County named one of the ‘Top 10 Digital Counties’ County Executive George Latimer is pleased to announce that Westchester was named a “Top 10 Digital County” by NACo and CDG as a part of its yearly survey of U.S. counties. Latimer said: “Westchester County prides ourselves in providing the best possible services to the people we serve—and doing so in the most efficient manner,” Latimer said. “Additionally, in today’s modern world, governments must protect themselves from any number of cyber threats stemming from bad actors both near and far. Under the leadership of county IT Commissioner Marguerite Beirne, we are able to accomplish both of these goals and it is an honor to be recognized for it.” In April, all counties in the U.S. were invited to participate in the 2022 Digital Counties Survey. The survey identifies best technology practices in a number of areas, including initiatives that streamline service delivery; encourage collaboration; enhance cybersecurity and apply innovation to achieving county priorities. “I am honored that CDG and NACo have acknowl-

edged our collaborative, results-oriented approach to IT service delivery,” said Beirne. Westchester was the only county in the state to be recognized in the one million or more population category and one of only two New York counties across all population categories. Quoting directly from the survey results, NACo and CDG said: “Westchester County is back on the list this year with a slew of organizational cybersecurity initiatives, system upgrades and collaborative efforts between departments and with other local governments. A reorganization of the Department of Information Technology created new cybersecurity-focused job titles and a comprehensive list of IT projects to share with administration. An executive order created a Task Force on Cybersecurity, supported by a working group that meets regularly,

On July 29, Gov. Kathy Hochul issued an executive order declaring a State Disaster Emergency in response to the ongoing monkeypox outbreak. The order enables the state to respond more swiftly to the outbreak and allows health care professionals to take additional steps that will help get more New Yorkers vaccinated. “After reviewing the latest data on the monkeypox outbreak in New York State, I am declaring a State Disaster Emergency to strengthen our aggressive ongoing efforts to confront this outbreak,” Hochul said. “More than one in four monkeypox cases in this country are in New York State, and we need to utilize every tool in our arsenal as we respond. It’s especially important to recognize the ways in which this outbreak is currently having a disproportionate impact on certain at-risk groups. That’s why my team and I are working around the clock to secure more vaccines, expand testing capacity and responsibly educate the public on how to stay safe during this outbreak.” The order specifically extends the pool of eligible individuals who can administer monkeypox vaccines, including EMS personnel, pharmacists and midwives; allows physicians and certified nurse practitioners to issue non patient specific standing orders for vaccines; and requires providers to send vaccine data to the state Department of Health. The announcement builds on the state’s ongoing response efforts on monkeypox, including efforts to secure more vaccines, expand testing capacity, and distribute the latest information and resources to New Yorkers. On Saturday, Hochul announced

that the federal government had secured an additional 110,000 vaccine doses, resulting in a total of 170,000 doses to New Yorkers to date. Hochul and the state Department of Health are continuing their ongoing coordination with White House, the CDC and the administration for Strategic Preparedness & Response to ensure that New York continues to receive its fair share of vaccine supply as soon they are available, especially for those New Yorkers in communities with high transmission rates. Earlier this month, the state Health Department launched a new SMStext notification effort to deliver the latest monkeypox information directly to New Yorkers. New Yorkers can sign up for text messages—which will include alerts about cases, symptoms, spread, and resources for testing and vaccination—by texting “MONKEYPOX” to 81336 or “MONKEYPOXESP” for texts in Spanish. By providing a zip code, New Yorkers can also opt-in for location-based messages. In addition to public outreach, the state Department of Health continues to focus on distributing vaccines to communities. Local county health departments that have received supply are administering the vaccine directly and establishing their own appointment processes. Working in partnership with counties, New Yorkers who sign-up for location-based alerts may receive alerts on vaccine availability, clinic locations, scheduling, and other monkeypox-related updates specific to their area. and the county got heavily involved with the statewide cybersecurity preparedness task force as well. For its own staff, the county implemented browser isolation technology that keeps web browsing activity separate from the rest of the network, enrolled in a 24/7 managed detection and response program and launched new cybersecurity awareness training initiatives, including the implementation of a new web-based training platform and proactive analytical tools to detect suspicious behavior. It also hired additional staff to work with other infrastructure teams in the county and even with other municipalities. “It was also a busy year for modernization and proactive improvements. A new data-loss prevention initiative involved data classification, email monitoring and a review of all data being sent to external recipients; the establishment of a new architecture committee will ensure consistent standards in developing new applications; and redesigned project intake forms now require clear statements of purpose, costs and benefits, so all involved are on the same page. To aid economic development efforts, the county developed several online application forms for businesses and nonprofits to access support programs from the county and partners, and it expanded the offerings in its online portal for procurement and shared services with municipalities, one of two such resources in the state.” In its release, NACo Executive Director Matthew Chase said: “In our increasingly complex world, counties are using technology to pursue bold, cutting-edge approaches to serving our residents. County receives grant for Hudson River fish project

