2016 CHAMBER OF COMMERCE

AWARDS OF EXCELLENCE Stories by the Sheridan County Chamber of Commerce

KEY SERVICE AWARD This award honors a Chamber member nonprofit organization that has made a significant impact in Sheridan County: a nonprofit that serves with enthusiasm and dedication, addressing needs in the community and aligning the vision of its organization for maximum effectiveness.

The Food Group The Food Group began in the fall of 2010 as a small group of community members in Sheridan County who acted on a shocking realization: for many of the children in our community, food on the weekends is not a guarantee. The nonprofit’s mission is to provide food on the weekends to children in Sheridan County who need it, fulfilling that mission by providing a bag of low-sugar and high-protein food containing one whole meal that a child, with some adult help, can utilize to feed themselves, and even a sibling or two, over the weekend. In its first year, The Food Group fed about 40 children per week within Sheridan County. During the 2015-2016 school year, its large group of committed volunteers created about 425 weekend food packs each week of the school year. And today, The Food Group serves 450 children weekly from preschool to high school age throughout the county. The program is anonymous and is open to any child in need within Sheridan County. The Food Group anticipates the already startling number of participants in the program will rise. By providing healthy food for the weekend, The Food Group gives students the opportunity to come to school on Monday morning ready to learn, believing that the future of any society depends on its ability to foster health and well-being of the next generation. This dynamic organization effectively serves the community with just one half-time director, Missi Hubert, and about 75 dedicated volunteers each week. The Food Group continues to meet the needs of the most vulnerable children in Sheridan County and makes a huge impact throughout the community.

SPIRIT OF SHERIDAN AWARD This award honors a business or individual who volunteers countless hours for the betterment of the Chamber and Sheridan County: demonstrates vision, ambition and drive to serve the community and the mission of the Chamber, understanding a community thrives when those in it invest and contribute to its success.

Janet Shepherd For 11 years, from July 2005 to June 2016, if you called the Sheridan County Chamber of Commerce, you probably spoke with Janet Shepherd. After living near Chicago and working in corporate America for most of her life, Shepherd and her husband moved to Sheridan to retire. But Shepherd could not just sit around and do nothing, it just wasn’t her style. She began searching for ways to get involved in the community and eventually found herself volunteering as a part-time receptionist at the Chamber of Commerce. However, the part-time role soon turned into full time, plus some (more than we will ever know!). She then gave herself the title of “information specialist” as she began gathering knowledge, organizing knowledge and sharing knowledge. Shepherd quickly became the go-to person for Chamber members and staff, community residents, tourists, people relocating to the area, students and anyone who had a question. Shepherd loved being in “the know” and thrived on being able to help people find what they were looking for. Through her contributions to the community calendar, the Chamber’s newsletters, relocation and visitor packets, handout lists and resources of all kinds, Shepherd went from being a newbie to the Sheridan area to being a human directory, the resource expert, the membership welcome committee and the Google of Sheridan County. If you had a question, the most effective way to get your answer was to call Shepherd. Shepherd believed one of her greatest accomplishments over her 11 years of volunteering at the Chamber was building a body of knowledge and toolkit that the Chamber and the community can continue to use into the future. But most of all, she believed her greatest accomplishment every year was being able to help thousands of people with their questions and finding information for them. That’s why she did what she did. She loved helping people and would give all her time if she knew you needed help. Unfortunately, Shepherd began dealing with some health issues and had to officially retire, again, in the summer of 2016. She didn’t want to leave her role at the Chamber, but she also felt accomplished knowing that she could leave and the work she had done would continue. Shepherd continued serving the Chamber in small roles even while she was at home because she just loved being productive and keeping up on what was happening in the community. She served until the last week of her life. On Jan. 3, 2017, Shepherd passed away in her home. Sheridan lost a true fan and community servant that day. “Janet was amazing. She went above and beyond in everything she did here at the Chamber and was indispensable,” Chamber CEO Dixie Johnson said. “It takes three people to do what she did and she can never be replaced. We will miss her and can never thank her enough for what she has given to the Chamber, and more importantly, to the community of Sheridan.”

King’s Saddlery Don King began his saddle making career in 1946 and by 1963, Sheridan’s King’s Saddlery was born. It started out as a small shop just serving the ranches and the horse community, but as the name of their award states, King’s Saddlery has developed into a strength of Sheridan, and has earned a reputation of quality around the world. In 1972, it moved into its current storefront in downtown Sheridan, with the unmistakable barn facade. In 1978, it expanded further and built the museum and the leather shop behind its Main Street building. King’s Saddlery is a complete Western tack store, full of merchandise for the cowboy, cowgirl and city-slicker. In addition, it carries a huge selection of Western gift items including jewelry, dishes, frames, knickknacks and more. And, if you’re not satisfied yet, check out the rope inventory of over 30,000. Known for quality, King Ropes are shipped worldwide! Even if you aren’t a cowboy and have never picked up a rope, King’s has also become quite famous for its King Ropes baseball caps. Celebrities have been spotted for years wearing the famous caps. The King’s Museum is also a treasure for Sheridan, touting Western artifacts, Plains Indian artifacts and huge collections of saddles, guns and horseman memorabilia from around the world. Thousands of people flock to King’s Saddlery and Museum each year to see what Sheridan considers one of its finest businesses. King’s continues to make saddles and ropes and leather goods with the highest standards, demonstrating to many what it takes to sustain a business for so many decades. For this reason, King’s Saddlery has been voted on by the Chamber of Commerce membership as the Strength of Sheridan.

LARGE BUSINESS AWARD This award honors a Chamber member large business that serves the Sheridan area with excellence: a business that maintains consistent growth and strong performance, understands its customer, has an engaged workforce with effective leadership, and is continually innovating to support future growth. This business not only invests in its continued success, but also invests its resources in the success of the community.

