Inyo County, CA—Inyo County’s redistricting in 2021, called “Together We Draw the Lines,” changed the county’s supervisorial districts. Based on roughly 3,792 people per district (out of a total county population of 18,963), each of the county’s five districts shifted the areas each supervisor currently represents. Each of the districts underwent changes in population, and this shifted district lines; in some cases, quite a change occurred, and many residents might be surprised to find that they aren’t in a district they historically have been represented in for decades. District #1, lost 2.85 % of its population (about 108 people); District #2 gained 50 people for a increase in population of 1.32 %; District #3 had a population gain of 123 people or an increase of 3.24%; District #4 lost 216 people for a loss in population of 5.70%, and District #5 increased its population by 154 people or a gain of 4.06%. Overall, Inyo County’s population decreased by 9.76% since the last census. For the first time, District #4 stretchs all

the way to the northern boundary of Inyo County, but doesn’t include the historic county seat of Independence. And, communities more than 50 miles from their current supervisor, might not realize this large change in their district’s representation. Current County Supervisors: District #1 is Dan Totheroh; District #2 is Jeff Griffiths; District #3 is Rick Pucci; District #4 is Jennifer Roeser, and District #5 is Matt Kingsley. It is worth noting several important changes in the county’s supervisorial representation: District#4 now represents the communities of Round Valley (residents with addresses west of US Highway 395) and District #1 now includes communities (residents with addresses east of US Highway 395) that were previously a part of District #1 and District #2, including the Eastern Sierra Regional Airport. District #1 now includes the communities and areas of: the airport, Laws, Poleta, Ru-

District #1 Candidates Field Questions at Candidates’ Town Hall at VFW Post #8988 Three supervisorial candidates for District #1 met on April 11, 2022 for a Candidates’ Town Hall at the Veterans of Foreign Wars (VFW) Post #8988, Bishop, CA, and Jeff Gabriel, Trina Orrill, and Carl Hoelscher fielded questions for two hours about their leadership style, vaccination mandates, and many questions about veterans and veteran-related issues. Joshua Nicholson was the emcee / moderator for the event at the VFW Post #8988 event. What follows is a short write-up about the Town Hall District #1 Candidates’ forum. Jeff Gabriel is the executive director of the Eastern Sierra Interpretive Associaton (ESIA), and said his platform is based on serving his constituents. He said he was committed to helping find additional staffing for the Veterans Services Office (VSO) in Inyo County, and noted that grants and other funding sources could facilitate creating this additional assistance. He was not in favor of vaccination mandates or lockdowns (Covid-related), but added, “if it saved lives,” then, “Yes.” Water rights and supporting ranchers and farmers was important. “Our country was founded on farming.” His public safety focus pointed to speeding down Main Street, and working with other agencies to reduce safety issues. His leadership style centered on a sports’ analogy, and he said, “We’re all in it together,” and he emphasized working collaboratively on issues. He also noted that he took “the oath of office” seriously, and noted that while the “majority rules”, there is the need for being “respectful of the views of the minority. A balance.” He advocated for “protecting resources,” especially those areas being overused by the public, by “managing properly,” and education. He recognized the value in the partnerships with the Town of Mammoth Lakes and Mammoth Mountain in helping subsidize air service, and was also supportive of the new Business Resource Center (Bishop, CA). Gabriel noted he “represented constituents,” and wouldn’t let “personal values” conflict with his constituents. Trina Orrill is a small business owner, and she was on the Bishop School District’s Board of Trustees for 12 years. She advocated for a countywide approach to providing available fiscal accountability, affordable housing, and community based input on needs. She said veterans’ needs should be “prioritized,” and “thoroughly look at services [veterAcross ans] and align equally with representation.” She was in favor of adding additional staffing to the VSO. She doesn’t agree with pandemic lockdowns, and said, “Mandates are a danBicycle forShetwo 1their gerous slope.” She added, she “trusts people to make up own minds.” wanted to make sure that the county was using avenues to gain subsidies and grants for supporting Legaland wanted to be “pro3 streets,” ranchers and agriculture. He was “vehemently opposed” to Covid mandates and lockdowns, was for “right of choice.” He was in favor “adequate water for farmers 22 ofRecess and ranchers.” His leadership style, he said, “Personally, I feel everyone has a position.
