The decision by the current governing administration to allocate $110 million to Genera PR, the private operator of the Puerto Rico Electric Power Authority’s (PREPA) legacy power plants, has raised significant concerns in some quarters about the negotiation process behind the allocation and its details, which remain unclear, Senate Minority Leader Luis Javier Hernández Ortiz of the Popular Democratic Party (PDP) said Wednesday.
In response, Hernández Ortiz has formally requested, through the secretary of the island Senate, that the PublicPrivate Partnerships Authority (P3A), led by its executive director Josué Colón Ortiz, provide detailed and timely information as mandated by Rule 18 of the Senate Regulations. Hernández Ortiz said the request aims to clarify the recent “renegotiation” that the New Progressive Party-led government kept hidden until just days ago.
“The issue of the electrical energy supply in Puerto Rico requires the utmost seriousness and transparency for the citizens,” Hernández Ortiz said. “Therefore, we have asked the Public-Private Partnerships Authority to present a detailed narrative of the process involved in the so-called ‘renegotiation’ of the contract with Genera PR. It is essential for citizens to understand whether this ‘renegotiation’ includes an extension for the supply of gas and to be informed about the generation plants that the company plans to convert to gas as their primary fuel.”
Hernández Ortiz’s filing also requests a copy of the agreement reached with Genera, as well as evidence of the assessments conducted by the P3A to determine that the ‘renegotiation’ will be beneficial for Puerto Rico.
Additionally, the senator has asked for documentation regarding communications that the governor claims to have sent to electric power transmission and distribution system operator LUMA Energy, notifying them of non-compliance with certain contractual clauses.
It is crucial for us to review any communications with LUMA Energy that led to establishing an agreement similar to that reached with Genera PR, as well as any notifications sent to LUMA specifically regarding the contractual provisions that have been violated,” Hernández Ortiz added.
The legislator emphasized that if such communications are not available, the government must provide a certification stating so. “If the government has indeed sent letters to LUMA regarding non-compliance, it must present these
documents transparently to the public and, importantly, to the Senate of Puerto Rico,” stated the PDP leader in the upper chamber, who in January introduced Senate Joint Resolution 10 to facilitate the exit of LUMA Energy.
On Feb. 27, Genera and PREPA filed a document with the Puerto Rico Energy Bureau (PREB) agreeing to remove the existing incentive structure. The amendment acknowledges $15.42 million in verified incentives for Genera, covering fiscal year 2024, which is included in a total payment of $110 million.
According to the parties, over the remaining nine years of the contract, the amendment could represent potential cost savings of up to $805.52 million, which would have otherwise been allocated to incentive payments under the current structure. Genera and PREPA emphasized that, under the existing framework, Genera is entitled to performance-based incentives across six categories, totaling up to $100 million annually. Those incentive payments could have amounted to $1 billion, they noted. Genera has agreed to forgo all incentive payments for the entire duration of the contract. In exchange, Genera will receive $110 million, payable in 11 monthly installments of $10 million, with payments scheduled to commence by the end of March, pending approval from the PREB and the Financial Oversight and Management Board for Puerto Rico. The restructuring eliminates uncertainty in incentive calculations and ensures that 100% of all future operational savings will directly benefit the people of Puerto Rico, rather than being shared with Genera, according to the parties. Therefore, Genera and PREPA have requested that the PREB grant preliminary approval of the proposed amendment, pending final submission for regulatory approval. Required approvals from the PREPA and P3A boards have already been obtained.

After confirming that his agency’s stance aligns with that of the Financial Oversight and Management Board, Reinaldo Paniagua Latimer, the executive director of the Municipal Revenue Collections Center (CRIM by its acronym in Spanish), stated on Wednesday that the government should not repeal the inventory tax but should instead replace it with another source of revenue.
Paniagua emphasized that while pursuing economic development for the island is important, it should not come at the expense of municipalities facing bankruptcy. The government aims to repeal the inventory tax, which is a significant source of revenue for the island’s 78 municipalities, most of which are in a precarious fiscal situation.
The head of CRIM supports a proposal to freeze the inventory tax for five years, asserting that this period will allow enough time to evaluate alternative sources of income for the municipalities.

“We believe in promoting economic development, but not at the cost of bankrupting municipalities,” he said. “I believe that this proposal is a first step in the right direction, and we have much work ahead to identify alternatives. Various proposals have been presented, and we must analyze them and submit these options to the legislative assembly, the governor, and the oversight board to address the potential loss of these funds.”
Last week, the CRIM reported that the fiscal situation of the municipalities of Arroyo, Ciales and Maunabo may worsen starting this March due to a projected decrease in income.
“I want to clarify that I’m speaking as someone who defends the municipal structure,” Paniagua said. “We have never suggested eliminating the tax; rather, we advocate for its replacement, and that remains our approach.”
While Paniagua acknowledged the arguments from the Puerto Rican business sector in favor of repealing the tax, he does not agree with all the reasons they have provided
“Our projections indicate that these three municipalities could experience a reduction in remittances and available cash beginning in March,” the CRIM stated. “They are already using all their available funds to pay off debts, and if the current situation persists, we anticipate that the number of municipalities affected could rise to seven. After Arroyo, Ciales, and Maunabo, Patillas will also be impacted. Our goal is to address these issues proactively.”

The plea agreement, dated Feb. 20, includes a new charge of conspiracy, alleging that Matías Gutiérrez, along with other unidentified individuals, knowingly and intentionally possessed the firearms and ammunition used in a drug trafficking crime that led to Pérez Ríos’ killing.
A sentencing hearing for Matías Gutiérrez has been scheduled for May 22 in Courtroom 6 of the U.S. Court for the District of Puerto Rico in Hato Rey, under the supervision of
Judge Silvia Carreño Coll.
According to court documents, Matías Gutiérrez allegedly confessed to being the driver of the vehicle that picked up the gunmen after they fatally shot Pérez Ríos. The entire incident was captured by security cameras at the Shell gas station on highway PR-838, Camino Alejandrino, in Caimito.
Orlando Carmona Serrano, Victor Rafael Molina Santos, Marlon Laguna Santos, and Joseph Manuel Molina Santos, were also charged in relation to the killing.
he Financial Oversight and Management Board of Puerto Rico has objected to a motion filed by non-settling bondholders of the Puerto Rico Electric Power Authority (PREPA) that seeks to end the litigation stay in the utility’s Title III bankruptcy case.
In addition, the oversight board has criticized the restructuring proposal put forth by the same bondholders.
According to the board, many of the disputes that the non-settling bondholders wish to litigate would serve no useful purpose, such as the appointment of a receiver who would not be able to control PREPA’s revenue and expenses. Additionally, the oversight board argues that attempts to determine the amount of administrative claims would be futile until the court decides whether the bondholders are recourse – meaning they can be paid with funds beyond those to which they are entitled.
The oversight board emphasizes that engaging in unnecessary litigation would only prolong the bankruptcy proceedings, which have already lasted over seven years. The board’s primary goals include restructuring PREPA’s debt to ensure its sustainability, paying all creditors their legal entitlements, and providing reliable and affordable electric power to the people and businesses of Puerto Rico.
In a related development, the Unsecured Creditors Committee (UCC) has objected to the PREPA mediation team’s motion to retain PJT Partners as its financial adviser due to concerns over the proposed fees, which the UCC says are excessive. The mediation team has proposed a monthly advisory fee of $1 million for PJT, with $350,000 held back and paid once the restructuring is consummated. The minimum amount the mediation team would pay PJT is $7.8 million if no restructuring occurs, and $12 million if a restructuring takes place.
The UCC argues that such a fee structure is problematic for several reasons. The monthly fee, excluding the holdback, is considered “excessive” and is several times more than what the mediation team paid its former financial adviser, Moelis, which earned $250,000 monthly for three months and then $150,000 per month thereafter.
Furthermore, the proposed fee is higher than what PJT was paid when it served as the financial adviser to the oversight board, despite having a significantly broader role at the time.