The division was awarded $15,000 per year through Dec. 31, 2023. The Hudson River Fish Advisory Outreach Project’s mission is to educate the public about fishing and fish consumption, and its accompanying advisories and regulations by appointing ambassadors to provide information at our parks, beginning with Croton Point Park in Croton-on-Hudson in 2022, followed by Oscawana Park in Croton-on-Hudson and George’s Island in Montrose in 2023.

“Fishing is a common pastime in Westchester County, and it is important that those who actively fish are educated and prepared,” County Executive George Latimer said. “I am confident the Westchester County Parks Conservation Division and its ambassadors will provide the community with all necessary information.” In addition to Croton Point Park, ambassadors can be found across the county at various events this summer including local farmers markets and county events like Heritage Cultural festivals alongside an interactive educational stand-in display that allows visitors to learn about the mission in a fun way through various handouts, which

are available in English and Spanish, as well as photo opportunities. The display is also located at Croton Point Park and visitors are encouraged to share photos on social media using #PRCFishingAmbassadors. “I’m thrilled that the Conservation Division has been awarded such an important grant and are providing residents with a fun and interactive way to learn more about fishing in our parks,” said Kathleen O’Connor, commissioner of the county Department of Parks, Recreation and Conservation. Metrocard Mobile Van returns in August Westchester County’s full-service MetroCard Mobile Van, provided by the County’s Department of Transportation in conjunction with the MTA New York City Transit Authority, will be making rounds throughout the County to assist riders interested in purchasing MetroCards. The van was temporarily suspended this summer due to free fares on all Bee-Line buses through Labor Day. After Labor Day MetroCards can be used on the county’s Bee-Line bus system as well as New York City’s transit system. The MetroCard Mobile Van provides transit riders with a “one-stop shop” for all MetroCard services. In addition, staff will be available to explain rates, discounts and answer any questions. Regular MetroCards will be available for purchase and existing cards may be refilled. Riders will also be able to apply for reduced rates if they are 65 and older or have qualifying disabilities. MetroCard is the automated regional fare collection system managed by the Metropolitan Transportation Authority. State announces online exam for DMV representatives The New York State Department of Civil Service, DCS, and the Department of Motor Vehicles, DMV, announced Monday that the online civil service exam period is now open for motor vehicle representatives. The exam, which is being offered as an online exam for the first time, is used to fill positions across the DMV. Qualified candidates can take the exam online until 11:59 p.m. on Wednesday, Aug. 31. “The Department of Civil Service is pleased to offer the Motor Vehicle Representative exam in an online format for the first time ever,” said Timothy R. Hogues, DCS commissioner. “This is an excellent opportunity for anyone looking to work directly with the public to start their career with the Department of Motor Vehicles and join the New York State workforce.” People interested in being considered for a Motor Vehicle Representative position within state government must first meet the minimum qualifications for the title, which requires a high school diploma or a high school equivalency diploma and one year of customer service experience or 30 semester credit hours of college level courses. All people who meet the minimum qualifications must apply for the exam, then access the online exam and submit all examination materials by Aug. 31. The online exam will require candidates to provide information about their training and

experience with an online questionnaire that is completed and submitted by the candidate. Candidates should be prepared to provide information about their education and customer service-based employment history to be able to respond to the questions on the questionnaire accurately. “This new online option will greatly benefit not only those applying to take the Motor Vehicle Representative exam, but our customers as well,” said state DMV Commissioner Mark J.F. Schroeder. “It will facilitate DMV’s efforts to attract qualified candidates and allow us to better serve the motoring public, especially our non-English speaking customers. And those seeking to enter public service will have a more-convenient path to a rewarding career in New York State government.” The exam will also be used to hire motor vehicle representatives with proficiency in other languages to help provide service to all DMV customers including Chinese, Creole, Italian, Korean, Manual Communications (Sign Language), Russian and Spanish. White Plains Hospital receives 5-Star rating White Plains Hospital announced that it has earned a five-star hospital rating from the Centers for Medicare and Medicaid Services, CMS—the highest distinction offered by the federal agency. White Plains Hospital is the only Hospital in Westchester County, and one of only eight in New York state, to receive five stars. Getting back to basics The high school sports season is just around the corner, which means that it’s that time of year for New York State sports officials to release their updated rules and regulations for the upcoming year. But unlike previous the past few summers, which saw NYSPHSAA administrators scrambling to react to shifts in the fight against Covid-19, this year, it looks like we’re back to (sports) business as usual. The biggest change—at least in terms of the impact it will have on the sports landscape—is undoubtedly NYSPHSAA’s decision to add sixth school-size classification with the creation of the large-school Class AAA. Under the new rules, which will be instituted for the 2023-24 season, the 75 largest schools in the state (by enrollment) will be moved up to Class AAA while the 100 smallest will play in Class D. The re-classification—which will only be reflected in boys and girls basketball, soccer, girls volleyball and baseball and softball—is designed to offer more teams an opportunity to com-

