Inyo County, CA—Inyo County’s redistricting in 2021, called “Together We Draw the Lines,” changed the county’s supervisorial districts. Based on roughly 3,792 people per district (out of a total county population of 18,963), each of the county’s five districts shifted the areas each supervisor currently represents. Each of the districts underwent changes in population, and this shifted district lines; in some cases, quite a change occurred, and many residents might be surprised to find that they aren’t in a district they historically have been represented in for decades. Current County Supervisors: District #1 is Dan Totheroh; District #2 is Jeff Griffiths; District #3 is Rick Pucci; District #4 is Jennifer Roeser, and District #5 is Matt Kingsley. Inyo County’s District # 3 extends from US Highway 395 (North Sierra Highway) on the north, to Brockman Lane on the west, to Sunland Drive on the east, to just south of Schober Lane for the southern end of the distict. District # 3 encompasses all of the Bishop Paiute Tribe Reservation, which is “a sovereign tribal nation governed by an elected council,” according to the Bishop Paiute Tribe. The reservation was established in 1912. The reservation is a federally recognized tribal nation with 877 acres (downsized by President Hoover in 1932 from 67,000 acres; to facilitate the City of Los Angeles’ water diverting from Bishop to LA County without a right-of-way negotiation with the Paiute tribe), and about 1,441 tribal members reside here.

District # 3 is unusual in Inyo County. It has a sovereign nation’s tribal council, the City of Bishop has a city council (the City of Bishop is Inyo County’s only incorporated city), and Inyo County has a supervisorial district’s voting electorate. This means a tri-fold collaborative governing system, with 15 governing / representatives taking interests in this particular region within Inyo County, and it represents a diverse set of governing principles. VFW Post #8988 Hosts Candidates’ Town Hall The Veterans of Foreign War (VFW) Post #8988 hosted its third town hall candidates’ forum on April 18, 2022, and again the major focus of the questions was veterans. Emcee / moderator Steven Stallings conducted the town hall, and the format was the same as the previous two town halls; predetermined questions, followed by a selected / few questions from the audience. Todd Vogel, Kody Jaeger, David Lent, and Scott Marcellin are running for District’s #3 supervisor, and the following is a short run-down of their town hall event. Todd Vogel is a local business owner, who said he was “passionate about the community.” He is the team lead for Inyo County’s Search and Rescue (SAR), which is directed through the Inyo County Sheriff’s Department. I was born in 1973 in Arcadia, California, but grew up in San Juan Capistrano. I am third of four children. My father was a career Deputy Sheriff with the Los Angeles County Sheriff’s Department for 37 years, retiring at the rank of Commander. My father also served his country by enlisting in the United States Marine Corps out of high school serving in the Korean War. He then spent 33 years in the United Sates Marine Corps Reserve, retiring as a Lieutenant Colonel. My mother was a career nurse who touched countless lives with her caring and nurturing nature. My parents instilled in me the importance of having strong morals, values, and ethics. Most importantly, they taught me to treat others as I would want to be treated. My interest in law enforcement came at an early age watching my father through the years. My uncle and cousin also served in law enforcement as well. After graduating from Sonoma State University in 1997 with a B.A. in Environmental Studies: Conservation and Restoration, I attended the Golden West College Police Academy in Huntington Beach as a self-sponsored recruit in 1998. I graduated number one in academics, as well as top of my class as honor recruit in January 1999. The start of my near 24-year career began when I was sworn-in as a Deputy Sheriff by the Sonoma County Sheriff’s Office in February 1999. I have since worked at the San Luis Obispo Sheriff’s Office, the Mono County Sheriff’s Office, the Inyo County Sheriff’s Office, and the Mammoth Lakes Police Department. I have worked a variety of assignments including patrol, field training officer (FTO), Resident Deputy, custody, transportation, honor guard, court security/ bailiff, CSI Detective, hazmat team, internal affairs, boat patrol, Terrorism Liaison Officer, and off highway vehicle patrol. I served as a Corporal for 3.5 years with the Inyo County Sheriff’s Office as a patrol supervisor, jail supervisor, and court security/transportation supervisor. I lateralled to the Mammoth Lakes Police Department as a Sergeant in June 2016, where I am second in command under the Chief of Police. I currently supervise and oversee patrol operations and administrative duties. I was also the law enforcement liaison for the Mammoth Lakes Community Emergency Response Team (CERT) for 5 years, responsible for the management, training, and deployment of our team. I have been a resident of the Eastern Sierra since 2005. I am happily married to my wonderful wife, Lisa, who works as a Probation Officer for Inyo County. Lisa was recently awarded “Probation Officer of the Year” for all of California. I am an active