The Electronic Tax Return Preparation and Filing Centers
will begin offering services to salaried and retired individuals starting today, Treasury Secretary Ángel Pantoja Rodríguez said Wednesday.
“We have opened four Tax Return Preparation Centers in Plaza Las Américas, Plaza del Caribe in Ponce, Mayagüez Mall and the Caguas Mayor’s Office,” the Treasury chief said in a written statement. “Citizens can now manage their appointments, free of charge, through hacienda.turnospr.com, selecting the link ‘Tax Return Preparation Centers.’”
The Treasury Department is once again collaborating with the Internal Revenue Service (IRS) on the Volunteer Taxpayer Assistance Program, which assists qualified individuals in applying for the Additional Child Tax Credit (CTC). Appointment times will be communicated to taxpayers when they schedule their appointment on the digital platform.
Citizens must go to the centers with their Social Security card, photo identification, active email address, and bank account certification. In addition, they must present withholding receipts, informational returns for the 2024 tax year, and evidence of deductions, such as mortgage interest and student loans.
To claim the CTC, taxpayers must meet requirements such as having salaries or pensions from sources in Puerto Rico that do not exceed $200,000 ($400,000 in the case of married taxpayers), having qualified dependents, and completing IRS Form 13614-C.
Pending payments may be made at the time of filing, using a bank account, credit or debit card. Taxpayers may check the status of their refunds through their SURI accounts or by clicking on the Check your refund link, available on the SURI home page.

President Donald Trump vowed not to lift tariffs on America’s biggest trading partners in his first address to Congress earlier this week, but appeared ready to reduce tensions with President Volodymyr Zelenskyy of Ukraine just days after an Oval Office blowup in which he threatened to abandon a key ally fighting an invasion.
During the 100-minute speech — the longest presidential address to Congress in modern history — Trump read aloud a message of gratitude that Zelenskyy had posted on social media earlier in the day. Trump said he appreciated the message, and had received “strong signals” from Russia that the country was eager for peace.
“Wouldn’t that be beautiful?” Trump said.
He was less conciliatory toward Canada, Mexico and China after imposing tariffs earlier in the day that roiled global markets and drew rebukes from the countries’ leaders. The president said nothing in his speech Tuesday night to suggest that an extended trade war might yet be averted.
“Whatever they tariff us, other countries, we will tariff them,” he said. “Whatever they tax us, we will tax them. If they do non-monetary tariffs to keep us out of their market, then we do non-monetary barriers to keep them out of our market.”
Together, the president’s remarks underscored the chaotic, whiplash nature of the opening weeks of Trump’s second term. Much of the lengthy speech was filled with grievances about his treatment by Democrats and exaggerations about his accomplishments. It capped a six-week blitz of actions since Trump took office, a period in which he has fired government workers, frozen foreign aid, upended international alliances, pardoned rioters and issued a flood of executive orders.
“Six weeks ago, I stood beneath the dome of this Capitol and proclaimed the dawn of the Golden Age of America,” Trump said, repeatedly appearing to veer from his prepared remarks. “From that moment on, it has been nothing but swift and unrelenting action to usher in the greatest and most successful era in the history of our country.”

At one point, the president compared the treatment he received on the internet to the victims of revenge porn, saying “nobody gets treated worse than I do online.”
Trump claimed falsely that he had inherited an “economic catastrophe” from Biden. In fact, the United States had the strongest economy in the world when Trump took over, but it has been showing signs of strain in recent weeks amid federal funding cuts and tariffs.

There have been other outbursts during presidential speeches in recent years, including by Reps. Marjorie Taylor Greene, R-Ga., during the Biden administration and Joe Wilson, R-S.C., during the Obama administration. Both remained in the chamber after interrupting the president.
Just days after threatening to abandon a European ally at war and kicking off a trade war, Trump offered no new policy proposals, repeatedly denigrated former President Joe Biden and mocked Democrats in the audience for their inability to stand in the way of his agenda.
The president did not dwell on foreign policy, though he again threatened to annex the Panama Canal, saying that “my adminis-
tration will be reclaiming the Panama Canal, and we’ve already started doing it.”
He said he wanted to construct a “golden dome” to protect the United States from missile strikes and to create a new shipbuilding office, and tried to entice Greenland to leave Denmark and join the United States. He also announced that the United States had apprehended a terrorist who organized the bombing of the Abbey Gate during the withdrawal of troops from Afghanistan.
Trump spent much of his time telling the stories of Americans he invited to watch his address in the gallery, including the victims of violent immigrants and a boy with cancer who dreamed of becoming a police officer.
Throughout, he appeared to obsess over his political rivals. At one point, he motioned to Democrats, saying the system of justice in the country had been taken over by “radical left lunatics.” In response, progressive members of the party held up panels that said “False” and “That’s a lie.”
A number of Democrats staged a small protest, standing up and turning their backs toward Trump with T-shirts that said “resist” on the back. Instead of risking being removed by the sergeant-at-arms, the group quietly walked off the House floor.

House Republican leaders have advised their members to stop holding in-person town halls amid a torrent of large-scale protests targeting some of the budget cuts Musk is overseeing. Even so, a number of Republican lawmakers jumped to their feet and cheered as the president referred to Musk, who was sitting in the gallery.
As he had in past speeches, Trump repeated false and exaggerated claims throughout the speech, prompting reactions from the Democrats in the chamber.
“That’s not true,” Rep. Nancy Pelosi, D-Calif., the former House speaker, said quietly and shook her head as Trump ticked through debunked claims about the impossible ages of people collecting Social Security. Republicans, in contrast, cracked up and one yelled out “Joe Biden” when Trump asserted that someone on Social Security was older than 300.