First Federal Bank & Trust First Federal Bank & Trust has been serving the Sheridan community for more than 80 years. On Aug. 13, 1935, a group of Sheridan business people met with the Federal Home Loan Bank to organize a federal savings and loan association in Sheridan, and by October of the same year, First Federal was issued a federal banking charter under which they continue to operate. From the beginning, First Federal has been a locally owned and operated mutual that is owned by their depositors and governed by a local board of directors. They strive to be the bank of preference by providing exceptional customer service while operating in a high-performance environment. Over the years, First Federal has grown and expanded its services to the community. In 1935, its business model was to simply take deposits and make home loans, reflected in their original name: First Federal Savings Bank. In 2000, First Federal started evolving into a full-service bank, adding commercial lending, business banking, trust and investment services, leasing and insurance products. Recently, multiple locations were added including its Coffeen Bank, the Home Loan Center and a residential loan office in Billings, Montana. With all these locations, the business’ number of staff has tripled. With the growth and expansion of services, First Federal Savings Bank became First Federal Bank & Trust in 2015. “Our new name was created to reflect our continuity in our community as well as the financial soundness and stability in our business operations,” said David Ferries, president and CEO. “For over 80 years we have honored our entrepreneurial roots by staying true to our founding principles. We remain an independent mutual bank that thinks in terms of generations, not quarters.” First Federal maintains the sound banking principles that have been guiding them since 1935, and their financial soundness allows them to invest in the community through significant financial donations and through their employees’ volunteer efforts. Above all, First Federal puts its main focus on its people and valued clients. Listening to the needs of its clients and doing everything to earn and keep the business is top priority. According to First Federal CEO, Dave Ferries, “It’s more than just money. It’s about putting our people out into the community and it’s our people that make the difference.”

The Paint Post The Paint Post opened its doors for business on March 6, 2015, for the first Paint & Sip class. The Paint Post was established with the vision of creating a venue where art collides with an entertaining environment to make lasting memories among friends and family with a simple mission: Paint. Sip. Have fun. And that is what happens at the step-by-step art classes each week as the community has embraced this new business. When it opened in 2015, two paint classes were held each week on Friday and Saturday evenings, but classes quickly began to fill up and people started calling to request private parties. Two more classes were added, one on Thursday night and ‘Family Day’ on Sunday afternoon. The other days and afternoons of the week are available for private parties. In the short amount of time The Paint Post has been open, it has hosted a wide variety of events such as bridal showers, birthday parties, anniversary parties, baby showers, bachelorette parties, holiday parties, date nights, family reunions, scout troops, church groups, sport team bonding nights, work team building parties and more. Once a month, The Paint Post also hosts a fundraiser paint event for a local Sheridan organization in which a portion of the proceeds from the class go back to that organization. This past year, they have also taken their classes ‘to-go’ and ventured out to local businesses to host paint and sip classes. In just a year and a half, the Paint Post has taught more than 530 paint classes to more than 10,000 people, and has given more than $18,000 back to the community through discounts, donations and fundraisers. While the growth has been outstanding for this new business, one of the best parts for owner Laura McColley is hearing people who didn’t think they could even draw a stick figure say to her, “I had no idea I could do this! Thank you for bringing this to Sheridan.” McColley’s goal when opening The Paint Post was to create a place where individuals in the community could come and enjoy a unique night out in Sheridan with friends, family and co-workers in a very comfortable, fun, non-judgmental environment and according to the overwhelming support from the community, she has accomplished her goal!

THE CHAMBER COMMITTEES:

Working for You By Ryan Koltiska Director of marketing and communications, Sheridan County Chamber of Commerce

Chamber Sub-Committees Christmas Stroll Planning Committee Meets: monthly August through January Brewfest Planning Committee Meets: monthly January through September

I get the privilege on a weekly, and sometimes daily, basis to tell people about the Chamber and what we do. It’s fun to talk about all the different projects we work on and the organizations we partner with and all the ways we touch the community. The whole gamut of Chamber activities is hard to nail down, but I always like to touch on the five Chamber committees and how they are working for local businesses.

Chamber Ambassadors One of our longest running committees is the Chamber Ambassadors. Ambassadors can regularly be seen out and about in the community in their bright red jackets welcoming new businesses to town, celebrating milestones with established businesses and visiting members. They also serve the community at the Community Holiday Dinner each year, organize the annual Sheridan WYO Rodeo Boot Kickoff and other functions around the area. This group of 36 business people is dedicated to supporting Chamber member businesses!

Leadership Sheridan County Steering Committee The Leadership Sheridan County Steering Committee oversees the 23-year-strong program that introduces local leaders to the inner-workings of Sheridan County. The 10-month program features a leadership instructor, an overnight trip to the state capital and eight other modules that focus on important areas of our community. Each member of this committee has completed the program, and then gets the opportunity to improve upon and maintain the vibrant program. Meets: Fourth Thursday of every month at noon Mission Statement: Leadership Sheridan County is a unique educational program designed to broaden the base of quality leadership by inspiring citizens to assume leadership roles, extending awareness of community resources and strengthening individual leadership skills.

Meets: Second Tuesday of every month at 7:15 a.m. Mission Statement: To serve as “high profile” representatives of the Chamber; to promote new business, encourage progressive growth in established businesses and promote conventions, tourism and recreation in the Sheridan County area; to officially greet visiting dignitaries, celebrities and distinguished guests; to officially welcome new businesses to the community and celebrate grand openings and visit established businesses when time permits; to promote and maintain interest in the Sheridan County Ambassadors’ committee.

