Scout Executive’s Notes An Instruction Manual for a Bright Future

Our son Will was home for spring break the second week of March. He turned 20 and our daughter, Rachel, turned 17 over the week. It’s always special to have the whole family together. I cherish those moments when the entire family is together because it doesn’t seem to happen as often as it used to. We were “dog piling” in the family room one evening—you know…that’s when everyone is together, piled on the couch with pillows and blankets. Even our 11-month-old German Shepherd was in the pile. It brings back great memories of our children when they were young. It’s always fun because you never know where the conversation is going to go. So in the midst of the “dog pile” the statement was made, “It must be tough raising kids.” Then Rachel asked, in her innocent voice, probably searching for a silly response, “What did you do when you brought Will home from the hospital?” I must say there was a minute of silence. So then I said, “Well, it’s not like he came with an instruction manual!” What did we do?

So I told the story of when Will was born 20 years ago. As we were leaving the hospital, my wife Diana, holding our 9 pound 4 ounce baby boy, was in a wheelchair being rolled down the corridor. I took off to get the car to meet them in the turn-around at the front of the hospital. I pulled up, brand new baby seat strapped securely in the car, as Diana rolled up. I strapped and secured Will safely in the back seat. I opened the door for Diana. The nurse stood on the curb and waved goodbye as we drove away. Maybe she even said “Good luck”! Fast forward to our present dog pile, Will broke in and said, “Oh my gosh, even if you go buy a lizard at the pet store it comes with an instruction manual and a 30 day warranty!” We all laughed. So I got to thinking—I see Scouting as an instruction manual for parents. We want to give every boy the best opportunity to succeed. For me in that moment 20 years ago, it was a clean car, strapping that car seat in securely and making sure I had a warm baby blanket for the cool March temperatures. It didn’t hurt to have my mother-in-law coming the next day either!

But for today and for the youth we serve through the Boy Scout programs, we are going to prepare them to be the best citizens and best leaders our country needs for a bright future! And isn’t that what we as parents want for our children? Help me share our instruction manual with more parents. Invite your neighbors to get involved with Scouting and encourage your son to invite a friend to his next Scout meeting and camping trip. Together we are making a tremendous difference. Council Annual Business Meeting: May 19 The Mecklenburg County Council, Boy Scouts of America will hold its annual business meeting on Monday, May 19 at Noon. The meeting will be held at the council office, 1410 East 7th Street. This is a lunch meeting and reservations are required. Cost for lunch is $10.00. All chartered organization representatives, council officers, executive board members and advisory council members are encouraged to attend this most important annual meeting. Reservations can be made by contacting Gene Conder at 704/342-9333 or gene.conder@scouting.org. the deadline for reservations is May 14.

2014 Camp Card Sale Update

Our Council Camp Card Sale is going well and over 70,000 cards are being sold by over 100 packs, troops and crews. Our youth are selling the camp cards and earning their way to camp. If you would like to sell cards, but have not signed up yet, please send John Crapster (john.crapster@scouting.org) the camp card registration form. Here are a couple of important dates to remember. April 2nd is camp card redistribution day. Units must turn in cards or money if you haven’t sold more than 50%. Cards will then be redistributed to units that have sold their original allotment and want additional. On May 8th, our sale ends and unit account settlements begin. All cards and money must be turned in to the Scout Office. Our grand prize drawing will be on May 16th. Thank you for selling camp cards!

Eagle Scout Wins Competition for Scholarship Eagle Scout William Allen Bosbyshell, III of Troop 1 in Charlotte has won the 2013 competition for the Sons of the American Revolution (SAR) Eagle Scout Scholarship, sponsored by the SAR’s Mecklenburg Chapter. He received a SAR Eagle Scout Scholarship Program medal and $250 scholarship check. He also won the North Carolina Society’s competition and received an Eagle trophy and additional $750 scholarship check from the SAR. Allen has been in Scouting (Cub and Boy Scouts) for 11 years, and passed his Eagle Board of Review in 2011. He has served as Assistant Senior Patrol Leader and is a member of the Order of the Arrow and National Eagle Association. He is a National Honor Society student at the Northwest School of the Arts, where he has directed and performed in plays. He has also done this for the Children’s Theater of Charlotte. Allen is Assistant Director of the Possibility Project, which conducts workshops, training and programming to empower teens to take leadership roles in our community. Eagle Scouts who will not reach their 19th birthday in 2014 are eligible to apply for the Mecklenburg Chapter’s SAR Scholarship this year. The National Society of the SAR has sponsored scholarships for Eagle Scouts since 1980. Eagle Scout Receives Meritorious Action Award

