*Part One of Bishop’s Police Department will highlight Chief Standridge’s goals, and visions for the city. Part Two will feature the community’s first Police Department Town Hall Meeting (February 9th). See details of the meeting at the end of this Part One.

Bishop, CA—The door is open to communication at Bishop’s Police Department, when it comes to the small town’s Chief Richard Standridge, and his approach to working in the community. And, Chief Standridge has built trust and legitimacy in his leadership by being approachable, being staff and people-oriented, and by being an effective problem-solver.

Chief Standridge is first and foremost a hands-on leader, who is very engaged in community events. “I’ve always been out and about,” he says. “It’s a part of [my] practice.” He goes on to note, “There are a ton of community events, and it’s important to talk to people.” And, for the past nearly two years, Chief Standridge has put a lot of focus on citizen volunteers, Citizens on Patrol, the Citizen Police Academy (citizens do ride-alongs, and become familiar with the police department), and the upcoming Sector Patrol. The Sector Patrol will be community-based (three zones) and will offer a portal / way to call / ask questions at the police department. Chief Standridge explains this Sector Patrol will have the benefit of having a police contact / sergeant in each sector, and reticent citizens (one who is reserved in communication) can call and discuss the information with an assigned officer.

Chief Standridge comes from the Porterville Police Department, and his experience as a police lientenant (1998-2021) and a detective in Porterville (city in the San Joaquin Valley; Population: 62, 742), a city more than six times the size of Bishop (3,820), has given him the ability to be resourceful in his leadership role. Accustomed to many more crime prevention programs, major gang-related crimes / murders, and more of every type of crime, Chief Standridge has noticed a few things our small town’s citizens could do to reduce crime. He says as citizens, we’re doing a good job of reporting illegal activities (“See something. Say something”). However, we could reduce auto thefts by simply not leaving our vehicles running / warming up in the morning, with out cars unlocked. Lock your vehicles. And, we could reduce auto break-ins by not leaving valuables in plain sight, on our seats. Stow the gear out of sight.

Chief Standridge also worries about pedestrians being hit by speeding / distracted drivers. But he feels the town is safe for residents and visitors. And, although some folks feel the city’s street lights detract from the dark, night skies, Chief Standridge says our local utility companies do a good job with lighting the community. “Improved lighting deters potential offenders by increasing the risk that they will be seen or recognized when committing crime.” (Source: www.cops.usdoj.gov)

The chief encourages interested people to attend the first Town Hall Meeting: February 9th, at 6 p.m., at the Bishop City Council Chambers. This will be a chance for the public to hear about the police department’s programs, volunteering, and ask questions.

WHEREAS, on January 31, 2020, the Secretary of Health & Human Services (HHS) declared a public health emergency, under section 319 of the Public Health Service Act (42 U.S.C. 247d) in response to the novel coronavirus (COVID-19); and

WHEREAS, on March 4, 2020, the Governor of the State of California, in accordance with the authority vested by the State Constitution and statutes, including the California Emergency Services Act, and Government Code Section 8625, proclaimed a State of Emergency in California in response to COVID-19; and

WHEREAS, on March 11, 2020, the World Health Organization announced that the COVID-19 outbreak met characterizations to be declared a worldwide pandemic; and

WHEREAS, on March 16, 2020, the Inyo County Health Officer, declared a local health emergency regarding COVID-19 under California Health and Safety Code Section 101080; and

WHEREAS, the Federal Government, along with State and Local governments, undertook preventive and proactive measures to slow the spread of the virus and treat those affected, including the release of policies and orders to accelerate and streamline the acquisition of personal protective equipment, surge supplies and resources, and bringing new diagnostic capabilities to laboratories; and

WHEREAS, based on current pandemic metrics and available mitigation resources, the Inyo County Health Officer is prepared to rescind the March 16, 2020 Declaration of Local Emergency as of 11:59 p.m. on Monday, February 27, 2023, and resume public health guidance and response efforts that align with current and future State Department of Public Health orders, as well as current and future guidance and requirements of the California Division of Occupational Safety and Health (CalOSHA); and

Born, Nathan Roderick Cox (1910-1983) Rod was a Canadian born film and television actor whose movie career extended from the 1930s to the 1970s, including mysteries, action dramas, war pictures, serials and even horror and sci-fi. But the lanky Canadian was best known for his westerns.He rose from a struggling early life, working during the Depression years at many different jobs, whatever he could find to do, always grateful for the opportunity to work. He worked as a sand hog (caisson laborer) in tunnels being constructed under the Hudson River and later went to California to work for the Metropolitan Water District building a tunnel near Palm Springs. In California, like many, he became interested in working in the movie business. Executives at Paramount saw some potential and signed him to a stock contract. His surname was changed to Cameron.

