Latimer announces free COVID-19 vaccines for youngest children Westchester County Executive George Latimer announced that the county Health Department is offering free pediatric Moderna COVID-19 vaccines this summer. The vaccine clinics will be held on Fridays from 9 a.m. to noon, by appointment only, for children ages six months to five years. The vaccine clinics will be held at the Health Department, 134 Court St. in White Plains. Last week, the county gave 109 young

children their first COVID-19 vaccines. “Contrary to popular belief, young children can and do get COVID-19, and unfortunately, some do become very sick. Now that we can give the youngest among us the same protection available to the rest of us, I strongly encourage every parent and guardian of a young child to get their little ones fully vaccinated against COVID-19,” said county Health Commissioner Dr. Sherlita Amler.

The Moderna vaccine is given in two doses, at least 28 days apart. The county will also be offering all other COVID-19 vaccines for the other age groups from 1 to 3 p.m. on Fridays. Gov. Kathy Hochul signed landmark legislation, on July 1, to strengthen New York’s gun laws and bolster restrictions on concealed carry weapons. This package of new laws—drafted in close collaboration with the state Legislature—is devised to align with the Supreme Court’s recent decision in NYSRPA v. Bruen. As a result of this decision, the state has taken steps to address the consequences of the Supreme Court decision and the resulting increase in licenses and in the number of individuals who will likely purchase and carry weapons in New York state. “A week ago, the Supreme Court issued a reckless decision removing century-old limitations on who is allowed to carry concealed weapons in our state— senselessly sending us backward and putting the safety of our residents in jeopardy,” Hochul said. “Today, we are taking swift and bold action to protect New Yorkers. After a close review of the NYSRPA vs. Bruen decision and extensive discussions with constitutional and policy experts, advocates, and legislative partners, I am proud to sign this landmark legislative package that will strengthen our gun laws and bolster restrictions on concealed carry weapons.” Research has shown that violent crime involving firearms increases by 29% when people are given the right to carry handguns, caused in part by a 35% increase in gun theft and a 13% decrease in the rate that police solved cases. This legislative package furthers the state’s compelling interest in preventing death and injury by firearms by: • Expanding on eligibility requirements in the concealed carry permitting process, includ-

ing completed firearm training courses for applicants. • Allowing the state to regulate and standardize training for license applicants. • Restricting the carrying of concealed weapons in sensitive locations and establishing that private property owners must expressly allow a person to possess a firearm, rifle or shotgun on their property. Individuals who carry concealed weapons in sensitive locations or in contravention of the authority of an owner of private property will face criminal penalties. • Establishing state oversight over background checks for firearms and regular checks on license holders for criminal convictions. • Creating a statewide license and ammunition database. • Strengthening and clarifying the law relating to the sale of body armor to include hard body armor, such as the type worn by the suspect in the Buffalo shooting and the safe storage of firearms. The law will take effect on Sept. 1, 2022. In addition, an appeals board will be created for those applicants whose license or renewal is denied or revoked, which will take effect on April 1, 2023.

Westchester County waives beach fees Beginning Tuesday, July 5, Glen Island Beach fees will be waived, Monday through Thursday, through Thursday, Sept. 1. The latest move to ease inflation costs for residents will be at Glen Island Beach in New Rochelle and also at the County’s pools, Saxon Woods Pool in White Plains and Sprain Ridge and The Brook at Tibbetts in Yonkers. Croton Point Beach in Croton-on-Hudson is open weekends only, and Willson’s Woods in Mount Vernon is currently free daily. “As costs continue to rise, the County is taking measures to ease the burden facing residents,” said County Executive George Latimer. “Visiting pools and beaches during the summer should be a stressfee experience, and I look forward to families coming out this summer to enjoy their time together.” Commissioner of the Westchester County Department of Parks, Recreation and Conservation, Kathy O’Connor said: “Our pools and beaches are a local destination our residents look forward to visiting each summer. I’m happy we are able to take these steps to ensure our residents don’t miss out this year.” The beaches and pools are accessible by the Bee-Line Bus, which is free to ride this summer, through Labor Day, Monday, Sept. 5. Earlier this week Latimer announced other measures taken by the county to ease the burden facing county residents’ wallets. These actions include: • Funding for Feeding Westchester: Increasing funding to Feeding Westchester by $700,000, which doubles what is included in the 2022 budget

