Citizen of the Quarter Paints a Model of Civics By Christina Reed The Hired Pen “Ask not what your country can do for you; ask what you can do for your country”-- John F. Kennedy Bishop, CA—A lesson in civics can take many shapes. In its essence, civics is community engagement, and volunteerism for the betterment of our country. However, a dictionary definition of civics can also mean the study or science of the privileges and obligations of citizens. Civic responsibilities also include jury duty, voting, choosing leaders, and volunteering. Patrick Powell, a long-time resident of Round Valley, with his wife, Dara, adds a face to civic duties, and some of the things that model American values, like painting a Boy Scout building in downtown Bishop, with other volunteers. A much-needed project, and a demonstration of what citizens can do for public life. And, some say citizenship means being a creative,productive, caring, and contributing member of the community, and thus a democratic society. For his efforts, Powell was recognized by the City of Bishop with the Quarterly Citizen award, on September 11, 2017. Nom-

inated by City of Bishop Council member Jim Ellis, Powell “exemplified what it means” to be as asset to the community. Ellis notes it “was truly an honor to nominate” Powell. “In the summer of 2016, Pat undertook the repainting, and much needed repair of the Boy Scout Building on West Line St. Pat and a small dedicated crew spent many hot summer hours sanding, replacing wood, patching cracks, fixing electrical problems, and scraping off years of High Sierra weathered paint,” the City Council minutes read. “He repainted the entire building and gave the old building many more years of useful life. This sacrifice of one's time and abilities once again serves as an example of what one person or group can do to enhance a community and teach future generations of civic responsibility.” Council member Ellis' written statement about Powell concludes with, “Pat has been an active member of the community and his patriotism, respect for others, giving without need for recognition, and his passion for making Bishop a better place...all qualities that truly exemplify what it means to be a citizen of Bishop.” Ellis explains the council members will rotate the nominations of Quarterly Citizen awards moving forward, and it was something for the council members to look forward to in the future.

Bishop tagged fish contest Fall is a favorite time of year for Eastern Sierra anglers and thanks to a new tagged fish contest organized by the Bishop Chamber of Commerce & Visitors Bureau, this year is going to be better than ever! The Bishop Chamber has arranged for 1200# of beautiful rainbows to be delivered by Desert Springs Trout Farm in Oregon. Several of the fish have been tagged for the contest and let loose in Sabrina, South Lake, Intake II, Bishop Creek and Pleasant Valley Reservoir. According to Tawni Thomson of the Bishop Chamber, the contest is straight forward and free to enter. “If you’re lucky enough to catch a fish with a tag that says “WINNER. BISHOP CHAMBER OF COMMERCE” between October 1st and November 15th, just remove the tag and bring it to the Chamber of Commerce to collect $100.” The new fall Bishop area tagged fish contest is sponsored in part by Inyo County’s CPSP grant program. There may be billions of people populating the earth right now, and billions more that have gone before you, but you are one of a kind, and unique. For centuries mankind has sought out those that stand out in a positive way, and attempted to emulate them. Some cultures try to restrict diversity, or ethnic purity to insure stability of their community, however; attempting control of behavior by restricting the individual identity of its population has never worked for long, because of the underlying need for self expression. Even though there are many individuals in your life, your fingerprints are all over them. You are the only actor in the scenario you have caused to unfold. If there are things happening, in your life, you don’t like; I don’t have to tell you who is to blame. I’ll give you a hint. It ain’t God. Likewise, you can give yourself a pat on the back for the things going well. Your participation in your life is totally up to you. Rather than stepping up to the plate, and taking charge of their life, people join up with organizations that will make all the decisions for them by imposing rules of behavior on them. There are plenty of people to help us on the way to a better life, but nobody can do it for you. If you desire to begin a program to improve your situation, it can be a very rewarding challenge. If you resist change it can be difficult, but if you are open to experience the newness of life, make the commitment and get going. After all, all it takes is a change of mind. The Universe is for you. Everything you need is available, right now. The first thing needed in order for any therapeutic method to be successful is a change of mind. You cannot expect different results doing the same thing you have always. That is the definition of insanity. Once you begin and you continue with your resolve, everything will fall into place. My teacher used to say, “All the way to Heaven is Heaven.” God is Love and Loving You Right Now!

MORE CARNAGE I talked to another bow hunter from San Diego that hunted the Little Pine area. He didn't see a buck or the dead bull elk: but, he did see a few deer skeletons laying around. He did see the two dead mountain sheep rams and he did see the four mountain lions. We know what happened to the condors by the information left to us by Charlie Tant; but, we don't know how many million dollars they spend a year to try and save the California condor. We don't know how many millions they spend every year trying to save the mountain sheep, a truly endangered species. I have heard that they spend 8 million dollars trying to save the sage hen, while at the same time protect predators that prey on the sage hen night and day. We do know they spend 30 million dollars a year protecting the mountain lion. One only has to spend some time in our mountains and foothills to see what is happening to our wildlife. Folks, it is a one way street. You will see the day when you will have to take your children to a zoo to see the wildlife that fed our pioneers, fed our parents through the Depression and generated millions of dollars for the counties and state. If we don't start controlling the predators they may as well take the millions of dollars they are spending and throw it into the wind and abolish the Fish and Wildlife program. I talk to sportsmen and business men everyday and many of them believe that this is being done purposely so they can stop hunting in California all together. If this is the bottom line they couldn't be doing better job of it. The key to wildlife management as anyone who has ever raised anything. Livestock, chickens, vegetables or roses you must control the predators. If you don't control the aphids you'll never smell the roses.