I began my law enforcement career in 2003 as a Correctional Office with the Inyo County Sheriff’s Department. Over the course of the next few years, I gained a great deal of knowledge regarding inmate supervision and jail operations as it pertains to the State of California Title 15 minimum standards for local detention centers. In 2005, I transferred to Kern County Sheriff’s Department as a Detention Deputy, where I was assigned to Laredo Maximum-Medium facility in Bakersfield, and the Mojave Substation and holding facility. I returned to the Inyo County Sheriff’s Department and promoted to the rank of Deputy Sheriff in early 2006. I attended the Riverside County Sheriff’s Academy at the Ben Clark Training Center. My academy class was the largest academy class in the history of the Ben Clark Training Center which started with 108 recruits. By the end of the first week we had lost 20 recruits and we ultimately graduated with 68 recruits. I graduated third in my class out of 68 which I am proud of. This is important because as a female I was not afforded any special treatment or leniency nor was any portion of the academy revised based on my gender. Upon completion of the academy, I went straight to working patrol. I became a member of the Sexual Assault Response Team (SART) where I assisted the Inyo County Sheriff’s Department investigators and other allied agencies in the investigation and successful prosecution of sexual assault crimes. I am especially proud of my work with the members of the Sexual Assault Response Team to improve the quality of services offered to survivors of sexual assaults. In 2010, I accepted a position at the Inyo County District Attorney’s office as a Criminal Investigator. The reason I choose to work for the Inyo County District Attorney’s Office was to gain more knowledge of the Judicial System as a whole. As a Criminal Investigator I expanded my expertise and become a more versatile law enforcement officer. During my time with the Inyo County District Attorney’s Office I have investigated a variety of criminal cases and assisted attorneys in the successful prosecutions of such cases. I have investigated many cases involving sexual assaults, child abuse and child abductions, Brown Act violations, financial and consumer crimes, public assistance fraud, homicides and suspicious deaths, domestic violence and other violent crimes, elder abuse, narcotic suppression and law enforcement use of force issues. I was the lead investigator in what has been possibly the largest public fraud case in the history of Inyo County, working to secure a conviction and lengthy prison sentence. Perhaps as important as my actual investigative assignments, my duties with the Inyo County District Attorney’s Office include participation in many collaborative partnerships as part of multidisciplinary teams (MDT). These MDT’s include the Sexual Assault Response Team, Domestic Violence Counsel, the Elder and Dependent Adult counsel and the Addiction Task Force. These Multidisciplinary teams consist of personnel from the Inyo County Superior Court, Inyo County Sheriff’s Department, Bishop Police Department, Inyo County Probation, Inyo County Health and Human Services, Northern Inyo Hospital and victim advocacy nonprofit agencies such as Wild Iris and Relief After Violent Encounters (RAVE). The focus of these teams is to combine efforts to provide effective services to individuals in adverse situations. These efforts have proven to be successful in the recovery and rehabilitation of victims and their families as well as criminal offenders. These collaborative units have also taught me the vital importance of collaboration and team work with outside agencies in relation to providing effective and professional law enforcement services to the residents of Inyo County. One example of this collaboration was in 2015, when Inyo County agencies were facing difficulties in partnering with child advocacy centers within close proximity to our area. The lack of child advocacy centers made the investigation and prosecution of child abuse and child sexual assault cases much more difficult. Working with other local resources I was able to craft a solution to non-acute cases by bringing forensic interviewing training to local investigators and social workers. I am now the lead child forensic interviewer for Inyo County and I have implemented protocols that encompassed a team of several agencies to successfully collaborate and minimize trauma to child victims. In 2016 I promoted to the rank of District Attorney Chief Investigator. This position required me to sharpen my managerial skills and broadened my knowledge of personnel and fiscal affairs. I supervise the Inyo County District Attorney’s Office Investigations unit by providing training, direction and guidance to investigators within the District Attorney’s Office, District Attorney Victim Witness unit, as well as staff from the Inyo County Sheriff’s Department and the Bishop Police Department. I am also involved in the Inyo County District Attorney’s office employment hiring process and training programs. I have become the primary advisor to the Elected District Attorney in all affairs pertaining to interactions with allied law enforcement agencies and I have maintained professional relationships with command and managerial personnel at partner agencies. I prepare and assist with budgetary matters. I have an extensive resume, and have worked every facet of law enforcement. The experience I have gained over the last 20 years in my law enforcement career, has prepared me to be Inyo County Sheriff.