and covers the increased cost of food and fuel. • Feeding Westchester has experienced an increase this year to $0.71 per pound across the foods they provide, compared to $0.60 per pound last year. Overall, they are seeing an 18% year over year increase in food costs. The additional $700,000 for Feeding Westchester will enable them to support 883,838 people. In addition, the average food package provided by a food pantry has a value of approximately $60 saving a family $240/month. • Free Commuter Parking: Westchester County will be providing free parking at the North White Plains Commuter Lot, and the County Center parking lot from July 1-Aug. 31. • Sales Tax: Westchester County has the ability to lower/eliminate the sales tax on residential energy on a quarterly basis. The county needs to adopt a local law and notify New York State Tax and Finance 90 days ahead of implementation. The county is proposing eliminating the sales tax for the quarter beginning Dec. 1. This time period would cover the start of the heating season. The sales tax elimination covers home heating oil, propane, natural gas, electric, coal and wood for residential heating purposes. It covers homeowners as well as rental units. Renters or landlords would be eligible depending on the structure of the unit’s heat and electric use. • Civil Service Exams: The county will waive the fees for civil service exams through Dec. 31. All four pools and Glen Island Beach are open daily, 11 a.m. through 6:30 p.m.; last admission at 6 p.m.; proof of residency is required. Croton

Gov celebrates resolution to enshrine equal rights into constitution Gov. Kathy Hochul celebrated the passage of a resolution to enshrine equal rights into the New York State Constitution on July 1, which will solidify the right to abortion access in New York state. When enacted, the amendment will add ethnicity, national origin, age, disability and sex, including sexual orientation, gender identity, gender expression, pregnancy, pregnancy outcomes and reproductive health care and autonomy to existing protections that currently cover discrimination based on race, color, religion or creed. This follows the governor issuing a proclamation earlier today to add this resolution to the extraordinary session agenda, in light of the recent Supreme Court decision which removed federal protections for abortion. “In just a week, Americans have already begun to see and feel the devastating consequences of the end of Roe v. Wade. In light of the horrifying Supreme Court decision to strip away reproductive rights, New York State is taking an unprecedented step toward codifying the right to an abortion in our State Constitution,” Hochul said. Following this momentous first passage, the resolution will need to pass again in the next legislative session before going to the voters for ultimate approval. This action builds on New York state’s leadership in protecting abortion access. This includes a nation-leading $25 million Abortion Provider Support Fund, overseen by the state Department of Health, to expand capacity and ensure access for patients seeking abortion care in New York, as well as $10 million for reproductive healthcare centers to access security grants through the Division of Criminal Justice Services to help ensure the safety of the providers performing this vital care.

“The reversal of Roe v. Wade made it clear that New York State must continue to stand up and be a national leader to protect women and individual rights,” said Senate Majority Leader Andrea Stewart-Cousins. “That is why we are proactively codifying broader equal rights under the law and ensuring the constitutional right to abortion and contraception in New York. This is a massive step forward for our state while others move backwards, and an important stance against the Supreme Court’s attacks on our rights.” Hochul signed a comprehensive, six-bill package passed by the Legislature to further preserve, protect and strengthen abortion rights for patients and providers in New York. The legislation takes specific actions to address a variety of legal concerns, including the establishment of a cause of action for unlawful interference with protected rights and the inclusion of abortion providers and patients in the Address Confidentiality Program. The new bills also prohibit misconduct charges against healthcare practitioners for providing reproductive services to patients who reside in states where such services are illegal and disallow medical malpractice insurance companies from taking adverse action against an abortion provider who provides legal care. Additionally, immediately following the Supreme Court’s decision to overturn Roe v. Wade Hochul launched a robust, multi-platform, paid public education campaign to ensure New Yorkers—and all Americans—know that in New York state, abortion remains safe, legal, and accessible, always. The statewide campaign includes multi-platform advertising efforts and a new website, providing a single destination for information about abortion rights, providers, supports, and payment options in New York.