The Supreme Court on Wednesday rejected President Donald Trump’s emergency request to freeze nearly $2 billion in foreign aid in a closely divided decision indicating that the justices will subject his efforts to reshape the government to close scrutiny.
The court’s brief order was unsigned, which is typical when the justices act on emergency applications. It said only that the trial judge, who had ordered the government to resume payments, “should clarify what obligations the government must fulfill.”
But the ruling represented one of the court’s first moves in response to the flurry of litigation filed in response to Trump’s efforts to slash government spending and take complete control of the executive branch. The vote was 5-4, with Chief Justice John Roberts and Justice Amy Coney Barrett joining the three liberal members to form a majority.
Although the language of the order was mild, tentative and not a little confusing, its bottom line was that a bare majority of the court ruled against Trump on one of his signature projects. The president’s plans to remake U.S. government, the order indicated, will have to face a court more skeptical than its composition, with six Republican appointees, might suggest.
That, in turn, is likely to give rise to major rulings testing and perhaps recalibrat-
ing the separation of powers required by the Constitution.
Justice Samuel Alito, writing for the four dissenting justices, said the majority had gone profoundly astray.
“Does a single district-court judge who likely lacks jurisdiction have the unchecked power to compel the government of the United States to pay out (and probably lose forever) $2 billion taxpayer dollars?” he asked.
“The answer to that question should be an emphatic ‘No,’ but a majority of this court apparently thinks otherwise. I am stunned.”
The order was released first thing in the morning, which is not typical when the court acts on emergency applications. The majority may have wished to avoid releasing the order thwarting Trump hours before he delivered his first address to the Congress since taking office in January.
The order was a single paragraph, most of it devoted to a recitation of the complicated procedural history of the case. It noted that the deadline for complying with the lower court’s order requiring the disbursement of the funds had passed and that litigation would continue to make its way through the courts. For now, it concluded only that the lower court should clarify its previous order with “due regard for the feasibility of any compliance timelines.”
The reference to the passing deadline could be read to mean that the government has no immediate obligations until the trial
judge takes further action. The instructions to the judge to clarify what the government must do, taking account of feasibility, suggested the case may well return to the Supreme Court.
But Alito, joined by Justices Clarence Thomas, Neil Gorsuch and Brett Kavanaugh, saw the temporary action as far more significant.
“The government,” Alito wrote in a slashing eight-page dissent, “must apparently pay the $2 billion posthaste — not because the law requires it, but simply because a district judge so ordered. As the nation’s highest court, we have a duty to ensure that the power entrusted to federal judges by the Constitution is not abused. Today, the court fails to carry out that responsibility.”
The administration halted the aid Jan. 20, Trump’s first day in office. His executive order temporarily ended thousands of programs around the world to assess whether they were “fully aligned with the foreign policy of the president of the United States.”
Recipients and other nonprofit groups filed two lawsuits challenging the freeze as an unconstitutional exercise of presidential power that thwarted congressional appropriations for the U.S. Agency for International Development.
The groups said the frozen funds have created cascading crises, threatening critical medical care around the world, leaving food rotting in warehouses, ruining businesses and risking the spread of diseases and political instability.
“One cannot overstate the impact of that unlawful course of conduct: on businesses large and small forced to shut down their programs and let employees go; on hungry children across the globe who will go without; on populations around the world facing deadly disease; and on our constitutional order,” lawyers for Global Health Council, a membership organization of health groups, wrote in one of the suits.
Judge Amir Ali of the U.S. District Court in Washington, who was appointed by President Joe Biden, issued a temporary restraining order Feb. 13 prohibiting administration officials from ending or pausing payments of appropriated money under contracts that were in place before Trump took office.
He said the administration had offered no explanation for the blanket suspension of aid Congress had directed be paid.
But administration officials seemed to evade if not defy that order, saying they were entitled to continue to conduct case-by-case
review of the grants and contracts and halt or approve spending one at a time.
The plaintiffs repeatedly returned to court, asking Ali to enforce his order. On Feb. 25, he ordered the officials to pay more than $1.5 billion in already completed aid work. He set a deadline for midnight the next day.
Just hours before the deadline, the Trump administration filed an emergency application to the Supreme Court arguing the judge had overstepped his authority.
Roberts, acting on his own, promptly issued an “administrative stay” temporarily blocking the orders. Such stays are interim measures meant to give the justices some breathing room while the full court considered the matter. Wednesday’s order lifted the stay.

Sweeping tariffs imposed by President Donald Trump threatened economic upheaval for consumers and businesses in the United States earlier this week as the country’s biggest trading partners struck back, raising fears of a burgeoning trade war.
Canada and China swiftly condemned the U.S. tariffs and announced retaliatory tariffs against U.S. exports. President Claudia Sheinbaum of Mexico said that if the U.S. tariffs were still in place Sunday, she too would announce countermeasures.
“This is a time to hit back hard and to demonstrate that a fight with Canada will have no winners,” Prime Minister Justin Trudeau of Canada said in a stern and at times biting address Tuesday.
The U.S. tariffs were a stark turnabout from the free-trade evangelism that has marked much of postwar American foreign policy. The measures amounted to 25% tariffs on all imports from Canada and Mexico and 10% tariffs on all imports from China. They came on top of a 10% tariff on Chinese goods put into effect one month ago and a variety of older levies, including those that remain from the China trade war during Trump’s first term.
Amid the tariff dispute, the niceties and flattery that some foreign leaders had employed in the first weeks of the Trump administration seemed to fall away.
Addressing Trump as “Donald,” Trudeau said at a news conference in Ottawa, Ontario, “You’re a very smart guy. But this is a very dumb thing to do.”
The Canadian government said in a statement that it would impose its own 25% tariff on $30 billion worth of unspecified U.S. goods and that the tariff would extend to $125 billion in goods in 21 days.
China’s Finance Ministry announced a 15% tariff on imports of chicken, wheat, corn and cotton from the United States, as well as a 10% tariff on imports of U.S. sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables and dairy products.
The U.S. tariffs and reprisals initially prompted sharp sell-offs in global financial markets. Asian, European and U.S. stock markets saw sharp declines, with the automotive sector among those hit hardest, though stocks in some other sectors reco -
vered some ground in the afternoon. U.S. companies, including Target and Best Buy, warned of price increases, while industry groups predicted a rise in the cost of gasoline and energy in some parts of the country.
The prime minister contrasted Trump’s imposing tariffs on Canada — the “closest partner and ally” of the United States — with his growing closeness to Russia’s president, Vladimir Putin, whom the Canadian leader called “a lying, murderous dictator.”
“What do the American people think about jettisoning America’s friends and allies?” Trudeau asked.
Trudeau’s comments spoke to the betrayal expressed by officials in Canada and Mexico who had gone to considerable lengths in recent weeks to convince the president that they were stepping up enforcement at their borders. Trump had threatened the tariffs after his election in November, saying that the U.S. neighbors to the north and south were not doing enough to halt the flow of drugs and unauthorized migrants into the United States.
In Canada, anger against the United States has brought a measure of unity despite deep political divisions.
“President Trump stabbed America’s best friend in the back,” Pierre Poilievre, the leader of Canada’s Conservative Party, told
reporters. Poilievre is Trudeau’s rival and a favorite to become Canada’s next leader, according to recent polls.

Doug Ford, the premier of Ontario, said Tuesday that he had ordered the removal of all U.S.-made liquor from the province’s alcohol distributor and canceled a contract with Elon Musk’s Starlink. He also threatened to impose a 25% surcharge on electricity exported from Ontario to Michigan, Minnesota and New York state.
Nova Scotia’s alcohol distributor also said it would remove U.S. products from store shelves.
Throughout the day, American leaders’ remarks left people unsure what would happen next.
At one point, Trump said on Truth Social, his social media site, that he would respond to Canada’s tariffs with even higher tariffs on Canada’s goods. But later, Howard Lutnick, the commerce secretary, said on Fox News that Trump would “work something out” with Canada and Mexico on tariffs and announce it Wednesday. Lutnick said the Canadians and Mexicans were on the phone with him all day “trying to show that they’ll do better, and the president’s lis-
tening.”
Likewise, comments from U.S. officials offered differing rationales for the tariffs. Lutnick and Vice President JD Vance said they were intended to spur crackdowns on illicit drugs, specifically fentanyl. Vance said “the Canadians have not been serious about stopping the drug trade.” (Trudeau has said that less than 1% of the fentanyl intercepted at the U.S. border came from Canada but that the country had still worked to stop its flow.)
Trump offered altogether different economic arguments for the tariffs. In social media posts Tuesday, he said that U.S. banks were prevented from doing business in Canada while Canadian banks “flood the American market.”
In a separate post, he argued that companies could avoid tariffs if they set up shop in the United States. “IF COMPANIES MOVE TO THE UNITED STATES, THERE ARE NOT TARIFFS!!!” he wrote.
In pushing the protectionist measures, Trump appeared to imagine a much less interconnected world than the one that exists. After decades of globalization of supply chains, products and their components often repeatedly cross borders.
Polls are inconclusive about whether Americans favor tariffs, but the president’s arguments that they will help restore jobs lost to free trade have struck a chord among many working-class voters.
One labor group defended the tariffs Tuesday. The United Automobile Workers union hailed them as a step in the right direction to help workers. In a statement, the union said the North American Free Trade Agreement and its successor, the United States-Mexico-Canada Agreement, had for decades caused losses of blue-collar jobs, as companies have moved production to Mexico and other countries.
“Tariffs are a powerful tool in the toolbox for undoing the injustice of anti-worker trade deals,” the union said. “We are glad to see an American president take aggressive action on ending the free trade disaster that has dropped like a bomb on the working class.”
Economists said the tariffs would most likely drag down economic growth in the United States and in the countries targeted by the tariffs. Canada, Mexico and China have for years been the United States’ largest trading partners.

