to provide patients with the resources and knowledge they need to make the best decisions based on trusted information, not just instinct.”

LMC Media announces Future Filmmaker Residency

LMC Media is pleased to announce the successful launch of the Future Filmmaker program featuring Sara Ettinger and Bella Pianko. Matt Sullivan, LMC’s Executive Director, said, “Fostering a love of storytelling in the next generation is crucial to fulfilling our mission of connecting the community through media. I’m thrilled that we can provide the resources and platform for students to hone and share their craft with the world. We hope to find additional funding to support and grow this program so we can continue to bring this opportunity to as many students as possible.”

About the program: Each semester, a local high school student is chosen to serve as LMC’s resident student filmmaker, and any interested student can apply. Students are hired by LMC and given access to a full suite of filmmaking equipment. Students can create, film, and edit on their own schedule during their residency, which makes this opportunity more accessible to today’s busy students. In addition to equipment, LMC also provides pre-production, production, and post-production guidance from professional filmmaking staff, as well as a budget, actors, and filming schedule with deadlines. This program is unique — there are no other programs in the Sound Shore area that provide a direct pipeline from high school filmmaking programs to a paid, professional experience like the Future Filmmaker residency. Students complete three short films during their residency and receive stipends for each. This program not only provides a professional framework for students to gain real-world experience, it gives voice to the teen experience and brings their vision of the community into the spotlight.

About Sara Ettinger, Inaugural Future Filmmaker, Winter Semester, 2023: Sara is an aspiring filmmaker who is involved in the Mamaroneck High School video program with Elena Elmoznino, and attributes her interest in

pursuing film to her school program. “Having this specialized space specifically dedicated to filmmaking, movies, and everything really makes a difference. You’re able to make these connections with people you wouldn’t have met otherwise, hear opinions you never even thought of, or movies you never even heard of. I think that’s part of why having a video program in school is so important: it’s just shaped me into the filmmaker that I am today.” This kind of passion is what led to Sara’s selection as the first local student to participate with LMC as a Future Filmmaker. Sara has been accepted to NYU to study film this fall. You can see her short films for LMC here: https://lmcmedia.org/future-filmmakers/

About Bella Pianko, Future Filmmaker, Spring Semester, 2023: “We are incredibly excited to welcome Bella to the LMC team as our next student filmmaker,” said Dena Schumacher, creator of the program, and Assistant Director at LMC. “Working with Sara Ettinger, our first student filmmaker, was such a fulfilling experience for our team and our viewers. We’ve received a lot of positive feedback about the program from Sara and from the community, and we’re excited to develop and grow this program with Bella.” Bella is a sophomore at Mamaroneck High School and participates in the filmmaking program at MHS under the guidance of Elena Elmoznino. She said of her upcoming LMC residency, “I’m so excited to be able to participate in the Future Filmmaker program. I think it’s a really great opportunity for me to show my passion to the community and I’m really excited to get started!”

Lucking out on the schedule

When it comes to covering or officiating high school baseball and softball, the in-game experience can be something of a crapshoot in relation to other sports. And even though I was fortunate to choose the right games to cover this week, a glance at the Section I scores reminded me just how wildly it can swing the other way.

Timed sports—like lacrosse or soccer—are by nature, a known quantity. Regardless of how competitive a game may be, the one thing for certain is that there is a definitive end goal in sight, and the constant action means that, at the very least, there will always be something going on. Baseball and softball, by nature, are different stories entirely.

I can’t begin to express how much the games I covered this week were on the best end of that spectrum; on the baseball side, I had Harrison vs. Tappan Zee, a thrilling, fast-paced 3-2 ballgame with an exciting finish that wrapped up in just over 90 minutes. The

following day, I covered a Rye Neck vs. Tuckahoe softball game featuring two dominant pitching performance that hummed from the start, being decided in the late innings by good base running and situational hitting.

Both contests were an absolute joy to take in, from an aesthetic point of view.

But then I looked at the scores from around the section and realized just how fortunate I had been. On Monday afternoon, I saw one of the most bizarre, one-sided stat-lines in my recent recollection, as Ossining baseball topped East Ramapo 44-3.

There’s no way to spin this one; I’m sure it was an unpleasant experience for everyone involved. For the East Ramapo players, sure, but even for the Pride, this one couldn’t have been a gratifying win. And for the umpires? An absolute nightmare.

That’s one of the things about high school sports; depending on the level of the programs, there are always going to be ugly games. But in baseball and softball, these routs are positively interminable.

As I’ve said, I tend to be pretty lucky in this regard. All of

the schools I cover field strong, competitive teams and—as I have the freedom to pick which games I report on—I have a general idea of the games I should be avoiding. Officials are not nearly as lucky however, so my hat goes off to the crew tasked with calling Monday’s debacle between the Pride and

Gryphons.

Obviously there are rules in place to mitigate these sorts of shellackings. In 2018, baseball approved a mercy rule, and in other field sports, running clocks can provide fans, players, and everyone else in the auxiliary crew a bit of respite. But no matter how you slice

it, a 44-3 baseball game is going to be a slog.

So here’s to quick, competitive games, and to hoping I see more of them this season.

I just hope I didn’t jinx myself.

Panthers hang tough, tame Tigers

Neck Tuckahoe

Game Notes

It took four games into the 2023 season before a team was able to take a lead—or even score a run—against the Rye Neck softball team. But when Tuckahoe did just that on Tuesday afternoon, it didn’t rattle the Panthers one bit.

After an Adriana Rocco brought home the first run surrendered by the Panthers this season, Rye Neck wasted little time responding, plating a pair of runners in the second half of the frame to come away with a 2-1 win over the Tigers.

One of the reasons the Panthers have been so tough to score on this year has been the dominance of Panther ace Katie Blanch, but Blanch nearly met her match on Tuesday when she faced off against eighth grade southpaw Katie Attwood who was every bit as impressive as the senior

standout. Blanch and Attwood combined for 29 strikeouts on the day, with Blanch surrendering just one hit and Attwood giving up three.

Two of those hits, however, came in a sixth inning that saw the Panthers climb on top for good.

“Their pitcher was very good today, but I think the second, third time we saw her, we were a little more

comfortable,” said Rye Neck head coach Joan Spedafino.

Rye Neck tied the game on a hit by Clare Picone, and Blanch would come around to score the winning run on a sacrifice fly by Arianna Hammer.

Last year, the Panthers did not trail at any point during the year until the Section 1 finals where they squared off against Albertus Magnus. Just

like the did in that game, the Rye Neck came through on Tuesday.

“I think having that happen in the section finals last year, the returning girls learned from that and are more comfortable being in that position,” said Spedafino. “Even going down, we kept our composure and that’s a big part of the game, so I’m very proud of them today.”

With the win, the Panthers improve to 4-0 on the year, having outscored their opponents 39-1. Tuckahoe (1-2), has dropped their last two contests against top-level teams but will look to get back on track on April 13 when they take on Briarcliff.

For the Panthers, Spedafino is looking forward to this next stretch that will see them play four games in the span of

six days.

“Early in the season, everything’s kind of spread out and it’s tough for the girls, who hadn’t played since last Tuesday,” said Spedafino. “So we’re still looking to figure a few things out, get a little more consistency, but they’re working hard and they’re a great bunch of girls.”