Bronxville High School celebrates Class of 2022

The Bronxville School celebrated its Class of 2022 during its 100th commencement ceremony, held on the school’s front lawn on June 18. The students marked the completion of their high school experience before an audience of family, friends, teachers and administrators. Principal Ann Meyer welcomed the graduates and praised them for taking advantage of every chance throughout the year to enjoy their time together. “I look back on your four years in high school and I remember all of the adjustments and shifts and changes you made,” Meyer said. “You have been so incredibly excited and appreciative of each of the special moments this year both because you lost out on a lot but more so because you can now understand how important these times together are.” During the ceremony, the students heard remarks from senior class president Erin Foley, Student Faculty Legislature President Peter Coquillette and special guest speaker Francesco Clark, a 1996 Bronxville High School graduate. In her address, Foley reflected on her classmates’ athletic, musical and theatrical achievements, as well as their productivity and perseverance throughout high school. “The most intriguing aspect of the resilience demonstrated by my classmates is the connections we developed,” Foley said. “When social distancing took precedence over conventional socializing, a shared sense of vulnerability and authenticity emerged, allowing us to forge deeper connections.”

As they embark on the next chapter of their lives, she encouraged her fellow graduates to remember the way that unexpected circumstances brought them important new lessons, creativity and friendships. In his remarks, Coquillette expressed his gratitude to his family, faculty, administrators, coaches and friends for their guidance through an ever-changing world. He encouraged his classmates to understand their goals and aspirations and dare to make the difficult decisions required to get there. “What I set out to leave our class with today is a reminder that everyone will face a wall of decisions that can be difficult to make in the face of societal pressure,” Coquillette said. “So, as we go forward in the face of these pressures, remember that this class has endless potential to excel as scientists, educators, entrepreneurs, artists and leaders, but most of all, the potential to excel as high-character people. If we hope to make it beyond the wall of decisions to where our goals and aspirations lie, we can’t always follow the secure path laid ahead of us by others. Sometimes we need to do something totally out of the question to onlookers.” As part of a tradition at graduation, Meyer announced the names of several distinguished students, who stood up one by one to be recognized for excelling in various areas of academics and the fine and performing arts. At the conclusion, Superintendent of Schools Dr. Roy Montesano presented the graduates, who were called one by one to receive their diplomas by Board of Education President Arleen Thomas.

Latimer reinstates compost bin and barrel sale County Executive George Latimer is excited to announce the Summer 2022 Westchester County Compost Bin and Rain Barrel Sale. “We are constantly looking at ways to provide services to County residents that will have a long term benefit on multiple fronts. This is one of those programs,” said Westchester County Executive George Latimer. “We have undertaken serious efforts to provide opportunities to protect our environment on both a large and small scale and I encourage Westchester residents to take advantage of them.” The county is selling compost bins and kits, rain barrels, and other accessories at a wholesale cost to the public. For the first sale orders must be placed by July 8 and picked up on July 9 at one of two locations: 1. 9 a.m.-11 a.m.: Glenwood Lake, New Rochelle, NY 10801 (at Lakeside Drive and Glenwood Ave) 2. 12 p.m.-2:30 p.m.: The Household Material Recovery Facility and CompostED education center at 15 Woods Road, Valhalla, NY 10595. Backyard composting prevents food scraps from going to the incinerator by turning them into nutrient-rich compost that enhances soil and plant health.

Rain barrels provide a natural source of water for plants and gardens while helping to reduce water costs for the residents and the municipalities and the county. There are several other accoutrements to the barrels and bins also being sold with further opportunities to purchase taking place in the fall. Already in Westchester County, several municipalities manage volunteer Food Scrap Recycling Programs coinciding with the county’s Residential Food Scrap Transportation & Disposal program, which collect residential food scraps and turn them into compost. This sale will provide county residents with another sustainable way to manage their food scraps and boost the health of their gardens and yards without any of the transportation financial and environmental costs. “Over the last 4 years the County had partnered with some of the region’s nature centers but they have dropped the program and we are taking it on again after 12 years,” said Westchester County Director of Energy Conservation and Sustainability Peter McCartt. “I bought my first compost bin from the County 17 years ago and I am so happy to be reinstating this program for all the residents. Creating black gold, as compost is called, is one of the most beneficial actions you can take for your garden and yard. And rain barrels are great, I have two of them filled up right now from all the rain over the last couple weeks. Mother Nature’s own water is the best for your veggies and plantings and this helps to mitigate local flooding during rain events.”