Rod’s career spanned over 100 films and many TV shows, including leads in three syndicated television series: City Detective (1953–1955), State Trooper (1956–1959), and the Coronado 9 (1960–1961).

The Museum exhibit pays tribute to Rod’s work in Lone Pine where he starred in two films, Panhandle (1948) and Stage to Tucson (1950). Many believe these are two of his best.

Kids: It’s Time for Snow School!

Bishop Elementary fifth grade teacher Meghan Avila knows full well that even though we are surrounded by snowy mountains, there are parents who don’t have the opportunity to take their children for an outing in the snow.

That is why she is grateful for Snow School, which Friends of the Inyo, in collaboration with the Eastern Sierra Interpretive Association (ESIA), offers free to fifth grade students in Bishop and Mammoth each winter.

“It’s a really great opportunity for the kids to experience snow,” she says. Although she emphasizes that it is not just about playing in the snow: Snow School is an interactive lesson in science.

For example, students learn to walk on snow using snowshoes, while also learning that the reason they don’t sink in the snow, like when they are wearing only shoes or boots, is because the snowshoes allow distribution of their body weight over a wider area.

They also learn animal adaptation and survival techniques in winter: There are birds and mammals, like some deer, that migrate to warmer climates, others like bears that hibernate to save their energy, and others like foxes whose fur and tail help keep them warm.

Likewise, the children also get a lot of tips from their teachers and volunteers from Friends of the Inyo and ESIA on how to protect themselves from the elements in winter: It’s important to bundle up and stay dry without letting snow get into your gloves, shoes or coats; wear a wool hat to keep your head and ears warm; and don’t forget your sunglasses and sunscreen, as the reflection of the sun off the snow is very bright and can hurt your eyes and cause sunburn.

Karlos Galicia Haro, 11, had not been to the snow in three years until he went to Snow School with his teacher, Christina Kinzy, and his classmates last Thursday. He has two younger brothers and a younger sister, and in winter they don’t go out much and just play at home, he said. He was very excited but a bit cold at Bishop Snow School, which took place at Cardinal Village in Aspendell, at an elevation of about 8,500 feet. He learned that layers of snow accumulate on top of each other with each snowfall and that the temperature of the layers changes depending on whether they are in the shade or exposed to the sun. What’s more, he learned that the deeper layers are warmer than the upper layers. Which is why a human being can protect himself during a snowstorm by digging a shelter in it. His classmate, 10-year-old Kasen Taylor, who like Karlos also lives in Bishop, learned that there are animals like the snowshoe hare whose fur turns white in winter so it can better camouflage in the snow and hide from its predators.

Ms. Kinzy is very grateful that Snow School allows her students to work as a team—for example, helping each other face the challenges of the cold—and use new equipment such as shovels and snowshoes.

Several mothers of students came to Snow School as volunteers. One of them, Jaime Albrecht, from Chalfant, wishes there were more opportunities like Snow School, which allows children to get out of the classroom and enjoy outdoor activities. Her daughter, Sophia, age 10½, said she likes to rollerblade and play roller hockey, and now that she has participated in Snow School, she is inspired to learn how to ice skate or play ice hockey.

There is actually a lot to learn from snow, which not only graces the Sierra Nevada landscape, giving it its name (as Sierra Nevada literally means “Snowy Mountain Range” in Spanish), but also becomes the largest source of drinking water in our state when it melts in the spring.

Snow School began in 2017, and after a COVID hiatus in 2020 and 2021, it returned as an annual offering last year. Friends of the Inyo and ESIA work with the public schools in Bishop and Mammoth to continue to provide this activity to fifth graders. This year, between 200 and 300 students are expected to participate in Snow School, which follows a curriculum set forth by the Winter Wildlands Alliance, a national organization dedicated to protecting the winter recreation experience. In Mammoth, Snow School 2023 will take place next week.

