The UT System Board of Regents approved preliminary plans for the special events center late Thursday morning. The center, which would be located between Pecan and Center streets and south of West Second Street, is intended to host events like graduation ceremonies, convocations and athletic events.

The university is scheduled to begin construction on a $73 million special events center within a year. The UT System Board of Regents approved the center’s con-

struction Thursday morning, making the university’s goal of more than 20 years one step closer to reality. “Time is of the essence, and we will now move quickly as possible,” President James Spaniolo said.

The center is scheduled for completion in 2012. The final blueprints will be done in the next 10-12 months, with the ground breaking following. The center will be located between Pecan and Center streets and south of West Second Street.

“This is arguably one of the most anticipated projects in recent university history and represents a dream-come-true for so many people in our university community,” President James SEC continues on page 3

According to the agenda, the facility’s estimated $73 million cost would be paid with $35 million from area university funds, $10 million from private donations and $28 million in revenue bonds from the UT System Office of Finance.

But then again, it’s going to benefit all our sports programs.” Carlon said the events center would be a great junction to unify the university and Arlington community. He said he hopes local high schools take advantage of the center’s functionality for graduation ceremonies.

Also in the preliminary stages for the women’s basketball team is a roundrobin style of games in which Metroplex university teams and UTA would play each other at one of the area’s facilities every year. The idea is that the Metroplex games would be a precursor for the men’s teams to do the same, Carlon said. stephen peters sports-editor.shorthorn@uta.edu

What kind of impact do you think a neW center Would have on the school? “There’s already a sense of pride in the new branding and everything that we’ve been doing the past four or five years, but the special events center is just going to be another place for students to really take pride in their university and then also to cheer on their athletic teams and go to some really awesome venues.” Travis Boren, Student Congress president

Spaniolo said in a letter to the university community. FUNCTION The building will not only be used for special events like convocations, but also athletic events like basketball and volleyball games. Texas Hall currently houses such events, but after the center’s completion, it will be used for smaller events. “This events center will give our premier basketball teams a true home court and invigorate our campus spirit,” Spaniolo said. The men’s basketball team visited the NCAA Tournament for the first time in 2008, and the women’s team went in 2004 and 2006. The wheelchair basketball team has won 7 national championships. Mayor Pro Tem Lana Wolff said the events center could provide a gathering place for students and local residents. “I’m thrilled that it can be a companion piece to the Center Street improvement. That’s what we see as the core of downtown,” she said. “I think eventually, as the downtown starts to grow, there will be opportunity for shared parking and development along the areas to the east and the north. It’ll be a catalyst and spur new investment from the private sector.” The city has been working on making a “college town” atmosphere for downtown Arlington, trying to bring unique businesses to the area that students are interested in, like Fuzzy’s Taco Shop. Some of the construction on improving Center Street enhances that goal, as was building the Levitt Pavilion on Abram Street.

City, Tyson has authored 11 books. His latest, The Pluto Files: The Rise and Fall of America’s Favorite Planet, was released in January. “Tyson has a natural way of explaining things in very simple terms,” said Seth Ressl, Greek Life and University Events director. “He’s a great, informative speaker.” The Maverick Speakers Series is sponsored by the Office of the President and the EXCEL office. Ressl said last year’s speakers, who included political analyst Juan Williams and Pulitzer Prize winning author Thomas Friedman, was very successful, and this

Trey Yelverton, deputy city manager for economic development, said the city plans to use it for midsize venues expecting between 5,000 and 10,000 attendees. “When you take a look at the type of venues that are in town, this gives us a midsize that’s available where users can have a small concert or some kind of trades show opportunity if that works for them,” he said. Yelverton said the center could tie the town to the college by providing a place for people to go. FUNDING The approximately $73 million facility will be paid for with $35 million from area university funds, $10 million from private donations and $28 million in revenue bonds from the UT System Office of Finance. Spaniolo said the university will working on achieving the donations but don’t have any now. “We have a number of people who we want to talk with,” he said. The “local university funds” is unspent money the university has left over. At the end of 2004, Student Congress passed a resolution setting up a fee for “operating expenses for the center,” but that will not be used until the completion of the building. parKING The university is working on plans to build a parking garage north of the center to avoid parking problems, because the location will replace a parking lot. The garage will be finished before the center. Close to the site is a 7-Eleven gas station, but there are no plans to demolish it to make room. “At the end of the day, we’re making sure we’ll min-