Ag & Natural Resources Committee The Ag & Natural Resources Committee focuses on one of Sheridan County’s greatest attributes: agriculture and the natural landscape. This committee helps with the 4-H Buyer’s Reception, the Sustainable Ranch Symposium, Local Foods Expo, farmers markets and the Superior Livestock Auction. Opportunity knocks for you at the Ag & Natural Resources Committee if this is where your passion lies. Meets: Third Tuesday of every month at noon Mission Statement: To promote and support agriculture, natural resources and public lands in our community.

Above: Members of the Ag & Natural Resources Comittee stand at an information booth at an ag expo at Sheridan College. Below: Chris Ahlstrom speaks at the annual legislative forum.

Government Affairs Committee Our Government Affairs Committee is active in promoting business friendly legislation, and especially encourages interaction with elected officials. Through annual legislative forums, businesses and individuals can interact and present in front of state legislators before each of their sessions. This committee also organizes candidate forums for the community during election seasons so voters have the opportunity to be informed on city, county, state and federal candidates. In addition, their monthly meeting offers speakers on a wide variety of topics that concern businesses and also provide an opportunity to speak on matters that are important to your business. Meets: Second Thursday of every month at 7 a.m. Mission Statement: Conduit for ideas and information regarding public policy to flow between members, the board, local municipalities and elected officials, in order to support the health of our communities and the mission of our Chamber. THE CHAMBER COMMITTEES Business Retention & Expansion Committee The Business Retention & Expansion Committee focuses on existing business development, and has been organizing the “Ignite Your Business” Professional Development Conference now for two years. This one-day conference focuses on employee and manager development and offers a wide variety of classes to spur growth. More than 80 percent of business growth comes from existing businesses, so this committee wants to see Sheridan County businesses reach their full potential. Another offering from this committee are the Ignite Peer Groups, which are small, confidential groups of business owners, executives and managers from non-competing businesses who get together and process challenges and opportunities with like-minded people. These have proven valuable to many because of the ability to speak openly in a private setting with a group of people who can help. The Business Retention & Expansion Committee is open to any Chamber member and welcomes new ideas and ways of supporting local businesses.

Meets: Fourth Thursday of every month at 8 a.m. Mission Statement: The Business Retention and Expansion Committee is a group of member business people who share the common goal of developing new tools and programs to help area businesses grow and prosper, as well as planning and implementing workforce strategies that will ensure the future employability of our workers and address issues affecting business retention, productivity and economic competitiveness.

OPEN SPACES humble graces

By Shawn Parker Executive director, Sheridan Travel & Tourism

At first blush picturesque Sheridan is all archetypal mountain verve and Wyoming vigor, but there’s an artistic dynamism and cultural allure here that belies its cow town reputation. Sheridan’s ranching roots run centuries deep, but so too does its polo legacy (and connection to the British Crown). The flagship Sheridan WYO Rodeo draws nearly 30,000 visitors to town every July, while the Wyoming Theater Festival, Brinton Museum and the Whitney Center for the Arts have become artistic touchstones with significant regional cache. The Bighorn National Forest, home to the Cloud Peak Wilderness, is an outdoor playground of the highest caliber, rife with hiking, camping, fishing, hunting and climbing opportunities. National attractions abound – the Historic Sheridan Inn is a siren song to the legend and lore of the Wild West; the Mill Inn is one of Wyoming’s most distinctive hotel experiences; the ancient Medicine Wheel, at an altitude of 9,462-feet, lords over the mountains with a mystical presence that defies explanation; and Indian battle sites like Fort Phil Kearny, the Fetterman Fight and the Wagon Box Fight, all located along the Bozeman Trail, offer endless educational and historical attractions.

FOR THE HISTORY OF THE WEST Sheridan is a city steeped in the history of the west. Founded in 1884, Sheridan had been one of the Plains Indians’ most valued hunting grounds; a lush mountain valley brimming with wildlife. The area lay at the center of the American Indian Wars; it was the site of some of the most impressive Indian victories of the conflict, including the defeat of

General Custer and his mounted cavalry (the Little Bighorn Battlefield National Monument is a one-hour drive from Sheridan), and Capt. William J. Fetterman’s inability to recognize the elegant trap set by Lakota legend Crazy Horse in the Battle of the Hundred in Hand (Sheridan County’s Fort Phil Kearny State Historic Site preserves the history of numerous battles). To experience a truly unique marriage of frontier functionality, historical appreciation and old-fashioned fun, spend a week at one of the area’s renowned dude ranches. Eatons’ Ranch, at the foot of the Bighorn Mountains, is the oldest working dude ranch in the nation. At once a functioning cattle ranch and a high-profile Western lifestyle destination, Eatons’ and local ranches like it are the perfect representation of Sheridan’s distinctiveness. Canyon Ranch in nearby Big Horn hosts an Orvis-endorsed fly fishing lodge; guests fish with veteran guides along mountain-fed crystal streams, enjoy private pheasant, grouse and partridge shoots, Merriam turkey hunting, horseback riding, hiking and wildlife and wildflower viewing.

WHERE CRAFT IS KING Kolts Fine Spirits, now the Koltiska Distillery, crafted the first Koltiska Original Liqueur in 2001, kick-starting a nascent regional distilling industry. Then along came Black Tooth Brewing Co., a rebel outfit that ushered in sweeping changes to the craft brewing and distilling industries, and changed the craft paradigm forever in a region that had long held fast to archaic notions of what libations were. Now burgeoning beyond even the wildest expectations, Sheridan’s craft beer, spirits and wine scene is among the most robust in the Mountain West. Weston Wineries crafts wines from West