pete in sectional and state playoff games and is estimated to impact roughly 130 schools across the state. Some of the changes are more immediate, however. This year, for example, the overtime rules for girls soccer have undergone a drastic makeover—at least in tournament games. Now, the girls’ rules will align with the boys’ where any game tied after two 10-minute sudden death overtime periods will go to a penalty kick situation. Prior to this, girls teams would play four overtime periods—with only the last two counting as sudden-death situations. Baseball players looking to emulate their favorite Major Leaguers should be excited this year, as New York State has officially loosened its jewelry rules, allowing athletes to wear necklaces, earrings and bracelets—provided the jewelry in question doesn’t pose an immediate injury risk. The new rule puts New York State in line with most national organizations, but the jury is still out on how some of the old-school coaches will view their players sporting bling this spring. Finally, there was big news on the girls flag football front, as it has officially been granted “emerging sport” status by NYSPHSAA. That designation means that at least six sections have fielded at least four teams. Section I is

Hudson Valley squad preps for Hoops Festival By MIKE SMITH Sports Editor

The Mount Vernon High School gym was a flurry of activity on Monday night, as some of the top basketball players in the area took to the court to participate in some spirited summer hoops action. But these standouts—most of them opponents during the school year—are working towards a common goal this week, as they will be representing the Hudson Valley in the annual Basketball Coaches Association of New York (BCANY) Summer Hoops Festival in Johnson City this weekend. Hudson Valley head coach Tyrone Carver—who helms the Mamaroneck varsity squad during the winter season—has just four practice sessions to prepare this squad of stars for this weekend’s grueling tournament, a task he said is made easier due to the abundance of talent on his roster. Earlier this summer, the Hudson Valley squad tried out roughly 50 hopefuls, whittling that group down to 12 players who will be making the trip to the annual showcase of New York’s best. The roster includes notable Section I talents including Dylan Colon, Elijah Morris and

Tavien Tyler, who led Mount Vernon to a New York State title in March, as well as other local stars like Mamaroneck’s Aidan Roy and Rye’s Sebastian Medina. Medina admitted that while the talent level at the tryout was impressive, he knew he had a chance to earn a spot on the team. “Whenever I try out, I’m always pretty confident,” Medina said. “I just thought it was a great opportunity to represent the area and Rye and play against some of the best players around.” Roy, who emerged as one of Section I’s most dominant backcourt players last winter, said that playing alongside so many skilled players will mean that players who are used to operating with the ball in their hands will need to find other ways to contribute in order to make the Hudson Valley squad successful. “Thinking about my sophomore year, when I was playing with guys like [Charlie] Randall and a point guard like Ryan McIntyre, it taught me how to play off the ball,” said Roy. “Section I has a lot of talent and I think there’s going to be a lot of competition, a lot of guys bringing energy.” Carver acknowledged that while some players might

be playing unfamiliar roles, he has confidence that each player on the roster has the ability—and the mental toughness–to adapt to his team philosophy. “Our guard play is a strength; you can be the stud from your school and that’s all well and good, but coming together as a team, you have to sacrifice and do what’s in the best interest of the team,” said Carver. “We want them to be who they are, because that’s what makes them great, but at the same time, the ability

to play unselfishly is a crucial part for us to be successful.” The BCANY Summer Hoops Festival will kick off on Friday, Aug. 5, and continue through through Sunday afternoon. Carver said although his team has the talent to compete with the best from around New York State, they will need everyone to pitch in if the team hopes to come away with a title. “These kids are used to this, playing travel, playing AAU,” he said. “But we’re going to need to rely on depth, we’re going to need to get contributions from everyone; we can’t just rely on five or six guys to carry us the whole way.” Contact: sports@hometwn.com