for an editorial on the special events center, see page 6 imize the impact that construction has on parking for the campus,” Spaniolo said. lOCaTION Yelverton said the good news was not just the center’s approval but also the campus’ site selection. “The fact that a facility of this nature will be on a defining campus edge, and that that campus edge will be matching up to where the city is making compatible investments, it just means that both the city and the university are leveraging up the university’s resources,” he said. “We’re improving our downtown urban design, creating a density of activities and hopefully it builds an area downtown — a college town.” Wolff said the university’s location changed multiple times but said she is thrilled with where it ended up. “I’m pleased that it’s on what I call the downtown side of campus,” she said. “For a long time we visualized it on the northwest corner and that didn’t end up working out. I think for a long time UTA identified that Cooper and Mitchell side and we thought, ‘If that’s what it has to be, but let’s don’t give up.’ ” Spaniolo said the facility’s location was chosen partly because it is within walking distance of four residence halls. “We talked with the city about where to locate the special events center,” Spaniolo said. “They’re enthusiastic about the location. I believe it’s the ideal location.” BRyan BasTIBle and saRah luTz news-editor.shorthorn@uta.edu

University Police puts an end to paper file keeping Department selects software to manage documents electronically. By Jason Joyce Contributor to The Shorthorn

University Police are now untethered from writing reports at the station because a new records-management system from Missouri-based Information Technologies, Inc. was implemented Feb 5. The change marks a big step in moving the department

away from paper records, Capt. Mike McCord said. Now, officers can file reports from their squad cars. “We’ve always had an electronic system,” he said. “But the process had not involved the patrol officers until now.” Simplifying things for patrol officers is only part of the benefits offered by the new system, he said. For detectives working in the department’s Criminal Investigation Division, the software offers a central source

for reports and files associated with an investigation. “Before, CID was using all paper records,” he said. “There were cabinets full of paper and desks full of paper. Now, it’s much easier to find records for a particular case.” The software has a significant impact on the department’s paper consumption, McCord said. “The system is going to drastically cut down the amount of paperless continues on page 4

Obama pushes Congress to vote on stimulus legislation

EULESS — Officials cleared out a suburban Fort Worth elementary school briefly Thursday after a student brought a dummy hand grenade for show and tell. Euless police Lt. John Williams says the student walked into his classroom at Oakwood Terrace Elementary School with the object about 9 a.m. Thursday. The teacher took the object, placed it on a desk and notified the principal. The school was evacuated until police arrived and inspected the object. Williams says that although the fake grenade still had a pin, it had a hole at the bottom and was empty.

eAST PeoriA, ill. — President Barack obama on Thursday rallied for bipartisan support for his economic plan, but his pitch was overshadowed by the stunning defection of a republican he chose for his Cabinet. At the site of a company reeling with layoffs, obama touted the $790 billion stimulus plan that is

nearing votes in the House and Senate. if all stays on the course, the package of spending programs and tax relief will soon become law with obama’s signature. The final details were being hashed out in Washington as obama spoke in east Peoria at a Caterpillar inc. plant, where he tried to keep the focus on better days ahead. “it is time for Congress to

act, and i hope they act in a bipartisan fashion,” obama said of the legislation, which drew little republican support in the Senate and none in the House. “But no matter how they act, when they do, when they finally pass our plan, i believe it will be a major step forward on our path to economic recovery,” obama said. At the same time, the

news was breaking in Washington that republican Sen. Judd Gregg of New Hampshire abruptly withdrew his nomination to be obama’s commerce secretary. in explaining his unexpected decision, Gregg cited “irresolvable conflicts” with obama’s handling of the economic stimulus and the 2010 census. it wasn’t a “good fit,” Gregg told reporters.