Today I’m delving into the recent slide in the dollar, which has surprised many who expected trade wars and rancorous geopolitics to send investors fleeing to this ‘safe haven’.
Haven no more? Dollar ‘smile’ looks lopsided
This week’s steep dollar plunge may be more remarkable than it appears on first glance because the greenback has failed to respond positively to intensifying global political and market stress, suggesting a profound shift in market behaviour may be afoot.
One could argue that the dollar has simply been tracking U.S. interest rate expectations and debt yields lower over the past week. Both have been spooked by warnings of a rare contraction of the once bulletproof U.S. economy.
But this was also a period in which Washington initiated its long-threatened trade war, undermining regional North American allies while also backing away from its transatlantic military alliance over the fate of Ukraine. Anxiety, tension and uncertainty are running extremely high.
The dollar has typically thrived in such moments of great stress in the past, mainly as nervy global investors usually seek a liquid haven in either U.S. Treasury bonds or dollar cash deposits to ride out any storm.
That behaviour has long been known in currency markets as part of the dollar “smile”. The basic idea is the greenback tends to rise in times of hot inflation and rising U.S. interest rates, but also in times of great geopolitical disruption as the world seeks safety.
As the shape of a “smile” would suggest, the dollar tends to sag in value in between the extremes, when all is calm and well.
To be sure, a dash for safety in bonds may well be underway locally on Wall Street this week, with investors fleeing pricey U.S. stocks due to the rare and sudden rise in recession angst.
But the buck’s simultaneous drop on the foreign exchanges in recent days suggests global investors are much less drawn to America as a haven this time around.
Even though Mexico’s peso and Canada’s dollar weakened on the news of new U.S. tariffs, the euro and Japan’s yen surged to their best levels of the year.
The DXY index, which measures the dollar against the most-traded currencies, fell to its lowest point since early December.
And this is at least partly due to foreign investors having improved alternatives at home as well as growing concern over the direction of U.S. economics and politics.

of home.
Thanks to U.S. President Donald Trump’s goading, Germany and other European nations are seriously discussing rapid rearmament. And European investors now have the economic spur to justify taking advantage of far cheaper equity valuations on the eastern side of the Atlantic.
‘We have given him everything’: Trump’s tariffs

Up to the last minute, Isaac Presburger, like a lot of other Mexican businesspeople, still could not believe that President Donald Trump would deliver on his promise to hit Mexico with tariffs. Little did it matter that Trump had announced that very day that he would go ahead with the planned taxes.
“I am still incredulous,” said Presburger, director of sales at Preslow, a family-run apparel business in Mexico. “We know by now that Trump pressures you so you give him what he wants. We have given him everything and he has not let loose of his grip.”
In response to Trump’s threat to impose 25% tariffs on Mexican products, Mexico made a major effort: Leaders agreed to send more than two dozen alleged cartel heads to be tried in the United States, a departure from the government’s previous stance on extraditions.
President Claudia Sheinbaum dispatched thousands of National Guard troops to the state of Sinaloa, the hub of fentanyl trafficking, where they seized vast amounts of the synthetic opioid and busted hundreds of laboratories. She sent thousands more to the U.S. border, contributing to a plunge in the number of illegal crossings.
Sheinbaum bent further than anyone had expected to show the Trump administration that her government was serious about meeting U.S. demands, analysts say. And yet, despite it all, the tariffs struck after midnight Tuesday.
That has left people in Mexico’s government, business and civil society reeling, but also feeling exasperated, even betrayed.
“We are emphatic,” Sheinbaum said in a news conference Tuesday morning, hours after Trump’s tariffs took effect on its biggest trading partners, including Mexico and Canada. “There is no reason, justification or excuse that supports this decision that will affect our people and nations.”
She ticked off what she described as her government’s “significant actions” against organized crime, and noted a 50% drop in fentanyl seizures between October and January at the U.S.-Mexico border.

“We have worked and delivered results on security matters,” she said.
The tariffs represent not just a rift in the fabric of two economies that have been deeply interwoven for decades, but a sudden departure from a relationship that had long been collaborative and from what many in Mexico expected would take place: a last-minute deal.
Through late last week, a delegation from Mexico had been frantically negotiating with officials in Washington, and leaders had been projecting confidence. Even the financial markets held steady in Mexico.
Mexico’s economy minister, Marcelo Ebrard, posted to social media Friday, “Mexico and the United States have a great future working together,” with three thumbs-up emojis. Business leaders across the country shared the same optimism until Monday.
José de Jesús Rodríguez, president of Mexico City’s Chamber of Commerce, said Trump’s decision surprised him, particularly in light of the American leader’s suggestion that he would not impose tariffs if Mexico produced results on migration and drug trafficking. The results it delivered included a barrage of high-level arrests and the handover of the 29 accused drug bosses that the U.S. government had long sought to get on its own soil.
But Trump, whose criticism of Mexico
had focused on illegal fentanyl, shifted his terms Monday, saying that Canada and Mexico needed to relocate automotive factories and other manufacturing to the United States. “What they have to do is build their car plants, frankly, and other things in the United States, in which case they have no tariffs,” he said.
“It is extremely disappointing and frustrating,” Rodríguez said. “The United States broke their word, and it dictates the future of our commercial relationship.”
“It’s time for us to look to other regions,” he added.
Sheinbaum said she had a call scheduled with Trump for Thursday, and told reporters Tuesday that if the tariffs remained in effect afterward, her government would go ahead with a number countermeasures, including retaliatory taxes, which would be announced Sunday. Canada also announced reciprocal tariffs.
“We don’t want to enter into a trade war,” she said. “That only affects the people.”
Sheinbaum’s approval ratings in Mexico have soared, with many praising her coolheaded approach to handling Trump, who called her a “wonderful woman.”
But the trade wars that are now underway will test not only that relationship but how much the government can insulate its
economy and its population from chaos and pain.
Presburger, the Preslow sales director, said that he still hoped the tariffs wouldn’t last more than a few days, or that Trump would change his mind. Otherwise, “it will be disastrous for Mexico.”
The United States buys more than threequarters of Mexico’s exports, and tariffs will hit manufacturing, agriculture and other businesses, immediately disrupting the supply chain and most likely raising the cost of Mexican goods sold in the United States.
Just hours before the tariffs went into effect, Manuel Sotelo, president of the association of transporters of Ciudad Juárez, said the uncertainty hovered over the many who truck goods into the United States.
He said if tariffs applied to all Mexican products, they would affect everyone. But if they also applied to raw materials coming from businesses on the border, “then the situation is going to get worse for the region.”
He said the transportation industry could not last even a week if trade were frozen.
When Trump hit Mexico with tariffs during his first term, it carried out a surgical response, targeting the retaliatory tariffs at products that were produced in Republican states considered part of Trump’s base — such as Kentucky bourbon.
The tariffs were lifted after about a year.
Preparing for the worst, Mexican business owners and trade groups were already starting to scramble.
Antonio Lancaster, president of the council of industrial chambers of the state of Jalisco, one of the largest exporters of food and beverages — including tequila — to the United States, said the chambers’ leaders were already in talks with the state and federal government about plans to bolster local production and pursue other export markets.
“We saw this coming, and this means we will pursue a rearrangement of our exports,” Lancaster said. He added, “We will end up exporting to Europe, Asia or anywhere else.”
Businesspeople like Lancaster argued that the tariffs will ultimately end up hurting U.S. consumers as well as Mexican producers.
“We all lose here,” he said.