SHERIDAN’S CULTURAL CORE Historic downtown Sheridan is the central precinct other small towns dream of, a place where cowboy has become couture, where gastro hounds can have their steak (and eat it too), when they’re not bouncing between craft breweries, century-old bars, restaurants and farmers markets. It’s where galleries, boutiques and shops seem to multiply like libidinous pronghorn. As such, gift shops are rare here. Sheridan prefers shops like King’s Ropes & Saddlery, a massive Western tack store renowned the world over for its masterful leatherwork, ropes and saddles. The Surf Wyoming (yes, this is a real thing) outpost on Main Street has become a destination for locally-crafted upmarket threads and handmade goods, while shops like the tremendously appointed Fly Shop of the Bighorns, the unique Crazy Woman Trading Post and the eclectic Best Out West Antiques are emporiums of the Wyoming experience. At the heart of Sheridan’s cultural tourism industry is a uniquely Western commitment to authenticity. The cowboy ethos is alive and well, and it doesn’t look kindly upon kitsch and posturing. This discerning taste amounts to a kind of collective cultural curation, and has given rise to legacy attractions like The Brinton Museum; The Brinton is located on the historic Quarter Circle A Ranch in Big Horn, Wyoming, and features 19th, 20th and 21st century Western and American Indian art in a setting that is art unto itself. The Brinton Museum’s new 24,000-square-foot, three-story museum space features extensive American Indian and Western Art collections and exhibits in climate controlled galleries on the second floor, and contemporary exhibits in the reception gallery on the third floor. The Forrest E. Mars Jr. Building was designed to honor the natural landscape allowing for unobstructed, 180-degree views of the Bighorn Mountains. The new Whitney Center for the Arts at Sheridan College has become a performance and visual arts destination, while the The WYO Theater, built in 1923, is the center of Sheridan’s song and stage community, plays host to international acts as well as those put on by the vibrant community theater scene. It’s host to the Wyoming Theater Festival, which brings nationally-renowned playwrights, actors and directors from theater hubs across the country to write and test new plays, conduct workshops, and stage elaborate Broadway-worthy performances.

Coast-grown grapes sourced from the finest producers along the Pacific, and pays homage to the legends and outlaws of the State of Wyoming, while Luminous Brewhouse remains one of the finest brewery secrets in the region, a purveyor of malty gold that has carved out a niche as a bespoke brewer with creations like the oft-lauded Ginger Pale Ale and the bold, hoptastic X-X IPA, brewed with Amarillo, Cascade and Magnum hops. Koltiska Horse & Carriage Company is offering horse drawn carriage tours through Sheridan’s historic district, and is one of the best ways to experience Sheridan. There’s an undercurrent of the carefree in Sheridan, and the legendary hospitality of its proud residents is worn like a badge of honor. Blessed by mountain topography and evenly placed between Yellowstone National Park (to the west) and Mount Rushmore and Badlands National Park (to the east), there’s a sense about town that Sheridan is poised to be the “next big thing,” though those in the know understand that it always has been.

DOWNTOWN Sheridan Association By Beth Holsinger Executive director, Downtown Sheridan Association

The Downtown Sheridan Association, a 501(c)3 nonprofit organization, is an accredited Wyoming Main Street Program. Being an accredited program gives DSA the opportunity to receive technical assistance grants and receive support from the National Trust for Historic Preservation. The DSA mission is to enhance, preserve and promote historic downtown Sheridan to ensure economic prosperity. By placing public art, adding beautiful streetscapes that complement our historic downtown, providing green space and pathways leading to and from downtown, facilitating Goose Creek stream restoration and hosting events on Main Street and Grinnell Plaza; we have been strategically placemaking for more than 30 years! Utilizing the National Main Street Four Point Approach, DSA board members and community volunteers meet monthly to discuss promotions, design and economic restructuring of our historic downtown. These committees help organize people of all ages who volunteer and give back time and effort to make Sheridan the community we all cherish. Whether gathering at 7 a.m. on a cool spring morning to transplant flowers and hang more

than 225 flower baskets on Main Street; participating in set up and tear down at any of our downtown events including the Third Thursday Street Festival and farmers markets; or helping to organize and promote shop local campaigns, our Main Street volunteers and staff have reinvested more than 3,300 volunteer hours and $100,000 into our preservation and economic development efforts. Historic downtown Sheridan is a vibrant place of commerce and celebration. We love living, working, playing and shopping downtown. Some of the buildings in downtown Sheridan are more than 100 years old and are genuine landmarks of Sheridan’s rich history and culture. Our unique and celebrated old buildings are actually attractions just like the statues and events in downtown Sheridan. For a downtown to thrive, these treasured properties must be kept in good repair and their spaces well utilized with a blend of retail, residential, restaurant and office uses. In order to fulfill the DSA mission to enhance, preserve and promote the historic district to ensure economic prosperity, the staff and board of directors continue to create incentives that help keep the downtown a focal point or hub for our community. Grants for façade improvement and architectural consulting, a downtown development guide and small business loans are now available to help building owners with the renovation and remodeling of their buildings. We continue to focus on reducing the vacancies on Main Street and have encouraged buildings like the Elks Lodge to apply for state funding that will help with their ongoing building renovations. We also are currently helping the city of Sheridan with implementation of wayfinding signage for the entire community.