Still on site in east Peoria, White House press secretary robert Gibbs issued a statement saying Gregg has said earlier he would “support, embrace and move forward with the president’s agenda.” Gibbs said the administration regretted Gregg’s “change of heart.” obama made no mention of the Gregg matter in his brief comments.

KNoXVille, Tenn. — it could cost as much as $825 million to clean up a river and a rural neighborhood after a massive spill of coal ash sludge from a Tennessee Valley Authority power plant, the utility’s chief executive said Thursday. President and Ceo Tom Kilgore told the TVA board of directors that the nation’s

largest public utility had already spent $31 million on the work from december through the end of January. it was the first board meeting since 1.1 billion gallons of coal ash sludge broke out of a containment pond dec. 22, flooding homes and pouring into a river inlet near the Kingston Fossil Plant, about 40 miles west of Knoxville. No one was hurt, but 300 acres

were covered with up to 9 feet of grayish muck. Kilgore revealed for the first time the estimated cost of cleaning up the spill was between $525 million and $825 million, depending upon “a number of things we don’t know yet.” Kilgore said those unknowns included the number of times the coal waste will have to be moved and how fast dredging the emory river

paper we utilize,” he said. “We expect paper usage to decrease by around 90 percent. So not only is the software going to allow officers to maintain a presence, it’s environmentally friendly.” The process of changing to a new records system began several years ago, when he started evaluating different products and comparing features of individual software product to other offerings,

McCord said. eventually, iTi’s record management product found its way to the top of the list because it had features at a price the others couldn’t match, he said. The selection wasn’t much of a surprise, said Tim Goodpasture, iTi’s regional sales manager. “What we offer that our competitors don’t is a lot of our people have law enforcement experience,” he said. “it helps because we can talk with law enforcement agencies and understand what they need the software to do.”

For instance, unlike other products, iTi’s software looks and works exactly the same for those using the software on desktop computers and officers who are working from mobile terminals while on patrol, he said. “it’s an advantage for the departments because they only have to be trained once,” he said. “What an officer sees at the station is exactly what he sees in the car.”

spirits as the audience sang along with the music to each performance, at some points standing up from their seats to dance. As the teams performed, the crowd kept them motivated, like they were cheering on a sports team. “The omegas are real explosive, the Alphas are real cool and the Kappas are so clean,” Woods said. The Primetime Steppers went home with first place and $1,000, while delta Sigma Theta took home second place and Kappa Alpha Psi third. Nothing at the show was ordinary, even the introduction of the night’s hosts was over the top, as hosts Tim Brown and Keith Howe and their respective fraternities gave a short performance. Brown made his way down the walkway to the stage, gently serenading girls on his way only to rip off his Justin Timberlake outfit for a ripped-offsleeve T-shirt and camouflage pants and busted a move with his brothers. The hosts poked fun at each other and the audi-

can be done. Kilgore’s estimate does not include potential costs from several class-action lawsuits that have been filed on residents’ behalf or possible environmental fines. TVA Chairman Bill Sansom said last month the self-financing federal corporation would not seek help from Washington and that the cost would likely be

borne by ratepayers. The utility will look at what is covered by insurance and then consider options, such as tapping a fund set aside for closing ash ponds, borrowing money or long-term bond financing. All would be “with the idea to minimize the impact on rates,” said TVA director dennis Bottorff, chairman of the Finance and rates Committee.