Israel’s domestic security service earlier this week assumed responsibility for failing to heed warning signs of a planned Hamas attack before the militants’ devastating strike on Oct. 7, 2023. But the agency also faulted the Israeli government for policies it said had allowed Hamas to quietly amass weapons, collect funds and gain support, among other failures.
The conclusions from the Shin Bet, as the security agency is known, were published days after a similar inquiry by Israeli military found that senior officers had vastly underestimated Hamas and misinterpreted early warnings that a major attack was coming.
The report published on Tuesday consisted only of a declassified summary, leaving an unknown amount of material undisclosed. But even the summary made the agency’s lapses clear.
Plans for a Hamas raid on southern Israel reached the desks of intelligence agents in 2018 and again in 2022, the summary said, but the agency did not treat the warnings as a meaningful threat. As a result, the agency said, it did not include it in scenarios exploring future confrontations with the militant group.
While the Shin Bet said that it took Hamas seriously, it acknowledged that it had not responded appropriately to early indications of attack plans, or to the later signs of impending bloodshed.
Israeli authorities said they were publishing the findings, even as they kept parts of the report classified, in light of the gravity of the attack. About 1,200 people were killed that day, and some 250 people taken hostage, setting off the war in the Gaza Strip.
The government of Prime Minister Benjamin Netanyahu has resisted an independent review of the events leading to the deadliest day in Israel’s history. It has instead allowed each of the country’s security institutions to investigate itself, despite public demands for a commission of inquiry.
In a debate in the Israeli parliament on Monday, Ne-
tanyahu said he supported the creation of a commission to investigate the Hamas attack, but suggested that such an inquiry would inevitably generate biased findings aimed at targeting him politically.
“I am not deterred by fabricated investigations and a political manhunt,” he said. “I will continue to insist on the truth. I will continue to demand a balanced commission of inquiry that will reach the truth.”
Netanyahu’s resistance to an inquiry and to calls for his resignation contrasts with the actions of some other Israeli officials.
The departing military chief of staff, Lt. Gen. Herzi Halevi, who is resigning this month, has taken responsibility for what he called his “terrible failure” to prevent the attack. The Shin Bet chief, Ronen Bar, told the Israeli news media Tuesday that he did not intend to resign until all the hostages taken from Israel were repatriated, but he acknowledged that the attack could have been prevented.

In its report, the Shin Bet also said it had failed to coordinate sufficiently with the military and to establish a clear chain of responsibility. “This is not the standard that we expected from ourselves and the public from us,” the agency said.
At the same time, the Shin Bet report, unlike the recent military one, directly pointed to government policies as contributing factors to the attack. It said that the government had allowed Hamas to accumulate arms and to raise money for its military wing through Qatar. And it pointed to government reluctance to undertake “offensive” initiatives, including targeting Hamas leaders in Gaza.
The agency also cited the treatment of Palestinian prisoners in Israeli detention and “the perception that Israeli society has weakened.” Before the attack, Netanyahu advanced a plan to overhaul Israel’s judiciary, setting off protests nationwide, and many Israelis have blamed Netanyahu for the Hamas attack, citing domestic unrest as a factor that emboldened the militants.
The Shin Bet report echoes the findings of an article by The New York Times published weeks after the attack, based on interviews with Israeli, Arab, European and U.S. officials, as well as a review of Israeli government documents and evidence.
Netanyahu’s office declined a request for comment on the Shin Bet’s findings. The Israeli news media reported that the office released an unofficial statement to a small group of local reporters that was “attributed to Prime Minister Benjamin Netanyahu’s inner circle.” That statement said the intelligence agency had presented “an ‘investigation’ that answers no questions” and did not correspond to “the magnitude of the organization’s enormous failure.”
Netanyahu’s office laid out a series of failures by intelligence agents, including an assessment presented just days before the attack “definitively stating” that Hamas wanted to avoid a campaign against Israel. It accused Bar of falling short.
“The head of the Shin Bet did not see fit to wake the prime minister on the night of the attack — the most basic and obvious decision one could imagine,” it said.

There’s an argument that passes for a sophisticated defense of Donald Trump’s and JD Vance’s beatdown of Volodymyr Zelenskyy in the Oval Office last Friday. Here it is in a nutshell:
The United States is spending billions for a war in Ukraine that is not in our vital interests and in which victory is not possible. America’s central foreign-policy concern is our strategic competition with China. But our knee-jerk hostility toward Russia — principally through our cavalier indifference to Moscow’s legitimate grievances, our blind support for Ukraine and our hypocritical posturing about not invading other countries — has merely consolidated Vladimir Putin’s alliance with China and other bad actors in North Korea and Iran.
This is worse than counterproductive; it risks World War III. As with Dwight Eisenhower in the Korean War, the best Trump can do is to bring about a swift end to the conflict through an armistice that preserves Ukraine’s independence but accepts that it won’t be able to reclaim its former borders. If the Europeans now want to take on the risks of defending Ukraine, that’s their business; it is past time they got serious about their own security instead of mooching off the United States, which can ill afford the defense subsidy given our enormous debt.
In the meantime, America expects payback from Ukraine for the support we’ve already given, mainly in the form of critical minerals. And we’ll continue to work to detach Moscow from Beijing’s orbit, not least by welcoming the Russians back to the Group of 7 and other Western councils. As for the moral issue: If Richard Nixon could do business with a monster like Mao Zedong, why can’t Trump do business with Putin?
Now let’s understand why this argument fails.
First, Putin’s grievances with the West did not begin with the Biden administration’s support for Ukraine on the eve of the 2022 invasion, or the Obama administration’s support for Ukraine’s Maidan Revolution in 2014. They did not begin in 2005 — a relatively halcyon period of Western-Russian relations — when Putin called the fall of the Soviet Union “the biggest geopolitical catastrophe of the century.” They did not even happen with NATO’s enlargement, which, as Rahm Emanuel likes to point out, wasn’t a case of the Atlantic Alliance moving east but of the Eastern Bloc moving west out of a well-placed fear of Russia.
They began in 1989, when Putin, as a KGB officer in East Germany, witnessed the collapse of Soviet power — his power — at the hands of people power. The organizing principle of Putin’s 25-year reign has been the restoration of the former at the expense of the latter. He has done this through the elimination of democracy, the assassination of opponents, cyberattacks on neighboring countries, military invasions, repeated violation of long-standing international agreements and illegal interference in the politics of Western countries.
Putin is not the aggrieved defender of historic Russian interests. He is a malign aggressor in pursuit of a deeply personal ambition. A victory in Ukraine won’t satisfy that ambition; it will whet it.
Second, whether the war in Ukraine is “winnable” in an absolute sense, Kyiv has already demonstrated that it could hold off a full-scale Russian invasion for three years despite painfully inadequate and tardy supplies of Western military equipment. In doing so, it has pioneered tactics that will prove vital to our own defense in future combat — a greater gift to our security than any amount of Ukrainian minerals. And it has destroyed a large percentage of Russian combat power, giving NATO critical time to rearm itself before the next Russian onslaught.
More important, the point of helping Ukraine now isn’t to retake Crimea; it’s to give Ukraine the ability to negotiate an end to the war from a position of strength — and thus to ensure that Russia isn’t tempted to restart the war once it regains its military might. Cutting off arms to Ukraine accomplishes the opposite: It makes a future conflict more likely, not less.
Third, Putin’s closeness to China isn’t a byproduct of the war in Ukraine. If anything, the opposite is true: It was after he announced his “no limits” partnership agreement with China’s Xi Jinping on Feb. 4, 2022, that he felt confident enough to invade Ukraine 20 days later. That partnership, already years in the making, was reaffirmed just days ago — despite Trump’s transparent efforts to appease Putin. The reason is simple: Whatever Russia’s long-term weaknesses vis-à-vis China, Putin and Xi are birds of an ideological feather, intent on overthrowing the U.S.-led liberal international order in favor of a revanchist autocratic order.
That means that the Trump administration’s abandonment of Ukraine won’t strengthen our hand against China: It will merely demonstrate to Xi that aggression ultimately pays and America eventually folds. This will do nothing to detach Moscow from Beijing; on the contrary, it will deepen their alliance and encourage other fundamental challenges to world order, perhaps by jointly helping Iran obtain nuclear weapons — a much surer recipe for World War III than continued support for Ukraine.
How does that sound to Marco Rubio, the secretary of state, or Mike Waltz, the national security adviser?
Fourth, the betrayal of Ukraine spells the likely end of NATO. The original purpose of the alliance, in the famous formulation of Lord Ismay, its first secretary-general, was to keep the Americans in Europe, the Russians out, and the Germans down. Under Trump, it’s something like the opposite: America out, Russia in, and (the wrong kind of) Germans up.
This isn’t a recipe for getting Europe to shoulder more of the burden for the common defense. It’s an invitation to pandemonium. Some European states will try to preserve a semblance of the old liberal order; others will become clients of Putin; still others will freelance their foreign policy in unpredictable ways. Not least of the fatuities involved in Vance’s romance with the Alternative for Germany is that the party is anti-American: its leader, Alice Weidel, has compared Germany’s position to the United States to that of a slave.
Fifth, the idea that we can’t afford to support Ukraine is risible; our aid is a minuscule fraction of the federal budget, and Ukraine could fund its own weapons purchases if the U.S. and Europe gave it full access to Russia’s frozen funds. The more im-
portant question is this: How much more will we have to spend over decades to defend against a Russia-China-Iran-North Korea axis that feels emboldened by an advantageous end to the war in Ukraine?
Finally, it’s odd to think that a MAGA crowd that otherwise rails against progressives for failing to believe in America’s goodness and exceptionalism should take such a naive view of the motives of our adversaries — or such an unrepentantly cynical view of the uses of American power. Our soldiers didn’t storm the beaches of Normandy for the sake of reaping profits from French vineyards or German coal. They did so to secure a freer world in which America could honorably thrive at nobody else’s expense. Winston Churchill is often credited with some version of the line about America always doing the right thing only after exhausting all the available alternatives. Under the Trump administration, that wishful thought has never seemed more in doubt.