Laws Honors Women in Mining History on March 11th

Visitors to Laws Museum are sometimes surprised to find a mining exhibit at Laws Railroad Museum & Historical Site. Some might be even more surprised to learn that women prospectors played a role in 19th and early 20th century western mining history. While the 300 plus mile Carson and Colorado Railroad was being built to serve Nevada and California mines, women as well as men caught “gold fever” and crossed continents and oceans to try their hand at prospecting. Some struck it rich, some died in poverty; some deplored the rough life, while others flourished in the clean air, outdoor life, and desert-mountain scenery. For nearly half a century, women contributed their share to the history and legend of the “old west”: prospecting, filing claims, and establishing townsites, as characters in the evolution of western history. Today’s women in the mining industry, rather than roaming the desert with mules and pickaxes, are more likely to work as civil and chemical engineers and as geologists.

Visitors to the Laws Railroad Museum & Historical Site on March 11th will meet history docents eager to share biographies of “Old West” women miners: Ellen Nay, who discovered gold in the hills of Nevada, Frances Williams a physician and miner, and Ferminia Serras, who became known as “The Copper Queen”, the town of Mina, Nevada is named for her.

Join us March 11th at Laws Railroad Museum & Historical Site for this women’s history month event. The first 49 visitors to get autographs from all six docents will receive a bag of polished rocks “mined” from the museum’s gift shop! Rides on the Pine Creek Tungsten Mine’s ore cart will be given, weather and staff permitting.

Pamela Tillman Freeman

1944 - 2023

Beloved wife, mother, grandmother, and great- grandmother, Pamela Tillman Freeman passed away on January 8, 2023 at the age of 78 in Las Vegas, Nevada after a brief illness. She was born in Bronx, New York to Raymond and Margaret Kazlauskas. Pamela was a compassionate caring person who loved serving others. She enjoyed family, hiking and animal care, but her biggest joy was in her love of the Savior and serving in the Church of Jesus Christ of Latter-Day Saints.

Pamela is survived by her husband, Richard Freeman, sons Bernard (Michelle) Hamilton and David Hamilton. Grandchildren Michael Winger, Alex Hamilton and Pamela Shanks. Great-grandchildren Spence Reeves, Ashley and Peyton Shanks and Kaiden Winger. Brotherin-law Joe Jones, and sister-in-law Brenda Davis and sister-in-law Rosaline Hilday.

Services for Pamela will be held at the Church of Jesus Christ of Latter-Day Saints, 725 Keough Street on February 10, 2023 at 6:00 p.m. with a dinner to follow.

The 2023 Blake Jones Trout Derby is set for Saturday, March 11th in Bishop, California. Since 1968, the event has been a favorite Eastern Sierra tradition. Last year, nearly 400 registered participants weighed in more than 500 fish. The largest was 5 pounds and most were in the 1-pound range. Lucky winners took home about $10K worth of prizes including float tubes, Yeti coolers, barbecues, rod & reel combos and tons of other great gear provided by the event’s ever-generous co-sponsors.

This year is shaping up to be another great one according to the Bishop Area Chamber of Commerce. The derby is popular with visitors as well as locals. “We want to make sure that it’s sustainable so upcoming generations can enjoy the fishing fun. We’ve added a category for catch & release and a special raffle prize for those who pick up trash while they are out fishing. And, we always purchase and plant far more fish than are usually caught at the derby,” explains Bishop Chamber of Commerce Executive Director Tawni Thomson.

The Blake Jones derby is a blind bogey format with categories for adults and kids of all ages. In addition to the blind bogey awards, there will be prizes for early bird registrations, farthest travel, biggest fish, even prizes for those who don’t catch any fish or choose to catch & release.

Registration, weigh-in, and awards ceremony will be at the Eastern Sierra Tri-County Fairgrounds in downtown Bishop. Fishing locations include Pleasant Valley Reservoir and the Owens River. California Department of Fish and Wildlife plants Rainbow Trout year-round in these locations and the Bishop Chamber will arrange for supplemental stocking of fish purchased from Wright’s Rainbows prior to the derby. “We want to make sure there are plenty of fish for everyone,” explains April Leeson, Event Coordinator at the Bishop Chamber of Commerce.

“The derby is a real family-friendly fishing event. In addition to the fishing contest, we’ll have information booths, educational displays, kids’ casting games, music, activities, food & beverage vendors and more,” Leeson added.