Music from the ’80s to the present was played, and everyone seemed to have dances for each song. each fraternity and sorority performed their steps like a secret handshake or gesture. “All the Greeks come out with their best steps and routines,” said esther Mack, Brazos House residence director. The ground floor was packed with alumni, nonstudents and other Greeks, who, like accounting senior Alan Garcia, came out for the Homecoming event. “i’m part of Greek life and we’re not here to perform tonight, but we’re here to support the other organizations,” he said. “our cousins are performing — that’s what we call them.” Brown made sure to give a shout-out to each group that was there. The alumni had a time to their own moves. dJ Blue said they danced their hearts out. “You’re never to old to move like that,” he said. Stepping wasn’t the only part of the performances — some groups

danced and used theatrics, dialogue and even video to tell their story. The Primetime Steppers used those elements to tell their version of Toy Story, as each was a different version of a Ken doll that was never sold. They even had an Asian Ken and a Carlton Ken who did the dance made famous by “The Fresh Prince of Bel-Air.” The ladies went wild, screaming and shouting as the Ken impersonators thrust their hips first against the floor, then up in the air and lastly in the air with one leg. other themes include Sigma Gamma rho’s “CSi”, Kappa Alpha Psi’s “Twilight Zone” and even a “Happy days” motif by delta Sigma Theta. robert-Thomas Jones, Greek life program coordinator, said this year’s show would bring the annual Homecoming Step Show to a whole new level, and if that statement was judged by an applause-ometer, the crowd would agree with him. “This was the best step show i’ve seen at UTA,” Brown said. The Biology Department celebrated Charles Darwin’s 200th birthday, and the 150th anniversary of the publishing of his book The Origin of Species, on Thursday by sponsoring the day-long event “Darwin Day.” The event included lectures, a discussion and a vendor fair in Nedderman Hall. The fair had 13 scientific vendors, like VWR International. There was also a session of short talks and panel discussions about the state of evolution education in Texas. Biology assistant professor Ellen Pritham was in charge of setting up the event. She said she was very pleased the event turned out so well. “I’m so glad everyone took the opportunity to celebrate achievements and to learn of evolution and the progress made,” she said. “This event allows people from the area to talk evolution and its importance.” Many science and nonscience majors attended the event. “I like the direct face-to-face interaction of them being here to help us with questions instead of calling or setting up appointments,” biology senior Jyotiska Chaudhuri said. The Freethinkers of UTA set up an informational table about their organization for interested students. “I’m glad to see UTA embracing Darwin Day,” said Becky

The College of Engineering and the Joint Council of Engineering Organizations is presenting a series of events for Engineers Week to showcase creative departmental accomplishments and student organization activities. Engineers Week has been nationally celebrated and recognized since 1951, and aims to educate the engineering community and highlight the contributions engineers make on a daily basis. Events begin Monday and continue through Feb. 20. They include a cookout, Mr. and Ms. Engineer crowning, Career Fair, a mixer and talk, Faculty Research Showcase and a scavenger hunt. The events are free and engineering students, faculty, staff, alumni, and campus community interested in learning about engineering are welcome to participate, Jamila Phillips, 2009 Engineers Week chair, said. The week is a great opportunity for people not associated with engineering to look past the “hard classes” of math and science, Phillips said. She said it’s also a chance for engineering students to see what other disciplines of

celebrating Each Bond Singles Awareness Day offers people a Valentine alternative By taiBa shEErin ahmad Contributor to The Shorthorn

Biology sophomore Kayla Marie Sonnier is really excited about her weekend. She will clean, decorate and bake cookies, cupcakes and brownies. Not for her boyfriend. “I don’t have just one Valentine. I have eight,” she said. “I think Valentine’s Day is not only for romantic relationships but also for any important relationships.” Valentine’s Day is Saturday, and people traditionally plan ways to impress a love interest. Others, such as Sonnier are happy with their single

status. Singles Awareness Day, according to www.urbandictionary.com, is a day when people can sit around the house in a robe, watch The Notebook, eat a lot of chocolate and wonder why they’re single. They go out, have fun, exchange gifts and celebrate with their single friends or alone. “We’re planning to go out for dinner, and we don’t need guys,” engineering sophomore Yeri Olengue said. “I might even get myself a big teddy bear and a pair of earrings.” Engineering senior Jigyasha Batu said that given the current economic situation,

she thinks college students can always make their own gifts to give to others. “Sometimes things made at home have a greater impact than things bought,” she said. College students on a budget don’t really need to follow the formulaic “money spending” strategy, she said. Students don’t have to spend a lot of money to have a good time. Brian Huff, Automation and Robotics associate professor, said retailers are not only trying to persuade people to buy gifts for their dates, but now even target singles. “There is a great commercial impact,” he said.