On June 18, 2013, Eagle Scout Jack Friddle from Troop 16 at First Presbyterian Church and his father were boating on a clear day with little wind. Inexplicably, the boat veered 120 feet into a salt marsh, became air-borne and flipped over. Jack was thrown into the water while his father was thrown into the mud marsh. When the boat overturned, part of it fell on Mr. Friddle, lying across the back of both thighs, trapping him in the marsh and fuel-soaked waters. Once Jack determined that the overturned boat could not be moved and that his father was trapped with a rising tide, he evaluated other options. He remembered that his father always kept at handheld VHF radio in a dry-bag, so he dove back into the fuel-laden waters in order to find it inside the overturned boat.

Mr. Friddle was in critical danger when the Coast Guard arrived an hour later. Due to Jack’s calm thinking and BSA training, he was able to locate the boat’s VHF radio, alert the Coast Guard and other authorities of their location and coordinate a critical rescue mission, all while keeping his father calm and talking. Because of his actions, John was award the Boy Scouts of America Meritorious Action Award.

Council News 2014 Eagle Scout Recognition Banquet Class of 2013

Highlights:

The lights were on brightly, the smiles were everywhere, and 248 Eagle Scouts, parents, guests and Eagle Scout sponsors were ready to honor the Eagle Scout Class of 2013. Mecklenburg County Council continues to excel when it comes to Eagle Scouts. This year we surpassed last year’s record with one more Eagle Scout at 278 Eagle Scouts in 2013. Quail Hollow was the setting for this grand affair providing a great meal and atmosphere for celebration.

We recognized two veteran Scouters, who earned their Eagle Scout Award years ago, with the Outstanding Eagle Scout Award. Del Whittaker and Jim Emery were honored as the 2013 recipients from our council. Also, for the second year, our council presented the 2013 New Eagle Scout of the Year Award and Scholarship sponsored by Steve Jegier. This year’s recipient was Jordan Schnall. Eagle Scouts and Their Families Enjoyed a Wonderful Evening at Quail Hollow on February 27th, 2014

Our Master of Ceremonies, Bob Morgan, did a fine job of leading a night full of recognition and special programs. The evening program began with an opening welcome from Mark Turner, Scout Executive. Next, Anders Hare, Troop 63, led the Pledge of Allegiance; Brendan Gorman, Troop 8, led the Scout Oath and Scout Law; and Chandler Markey, Troop 3, delivered the invocation.

The features for the evening were our speakers, Ray Killian as our keynote speaker and Steven McKnight, Troop 413 & Troop 39, who spoke on “What Being an Eagle Scout Means to Me.” Mr. Killian’s talk was entitled “Eagle Scouts and Fighter Pilots.” His quite lively accounting of how a Boy Scout could use his Scouting background to excel and survive during WWII as a fighter pilot was very interesting. He also discussed his “Magic Compass” which was his process of dealing with interacting relationships. Steven McKnight spoke with a passion about Scouting and what it has meant to this point in his life. He believes that being an Eagle Scout along with other influences has shaped his life for the better and he would not trade it for anything else. We would like to thank all of our banquet sponsors, Eagle Scout sponsors, banquet committee members and staff and our Quail Hollow Club host for an exciting opportunity to gather and honor the next class of Eagle Scouts. And let’s not forget The Carolina Raptor Center and their Golden Eagle, Zlaty, who just is amazingly majestic.

Memorials and Tributes Welcome New Camp Ranger Mike Cook! Scout Executive Mark Turner is proud to announce the employment of Michael B. Cook to serve as the Camp Ranger at Belk Scout Camp. Mike will be responsible for upkeep, maintenance and all program aspects of Belk Scout Camp. Mike and his wife Robin will celebrate 20 years of marriage this year. They have two sons: Trevor, who is a Life Scout at Troop 144, chartered to Blair Road United Methodist Church, and Alex, who is a Webelo in Pack 144. Mike is Wood Badge trained and has served on staff for BALOO, Outdoor Leadership Skills, and Wood Badge as well as this year’s S.E.A.L.S. course. He has held several positions in Scouting, including serving as the Cubmaster for Pack 144. Please join us in welcoming Mike to the Mecklenburg County Council family.

The Mecklenburg County Council has a Memorial/Tribute Fund established for its Scouters and supporters to make living and lasting tax deductible contributions to the Scouting program. Contributions may be made for any amount as a living memorial or lasting tribute to a departed relative or in honor of someone. Condolences, recognition or congratulations may be expressed through the use of the Memorial/Tribute Fund, when material gifts or remembrances may not be desirable or appropriate. Upon receipt of a contribution, the council will mail a card to the family or group in whose memory or honor the gift is made and send an acknowledgement to the donor.