MORE INFO: The Downtown Sheridan Association Board of Directors and staff are passionate about historic downtown Sheridan and committed to helping you imagine the possibilities of your Main Street business or historic property. FORWARD SHERIDAN

Business Recruitment By Jay Stender CEO, Forward Sheridan

Recruitment is an active proposition. Business recruitment has three primary themes. Seek, which is to look for potential candidate businesses that may fit in our community. Candidate businesses, leads, are controlled by people. We seek people that have some tie with Sheridan. This is, by far, the most productive lead recruitment option. Business fit is the key. Our strategy is to use legacy/existing business sectors and look for complementary businesses. An example would be someone that provides support services for some of our manufacturers. Proximity to their market is an advantage and is the link for sustainability. Once a candidate business is identified the next option is to engage. Engagement is the process of framing the business proposition that will be compelling enough for evaluation (sell) and secondly, specific business information that will enable a decision to consider Sheridan. No business is going to make the effort to expand in a new area or relocate without some diligence around the elements that impact business success. The common criteria for a business to consider Sheridan are: available or trainable workforce; physical plant; infrastructure and transportation; and business utilities such as power, water and fiber. Available workforce is critical – few relocations bring a large team. Often a relocation is driven to attract a new personnel regime. Wyoming is a “right to work” state, which some industries regard as a plus. Sheridan is fortunate with the aggressive training philosophy of Sheridan College combined with Wyoming Business Council training grants to keep existing and secure new hires. Physical plant is real estate. Sheridan is attractive as we have both developed areas and raw land that has utilities such as the airport business park or Wrench Ranch to the north. Sheridan is one of the few areas that has adequate water supply, redundant competitive power, rapidly improving fiber coupled with an interstate, Tier 1 Rail and commercial air service. A community that has a record of investing in itself is regarded higher than those that allow decay. Business environment is another factor in engagement. Our state and local tax burden, today, is minimal when compared to neighboring states. Wyoming has no corporate/individual income tax. No inventory or franchise taxes are levied. And importantly for niche manufacturing – there is a sales tax exemption on the sale or lease of machinery used in manufacturing (and agriculture) as well. Equally important is the welcoming and productive stance of local government. Sheridan County and the city of Sheridan have publicly supported new businesses and are constantly working to refine 28

I

C OMMUNI TY G UI DE & CHA M B ER M EM B ER D I R ECTOR Y

permitting standards to enable concise and predictable permit reviews. Again when a company conducts due diligence, business permitting is one of the community processes evaluated. Capture is the recruitment element that is elusive. In Sheridan we have companies and owners that have secured property, management has purchased homes, and operating terms with lending institutions have been negotiated and still the company does not relocate due to other factors. The effort and risk to expand or move business is a significant change of operations and, in established companies, any change is a big deal. The business proposition is: • We have available and trainable workforce due to our environment where people of all types live first. Training for specific jobs can be facilitated through Sheridan College. • Varying levels of commercial real estate are available from established workplaces/shops to raw land near the interstate and rail. • We have examples of businesses that are here, are sending products nationwide and are profitable with great employee retention. • Motivated community government that recognizes economic prosperity is vital for our lifestyle and amenities. • Sheridan is a place where you can live, play and work.

Wyoming is BUSINESS FRIENDLY Wyoming provides an impressive bundle of financial and strategic advantages. Those include low labor and utility costs, plus one of the most pro-business tax climates in the country. In a report released Sept. 26, 2017, the personal finance news and features website GOBankingRates.com ranked Wyoming as the best state to start a business. According to the report, Wyoming’s business tax climate makes it the “most conducive to starting a business.” Citing figures from the nonpartisan think tank the Tax Foundation, it credited Wyoming for lack of both corporate and personal income taxes, as well as for not levying a gross receipts tax. The report also says that “Wyoming’s sales tax rate is favorable, ranking in the top 25 percent of states for best sales tax.”

Other recognition for Wyoming’s business-friendly climate: • Ranked fifth on economic performance and eighth on economic outlook, The American Legislative Exchange Council (ALEC), Laffer Economic Competitiveness Index, 2015 • Ranked as the No. 1 state with the lowest per capita state/local taxes, Study for the Center for Federal Tax Policy, 2014 • Lowest electrical prices per million BTU, Beacon Hill Institute, 2010 • Second best run state in America, 24/7 Wall Street, 2012 • Second lowest business failure rate, Dun & Bradstreet, 2011 • Third best pro-business state, Pollina Corporate Real Estate, 2012

Sheridan County Real Estate Market about more than listing price By Hannah Sheely

Sticker shock is always a possibility when it comes to buying a house, but local real estate agent Bruce Garber likes to remind potential homeowners that the real estate market in Sheridan County is about more than the listing price. “A big part of what we do often has nothing to do with real estate,” Garber said. “It’s ‘Where do you fish on the Bighorn Mountains?’ or ‘What’s it like to camp and hike around the wilderness area?’ and those things that most of us have experienced and done. That’s a fun part of our job is to share those things with newcomers.” Sheridan County’s high quality of life is a main draw for people relocating to the area. It is renowned for its high-performing school systems, advanced health care services, widespread philanthropy, low crime rate, vibrant arts culture and easy access to recreation locally and in the nearby Bighorn Mountains. When people are considering a move to Sheridan County, Garber urges them to remember such amenities, as well as other practical pluses like some of the lowest property taxes in the country, low energy costs and Wyoming’s lack of state income tax. The median listing price for homes in the county has remained steady the past couple years. It ranged between $250,000 and $300,000 from January-October 2016, according to data on the Sheridan County Board of Realtors website. Garber further described the area’s real estate market as balanced with a six-month supply of houses. This means sellers can reasonably believe their home will sell, and buyers can expect to look at several homes in their price range and find one they like. In November 2016, the national average was a 4.3-month supply of houses. A lower housing supply increases demand and drives up prices. Garber said clients of Century 21 BHJ Realty have said that Sheridan’s cost of living feels high. He noted, though, that such assessments depend on a person’s past experience. People relocating from larger cities or the coasts find Sheridan relatively cheap, while those coming from the South or Midwest will find higher prices than they are used to. By the numbers, Sheridan County’s overall cost of living and its housing prices are slightly lower than the statewide average, according to the Wyoming Cost of Living Index prepared by the 32

I

C OMMUNI TY G UI DE & CHA M B ER M EM B ER D I R ECTOR Y

State of Wyoming Economic Analysis Division. In the second quarter of 2016, the WCLI calculated Sheridan’s overall cost of living at 97, lower than the state average of 100. Comparatively, Teton County was ranked highest at 150, and Niobrara County in eastern Wyoming was ranked lowest at 89. The index compares each county’s cost of living to the statewide average in a single time period. Sheridan County received a 94 in the housing category, placing it below the statewide average for housing costs. Rental rates in Sheridan County have increased in the past year but remain at or below the statewide average. The average rent for a two-bedroom unfurnished apartment in the second quarter of 2016 was $681, a 1.1 percent increase from $673 last year. The statewide average was $723. Rental rates for a two or three-bedroom house increased 2.3 percent from $995 per month to $1,018, just shy of the statewide average of $1,025. Rates do not include utilities. “Homes are really made to live in, and have Thanksgiving, and raise kids, so all that needs to work,” Garber said. “We’re fortunate here that people can have that variety and get a property that they like.”