Hispanic Hertige Festival returns to Kensico Dam Come celebrate Hispanic culture at the Hispanic Heritage Festival on Sunday, July 10, from noon to 6 p.m. at Kensico Dam Plaza in Valhalla. “We continue to foster diversity and inclusion through our heritage festivals,” said County Executive George Latimer. “I hope Westchester families join us as we come together to celebrate Hispanic culture and continue to do so at the following heritage festivals right here at our very own Central Park.” “Here’s another opportunity to travel the world without a passport. Bring your family and friends to enjoy Hispanic heritage and culture with great food, music, and dancing,” said Parks Commissioner Kathleen O’Connor. The Hispanic Heritage Festival takes place from noon until 6 p.m. There will be dancing, arts and crafts, food and special activities for children. The festival will be held rain or shine. Seating is informal; bring blankets or folding chairs for seating on the lawn. No coolers will be allowed. Admission and parking are free. Carpooling or taking mass transit is encouraged. Dusty Rose to close after nearly 35 years Rye Ridge Shopping Center, Plaza and South, sadly announce the closing of beloved fixture Dusty Rose who has been a staple in the lives of countless woman for almost 35 years. County DA Office to host gun safety forum The Westchester County District Attorney’s Office will host a virtual forum discussing “Gun Safety in Our Community” on Monday, July 18 at 4 p.m. The free Zoom webinar, open to the public, will be an informational session on what tools are available in the fight against gun violence and how we can keep our communities safe. Guests will hear from District Attorney Mimi Rocah, members of the DA’s office and gun sense advocacy group Moms Demand Action about New York’s recently-expanded Red Flag laws, Extreme Risk Protection Orders, ERPOs, the DA’s Safe Storage Program, ghost guns and what the recent U.S. Supreme Court ruling striking down aspects of New York’s concealed carry law means. There will also be a Q&A portion. “Our collaboration with the community on gun safety education is more important than ever,” Rocah said. “We highly encourage community centers, faith-based groups, PTAs, neighborhood associations, parents, educators and caretakers to join us for this timely discussion.” “Enlisting the help of our local communities will save lives,” said Katherine Schowalter, local group leader Westchester for Moms Demand Action for Gun Sense in America. “Sharing valuable tools and information with the public on gun safety measures and Red Flag laws empower and strengthen our fight against gun violence.” Registration is required at bit.ly/DAGunSafety. New Rochelle HS celebrates Class of 2022 graduates Graduating New Rochelle High School seniors were celebrated June 23 for persevering during unprecedented times to complete their academic requirements and become the Class of 2022. Overall, 668 degrees were conferred. The ceremonies, on New Rochelle High School’s McKenna Field, was a return to a traditional single ceremony after COVID-19 safety protocols required last year’s graduation to have two separate celebrations. Festivities began with the procession of graduates onto the field. Several speakers addressed the joyous crowd. Freedom and connectivity were common themes. City School District of New Rochelle Superintendent Jonathan Raymond focused on the importance— and future—of freedom in his remarks to graduates, families, faculty and staff. “Class of 2022, your graduation today is an opportunity for you to take the skills you have learned here, along with your unique voices, to help build and preserve a more vibrant future for freedom, a better world where human dignity can flourish,” Raymond said. Raymond also praised graduates for resiliently coping with the pandemic as well as two months of remote learning to start the school year. The high school building opened to students on Nov. 1, 2021 due to flooding damage caused by Hurricane Ida. “You persevered through a global pandemic and a natural disaster,” he said. “You represent the very best of New Rochelle, and you are already showing that you are leaders and have what it takes to help shape a better tomorrow. We are proud of you!” New Rochelle High School Principal Dr. Dagoberto Artiles also recounted how the school year started with remote learning, and identified a silver lining from that experience. “We finish this school year with

a better appreciation for the need for connection,” he said, discussing how students bonded and academically excelled in so many impressive ways. That, he said, sets the foundation for a bright future: “Help make a better environment for your community and your country,” he said. Board of Education President Julia Muggia Ochs provided words of motivation, reading a passage from Langston Hughes’ “Freedom’s Plow”: “All men are created equal. No man is good enough to govern another man without his consent. Better die free, than to live slaves. Who said those things? Americans! Who owns those words? America! Who is America? You, me! We are America! To the enemy who would conquer us from without, We say, No! To the enemy who would divide And conquer us from within, We say, No! Freedom!” She finished her comments by saying, “We cannot wait to see what comes next for you! Congratulations!” Students also offered encouragement and gratitude. Valedictorian Celine Glennon said, “I urge you to live