continue reading here and mentioned that there were a “suite of solutions” to this issue, and he pointed out the need to look at helping the “unhomed.” He was supportive of getting extra assistance within the Veterans Services’ office, and added that all veterans should be assisted, by finding resources. His leadership style is “diverse,” and depended on the context of the work. “Collaborative,” “diverse points of view,” and “working toward consensus,” were all included in his “pragmatic” approach. He was in favor of individual rights and collective rights when he responded to questions about pandemic shutdowns; he said he would defer to “healthcare expertise,” and he said he wanted to know the information or “trigger that makes them [mandates] come and go away.” He noted he would follow the Constitution, and that he’d already taken an Oath of Office, (team leadership for SAR). He supported helping small businesses, and mentioned the American Leadership Forum (a group he is affiliated with), and getting “leverage” at the Sacramento level of government. He noted the loss of Sterling Heights (Assisted Living Facility closed in 2021) in the county, and the need to help the elderly.

Kody Jaeger is the Bishop Paiute Tribe’s Assistant Tribal Administrator, and a member of the Bishop Paiute Tribe. She felt the businesses “need to build back together,” and has “new ideas” about leadership in the county. “Stronger together” is her platform, with a focus or “three pillars” on the economy, environment, and law enforcement. She would work toward “collaboration for ideas” and solutions to the need for work force housing, and added a “Community Resiliency Grant” was one source for funding solutions. “Tools to make it happen.” She was “absolutely” in favor of more funding for veterans, and again noted grants for this support. She advocated for getting a “grant [writing] person” in the county, to look at “unmet needs in the county.” As a leader, she stated she “talks to employees,” more like a coach, looked at feedback, and said, leaders “were only as good as the employees.” She agreed with taking the “necessary steps for public safety,” when discussing pandemic mandates, and said there were different responses needed for families (citing the higher risks for Native Americans of adverse health with Covid 19). She was not in favor of “infringing on constitutional rights.” She mentioned the newly developed local job centers as a way of supporting business “tools” available in the county. Promoting services and finding needs for the “vulnerable” elders’ community was a “priority” for Jaeger. David Lent is a small business owner, a certified mediator, and a member of the Bishop Paiute Tribe. His platform is “Bridging division by embracing diversity builds community.” He has 45 years of career experience working with federal, state, and local governments. NOTICE IS HEREBY GIVEN that the Bishop Unified School District of Inyo County, California, acting by and through its Governing board, hereinafter referred to as “District”, will receive up to, but not later than, the above-stated time, sealed proposals for the award bid for purchase and installation of playground equipment at Bishop Elementary School. In accordance with the provisions of California Business and professions Code Section 7028.15 and Public contract code Section 3300, the District requires that the contractor possess an Active and Valid contractor’s license . All contractors and sub-contractors must be registered and in good standing with the Department of Industrial Relations. The District reserves the right to reject any or all proposals or to waive any irregularities or informalities in any proposal. The District also reserves the right to alter the scope of the project in order to complete work within the District budget. A payment Bond, Performance Bond, Workers’ Compensation Certificate and Certificate of Insurance will be required prior to execution of the contract. The aforementioned bonds and certificates shall be in the form called for in the contract documents. All workers will be required to pass a DOJ Live Scan background check prior to being on campus. The District has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker need to execute this contract: These rates are on file at the District Office. Copies may be obtained on request. The schedule of per diem wages is based upon a working day of eight (8) hours. The rate for holiday and overtime work shall be at least time and one-half. It shall be mandatory upon the contractor to whom the contract is awarded (Contractor), and upon any subcontractor under him, to pay not less than the said specific rates to all workers employed by them in the execution of the contract. It is Contractor’s responsibility to determine any rate change which may have or will occur during the intervening period between each issuance of written rates by the Director of Industrial Relations.
