Al Fresco in Bishop Sit down for summer outdoor dining By Christina Reed The Hired Pen Bishop, CA—Dining alfresco, or outdoors, is not only trendy these days, it's also one of the only ways people can enjoy dining out, or going to a restaurant. With new ways of operating, many of our local restaurants, normally dining-in only establishments, have taken their menus and atmosphere outdoors. And, people seem to be eating-it-up, dining beside Bishop Creek, like a visit to La Casita Mexican Restaurant and Cantina, currently open in the Elks Park in Bishop, CA, or Astorgas Mexican Restaurant, with shady patio dining and margaritas, or the Paiute Palace Casino's outside dining, with misters and a view of the Sierra and White Mountains. Eating outdoors, al fresco, is an Italian concept, and found favor in the moderate climates of the world, especially in the summer months. However, the actual wording around Al fresco means in the cooler, or going to jail, so it's a term used more by others, like Americans, who have been taking to the sidewalk cafes, outdoor bistros, and patio and garden settings for dining in recent years. The atmosphere is more casual, allows for a greater eating experience, and in these times, it appears to be one of the only ways we can have dinner outside of our homes. The new public health requirements are creating more outdoor dining, and local restaurant businesses are utilizing off-street parking and sidewalk seating. And in sunny California, street-side dining, with colorful umbrellas and canopies have been springing up in many of the smaller communities around the state for a number of years now. Some famous California Al fresco restaurants are the Beachcomber Cafe, Crystal Cove / Newport; Cafe Pinot, LA; Copley's on Palm Canyon, Palm Springs; George's Ocean Terrace, San Diego; Gratitude, Newport Beach; Jake's, Palm Springs; La Brasserie Bistro, La Quinta; Laili, Santa Cruz, and perhaps the best place to movie-star-gaze, The Blvd, Beverly Hills (but, plan on the prices being out-of-this-world too!). Why weren't more folks dining al fresco in our American towns and cities of the past? Well, sitting beside the street eating a leisurely meal just didn't seem to catch on, except when Americans were vacationing in Europe. Being the industrious people Americans per-

ceived themselves to be in the past, this way of dining was looked upon as too flashy, too bohemian, or the patrons just being lazy and loafing about. And, in days-gone-by, there were the unpaved roads, horses and cattle on the streets, dust, dirt, wind, and no air-conditioning!

José Garcia seeks election to Bishop City Council Long-time Bishop resident José Garcia announces his intention to seek election to the Bishop City Council this November. Garcia comes to the race armed with years of community service insight and a passion for leadership representing all Bishop residents. Believing that public service is a responsibility, Garcia said he is willing to contribute his time, education, and leadership experience to the community’s wellbeing. “I am aware of the community’s needs, the resources available, the challenges, and the public concerns that face our community,” he said. “I am committed to maintaining the City’s fiscal sustainability by ensuring a responsible allocation of funds for needed services. I support the City’s economic development by creating an environment that attracts new investors and entrepreneurs to fill our empty commercial buildings. I will also reach out to the state and federal government for funding to promote affordable housing.” Garcia said he will address the needs of and always consider people of all backgrounds, promoting inclusiveness, fairness, equity, and equality for all Bishop residents. Garcia has worked for Northern Inyo Healthcare District for the last 13 years. He is a seven-year veteran member of the City of Bishop Planning Commission. His service to the community began soon after he arrived in Bishop 30 years ago. It started with serving during the annual Christmas dinner organized at the Bishop Senior Center and during the Fourth of July celebrations at the City Park. He also found himself organizing the Latino Village during the annual Millpond Musical Festival then joining the Board of Directors for Inyo Council for the Arts. Recently he became a board member for the Bishop Area Chamber of Commerce. Garcia’s dedication to public service extends to the state-level as well. He has been a board member for the California Healthcare Interpreting Association (CHIA) since 2007. In 2013, he was elected as CHIA’s President and served as President from 2013 to 2018. His service with CHIA continues as he has been serving as Chairman of the Board since 2019. “My commitment is to serve the residents of our great City and contribute to its growth and prosperity,” Garcia said. “I will support public safety. I will encourage and be part of the continued improvements of city planning and economic development while supporting our small businesses. I will support and encourage working with our local and regional partners and government entities throughout the Eastern Sierra.” Garcia said he looks forward further serving the City of Bishop and is open to suggestions from the City’s residents.
