*This is Part Two of The Sierra Reader’s stories on the Bishop Police Department, and Chief Richard Standridge’s visions for the department, moving forward with the department’s priorities. Read Part One of The Sierra Reader’s stories, dated February 9, on www.issuu.com.

Bishop, CA—As promised weeks ago, Bishop’s Police Chief, Richard Standridge, held the first Town Hall meeting, Bishop City Council Chambers, on February 9. It was a well-attended event, and the Chief outlined some of the department’s priorities, and the meeting went well enough, that Chief Standridge promised to conduct more of the Town Hall meetings in the months to come.

Top on the chief’s discussion list were the nuts and bolts of the city’s military equipment, with the police department. California’s Assembly Bill (AB 41) required the chief to give an accounting of what’s with the department, and how these pieces of equipment are used (currently), if needed, in certain, specific police incidences (“Active shooter scenario”). The department’s possession of the military equipment came after the 1999 Columbine shooting incident, and Chief Standridge explained that prior to this incident, the police didn’t have this type of equipment / resources. Some of the military equipment is used in Mono / Inyo Counties’ incidences, and the equipment is a shared resource with the Sheriff’s Department.

Chief Standridge fielded questions from the audience, and these ranged from the acquisition of a police canine officer, use of less lethal responses, to the number of officers in the department, and the future of the department and the upcoming volunteer programs. Chief Standridge outlined the new Sector Program, which will be implemented within the next few months. Three Sectors of the City of Bishop will be assigned a sergeant and issues within the city can be reported or more information given, at the time of the phone call. Chief Standridge backed up the Sector Program’s tie-in and he gave the crime statistics and explained, this is where the Sector Program can become community-wide and effective.

The Bishop Police Department’s motto is “Committed to Our Community,” and Chief Standridge put that information out during the Town Hall meeting by providing detailed highlights of the department. The dispatch

The Mammoth Lakes Chamber of Commerce 4th of July Parade is taking place on Tuesday, July 4! The parade begins at 11:00am and wraps around 12:30pm. Wear your best patriotic outfits and bring your camp chairs to enjoy the parade of floats as they move through town! Attendance is free and all are invited.

The parade starts at the intersection of Chateau Road and Old Mammoth Road (by Salsa’s Taqueria) and ends at Manzanita Road and Main Street (by A-Frame Fine Wines & Spirits)

officers are busy, very busy, fielding calls from all over the region, and the School Resource Officer, Brady Peek, is very effective with the students. A Youth Program is in the works, along with a Youth Academy (five-week program during the summer), to acquaint students with law enforcement locally.

There are two chaplains on board with the police department, and Chief Standridge outlined how the department is providing mental health and wellness programs for the officers (through a Wellness Grant). The chaplains, Standridge explained, were uniquely qualified for helping during crises, and have the training necessary to provide comfort to those in need. Standridge said, counseling for police officers / law enforcement is evolving. “[I’m] Glad it’s changed.”

Members of the city will be given an opportunity soon, to become a part of the Citizen Police Academy, and learn the ins-and-outs of the department. The five-week program would include police ride-alongs, evening meetings, a range night, and become potential volunteers in the city, in the future.

Some of the areas the citizens could do better, the Chief explained, were simply deterring crimes of opportunity, like a “stolen car is a crime of opportunity.” Of the 12 stolen vehicles in the city, the Chief said, “Six cars were running,” warming up, and unlocked. Joy riding is one of the reasons vehicles are stolen, and petty thefts accounted for another portion of the crime stats. Drugs are involved in the majority of the petty thefts, the Chief confirmed, and heroin is making a comeback in our communities, along with methamphetamines (“Meth”), and cocaine.

Chief Standridge also illuminated the future of the organization, and he said this was a goal, “to build up from within.” There will be four new, Ford Explorers, all black police vehicles, and these vehicles have the American flag on them, as well as the police logo / motto. Traffic and pedestrian safety is another priority, and the Chief also is working on the loudness of modified exhaust systems on vehicles. Parking issues are a list item for the Chief, and “our traffic,” speeding, are “pet peeves,” with Standridge. The department is expecting another new officer to join the force, and this represents a young Owens Valley resident becoming a police officer. “Committed to Our Community.”

Mary Booher Returns to Mono County Administrative Office

MONO COUNTY, Calif. (FEBRUARY 13, 2023) – On February 9, 2023, Mary Booher, a former resident and valued employee of Mono County for more than 24 years, returned to County service. Ms. Booher’s knowledge of County services, functions, and culture, combined with her lengthy experience in public administration, make her a welcome addition to the Mono County team.

Ms. Booher worked in various positions during her 24 years with Mono County, gaining experience in administration, budget, finance, and various departmental functions, before moving on to leadership roles with both Sonoma and Napa Counties. She most recently retired as Assistant County Executive Officer from Napa County. After returning to the Eastern Sierra in 2020, she volunteered her time to assist in recovery efforts following the devastating Mountain View Fire in northern Mono County.

“We are thrilled that Mary has agreed to return to Mono County during this transition period, and know that she will hit the ground running,” said Supervisor Rhonda Duggan, Chair of the Mono County Board of Supervisors. “Her long history with Mono County, and extensive experience in local government, make her an asset to any organization, and we are grateful for her support.”

Ms. Booher will be serving in the capacity of “Retired Annuitant – County Administrative Office, Special Projects.” Ms. Booher received her Bachelor of Arts degree from the University of Nevada, Reno, her Bachelor of Science/Business Administration degree from Regis University in Denver, Colorado, and her Master of Public Administration from Golden Gate University in San Francisco. Ms. Booher will be working part-time to adhere to the California Public Employees’ Retirement System (CalPERS) rules of retired annuitants.