LOCAL HOUSING MARKET QUICK FACTS • There were 14,440 housing units located within Sheridan County as of July 1, 2015. • The home ownership rate between 2011-2015 was 68.3 percent. • The median value of owner-occupied housing units from 2011-2015 was $228,000. • In the second quarter of 2016, the average monthly rental cost of a two-bedroom, unfurnished apartment excluding the cost of gas and electric was $681. Historic downtown Sheridan The city’s picturesque downtown is home to dozens of unique shops, restaurants, galleries, cafes and watering holes. It also boasts dozens of pieces of public art and plays host to events like the Third Thursday Street Festivals, Sheridan Farmers Markets, the Sheridan WYO Rodeo street dance and more. Downtown is the anchor of the business community and a gem at the heart of the city.

Sheridan VA Health Care System Another large employer in Sheridan, this facility is more than a medical center, it is a huge piece of local history. In 1898, the grounds that are now the VAHC were set aside by President William McKinley to be a military fort — Fort Mackenzie. The first troops to the fort in 1901 were Buffalo Soldiers who used the fort for rest and retraining. The fort was closed by World War I and ready for demolition, but President William Howard Taft was able to get the fort transferred to the Bureau of Health as a hospital for those coming home from World War II. The hospital opened in 1922. Now, it serves more than 12,000 veterans annually. For more information, see sheridanva.gov. 36

Sheridan College As one of the city’s largest employers, Sheridan College plays a role in the community far beyond education. The campus of the college has experienced continued expansion as the educational hub and continues to see increasing enrollment. Recent projects have included the renovation of the Thorne-Rider Campus Center and Edward A. Whitney Academic Center. The college also opened its newly constructed, state-of-the-art Whitney Center for the Arts in the fall of 2016. Stop by the campus for lunch or a class schedule to see what all it has to offer. Sheridan County Museum Located on a hilltop just east of Interstate 90, the Sheridan County Museum has a number of permanent and rotating exhibits that allow visitors and locals alike to dive into the history of the region. The museum explores the history of the battle at Rosebud Creek, coal, the railroad and timber industry. In addition, the museum hosts regular events for both children and adults. For more information, see sheridanmuseum.org.

WYO Theater The theater was originally built in 1923 as the Lotus, a vaudeville theater. It remained open for 60 years before closing in 1982. But the community rallied to reopen this downtown arts staple. It reopened in 1989 and has hosted countless acts and shows to entertain the community. The theater was recently renovated to expand its lobby and create the Mars Theater, a black box theater providing endless entertainment options. Another expansion project is currently underway. For additional information, see wyotheater.com.

Trail End State Historic Site From its authentically furnished rooms to lush grounds, the Trail End is a snapshot of Wyoming’s history. Construction on the building itself began in 1908 and was finished in 1913. It was home to the family of John B. Kendrick, former Wyoming governor and U.S. senator. After standing empty for several years, the building was about to be torn down. But in 1968, the Sheridan County Historical Society purchased the building. In 1982, the facility was turned over to the state. Now, visitors can get a glimpse of life in Sheridan between 1913-1933. For more information, see trailend.com.

Historic Sheridan Inn Of all of the historic buildings in Sheridan, this one has likely experienced the most ups and downs. It was first opened in 1893 and served as a stopping point along the Burlington Missouri Railroad. Financial woes forced the closure of the inn in 2012, but Bob and Dana Townsend purchased the inn in 2013. The Townsends renovated the facility to once again be an operational inn. GET

CONNECTED By Hannah Sheely

Grab your gaggle and horde your herd. Whether you’re new to town or have been here for decades, it’s imperative to get connected. “It’s a basic human need whether you’re a bushman in Africa or an executive on Wall Street to have a feeling of belonging,” licensed professional counselor Lisa Grutzmacher said. “We like to think of ourselves as lions, but we’re really sheep, we’re herd animals — or elk, I should say in Wyoming.” Grutzmacher works as a contract therapist at Inspire Psychological Center in Sheridan. She said most cases of depression and mental illness she sees are tied with feelings of being disconnected or isolated. On the flip side, Grutzmacher noted that the 2011 documentary film “Happy” discovered that 40 percent of a person’s sense of happiness depends on his or her relationships, personal growth and service to community. “Just reaching out itself boosts your happy hormones,” Grutzmacher said. Luckily, Sheridan County offers ample opportunities for people to get connected

and fill that 40 percent of their happiness tank. It’s just a matter of getting out and plugging in. When former Sheridan Jaycees president Lacey Johnsen first moved to Sheridan, she was familiar with the Jaycees, a service and leadership organization for young adults ages 18-40. She thought it would be a good way to meet a few people — and she

was right. It has become her avenue for almost all her connections in Sheridan. Current Jaycees President Jessica Martin has a similar story. When her original plans for moving to Sheridan fell through