He said the concept of Valentine’s Day is very much packaged with box candies, champagne and flowers. “Maybe we are losing the true spirit with this,” Huff said. The National Singles’ Awareness Week is celebrated during the week of Valentine’s Day. It’s celebrated Feb. 13, 14 or 15. “This is a great effort to say you can celebrate other relationships,” Huff said. “Whether with your friends or even yourself.” By taiBa shEErin ahmad news-editor.shorthorn@uta.edu

engineering are doing. “Sometimes you get so bogged down in your own classes, you don’t have time to find out about the cool research going on in other engineering majors,” Phillips said. “Engineers don’t get a lot of credit sometimes for their accomplishments. Many people think that the wonderful electronics and nicely paved highways we have these days just appear.” The Mr. and Ms. Engineer crowning will occur after the dean’s introduction on Monday. Mr. Engineer candidates are electrical engineering graduate student Gaurov Narayanaswamy, electrical engineering graduate student Kanchan Puri and mechanical engineering sophomore Omar Rosales. Ms. Engineer candidates are mechanical engineering junior Onyekachi Amajor, aerospace engineering junior Jenny Keller, electrical engineering graduate student Samithi Rajkalvdind and mechanical engineering graduate student Samjhana Shrestha. The candidates are selected by engineering faculty and student votes. “I’m very excited and confident,” Narayanaswamy said. “I think I could win because my friends have been supporting me and voted.” Puri said he is also confident. “It’s a fun activity about

Still, 30 companies are attending. “Fewer companies are hiring engineers at the moment,” Phillips said. “And who knows how the economy will be like in May.”

In all the excitement around the new special events center, there just so happens to be a basketball game on Saturday afternoon. A big reason behind the new SEC is the men’s basketball team, and it faces UTSA at 2 p.m. Saturday at Texas Hall. It is the Homecoming game for UTA as the Mavs (12-10, 5-4), who look to avenge last year’s Homecoming loss. McNeese State came to the Hall last year and won 74-69. Both teams enter winners of their last two games. UTA (12-10, 5-4) has won by 19 points the last two times out after dropping three straight. Junior forward Tommy Moffitt averaged 15 points and seven and a half rebounds in the last two Maverick victories. For the Roadrunners (15-7, 6-3), Morris Smith IV has averaged 17 points in his last two games, shooting 60 percent during that stretch. Earlier this season, UTA got the best of the Roadrunners (15-7, 6-3) 100-97 in double-overtime Jan. 17 in San Antonio. That game featured five UTA players scoring 19 points or more. Junior guard Marquez Haynes led the diverse scoring

attack with 20 points on the night. No team led by more than eight points in the contests, as the teams played to 16 ties and 19 lead changes. UTSA senior forward Travis Gabbidon scored 23 in the loss, and sophomore guard Devin Gibson, after being held scoreless in the first half, scored 21 in the second half and overtime periods. Saturday’s meeting marks the 57th meeting between the two schools. UTSA holds a 31-25 series advantage over the Mavs. In games played at Texas Hall, UTA is 15-12 all-time against the ‘Runners. UTSA is 6-5 on the road this season and 3-1 away from the Convention Center in San Antonio in conference play. The Mavs are 6-1 at home this year, their only loss coming at the hands of Texas State two weeks ago. As with every year since basketball has become the Homecoming sport, Homecoming queen and king will be announced during halftime. Also during halftime, President James Spaniolo will answer questions during The Range’s broadcasts about the new special events center and other UTA sporting news.