News from Catawba Lodge Catawba Lodge has been very busy this spring! We have recently implemented a service on the lodge website that allows Arrowmen to pay event fees online! This is a very easy process and if you have any more questions or would like to use this service, please visit the lodge website at: www.catawba459.org. Also, we have started preparing for Beaver weekend (May 16-18, Camp Grimes). This is a council event that is hosted by Catawba Lodge. Not only is it used to get ready for summer camp, but there will also be induction events for newly elected candidates and induction for Brotherhood conversion. Klondike Derby–Boy Scout Camping On February 21-23, 2014, Camp Grimes was echoing with cheers and patrol yells across most of the property. Over 500 Scouts and leaders were participating in the Hornets Nest Klondike Derby. Matt Fox and Chris Ashby lead a very capable team into the weekend full of skill building and patrol challenging activities. We also had the OA hosting a callout ceremony to bring new candidates one step closer to their membership in the Brotherhood. We hope you were there to share in the fun.

Hornets Nest District Cuboree–Cub Scout Camping Terendius David is in charge of the district’s Cuboree this year at Belk Scout Camp, April 25–27, 2014. Membership Notes Our membership committee team is operating a two area drive to bring in new Scouts for both Cub Scouting and Boy Scouting. If you would like to assist our membership drive, contact David McDonnell, Membership Chair. We will be conducting a new and improved Roundup this fall for all first through fifth graders in our area. The best way to improve is having each pack designate one adult volunteer to become the pack’s super recruiter coordinator. We are also asking for each troop to name an adult to help reach out to the Scouts in the troop to invite their friends. Camp Card Fundraising Opportunity We have kicked off our Camp Card fundraiser and it is going really well. Units earned over $100,000 last year in commission and boys earned their way to camp. Scouting for Food Our Scouts did a wonderful job this year collecting food for Loaves & Fishes to help those in need. We collected more than 244,000 pounds of food. Thank you for your support with this needed food drive. We are helping so many people! Each pound collected feeds a meal to someone in need.

Apache Day Camp 2014 Cubmaster’s, Den Leader’s and parent’s: Day Camp is right around the corner, so mark your calendars for the week of June 23rd–June 27th. Camp Director, Cyndi Murdock, is excited about this year’s theme: “Are you tougher than a Scout Leader?.” We are looking forward to a great Day Camp. Please get your boys and parents ready for these activities: BB guns, archery, fishing, swimming, boating, nature hikes, climbing and lots more. Cost is $125 per camper until May 30th and then the fee goes up to $150, so register now. Scouting for Food 2014 Congratulations to all Etowah units for a tremendous effort throughout our 2014 Scouting for Food drive! The totals for Mecklenburg County Council are over 244,000 lbs. of food collected for Loaves & Fishes. Etowah alone collected over 70,000 lbs.—this is awesome! Congratulations to Troop 39 and 118 for leading the way. They are the top two units in the council. Again, congratulations! This was a great effort for Scouting, our community and Loaves & Fishes.