SAN JUAN – El Departamento de Justicia y la Oficina para la Administración de los Tribunales (OAT) recibirán adiestramientos especializados subvencionados por la Oficina de la Procuradora de las Mujeres (OPM) para reforzar el procesamiento de feminicidios y la violencia de género, con énfasis en los riesgos del estrangulamiento en víctimas de violencia doméstica.
“Nuestro norte es poner a disposición todas las herramientas necesarias para educar desde la prevención y fortalecer los esfuerzos de rehabilitación; así podremos continuar implementando estrategias efectivas para la protección y defensa de los derechos de las mujeres en Puerto Rico”, expresó la procuradora interina de la OPM, Madeline Bermúdez Sanabria en declaraciones escritas.
Para este año fiscal, el Departamento de Justicia contará con 67,136.64 dólares en fondos federales del Programa STOP VAW para ofrecer adiestramientos, capacitar a 100 fiscales en la evaluación de riesgo de muerte en víctimas de violencia doméstica y complementar los costos de una clase magistral sobre estrangulamiento, que impactará a aproximadamente 820 personas.
Adicionalmente, se le asignaron 196,125 dólares en fondos estatales del Programa PARE para la capacitación de profesionales del área médica y social, fiscales, primeros respondedores y miembros de la judicatura en la investigación y procesamiento de ca sos de violencia doméstica, agresión sexual y maltrato de menores.

SAN JUAN – El secretario del Departamento de Recreación y Deportes (DRD), Héctor Vázquez Muñiz, anunció el miércoles la designación de tres nuevos comisionados para la Comisión de Boxeo de Puerto Rico, con el propósito de fortalecer la reglamentación y el desarrollo del deporte en la Isla.
“El verdadero compromiso con el boxeo abarca aspectos que van más allá del potencial que un joven atleta pueda tener. Incluye contar con entrenadores cualificados y velar porque manejadores y promotores cumplan con normas mínimas que permitan el desarrollo integral de los deportistas”, expresó Vázquez Muñiz en declaraciones escritas.
El nuevo equipo estará liderado por José M. Pérez Torres como presidente, junto a los licenciados James Moore Bermúdez y José Casillas Guevara. Además,
continuarán en sus roles el licenciado Alberto Arroyo Cruz y el periodista Elwood Cruz Dávila.
“Teniendo en cuenta la responsabilidad que tiene a su cargo esta Comisión, nos dimos a la tarea de seleccionar el mejor recurso. Hoy podemos asegurar con gran satisfacción que encontramos a las personas idóneas para hacer el trabajo, pues además de ser altamente cualificadas están profundamente comprometidas con el deporte”, afirmó Vázquez Muñiz.
La Comisión de Boxeo Profesional de Puerto Rico, adscrita a la Oficina de Comisiones del DRD, tiene la responsabilidad de resolver querellas y controversias relacionadas con el deporte, incluyendo disputas entre boxeadores, promotores, manejadores y entrenadores. El recién designado presidente, Pérez Torres, destacó que el grupo de trabajo está alineado con la visión del DRD para impulsar el boxeo en Puerto Rico.

Two minor quakes hit Los Angeles Sunday night, and I like to think that they were cosmically connected.
The second earthquake was a small rattler (3.9) centered in the San Fernando Valley, just north of where the first quake hit inside the Dolby Theater when “Anora” won best picture. A pleasurable romp about an exotic dancer who runs off with the son of a Russian oligarch, “Anora” is the latest of several movies that its writer-director, Sean Baker, has made on sex industry workers. The first one that Baker did on the same topic was “Starlet,” a wistful, charming 2012 drama set in the valley, long the center of the pornography industry.
It was gratifying to see Baker win for “Anora,” which is the kind of scrappy, low-budget, independent movie that has been making the Oscars more interesting for, well, decades. Each victory for “Anora” also underscored the industry’s existential problems, in part brought about by large companies, including the remaining legacy studios, that have embraced expensive franchises and sequels to

the exclusion of art. In the past 10 years or so, some of the best picture winners — the ones that stir up excitement and headlines, and help justify the continued existence of the Academy Awards — have been low-budget features that, like “Anora,” were bankrolled for $20 million or far less, including “Moonlight” and “Parasite.”
There’s a romantic and comforting underdog narrative that accompanies the success of these movies, though as Baker recently pointed out at the Independent Spirit Awards, the economics of indie filmmaking are unsustainable. During the Oscars, Baker again turned the awards circuit into a bully pulpit on behalf of the movies, urging viewers to see films in theaters. “This is my battle cry,” Baker said as he held his best director award. “Filmmakers, keep making films for the big screen.” At that point, the show cut to a wider shot that encompassed the award presenter Quentin Tarantino, another big-screen advocate. I wish they had cut to Ted Sarandos, the co-chief executive of Netflix, who recently told CBS News that he doesn’t “think it’s sacrilege for someone to watch a great movie on their phone.”