happily and authentically. You’ve all worked so hard for the past four years. Today we are here to celebrate that. You will be great and I wish you all the best.” Class of 2022 President Jeba Karim echoed Artiles’ comments about the importance of community. She recounted the school year, from remote learning to graduation, and said, “I hope we carry the importance of connections no matter where life may lead us… Congratulations Class of 2022! We did it!” After the speeches, anticipation and excitement filled the air as graduates’ names were called, degrees were conferred, and graduation caps were excitedly tossed toward the sky. The Leonard Talner Memorial Award was presented to Maribela Dias. The award honors a member of the class judged by the Class of 2022 to have done the most for and brought the most honor to New Rochelle High School. Last week, the high school held award ceremonies honoring academic, extracurricular, and athletic achievement.

Another subway summer? It’s shaping up to be one heck of a summer of baseball isn’t it? Between the Yanks utter dominance and the Mets currently being on top of the NL East, it’s not hard to imagine that both fan bases are gonna be buzzing for the next few months. All told, I’m kinda getting those old familiar vibes from 2000, when the rivalry between the two franchises was white hot, leading to one of my favorite stretches of baseball not involving the Red Sox. Now, let’s get this out of the way, right now. As of today, July 6, the Mets are not on the same level as the Bronx Bombers. They’ve been shaky enough over this past stretch, plagued by injuries and the normal upsand-downs of a traditional MLB schedule. But they’re on the cusp of getting back two big pieces, with Max Scherzer set to return this weekend and Jacob deGrom

beginning to pitch in Minor League games—although Mets’ fans are watching each of the right hander’s outing hoping against hope that he doesn’t experience anymore tightness—it looks as though the Mets could finally hit their stride around the time the two squads are set to face off in a two-game series later this month. And I think back to that 2000 year, when the city caught baseball fever, and I hope we get something as half as compelling as that over the remainder of the season. Back then, you had two world class ball clubs stocked with A-List level talent. The Yanks were at the height of their dynasty, with homegrown stars like the “Core 4—plus Bernie” and largerthan-life personalities like Roger Clemens. The Mets, while considered to be the upstarts—relatively speaking—didn’t lack for big names themselves, with guys like catcher Mike Piazza and manager Bobby Valentine adding their own star power to the conversation. All year long, comparison between the two teams felt person-

al. The games supplied their own drama, such as Clemens’ scary beaning of Piazza in July, and fans spent the entire season champing at the bit for a Subway Series in October, which is exactly what they got. The narrative was perfect, with the blue-collar Mets doing their darnedest to end the Yanks’ “Evil Empire”-era run, ultimately falling short. But boy, was there some juice. As a high school student at the time, I was completely wrapped up in the runs by the two teams from May onward. People were talking about baseball, weighing the teams against each other. It was absolutely electric. Will baseball capture the heart Big Apple again? Call me crazy, but the way these two teams are constituted, I think there’s a pretty good chance. The crowd was buzzing at Fosina Field on Friday night, as fans and families piled into the bleachers to take in professional athletic action, as the hometown New York Empire hosted the Montreal Royal in an American Ultimate Disc League regular season game. But while the Empire (or the AUDL) might not have the geographic reach or name recognition of other professional area sports teams, their popularity is growing in Westchester, as they continue to reaffirm their spot as one of the top teams in North America. On July 1, the Empire clinched home field advantage for the playoffs, extending their perfect record to 10-0 with a 29-14 victory. The team, which began operations in 2013, had previously played in Coney Island and Randall’s Island before finding a home in New Rochelle prior to the start of the 2018 season shortly

just trying to make it a family atmosphere, keeping ticket prices down.” Even those from neighboring communities are hearing the message. Olivia Mondrone, a recent graduate of Tuckahoe High School, spent the spring working as a student intern in the team’s sports marketing department, and continued on with the team after the internship program ended. Mondrone said she was largely unfamiliar with the

sport prior to this past spring, but sees why the team is creating so much buzz. “I had no idea about this until the internship, but it’s really exciting,” she said. “And to see the community come out for it, it’s really a great atmosphere.” The Empire will play their final home game of the regular season July 7 at 7 p.m. against the Boston Glory, before turning its sites to the AUDL Playoffs.