Annual Recharters We want to thank all of the units that worked very hard to get their annual charters renewed on time. This is one of the items required for the new “Journey to Excellence” unit performance recognition program. If you have not done so, please complete your 2013 Journey to Excellence form so your unit can receive proper recognition. Also, we extend a special thanks to all the Etowah Unit Commissioners for their diligence in working with each unit on their recharters. Belk Day Camp 2014: Dinosaur Day Camp Etowah Day Camp is scheduled for June 16th–20th at Belk Scout Camp in Midland, NC. We are excited to present this year’s theme of “Dinosaur Day Camp.” While learning about the Triassic, Jurassic, and Crustaceous periods, campers will have the opportunity to explore Belk Scout Camp and learn about the Mesozoic Era while experiencing a broad variety of fun activities that include: swimming, boating, climbing, shooting sports, crafts, nature, and an archeological dig site. For many students, it was their first time ever skiing, and made memories that will last a lifetime. Others met new people and forged new friendships. Survey Time January marks the beginning of the annual Exploring Career Interest Survey. This survey is utilized by the Exploring Division to invite students to participate in Explorer posts across our council. Last year, over 18,000 students participated in the career interest survey, and we hope that number goes up. If you have a student in Charlotte-Mecklenburg Schools, ask your child’s counselor or Career Development Coordinator if your school will be participating in the career interest survey this year. Impact Luncheon Date Set for June 3rd The Annual Exploring Impact Luncheon will be held on June 3rd at 11:30 a.m. It will take place at Johnson and Wales University, where the Exploring Division will honor all of our current Exploring programs, as well as invite new companies to start their own Exploring programs. Mecklenburg County Sheriff, and Vice President of Exploring Chipp Bailey, will be the host of the event. This year, Superintendent of CharlotteMecklenburg Schools, Dr. Heath Morrison, will be our guest speaker. He will talk about the importance of career education and the role professional adults can play in inspiring our students. Want to go to Philmont Scout Ranch in 2015? This is BSA’s premier High Adventure Base in the Rockies of New Mexico. It offers 12-day backpacking expeditions in over 200 square miles of rugged mountain wilderness filled with adventure and program activities. Did your unit miss out on the Philmont lottery last fall? Mecklenburg County Council has reservations for three Expedition Crews in its 2015 Philmont Council Contingent. These crews are available for units in the council to use who have qualified adult leadership and youth who can fill them and assume the responsibility to pay the fees and plan the trip. Our reservation dates are June 22 to July 4, 2015. The Philmont fee is $855 per camper, and a $100/camper deposit is due by April 15, 2014. Each crew has a maximum size of 12 members (minimum of 7), to include at least 2 adults. Youth must be 14 years old before June 22, 2015, OR have completed the 8th grade and be 13 before June 22, 2015. If your unit is interested in having one or more of these crews, please contact one of the names listed below as soon as possible for more details. Highlights:

On January 25th, Mecklenburg County Council once again successfully hosted this year’s College of Commissioner Science at the CPCC Levine South Campus. The college was co-sponsored by MCC and by the Central North Carolina Council. 45 students attended (21 from MCC and 24 from CNNC). Kudos to Miriam Olynick our Council Training Chair and ACC for Training for pulling together this year’s program. Kudos also to the 9 faculty members from MCC who joined with 3 faculty members from CNCC to deliver an outstanding training program.

These spreadsheets are new this year and will be very helpful to your units as they chart their course throughout the year to provide the best quality program.

2013 In Review 2013 was a year of considerable change in our Council Commissioner Service. Here are some of the key changes we made.

Performance Tracking • 70.3% of our youth were retained in 2013 which was the highest retention rate in South

Region, Area 5. Similarly, 89.6% of our registered units in MCC re-chartered in 2013. This was the second highest re-charter percentage in South Region, Area 5. Kudos to all for the service you provide which makes this possible.

Venturing Update With the Venturing retention rate (53%) the lowest of any BSA program and that only 0.7% of all Ventures earned awards, National recognizes the need for a change to the program. To address this, National created a task force consisting of professional Scouters, adult volunteers with Venturing experience, and the youth involved with the program. The focus was not just on what the youth wanted but also on what the youth need. The result will be a program centered on the growth of youth through real life experiences with the Crew activities. Venturing’s recognition program of four pillars; Adventure, Leadership, Service and Personal Growth will have four levels; Joining, Participation, Leadership and Mentoring centered on youths experiences in the Crew activities. During the conference there was a lot of discussion concerning the naming of the awards at each of the four levels including keeping the current name Silver for the top award. Though no decision has been made for these names it was announced that Silver would not remain. The main reason for not retaining the name is that Silver is used in the names of a number of other awards within the BSA as well as in the public domain. What National is in search of is a name that will standalone and be recognizable by the BSA and the public in general as the top award of the Venturing Program, similar to the “Eagle Award” in Boy Scouts.

2013 Popcorn Sale The Council and 98 Scout units raised a combined $630,000 during the popcorn sale this past fall. Our top salesman was Scout William Fitzgerald of Troop 63 who sold $9,195. Our second place salesman was Garrett Vicks of Pack 214 who sold $7,622. This year we had 33 units that sold over $5,000 in popcorn. The top selling unit in the council was Pack 72 of Bethel Presbyterian. They sold $38,005 in popcorn! The council is hosting several unit appreciation dinners and receptions during the month of April. Thanks to all of the units that participated in the 2013 Sale!

Wilderness First Aid for Adults – May 2-3, 2014 This 16-hour course, for Scouts at least 14 years of age and at least First Class, will introduce the participant to the skills necessary to handle basic first aid emergencies in a wilderness setting. The course combines lecture with hands-on application of material covered in class. Successful completion of this course certifies the student in WFA for a period of two years and meets the requirements for Philmont and other high adventure camps.