The Academy Awards of course reflect what Academy voters like, but they also reveal what kind of story the voters want to tell about themselves. That story on Sunday was somewhat melancholic; among other things, one of the giants of cinema — Gene Hackman — recently died. But the entire industry feels bruised partly because of the lingering trauma of the conflagrations that roared through Los Angeles County in January. The show referenced the fires repeatedly, most movingly when host Conan O’Brien introduced a group of firefighting personnel who were rightly cheered by the audience. Along with the pandemic and the 2023 labor strikes, it’s been a very rough interlude with no end in sight. Never mind that the worst issue remains the creative timorousness of the industry’s power brokers.
As to the show itself, as a piece of television it was, well, fine; I didn’t yell at my set once, though I rolled my eyes during the two lengthy musical numbers that were effectively advertisements for those money-printing behemoths “Wicked” and James Bond. O’Brien was innocuous enough to get the job done, tossing out jokes that landed and others that didn’t, with very little overt reference to the reality that has filled headlines since President Donald Trump was sworn in. Actress Daryl Hannah gave a shout-out to Ukraine before handing the best editing award to Baker, his second Oscar of the night (following best original screenplay). “I guess Americans are excited to see somebody finally stand up to a powerful Russian,” O’Brien said later, earning startled oohs from the audience as well as applause.
The most memorable moments were rightly provided by some of the winners, including Palestin-
ian activist Basel Adra and Israeli journalist Yuval Abraham. Standing shoulder to shoulder, they accepted the award for best documentary feature for “No Other Land,” which they collectively made with Hamdan Ballal and Rachel Szor. Abraham pointedly called for “national rights for both our people” and called out U.S. foreign policy for “helping to block” this path forward. The Oscar was just the latest accolade this deeply affecting, critically lauded movie has earned since its world premiere last year at the Berlin International Film Festival. It has yet to be picked up by an American distributor, which, in part, reflects anxiety about topical nonfiction work being able to find an audience.
That “No Other Land” doesn’t have U.S. distribution may seem strange, but it also reflects a cultural conservatism that has always run through the movie industry. I get that may seem preposterous to outsiders, though a scan of Hollywood history, from its anti-labor initiatives — one reason the old studio bosses created the Academy itself was to handle agitating workers — to the Red Scare and Harvey Weinstein, easily makes my point. It’s one reason that I was happy to cheer for Baker, even while I’m sorry that the night’s best nominee, RaMell Ross’ “Nickel Boys,” walked away with nothing. Like Tarantino, like Martin Scorsese and a handful of other vocal champions of the art, Baker is on the side of the movies, not the bosses, a David among the Goliaths. I just hope that when Baker looks toward his future and what comes next for him, he doesn’t sign a deal with Disney — or with Netflix.

CUANTO: La parte Peticionaria de epígrafe, Domingo Ríos Cruz, mayor de edad, casado al adquirir y soltero al presentar la petición, retirado y veci-
no de Comerío, Puerto Rico y Jenniffer Ríos Luna, mayor de edad, casada, al adquirir la propiedad y presentar la petición, empleada y vecina de Comerío, Puerto Rico e Ileana Ríos Luna, mayor de edad, soltera al momento de adquirir y presentar la petición, empleada y vecina de North Carolina, por conducto del licenciado Jorge Manuel Díaz Rodríguez, presentaron Petición bajo juramento y por escrito para que se acredite a su favor el dominio del bien inmueble que a continuación se describe: “RÚSTICA”: Predio de terreno radicado en el barrio Palomas abajo del término municipal de Comerío, Puerto Rico, con una cabida superficial de DOSCIENTOS SETENTA Y CINCO PUNTO SIETE MIL OCHOCIENTOS OCHO METROS CUADRADOS (275.7808 m.c.), equivalentes a CERO PUNTO CERO, SETECIENTOS DOS CUERDA (0.0702 cda), colindando por el NORTE, en tres alineaciones que suman veintiuno punto dos mil quinientos ochenta y cuatro metros, con calle Georgetti; por el SUR, en cuatro alineaciones que suman veintitrés punto seis mi setenta y nueve metros, con la sucesión de Manuel Martínez Rivera; por el ESTE, en una alineación de dieciocho punto dos mil quinientos setenta y nueve metros, con María Díaz; y por el OESTE, en dos alineaciones, una alineación de diez metros punto cero, ciento diez metros, con área dedicada a uso público y una alineación de siete punto ocho mil doscientos setenta y ocho metros, con área de estacionamiento en la calle Georgetti. POR CUANTO: Surge de la Certificación reciente del Registro de la Propiedad, Sección de Barranquitas, el hecho que la propiedad objeto de la solicitud del Expediente de Dominio no aparece inscrita. POR CUANTO: La parte Peticionaria adquirió la finca descrita en el año 1977, de la manera siguiente: Domingo Ríos Cruz y su esposa, hoy día fallecida, adquirieron de manos de Juana Cruz Reyes, la cual era mayor de edad, soltera, empleada y vecina de Comerío, Puerto Rico, mediante documento privado del cual se desconoce su paradero; Jenniffer Ríos Luna, mayor de edad, casada, empleada y vecina de Comerío, Puerto Rico e Ileana Ríos Luna, mayor de edad, soltera, empleada y vecina de North Carolina, estas adquieren conforme a Resolución de Declaratoria de Herederos en el caso BY2022CV01426 del Tribunal de primera Instancia, Sala Superior de Bayamón y Relevo del Departamento de Hacienda del 13 de diciembre de 2022. POR CUANTO: La cabida exacta de la propiedad de la Peticionaria es la anotada en el primer POR CUANTO de esta Resolución. POR CUANTO: Consta en los autos copia de las notificaciones cursadas
a todas las siguientes posibles partes interesadas: a) a los colindantes; b) al Secretario del Departamento de Transportación y Obras Públicas; c) al Fiscal de Distrito, al d) al Alcalde de Comerío, e) Luma Energy y f) Autoridad Acueductos y Alcantarillados. Las notificaciones aludidas fueron realizadas mediante correo certificado con acuse de recibo. POR CUANTO: Se autorizó la publicación de edictos en los cuales se describió la propiedad objeto de este procedimiento, citándose a cualquier persona ignorada a quien pudiera perjudicar la inscripción solicitada y a los que tuvieran en el inmueble derecho real. POR CUANTO: Tales edictos fueron publicados los días 16, 26 y 30 de agosto de 2024, en el periódico The San Juan Daily Star; periódico de circulación general en el Estado Libre Asociado de Puerto Rico. Así consta de la copia del edicto publicado y de la declaración jurada del periódico sometida en evidencia. POR CUANTO: La finca se identifica, para propósitos contributivos, según aparece del Centro de Recaudación de Impuestos Municipales (C.R.I.M.), con el número 222-000-007-09-021. POR CUANTO: La propiedad no está sujeta a cargas y gravámenes. POR CUANTO: La parte Peticionaria se encuentra en la posesión material de la finca a título de dueña, quieta, pública y pacíficamente, con buena fe y justo título, sin interrupción de clase alguna desde que la adquirió, sumando su posesión más del término mínimo requerido por ley. POR CUANTO: La finca objeto de este procedimiento, con sus alegadas dimensiones actuales se constituyó por lo menos para el año 1945. POR CUANTO: La parte Peticionaria le ha adjudicado un valor real a la descrita cabida de $35,000.00. POR CUANTO: Transcurrido el término de veinte (20) días establecido en Ley, después de la publicación del último edicto, se celebró la vista correspondiente el día 13 de enero de 2025, sometiendo prueba testifical y documental. POR CUANTO: El predio que es motivo de esta Petición no es una segregación de una finca de mayor cabida. POR CUANTO: El Ministerio Público intervino directamente en la Petición, manifestando no tener objeción alguna a lo solicitado. POR TANTO: Habiéndose probado todos los hechos alegados, y habiéndose cumplido con todas las formalidades de Ley, este Tribunal dicta RESOLUCION, declarando justificado a favor de la parte Peticionaria el dominio de la finca anteriormente descrita con todas sus acciones. En su consecuencia, se Ordena al Honorable Registrador de la Propiedad de Puerto Rico, Sección de Barranquitas, que, previo el pago de los aranceles correspondientes y luego que esta Resolución sea
final y firme, proceda a inscribir a favor de la parte Peticionaria, en la manera siguiente: Domingo Ríos Cruz en un 50%, Jenniffer Ríos Luna en un 25% e Ileana Ríos Luna en un 25%, el dominio de la finca en los libros del Registro de la Propiedad a su cargo. Where have you gone, Wayne Gretzky? A nation turns its lonely eyes to you.
In the meantime, a statue of Gretzky would have to do. The puck would drop soon, and outside the main doors to the arena, fans of the Edmonton Oilers swirled around the life-size bronze facsimile of Wayne Gretzky, Canada’s recently tarnished bigger-than-life hero.
“I’d like him to be a little more Canadian,” said Rob Munro, a 43-year-old Oilers fan in a 1980s-era Mark Messier jersey. “I’m not anti-Gretzky, by any stretch. It’s just disappointing.”
Gretzky, now 64, has long been frozen as an ideal — the ideal athlete, icon and Canadian. “The Great One,” he is still called, having led the Oilers to four Stanley Cup titles in the 1980s. He has stood as a national avatar for talent and decency for decades. “A true champion and gentleman of dedication and character,” reads a plaque at his bronze skates.
Now Gretzky stands, silently, as a case study for what happens when heroes disappoint — and how quickly even the strongest allegiances can shift when stirred by Trumpian politics.
“You were a great Canadian, but now you are not,” said Matthew Iwanyk, chief operating officer and host of Edmonton Sports Talk. “That is the majority sentiment you will get from Edmontonians.”
It is a case of guilt by association. Gretzky’s close ties with President Donald Trump, and the perception that he is not standing up for his native country as Canadians feel attacked by their southern neighbor, has altered the way Gretzky is viewed across the nation.
“As much as we love hockey,” Iwanyk said, “we love our country more.”
Feelings may be most jumbled in Edmonton and in Brantford, Ontario, Gretzky’s hometown.
“He’s definitely lost his luster in town,” said Marina Szeman, cheering on her son’s hockey game inside Brantford’s Wayne Gretzky Sports Centre.
Gretzky has made the United States his primary home since 1988, when he was traded to the Los Angeles Kings. It is still called, simply, “the trade” in Canadian shorthand. It lingers in the Canadian psyche as a cruel bit of resource extraction by the Americans. Now it feels as if Trump has mined Gretzky again.
Gretzky and his wife, American actress Janet Jones (they married in Edmonton in 1988, a wedding worthy of royals) celebrated with Trump at an election-night party in November and at January’s inauguration. In between, Trump joked that Gretzky could become governor of the 51st state of Canada — a taunt that few north of the border find amusing. Amid it all, a photo surfaced of Gretzky wearing a white-and-gold Make America Great Again cap.
Then, because this is Canada, came hockey. Last month, with tensions rising between the countries, Cana-