shortly after arrival, she found enough work to pay her bills but soon began to consider moving away. Then she met her now-husband Jarod Martin. A month into dating, he invited her to join the Jaycees. This year she felt ready to step into leadership and is excited to help other people find the connections she did. “We joined because we were new to Sheridan and didn’t know anybody, but we’ve stayed because of all the opportunities that we’ve gotten out of it, whether it’s being able to grow as a leader, or the opportunity to give back to the community, or really just the family we became part of,” Johnsen said. While Sheridan may not offer the variety of social clubs found in big cities, there are still plenty of opportunities to meet likeminded individuals. One place many people start is the YMCA, which offers pancake breakfasts and soup lunches on top of its exercise and wellness opportunities for all ages. There they are sure to meet Jill Martin, who works the back desk and helps lead a few classes. “I think the Y is a community within a community, and Jill’s the mayor,” Member Service Program Director Sandy Sare said. Sare is Martin’s boss and has enjoyed watching her knit people into the community with her kind smile and quick wit for nearly 30 years. The feeling is mutual for Martin. “It almost makes me want to cry,” she said, as she teared up. “It’s so special. People need people.”

Sheridan County a ‘Brigadoon’ for the arts By Hannah Sheely

Right: An artist uses reading lights to see her work during the Wyoming Watercolor Society’s Art in Motion event at the No Name Bar. Several artists painted for patrons to observe and sold pieces to fund the Watercolor society.

The phrase “creative economy” seems like a misnomer when pitted against the phrase “starving artist.” But, creative economy is a real term, and Sheridan County has it. A 2008 study found that at least 8 percent of the county’s population earns part or all its income from supporting, making or selling creative content. What that means for visitors and residents alike is no shortage of opportunities to enjoy and engage in creative endeavors. It means one of the highest concentrations of downtown public sculptures in the nation, claim to two out of only 100 artist residencies in the U.S. and a month-long theater festival that tripled in attendance from its first to second year of production. It means art workshops, renowned museums, sold out high school plays and vibrant street festivals and concerts — more than 125 annual opportunities for access to the arts, to be exact. “The arts culture here is actually something very unique,” Sheridan College theater instructor DannyLee Hodnett said. “I come from Los Angeles, and I haven’t seen the visual and performing arts as well supported anywhere as I have here.” Ever since he found this “Brigadoon” of art and culture, Hodnett said he’s tried to figure out why it exists and how it continues to thrive. He suspects several reasons. One, he said, is Sheridan’s long tradition of fostering art — dating back to Buffalo Bill casting for his Wild West Show on the lawn of the Sheridan Inn and Ernest Hemmingway finishing “A Farewell to Arms” in the solace of the Bighorn Mountains. Many of Sheridan’s avenues for producing and enjoying art, music and theater have existed for a half century or more. Hodnett also credits widespread community support for the arts. This includes patrons who regularly attend art, music and theater events, generous donations from individuals and foundations, and local governments that support the area’s artistic flair. Thirdly, creative endeavors are woven into the county’s culture as much as rodeo and ranching. “You just have this thing where people from a young age are raised in it and it’s just part of our experience here in Sheridan,” Hodnett said. “A cowboy like Zane Garstad can do rodeo, and he can also be on stage with his daughter, and he has been. He’s a man’s man, but he has no problem getting on stage.”

Sheridan County has a good thing going, but SAGE Community Arts Executive Director Kate Harrington stressed the importance of keeping the area’s art culture alive. “There’d be a big, gaping hole if you didn’t have that. Think of having no theater, no music and no art, and you would have a community here that wasn’t nearly as knitted together,” Harrington said. In the last few years, Sheridan County has seen many endeavors to further bolster its art, music and theater scene. This year, the SAGE Community Arts moved into its first permanent home — an expansive space on Main Street that features a fine art gallery for rotating exhibits, an art gallery for members of the 75-year-old Sheridan Artists’ Guild, Et al (SAGE), and a classroom for workshops, youth programs and more. At Sheridan College, the recently opened Whitney Center for the Arts serves as a state-of-the-art educational space for visual and performing arts, as well as an avenue for high quality music and theater programs by local and national performers. The month-long Wyoming Theater Festival, launched in 2015, is helping playwrights develop, write and produce new theater that launches in Sheridan and has found audiences around the region. Even outlying communities get involved in the arts. The county is home to two artist residencies, and in Dayton, the recently opened Gallery on Main has become a bustling art destination. “Even my urban friends who come to visit are really amazed at what we have going,” Harrington said.

PRIMING FOR THE BOOM(ERS)

Senior Center grows to meet current demands, serve next generation By Hannah Sheely

Last summer when Sheridan hosted the Wyoming Senior Olympics, Senior Center Executive Director Carmen Rideout walked through the lobby, saw an athlete sprawled on a couch with a newspaper draped over his face and had an “Aha!” moment for the center’s forthcoming expansion and redesign. “That’s it!” Rideout said. “That’s what I want: people hanging out.” The vision grew. The Senior Center would become a social hub, a place to gather with friends over lattes, to surf the web and peruse the newspaper, to sprawl on comfy couches — like a student union for older people. Baby Boomers, people born between 1946-1964 who are now 53-71 years of age, became a revolutionary generation as they rejected traditional values, amassed wealth and pursued highly active lifestyles. As members of this generation become senior citizens, social service organizations nationwide have sought relevant ways to meet their physical, social and emotional needs. The Sheridan Senior Center, already renowned in the state for its extensive services and facilities, is leading the effort with a threephase expansion and renovation project.

Above: Staff host a game of Bingo inside the new Day Break Center at the Sheridan Senior Center.

