Winter’s Here! 2021 Prepare ahead of time, know the road rules, and slow down!

Eastern Sierra, CA—Winter might officially start next week (December 21), but now is the time to get prepared for the next series of snow storms approaching the Eastern Sierra, and if your vehicle isn’t a four-wheel drive (4 X 4) or all-wheel drive (AWD) car or truck, with snow and mud tires (M + S or M / S), you need to have properly fitting chains to drive on snowy roadways. All vehicles in snow country need to carry one set of chains for the drive wheels, even if you do have a 4 X 4 or all-wheel drive car or truck. Failing to carry your chains or not having any, will result in being turned around at the chain-up areas, where highway patrol checks vehicles. There are law enforcement fines involved for not using chains. And, if chains are used on US 395, or other state roads, chains must be used when driving in the county, towns, and city streets. Chain Requirements R1- means chains, or traction devices on all vehicles not 4 X 4 or AWD with M / S tires. Chains go on the drive axle. R2- Carry chains for one set of drive wheels. R3- Chains required on all vehicles. No exceptions! *If conditions are R3, it is advised you only drive if it is absolutely necessary, such as a life or death emergency, and even then, there’s no guarantee you won’t get caught in a full-on blizzard for days! Make sure you have approved chains for some vehicle brands; special chains are required and you’ll void a warranty if the chains aren’t correct. Practice putting new chains on in dry conditions. When installing chains, pull way off the road, and watch for other vehicles pulling in and out of chain-up areas. If you hire a chain installer, remember they do not work for Caltrans, and you should get their badge number, and a receipt. Don’t forget to tip them. SLOW DOWN! Driving speeds are greatly reduced in chain-up road conditions, and 25 to 30 mph is the speed limit. However, all drivers are advised to remember that the highway patrol considers “the speed limit is what is reasonable and safe based on conditions.” Also remember when driving with chains on to avoid tire spinning, driving on dry pavement, hitting curbs or gutters or potholes, and braking hard, as these types of driving behaviors will damage or break your chains. Studded tires are allowed on California highways between November 1 and April 30, but studded tires are “not in lieu of chains,” when chains are required. On November 24, 2021, during a clear, sunny day before Thanksgiving, a semitruck driving 50 mph in a construction zone, failed to see the stopped traffic, plowed into the back of a travel trailer on US Highway 395, near Olancha, CA, and the result-

ing accident was an 11 vehicle pile-up. Luckily, the fiery accident didn’t result in any deaths, and there were only minor injuries. However, US Highway 395 was backed up in both directions for more than six hours! In winter, this could have been a very chilly wait time, and if you aren’t prepared for such accidents and delays today, you have time to prepare now, before you travel or visit the High Sierra. Modern GPS systems in your vehicles don’t always take you to a safe road to travel in winter conditions. “Road closed” signs aren’t posted on every road / GPS system.... In fact, some times your GPS systems lead you to a dead end road, with no place to turn around in the snow. Always check weather alerts and traffic messages before driving in the winter months in the mountains. If the road says, CLOSED, please turn around and stay away from dangerous conditions. Mark Alan Olsen 1964-2021

Mark was born in Rapid City, South Dakota on January 3, 1964. He passed away on November 3, 2021. He was the oldest of three children born to Ed and Pat Olsen. The family moved from South Dakota, to Lancaster California area where they lived for 13 years. Then in 1978 they moved to Bishop tCalifornia. Mark attended Bishop Union High School, graduating in 1982. Mark went on to attend CSU Chico, graduating with a degree in Criminal Justice. After returning to Bishop he found employment

with the Inyo County Probation Department, where he spent his entire 34 year career. Working in both the juvenile and adult divisions. He was also a former member of the Inyo Narcotics Enforcement Team, and instrumental in the successful implementation of the Inyo County Drug Court Program. He was the Deputy Chief Probation Officer at the time of his passing. Mark loved Bishop, and coaching sports. Mark started coaching the freshman basketball team upon returning to Bishop in 1987. When the varsity team needed a coach Mark happily agreed and loved every minute of it. Mark had 2 sons with Edla Gerard. Carl was born in 1995, and Daniel in 1997. Mark loved coaching his son’s sports teams. He was a tireless father to his two boys and was very active coaching little league and youth basketball for their entire childhood. Passing on his love of sports to them. He attended nearly every game that the boys played, it didn’t matter if it was a home game or away. You could always find Mark in the bleachers as team videographer. Always the proud father he attended several college football games when Carl was playing in Wisconsin. And went to Miami to visit Daniel while he was working there. He enjoyed going to the yearly family reunions that were held in South Dakota. He loved listening to old country music and watching sports on TV, and attending live events whenever possible. He spent many hours and miles on the road going to visit his dad while he was in medical facilities in Southern California. Taking the boys whenever possible. Always the devoted son, he’s been making sure his mom was taken care of since his dads passing. He was preceded in death by his father, Ed. He is survived by his mom, Pat, of Bishop; sons Carl and Daniel, of Bishop; brother Randy and sister in law Randy, children John, Adam and Camille of Sacramento; sister Michelle and children Wyatt, Madison and Dylan of Burbank and several aunts, uncles, and cousins. A Rosary will be held at 6pm on Friday, December 17 and Funeral Mass at Our Lady of Perpetual Help Catholic Church on Saturday, December 18 at 11am, with a luncheon to follow at Calvary Baptist Church at 12:00. In lieu of flowers, the family requests that a donation be made in his memory to the Bishop Union High School Booster Club.