Americans might struggle to understand Gretzky’s significance in Canada, or why his political leanings matter — especially since he has not lived in Canada since 1988.
“He is the greatest at the sport we care about the most,” Bruce Arthur, a national columnist for The Toronto Star, said. “It’s as simple as that.”
Gretzky retired as a player in 1999, having spent the last three of his NHL seasons with the New York Rangers, and was quickly enshrined in hockey’s hall of fame. He remains the NHL’s career scoring leader by such a big margin that, if you discounted his 894 goals, he would remain in first because of his 1,963 assists.
In Edmonton, an unassuming 31-year-old named Grant Prete, a lifelong Oilers fan, started an online petition to remove Gretzky’s name from a short section of freeway that has been called Wayne Gretzky Drive since 1999. It collected more than 10,000 signatures in a week.
da and the United States played the championship game of the National Hockey League’s “4 Nations Face-Off.” Gretzky was the honorary captain for the Canadians. While his American counterpart, Mike Eruzione, wore a team jersey, Gretzky wore a neutral blue suit and was shown on the broadcast giving smiles and a thumbs-up to the U.S. bench.
Canadian fans, who did not see Gretzky’s pregame presence in Canada’s dressing room, celebrated an overtime win (“You can’t take our country — and you can’t take our game,” Prime Minister Justin Trudeau posted on social media) and pounced on Gretzky.
Jones spoke up for her husband. “I have never met anyone who is more Proud to be a Canadian, and it has broken his heart to read and see the mean comments,” she wrote on Instagram last week, before deleting the post.
As agitation in Canada intensified, Gretzky stayed quiet. He did not respond to requests for comment sent through his representatives. But Trump, whose new tariffs took effect Tuesday, came to Gretzky’s defense in a post on social media. That kind of support was not helpful in Canada.
Canadians are rising up against Trump and his policies. They are boycotting American goods and buying and flying Canadian flags in a burst of national pride. Many coffee shops have stopped offering Americanos or renamed the drink a Canadiano. Some of the loudest communal protests come at hockey games, against American teams.
“We’re probably going to keep booing the American anthem,” Trudeau said Tuesday, discussing the new tariffs. “But let me tell Americans — we’re not booing you, we’re not booing your teams, we’re not booing your players. We’re booing a policy that is designed to hurt us. And we’re insulted, and we’re angry. But we’re Canadian, which means we’re going to stand up for each other, we’re going to fight, we’re going to win.”

After work Prete sipped on green tea at a Tim Hortons, the ubiquitous Canadian coffee-shop chain named for another hockey player. Prete is a business development manager for a software company. He has lost good friends in recent days over his role in the Gretzky flap.
“People are allowed to be friends with who they want,” Prete said. “But I draw the line when it comes to Canada’s sovereignty.”
He and others mentioned something that was treated as mere curiosity until now. In 2009, Gretzky was awarded Canada’s highest civilian honor, the companion of the Order of Canada. It is believed that he has never come to accept it — more fodder to question Gretzky’s patriotism.
Does Gretzky have a unique obligation to stand up for Canada? Or are Canadians putting an unreasonable expectation on a folk hero?
“It’s not that we expect more of him,” Prete said. “It’s that it stings more.”
Prete mentioned the “Saturday Night Live” closing two nights earlier, in which Mike Myers, the Canadian actor and former cast member, wore a “Canada is not for sale” T-shirt and mouthed a message: “Elbows up.” It is a hockey reference that means to get tough.
Imagine the swell of pride if Gretzky made such a gesture, Prete said.
In Brantford on Sunday, others stood up for Gretzky. “There’s not a more proud Canadian,” said Roger Pamplin, a heavy-equipment driver at a steel plant, waiting outside of his grandson’s hockey game at the Gretzky rink.
Pamplin noted Gretzky’s philanthropic work during his career, including hosting celebrity sport tournaments in the community.
On Tuesday, Ontario Premier Doug Ford also came to Gretzky’s defense.
“I talked to Wayne the other day, and he was so choked up talking to me,” Ford told reporters. “He is a patriot. He loves Canada. He never gave up his Canadian passport. So, you know, folks, give the guy a break.”