Celebrating Generations and Building Community began in 2011 when the board of directors examined the impact of an aging Baby Boomer generation on the senior center and the community, especially since national studies indicate exponential growth in the need for services in the next 15 years. At the same time, Rideout said, the center was maxing out its space and the board wanted to continue to meet the needs of the current generation. Two Wyoming Business Council planning grants and a successful capital campaign laid the foundation for the project currently underway. Highlights of the campaign include additional space for activities; a new building for Day Break, a program that allows caregivers to take a break while the center cares for their loved ones; an expanded transportation program for the entire community; a hangout hub with coffee bar and wi-fi access; and a renovated kitchen and dining room that will enable the center to serve more meals — both at the center and in the Home Delivered Meals program, which saw a 24 percent increase in 2016. Renovating the kitchen and dining area will allow the center to offer expanded meal hours and a variety of meal options rather than one meal in a limited timeframe. This is expected to be more appealing to Baby Boomers who don’t follow strict schedules or may still work part-time and only stop in a few times a week. “We want this place to be ageless in its feel and design,” Rideout said. “We’d really love people of all ages to come in here.” Numerous studies have shown that getting older people involved in community based services that promote independence has significant health and economic benefits. Marilyn Siegel, a regular at the Sheridan Senior Center, believes that to be true. Siegel has been a widow for 18 years. She started going to the Senior Center a year ago to meet with friends, enjoy a healthy meal and go on outings. Her efforts to connect have paid off more than she expected; she met a nice man named Harold Huber and they’ve been enjoying dating. Siegel works part-time as an associate broker and can’t go to the center every day, but she would recommend it to anyone. “Socializing is very important, especially when you’re alone,” Siegel said. “You could just dry up if you didn’t get out and do things.”

CELEBRATING GENERATIONS AND BUILDING COMMUNITY Above: Construction of the expansion project continues at the Sheridan Senior Center.

The Sheridan Senior Center is close to completing a threephase expansion and renovation project to increase its capacity and re-vamp the way it delivers services in order to meet the needs of current and future generations.

Phase 1 — Expand

• more space for classes and activities • a new building for the center’s Day Break program, a service that allows caregivers to take much needed breaks while their loved ones are in a safe, home-like environment that encourages fun and independence • expanded Transportation Center to facilitate growth for Goose Creek Transit, the center’s transportation program that offers on-call services and scheduled routes for the entire community • additional space for the Help at Home program, which has seen exponential growth

Phase 2 — Renovate

• will touch every part of the current facility • updates to the look and feel of the Senior Center • updates to delivery of services, including expanded meal hours and options • renovated lobby to create a “hangout hub” complete with coffee bar, wi-fi access and comfy couches • overhauled classroom and activity space on the west side of the building • expanded and updated kitchen and dining room for increased meal service at the center and in the Home Delivered Meals program

Phase 3 — Invest

• build an endowment to keep the Senior Center as self-sustaining as possible

New North Main interchange to enhance business, recreation opportunities By Hannah Sheely

Sheridan meant business — literally and figuratively — when it sought to improve its north entrance off Interstate 90. A Wyoming Department of Transportation project currently underway to make the North Main interchange safer for drivers will also enhance business and recreation opportunities for the community. The interchange itself, which will be moved approximately 1 mile north and altered to include safer diamond-shaped ramps, will feature decorative rock, railings, archways and lighting, city Public Works Director Nic Bateson said. It is one of the largest infrastructure improvement projects in WYDOT history. “This interchange is one of the first gateways coming from the

58

I

C OMMUNI TY G UI DE & CHA M B ER M EM B ER D I R ECTOR Y

north entering into Wyoming,” Bateson said. “It is making a statement to people that are coming into Wyoming, and I think it represents us well.” More than classy archways and lighting — and the new water and sewer utilities the city will install during construction — the new North Main interchange has put several of Sheridan’s priorities front and center, due in great part to public input sought throughout the design process, Bateson said. First, moving the interchange further north opened a lot of land. What citizens wanted most for that green space was to keep it. That wish came true in December 2016 when the North Gateway Park — 31 acres of prime wildlife habitat along Goose Creek — was permanently protected through a conservation easement. Purchase of the property and easement for the public park was made possible through an innovative public-private partnership between the Sheridan Community Land Trust, The Nature Conservancy in Wyoming, the Homer and Mildred Scott Foundation, the Foundation for Community Vitality, the city of Sheridan and several other organizations and individuals. The North Gateway Park will feature several miles of pathways that will connect to existing paths in nearby North Park and the rest of the city. Stream restoration and other environmental enhancements are also planned for the natural area. “The new interchange is an opportunity to showcase the community,” city Planning Director Robert Briggs said. The North Gateway Park will be key since outdoor recreation is vital to Sheridan’s identity, but the new interchange will also enhance sports, education and business opportunities for the area. “Public capital projects are an investment in the community,”

Briggs said. “They show a care and concern for the community, and that opens the door for private investment. That’s really what we’re hoping to see.” Private investment will take several forms. Plans are already underway for the Doubleday Sports Complex, a 45-acre parcel of land donated by Neltje for development of soccer and baseball fields with seating, concession and restroom facilities. Since the area features project-ready land with all needed infrastructure — utilities, power, fiber optics and more — the city expects to see development of new businesses, Briggs said. The location of the new interchange also provides greater accessibility to the Sheridan Hi-Tech Business Park, which is geared toward developing data centers and custom manufacturing businesses. Sheridan is considered a prime location for technological industry due to its climate and access to power. Private investment will also mean revitalization for existing businesses in the area. Briggs said the city will work with the North Main Association to continue beautification and business development efforts already underway.

Bateson noted that development in the area has already boosted the local economy through job creation, work for local contractors and trickle-down effects felt by increased use of hotels, restaurants and other businesses. This is expected to increase through the project’s 2019

completion date and continued business development. In anticipation of business growth and subsequent residential growth, Sheridan County School District 2 has also acquired property for a new school site in north Sheridan. This graphic from the Wyoming Department of Transportation shows the projected layout for the new North Main interchange, as well as the schedule for project phasing.
